BUILD YOUR OWN By Ernie Horvath In the greater fishing community, the equipment we use is what the tackle manufacturer offers and for about 80% of us that is acceptable. It is easy to relate to most factory toys, but to me the fishing rod has to have a special feel and balance to enjoy a day of fishing. The opportunity to build your own rod gives you the chance to choose components that manufactures don’t always offer. I get new factory rods in my shop at times because the rear grip is too long or too short, the reel seat turns on the rod, the hookeeper is in the wrong place or it doesn’t have one. The latest is converting standard guide setups to the much lighter micro-guide configurations. Thankfully with the aide of computers you can select rod components from several manufactures and there are plenty of how-to dvd’s to assist you or guide you through the various steps of building your own rod. Selecting your first blank for a specific fishing application is your most important decision. With hundreds of blanks to choose from the task can get a little nervy. Have no fear, component distributors offer great technical assistance for beginning rod builders or you can contact a local rod builder. Most builders are more than happy to assist you in your efforts. Rod building is a great family hobby. It will teach patience because the process takes time and if you make a mistake, it is easily correctable. Get your children involved because it can possibly get them away from the computer games. They’ll enjoy catching fish on a rod they built or one you assisted them in building.

Building a custom rod isn’t about fancy wraps and decorations. The emphasis should always place a premium on performance and precision to ensure that form follows function. Today’s rod components are much lighter than just eight years ago. Better use of carbon fibers provides a stronger yet lighter and more sensitive rod. There are now blanks available that weigh 1.1 to 1.7 ounces that are a dream to fish with all day long. Cosmetics on a rod (fancy wraps) actually can detract from a rods overall performance because it adds weight to the rod. Remember a rod you build is built the way you want it because no large commercial manufacturer can take time to build to your specific needs. The price of components will cost about sixty to onehundred dollars to get started with the blank having the biggest effect on the price. Hand wrappers are available through component distributors, on-line from e-bay or Craig’s list. Some component distributors and custom rod builders offer rod building classes on a regular basis. Prices vary on location and some include the price of components in the class fee. Be open-minded because your choices are unlimited. Build the rod in your school colors or go stealth. OBAMA ADMINISTRATION SAYS NO PUBLIC INPUT NEEDED Denies Congress’ Request To Allow More Comment On Oceans Takeover
(03/30/2012) House Natural Resources Committee Chairman Doc Hastings (R-WA) received official notice from the Obama Administration denying the Chairman’s request for a 90-day extension of the public comment period on the draft National Ocean Policy Implementation plan. “President Obama issued an Executive Order imposing a new bureaucracy to zone the oceans that threatens to deter new economic investment, suppress job creation, restrict even recreational fishing, block energy development, and stretch far from the shore to affect farmers and inland communities,” Rep. Hastings said in an official release. “Given the high economic stakes, the vast amounts of new red-tape set to be unrolled, and the fact that some 15 agencies spent over two years devising this scheme, it’s unreasonable that the Obama Administration won’t allow the American people more than just 75 days to review and comment on it,” added Chairman Hastings. The Recreational Fishing Alliance (RFA) has been a longtime critic of the over burdensome bureaucracy of the National Oceans Policy going back to 2003 following a report by the Pew Ocean Commission when original legislation to bureaucratize management of our nation’s oceans was first presented by Rep. Sam Farr (D-CA) in the form of the Oceans 21 bill. RFA executive director Jim Donofrio, a vocal opponent of both the Farr bill and the President’s executive order to bypass legislative process, has testified numerous times in front of Congress to stop what he called a “takeover” of our U.S. oceans by radical, anti-access agenda. “RFA has been back and forth to the House Natural Resources Committee many times over the past 10 years in an effort to stop this bureaucratic nonsense, and we’ve been very successful in keeping this bottled up thanks to the efforts of congressional leaders on both sides of the aisle,” Donofrio said. “Then President Obama came in and essentially moved this bill out of Committee with the stroke of a pen, completely angering the legislative branch of government.” In a House Natural Resources Committee hearing on June 18, 2009 in which Donofrio was asked to testify (see www.joinrfa.org/Press/RFACongress_062309.pdf), Rep. Don Young (R-AK) spoke out against the heavy influence of Pew Environment Group and their support of the Farr legislation, saying “this bill’s not going to go anywhere.” “You may try to work it through the House, you may have the Speaker help you out, but I’ll stop it dead in the Senate, because you’re not going to mess with my waters in Alaska, you’re not going to mess with my fishermen as you’ve done in the past,” Rep. Young added, calling the Farr bill “bad legislation” and warning fellow Committee members that the bill was being pushed by an “overzealous group of people” who were opposed to fishing. Despite the repeated failures by Rep. Farr to get his “bad legislation” out of Committee, President Obama initiated an executive order in July of 2010 (see release at www.joinrfa.org/Press/ KingObama_072010.pdf) which bypassed the entire legislative process and excluded from the debate all those concerns brought up by RFA and the Committee members themselves. RFA called yesterday’s announcement by the administration the final act by a President who is clouded by his own agenda. “This isn’t just about our oceans, but everything connected to our nation’s waterways will now be under federal control through this executive order,” Donofrio said. “It’s a complete takeover of every lake, river and stream that flows into the Pacific, Atlantic and Gulf of Mexico, along with all the lands within.” In an October 17, 2009 letter to the White House Council on Environmental Quality (CEQ), Donofrio brought up the RFA’s critical concerns that the Administration’s Interagency Ocean Policy Task Force was treading dangerously close to violating the Constitutional separation between the Legislative and Executive Branch of government. “RFA believes that enacting laws through Executive order and proclamation sets a dangerous precedence,” Donofrio said. “RFA is concerned about the relatively rapid speed at which CEQ is advancing with this initiative and the apparent lack of opportunity the average recreational angler will have when the final Policy and subsequent bureaucracy is put in place,” he added. According to Chairman Hastings, despite all the Congressional hearings and numerous requests by his Committee for more information, the Administration has refused to tell Congress what programs will be cut to provide the money to fund this new bureaucracy. “This refusal to allow a thorough and open review of the plan to carry-out the President’s Executive Order is another example of the Obama Administration prioritizing their job-destroying agenda over the livelihoods of Americans from coast to coast,” added Chairman Hastings.

