Introduction

Izmir Metropolitan Municipality, first started its studies under øzmir History Project Center with meeting held on 09/03/2013 with broad participation and KemeraltÕ Urban Conservation and Kadifekale Urban Renewal Area which was divided into nineteen subregions and determined as the project area in Design Strategy Report prepared under øzmir History Project and in line with the determination of revitalization, improvement and conservation activities in the region, it was decided to create of sub-regional participation platforms. Through participation platforms, it was intended to give all actors concerned an active role in the process concerned and to create concrete ideas and proposals with common sense for the operations to be performed in the sub-regions. This report is intended to transfer operational plans developed in the second subregional workshop held in øzmir Historic Gas Plant Cultural Center on 27th March 2015 for the purposes specified. The report consists of two parts. In the first section, the scope of the workshop, methods and realization process are transferred. In the second section, "operational plan" is included in which the projects to be carried out by private actors for each region are described. Operation plan is formed in relation to the purpose, strategic orientation and activities defined in detail in workshop results and design strategies report. Therefore, it will be useful to recall the purpose and strategic orientations detailed in design strategy report. Objective and Strategic Orientations of Izmir History Project 1 Under Izmir History Project, two main objectives have been identified. The first objective is strengthening the relationship of the people of øzmir with history. It will be made through the development of memories of the people of øzmir associated with their city. The resources to be used for this purpose are the archaeological cultural heritage and historical building stock in the project area. The second objective is that; during transition from singlecenter city of Izmir's industrial society to multicenter urban areas of information society, to prevent the formation of depressions in the project area and to reverse this process. As the project area largely embodies cultural heritage, it is necessary to stimulate the development and conservation objectives as combination. Revitalization objective should be performed with archaeological heritage, historic building stock, cultural diversity and social structures in line with sustainable approaches. 1

At the beginning of strategic management determined under the above-mentioned objectives, there lies an initiating a process of a filtering up in some parts of the project area in order to revitalize the area. Replacing the prestigious activities in the region with other prestigious activities will increase the visitor potential of the region. In the participatory process, a broad consensus has been provided about the probability of such a strategic activity will be the tourism. It is important to develop not just with the observation of historical values in this area but also by making history here to become a part of life experience. For this purpose, it has been proposed to conserve the streets carefully which were qualified as "place" where life was "experienced" (Havra street, etc.), to increase the number of streets with these qualities and to qualify the large-scale structures such as synagogues, hans with "experience" establishing nature by the help of innovative approaches, design and with appropriate organizational techniques. To attract youth's higher education activities and accommodation activities associated with these, are determined as another strategic orientation. In this direction, proposals were developed to assess the youth's leisure time such as developing project for increasing the diversity of activities that that can benefit, the creation of cultural space integrated with production and sales activities for young people and development of projects to improve the skills and potentials of young people that are employed or unemployed and remained outside the education system. One of the other strategic options is being careful about the tendency of CBD's (Central Business District) prestigious activities to leave the area, to oppose the unnecessary discharges. In the participant process, the fourth strategic choice of consensus is to improve and revitalize the housing functions in the region largely composed of residential areas. As for residential use, a balanced social structure has been proposed by providing those coming from all layers of society to become alive in this area.

Workshop

Scope, Method and Process Workshop is composed of No. 1 Agora, No. 16 Kadifekale and Antique Theatre and between them No.13 and 14 first and second circle residential areas of the project area divided into 19 regions in Design Strategy Report. The map showing the said regions in the project area is given in Photo 1. Workshops were performed on 27th March 2015. In three separate desks, in line with the fiction of workshops a moderator to ensure the management of the sessions and a reporter to document data for each four separate desks under different headings were authorized. The names of the moderators and reporters who have contributed to the workshop are as follows:

Two meetings were held with the participation of moderators and reporters before the workshop and topics have been identified by considering the characteristics, potentials and problems of the sub-region involved in the scope. Three topics were determined for four sub-regions covered by the workshop. Topics are given for each sub-region as follows:

Residential/Physical Discussion regarding the region's revitalization (superstructure, infrastructure,
circulation / transportation, noise, lighting, etc.), improvement of physical conditions, recovery and methods to be developed in line restoration x
Residential/Social Regarding the region's revitalization, according to different user profiles (users,
residents, tradesmen, newcomers to the city, refugees, visitors, women, men, young, old, children, etc.), determination of demand, improvement, increasing accessibility, fulfilling the basic needs and equipping skills.
x Transportation / Access Assessment of different access, circulation, transportation alternatives considering the region's socio-cultural values.
While determining workshop’s participants, it has been paid attention to have tradesman and other regional users more in numbers at all study desks. Headmen of the neighborhoods located in sub-regions, tradesmen, management mechanism and municipalities as investor group, academicians with scientific production in the region and across øzmir, relevant trade chambers and civil society organizations have formed the participant profile. The following tables provide representation status that takes place in the second sub-regional workshop.

Workshop started with the opening speech performed to inform the participants with the objective and targets of Izmir History Project. The presentation of the region was performed by Assoc. Prof. Dr. HĂźmeyra Birol Akkurt aiming to present the outstanding features in social and cultural context and architectural and urban aspects of the regions involved in the scope. Before the start of the workshop, information about the methods to be used and expectations about the workshop which will be held in three session were given to the participants by the moderators.

First Session: Assessment In the first session, the questions created in the context of previously topic headings determined for each three desks were asked to three sub-region workshop participants. Participants were asked to give key words in order for them to make determinations about the current situation of the region. The key words taken from the participants for each question were placed on the board, similar replies were compiled and stacked under common headings. At the final Stage of the session, all participants at the desk were asked to vote the key words stacked on the board and each participant entitled with three votes After the voting Stage, the information regarding the key words and votes were recorded by the reporters.

Second Session: Map Preparation In the second session, questions were asked to participants in context of the topic headings of each desk to determine the values, problems and potentials of the regions, replies were expressed in graphics by the participants on the base map showing the borders of the sub-regions.

Third Session: Road Map In the final session of the workshop, a discussion environment has been created by asking questions about the steps to be taken in accordance with the findings determined in the first two sessions regarding the regions and by whom they should be performed. All the ideas and proposals developed during the session were recorded by the reporters.

The action proposals developed by the participants in the road map sessions at the end of the workshop were evaluated by the moderators held on 22nd April 2015. In line with protection, revitalization and rehabilitation interventions, the recommendations developed by the workshop participants with the strategic orientations in Izmir History Design Strategy report have been the main source utilized in the formation of the operation plans.

Workshop Results In the workshop performed, housing pattern located in the sub-region under the scope, their physical and social dimensions and long pedestrian corridors proposed to be established between Ancient Smyrna Agora and Kadifekale operating actively as the region's tourist attraction with alternative transportation routes were evaluated in detail. Positive and negative terms of the region already presented in this category and its potential were discussed, recommendations aimed at revitalization and improvement interventions have been developed. Assessments made as the result of these sessions are as follows.
Evaluations of Participants Towards the Physical Properties of the Region In the session during which the physical properties of residential areas are evaluated within the scope of the workshop session, because of its dominating the bay as it is located on a hill, with its views of the city, inspection points created by the topography and being open to dominant wind have been evaluated as the most positive features of the region. As the the narrow streets of the region which was developed as a residential fabric in Ottoman period do not give tips regarding its entirety, it was noted that visiting the area is full of surprises, it encounter with the possibility of hosting venues in different qualities and structures and with these characteristics the region provides an experience. It is emphasized that it has a positive feature as it covers Ancient Agora of Smyrna, the archaeological heritage as the Antique theater and Kadifekale, extremely rich and high quality of the Ottoman residential architecture, richness of texture, as it consists of layers of traces of history. and briefly the historical and cultural heritage of the region should be utilized strategically. And also being extremely close to the city center, associated with attractions like Hatuniye, KemeraltÕ and Basmane within walking distance were expressed as positive features of the region. In the session evaluating the physical properties of residential areas, it has been revealed that due the adverse conditions in the region, the historic nature buildings were worn, many of them being destroyed and most of being on the verge of collapse are the most important issues. This evaluation is followed in second place by unlicensed constructions made in the late period, or although they are licensed, being with incompatible texture and visual negativity created by the high-volume structure. It was expressed that it is difficult to access by public transport to the region, due to lack of parking space, vehicles are thoroughly narrowing the streets that are already narrow and therefore there is a problematic traffic throughout the day, due to topographic reasons, pedestrian traffic is extremely difficult. 14
Region with congested areas and in an organic order, little or no green space, where lighting is insufficient and therefore, it is stated that at nights it seems dangerous. Because of the narrowness of the streets, waste management is problematic, pollution of the streets, especially negative experiences such as bad smell in the area during the summer and other Infrastructure deficiencies were highlighted. As the region is weakening he relationship of commercial areas, such as Havralar Region and KemeraltÕ Bazaar of økiçeúmelik Boulevard was considered one of the physical negative features of the region. In addition to these, it was stated that because of small number of parks, no definition of public spaces such as squares and lack of urban facilities, the region is not being used. During the workshop, the participants were asked about their most preferred place for meeting in the region. The highest percentage of responses to this question is special events such as henna, weddings, newroz celebrations made in squares and the spaces of the demolished buildings. It was followed by streets used as a playground by children. As a neighborhood-wide communication and socializing area, another prominent place is mainly apartment fronts used by women and children. In addition to these, the hill positioned near Kadifekale and coffeehouses extensively used by the male population are the other collection points specified. In this section, other issue especially highlighted by workshop participants is that there is a large number of abandoned residential buildings in the region and these structures attract low-income citizens, migrants and refugees in particular. In addition to these houses are being offered for use through legal tenancy, it was stated that a portion occupied by illegal methods. Although it was not exactly the scope of this question posed, it is important that it demonstrates a fundamental problem for users of the region that it must be addressed as planned and that it describes a situation that a solution need to be produced and it reveals that the region offers some shelter for the disadvantaged sectors with a nature of urban area.2 Workshop participants were asked their non-residential spatial needs
and it has
emerged that the highest demand is children's playgrounds. Parks and green spaces followed this and also common production areas for women population living in the area. The creation 2

