Introduction

Izmir Metropolitan Municipality, first started its studies under øzmir History Project Center coordination with the meeting held on 09/03/2013 that was attended by a large number of participats and KemeraltÕ Urban Conservation and Kadifekale Urban Renewal Area which was divided into nineteen sub-regions and determined as the project area in Design Strategy Report prepared under øzmir History Project and in line with the determination of revitalization, improvement and conservation activities in the region, it was decided to create of sub-regional participation platforms. Through participation platforms, it was intended to give all actors concerned an active role in the process concerned and to create concrete ideas and proposals with common sense for the operations to be performed in the sub-regions. This report is intended to transfer operational plans developed in the first sub-regional workshop held in øzmir Historic Gas Plant Cultural Center on 13-14 August 2014 for the purposes specified. The report consists of two parts. In the first section, the scope of the workshop, methods and realization process are transferred. In the second section, "operational plans" are included in which the projects to be carried out by private actors for each region are described. Operation plans are formed in relation to the purpose, strategic orientation and activities defined in detail in workshop results and design strategies report. Therefore, it will be useful to recall the purpose and strategic orientations detailed in design strategy report. Objective and Strategic Orientations of Izmir History Project 1 Under øzmir History Project, two main objectives have been identified. The first objective is strengthening the relationship of the people of øzmir with history. It will be made through the development of memories of the people of øzmir associated with their city. The resources to be used for this purpose are the archaeological cultural heritage and historical building stock in the project area. The second objective is that; during transition from singlecenter city of Izmir's industrial society to multicenter urban areas of information society, to prevent the formation of depressions in the project area and to reverse this process. As the project area largely embodies cultural heritage, it is necessary to stimulate the development and conservation objectives as combination. Revitalization objective should be performed

with archaeological heritage, historic building stock, cultural diversity and social structures in line with sustainable approaches. At the beginning of strategic management determined under the above-mentioned objectives, there lies an initiating a process of a filtering up in some parts of the project area in order to revitalize the area. Replacing the prestigious activities in the region with other prestigious activities will increase the visitor potential of the region. In the participatory process, a broad consensus has been provided about the probability of such a strategic activity will be the tourism. It is important to develop not just with the observation of historical values in this area but also by making history here to become a part of life experience. For this purpose, it has been proposed to conserve the streets carefully which were qualified as "place" where life was "experienced" (Havra street, etc.), to increase the number of streets with these qualities and to qualify the large-scale structures such as synagogues, hans with "experience" establishing nature by the help of innovative approaches, design and with appropriate organizational techniques. To attract youth's higher education activities and accommodation activities associated with these, are determined as another strategic orientation. In this direction, proposals were developed to assess the youth's leisure time such as developing project for increasing the diversity of activities that that can benefit, the creation of cultural space integrated with production and sales activities for young people and development of projects to improve the skills and potentials of young people that are employed or unemployed and remained outside the education system. One of the other strategic options is being careful about the tendency of CBD's prestigious activities to leave the area, to oppose the unnecessary discharges. In the participant process, the fourth strategic choice of consensus is to improve and revitalize the housing functions in the region largely composed of residential areas. As for residential use, a balanced social structure has been proposed by providing those coming from all layers of society to become alive in this area.

Workshop

Scope, Method and Process Workshop is composed of No. 2 Havralar (Synagogues) Region, No. 5 Historic Hotels District and No.11 Anafartalar Street 2nd Stage 2 Region of the project area divided into 19 regions in Design Strategy Report. The map showing the said regions in the project area is given in Photo 1. Workshops were performed on 13/08/2014 regarding Historic Hotels District, on 14/08/2014 regarding Anafartalar Street Stage 2 and Havralar (Synagogues) Region have been held. In four separate tables. In line with fiction workshops a moderator to ensure the management of the sessions and a reporter to document data for each four separate desks under different headings were authorized. The names of the moderators and reporters who have contributed to the workshop are as follows:

Two meetings were held with the participation of moderators and reporters before the workshop and topics have been identified by considering the characteristics, potentials and problems of the sub-region involved in the scope. While determining workshop’s participants, it has been paid attention to have tradesman and other regional users more in numbers at all study desks. Headmen of the neighborhoods located in sub-regions, tradesmen, management mechanism and municipalities as investor group, academicians with scientific production in the region and across øzmir, relevant trade chambers and civil society organizations have formed the participant profile.

Workshop started with the opening speech performed on 13.08.2014 to inform the participants with the importance, objective and targets of the workshop. The presentations of the regions were performed by Assoc. Prof. Dr. Emel KayÕn (Historic Hotels District), Assoc. Prof. Dr. Mine Tanaç Zeren (Havralar-Synagogues Region) and Assoc. Prof.Dr. Deniz Güner (Anafartalar Street, 2nd Stage Region) in order to present the historical processes of the regions involved in the scope, their outstanding features in social and cultural context and architectural and urban aspect, before the workshop Historic Hotels District workshop held on the same of opening and Havralar (Synagogues) Region and Anafartalar Street 2nd Stage Region workshops held on 14.08.2014. Before the start of the workshop, information about the methods to be used and expectations about the workshop which will be heúd in three session were given to the participants by the moderators.

First Session: Assessment In the first session, the questions created in the context of previously topic headings determined for each four desks were asked to three sub-region workshop participants. Participants were asked to give key words in order for them to make determinations about the current situation of the region. The key words taken from the participants for each question were placed on the board, similar replies were compiled and stacked under common headings. At the final Stage of the session, all participants at the desk were asked to vote the key words stacked on the board and each participant entitled with three votes (Photo 3 and 4). After the voting Stage, the information regarding the key words and votes were recorded by the reporters.

Second Session: Map Preparation In the second session, questions were asked to participants in context of the topic headings of each desk to determine the values, problems and potentials of the regions, replies were expressed in graphics by the participants on the base map showing the borders of the sub-regions (Photo 5 and 6).

Third Session: Road Map In the final session of the workshop, a discussion environment has been created by asking questions about the steps to be taken in accordance with the findings determined in the first two sessions and by whom they should be performed. All the ideas and proposals developed during the session were recorded by the reporters.

The action proposals developed by the participants in the road map sessions at the end of the workshop were evaluated by the moderators held on 17.09.2014 and 25.09.2014 and transferred to survey forms in order to present to the common opinion of all participants. Survey forms prepared specifically for every region and which include the ideas developed by the workshop participants in accordance with the conservation, revitalization and improvement interventions, have been forwarded to the participant via e-mail in order to reevaluate the data created as a result of the workshop participants and to create the priority sequence. They were delivered to tradesmen and mukhtars in printed copies and the results were taken by hand and included in the study. 76 people replied the surveys which were delivered to totally 92 participants, the participation rate was recorded as 82.61%. The results of the surveys performed, by looking at the rates as a result of the evaluation of the participants in each category and presented as listed from more important to less important and attached to the report. Survey results were the major resource benefited to create the operation plans with the strategic orientations determined in øzmir–Historical Design Strategy Report. 14

General Structure of the Operation Plans

In this section operation plans are given including the details of which interventions will be carried out in every sub-region in accordance with the date obtained by means of the workshop and evaluated in a specific systematic. The projects proposed under operation plans do not cover all the plots creating the sub-region. Intervention proposals were developed to the extent that will trigger a recovery and improvement in the sub-regions in accordance with the related scenarios with strategic orientations proposed in the design strategy report. It has been set forth that the other plots which are outside the scope of the operation plan will gain function themselves by means of the dynamics to be developed as a result of operations or continue their existing function. Operations are planned as a six-staged plan:

1. The challenges in the region In the 1st and 2nd sessions of the workshop, basic characteristics of the region, existing values and strong and weak sides have been demonstrated. In line with these findings, the framework has been drawn regarding how operative activities will be formed by means of which targets and when the operation is completed, what will the challenges in the region.

