ave you ever heard someone describe someone else as “that guy has never met a stranger”? I want to be described like that. But, actually living like that is fraught with uneasiness. I like to look people in the eye or nod my head to them and acknowledge their existence. I like to smile at everyone. Other people say they identify with this especially southern folks. Yeah well, don’t go to Atlanta, or Houston, or Miami, or any big city in the south and expect to get away with it. Big city people are as impersonal as the bricks and mortar that define their environment. I’m picking on the south here, but it has been my experience that big cities all have this attribute. Big city folks also transport their bubble with them as they travel. We decided to winter over in a marina where there were many of these city dweller visitors. I would pass them on the dock every day and acknowledge them only to be ignored and sometimes rebuffed. I was asked one day “why bother”? My answer was that I have as much right to acknowledge them as they do to ignore me. Further, with enough acknowledgements most everyone becomes friendly. Living on the water does not lend itself to being a stranger. While the degree of independence is higher than other lifestyles, everyone out here has a certain amount of interdependence. The longer you stay on the water the higher your probability of needing assistance from other boaters becomes. I don’t like needing help. Needing help means that my planning failed, or I have mismanaged my resources, or I have found a void in my education and experience. Occasionally I get help that I didn’t even know I needed. Yesterday I was approaching my boat and realized that my other dinghy was in the water tied to the boat by a painter. When I left the boat in the morning, the dinghy was hanging from the stern davits. It turns out that one of the eye bolts failed and the dinghy half fell off the davits and was thrashing itself against everything. The fellow on the boat moored beside us boarded our boat and got the situation under control. If he hadn’t, the swinging dinghy could had done untold damage to the transom. I’m glad I was friendly to Gabe, our neighbor. I like being able to help. More, I readily offer my help because I know forcing someone to ask for help is making them pay the highest human price. I mean that personally as a matter of human courtesy not entrepreneurship. The closer you live to the rhythms of the natural world the simpler things become. On a boat, you do not ignore waves, wildlife, sunsets, moon phases, clouds and the wind. How anyone could be so removed from their nature as to ignore another of their own species is beyond me. Acknowledge everyone out of necessity because interdependence is a necessity.

Fickle Law Enforcement
I have a special love of marinas with an open workshop area for its customers. They don’t have to supply any tools, just a covered area with electric, a table or two, and a few chairs. Of all these items the chairs are most important. I cherish the chairs because the work area quickly becomes a social events area where any boating issue can be solved. I know this because the folks who hang out there have supplied me with many solutions and sometimes, I actually have a solution for someone’s issue. A week or so back I got to tell about an experience I had with my wife over spending more than $200 on new dinghy lighting. That’s right, $200 worth of top of the line diode lights. I bought a 360-degree white light and a single unit with both side lights for the bow. Rule 23 in the Navigation Rules absolutely require these on all motorized boats. But here is where things get a little murky. My dinghy is only three and a half meters long (ten feet). The rules say that I do not need side lights on my little boat unless the “boats maximum speed does not exceed 7 knots.” Now does this speak to the boat’s capable speed or what speed you’re going when law enforcement sees you. While my boat will do something around nine or ten knots wide open, I bought both light fixtures even though I never exceed five knots in it as a practice. The overwhelming majority of small boat owners only fly a single 360-degree white light. The light is almost never visible for 360-degrees because they mount it too low (on the motor top, etc.) And most people do not use Coast Guard Approved lights. As a matter of practice, the Lucy Light or a single flashlight is the only lighting on most motor boats under sixteen feet. So, the conversation started in the shop when a few folks got tickets for illegal lighting. The whole focus was on how law enforcement does not seem to uniformly enforce such infractions. One day they ignore Lucy Lights and the next day they hand out tickets. I made a pronouncement that by following the written rules I was completely immune to fickle or strict enforcement. I don’t have to tell you that I got some crazy looks and the statement put an immediate damper on the law enforcement bashing tone of the conversation.

Later, to make the whole situation better I was leaving the dock just after dark with my wife in the boat. On the end of the furthest dock was a Wildlife Officer hailing other boats to him and writing tickets for improper lighting. The ticket and court costs exceed $200 dollars. The officer simply waved at us, my wife cut me a look with that understanding smile of hers, and I felt completely vindicated. I love shop talk and law enforcement leaves me alone regardless of their mood.
