Community Speed watch is moving ahead so please contact me if you wish to get involved. You may have seen that Newport and Carisbrooke Parish Council has had a name change to become Newport and Carisbrooke Community Council. We felt this better reflected what we were about as a local council, we’ve moved on so far from just flower beds, Christmas Lights and dog bins! We still carry out these activities but now we have a lot of assets; land and property to manage, community groups to support, history projects and our important pedestrian improvements.

We want to restore the original frontage of the pavilion, getting back to the refined Edwardian architecture and create a modern facility behind it.

Post Office Lane toilet renewal is moving forward too. The new units are being built and will be installed in January. It’s a very awkward site to access, so the work will require a crane and possibly a road closure to enable the building to be installed. The project is going to totally transform the currently unappealing space, with plants, seating, public art and of course brand new individual cubicle style toilets. A small charge will be made to help pay for the upkeep of the toilets which will have a contactless payment Newport Victoria Recreation Ground facility as well as coins. Back to the days and Pavilion is a focus of attention at the of “spending a penny” - plus inflation! moment as we begin to draw up plans to improve the facilities here. Soon we will be asking local residents what they would like to see happen here, so it truly is a community facility. Newport Cricket Club will be at the heart of it still of course but we aim to have a flexible space to enable different sports, functions, clubs etc. We are just about to take on the adjoining Vectis Field so this will allow us more space to use. This will be a lengthy project and we want residents to be continued over the page


News Report by Julie Jones-Evans The Community Connector for Newport starts this month and will begin to liaise with people that could do with some help to deal with isolation and situations that may prevent them from participating in community life. It’s also hoped that Newport Timebank can also be revived through this new role, just as the former Local Area Coordinators proved so vital previously. Timebanks are wonderful schemes to facilitate residents to help each other and receive help. The latest streets to vote on residents parking zones are West St, Portland St, Cross St and Clarence Rd. If a majority of residents vote in favour the process to having a scheme in place takes about 6 months.

Email: john.hobart@iow.gov.uk Mobile: 07717 716 663 I am pleased to say that the commemorative bench that we have long awaited has now been installed at the top of Cedar Hill by the bus stop. This was installed in time for Remembrance Sunday thanks to the efforts of Cllr Martin who has stayed relentlessly on the case and brought this to fruition. Over the past month or so there has been much comment and disquiet regarding the proposed change from Dog and Alcohol Control orders to PSPOs (Public Spaces Protection Orders). This change is a legal one allowing the Council to enforce the rules that put in place (or are already in place). I feel what needs to be understood at this point is that there is no plan to make huge changes, other than anything that arises from the period of consultation. Beaches and parks are unlikely to be banned from use by dog owners, more likely that there will be a requirement to keep dogs on leads in certain places, such as open cemeteries, play grounds and sports

pitches‌.this can only be seen as a consideration to other users. There is no desire to stop the enjoyment of public spaces by dog owners more the need to find a solution that suits all. The question of Alcohol is also not a desire to stop you having a glass of wine with your picnic on the beach or in the park, more to stop wanton drinking in areas such as streets, parks and beaches where alcohol is abused and the situation becomes elevated to public disorder. This matter will be open to public consultation in the New Year and will run for 8 weeks, during this time you will be able to submit comments which will be read and considered during March, debated in April and the result going live in May. It is important to remember that this has already been debated by town and parish councils and other stakeholders last year (pre consultation). One would hope that they gave full consideration to their comments and the continuation of this process has been informed by them. Personally, as a responsible dog owner myself, I see no problem with dogs being allowed on beaches and in parks‌with some exclusions... such as continued over the page

This could ultimately affect a child, or the dog owner being injured in efforts to separate. Sadly the behaviour of these irresponsible owners will have a knock on affect to all. We need to assertively address safety concerns, have more police on the streets and respond quicker to criminal activity. Restorative justice needs to reflect the wishes of victims better. Environmental Health requires improved enforcement powers. Our Cross-Solent ferry operators need a centralised, co-ordinated out of town vehicle check-in. We cannot block Yarmouth, Fishbourne or East Cowes highways. We need to raise education attainment standards across the board, in Schools Higher Education and within existing workforce populations. This requires diversity of learning. We do need a fixed link feasibility study. The outcome of which must be put to our Island people in a referendum. Our people will decide what kind of Island they choose to live on in the future. Our Island is well placed for green innovation and testing technologies. We cannot keep building houses without providing services, jobs or infrastructure.

Abuse has Evolved You don’t need a bruise to be abused. You don’t have to hit to hurt. Abuse is no longer just physical! Just because a person doesn’t put their hands on you, that doesn’t mean they aren’t abusive. ABUSE is control, blatant disrespect and hurtful words.

It doesn’t just happen to women. Men can be victims too. Break the Cycle CIC has been running since 2016 and was founded by Maggie Currie after she realised there was a gap in the support needed by people who had suffered domestic abuse. She has worked tirelessly to obtain grant funding and donations to run the FREE Mind the Gap courses which are aimed at anyone who has suffered abuse in any form. Their regular 12 week courses are attended by local men and women and they can learn how to rebuild their It is NOT okay confidence and move forward positively in their lives on their • To be humiliated in public own terms. These FREE to attend courses have produced amazing results by those attending. They have changed the thinking of some people in such a way as they have made the decision not to commit suicide. Others have discovered they are valuable members of society after continuously being told how worthless they were and some have gone on to start their own businesses, gone back into education or, just as importantly, escaped from their abusive relationship and now live confidently on their own terms.

The next courses begin in January 2020. The women only course begins on Tuesday 7th January at 10am and the men only course begins on Thursday 9th January at 6pm.