2. Operations that should be carried out for all multiple units

In order to achieve a sustained rehabilitation, recovery and improvement, it will not be enough to content with point scale interventions only in plot scale. Especially in regions that were discharged and presenting a nature of collapse due to the inability of the existing dynamics, operations are required covering more than one building and/or region under a particular scenario. Such kind of operations should be expected to spread a specific activity enabling to be effective in a region, to have an organization at the corporate level and to emerge as a product of design in the region where applied Proposals were mainly developed at the micro level by the participants within the scope of the workshop. At this stage of the operation plan, the findings emerged as a result of the workshop results and operations which may be effective in region scale that are rising over the existing features of the region associated with Izmir-History Project’s strategic orientations and/or aiming to acquire new qualifications, will be included.

Micro Operations In the 3rd session of so-called road map, participants developed concrete proposals regarding the findings set out in 1st and 2nd sessions. These recommendations were then formed as surveys and prioritized after evaluated by all the participants. Many proposals were developed such as gaining a building with a historic nature among the regions by restoring it for use in a particular function or improvement of an urban space with public nature to increase its use potential. These were considered as micro-operations in the operation plan. Although micro-operations may occur as individual approaches, if the operation is for a particular building, the function was carefully carried out in accordance to development and revitalization scenario.

Operation need to be performed for the entire region Proposals have been developed by the participants that point to areas of responsibility of relevant public institutions (municipalities, police, infrastructure, institutions, etc.) which can be generalized throughout the whole renovation area such as elimination of lighting problems, ensuring security, development of solutions regarding transportation and traffic problems. Such proposals constitute the scope of this section.

Examination At this stage, whether the states agreed to be achieved in the first Stage of the operation plan will be performed through operations to be carried out for all of the multiple units and through micro-operations and operations to be performed for all of the region explorations will be examined. If the result of the examinations will be positive, compliance of all the proposals with the conservation plan status will be checked and if necessary, plan revisions will be carried out in order to start the implementation Stage. As a result of discussion, If it is determined that the operations proposed in three stages do not achieve the conditions desired by the operations, new project proposals will be developed to achieve the desired states by returning to the previous stage. Before doing this examination, different scale operations suggested in three stages will be discussed in a dialogue conference to be held with the participation of all relevant actors. As a result of dialogue conference, process of reconciliation and promise will be completed.

6.

Monitoring Upon completion of the process of making promises, systematic monitoring of the operations to be carried out by the relevant actors constitutes the sixth step of the operation plan. This step will function also as a feedback process. Details that could lead to the disruption of the process will be resolved by related actors on this stage. Therefore the creation of a healthy coordination environment and ensuring the continuity is extremely important. This responsibility will be undertaken by øzmir History Project Center.

In the Historic Hotels Districts workshops, in line with its strategic objectives of øzmir History Project, social structure of the region, accommodation activity in the region with its positive and negative sides, activities to revitalize the region and to create new experiences and public area scenarios were discussed in detail. Evaluations for the region ss a result of sessions are given below. Hotels, in addition offering economic accommodation, their central positions, easy accessibility due to the proximity to the transport networks, the region continuing its accommodation function that it acquired in the historical process of the region, accommodation activity taking place in an historical tissue, experiencing traditional business functions and close relationship with Anafartalar Street, Hatuniye Square and AltÕnpark excavation site have been demonstrated by the participants as the advantages of Historic Hotels District. The region's problems were determined as destruction in historic hotel buildings, the extent of impairment in spatial quality, lack of physical equipment of the hotels, residents of Izmir not preferring the region in general, heavy traffic and security problem. In addition to these, the existence of the refugees which are concentrated in the area and therefore allows many of the participants to define the region as multinational in a positive way were listed as the problems of the region. The situation of refugees who are located more intensely on the building block between 945 Street, 1298 Street and Anafartalar Street and around Hatuniye Park has been highlighted in almost all discussion desks as a problem to be dealt with in a planned manner. Assessment of the situation on the region is given inn Photo 9 and problem areas and potential problematic places, buildings, main and intermediate arteries are given in Photo 10. Value-added areas and structures in the region have been determined by the participants as open car park area in the north of the region, ùen Hotel, SadÕkbey Hotel, østiklal Hotel, YÕldÕz Palace Hotel, Basmane Neighborhood Center, Baylan Hotel, Women's Museum, Muzaffer Hotel, Olimpiyat Hotel, Onurum Hotel, Emniyet Hotel, Basmane Police Station, tavern and lokmacÕ in south east of the region. Historic Hotels District value map is shown in Photo 11. The main topics highlighted in the roadmap session by the participants are to continue accommodation improving activities in the area and to attract university students to the area. Opening tourism and hospitality departments of the universities or high schools in the region, application hotels of these departments to provide services in the region, opening 21


establishments to meet the common needs of those staying in the hotels such as laundries, breakfast lounges, the formation of new business through them and to cerate office facilities for common use for those who come from outside the city were identified as the main topics of the actions proposed by workshop participants about the region. Other proposals aimed to support the accommodation activity which is desired to continue in the region and targeting the increase the interest in the region is to open restaurants in the region producing/ selling world and regional dishes in the region. Ideas developed for refugees by workshop participants who are identified both as a color (transnationalism) and problem have been directed mainly to ensure adequate protection in this region. Regarding the solidarity association or integration of refugees in social life in the region, it was proposed to establish service office of civil society organizations and foreign courses and conversation clubs to teach Turkish to refugees and foreign language to local people. The second proposal was assessed to be beneficial to refugees and service sector focused on accommodation in the region. In addition to these, ideas were developed such as opening cooking courses and restaurants and the creation of a culture house where migrants can promote their culture by cooking their own meals. In line with these data obtained as a result of the workshop, operation plan prepared in accordance with editing described in the previous step is provided in the following sections of the report.

The Challenges in the Region Historic Hotels District serves low-income people for a long time in line with the economic accommodation function. As accommodation function is presented in order to serve to certain social stratum affects the perception of the region negatively especially in the eyes of the people of Izmir and prevents the emergence of the potential of the region which can be defined as an "experience" regarding historical, architectural and urban values and therefore prevents the diversification of user profiles. The region located at a central point in the city, is connected in western direction to 1st degree archaeological site of Ancient Agora of Smyrna in the conservation plan through Anafartalar Street where completely tourism oriented trade was proposed, then is connected to KemeraltÕ Bazaar through økiçeúmelik Boulevard which is developing as a cultural and tourism axis. It is connected to Church of St. Vukolos through AltÕnpark where important archaeological cultural layers of the city are exhibiting in the east direction and the region where recently historical buildings serve as museums through the old residential fabric. These areas are areas where the city's tourism is presented in the most effective manner available. it seems unlikely for Historic Hotels District to protect its nature of being a place that caters to low-income earners under such pressure it is exposed regarding environmental relationships. Inevitably, the region is in need of organization which will serve different users who will be associated with this area. On the other hand, as the region composed of hotels with very reasonable prices for providing accommodation, the region is the first area in which the new population who come Izmir through internal migration or as refugees settled in the city and established a relationship with the city. This extremely important social function of the region has come to the fore as a value to be protected. This issue has been underlined during the participant process. High consensus was developed for observance of low-income users of the region and the provision of social and economic integration in the city. In this context it is essential to maintain the function of commercial accommodation. As it is justified above, the development of outward-oriented growth of the region may be possible either in accordance with certain activities of daily urban needs (experimenting current values such as historical nature, traditional trade, eating and drinking and, cultural activities, etc.) or enabling middle income group visitors from both home and abroad to articulate the user profile of the region for accommodation purposes. To achieve this, the region should be supported by means of certain activities that may create attraction, the physical conditions of the hotels to provide minimum standard of comfort should be improved and certain spatial reinforcement (laundry, internet cafe, 26

