Welcome and thank you for picking up the latest issue of Island Magazines. We have had some glorious sunshine and quite a heatwave so far this summer but at the time of writing this it’s raining... and although I’m not keen on rain it was very much needed, but let’s hope the sun will be back shortly. The summer holidays seem to have flown by and the Island has been packed with visitors enjoying all the wonderful delights our rock has to offer. It never ceases to amaze me when I come across visitors who seem in awe of the fact that we live here and have everything the Island has to offer right under our noses. It’s comments like this that make me glad to call this home. As usual this issue is packed with local news, features, advertisers and much more and you can find details of events happening throughout September by going to the ‘Dates for your Diary’ section on pages 10, 11 and 12. I hope you all enjoy this issue and always feel free to get in touch and share your thoughts. Until next month...

News Report by Julie Jones-Evans. Tel 521068 or 07970009908 E: julie.jones-evans@iow.gov.uk T: @juliejonesevans F: Julie Jones-Evans There are lots of opportunities to feed into plans for Newport and the Isle of Wight’s future this autumn. I have organised a public event on 24th September 6.30 – 8.30 at the Riverside Centre with the Isle of Wight Council’s Regeneration team to go through the draft strategy for the Island’s Regeneration, based on the findings from last year’s survey “The Wight We Want” and sites that the IW Council are developing. One of their main sites is Newport Harbour and at the event the new Harbour Master Planning team will be present at the event on the 24th September to get initial soundings from residents. Everyone is welcome and it’s vital that residents feedback on the IW Council’s ideas for our future. The Draft Strategy aims to make these aspirations a reality. I look forward to seeing many of you at the event on the 24th to give your views. Please follow these links to the online survey and the whole Draft Regeneration Strategy, which you should look at prior to completing the survey. https:// regenerationisleofwight. files.wordpress. com/2018/08/draft-iwregeneration-strategy-12.pdf https://www. surveymonkey.co.uk/r/ iowregenstrategy

The other good opportunity to help shape the County Town will be on 6th October, Riverside Centre 10-2pm where the Parish Council will be presenting ideas for the future of Newport and how the Parish Council will do its part. In June the Council passed a plan for that it could follow for the next few years. This means we have to grow as a council, requiring more resources to enable the improvements to be made. On the 6th residents will be able to see the ideas in more detail and let us all know what you think, have we got it right? The plan is based upon this vision we have for Newport . Newport & Carisbrooke Parish Council’s mission is to provide high quality public services, spaces, events and activities in order to build on the historic County Town’s deserved reputation as an attractive place to live, work, visit and do business. The council wants to improve Public Realm, support Youth Services, work with local businesses, put on events, support community continued over the page

News Report by Julie Jones-Evans continued organisations, provide good quality facilities (outside spaces, toilets etc), improve the pedestrian environment (20mph and physical improvements), support Public Health and grow the local economy. Come along and see the plans in more detail and give us your view, everyone is welcome. Also at the event on the 6th October you will be able to see the new town centre map that I have been working on for some time now. As luck would have it local artist and brilliant cartographer Alan Rowe was able to take up the commission. The final map is better than anything I had imagined and we will be locating a large scale version near the Guildhall to enable visitors to navigate around the town. It will also have incorporate some of the key moments in Newport’s history. On the 6th we will be giving away some items with the map on, so come along to see if you are lucky enough to win a piece of Newport’s history, a prize money can’t buy! As ever please get in touch with me if you would like more information on the above or any Parish and IW Council related topics.

