E-Mail: john.hobart@iow.gov.uk Mobile: 07717 716 663 Many of you over the last year have told me how sad you are not to be able to access the 8 Bells Pond from the area owned by Southern Water. This has traditionally been a place for people to visit with their children to feed the ducks and share some quiet time. Unfortunately, due to it being abused - particularly at nightby antisocial individuals, Southern Water decided that it would be safer if it was fenced off and closed to the public.
could suffer from mental health issues, be older and less able, or suffer from some physical disability that makes them feel marginalised. How does it work? If you have a friend or family member, (or maybe a neighbour) that you are concerned about, you can request that the co-ordinator visits. The co-ordinator will help that person to re-establish an integrated lifestyle and gain confidence in themselves and their value to society.
They have now agreed that it could be opened again during daylight hours but with certain caveats. They are looking for an individual, or a small group of community minded individuals, who would be prepared to open the area in the morning and close it at dusk. They will mow the area 8 times a year but need assurances that the community will keep the area otherwise clean and tidy.
There are too many people in this busy world who slip under the radar when it comes to managing their life problems. The co-ordinator can guide them to the right services and support groups (anything from disability and loneliness through to depression) and hopefully help the person get back on track with their lives.
My fellow parish councillor, Terry Martin, and I are happy to be involved with this but don’t have time to take it on completely, so if you want this facility back please join us in trying to organize a small volunteer group so that it can be re-instated to the lovely little amenity that it was. We had a presentation at Parish Council from ‘The Local Area Coordinator’. This is a programme introduced around the country, from Australia, and has been adopted here. There are 3 co-ordinators appointed to Newport, bringing the Island total to 9. Their role is to help individuals who may have become segregated from the community to feel valued and part of the society in which they live. These people 4
Their belief is that “Everyone in society is credited with the capacity to grow, develop and make a contribution to the world around them” I had a meeting with Heidi Bierton, who is the local area co-ordinator for Carisbrooke and Gunville, and I was very impressed with what she had to say. She is very approachable and sensitive, with great experience in this type of work. Heidi can be contacted either via myself or the Isle of Wight Council. The co-ordinators have a Facebook page if you search for ‘local area coordination-Isle of Wight’. Tim Thorne, a leading member of Cycle Wight, gave a presentation regarding the updates of cycling provision in Newport. One of his particular concerns is the provision of good, secure cycle racks at schools. Only 20 racks are planned at the new school in Carisbrooke where 600

He is a keen member of the IOW Natural History and Archaeological Society and puts many of his wildlife pictures online, in particular iSpot, an Open University website and iRecord, a website that enables people to record their natural history finds. A big thank you to David for allowing Island Magazines to share his photo which I am sure you will agree is stunning and has captured the beauty of these beasts. I hope we will be able to showcase more of David’s work in the future.

The strategy will have as one of its areas of focus, residents parking zones which for many of us living in Newport know is so desperately needed. Streets such as Caesars Road, Clarence Road and West Street to name just a few, suffer from high levels of commuter parking. I’ve been pushing for this for years now and I am now really heartened that we will get a fair deal for local residents. I won’t let up until I see the signs go up declaring crucial Newport streets as Resident Parking Zones.

You can build up credits by giving your time and then choose to spend them or even donate them to someone else or a community group. It is hoped to bring this to Newport and there is a small grant in place to help start it. Please let me know if you would like to see this happen here.
Another key aspect of the strategy is the need for free parking to help local businesses. There is little free parking in Newport and the report acknowledges that 1hr free parking can help support the local economy. It also suggests better signage, pay-on-exit car parks and developing multi story car parks in key locations and developing other sites for housing and retail. With the new Director of Regeneration looking at Newport as one of his first tasks, the new approach to parking couldn’t happen at a better time.
I have 2 new projects that I would like to work on this year. The first one is creating some more street art for the town and the second is for youth engagement. The youth shelters in the new section of Church Litten have already proved popular with young people and I would like to provide either more facilities or activities for them. I’m still working on the existing projects of 20mph and new visitor signage for the town centre. I think it’s really important that we start to plan how we want our town to be and begin to put the pieces together. 20mph is one piece, but for example we also need to make sure there is a cohesive network of dropped curbs to enable people with mobility issues to move about the town safely and create more pedestrian only areas.
I went to a very interesting presentation on Time Banks which was given by West Wight Time Bank. It’s a brilliant concept where skills and talents are swapped with other people, give an hour and get an hour. The blood you give is a lifeline in an emergency and for people who need long-term treatments. Many people would not be alive today if donors had not generously given their blood.
We need over 6,000 blood donations every day to treat patients in need across England. Which is why there’s always a need for people to give blood. Each year we need approximately 200,000 new donors, as some donors can no longer give blood. Most people between the ages of 17-65 are able to give blood. Around half our current donors are over 45. That’s why we need more young people (over the age of 17) to start giving blood, so we can make sure we have enough blood in the future. The new Local Area Co-ordinators (LACs) for Newport were introduced at the January meeting. Funded by the IW Council’s Public Health service, their role is to work in communities alongside individuals and families (of all ages) with disabilities, mental health needs, older people and carers, to help build them a good life. Their support is free, there are no assessments, no need for referrals and no time limits. You will find them visiting community centres, older voices circles, coffee clubs. They are Kate Concannon (Newport, east of the river Medina), Darren Poplett (Newport central, south and west), Heidi Bierton (Carisbrooke, Gunville and points west). - maintain annual support for Christmas lighting in the town and provide another of the popular Firework events at Victoria Recreation Ground next November; - continue support for services devolved from the IW Council, such as allotments, grounds maintenance in smaller parks and recreation grounds, maintenance of the Victoria Rec Pavilion, public conveniences, some school crossing patrols, and countryside management of places like Shide Chalkpit and Dodnor Creek; - provide new support for youth engagement events, clearing up parts of Fairlee cemetery, training provision at the Downside Community Centre, and a street art project; - continue with annual grants to Newport Carnival, Carisbrooke Castle Museum, Riverfest, CAB, some town sporting organisations, and for continuance of the 39 bus service; - commence new annual grants to Newport Football Club, the Homeless Bus project, Newport Foodbank and a scheme run by the Footprint Trust to assist people with heating bills.

Meetings The Parish Council next full council meeting is on 13th February 2017, at the he Riverside Centre. Planning and Licensing Committee meet fortnightly, 6.30pm at the Riverside Centre, the meetings in February are on 2nd and 16th.