However, this will bring exclusion and ignorance of an important population associated with the region at a vital level in the region. Besides, keeping the population of those who come into contact with the region out of the strategy for various reasons will cause them to enter into a quest to build their vital relationship with the city in other areas. This will result in the formation of other urban regions that can be identified as problematic in the future. The problem will be shifted to different parts of the city rather than being solved. Therefore, it is very important to construct the improvement annd revitalization proposals to be developed in the Historic Hotels District to cover two opposing situations. The approaches to be develeoped in this framework are proposed to be executed in two axes: x Diversification of the function of accommodation offered by the Historic Hotels District to include visitors from different sections of society preferably visitors from the middle income group in addition to the already served social segment, protection of

Proposal that diversification of accommodation function already serving only lowincome in the Historic Hotels District to include users from the middle income group requires the differentiation of the hotels in the region so as to have different comfort conditions and forms of presentation provided that they should meet minimum standards. In order to achieve this, it is proposed to develop an organization between the hotel owners and other operators located in the region. Organization will provide to improve the existing conditions of hotels serving in accordance with the accommodation function and other services related to it by organizing over planned relationships and will enable the diversification of the target audience in this regards. In order to achieve this, first of all a systematic structure should be established. If we accept all units serving the accommodation in the area as a single entity, systematic structure to achieve the objectives set out in the short and medium term, it will allow the regulation of relations between the constituent units of the enterprise. Systematic structure will enable units to perform the goals combining their efforts knowledge and skills with others in groups that aunit can not perform alone.2 At the same time, various items such as people, tools and machinery, buildings, location, working conditions, financial instruments etc. in the enterprise will determine the conditions and methods of implementation and enforcement of fundamental relationships.3 This allows units to be directed in the right way on how they can use workforce with common goals through which activities and technical reinforcement and which physical conditions. Such a systematic structure in the Historic Hotels District will take an active role in the management of trade relations, ensuring accommodation function to be preferred in different segments of the society, making necessary spatial arrangements, the execution of restoration work, the utilization of the various funds and loans for this purpose, the creation of some of the basic equipment of which can not be provided by the hotels due to being restorated from residentian use (laundry, internet cafe, breakfast room , patisserie, etc.) at the appropriate point in the region, the development of promotional and marketing strategies. What critical here is to create a concesus among property owners and /or operators of the hotels in this regard. Some buildings have to be converted to different functions as a result of detailed evaluations. correctly to hotel operators. Therefore, in order to be guiding and router professional associations and universities to take place in this structure is extremely important. Local management should take place as support component of the structure as they are authorized in the plan revision, the project and production. This structure suggested to be introduced in Historic Hotels District can provide, with a centralized management approach, to increase the spatial quality, the improvement of comfort conditions and diversification of user profiles and thus may create an activity splash regarding accommodation function in the region. In Marseille in 2011, similarly, a ooperative called "Hotel du Nord" has been established. Cooperative, by organizing property owners in the city's historic center, has enabled the development of an accommodation presentation of brand value serving the user profile with international diversity. Cooperative's organizational goals have been identified as revitalization of the historic center of the city and improvement of living conditions of those living in this area. The cooperative is also associated its organizational goal with "European Council Framework Convention on The Value of Cultural Heritage for Society" Faro city of Portuguese in 2005.

In Faro Convention that places the individual at the center, cultural heritage is defined as a resource survived from past to present, as a reflection of the values of people in constant change without ownership bond, beliefs, knowledge, and

tradition and contains all the

features of the environment resulting from the interaction between people and places over time. It is emphasized that cultural heritage is the common property of mankind and everyone has the right to take advantage of cultural heritage, alone or in bulk and to contribute to the enrichment of the cultural heritage. In addition, in order to cope in a equitable way with situations where contrast values were given to the same cultural heritage by different communities, to create a conciliation process, to develop a knowledge of cultural heritage by promoting trust and mutual understanding for prevention and resolution of disputes which will facilitate co-existence are among the principles of Faro Convention.5 In order to adapt low and irregular income groups to city, implementation of programs for improving the social and economic level and the development of culture-oriented communication, it is proposed a structure should be located in the region organized to provide 4

social and cultural services in the region which is the second axis of the project proposal. With non-governmental organizations, associations, local authorities and universities, it will be suitable to perform this structure mainly on 945 street connecting Hatuniye Square and Historic Hotels District with the current usage trends of the region.

It is extremely important for the proposed structure to develop in line with the development of both social and cultural functions. Social functions aim the introduction of comprehensive programs aim the development of cultural diversity, cultural functions and provision of communication in line with the adaptation of immigrants and refugees to the city and improvement of living conditions. Cultural functions by providing the participation of those living in other parts of the city in certain times, will serve to strengthen the inrersection and communication platform. Hatuniye Square which is considered as an area of action of cultural activities to be developed by the social and cultural center is located in Anafartalar Street Stage 2 Region and will be evaluated in the operation plan of that region. Social functions are perceived as totality of services to facilitate creating a sheltered living environment. In this context, while "Emergency support" is considered as the fulfillment of vital needs quickly and for a temporary period, "Continuous support" covers all kinds of structured support from education to financial resources.

Major actors will be all non-governmental organizations, associations, local authorities and universities which can contribute to work in this region. There are many associations clustered close to the Historic Hotels District. Participation of these associations to the program should be provided the extent of their areas of responsibility and skills. Moreover, support in the direction of improving the institutional capacity of NGOs in the region, civil platforms, social entrepreneurs and community volunteers (equipment, training, project writing, mentoring, etc.) should be established. At this point, it is recommended the participation of universities. The main role of universities can be formed to ensure the organization of different units to provide necessary services in the region. Besides, universities, in cooperation with local governments, can provide human-based project to be moved to an international platform. The main activities of the social and cultural center are given below:

Emergency Support: to organize the necessary support to refugees and migrants in core subjects such as shelter, health food in a systematic way Legal Support: To provide comprehensive legal support mainly for refugees Education and Vocational Training: literacy, provision of educational services in Turkish and foreign languages. Implementation of workshops aimed at professions and /or to ensure coordination in line with the introduction of structures such as other relevant civil society organizations, associations and city colleges. Mentoring: to provide support in capacity building for NGOs. Volunteers Platform: to create, develop and educate a volunteer army that can be activated in accordance with the social and cultural programs. Space Support: to provide space for other non-governmental organizations, associations, universities or volunteers who wish to carry out social and cultural activities in the region. Cultural Activities: to ensure the realization of a variety of cultural activities which will support meeting and communication under an intensive program (talks, film screenings, children's theater shows, street theater, street games, exhibitions, installations,

organizations that can provide benefit mutual forming the cultural diversity of users, etc.).

Micro Operations The proposed micro-operations within the Historic Hotels District associated with "Meeting/Intersection/Communication" project developed in "Operations Required to be Implemented in Multiple Units" section is aiming to create a spark. The proposed projects mainly aim at helping to diversify the region's profile. Additionally, some of the micro-operations recommended by the participants and developed in accordance with the other ideas during the workshop have been assessed under Hatuniye Square located in Anafartalar Street 2nd Stage Area that has a strong connection both physically and socially in the Historic Hotels District.

Restoration of SadÕk Bey Hotel as an Application Hotel SadÕkbey Hotel is located opposite Basmane Station on Hotels Street in the direction of Basmane Square.Building belonging to UúakÕzade family was built as a mansion in the 1890s, then for a short time, it was used as a post office. 23-room structure was then enlarged to the Basmane Square and became a building of 44 rooms and 80 beds. The newer part of the hotel is composed of three floors and the old section has two floors. It stands out as one of the high accommodation capacity hotel buildings in the region. Restoration of SadÕkbey Hotel as an application hotel will make functional continuity possible, enable a young population to come for training purposes to the region and will contribute to meet the employment that Historic Hotels District will need in the progressive process.