of sports fields and parking in the area came to the fore as other urban arrangements demanded. In the mapping study carried out in the second session, Agora, Theatre and Kadifekale located in the region, first degree archaeological areas, many single structures historical and cultural values intact or damaged, buildings and areas functioning for social needs were expressed as potential sites by the participants which may trigger the revitalization of the region and improve the number of visitors. These buildings and areas are shown on the potentia map given in Photo 8. In the second session, participants were requested to share their thoughts towards what may be the new functions to be effective in the revitalization of the region and where can be implemented. In the assessments made in this context by the participants four main recommendations came to the forefront. The mostly agreed proposal regarding the region was gaining some current, large-scale buildings in line with historical and social and cultural functions. Another proposal was re-functioning of the buildings with historic nature and the elimination of those incompatible with the texture and through the reproduction in accordance with the texture to bring functions of commercial accommodation for tourism in the region. Having a nature of a transition between Ancient Smyrna Agora and Kadifekale, according to different presentations on the axles in historic area, the positioning of the commercial function was proposed. While providing an increase in commercial activity, it was focused on the importance of protecting the texture characteristics of the region. It was emphasized the necessity of addressing commercial activities not only as tourism-oriented but in a frame strengthening the social and economic connections with the rest of the city. The region's commercial presentations such as mussels, Mardin muffin. boyoz have been stated as valuable in this sense. Another proposal is the creation of terraces and points supported by appropriate functions on empty spaces developed as a result of expropriations carried out by the Izmir Metropolitan Municipality and other points that allow the use of land and conditions.

Evaluations of the participants towards the region's social structure In the session which evaluates the social structure of the residential area under the scope of the workshop, it was emphasized that the multicultural, multi-identity, heterogeneous structure are a color and richness. In the region where immigrants are significant in the region's population, traditional neighborhood properties and strong neighborly relations are being continued. In addition to these positive features, it was stated that the users of the regions largely consist of low-income users therefore, they have economic problems. It was mentioned that it has a closed operation in the region, although located in the city center, it has socially a oneway relationship with the environment hence the region can not be opened in the city so the realization of the potential in the cultural sense could not be performed. Users on the evaluation session about the social structure were asked what kind of a contribution that the cultural assets can make to social and economic life. A large majority of respondents mentioned that the commercial activities of tourism can contribute to the economy of he family, the users of the region may be employed either as manpower in restoration activities to be carried out to improve the region or as the commercial operators or employees. It was indicated that tourism is vital in the development of social structure in the region and will attract investment to the region and revitalization will be beneficial for the users of the region in the first stage. However, the conventional strategy to revitalize tourism could not be available for this region, taking into account the importance of social sensitivity, changes in the function to be determined compatible with current life. It was highlighted the importance of the value increase in the region, the excessive rise of land and housing prices may damage existing user profiles, therefore physical improvement should be performed with social improvement in a controlled way. It was mentioned that regional users do not have enough information in particular historical and cultural values available, it is necessary to create a special awareness, culture is a common heritage of all communities were was stated to be effective in development of an open structure without social tensions in the region. It was mentioned that spatial quality growth, improvement of comfort conditions will have a positive impact on social structure.

It was emphasized by the participants that there is a lack of urban facilities for children in the region, the education facilities are inadequate and of low quality and health facilities are inadequate. It was asked what might be new services and events to support the social structure of the area. Two subjects came to forefront among the responses to this question. The first one is in the creation of social and cultural facilities for children and young people, the second is the opening courses for employment and the adoption of other related measures. Giving sales presentations and training to local producers, organization of activities to promote the marketing of local cuisine products, creation of programs for the artisan-made instruments and organizing building crafts trainings (knitting stone, wood, plaster, iron, etc.) have been proposed. In addition to these, recommendations were made related to training Turkish and foreign languages to local people, increasing role of women in social life. It was expressed that there are some region-specific local skills which are birding, especially for men and needlework for women in which they are very competent and the conversion of these skills to an added value will serve the development of social structure. In the second session where mapping studies are conducted, the points that are important for the social life in the region, revitalization of the region in the desk for the physical environment almost exactly coincides with the points that are detected on potential locations that can trigger an increase in the potential for the visits (Photo 7). The settlements which were stated to have dense squatter problems, abandoned buildings, warehouses, abandoned structures and some uncontrolled spaces were indicated as problem areas. In the last session, participants were asked how they imagine a social living environment in the area and what steps should be taken in this direction. For the development of the socio-cultural structure, it was proposed to address large-scale cultural investments with micro social projects at the neighborhood level. Addressing the investments without leading to grievances of the users of the region, development of the region together with the local people, interventions, importance of integration of multi-ethnic, multi-cultural, heterogeneous social structure. It was mentioned that the approached related to gentrification in general will be force existing user profile to leave the area and it was underlined that this issue is extremely important. Therefore, it was expressed that it will be beneficial to make good 18
analysis of the sociological structure and to perform focus studies related to nongovernmental organizations, local governments, universities and all the relevant actors. It was mentioned that the development of commercial presentation formats by means of the existing dynamics of the region will contribute to the improvement of the economic status of existing users and will strengthen tourism and will ensure sustainability. In the revitalization strategies for the region, it was stated that users all socio-economic classes such as commercial-residential-tourism sectors should be targeted.
Connections / Routes / Circulation / Transportation Under the scope of the workshop, in the context of the history and cultural values of the region, travel routes, internal and external links and pedestrian area and car-oriented transportation alternatives were evaluated in detail in order to uncover and to develop domestic - foreign tourism potential of the region. First areas that could form the basis for the connection routes, streets, buildings of historical nature and monumental values were listed in detail by the participants. Determinations were compiled under the titles of archaeological heritage, public buildings, examples of civil architecture, quality textures and streets (Photo 35). In addition to this determination of the physical structure, participants also listed stories, legends known about the region, important people who live or have lived in the region; under ancient, religious and civil titles associated with the space (Photo 36). Then, the participants were asked to identify the problems they personally experienced on the artery used extensively for various purposes in everyday life. In the evaluation made, primarily in the residential area, due to lack of parking lots, there are not defined spots for car owners where they can park their cars, vehicles have to be parked on the roads and it has already stated that this negatively affects access opportunities in the organic housing texture consisting of narrow streets. Other problems reached a high degree of consensus on are inadequate pedestrian access due to lighting at night due and lack of signage for visitors. Another problem detected is due to the slope of the land in the area where there are a lot of hilly roads, pedestrian access is very difficult.

