Spinning Rod Selection
As varied as fishermen are, in their choice of spinning rods, opinions change like the
weather. This is especially evident with the introduction of mini and micro guide setups on spinning rods. Technology and computer aided designs have greatly improved spinning rods over the past ten to twelve years. If spinning rods are not in your arsenal, be open minded and try some of the new concepts. You might surprise yourself. Have you ever played a round of golf without a putter? To educate and help in your future selection of a spinning rod, we conducted tests over a two week period with customers and employees at three different tackle stores. The test results apply to everything from ultra-light to inshore and offshore spinning rods. For the test, we built four rods. All the rods are 6’9”, medium action, with an extra fast tip. The handle assemblies are identical and all the reels used are 2500 series. The reels are all spooled with 10lb braid and 10lb fluorocarbon leader, joined with a double uni-knot, and quarter ounce test plugs were used throughout the tests. The rods will be referred to as #1 through #4. Differences in guides on the rods are as follows: • Rod #1 used a standard set up with guide sizes from a #30 (largest) to a #8 (smallest) with a total of seven guides plus the tip. • Rod #2 is built with the ten year old “New Guide Concept”. The largest guide is a size 25 down to a size 7. There is a total of 8 guides plus the tip. This concept set the standard for six to eight years and is still used mainly by manufacturers. • Rod #3 using the mini-guide concept was introduced within the past three years with the largest guide being a size 20 down to a size 6. There is a total of 10 guides plus the tip. This concept works great for saltwater inshore and light offshore applications. Especially with 20lb to 25lb braid and larger fluorocarbon leaders. • Rod #4 is built with the latest “micro” guide system. The largest guide is a size 16 down to a number 4. There are 10 guides plus the tip. Participants voiced their opinions and comments on tests of weight and balance, ease of casting, distance, rod loading and cost. • Weight and balance:

Participants made more comments on this test than any other. Even though the micro and mini guide rods, rods #3 and #4 have more guides than the others, they weigh significantly less than rods #1 and #2. For example, all 10 guides and the tip on the micro guide rod #4 weigh less than the largest #25 guide alone on rod #2. Also, less thread and finish are required on the micro guide rod #4, making the rod much lighter overall and a lot more comfortable to use all day long. • Ease of casting: All the rods cast very well. As this test progressed, the feedback on rod #1 and rod #2 were how the line maintained a curl almost to the rod tip. A few commented they thought the line slapped the blank during the cast. On rods #3 and #4, ease of casting was vastly improved and the line was choked down by the second largest guide and traveled on a straight line through the other 8 guides and tip. All participants liked this feature. • Distance: If distance is a factor in your rod selection then you will be glad to know all the rods cast a good distance. Most participants could cast 100 feet plus, with little effort. A lot of casts over 130 feet occurred on rods #2, #3 and #4. The biggest comments were how much less effort it took to reach long distances on rods #3 and #4 because of their lower overall weight. • Rod loading: Hands down, rods #3 and #4 loaded to cast much better than rods #1 and #2. With more and smaller guides to better distribute the load on the blank, less effort was required to achieve optimum casts. • Cost: The old saying, “you get what you pay for”, definitely applies to spinning rods. The micro and mini guide rods usually start at $90 and up. The qualities of the guides and the rod blank have the biggest effect on the prices. Rods built like #1 and #2 usually start at $50 to $60 and up. Authors Note: Without a doubt, once you use a mini or micro guide rod, you will be very satisfied owing one, two or three of these rods.

Capt. Noah Lynk, www.noahsarkfishingcharters.com With the winds of march finally here and spring starting to show signs of warmer weather to come, fishing fever is highly contagious. The first fish that usually show up around the beginning of March are going to be Red Drum back in the marshes and creeks such as Middle marsh, North River marsh as well as the Haystacks and Newport River area. There will also be some nice Gray Trout and Sea mullet to catch around Bardens Inlet as well as Beaufort Inlet and in the Morehead City Port area. The best baits for drum this time of year are going to be live mud minnows and cut bait. Another favorite is soft plastics such as the Deep Creek scented baits in the slim shad and shrimp patterns as well as the Berkley Gulp, fish bites and other scented baits. For those of you that do not have the scented plastics you should really think about trying Pro-Cure bait scents that comes in a paste form and can be applied to any bait soft or hard as well as cut bait. These baits will also work well for the gray Trout along with Sting silvers and Spec rigs jigged vertically. In the ocean from Beaufort inlet to Cape Lookout the long awaited Blue fish are going to be in abundance with the hottest spots being in the inlet areas, along the beaches to the Cape Lookout rock jetty and out to the shoals. The best ways to catch the fish are going to be either by trolling or casting to them. When casting, the use of shallow divers such as the Yozuri plugs, Rapala diving lures and Bomber lures are the most effective. When trolling, you can use a variety of different set ups such as using the diving lures on light tackle as they will dive on their own without the use

of a planer. You can also try planers set up with Clark spoons and Drone spoons. For those targeting the blues look for large flocks of gulls and terns dive bombing the water or fish down the edges of the local rock jetties as well as the shoals and lumps that border deeper water as they will usually feed around these areas. Coastal Mariners Prickly-Pear Shrimp With Roasted Corn & Black Bean Relish