Open Offices With the rapidly developing and emerging new business trends in line with information age, open offices have emerged in recent years in many provinces of Turkey. These formations mainly attract entrepreneurs who want to start a new business, those who want to gain experience in business without taking risks or home-office workers offer all the equipment that is needed in an office environment without paying high prices. In the open offices having work space, meeting, electricity, internet, secretariat, etc. equipment, flexible use of time is provided to entrepreneurs and thus expenses formed in the first stage are minimized. Open offices serve a wide range of profiles such as home-based entrepreneurs, accountants, lawyers, therapists, agencies, educators, consultants, intercity connected workers and connected. It is expected that the organization of some buildings situated in Historic Hotels District to contribute to the diversification of the profile of the region in this direction.

Implementation of Operations Required for Entire Region Security Eliminating the security weaknesses mainly highlighted in the participant process, increasing the attarction of the region will be effective in lengthening the living times.

Creation of parking lots Already in the Historic Hotels District and the immediate vicinity, spaces resulting from demolished structures are used for parking. Planning work needs to be done in this region in accordance with the creation of parking areas suitable with the texture for those who will be stay in the hotels and with personal vehicle. It will be also possible that the investment may be performed by the owner of the property following the development of conceptual proposals which will make these parking lots compatible with the texture quality.

In the workshop for Havralar (Synagogues) Region designated as No. 5 for sub-region in Design Strategy Report, øzmir History Project in line with strategic objectives, social structure of the region, religious and commercial memory, activities to revitalize the area and to create new experiences and public area scenarios were discussed in detail. The region was developed by the emigration of Jews from Izmir and Istanbul, Salonika, Portugal and Spain and their settlement on Havra Street and construction of worship buildings in this region. In the region which reflects the multicultural character of an era of øzmir commercial and religious activities live together. As it has traces of the traditional shopping culture and the memory of Jewish Community, it has a significant cultural potential. With its multi-layered social structure, another prominent feature of the region is the presence of a mobile commercial axis like Havra Street where life gained "experience" in KemeraltÕ Bazaar. Havra is the street trade. There are nine synagogues and a rabbinate clustered in Havra Street. It was emphasized stronglyby by workshop participants that the region has a high cultural / religious tourism potential because of this synagogue cluster. The assessments of workshop participants regarding the situation in Havralar (Synagogues) Region are given in Photo 14. Problems were raised by the participants that of the synagogues are closed to visitors because of their staleness state and actively used the synagogues have very weak relationship with environmental issues. The revitalization of synagogues which are not used because of lack of congregation by establishing functions other than religious activities in order for them to create a relationship with the urban area has been highlighted. Because they are not used actively, streets where the synagogues are located are empty and deserted, the spaces evacuated which are once used by shoemakers operating in the region, are unable to transfer to new function spaces, especially low density of use of the area between in the south of Beit Hillel Oratuar, økiçeúmelik Street and Kestelli Hill were recorded as abandonment problems of the region. It was expressed that the qualified historic building stock in the area is suffering because of the unconscious intervention of the users and improper functions, commercial activities only focuses on Havra Street and it contains disorder and confusion due to overcrowding and commercial activities should become active in the area. In addition to these, public opinions expressed in all the desks that region's security and infrastructure services in general are problematic, special urgent measures should be taken especially for lighting and hygiene. It was determined that økiçeúmelik Street interrupts the physical relationship between KemeraltÕ Bazaar, MezarlÕkbaúÕ and Tilkilik region, weakens the connection between kortejos and Sabbatai Sevi House as the extension of Jewish culture and 39


the its busy traffic has also been found to be negative for the region. Problems and potential map of Havralar (Synagogues) Region is given in Photo 15. The region's value map is given in Photo 16. In the roadmap session, it was articulated by the participants that the basic strategy to revive the region, is the establishment of the area where "experience" is carried out. Proposals such as Restotation and opening of synagogues located in the region to visitors and opening restaurants producing/selling Seferad and Kosher kitchen, evaluation of some streeets sales of products related to Jewish culture are steps to be taken for the experience of the Jewish culture in Izmir's multicultural social structure. Proposals such as to include training activities for the unused spaces inside Havralar (Synagogues) Region, to make this area a fashion center including training activities, supporting artists to produce in this region, revitalization of traditional artsby organizing small workshops and creation of art streets have been put forward as ideas oriented to the objective of diversification of life experience in the region. It was expressed that revitalization of the region and articulation of youth are necessary because of the desolation of the area and insecurity-unsafety occuring at night. In order to establish cultural relations, it was ecommended to strengthen the connection of Havralar (Synagogues) Region with Agora and Kortejo District (Anafartalar Street). It was highlighted that the interventions such as revitalization of existing passages and gateways with commercial use, strengthening the position of Kuyumcular Bazaar in the region, evaluation of Albayrak Passage in line with commercial and cultural uses, may have the current potential to emerge in the region. In accordance with the data obtained as a result of the workshop, operation plan prepared in accordance with the editing defined in the previous stage is provided in the following sections of the report.

The Challanges in the Region Havralar (Synagogues) District due to its location has a nature of transition area between KemeraltÕ Bazaar which is most actively used in KemeraktÕ renewal area and Anafartalar Street 2nd Stag Region which has lower rate of visiting and working in a closed manner and Agora first circle public housing tissue. Within the scope of the øzmir History Project having main objectives of strengthening relations with the people of Izmir with history, prevention of the formation of the depressions occur in the project area - to reverse the formation -. Havralar (Synagogues) Region has a special importance because of its location. It is likely that the revitalization activities that will be held in this region to create a trigger effect in the neighboring regions which have a closed structure. Beyond that, considering the values owned by the region, it has an high visitor potential of both domestic and foreign tourists and people Izmir. This means that the environmental impact of the revitalization activities will be strong. The region's core value is that it hosts items related to Jewish culture in a clustered form. Although many of them are out of use, unused and worn, clustering formed by nine synagogues and the rabbinate make the region an important center of attraction in relation to the Jewish culture. Synagogues reaching to our day as architectural reflection of the multicultural nature of Izmir should be protected and theri relationship with the orban context should be strengthened in design integrity. Outside the synagogues, region hosts a significant value. This is Havra Street. Havra Street providing a pleasant connection between the Anafartalar Street and øliçeúmelik Boulevard, is the only street that is active and alive during the day. Shopping activity gives Havra Street an "experience" where fish, cheese, fruit, vegetables, meat offal, spices, dry food are sold and Havra Street's quality which is providing "experience" should be carefully protected. Havra Street's power and cultural potential of the region can give rise to new experience areas. Approaches should be developed to uncover the region's cultural potential and to create new "experience" areas. In addition to these values, area contains quite problematic sub-regions. The large area between Havra Street and Kestelli Region which was one used bu shoemakers and due to their moving to IúÕkkent is currently vacant. It is an abandoned, deserted area of debris and therefore it has a security weakness. Existing commercial dynamics have not contributed to the emergence of a new form of use in this area. The abandoned and unused areas in the area should be revitalized and enabled to enter the city life in accordance with appropriate scenarios and functions which can generate added value. 44


As it was mentioned in øzmir History Design Report, one effective way to revitalize the project area in the participatory process has been identified as the attraction of youth to the area. To make the necessary arrangements that will attract youth and artists to Havralar (Synagogues) Region where the larger part is abandoned will serve the primary target of revitalization. It was stated that Havralar (Synagogues) Region has been effectively presented in the area of urban tourism and has an high potential hosts in this regard, however it is a transition area between introvert neighboring regions and KemeraltÕ Bazaar which is actively used. økiçeúmelik Boulevard makes this transition quite difficult in the pedestrian scale and creates a barrier effect. The physical relationship of Havralar (Synagogues) Region with the east of økiçeúmelik Boulevard should be strengthened and access alternatives should be created.