Lack of public toilets in the region was also identified as a problem. In addition, it is stated that it is problematic to reach Kadifekale with high rate of visits, the Antique Theatre and the ancient Agora of Smyrna as first degree archaeological sites and there are no convenient stopping point for tour buses. In the second session, participants were asked to work on the map regarding arteries used extensively in everyday life in the region. Mentioned arteries are shown in Photo 8. Finally, participants were asked to create routes for visitors on the map. The recommended routes are given in Photo 9. In the last session, participants were asked, as a result of determinations in the first session, recommendations were developed ro increase access-oriented facilities and visit potential of the region. These recommendations are listed below: 1. Improvement and development of existing connections, strengthening the relationship with the environment, 2. Identification of new historical and cultural routes of different lengths to cover different themes, 3. Development of sustainable solutions for the traffic and parking problems for users of the region and visitors, 4. Development of solutions that allow pedestrian access, facilitate the disabled access depending on the area conditions, 5. Improving the physical structure of the thematic routes, to improve the environmental quality, elimination of incompatible texture structure of low quality, 6. Observance of local people's skills and opportunities to participate in the revitalization of commercial functions in the thematic routes (tea gardens, cafes, arts and crafts workshop production, sales units, art galleries, local culinary presentations, etc.), 7. Arrangement of convenient areas as a view terrace and rest point due to the view of the area and historical fabric and the creation of the necessary urban facilities in this direction 8. Arrangements to allow monitoring of the effectiveness of archaeological excavations made 9. The development of texture-compatible public transport (minibus, etc.) 10. Making arrangements to allow the use of bicycles in the area.

General Structure of the Operation Plan In this section operation plans are given including the details of which interventions will be carried out in every sub-region in accordance with the date obtained by means of the workshop and evaluated in a specific systematic. The projects proposed under operation plans do not cover all the plots creating the sub-region. Intervention proposals were developed to the extent that will trigger a recovery and improvement in the sub-regions in accordance with the related scenarios with strategic orientations proposed in the design strategy report. It has been set forth that the other plots which are outside the scope of the operation plan will gain function themselves by means of the dynamics to be developed as a result of operations or continue their existing function. Operations are planned as a six-Staged plan:
The challenges in the region In the 1st and 2nd sessions of the workshop, basic characteristics of the region, existing
values and strong and weak sides have been demonstrated. In line with these findings, the framework has been drawn regarding how operative activities will be formed by means of which targets and when the operation is completed, what will the challenges in the region.
Operations that should be carried out for all multiple units In order to achieve a sustained rehabilitation, recovery and improvement, it will not be
enough to content with stand-alone point scale interventions. Especially in regions that were discharged and presenting a nature of collapse due to the inability of the existing dynamics, operations are required covering more than one building and/or region under a particular scenario. Such kind of operations should be expected to spread a specific activity enabling to be effective in a region, to have an organization at the corporate level and to emerge as a product of design in the region where applied Proposals were mainly developed at the micro level by the participants within the scope of the workshop. At this stage of the operation plan, the findings emerged as a result of the workshop results and operations which may be effective in region scale that are rising over the existing features of the region associated with Izmir History Project’s strategic orientations and/or aiming to acquire new qualifications, will be included.

Micro Operations A prominent historic building within the area with nature to gain a certain function and
use and to be restored, an urban or public space to be revitalized and many suggestions for increasing the potential of use have been developed. These operations are treated as micro operations in the plan. In Micro operations, functioning was determined according to the development and revitalization scenario of the region.
Operation need to be performed for the entire region Proposals have been developed by the participants that point to areas of responsibility
of relevant public institutions (municipalities, police, infrastructure, institutions, etc.) which can be generalized throughout the whole renovation area such as elimination of lighting problems, ensuring security, development of solutions regarding transportation and traffic problems. Such proposals constitute the scope of this section.
Examination At this stage, whether the states agreed to be achieved in the first Stage of the
operation plan will be performed through operations to be carried out for all of the multiple units and through micro-operations and operations to be performed for all of the region explorations will be examined. If the result of the examinations will be positive, compliance of all the proposals with the conservation plan status will be checked and if necessary, plan revisions will be carried out in order to start the implementation Stage. As a result of discussion, If it is determined that the operations proposed in three stages do not achieve the conditions desired by the operations, new project proposals will be developed to achieve the desired states by returning to the previous stage. Before doing this examination, different scale operations suggested in three stages will be discussed in a dialogue conference to be held with the participation of all relevant actors. As a result of dialogue conference, process of reconciliation and promise will be completed.

Monitoring Upon completion of the process of making promises, systematic monitoring of the
operations to be carried out by the relevant actors constitutes the sixth step of the operation plan. This step will function also as a feedback process. Details that could lead to the disruption of the process will be resolved by related actors on this stage. Therefore the creation of a healthy coordination environment and ensuring the continuity is extremely important. This responsibility will be undertaken by Izmir History Project Center. .

In the region which has maintained its status as a residential area from 3rd century B.C. to the present day, many monumental, religious and civil culture structures are present from Hellenistic, Roman, Byzantine, Ottoman and Republican periods. Though the said heritage is actively used today in part, they are largely worn, damaged due to incorrect interventions, some others have come to the brink of extinction. Although, especially Izmir Metropolitan Municipality and Konak Municipality and the concerned institutions are mainly executing conservation and revitalization work to gain them in public use for cultural assets located in the region, these activities can not be sufficient to provide an improvement on a regional scale. and historical issue destruction is increasing day by day in the region. For the protection of multi-layered history and the cultural heritage of the region, it is aimed to assign functions with a design integrity according to revitalization strategy and it is intended to provide an improvement in regional scale. In historical texture where a high rate of damage occurs due to natural factors given, it is extremely important to create necessary support for increasing the number of official and civilian actors in carrying out conservation work in the region and local users to become a dominant actor in this regard. In studies to be performed within the region, predominantly the observance of lowincome local people as the primary beneficiary and enabling the participatory framework of the project throughout the application process will allow the adoption and internalization of revitalization activities by users. Also, for the same purpose, it is required the implementation of comprehensive social and cultural programs for the users of the region to enableto develop awareness of the historical and cultural significance of the region. Outside of first-degree archaeological sites, it is intended to improve the function of accommodation in the region where accommodation is completely involved, associated with the policies that are defined in the Izmir History Design Strategy Report Date, to diversify them in a way that will serve all social strata of the society and develop to integrate new users to the current user profile. As a result of investments of different scale, it is important to ensure ensuring that primarily the local community benefits from increase in value likely to happen, in this regard, the introduction of the necessary support and incentive mechanisms. Within the region, increase in the density of public space that it can serve various purposes, creation of urban facilities in a participatory manner in line with the 30
expectations and opinions of local users and to enhance urban and spatial characteristics with design touches should be provided. Although the region has the potential to be highly visited with the archaeological, cultural layers, the experience by means of civil and religious architectural heritage of the Ottoman period in texture, this potential could not have come into existence and operates as introverted. Developing an outward quality of region should be associated with everyday activities of the residents of the city and both domestic and foreign tourists focused on the experience of the region. The strengthening of connections with the urban surroundings of the area, without damaging the texture quality, through functional and physical continuity arrangements, increasing the permeability will be effective for the region already exhibits an introverted quality to be opened to outside In the current situation, Kadifekale, Ancient Agora of Smyrna attract visitors, these visits by foreign tourists takes place mainly through tour buses. Expropriation studies by Izmir Metropolitan municipality were completed for the Antique Theatre and with the recently new archaeological excavation work starting in the area will make it the center of attraction. Residential tissue located between Kadifekale and the Ancient Agora of Smyrna which is extremely effective in the context of tourism with its historical and cultural nature has a high potential of visitors cannot be opened to visitor traffic. For the purpose of ensuring that the housing pattern can also be visited between Kadifekale and Ancient Agora of Smyrna, in the first place it is necessary to define pedestrian-oriented circulation routes. In this way, a visitor arriving to Kadifekale by a tour bus will have the chance to see the historic fabric from a higher scale and in order to reach Ancient Agora of Smyrna will be able to choose an alternative route where he can experience Ottoman urban fabric as a pedestarian. The links in question to be diversified in horizontal and vertical directions by associating the attraction points such as økiçeúmelik Street, Havralar Region, KemeraltÕ Bazaar, Hanlar Region, Design Workshop, Hatuniye Square, Basmane Square, AltÕnpark, Aziz Vukolos Church, etc. will create alternative routes and different themes within the region which will be open to various users who have different interests and expectations of the region. In this way, the attraction which is focused already on first-degree archaeological sites will be able to be distributed throughout the region. In order to ensure that pedestrian circulation and access can be opened as defined in the region, arrangements must be made that will facilitate and encourage pedestrian access 31
and eliminate the barriers of geography. Beyond that, circulation routes in question must be enriched by urban interventions for pause at appropriate points, rest and view purposes and with the integration of appropriate commercial presentations. . During determining the quality of commercial presentations, the observance of local skills and capabilities will help to connect arrangements with the social structure and will provide the healing of the economic conditions of the users in the region. It is intended to eliminate the layers of the archaeological culture in the region being watched remotely and to provide their participation in city life and according to gain a qualification that enables an experience local people and for visitors, it is aimed to implement innovative approaches. In the region which is used for accommodation purposes, associated with current conditions and the circulation scenario for the region, making arrangements for vehicle access and public transportation, creation of alternative transportation models in accordance with the texture quality and identification of parking areas will enable the development of the urban nature of the area.