HAVE YOUR SAY ON COMBINED FIRE AUTHORITY WITH HAMPSHIRE Island residents are being asked their views on plans for a new combined fire authority with Hampshire. The Isle of Wight Council and Hampshire’s Fire and Rescue Authority (HFRA) are considering the formation of a combined fire authority for the two counties (including Portsmouth and Southampton). The findings will go back to the Isle of Wight Council and HFRA for consideration on whether or not to submit an application to the government to form a new combined authority. The final decision will rest with the Home Secretary and is expected in January 2019. The new body, if approved, will bring together the governance of the two authorities. There are a number of ways for people to take part before the deadline of October 26, 2018: • A response form (including for views from Island residents) is available online at www.hantsfire.gov.uk/ consultation or they can email hfrsconsultation@ hantsfire.gov.uk • Paper copies of the response form are available by calling 023 8062 6815. • Translated, braille, audio and large print forms can also be obtained.

Councillor Tig Outlaw, Cabinet member for public protection, said: “This is all about achieving what is best for our Island community, ensuring the future resilience of the service and the safety of our residents. This consultation will give our community the opportunity to give us their views on this important matter.” Councillor Chris Carter, Hampshire Fire and Rescue Authority chairman, said: “This presents an opportunity to create a new arrangement, with potential to deliver significant operational benefits, greater resilience for both services and also help keep our communities even safer. “The strategic partnership agreed between Hampshire and the Isle of Wight in 2015 has already brought many benefits to both services, as well as delivering better value for taxpayers. This proposal has the potential to bring us even closer together.” 13

Monthly News Report for Carisbrooke by John Hobart. E-Mail: john.hobart@iow.gov.uk Mobile: 07717 716 663 After a long dry spell it was nice to see some rain, not always when we want it but desperately needed for our gardens… more so needed by farmers and those with livestock (horses etc) as many have already started feeding their winter supplies of hay and silage. Fortunately we haven’t had too many fires in our area, but it has been a worrying time. It is surprising that we have got this far through summer without a hose pipe ban, but looking at so many yellow fields and gardens I can only think people have been self monitoring... just these past few days of rain sees things greening up again... but perhaps too little too late! On a good note the Medina path, joining East Cowes to West Cowes through Newport has been agreed as part of the Coastal Path. Congratulations to those of you who wrote in with your comments as these played a great part in forming the final decision and Natural England praised the enthusiasm of residents and their proactive stance on achieving this. Rather less happily the recently resurfaced path from Seaclose to Island Harbour was badly damaged at the time of the IOW Festival and has been closed for the time being as the council repairs and re-lays part of the surface. It seems also that despite the lack of general plant growth in the heat, the brambles and unwanted plants are still capable of taking hold. I have had reports of some bridleways suffering from this problem, despite our programme of maintenance... please report if you find any that are not readily passable. For those of you who are keen swimmers and regular users of Medina Swimming pool, you might like to know that the pool will be closed for major maintenance. From the 10th September until the 6th October. Do monitor this as times could change and it is our

intention to get the work done as quickly as possible. We apologise for the inconvenience, but the work is essential for health and safety as well as your future enjoyment. I continue to strive, with my neighbouring councillor in Central Wight, Steve Hastings, to evolve a plan for verge cutting that will enable wild flowers to grow and set seed whilst still maintaining required safety levels along our roadsides. The comments I hear range from ‘why are the verges uncut’ to ‘where have all the wild flowers gone’. This is not about saving money it is about using it wisely and achieving an ecological solution and cutting at the right time to suit the flowers! We are planning a meeting with a leading light in the world of Lepidoptery and Ecology, who although now retired, has played a major part in evolving the verge culture of the Dorset Highways. Verges in this area are designated as heritage verges by virtue of the fact that they retain species of plants and wildlife that are in danger of extinction as well as looking extremely beautiful during the summer months. It is our hope to evolve this culture on the Island as it will not only be environmentally friendly and enhance our roads sides, but also ultimately produce a cost effective cutting programme in the long term... it all just takes a bit of planning... so whilst it may not happen immediately hopefully this will be phased in over time. If you are aware of any verges supporting rare plants please let us know. The new lines system has been put in place on Cedar Hill and already this has eased the traffic flow on this road. Overnight parking is still available on the village side of the road and I continue to work with Highways, Parking and Island Roads to seek out further parking possibilities in the area.