Implementation of Operations Required for Multiple Units øzmir Jewish Museum As discussed above, the core values of the area are religious buildings cluster of Jewish culture. These religious structures have been destroyed to a large extent today. Those which are in good condition are almost not used due to the decrease in the number of the Jewish community. Regarding nine synagogues and rabbinat, a study was carried out under the name of "Izmir Project" by Izmir Jewish Community Foundation. The study mainly aims to open all synagogues to visitors without damaging the properties of worship - other than those completely demolished and those do not have any documents regarding their situation before the demolition - to transform them into a cultural complex reflecting historical, cultural, religious, architectural, artistic values and the history of the city in various periods.6 Hence it aims to create a touristic attaction point in the region. It is proposed to make four synagogues located adjacent to each other (Siniora, Algazi, Hevra and Foresteros) as center of the museum complex and to extent the center of the complex to upper synagogue by building 6

overpasses between Etz Hayim and Shalom synagogues which face the same street with this center. Museums, exhibition halls, classrooms, cafes and restaurants, bookstores, articles sales units of Judaism, art galleries and souvenir sales units were determined as usage forms. The restoration of Biet Hillel Oratuar was completed in 2014 by Izmir Metropolitan Municipality which is important as it is the last sample of the structures converted residential building into a synagogue in the area. It will be functioned as a museum giving information regarding the life of Hayim Palachi who was one of the leading rabbis of the community and displaying his items and will be operated by the Izmir Jewish Community Foundation. It was mentioned by the participants of the workshop that as synagogues due the way of their construction do not have a strong physical connection with urban space so the intensity of use of the streets are very low and in line with the strengthening of relations with urban space a highly consensus has been developed. Regarding that the museums are one time visited places for many users-, especially for the synagogue buildings which were destroyed to a large extent, in function proposals, development of outward-oriented approaches and again associated with the museum complex can contribute to the life experience of the complex and can provide the emergence of a structure which can be freely entered. In this way, the museum complex will not only serve the tourists coming outside the city and abroad for daily visits but also be a place where øzmir people will feel to visit in their daily life. It seems useful to observe this point. In case of implementation of the said project raised by IzmirJewish Community Foundation, it seems possible to create a splash in Havralar (Synagogues) region regarding cultural use and museum complex to emerge as a design product as a result of an integrated approach to development and right design process. It is thought that moving into the international arena, the project will contribute to the promotion of Izmir worldwide and beyond this it will facilitate obtaining financing for the implementation process. In this context, there is a need for new organizer actors which will act together with Izmir Jewish Community Foundation. 46


Culinary culture regional dishes As a result of the workshop it was emphasized that Shoe's Bazaar is significant potential area which is completely discharged as shoemakers moved to another part of the city and which is vacant for a long time. A large portion of the area between Havra Street and Kestelli Hill where Shoemakers Bazaar tis located is almost never used today and this situation triggers the region to become a depressed area and creates security vulnerability. It has become inevitable to revitalize these discharged areas through a function that can maintain the continuity. For revitalization purposes, the function proposed to be permanent it should appeal to both tourists and regional users and also fÕr Izmir people in a way that creates their demand to visit the region. Among the recommendations developed by the participants, "The opening of the restaurants in the region where local culinary products sold" proposal was considered important by 84% in survey results. In the conservation plan, a proposal regarging foods and beverage activities in these streets has been given. When Izmir is considered with the close vicinity it has a rich culinary culture. When Kosher cuisine, other culinary options of local and foreign cultures are added to this, a range can emerge which can make attraction in the region. In this context, the buildings in these streets to be transformed will serve largely to the culinary culture. It is thought that the proposal will create a positive impact on the extension of the lifetime in the region. Being close to the metro transport network and because of the presence of MezarlÕkbaúÕ Carpark it makes possible for people of Izmir to access the areas by means of public transport or their own means of transportation at different times of the day and this also supports this situation. Regarding foods and beverage, the project will create a splash in the region. Project should be planned integrated, whereby competition and market equilibrium of different local presentations should be sustainable in the area. Integrated planning process will also enable the emergence as a design product as a result. Protection of small tradesmen as an operator is important in terms of ensuring revitalization in compliance with the essential nature of the commercial areas located within the renewal area. But; in this completely discharged, deserted region which lost business dynamics operator actors are not expected to reach success. Organizer and investor actors are needed who can provide both management of the project and the construction process and the coordination of the owners and actors.

From Art to the Universal Arts In the south area of Havralar (Synagogues) Region, the area used by shoemakers in the past and today partly by textile manufacturers and wholesalers, does not present a quality living. In this case the most effective factor is the moving of shoemakers from this area. Commercially available balances in the region could not be effective and sufficient for the conversion regarding a different form of presentation discharged area. The region connects directly with økiçeúmelik Boulevard, main artery of KemeraltÕ Bazaar Anafartalar Street and with Kestelli Hill. Kestelli Hill stands out as active and live axle where mainly the textile wholesalers are located. The presence of high intensity regions in the immediate vicinity creates a high potential for the revitalization of the project area through the appropriate chain of a function or functions and to become a part of the living city. As a result of the workshop, a proposal has been developed by the participants regarding the revitalization of traditional crafts in Havralar (Synagogues) Region and small workshops to be organized in this direction. This proposal has been found important with a rate of 95% in the survey study. Another proposal was developed to support artists to make production in the region. This proposal was also recognized as important with a rate of 94% of survey results. Another proposal was to convert the textile production area located in Havralar (Synagogues) Region to a fashion center to include training activities. This proposal was also recognized as important by 75% of survey results. The form of use of the region in the conservation plan has been determined as "commercial areas where small crafts can take place in a very large extent. Development of the proposals developed by the participants and mentioned above are in compliance with plan decisions for this region. In 2006, in ùiúhane known as lighting center of Istanbul a region-specific product was developed by providing a combination of creative disciplines and workshops under "Made in ùiúhane" project initiated by AslÕ KÕyak øngin and this production-design process was reinforced as a local brand with supporting many activities. 7 In another ongoing project called "Crafted in Istanbul" started around Dolapdere, ùiúhane and the historic peninsula of Istanbul, the aim is to create "craftsman map"8 and to re

establish the master-designer relationship. The main question in this project is to document and make visible the crafts being lost and their integration to the existing system with designs and the possibility of their survival. Taking inspiration from these projects, it is proposed to increase the density of the craftsmen in Kestelli Region determined as 6th region in the design strategy report which is located in the immediate vicinity of the region regarding the textile industry and with the participation of artisans that can be associated with this industry (Tailor, moulder, accessory manufacturers, jewelry craftsmen, etc.) and to develop a process-oriented model of production based on mutual learning by providing them to meet with creative actors. This proposal to benefit from the value of Kestelli region will bring the strengthening of the relations with Havralar (Synagogues) Region and and a fluid transition provision establishing functional partnerships between the two regions. It is proposed to attract fashion design departments of the universities and the young fashion designers to the project. A fashion institute should be constituted for this purpose that will allow the realization of educational activities in the region. At the same time it is thought that the institute will contribute to ensuring a continuity of craft production by transferring the experience of artisans to younger generations located in the region. With the proposed combination of art and design, it is targeted to develop ateliers and sales units focused on qualified, creative and detailed production in various branches of the fashion industry during the process in the region. To provide the organization and to activate required programs in order to implement the project, development of acooperation between universities, øzmir History Design Workshop and an investor Actor (s) is recommended. It can be said that universities and øzmir History Design Studio will be effective in the development of designer-craftsmen cooperation and attracting the universities and investor actors will be effective in the sales and marketing of cultural products in the craft-design intersection. "øYTE Design, Architecture and Urban Research Center" which will be established in collaboration among Izmir Institute of High Technology, Regional Directorate of Foundations and TARKEM on the large plot where three other major structures are stiuated and also Anafartalar Police Station is placed and located on økiçeúmelik Boulevard can play a key role in this project.