Agora Fora Significant progress has been achieved in the scope of "Agore Conservation Development and Sustaining Project" launched by Izmir Metropolitan Municipality in 2003. First, 1/1000 scale conservation plan was prepared and through the expropriation program implemented in accordance with the recommendations of this plan, 132 deeds of the immovables were received and the buildings were demolished. As a result of the destructions;, the boundaries of the excavation area were limited to Ikicesmelik Street in the West , Mezarlikbasi Parking Lot, Akhisar hotel and cold storage building in the north, TarÕk SarÕ Street, Agora Park and Namazgah Hamam in the south. The excavation program of previous directorate of the excavation of Ancient Agora of Smyrna has been extended to cover administrative and public buildings of the city of Ancient Smyrna and as a result the studies conducted in this area, many underground culture layers were uncovered. There are three buildings located within the first level archaeological site which were registered as a cultural asset. Among these, Turkish house which was built in the 19th century was restored to be used as an excavation house and restoration works of a Jew of the house of 17th century is continuing. Restoration of Namazgah Hamam will start in the next few days which was built during the Ottoman period dated to the end of 16th century as a public building.

Safety wall designed in order to ensure the safety of the excavation area was completed, and in accordance with the current borders and considering possibilities of transportation, it was decided to move to the north of the entrance of building located currently in the south of the excavation area and the design process was completed in a manner that will launch a comprehensive architectural program.

As a result of all these studies, Ancient Agora of Smyrna have been made to be perceived in the urban context, underground culture layer was revealed largely, tourism potential of the Agora was increased and, most importantly, urban awareness of the historical and cultural significance of was increased for KemeraltÕ and Environment where the Agora is located. In the next stage, it is aimed to make presentations to create attractions within the region by further strengthening of the relations of the Agora with the urban context, and in a manner to raise and awareness not only for tourists but also the desire of øzmir residents to experience the region and to visit again. Agora Fora project has been developed in this direction. The project aims to bring the solution to two main problems:

1. As a result of the demolitions, a closed facade block has emerged to the north of the Agora. The buildings located in this facade dhould be arranged to have relation with the Agora and/or re-created. Along with these structures, buildings located to the east of the Agora and on 943rd street are proposed to have commercial, social and cultural functions. 2. Although Agora is integrated with økicesmelik Boulevard, it does not have a strong relationship with Anafartalar Boulevard
located behind the north block facade and
connects Basmane Square and KemeraltÕ Bazaar. Regarding the new entry of the Agora and 939/1 Street as the parking area for tour buses, this this will create a strong connection, but is not enough alone opening around the Agora. 940, 941, 942, 943 streets should be addressed to strengthen the relationship with the Agora and Anafartalar Boulevard and must be supported by the functions leading visits.

Located on the north façade MezarlikbasÕ multi-storey car park and Akhisar Hotel have been discussed in the context of the first operation plans of sub-regions. Because archaeological layers located currently as a first-degree archaeological site within the area and under Mezarlikbasi multi-storey parking were not preserved and finds solution of the problem of parking of the region to a large extent, ensuring functional continuity and to enhance its architectural quality, reuse of the ground floor in accordance with cultural and commercial program and the arrangement of the roof as a view terrace that can host different events in the nature of a public space were decided. Akhisar Hotel carrying the traces of the culture of the Jewish community as a kortejo structure was recommended to be restored for domestic and foreign tourists, young people and other users who will prefer a hostel where they can stay for reasonable prices. Under the project development on the south side for a portion of the housing texture of Anafartalar Boulevard, Second Stage Region, a cooperation was provided between Izmir Metropolitan Municipality, Dokuz Eylül University, Faculty of Architecture and TARKEM. Within the scope of the project developed under cooperation in question, urban design decisions were made for two focus areas. The first area of focus is Anafartalar Boulevard in the north, 939th street and multi-story parking structure in the west and 943th Street and Agora Fora project area surrounded by Agora excavation area in the south. Existing land use of the project area is given in Photo 14. Under the scope of the project developed by Dokuz Eylül University, Faculty of architecture, the decision of three basic macro interventions was developed within the Agora Fora project area, for the users and visitors of the region: 1. The spread of the use of accommodation Conversion of some structures that have gone out of use and located on 940, 941, 942, 943 streets located to accommodation function will provide integration with the area of hotels that is directly correlated, establishment of a functional continuity over Anafartalar Boulevard between Hotel Region and Agora and in this way will increase the attraction for specific visitors. Conservation development plan in force supports this use. Regarding the architectural features in the area, there are many historical buildings in the area that are conducive to the transformation of accommodation structure.

In the spread of use of accommodation, observance of a diversification of different user profiles will provide the development of a balanced social structure as addressed in Design Strategy Report and the first sub-regions operation plan addressing the Hotels Region. Addressing the functioning in question with commercial functions in the ground floor for different interests (art shop, antique shop, cafeteria, restaurant, tavern, etc.) will allow mixed use development in the life of the street and will contribute the revitalization of the region by the visits of different users in a positive way. The existence of Ancient Agora of Smyrna Ruins, archaeological sites such as AltÕnpark excavation site, public buildings such as KadÕ Hamam strengthen the tourism value of the region and in this context, increase the preference potential for accommodation function. 2. The strengthening of social and cultural focal points The second macro intervention within the scope of the project has been identified as the strengthening of social and cultural forces. A number of studies have been carried out aiming at the creation of attraction points in the region that serve social and cultural purposes by Metropolitan Municipality and Konak Municipality in the proximity of Agora Fora area. Izmir History Design Workshop opened near AltÕnordu Sports Club Association in Pazaryeri District emerged as an important social activity in the region is one of them. Izmir History Design Workshop aiming to improve the design interventions that will be implemented in the region in order to improve the quality of urban and architectural quality with the participation of users of the region has become a major attraction that allows Izmir people to interact with the traditional residential texture. Through the functions that will be implemented in this area, it is aimed to strengthen the quality of the center. The recommendations developed in this context will be presented later in the operation plan. The restoration of Emir Sultan Tomb as another important social focus has been completed by Izmir Metropolitan Municipality. Hatuniye Square, Basmane District Center located in Hotels Region, Izmir Radio and Democracy Museum located on 967th Street, Agora District Center located on PatlÕcanlÕ Slope, large number of coffeehouses are the places of social and cultural importance in the region. Specific project areas that are proposed in Conservation Development Plan as social and cultural functions proposed are located in the immediate surrounding of Agora Fora project area.

