Spring is just around the corner... although the island has taken a battering recently with storm Ciara and storm Dennis the temperatures have been very mild up to this point. For weeks now there have been signs of Spring with daffodils and crocus already in bloom in gardens and hedges.

Mothering Sunday is on the 22nd March and don’t forget the clocks always change on the last weekend of March, so this year, that falls on Sunday 29th. Tel 521068 or 07886 437688 E: julie.jones-evans@iow.gov.uk T: @juliejonesevans F: Julie Jones-Evans I can start this month’s update with some good news, as my discussions with the IW Council have resulted in an agreement to reopen the Chapel Street entrance to the car park. The original decision was made in isolation, not taking into account the impact on the local traffic flow and impact on residents. Local consultation would have revealed this prior to the railings going up! Residents parking schemes ballots have been completed in Newport Central with 3 streets voting yes and 5 voting no. Should the “no” streets want to go to vote again in the future we have the data to enable this. There maybe displacement of cars when the “yes” streets commence so it’s important to be flexible. I’d like to remind residents that if they live within 200m of an IW Council car park there is a permit available to allow 24/7 parking (in that specific car park) currently at £165 for a year. I got this introduced several years ago to alleviate the burden of parking in Newport. Newport Victoria Recreation Ground and Pavilion will be open in the mornings during the week for teas and coffees. Our long term plans are for an enlarged hall - sports, conferences, community groups etc - improved facilities for Newport Cricket Club and restoration of the Edwardian pavilion. With the addition of Vectis Field it allows us more space to do this revamp and also provide better parking and cycling provision.
At some point the Gunville Greenway Cycle route will run along the edge of the rec, so we can factor that in to our plans. High Street Heritage Action Zone is set to commence in April and currently we are working out the finer details of how the scheme will be administered and we are about to employ a project manager, for the 4 year programme. Ryde also will be a HSHAZ so the 2 towns can work together to achieve efficiencies and better outcomes. The Cockrams Yard street art project will be going up soon, called Notable Newport it will have images depicting people from our town over the ages. Workshops have been held with different community groups to help choose the subjects and the style of art. This project forms an early part of the HSHAZ cultural programme. Post Office Lane toilet project is making progress, our unit has been built in Sweden ready to be shipped and AJ Wells have a sample of the cladding ready for a decision. We are just waiting on permission for closure of the footpath and then all systems go! The landscaping of seating and planting around the new toilets is being done after the installation. This month also sees the Hunnyhill Moss Garden being installed, so lots of projects coming to fruition at the moment.

Mad as a March Hare When looking for inspiration for this month’s front cover, I immediately thought of the saying ‘Mad as a March Hare’ and it was only natural that my first thoughts turned to local ‘Hare Whisperer’ Nick Edwards to use one of his many amazing hare photos. Amongst the hundreds he has taken this one caught my eye and shows the
beauty of these wonderful animals. Many of you will already be aware of how Nick spends his time waiting patiently at various locations across the Island ready to capture the hares in their natural surroundings and we have been very lucky to feature his photos over the last couple of years and I look forward to seeing more of them. Whilst Nick has continued to spend large amounts of his time photographing his favourite fast-moving subject over the last year, he has enjoyed other wildlife and local event photography, including photographing for RNLI media, as part of his station officer role at Cowes Lifeboat. In addition, last autumn, he was awarded the title “Photographer of the Year” by the Royal Society of Biology, had his work included in ten International photo exhibitions around the world and was a contributor to two photo books. One of these books is the local large format “Wight Book”, which has a related photo exhibition featuring the work of all the local photographers involved in the charity-benefitting book project, including Nick, currently showing at the Julia MargaretCameron Museum of Photography at Dimbola Lodge, Freshwater Bay (29th Feb – early April). Nick’s website www.wightseen.co.uk is home to his collection of pictures of varied subjects captured here on our beautiful Island. His prints are also available to purchase via Available Light Gallery in St Thomas Square, Newport. 5

FREE PSA Blood Test Event for men aged between 45 and 85 The Isle of Wight Prostate Cancer Support Group in partnership with the Cowes Masons will be organising another PSA blood test event on Saturday 25th April at Cowes Enterprise College, Crossfield Avenue, Cowes, PO31 8HB To obtain an appointment, it will be necessary to register and book online from 6th March, via our website; www.isleofwightprostatecancersupportgroup.org.uk The PSA event will run from 9.30 am – 4.00 pm and times can be selected that are convenient for each individual, subject to availability. The testing will be conducted by trained phlebotomists taking blood from a vein in the arm, this will be analysed at a hospital laboratory and after a report has been produced by a Urological Consultant, the result will be sent to the person being tested within 7 – 10 working days.

They have received reports that scammers are using an 01983 number which may lead residents to believe that the caller is local and therefore genuine. This particular call stated that there was a problem with the residents’ computer and they tried to encourage her to access her computer and press certain buttons. Please remember NOBODY will call you to tell you there is a problem with your computer – this is a SCAM Other concerned residents have reported scam texts from the bank – the bank will NEVER contact you in this way They have also had reports of energy companies knocking doors to persuade you to change your supplier. Trading Standards advice is NEVER trade on the doorstep for anything Be wary of unsolicited calls around insulation and solar panels. Do not accept visits from anyone claiming to be able to improve your property in this way.

News Report from Cllr John Hobart for Carisbrooke and Gunville. Email: john.hobart@iow.gov.uk Mobile: 07717 716 663 There has been a great deal of emotion and concern expressed by the dog owning community with regard to the new Public Spaces Protection Orders and there are a few points that I feel the need to clarify. The first point is that this new order is merely a combination of two existing orders. Dog Control and Designated Public Place Orders have historically been separate orders…they are now being combined as one. The new legislation gives the council and police new powers to control anti social behaviour, such as dog fouling or drinking alcohol in public. We are coming into line with the rest of England by combining this legislation. Secondly, many of the rules will not have changed at all, however give a combined power to protect our open spaces and beaches for the enjoyment of the general public. The parts of the order seeking amendment are as follows: • • •
dog exclusion zones within fenced children’s playgrounds; dogs on leads in cemeteries; and dogs on leads on some rights of way.
Bearing in mind that the areas listed above are shared by a broad cross section of the general public I personally feel that these exclusions are justified. I am a dog owner and like all dog owners love to see my dogs running free, but I am very aware that there are some areas where this action is not suitable. Where 14
children are playing, and on footpaths and bridleways going through livestock… particularly at lambing time or where ground nesting birds are rearing their young. (please view the countryside code for more guidance on this). I also feel that people visiting their family graves in open cemeteries should not be subjected to the result of dog fouling or dogs running loose. (sadly not everyone picks up after their pets!) No new dog exclusion orders are proposed for beaches — the existing orders would simply migrate over to the new PSPOs. Parks and open spaces with no fenced children’s playgrounds are not affected. Most of the council’s beaches welcome dogs all year round, and I have no intention of changing that. We as a council would just request responsible and appropriate behaviour from dog owners from the perspective of keeping your dog under control and picking up after it. If everyone follows these simple rules it will be more pleasant for everyone! There is an ongoing consultation on this proposal, please add your views. This will be discussed by the Cabinet in April and views will be taken into consideration. I recently attended the launch of the Green Impact 2020 Launch at the Victoria Recreation Ground. This was hosted by Michelle Farrell of the NUS, who is hosting this, supported on the Island by Cllr Julie Jones Evans. The continued over the page