Micro Operations: Havra Street Improvement Project In order to improve architecture and urban quality of Havra Street where shopping activity gains "experience" and in which a rich variety of product sales are performed, it is proposed to make arrangements through small interventions. Conducting a series of interventions such as flooring, infrastructure, superstructure, lighting, removal of extensions that provide visual pollution in the front commercial spaces and prevent the perception of historical tissue, will improve the spatial quality. It is very important to protect the "experience" of the street carefully and to determine intervention limits in this respect.

Extension of the borders of experience area of Havra Street It is proposed the shopping experience offered by Havra Street to continue on ground floors of plots 3, 4, 10, 11 and 43 located on 926 street and to create a market selling organic farming and meat products on the immovable property located in plot 5 on the same street. In this way, the expansion of the boundaries of experience in the area and transformation of Havra Street to offer a new experience will be associated with the project area "Culinary Culture Local Dishes" project.

IYTE Design, Architecture and Urban Research Center Studies were initiated to establish a research center on the ground floor of the plot located on økiçeúmelik Boulevard and on which Anafartalar Police Station Chiefdom and three other major structures are located, where sale and promotion of local and cultural products of tourism are organized and on the top floor fine arts and design faculty students studies, atelier studies, workshops, meetings, etc, are performed. It is thought that the said center will be addressed as an alternative passage from 327 Street to Havra Region. In line with the implementation of the project, Izmir Institute of High Technology, Regional Directorate of Foundations and TARKEM have perfomed a co-operation.

Tourism Information and Support Office Although Izmir has a cultural heritage and blended tourism potential as a result of its 8500 years old history, there is no tourist office that will serve local and foreign tourists. This situation creates significant gap in the development of urban tourism and promotional activities. It is proposed to construct a Tourism Information and Support Office on økiçeúmelik Boulevard on the plot near the project area in cooperation with øYTE, Regional Directorate of Foundations and TARKEM which can provide services such as attractions to visit, addresses, public transport information, eating and drinking alternatives, nightlife, hotel reservations, car rental, sightseeing tours, concerts, festivals and other events for publicity, detailed information and ticket sales. It is possible to meet this function in MezarlÕkbaúÕ parking lot located opposite to økiçeúmelik Boulevard. In the proposal report developed regarding MezarlÕkbaúÕ parking lot, it is explained in Anafartalar Street 2nd Stage Region Operation Plan.

Arrangement of Squares In the Conservation Plan, two square proposals were developed in front of rabbinate on 920th street and in front of Algaze synagogue and Le Hevra in 927th street. In these areas where low-skilled construction is present, it is porposed to perform expropriation and create the said square and suggested to gain public use. The squares to be identified as a result of expropriation will be organized in order to respond to different needs and the creation of urban equipment in the region will allow the formation of qualified public space.

Albayrak Passage Albayrak Passage located on 937th Street which connects Havran Street and 927th street where there are intense cluster of synagogues and having a direct connection to Havra Street is now abandoned and unused. It is thought that when this structure is gained in urban use with an appropriate function will increase the intensity of use of 927 and 937 streets which do not have enough vitality because of the closed structure of the synagogues. The building is proposed to beconverted to host cultural-oriented sales units associated with Izmir Jewish Museum Project such as antiquarians, second hand booksellers, collectors' items. It is believed that such a function in the region will have a positive impact on the diversification of the user profile.

Implementation of Operations Required for Entire Region

Security The elimination of security vulnerabilities mainly highlighted in participant process, will be effective in increasing preferability of the region and lengthening the living hours.

Lighting In order to provide security during the night and to increase the use potential, it is necessary to eliminate the problem of lighting. It will be eligible to consider differing forms of use of lighting proposals, to be able to respond architectural and urban aspects will be considered as a design problem. Infrastructure Infrastructure works have to be carried out which can provide long-term response to regional demand. Elimination of hygiene problems, experiencing the life in the region easily in different weather conditions which was mainly pedestrianized, forming

a healthy

discharge system for this purpose, creation of an internet infrastructure that will allow easy intervention when necessary and being suitable for development with current technologies are important. For these purposes, works hane been started by Izmir Metropolitan Municipality to renew the infrastructure of KemeraltÕ Bazaar.

Trip Programs In order to increase the awareness by the people of Izmir for the alue of the region, it will be useful to organize history and culture-oriented trip programs. The work started by Izmir Metropolitan Municipality for this purpose will be implemented within a short time in cooperation with the Chamber of Tourist Guides.

Arrangements for Information and Guidance Purposes Arrangements for pedestrian-oriented information and orientation which are designed in suitable interaction formats and placing in the area will facilitate pedestrian movement in the region and will also serve to strengthen relations with the history of Izmir.

In accordance with øzmir History Project strategic objectives, the results obtained in three sessions in Anafartalar Street Region Stage 2 workshop under topics activities to create new experiences and revitalize the region, social structure of the region, the traditional shopping culture and public domain scenarios are given below. In the Assessment of the region by workshop participants, the positive situations are mentioned as easily accessibility due to central location, historic fabric, cultural diversity, rooted tradition and historical continuity in trade,

economical goods and diversity of

products. Hygiene problems, the presence of peddlers, traffic control and infrastructure problems, security problems, the lack of maintenance of historical buildings and squares, changing the nature of traditional activities in the region and low level of education of users. are considered as negative aspects of the region. The findings related to the situation are shown in Photo 27. In the studies pf

marking on the map carried out by workshop participants,

determinations were made regarding buildings where traditional shopping culture is continuing and potential problem areas and structures as well as location information of some structures that did not survived, at the same time the value map of the region was made. When potentially problematic areas in the region are evaluated together, Hatuniye Square has come to the fore. Hatuniye Square was considered by most of the participants as the most problematic area and also the area with the most potential. Hatuniye Square was alos defined as the reference point of the physical connection between Historic Hotels District and Tiklik housing area. In mapping studies where values of the region were indicated the square was located among building facades of north and north-west and the values of the region to be conserved. Many historical buildings to be conserved and some structures that sustain traditional commercial activities have been set as other values of the region. Problempotential map is given in Photo 28, value map is given in Photo 29. The primary activity proposals developed assocaited with the determined value of the regions, its problems and potential problem are in order to increase spatial quality and service safety, to increase the control in the region, to eliminate the problem of hygiene and to prevent the invasion peddlers. Arrangement of AltÕnpark and Hatuniye Square which are the important attraction points in the region is another proposal developed. It has been proposed to restorate Emniyet Hotel with social and cultural functions and kortejos with accommodation function. It was emphasized that kortejos need to be addressed especially as for students. In addition to these, for the detection of presentation of traditional culinary culture in the region, to conduct an 62


inventory study and to reconstitute places which are part of cultural diversity but lost over time were proposed. In addition to these proposals, for the revival of the region, proposals such as organization of social and cultural events, festivals and in order to increase the intensity of use at night, establishment of a night market have been developed. Other proposals to revitalize the region are implementation of arrangements that will help to increase the use of the region by women and re-creation of public uses such as the wedding hall which existed in the past. As for the traffic problem in the Anafartalar Street, proposals have been developed to slow the økiçeúmelik Boulevard traffic in order to close the street to vehicle traffic during the day and to strengthen Anafartalar Street - Havra Street connection. In accordance with the data obtained as a result of the workshop, operation plan prepared according to the structÕre defined in the previous stage is provided in the following parts of the report.