Ingredients: • 12 large shrimp, peeled and deveined • 3 tablespoons olive oil (for sautéing) • 1 cup roasted corn kernels • 1 cup cooked black beans • 1/2 cup sugar • 1/2 cup red wine vinegar • 1/2 teaspoon lemon juice • 2 cups chicken broth or stock • 1/2 cup prickly pear syrup or jelly • 1 tablespoon Southwestern seasoning • 1 tablespoon cornstarch mixed with water • Salt and pepper, to taste
Directions: Season shrimp with salt and pepper. Sauté over medium heat. Remove from pan. Sauté corn and beans for several minutes. Add shrimp and glaze*; toss. Finish heating shrimp (don’t overcook). *Glaze: Simmer sugar, vinegar and lemon juice over medium heat until caramelized. Add remaining ingredients and bring to boil. Thicken with cornstarch and cool. Servings: 4

Hatteras Surf Fishing
Cape Hatteras National Seashore Recreation Area (CHNSRA) in North Carolina is one of the premier surf fishing locations in the United States, attracting anglers from all across the country for once-in-a-lifetime angling opportunities. Off-road vehicle (ORV) access to CHNSRA is essential for surf fishing from the beaches, as well as many other recreational activities. However on December 20, 2010, the National Park Service (NPS) announced its decision to approve an ORV management plan that closes extensive areas of the seashore to the public and severely limits ORV access, far outweighing what is needed to address resource protection. The final ORV plan, which goes into effect on February 15, 2012, poses serious issues for the local economy, which is largely dependent upon tourism and recreation.
These protections have resulted in extensive restrictions on ORV access to key surf fishing spots in the CHNSRA and an undue economic burden on the local economy.
Background
The RegNeg Committee met approximately 12 times from January 2008 – February 2009. However, it was never able to come to consensus (i.e., unanimous vote) on a comprehensive management plan for ORVs. The points of contention were focused on which parts of the seashore would or would not be deemed an ORV “route or area” and what level of protection/ buffers wildlife would be afforded. Following the end of the RegNeg Committee process, the National Park Service began to develop its own ‘preferred alternative,’ along with a spectrum of other alternatives.
Executive Order 11644 of 1972 requires federal agencies permitting ORV use on agency lands to make regulations for such use. Due to this Order, the National Park Service (NPS) developed an ORV Management Plan for the CHNSRA. The NPS maintains that ORVs must be regulated in a manner that appropriately addresses resource protection—including threatened and endangered species—and potential conflicts among the various CHNSRA users. The NPS adopted a new management plan in December 2010 and is currently accepting public comment on the plan. This plan, expected to be adopted in late 2011, represents the most restrictive plan to date and severely curtails public access to the seashore for recreational activities such as surf fishing. Since ORVs are necessary to access many sportfishing areas of the CHNSRA, the concern is that the ORV Plan has given little consideration to economic impacts to any segment of the sportfishing industry and the communities that depend on sportfishing. The implementation of the ORV Plan poses serious questions about the future of recreational fishing in the CHNSRA and presents a serious challenge to sportfishing. Interim Strategy and Consent Decree In an attempt to complete the ORV Plan in a collaborative fashion, the NPS formed the CHNSRA Negotiated Rulemaking (RegNeg) Committee to assist in its development of the Plan. The RegNeg Committee consists of stakeholders in the CHNSRA, including environmental groups, anglers, business-owners and tourism organizations, among others. On June 13, 2007, the NPS implemented an Interim Protected Species Management Strategy (Interim Strategy) to provide adequate protection for resident shorebirds until Negotiated Rulemaking was completed. However, on February 20, 2008, the Defenders of Wildlife and the National Audubon Society (Plaintiffs) filed an injunction asking that all ORV access, except for essential vehicles, be stopped on the CHNSRA. The Plaintiffs argued that the NPS’s Interim Strategy did not provide adequate protection for area shorebirds. The federal government declined to defend the Interim Strategy and entered into settlement negotiations with the Plaintiffs. In late April 2008, Federal District Judge Terrence Boyle approved a consent decree outlining the details of the settlement agreement, which remained in effect until the RegNeg Committee completed its work and the NPS issued the final long-term ORV Management Plan. The details of the settlement agreement are extensive and put in place protections for shorebirds that exceed those outlined in the Interim Strategy.

Both Plaintiffs held seats on the RegNeg Committee, a situation that many viewed as a conflict of interest. This concern was brought to the attention of Department of Interior (DOI) staff by other RegNeg Committee members and various CHNSRA stakeholders. Although several groups requested the removal of the Plaintiffs from the RegNeg Committee on the basis that they did not follow ground rules to negotiate “in good faith,” this request was denied by the DOI in June 2008.
ORV Management Plan/Environmental Impact Statement On March 5, 2010, the NPS released its ORV Draft Management Plan/Environmental Impact Statement (DEIS), which evaluates the potential impacts of several alternatives guiding management of the CHNSRA. The NPS preferred alternative, Alternative F, as outlined in the DEIS is the most restrictive management option to date, far exceeding any sense of balance between resource protection and public access, and betraying all promises made to the public regarding recreational uses in the seashore. The majority of the provisions included within the preferred alternative far exceed anything proposed by a majority of the RegNeg Committee, including excessively large resource closures (buffers), unnecessary year-round and floating closures, and the lack of access corridors around or through resource closures. In addition, critical socio-economic information was either missing or incomplete in the DEIS. The public comment period on the DEIS closed on May 11, 2010. After reviewing comments, the park made revisions to the DEIS and released a final Management Plan/Environmental Impact Statement on December 20, 2010, which adopted the NPS preferred alternative. The final ORV management plan for the CHNSRA closes extensive areas of the seashore to the public and severely limits ORV access to one of the premier surf fishing locations on the East coast. The final ORV plan goes into effect on February 15, 2012 and poses serious issues for the local economy, which is largely dependent upon tourism and recreation.
