Report from IW Councillor Ian Ward for Sandown South & Cabinet Member for Infrastructure & Transport Email: ian.ward@iow.gov.uk Telephone: 01983 403193 Mobile: 07772559093 The IW Council is taking regeneration very seriously and tries hard to facilitate planning, proposals and encourage business investment if at all possible. I’m pleased to say that 2018 was a hectic year what with one project or another, but it’s great that residents can actually see things are beginning to happen in Sandown. 2019 will see some of Sandown’s projects coming to fruition and others starting. SANDOWN REGENERATION UPDATE – PART 2
the Government’s Coastal Revival Fund for three Island projects. Sandown has been allocated £50K of that money for the Battery Gardens project, ‘Recharging the Battery’, which is being undertaken by our own Common Space organisation. The money will be used for the repair and preparation for the re-use of the 19th century forts buildings.
Last month I wrote an update on the many regeneration projects and developments taking place in Sandown. I have had several positive comments about this and a couple of questions which I have answered below:

Sandown Town Hall – Grafton Street. The Town Hall is IW Council property and it is proposed to redevelop the building into approximately 12 small flats, probably for rent. The main hall will remain a community space. Once the business case is approved a planning application will be submitted in early 2019. Savoy Court Site – Victoria Road. This site now has planning permission for 12 dwellings of various types including parking and landscaping. COASTAL REVIVAL FUND – SANDOWN GAINS £50,000 The Isle of Wight Council was recently successful in being granted £150,000 from 4

Simple tricks for keeping you and your house warm in winter. Use your curtains - Heat from the sun is free so make the most of it. Open your curtains and let the sunlight in during the day to make use of this free heat. When it gets dark, shut your curtains, which act as another layer of insulation and keep warmth in your rooms. You should also make sure you don’t have any leaks or gaps so that the warm air can stay in and the cold air stays out – this also helps to reduce condensation. Reflect the heat - Keep your house warm with some easy foil insulation. Cover a thin sheet of card with tinfoil and place it behind your radiators (if you’re feeling particularly crafty you can make it T-shaped so it sits on your radiator brackets). It’ll reflect the heat back into your rooms, meaning they warm up faster and retain more heat. If DIY isn’t your thing, you can also buy ready made foil insulation. Move your sofa - It might feel great to have your favourite seat in front of the radiator, but it’s absorbing heat that could be warming your home. By moving it away from the radiator, hot air can circulate freely. The same goes for your curtains or drying clothes – keep them away from the radiator so that you can get the most out of your heat source. Wrap up warm - If you have a hot water tank, make sure it is properly lagged – or insulated. This will keep the water warmer for longer, and reduce heating costs. Block out the draughts - Even a simple solution such as a making your own sausage dog draught excluder will help keep the warmth in your home or use any spare foam pipe lagging as a door draught excluder – just cut a section to fit the bottom of your door, then slide it on to form a tight seal against the floor. You can do this yourself for very little cost. Self-adhesive rubber seals around doors and windows and door draught excluders are relatively cheap and easy to install. So it’s worth getting those doors and windows sealed before winter properly kicks in. Use the oven to heat the house - Once dinner comes out of the oven, we all close the door again. But why waste that heat? Leave the oven door open and let the heat transfer slowly into your kitchen, it’ll help keep your house warm while you eat. 10

Richard 07471 471960 Jon 07973 860086 Email. priest.gilbey@live.co.uk We hope 2019 is a good year for residents and local businesses, and the Town Council are taking forward proposals to relocate our Community Library, create a community Hub, with improved access to Falcon Cross Hall, and build a base for the Town Clerk and Councillors. In developing this project we are mindful of ensuring best value, and minimising the costs of staying in the current premises, as well as demonstrating our continued support of our shopping centre. The new facility would also free up the existing site, hopefully further benefiting local residents, and enable increased information for tourists and residents, and the possible provision of space for partner agencies, and extending services provided by the team of library volunteers (who deserve recognition for their dedication and commitment, since the IW Council closed the library) TOWN ISSUES - The Town Council are very concerned regarding IW Council proposals to increase charging on the Lift, as well as introduce evening charging in car parks, with implications for local businesses and voluntary groups, and we are unclear if there will be a public meeting to discuss these concerns and possible alternative solutions. Concern has also been expressed about the continued charging of £11,000 Business Rates, to the Town Council, for providing public toilets – we have continued to argue for an immediate use of discretionary relief as this policy, charging business rates in addition to the costs of maintenance, for Shanklin and other parishes/towns on the Island. Local residents have also commented on the implications of reducing grants to the Library (where other areas on the Island are fully funded), and cutting services to local
vulnerable residents – and will continue to campaign for greater equity in local funding of services. Together with the Town Council, we campaigned to secure funding to improve water quality in the Bay, benefiting all users of the seaside, as well as local businesses, and while supporting the programme have asked for greater engagement with local groups, such as the sailing club – to ensure any disruption is minimised, as well as any future signage is clear about the project. With the priority of the Council being the need to relocate the Library, within our limited resources, the Town Council is also considering options to improve our other Public Toilets (Rylstone Gardens, Esplanade and Chine Bluff), and hope to take forward initiatives once the Library Project is concluded. Work is also progressing into the feasibility of a dotto train returning to the Esplanade – recognising the need for financial viability and environmental best practice, as well as the potential benefits to tourism. 2019 ONWARDS - The Town Council are also working on applications for national Green Flag, Seaside Award and South East England in Bloom – recognising the contribution of local volunteers, such as Shanklin in Bloom and Green Town Volunteers, as well as the investment made by the Town Council. Continued support for Shanklin Carnival and Regatta is planned, as is support for the Town Brass Band and other community projects – supporting the offer to visitors to the Town, as well as local residents and businesses.