The Challenges in the Region: This region connecting økiçeúmelik Boulevard and Basmane over an historical texture hosts mainly the commercial functions. While commercial presentations in line with everyday needs are clustered on the section between Basmane Square and Hatuniye Square, other commercial activities are organized between Hatuniye Square and økiçeúmelik Boulevard. Commercial accommodation units can be found in the entire region. The region also hosts kortejo structures of Jewish culture and provides common living conditions. Although these structures are largely destroyed, some continue to host accommodation as well as other uses in accordance with other business functions. Region's traditional residential texture has been shaped as commercial area and it has managed to maintain its function in this direction until today. For nearly a century, it is possible to come across commercial units continuing to pursue the same function. Therefore, it has come to the fore where the continuity of traditional commercial activities are observed and as an extremely surprising and impressive "experience" area. These structures are mainly located between Hatuniye Square and Basmane Square different presentation formats such as lokmasÕ, grocer, butcher, helvacÕ, bakery provides visitors from different parts of the city to interact with the region. Therefore, cultural continuity of the region enabling "experience" regarding traditional commercial activities should be carefully preserved and their general awareness in the city should be provided. Region generally serves to low-income users. The region that is region directly associated with Historic Hotels District, has at the same a nature where the users came to the city through migration or joined as refugees some of whom stay in the hotels and who are included in social life and meet their daily requirements. It has therefore a closed operation. Although the region has an extrovert potential associated with cultural values, it does not exhibit an initiative in this direction. The region should be converted into a service center providing services to low and middle income earners for the whole city and should be opened up to the city. Increased demand for services in the region will ensure the development of the service standard. The central location of the region, direct relation to bus and metro transport networks are supporting factors that supports the region to exhibit an extrovert development. Because of conservation plans decisions and tourism-oriented presentations gained momentum in other regions, the region inevitably to be associated with tourism, presentation of the region as a service center providing services to low and middle income earners do not constitute a conflict. Original and actual values owned by the region, authenticity will 67


form the basic core of tourism that will take place here. Revilalization activities should be carried out without damaging its position of urban memory of the region. This attitude will also will prevent loss of identity and being artificial that our country suffered. Such an attitude to be successful, infrastructure works should be completed and the region must become a clean and safe place. At the same time, the negative perception of the city in general should be changed by promotional activities and cultural events with organizations that can create mass attraction. The intended revitalization should be provided only through tourism but also to make the region a central place attracting the entire city. To strengthen this approach, a young audience should be added to the user profile of the region who can contact with different sections of the city and can lead to visitor traffic which will spread to different time zones. There are many cafes and coffeehouses in the region. These commercial buildings which have an important place in society regarding socialization host activities such as resting, reading, chatting, cultural activities, and entertainment. At the same time cafes and coffeehouses are places where people from different backgrounds come together, contact and interact, idea exchnages are provided and where the differences and alienation are reduced. The continuity of cafes and coffeehouses should be provided which meet the social functions of the region and play an important role in the formation of social integration.. Although Anafartalar Street Stage 2 Region hosts many buildings with historic nature, most of them have been largely destroyed because of lack of interest, lack of maintenance and impossibilities. The preservation of qualified historic building stock and thus keeping alive by installing the appropriate functions to revitalization strategy should be provided.

Implementation of Operations Required for Multiple Units Meeting/Intersection/Communication (Culture) In the operation plan for the Historic Hotels District, a two-axis structure was developed in accordance with the revitalization and rehabilitation activities to be performed considering the sheltering migrants and refugees, enhancing and protection of cultural diversity, proposal of presentation of the region as a meeting / intersection / communication environment. The first axis of this structure has been defined as diversification of the accommodation function in addition to the social layer currently offered by the Historic Hotels District, by including people from different areas, preferably visitors from the middle income group and the second axis is defined as urban adaptation of low and irregular incomes in the region, the implementation of programs aimed at improving the social and economic level and the development of culture-oriented forms of communication between articulated the new user group and existing users in order to eliminate possible social tensions which can provide mutual benefit. With the diversification of user profiles, project proposals developed for the improvement of living conditions of refugees and migrants were transferred to the scope of operations plan of Historic Hotels District. The settlement area of the projects about the creation of culture oriented communications platform which may provide mutual benefit between different user groups and to develop and sustain existing cultural diversity has been identified as Hatuniye Square and the surrounding area directly related to Historic Hotels District physically and socially and which is seen as the greatest potential in this region as a result of the workshop. The park named as Superkilen which was opened to service in Kopenhag city Denmank in 2012 and located in a region where a population composed of 60 different countries live and having the most diversified ethnical and social structure of the city has been addresses as an urban space design which may reflect global and local identity. The aim was revitalization of the area and to make the population with different ethnic groups come together by means of this park.9 In the design which was made by BIG Architects, Studio Topotek1 and Superflex which is a group of artists, three areas were created to represent

various functions with different color codes and users of the region were included in the design process.10

Hatuniye Square is also proposed to be arranged as a culture-oriented meeting / intersection / communication area. To understand the potential that it includes, it is useful to look briefly at the usage patterns of Hatuniye Square in the historical process. Hatuniye mosque was built in the 17th century by Yusuf Çavuúzade Ahmet A÷a's mother. Therefore it was named as Hatuniye mosque.11 The mosque has also a madrasa composed of cells located around a courtyard which is now Hatuniye Square. This madrasa wass then destroyed by øzmir Municipality and expropriated and it has been turned into a park. Hatuniye Mosque which is one of the most important buildings on Anafartalar Street has a greater harim compared to other mosques at that period so it is more preferred for Friday and Bayram prayers and the adjacent large square and the park were used for intensive socialization purposesbefore and after prayers.12 It is known that the coffee houses in the immediate vicinity of Hatuniye Square hosted several entertainments and cultural activities during the year and for that reason they are the 10

spaces that dense crowds visited. In these coffee houses bingo games13, karagöz games and puppet shows14 were arranged especially during ramadan until sahur time. There were many registered buildings around Hatuniye Square. In Dönertaú Sebil (public fountain) which was constructed in 1814, the visitors were served water and juices during bayram and mevlits.15 It is said that the visitors who came to Hatuniye Square to turn Dönertaú accepted this as luck. Tevfik Paúa Hotel which is located near Dönertaú Sabil is the house of Sükkerizade Tevfik Paúa who was the major of the city between 1907 and 1909. The building which was converted to an hotel in the first quarter of 20th century was being operated by Hasan Fehmi Bey from KulalÕ Cihanzade family who was the owner of Cihan Palace (Emniyet Hotel).16 Contrary to the area between Konal Square and økiçeúmelik Boulevard of Anafartalar Street which hosts an intense crowd during the day and deserted during the night time, this are between økiçeúmelik Boulevard and Basmane Square has an urban feature that user intensity has been observed during the day and until late night at special times. The

meeting/intersection/communication area relates to the historical process of the region and therefore emerges a revitalization strategy suitable with its position in urban memory. The main actors in this project which will be created with a design organization in Hatuniye Square and its surrounding, will be all non-governmental organizations, associations, local authorities and universities which will contribute to these studies. It is proposed to establish a “Civil Society Studies Center” in Hatuniye Square and its surrounding plots in order to coordinate the civil incentives that will organize the social and cultural studies in the region and by means of Izmir Universities Platform. Besides, in order to distribute the cultural activities proposed to be performed mainly in Hatuniye Square to the whole year, it is proposed to create a multi-purpose activity center which may host all kinds of activities in the region.

