E-Mail: john.hobart@iow.gov.uk Mobile: 07717 716 663 During the first week of January I attended the Duke of Edinburgh Award presentation evening at the Isle of Wight College. Major General Sir Martin White presented the awards to the some 70 plus young people who had completed the scheme at various levels (Bronze, Silver and Gold) in one of his last engagements before retiring from his role as Lord Lieutenant of the Island. I was very heartened to see so many young people taking pride in their achievements, which were quite varied and some quite challenging, (including such things as teaching in the Far East and Africa, sailing across the Channel and trekking across Dartmoor) The Awards scheme, for those participating, can be fun, demanding, hard work and is character building and will be something that they will never forget, indeed after many, many years I still remember when I did the scheme in my teens and the fun we had.

After all the disturbance from a small group of youngsters in Newport over recent weeks it makes me believe that maybe we should be encouraging more to join this scheme, but also makes me realise that there are a lot of ‘good kids’ out there too. I would also like to praise the schools and teachers who have encouraged their students and supported them on their journey to achievement. Those achieving their Gold Award this year will be travelling to St James’ Palace in London to receive it officially later in the year. Cllr Murwill and I are working with our principal Environmental Officer to create an Environmental Action Plan for the Island.. This plan is based on reviewing the many comments and suggestions raised from our Environmental Conference last year. We are working through all of these and narrowing them down to desirable and deliverable actions that we can take and embed for the future. These include dark skies, clean energy systems, sustainable transport and reducing travel impacts, farming and rural enterprise, green jobs and much more! At the conference, held at Cowes Yacht Haven in June last year, the Isle of Wight Council confirmed that it supported

Tel 521068 or 07970009908 E: julie.jones-evans@iow.gov.uk T: @juliejonesevans F: Julie Jones-Evans Newport and Carisbrooke Parish Council has now set its budget for 2019/20, following on from the acceptance of the strategic plan and consultation with residents. The precept has increased to reflect the growth of the parish council, especially in recent years where we are plugging the gaps left by the IW Council cuts to services and assets, such as Victoria Recreation Ground and Pavilion. A band D household will be paying £86.99 for the year, which is still less than other areas on the island such as Ryde (2018/19 £114) More funding will be going towards supporting Newport Youth Café, which is much needed as they work towards getting a base in the town centre and mobile youth work. The recent escalation of Anti Social Behaviour has been shocking and a group set up to address it is coming up with various ways of addressing it. I have asked the library’s original architect to re look at the building to see what could be done to help find a space for young people, whilst allowing other users of the library and bus station better access. The Street and School Pastors also receive financial support for the first time from NCPC, they provide a vital service helping people at vulnerable times of the day, after school and late at night. Shaping Newport is looking for volunteers to help with event planning and other projects including Bloom and Grow. The IW Council is currently looking in more detail at the Pedestrian Audit recommendations, prioritising a list of schemes that can begin to be delivered this year. The whole idea is to create a “People First Zone” in the town centre where the schemes will help shift the balance back to pedestrians. One of the big messages from Shaping Newport was the predominance of motorised vehicles, so this piece of work is high on the list of Shaping Newport actions. Pavement widening along St James’ Street, South Street and Crocker Street are looking promising, as well as a more ambitious scheme along Mill Street which will greatly reduce the volume of traffic in the area. 20mph is also important in prioritising people over traffic. We have a rich history in Newport and on 26th February there is an opportunity for a free guided walk, as part of Shaping Newport. Some streets in Newport are more residential in feel, and have fewer visitors. This hour long walk focuses on two of them, Crocker Street and Lugley Street, with their own distinctive atmosphere and stories. This is a chance to look at these roads afresh, admire their buildings, and find out more about their residents and businesses. Follow the route of a king, see a practical war memorial, almshouses and schools, and hear the story of Ellen Robinson’s servant, and the inheritance that she never received. Meet at midday at no 30 High Street.

Household Recycling Update by Cabinet Member for Waste Management Cllr Michael Murwill According to new figures from Department for Environment, Food and Rural Affairs (DEFRA), household recycling rates have dramatically improved on the Isle of Wight in the last year. In a league table featuring 345 Local Authorities (LA’s) from across the country, the Island has jumped from 130th to 51st between 2017/18
On a similar note, recent media reports have focused on food waste collections being introduced by central Government for all LA’s – yet again the Island is ahead of the game here. Food waste has been collected at the kerbside since 2012. It is our goal to be the best LA in the country for waste management and being known as the most environmentally friendly county in the UK, to help protect our beautiful Island. Diverting waste from landfill also re-enables us to direct funds to other areas of the IWC.
In 2017/18, 53.4% of all household waste was recycled on the Island; this is above the national average and indicates an increase of 6.9% in just one year.
