Welcome to the April issue of Island Magazines. The year is chugging along nicely and Spring is definitely in the air. April is sometimes a wet month but ‘April Showers Bring May Flowers’ and if we are heading into a lush summer like last year then the flowers and trees will appreciate this extra bit of rain that may or may not happen. Easter is a bit later this year with Easter Sunday on the 21st April. The shelves in the shops are full of chocolate goodies and traditional eggs (and some have been this way since Boxing Day). Hopefully the weather will be good and perhaps this will be the start of the barbecue and picnic season. The Island is definitely coming alive again after a sleepy winter and you can find details of events happening across the Island on pages 12 and 13. Watch out for April Fools on the 1st day of the month!!!! Report from IW Councillor Ian Ward for Sandown South & Cabinet Member for Infrastructure & Transport Email: ian.ward@iow.gov.uk Telephone: 01983 403193 Mobile: 07772559093 ISLAND LINE UPDATE As you will know, in May 2018 South Western Railway submitted their plans for the complete refurbishment of Island Line to the Department for Transport (DFT), at an estimated cost of just over £28 million. The DFT was scheduled to give their decision on whether the plan was acceptable by Christmas 2018. However, no decision was announced, and it was indicated that the decision would be forthcoming in the New Year. The latest news is that no decision will be announced before the end of March 2019. Although no reason has been given for the delay it has been indicated that no financial decision will be made until the Brexit negotiations are complete. TRANSFORMING CITIES FUND (TCF) I am involved in the project to modernise the Ryde Interchange which is being done as part of the Portsmouth TCF project. The project is about transport links, that’s why the Ryde Interchange is included. The scope is limited at present and most of the improvements are to the bus station area and the road approach to the pier head. PARKING REVIEW Councillors and Council officers are conducting a complete review of the Council’s parking structure, permits and charges. Understandably, parking is a very emotive issue where residents often have strong opinions one way or another, and of course everybody wants it cheaper or free! The aim of the review is to produce a parking system that better meets the needs of residents while maintaining the level of income that the Council needs to finance 4
the service. The outcome of the review is due in the Autumn. If you wish to contribute ideas, please email them to me. SANDOWN REGENERATION UPDATE – COUNCIL TAX PREMIUM ON EMPTY BUILDINGS. In last month’s report I laid out how much extra council tax would be charged to owners of empty properties, what was not clear was that increased percentages are a premium on top of the 100% already payable. So, a property empty for 2 years would be chargeable at the normal 100% plus another 100% premium making 200% in all. This must be a greater incentive for owners to get their property habitable and occupied. CROSS SOLENT TRAVEL FOR MEDICAL APPOINTMENTS There has been much discussion lately about the cost of travelling to the mainland for medical appointments. However, the three main Cross-Solent operators do offer discount schemes for the person having the appointment and a carer if necessary. Please let the person at the ticket office know that you are travelling for a medical appointment and show them your appointment letter. Discounts are also available for cars, but you are advised to phone the operator before travelling to explain your needs. The IW Council is still providing the NHS with the full £60,000 for cross Solent travel despite fears that it would be cut.

Monthly News Report for Shanklin. Richard 07471 471960 Jon 07973 860086 Email. priest.gilbey@live.co.uk Residents of Shanklin, Lake and Sandown, are celebrating the success of the Bay’s Beaches securing the BBC Countryfile’s Beach of the Year Award, following an online and national TV vote, and recognising the quality of all of the beaches in the Bay, as well as the investment made by the respective Town and Parish Councils. Shanklin Town Council continues to invest in beach safety and cleanliness, as well as helping secure the multi-million pound Southern Water water enhancement programme – some 3 years ago, following extensive local research and support. The Town also invests in revetment lighting, CCTV coverage, decorative lighting along the revetment, maintaining and investing in public toilets, campaigning to secure a million pound investment in the iconic lift and a range of other services that have helped secure national recognition. Members are also supporting May’s commemorative events at Shanklin Chine, and are sponsoring Shanklin Town Brass Band (after their participation in National Competition) on the day. The Town Council has also been nominated for the coveted Seaside Award, and extensive detail has been included in this year’s submission – this also recognises the efforts the Town Council has made to maintaining the working of the Esplanade Clock, whilst requesting the IW Council repair their clock as soon as possible for the benefit of residents and tourists. 6
TOWN ACTIVITIES - Shanklin Theatre are hosting Wall of Floyd (6th); First Act’s Monster Mash Up (8th & 9th April); ‘Coldplay’ Tribute (12th); Savoyards (18th – 21st); and comedian Robert White (13th): a very comprehensive spring programme leading into a summer of acts and performances which are the envy of off Island Theatres. Congratulations to King Harry’s Bar, Crab Inn, the Falcon and Chine Inn for their nomination and recognition in the recent CAMRA Pub of the Year Awards – Shanklin continues to offer a unique range of venues and locations, with high quality ales, for visitors and locals alike. Plans for Shanklin Carnival 2019 are already in hand, with Den and the team organising Queen’s selection evening and making arrangements for this years Float and Carnivals – thanks again to the team of volunteers who continue this much loved summer event and add activities every year. Thanks also to the efforts of all, that have supported the Town Council addressing the concerns of Rylstone Gardens – we have worked with the appropriate agencies to ensure the best interests of all involved have been addressed and hopefully, given the efforts of the Town Council, we can focus on ensuring Rylstone continues to be a location enjoyed by young and old alike. FUTURE PROJECTS - The Town Council led the efforts of the Bay to put forward an application for High Street Funding, recognising the challenges faced by our High Street now and into the future – the Continued over the page

Report from Sandown Town & County Councillor Debbie Andre. Tel 07948 757977 Email:- debbieandre4sandown@gmail.com debbieandre4sandown At the time of writing, I have just heard that Sandown Bay has won the BBC Countryfile award for “beach of the year” 2019. To those of us who live and work here, this is no surprise. You can be sure that I will be using this to promote Sandown and The Bay with our island partners in tourism such as Visit Isle of Wight to make the most of this opportunity. I am confident that we have “turned a corner” in the regeneration of Sandown. Progress is being made on several sites and I am working closely with council officers to bring pressure to bear on those sites that detract from the positive image we are all working hard to build. Work has now started on the Premier Inn site. This is the latest update: Mid-March: our target for progressing to piling. This will see substantial engineering work on site as we carry out piling and create the foundations for the new hotel and restaurant. Once piling is completed, we’ll set the programme for the rest of the build. At this stage the overall completion date very much depends on progress with the ground works. As we get closer to the building completion date, we will set an opening date and Whitbread will also start its recruitment process for roles at the new hotel. I continue to represent you at all levels, both as a town councillor and a county councillor. I am on several committees, including the main Scrutiny Committee that meets monthly at County Hall, and have a special interest in supporting our schools on the island, especially The Bay, which many 14
young people from this area attend. I am a regular face within the careers department at The Bay senior school site where I am involved in various career development programmes that are being offered to students. In support of this vital work, I am also on the Policy and Scrutiny Committee for Children’s Services and hoping to become a school governor in the near future. I’m now recruiting for volunteers for a new youth group that will be starting in Sandown on Tuesdays from 3pm until 5pm. Please contact me if you would like to be involved and for more details. This is badly needed for our young people. I have visited both Shanklin Youth Centre and Brading Youth Centre and received much help, encouragement and support from the dedicated helpers that run these facilities, for which I am very grateful. As always, I am ever mindful that I represent you, my residents, and you can be sure that I will continue to serve you to the best of my ability. Thank you for putting your trust in me.