Micro Operations:

AltÕnpark Landscaping and Urban Shade Project The process for this proposal developed by the participants was initiated a long time ago. During continuing excavation works since 2008, important archaeological findings have been obtained. For the protection of this area and findings, and in order to gain into the culture by exhibitions, Konak Municipality has prepared landscaping and urban shade projects. Ensuring visits of archaeological remains by domestic and foreign tourists and the integration of the excavation area with historical urban fabric, indoor and half outdoor exhibition areas are proposed under the project.

Restoration of Emniyet Hotel (Cihan Palace) Emniyet Hotel which was contsructed by KulalÕ Cihanzade Hßseyin Fehmi Bey in 1902 who is one of the leading families in Izmir, is one of the structures built as a hotel in the Historic Hotels District where buildings are clustered which turned into a hotel from housing. The building is composed of two floors towering above the ground floor and a roof floor. On the ground floor it has a coffeehouse opening to the courtyard and the hotel's entrance, the top two floors has 56 hotel rooms and on roof floor there is a dining hall. In the building which built as a quite luxurious hotel of the period, each room had a bathroom and hot water facilities. Among the participants of the workshop, a high rate of consensus was provided on the proposal to open the hotel to cultural and social functions. But to continue the accommodation function is another proposal developed. Within the framework of the principles of protection of memory value of Emniyet Hotel which is of importance within the historical hotels of Izmir, ensuring functional continuity is also an important alternative.

Akhisar Hotel Restoration Akhisar Hotel. with an accommodation typology of Jewish culture is one of the rare kortejo structures in the region. Structure is located next to Ancient Smyrna Agora excavation area. The surrounding is completely discharged and it has become recognized as a result of expropriation and demolition work conducted recently by the Izmir Metropolitan Municipality. It was decided to move the entrance building located currently in the south of the excavation area to north under the scope of landscaping works performed in the ruins area. When this decision comes to life soon, Akhisar Hotel will be located on the transition point of a very busy tourism function. Therefore. associated with the properties of the building plan, it is proposed to be restorated as an hostel which will be preferred by domestic and foreign tourists, young people and other users that can accommodate at affordable prices.

KÕllÕo÷lu Hamam Restoration Today, the hamam building which is almost completely destroyed has only a portion of the temperature section and some of the walls standing. It is located in the section of Anafartalar Street where a number of traditional trade function is located. Konak Municipality has initiated studies to restorate the building as a cafe with open and semi-open space arrangements which was used as coal storage.

Lüks -KadÕ- Hamam (Bath) Restoration Although the exact construction date is unknown, due to construction techniques and architectural features, Ottoman hamam dating from the 17th century is still actively used in its original function today. It has double hamam plan structure. Due to various additions that are made in time there have been damages and variations in the original architectural characteristics. The restoration of the building is proposed in order to serve with proper hygiene conditions suitable with the current and future user profile in the region.

Anafartalar Street Entrance Point The proposal developed by the workshop participants aims to facilitate the perception of Anafartalar Street from Basmane Train Station and its surrounding which is an heavily urbanized area. Area is a threshold between the region developed in accordance with Rene Danger plan after fire of 1922 plan and the historic city center. The arrangement of the square not defined in the zoning plan at the threshold point aims to increase the symbolic and functional emphasis perception.

Restoration of Kortejo Located on 379 Building Block, 37 Plot Although the building is a ruin, it is one of the rarest kortejo structures which has managed to reach today. Due to lack of maintenance, it has been largely destroyed. Building has a plan where independent accommodation units are lined up around a courtyard in the form T. It is proposed for the building to be restorated as an hotel to serve the students coming to Izmir with international exchange programs such as Erasmus program. In this way, it is aimed to contribute to the diversification of the region's user profile.

Anafartalar Street Improvement Project Improvement project exhibiting an opening towards the city including the elimination of visual pollution on the facades of the buildings out of the scope of restoration program, making plaster repairs and painting process, arranging the items for advertising purposes, interventions such as making arrangements regarding uses outside the space and occupancies will increase the rate of visits required to the region.

MezarlÕkbaúÕ Multi-storey Car Park Arrangement Building which was built under the 1984 plan, is in multi-storey car park serving the region. It serves both KemeraltÕ tradesmen and commercial structures located on Fevzi Paúa Boulevard. Other building that serves this function in the region is multi-storey parking lot located on Milli Kütüphane Street and is being used in full capacity. As whole region of KemeraltÕ is 3rd degree archeological site, does not seem possible ot construct an underground parking area. Although MezarlÕkbaúÕ parking lot is located in 1st degree archaeological site, it was expressed by Ancient Smyrna Excavations Directorate almost impossible to find an archaeological cultural layer under the building, as the building has a basement floor, archaeological layers fall below the limit of depth in the region during the construction phase. It is recommended to make drilling operations for the detection of archeological layers and as a result of completion at least urban public transport network and decrease in use of personal vehicles, the building to serve for he reduction of parking requirements. In order to prevent visual pollution created around the structure, arrangement of facades, emptying the he ground floor completely, refunctioning in line with a cultural program., arrangement of rooftop as a public space terrace to host different activities.

Implementation of Operations Required for Entire Region Security The elimination of security vulnerabilities mainly highlighted in participant process, will be effective in increasing preferability of the region and lengthening the living hours.

Traffic Arrangement This section which provides connection of Anafartalar Street to Basmane remains under intense vehicular traffic during the day. This situation creates great difficulties in the transportation of pedestrians. Within the scope of the workshop, 94% of the participants demanded a solution to be found for this problem. Other than its opening to vehicle traffic at certain times of the day during the day, making modifications for completely pedestrianization will relieve the pedestrian use and increase the visitor potential for the region.

Lighting In order to provide security during the night and to increase the use potential, it is necessary to eliminate the problem of lighting. It will be eligible to consider differing forms of use of lighting proposals, to be able to respond architectural and urban aspects will be considered as a design problem.

Infrastructure Infrastructure works have to be carried out which can provide long-term response to regional demand. Elimination of hygiene problems, experiencing the life in the region easily in different weather conditions which was mainly pedestrianized, forming

a healthy

discharge system for this purpose, creation of an internet infrastructure that will allow easy intervention when necessary and being suitable for development with current technologies are important.

Arrangements for Information and Guidance Purposes Arrangements for pedestrian-oriented information and orientation which are designed in suitable interaction formats and placing in the area will facilitate pedestrian movement in the region and will also serve to strengthen relations with the history of Izmir.

Conclusion As a result of first sub-regional workshop under the øzmir History Project, operations plans developed for Historic Hotels District, Havralar (Synagogues) Region and Anafartalar Street 2nd Stage Regiom have been quoted above. Concrete project proposals have been developed in three categories under operation plans, in order to revitalize and improve physical, social and economic measures considering the historical features and cultural values of the three sub-regions. Project proposals were determined in compliance wih the worksop data for each sub-region ans considering strategic orientations identified via workshop results and design strategy report. Projects were created in three sparate categories. Projects developed under Implementation of Operations Required for Multiple Units target to perform a persistent revitalization by splashing one or more activities suitable wiht the urban dynamics of the region it is implemente. It is not possible to perfoem these projects only by the owners or tenants, new actors which may be project stakeholders will be required. Actors in the operation plan are discussed in three separate groups as organizer, investor and operator. The projects developed under micro operations in plot scale, as appropriate to the desired frame to be achieved, are intended to keep the qualified nature of buildings in certain functions or makes some intervention proposals that may create improvement on a regional scale. Implementation of Operations Required for Entire Region adresses the responsibilities of local institutions and public institutions such as security, infrastructure and traffic organization. In the dialog conference to be held in the next stage, operation plans will be presented to the evaluation of all relevant actors. As a result of dialogue conference, responsible actors will be determined and promising process will be completed in accordance with the application of the projects.