Under first sub-regions operations plan, some project proposals were developed aimed at revitalization of social and cultural life on Anafartalar Boulevard passing through the wall of Agora Fora project area. Some part of these proposals was elaborated within the project developed by Dokuz EylĂźl University, Faculty of Architecture. The first of these is in line with the proposal the organization of Hatuniye Square, as a communication and dialog area, development in line to host social and cultural functions and the construction of a community center in the western part of the square. In the proposed project Community Center and Square are considered as a whole. Therefore the natural topography of Square is melted with elevations and connected to 943th street and a new urban focus was created with Activity Amphitheater and Community Center integrity. This amphitheater created in the same level with Square is connected to the structure of the Anafartalar Boulevard with a walkway that was created on the southern wall. Thus, the main venue of the project Activity Amphitheater was transformed into a public space that integrates with Anafartalar Boulevard and Hatuniye Square. On the ground floor, other than the activity amphitheater, the second floor of the structure is planned as Community Center for public spaces such as soup kitchens and coffeehouses. Second floor designed as a single-volume divisible space enables the information and workshop studies of non-governmental organizations, educational institutions.4

The second project under the project is MezarlÕkbaúÕ multi-storey car park by raising the architectural characteristics while maintaining the existing functionality as in the first subregional operations plan and to host a program associated with tourism activities. The main objectives of the project are determined as reorganization of the structure, strengthening the ground floor living, relatinf Agora excavations with the new visitor entrance area on the ground floor, the creation of a city terrace, offering the opportunity to visitors experience the city from a different angle and the disintegration of the heavy mass effect of the structure. Under this intervention brought into the building in line with these targets is the rearrangement of the mass effect. The structure established under this intervention by changing the language of the facade, precast concrete parapet elements are removed which increase the fixed load and strengthen the effect of horizontal mass. It is aimed the winding of the facade on the west side of the building with high permeability gridal steel and steel mesh to be placed between the outer surface and the horizontal conveyor elements for promoting the use of safety. In this context, ensuring roof transportation of visitors to the city terrace with the creation of panoramic elevators, after commercial services offered on the terrace and panoramic views of the city, to enable the visitors o reach out to street level with the escalators located on the south facade. City terrace on the one hand the nature of the structure 41
is imparted with this scenario. With this scenario, the building becomes a city terrace and on the other hand, a a new image of the city is created with proposed arrangements and architectural elements. Strengthening the use of the ground floor of the building and relating with street life are other targets of the project. The strengthening of the passage located in in the eastern part of the vertical circulation line proposed for the building is planned to offer the opportunity to connect Anafartalar Street to Agora excavations. In this context, commercial uses in the western part of the passage are largely conserved, and the access to the units from the east side of the walkway was proposed. Spatial fiction in the eastern part of the passage was largely preserved, but uses such as cafeteria, tourist souvenirs for tourists have been proposed for this section. need for the use of the said 939 Street. As the current uses are entered through the middle space over the passage will increase the commercial viability.5

Another project developed by Dokuz Eylul University Faculty of Architecture is demolishing the cold storage located in the northern block and building a multipurpose cultural and artistic platform instead. Building will host commercial unit sales in ground floor and an amphitheater and activity courtyard, souvenir shop in the first and second floor and a multipurpose culture and art platform. The design priorities of the project are the use of new /contemporary architecture language which distinguish historical/original ones, additionally referring historical texture in the arrangement of the structure geometry and internal-external space relations, and to sustain visual relationship of interiors with Agora excavations and Kadifekale. In line with this, a building was designed with partial units on the ground floor and forming an inner courtyard that integrates with the physical environment and different uses on the upper floors with offering divisible large volumes. The main objective of the project is to offer a qualified public space to visitors of Agora excavations and the city residents with the reorganization of the planned MezarlÕkbaúÕ multi-storey parking. On the other hand, commercial units created in the ground floor of the structure, amphitheater located in the inner courtyard and flexible use of spaces created on the upper floors offer opportunities to the interaction and combination of groups that come to the building for different uses.6

Studio X Istanbul, under the initiative of Columbia University in New York, after the world's leading cities such as Amman, Mumbai, Beijing, Rio de Janeiro, Johannesburg and Tokyo added to the network and was opened in SalÕpazarÕ District in 2013. Studio X Istanbul is defined as a new platform which aims identification of the city's existing and future problems and to produce new ways of thinking for solutions and to ensure the exchange of information between experts, universities, non-governmental organizations and local governments. It comes to the fore as a production center area and thought production center

for off-campus activities where production of thinking, ideas and projects that would affect the regional and global scale, exhibition, workshops and panel works are implemented.7 Within the scope of the project developed by Dokuz Eylul University, Faculty of Architecture, contruction of a training and communication center that will serve similar purposes have been proposed on the plot no 35, island 381 between 940 and 941 streets inspired by this initiative. Two new building proposals were developed which are integrated with use on the plot, but physically differed. Among the buildings in question located on the eastern border of the plot and the mass accessed from 941st Street was planned as accommodation and service unit and the mass located on the western border of the plot was designed as EducationCommunication Center. The use foreseen by the project is to create a public space that can be used for social and cultural purposes. As the proposed use is public, it serves as an urban point of attraction for tourists and residents who visit Agora excavation site. On the other hand, as it serves large volumes that can be used for social, cultural, educational and similar purposes, the coexistence of the groups that come for different uses and provides the opportunity to interact. The elements taken as priority in the project created are interior of the structures having visual fluidity, ensuring uninterrupted perception of the inner space of the Agora and the city skyline, perception of the interior of the building from the perspective of Agora.8

With the arrangement of MezarlÕkbaúÕ parking lot, as a result of the implementation of Culture, Arts Platform and Education-Communication Center projects, as a result of expropriation and destruction studies by Izmir Metropolitan Municipality completed in Agora 1st degree archaeological site, northern block facade composed of building blocks incompatible with the texture will be converted so as to be related to Agora and strong urban connections will be established between excavation area and Anafartalar Boulevard. In addition, by providing meeting of visitors and region users, it will serve the development of the dialogue and communication environment and ensuring continuity of use of the social and cultural facilities in Agora Fora project area and will further strengthen urban connections and it will also provide impetus to the development of an outward-looking nature of the region.

3. Improvement of building stock Today, in the area largely used for storage, and where many structures are out of use, 37 registered buildings and 8 buildings qualified to be registered are located. 943rd street forming the eastern border of the area is an impressive texture where residential buildings are located. On the other hand, the region integrated with 942nd street and forming the southeastern part of the area consists of unskilled incompatible residential texture structures. One of the basic physical problems of the region is intensive construction incompatible with the texture. Some of the structures observed in area are in unqualified and unregistered plots but are manufactured outside Conservation Development Plan projections. In addition, in registered plots, there are additions to registered structures and /or discrete structures which were built illegally. The basic physical interventions under this plan were determined as improvement of registered or unregistered but qualified buildings in the area by elimination their additions, renewal of the buildings which are compatible with the texture and establishment of new structures.9 The quality status of the buildings located in the area is presented in Photo 29.

Izmir History Square The historic building donated to Izmir Metropolitan Municipality by ùengül Gürsel, Gülúen Durmuú and Hüseyin Hüsnü Hasdemir and located in Pazaryeri District was restored and opened as Izmir History Design Workshop which aims to use design as a driving force in implementing urban rehabilitation and revitalization interventions in the region, to make the creative design culture and skills visible, increase the urban and spatial quality in participatory methods at local people's expectations and demands, in accordance to develop a strong communication with local users, has been strategically deployed in this area which can be described as the heart of the traditional residential texture. Since Izmir History Design Workshop was opened to service is opened in September of 2014, it has become an important center of attraction in the region. Users of the region, civil society organizations, academics, students, artists and designers have conducted studies on different scales for the region in this structure. Izmir History Design Workshop, as well as the its main objectives, as mentioned earlier, in line with opening the region to outside which has a closed inner nature has created a momentum in this regards. Izmir History of Design Workshop can be reached through Hatuniye Square, near Dönertaú Sabil through 945th street; through TarÕk SarÕ Street extending from the side of Agora excavation area and passing through Pazaryeri Square. Izmir History Design Workshop surrounded by Agora where city is presented in most effective way regarding tourism, archaeological sites such as AltÕnpark having buildings both from Ottoman era and with qualified religious and civil architecture, mediates also the awareness of developments across the city by creating an attraction with its historical and cultural values with the region. Altinordu Sports Club Association located next to Izmir History Design Workshop assumes to have an active role in the regulation of sports activities for young people in the region for a long time. Sporting activities in question are performed in the green area located in front of the association building. The play field describes one of the rare empty spaces in the region with the space and roads located in front of the design studio. There are several multi-storey buildings around the space and built for accommodation facilities which historic nature and incompatible with the texture of the area.

It is aimed to increase urban revitalization started with Izmir History Design Workshop starting to become the outward face of the region with Izmir History Square Project, the expansion of the domain and to become a center of communication and support center to the local users of the region. Although Izmir History Design Workshop works as a Communication Center in the frame of the users contributing the decision-making process region within the scope of the project in a participatory role, people of the region as the users of the houses having the quality of cultural assets, initiatives should be presented for the users to become dominant actors who can control maintenance and repair processes of their buildings in question. Within the framework defined, in order to implement a comprehensive program for the people of the region, detailed information about "Conservation Office" agreed to be established are given in the following sections of the report. Proposals have been developed in accordance with the restoration and/ or reconstruction of some buildings in the region regarding new functions in order to increase the attraction potential of the area and development of urban qualities as mentioned in summary above that may be effective in opening up to outside of the region which began with the establishment of Izmir History Design Workshop. 53
It is proposed the multi-storey structure which have gone out of use and located in the square to be converted or re-produced as open office that can be used for various purposes by young entrepreneurs and/or groups who will invest in the region. In this way, a different user profile can be associated with the region. The vacant plot located next to the aforementioned multi-storey building, a commercial function for the new user profile which can be related to the area (cafeteria, restaurants, etc.).

