Report from Stuart Hutchinson: West Wight Ward. White Acre, Main Road, Wellow, Yarmouth PO41 0TD Tel:760048 email stu.hutch@btinternet.com. Everyone has a right to decent housing. Many cannot afford to buy, and often private rented housing gives little security and sometimes poor conditions. That’s why it’s important to have good quality public housing. That importance has been recognised by all governments and councils ever since the 1920’s when the Addison Act subsidised councils to build and rent affordable housing. Throughout the following decades great numbers of council homes were built. Under the Conservative government of Harold Macmillan more council homes were built than before or since. They were well built, well looked after and much sought after, especially after the 2nd Word War. I know they were good, I grew up in one. However, in 1980 the disastrous right-tobuy act was passed. It allowed tenants to buy rented houses at discounts of up to 60% and flats at up to 70%. That enriched a few people but reduced availability for all those still on the waiting lists. The act was so badly drafted that even council houses built for specific purposes, such as caretaker’s houses on school sites, located to make it easier for the management of the school and firemen’s houses next to fire stations built there to increase speed of response, could be bought. So that common sense provision was lost to the community. But the worst result was that it stopped council house building in it’s tracks. Why would any council build a nice new house if, soon after, it were forced to sell it at a discount, leaving it with less money to build the next? The problems councils faced led them to sponsor Housing Associations (HA’s), which effectively took on the council’s role. These properties were not council owned 6
houses and so were exempt from the right-tobuy. This has worked reasonably well, though far fewer houses have been built. Now government is proposing to make HA’s sell their property. This will again stop new builds, reduce rental availability and the housing situation will continue to worsen. Although I’m a Conservative Councillor I don’t agree with everything the government does and this is one thing I believe to be absolutely wrong. In the previous administration I was, for it’s last year, Cabinet Member for Adult Social Care and Housing, so I’m very familiar with the particular problems of housing on the Island and of local families on low wages desperately trying to achieve a decent place to live but finding private renting unaffordable. If the new sell-off proposal does go ahead then I shall do everything in my power to persuade the Island Council to adopt policies to negate it’s worst effects and to promote decent housing, using small scale welldesigned builds which are appropriate to our rural communities, perhaps via a social enterprise private company or some form of trust. This will keep homes available for all who need them, not just those who can afford to buy. If I’m privileged to be part of the next administration after the 2017 elections I will make sure that proposal is carried forward. Otherwise how else will our deserving but poorer families ever be ensured of a good home they can call their own - even if it is rented! As always, I’m here to help with any issue you have with Council services.

FRESHWATER PARISH COUNCIL The ill-considered comments from the Chairman of Ofsted were extremely disappointing but they got me thinking about how strong and proactive the communities of Freshwater and the West Wight really are.

The advice centre run by numerous other community groups. the Isle of Council at our local library has now been discontinued and we know that people Whilst the much publicised state of the often need support in finding the information Isle of Wight’s finances has necessitated that they need. Freshwater Early Years Centre, which is based in the grounds of All Saints School, was previously rated as outstanding at their last inspection so have maintained their very high standards. It’s good to know that our younger residents are able to access such an excellent facility.
The reality of course is that whilst we, like many others, are a community that is dependent on volunteers, the bottom line always comes back to money. There are opportunities to ‘bid’ for external funds such the Heritage Lottery. Should you feel that you have expertise or experience that could be useful to the community in this regard please contact the Parish Office. If you have ideas for projects that you feel Freshwater Parish Council should be involved with, we are always ready to listen.

As usual, these will be on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, do not hesitate to give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