It is proposed to demolish the multi-level structure located behind the Design Workshop and near Altinordu Sports Club Association, and the construction of a structure 54
that is compatible with texture and will be shaped as spatial facilities within the scope of sports activities such as locker, shower. As a result of the provision of the functions in question in another structure, it will be possible to eliminate the dressing building located in front of Izmir Design Workshop, affecting the integrity of square unity and which was built in the late period.

The qualified urban space obtained in this way will be arranged as a multipurpose urban area which will serve local users and visitors where meetings, recreation, socializing, sports activities, cultural and social activities can be performed. Area where other proposed functions and the conservation office are located, shall have an urban character within the scope of Izmir History Project where participation, organization, project development, design, information, support etc. activities are conducted. Therefore this area is recommended to be named as Izmir Square. 55
Destination City History Due to the fact that it is a living residential area, all the arteries currently within the area that are open for circulation are used within everyday routine. Commercial units mainly located in the squares such as grocery, greengrocer, butcher, bakery, public spaces such as mosque, coffeehouse, have higher intensity of use on arteries reaching the area. Besides that, intensity of use of public transport network is high in the arteries which open to central areas such as økicesmelik Street and Basmane Square. In the region functioning as enclosed, there is a transportation usage functioning in accordance with the everyday needs and demands of users. It was mentioned that the region at present has archaeological attractions visited by foreign tourists such as Kadifekale, Ancient Agora of Smyrna and however there is no visit potantial for the traditional residential area of the site. One of the basic objectives of the Izmir History Project is to strengthen the relationship of Izmir residents with history. This will be achieved through the historical and cultural values of the region. In this context, cultural assets of the region functioning as an introvert, to be accessible for basically to øzmir residents and for the visit of all visitors domestic, foreign and they should be addressed in an integrity to rise to demand as a whole. From the Hellenistic period to the Republican era, a wide range and numerous cultural assets are located in the region. Cultural Assets Ma which was specified by the workshop participants, created and compiled under four headings is shown in Photo 35, map about legends, stories and contacts is given in Photo 36. Cultural assets on the map is limited to those known by given by the participants, when the plots mentioned as registered and having registration qualification, it will be seen that there are a number of qualified buildings in the area beyond those known. The region hosts many cultural assets to be seen, to be visited and which will allow the formation of too many different routes.

Izmir Dokuz Eylül University, Department of Architecture students have conducted a workshop between 5-7 February 2015 "From Hatuniye to Kadifekale Discovery Maps”.

Within the scope of the workshop, potentials which are worth seeing identified by the students as a result of field studies conducted were are grouped into headings in the evaluation meetings conducted by the upper moderators. Potentials required by students to be experienced in this area; "stairs, roper and focal points”, “mobile services settled tradesmen” have been addressed under "traces" heading consisting of historical fountains and archaeological finds which can be described as reused materials in the area and the places where these potentials were detected have been processed in regional maps. After this stage, each student has made the story of his/her own trip along with route map. As it is it is not possible to experience cultural assets in the area at one time, the creation of different themes similar to the results of the workshop will be required under the route. If we make a classification in this context, several alternatives emerge. Below are some themes that can set an example for travel routes:

Starting from Anafartalar Boulevard, turning from Dönertaú Sabil as usual, we climb to top. We meet AltÕnordu Sports Club building which is the value of the region. If adults are not playin game on the field, probebly childeren are playing. Next to it, new “Izmir History Design Workshop” exists where alternative studies are conducted for Izmir History texture. When we continue, we see tradesmen producing ùambali which is a unique desert of øzmir and then pita, lavas, lahmacun producding bakery. On the route, Pazaryeri Mosque and Emirsultan Tomb exist where gravestones exist in its courtyard are the important landmarks of the region. While continuing towards Ancient Theater, we see a fountain which has many samples in the region. Ancient Theater region where settlement has been continuing recently, has been demolished to start excavations. We walk towards Kadifekale which gives its name to the region. While the sope increases and we continue to climb, view starts to be seen. Becaude of safety factor most of the walls of the city built on the high hill have veen demolished but we enter the huge gate which is still standing. We pass the cistern and masjid here and walk through the road where we can find hot tandoori bread. The view at the top is certinly magical. We turn back and exit the castke. We pass through the air force martyrdom and continue from the main street and see the tower of historical Fire Station, there is a site seeing park near it. We continue and enter inside, we start to go down the narrow streets of Kadifekale Turning from the house of Sheikh who is known in the region, we enter the street I love most. It is a dense area where there are groceries and women spend time on the streets. By going down from cobblestone pedestrian roads and enter Agora next to Agora Park and we finish our route by visiting here.

With the visit route starting from Kadifekale to Hatuniye, you can make exciting discoveries about the region and øzmir. Passing through the same street at different hours is a different experience. Even thought the slopes are steep and steps are much, you will understand at the first sight that it is worth to climb. You can meet the magical city view at the end of the narrow streets, you can find yourself playing ball with children, you can taste nice muffins when you enter a bakery to ask the route. I feel lucky as I experienced this, I am sure I will frequently visit the area with my family and friends.

Given the size of the area, each theme related to experience courses means that
pedestrian movement can be spread throughout the day. A large part of the historic texture rising towards Kadifekale consists of steep slopes and stairs. Most of them are not suited to urban and architectural standards. Disabled access is impossible nearly in the whole area. The vast majority of preferred routes are open to vehicle traffic and, again, the majority of the region is used as a parking lot by the users. In order for the themes that will be created within the framework of the routes in question to be attractive and preferable, they should be supported with various solutions to facilitate pedestrian access, the creation of opportunities for public transport in accordance with the physical characteristics of the area and it is required to produce a solution to the parking issue. In order to be able to develop solutions for pedestrian and vehicle access in accordance to the region, it is agreed to prepare a transportation plan and studies in this direction were initiated by the Izmir Metropolitan Municipality. The different commercial presentations of the proposed route, supported with social and cultural formations will increase its preference. The correct distribution, success and continuity of the route of commercial presentations and corresponding user profile should be provided. In the determination of the commercial functions on the routes that will be contributed to the revitalization of the region, the observance of skills and opportunities for participation of local people is important. As a result of the revitalization developed the increase in value will be utilized by the local people, and this will enable them to be essential actors in interventions for the improvement of the physical environment.

Street revitalization works on high-density routes as for the improvement of the physical environment may occur as a solution in the first phase. Beyond that, rest, pause opportunities will be needed to be created. It is possible to address rest and pause points in conjunction with appropriate commercial activities with view terraces. Potential spaces in the region and site seeing points to be considered in this context are given in Photo 43. During participatory planning process lack of public toilets was expressed. At this point it may be able to be addressed in public toilets. Also provision of WiFi services will increase the rate of interest and visits at these points. The routes in the region are intersecting at many points. To ensure that visitors are correctly informed, region-specific routing facilities are required to be created in appropriate interaction formats.

Archaeology and History Park One of the projects that will be addressed on a macro scale is the arrangement of Kadifekale, the Antique Theatre and its surroundings as the archaeological and historical park. Investments yielding this project were started a long time ago by Izmir Metropolitan municipality. Studies have been started first in approximately 42 hectares geologically hazardous areas located in the west and south of Kadifekale. Approximately two thousand immovables were demolished after expropriation by Izmir Metropolitan Municipality located in this completely built area. Reforestation efforts were conducted in the area to prevent soil movement. As a result of studies, Kadifekale was provided to be visible in the urban skyline. In order to determine the conditions of conservation and use in Kadifekale, the Antique Theatre designated as an archaeological site of first importance and second-degree archaeological site between them, 1/1000 scale conservation development plan was prepared. In the said plan approved and enacted by Izmir Metropolitan municipality, Konak municipality and the relevant district councils and related Conservation Regional Board, it was decided to demolish all the immovables which were built as squatters in the late period but later gained their titles, to uncover the layers of potential underground culture and arrangement of the region as an archaeological and historical park. In accordance with the conservation plan, expropriation and demolition works of structures remaining within the boundaries of the Antique Theatre and Kadifekale were completed, expropriation of buildings in second-degree archaeological site were included in 2015 - 2019 investment program. The walls of Kadifekale have been restored. Sponsored by Izmir Metropolitan municipality, in the excavation works conducted by the Ancient City of Smyrna Excavation Directorate, the wall remains from the Hellenistic period were uncovered. The excavation was planned to continue as scheduled in Kadifekale. Restoration work for city's first known Islamic structure of masjid and of the cistern from the Byzantine period begun. Cistern structure was designed as an exhibition space. Based on the idea that would have a positive impact on tourism activity, the revision of the plan has been completed in order to build an archaeology-based structure that is able to 68
accommodate social and cultural activities in the region. The area between the west wing of geological hazardous area and the Antique Theatre was determined as a construction area and expropriation has begun in this region. This field is intended to be brought into a holistic archeopark. The purpose is to present a learning place where the excavation can be actively monitored, science of archeology and the history of the region are introduced and experienced, unlike the classic approach of museum, where visitors pass to the active position, the implementation of a learning space, integration of cultural presentation format with daily life, information and revitalization and visitors ro be a part of excavation activity. Many activities can be implemented in the region such as creative drama, tutorial games, activities for different age groups, installations that will build a bridge between the arts and science of archaeology, etc. It is intended to turn communication with archaeological, cultural layers with experience in this field. Archaeology and Historical Park to be developed as a result of arrangements, should be considered as an area where Izmir residents can build their historical memories. A workshop will be organized by Izmir History Project Center to decipher the communication formats with the participation of experts. The interior of Kadifekale walls are aimed to be designed as an excavation site and an open activity area for exhibitions, concerts, etc. In line with the objectives transferred, it was agreed to obtain “Archaeology and Historical Park� project by means of a competition.

Discovering the Local As a result of field studies conducted within the housing area under the region covered by the scope of the workshop, it was determined that there are original production within the region under different categories and attractive activities infrequently seen outside of the region. The most known among them is the production of stuffed mussels that are performed by the users of the region originating from Mardin. Stuffed mussels are produced in this region and served a large section of the city. The production takes place in houses. Tomato paste and pickles are other foods produced in the area intensively. The production of tomato paste is so intense that the tomato sauce dried on the roof and balconies, especially during the summer months causes them to assume a red color. Mardin muffins are only found in this region and are sold in bakery at Pazaryeri Square. There are also commercial presentations such as muhallebici, kaymakçÕ which may create attractions are also available within the region. In the region, pigeon breeding is common predominantly in young and middle-age males as a hobby. This hobby is known from the Ottoman period which is basically based on domesticated pigeons trained to perform acrobatic movements. Craft of needlework is very common among the female population living in the area. Today, it is possible to observe very advanced examples of this traditional handcraft in the region which is maintained in a restricted environment. The region, as mentioned above, has an important potential can be discussed under various categories such as gastronomy, crafts, hobbies which host the authenticity of the value. In collaboration with Izmir History Design Workshop and Izmir University of Economics, in Department of Industrial Design 3rd Class design studio, a study was conducted regarding product design and design management which covered all academic term. Study was finalized by project proposals on provision of the functioning of production, development of marketing strategies and gaining local added value. Within the scope of the project named as “Pita, lavash”, it was recommended to establish a cooperative for the production of pita-lavas in the region and to support women by employing the in that cooperative. With the project named “Flash Mussel” marketing 71
strategies for expansion of sales volume of mussel and for the production in a more healthy condition were developed in the region. With the project named as “Stall�, a design of stall was carried out to make mobile sales that are common in the region more comfortable and functional. As in these projects, in order to develop the region's gastronomy, handcrafts and engaging activities developed as hobbies, to create attraction points across the city with appropriate strategies, to increase the volume of trade and to create added value in the region, it is recommended to organize a cooperative.

Conservation Office Management of conservative approaches where cultural assets must be detailed to allow sustainability with physical, social, and economic values includes hard processes. A correct orientation is very important in documentation, design, and implementation processes in the context of relevant legislation. In the historic building owned by the Izmir Metropolitan municipality and located in front of the Design Workshop, a conservation office will be created in order to enable local peopleto become actors to perform simple and comprehensive interventions for their own buildings according to fast and conservative policies and in order to create the necessary conditions in this direction and which will work connected to Izmir History Project Center established within Izmir Metropolitan Municipality.

Children's Workshop and Study Center (Carfi Mansion - ÖPA 4) Building which was built in 19th century was abandoned after it was used as the mansion of the Carfi family. In 1997 it was donated by the family to Aegean Contemporary Education Foundation (EÇEV). The structure consisting of multi-room, two-story mansion, outbuilding and a large garden, nowadays is almost demolished, only some walls are standing. The immovable which is designated as a special project area was recommended as socio-cultural use in Conservation Development Plan. As a result of the study initiated by Konak municipality in cooperation with EÇEV, the design of the structure has been completed. It will be restored for educational purposes in accordance with activities such as workshops for children, study center, summer school.

Art House (Kapanizade Mansion - Ă–PA 3) Kapanizade Mansion as the region's one of the major examples of civil architecture was built at the end of the 19th century. It was used as home of Kapanizade family for a long time. Mansion attracts attention with its stained glass, Photoli ceiling decorations, elephantfooted and mosaic decorated flowers in the garden. For a long time it was unused and today it is on the verge of collapse. The main two-story mansion structure includes a large outbuilding and a two-piece large garden and Kapanizade Mansion can be reached from Pazaryeri Square and 952nd Street. It is one of the buildings in the region with the widest use area. s directly linked with the area where Izmir History Design Workshop is located. Konak Municipality has initiated a process towards the purchase of the building. The plot where the building is located is designated as a special project area in the conservation development plan and decided to be used for social facilities. Formations such as Dutch Culture / Trans Artists10 , Res Artis11 ve McColl Center12 many similar of which are found throughout the world provides sharing of cultures through the links they create between artists and art houses in international platforms. The formations in question give opportunities to artists, curators, creative actors, etc. from various disciplines, to perform production practices in different regions, associated with different issues and life styles. They initiate various artists within a certain program, in a process that can be spread from a few days to several months, to meet in their houses and to enter into a common process of collective production. It is recommended to convert Kapanizade Mansion, associated with such a formation, to an art house in international context and to restrore in line with art production, exhibition and accommodation functions. Through this function, it is intended to contribute to the diversification of the user profile of the region.

Rehabilitation and Psychological Counseling Center (ÖPA 7) One of the prominent structures with its nature of history in the region, the size and location of the plot is the historical building defined as a special project development area in conservation plan located on island 1546, plot 170 is located on the building. The building, which was out of use for a long time, has been destroyed to a large extent like many historic buildings in the region. In Conservation Development Plan, the plot in question is determined as social facilities and dormitories, nurseries, nursing homes, orphanages, disabled home, soup kitchen, rehabilitation centers, counseling centers, etc. functions have been proposed. Consisting of two floors and basement, the building also has a large garden. The building is reached by a dead street across 945th street opening to historic residential area currently near Dönertaú Sebili located in Hatuniye square. It is recommended in planning decisions to open this dead street and to connect to 943rd street over a square to be created in front of the building. When this application is performed, the building located on the 170th plot will remain on a short road between two major arteries connected to residential texture through the east and west of the Hatuniye square which is hosting many historic buildings. at the same time. The structure, in the first sub-regions with the operational plan, is recommended to be restored having a cultural program, in accordance with the main function of the rehabilitation and the counseling center, developed for the Hatuniye square and associated with “Social and Cultural Centre” Project.

Pazaryeri Square Arrangement Pazaryeri Square as one of the rarest urban spaces in the study area rare is region's most important meeting and encountering area. The areas which is surrounded by residential structures, is also hosting commercial buildings such as a grocery store, oven, coffeehouse. In addition, it is located within public buildings such as Pazaryeri mosque and local government. 816th street is directly connected to Pazaryer Square which is connecting the traditional residential texture near Ancient Agora of Symrna, and opening to Izmir History Design Studio and Altinordu sports club Association by means of 945th street over the square. In this context, besides being heavily used by local people regarding daily activities, it is used as a transition area between the structures which creates vitality in the region and important points at the regional scale. Users who live in the region for a long time mention that Pazaryeri Square was a marketplace in the past, especially in holidays, it was hosting for children-oriented activities (swing, Ferris Wheel, etc.). Today, it operates as a park lot for the residents in the area to park their vehicles. In line with the current needs, Pazaryeri Square is intended to be arranged as a square associated with its location in the memories.

Emir Sultan Park Emir Sultan Tomb and Zaviye hosting hamam, dergâh, aúhane and three parts of cemetery and as well as where tomb of Sayyid Mükeremeddin of AydÕnids Beylik was located is one of the most important and densely visited religious center of the region. It was it restored and brought into use by Izmir Metropolitan Municipality. The space next to the religious complex is recommended to be arranged as a park as stated in Conservation Development Plan. In this way, it aims to create a green space which can meet the meeting, socializing needs of the visitors and the user's of the region and also to achieve a safe play area for children. In this context, design works continue in participatory design process taken together with potential users of the park which was maintained by Izmir History Design Workshop.

Sufi Music and Research Center (øzmir Mevlevihane) Izmir Mevlevihanesi was opened in 1850 and he served until 1925 until tekkes were closed. Founder was Halil Akif Dede. Sheikh Nureddin Efendi was the most active and colorful character of Izmir Mevlevihane. He was Halil Dede's son. He served for thirty-two years. When Sheikh Nureddin Efendi died, his 13-14 years old son Mehmet Celalettin started to work. It is known that famous composer RakÕm Erkutlu Izmir was regency sheikh for a while in this period.13 Neyzen Tevfik, during his high school years was brought by his father to Izmir ødadisi and he developed his art in øzmir Mevlevihanesi. Neyzen Tevfik who met with many famous names such as Tokadizade ùekip, Tevfik Nevzat, Ruhi Baba and ùair Eúref and his first poem was published during these days in Muktebes magazine in March 13, 1893.14 Once upon a time, Istanbul Mevlevihane is not standing today which was located on the right side of the point that PatlicanlÕ Hill reaches to Kireçlikaya Plain15. Fences and vacant plot with trees are remaining from the building. In old city maps, it was indicated that the building constituting the upper limit of the built-up areas was mentioned as tekke.

In the plot where the building was once located a Sufi Music Research Center is proposed to be built to conduct training and perform research activities. As it is located on one of the cultural routes to be developed in the area, was also effective in the development of this proposal. It is expected the building to create an attraction for visitors living in the region.

Arrangement of Geologically Hazardous Area Part of the area of about 42 hectares which was settled as a squatter area since the second half of the 20th century and expropriated between the years 2007-2012 due to being a geological hazardous area by Izmir Metropolitan Municipality, remaining in KemeraltÕ and Environment Renewal Area boundaries has a unique view of the city. The area extends between 746th Street at the lower elevation and RakÕm Erkutlu Caddesi passing in front of Kadifekale in the upper elevation. Under 1/5000 scaled Conservation Development Plan, it is recommended 746th street to become one of the main transport arteries by expanding in the renewal area. This artery is at the same time passes in front of the socio-cultural facility and Amphitheatre in the area. PatlÕcanlÕ Hill which was proposed to become an important cultural axis is connected to 746th street directly at the point where the geological dangerous area is located due to the retaining wall in front of the geological dangerous areas, it does not relate to this area. Geological dangerous area is at the same time adjacent to the urban space where destroyed Gravel Gazinosu is located and Ayla Ökmen Park and ViewTerraces. By taking the necessary static measures, it is recommended the area to be arranged as an urban terrace, integration of 746th street and Ayla Ökmen Park, to transform it as a meeting and outdoor event space through cultural and social activities, to make landscaping and the creation of urban facilities. Thus a relationship in the spatial scale is aimed to create a relationship as an alternative to linear street connections formed between the residential textures and Kadifekale.

Cafeteria In geologically hazardous area, registered immovable located on 746 street is under Izmir Metropolitan Municipality property. Structure built on the basement floor of a singlestorey structure has a rectangular scheme and is covered with half-hipped roof. It reflects neoclassical features of Izmir house which was begun to be seen in the 19th century and called as Gum Type houses. It is intended to organize the immovable in question as a public urban terrace serving in geologically hazardous area and to restore as a cafeteria will make Kadifekale and Agora to become an important stop in the corridors to be revitalized.

Restortion of the Tomb Located in 1568 Island 47 Plot There is a tomb dating to the early Ottoman period in Kubilay District, TemaúalÕk Locality within a cramped residential texture. On the tomb, there is sign where mamÕ Cafer-i SadÕk Tayyar, Urfu Naci Hazretleri, On øki ømam is written. The tomb where sarcophagus type four graves are found has an octagonal plan and covered with a hemispherical shaped dome with approximately 30 cm. in height. Tomb is reached by a residential garden under private property opening to the same street. In the context of Islamic culture, as it is one of the oldest and extremely important buildings in that region, tomb was taken into Izmir History Project 2016 of Izmir Metropolitan Municipality in order to be restored. The immovable located in the side plot and which provides access to the tomb was taken into expropriation program. It is proposed for the buildings in the immovable property situated on the side plot and which will become the property of Metropolitan Municipality through expropriation, to be transformed in accordance with a program aiming education in the arts associated with the Islamic culture and exhibition purposes.

Agora Park Agora Park located opposite to the current entrance of Ancient Agora of Smyrna; between 818th street, TarÕk SarÕ Street and Namazgâh Hamam stands out as a green area heavily used by local residents. Studies were started for Namazgâh Hamam in the direction to be restored in its original function and will be completed in a short time. As a result of the park is opened to service, it is expected that the use of hamam will increase and the user profile will be diverisified. In Agora Park also hosting a children's playground, Izmir History Design Workshop has launched a study for the design of the playground. As a result of workshops conducted with children living in the region and using the park; according to the preferences of children, a play group was aimed to be achieved through a participatory process of design and construction. With a similar participant process, it is proposed an arrangement to improve the architectural quality of the park and to ensure the increase of disabled access and the intensity of use to be made available.

Improvement of the Ruins of antiquity Period Walls In the ancient period, to ensure the security of the city of Smyrna, walls have been built starting from Kadifekale and reaching to gulf in two separate lines. Specifically in 7th century, during exposure to threats and invasions by the Sassanids and Muslim Umayyad Arabs, it is clear from the findings of the excavations in AltÕnpark Archaeological Area that in Smryna, residential areas and other structures were disappeared except for the settlement area and completely surrounded by walls.17

Today, though the walls were collapsed, it is possible to observe the ruins at some points in the region. Garden wall of the Radio and Democracy Museum is one of them which is located opposite to AltÕnpark Archaeological Site and which was restored by Konak Municipality in the recent years and opened to use. The wall ruins in Kubilay District boundaries are today under intense construction and are low qualified. Since they were under construction, it is estimated that there are many more undetectable wall ruins.

It is recommended to strengthen the relationship between urban space and the ruins of walls located scattered in the region, their conservation after performing their maintenance and repairs, elimination of their occupation and through various arrangements.

Conservation Development Plan Conservation plans for the remaining area within the scope of the workshop has been completed partially. 1/1000 scale Agora Environmental Conservation and Development Plan and 1/1000 Kadifekale, Antique Theatre and Environmental Conservation Development Plan has been completed by the Izmir Metropolitan Municipality. The planning for the rest of the area was decided to be conducted in two stages, the first stage has been completed for Manufacturing Area, Hotels Zone, for some residential area located in the south of the KapÕlar and Hatuniye Square which was prepared by Konak Municipality. The second phase planning activities has not yet begun extending to Kadifekale. Therefore it is not possible to perform application in this area. It was decided the geological survey required to be done under the plan to be addressed by Izmir Metropolitan Municipality and the process has begun. Plan will be carried out by Konak Municipality.
Transportation Plan Through Transportation Plan, it is intended to create a solution compatible with the historic and organic texture, determination of the transportation methods, in relation to the use decisions, to make detailed arrangements for vehicle and pedestrian traffic, production of facilitating pedestrian access of the difficult terrain, making the region accessible for disabled people and increase the potential to be visited.
Lighting In order to provide security during the night and to increase the use potential, it is necessary to eliminate the problem of lighting. It will be eligible to consider differing forms of use of lighting proposals, to be able to respond architectural and urban aspects will be considered as a design problem.

Infrastructure Infrastructure works have to be carried out which can provide long-term response to regional demand. Elimination of hygiene problems, experiencing the life in the region easily in different weather conditions which was mainly pedestrianized, forming a healthy discharge system for this purpose, creation of an internet infrastructure that will allow easy intervention when necessary and being suitable for development with current technologies are important. Because of narrow streets, development of specific innovative approaches for waste management is required.