Donofrio said while there may be partisan gridlock in Congress between democrats and republicans at times, the House Natural Resources Committee has always provided a stellar example of bipartisan unity in support of issues related to the management, conservation and utilization of our nation’s resources. Cape Lookout May Fishing Forecast by Capt. Noah Lynk

With this past winter being really mild the spring fishing season really got off to a early start with lots of
bait fish moving into the inshore waters about 2-4 weeks earlier than normal. Behind the bait fish come the Flounder, Blue Fish and Mackerel. During the month of May you will find just about every species of inshore fish is going to be feeding and therefore will be hitting a variety of baits. The Flounder are going to be in the marshes as well as around the inlets and any structure that will hold bait fish or any other food source. Live mud minnows and mullet are the best live baits. My other choice of baits is the scented soft plastics such as Gulp, Deep Creek, Fish Bites. Most people use these on a jig head which is the most common method but you can also use them on a Carolina Rig and just let them swim in the current. Another really good method is to use a scented bait, usually a shrimp or curly tail pattern, in conjunction with a white, chartreuse, or pink buck tail and bounced along the bottom will be a weapon of choice for the Flounder. Another popular fish during the May is going to be the large chopper Blues which are basically caught two ways. They can be fished for on the bottom with large fresh baits such as Shad, pinfish and cigar minnows or the way which I prefer to catch them is sight fishing for them with top water baits. These baits need to be around 4-6 inches in length. The pencil poppers, chug baits as well as the large Zara Spooks will work just fine. These fish are going to be found around the flats of Cape Lookout as well as out on the Cape Lookout shoals. They will be in large schools and easy to spot from a boat. Also in the same areas as the large Blues you will find the spring Cobia showing up around the big schools of shad. One of the best methods to catch Cobia is going to be bottom fishing for them with live or fresh shad, squid, Pinfish and even small Blues. When bottom fishing for Cobia with bait fish that have sharp spines (Pinfish), it is best to use a pair of scissors and cut off the spines. The Cobia will be more likely to eat them without the spines. When fishing for them on top water and sight casting to them, you should scout for the big schools of shad and move slowly around the edges jigging big buck tails, storm shad, rigged eels and other lures. Remember to circle around the school of bait and not cut through it, as you will break up the bait and scatter any fish around them. Running through the school will really upset others fishing the same bait school. Just remember that fishing for Cobia can be long tedious work and to have patience. Some days you just have to end up fishing for another species and come back to the Cobia another time. CAPE HATTERAS, N.C. - New National Park Service signs at five spots on Hatteras and Ocracoke islands where waterbirds are known to nest tell visitors to leave kites, pets and vehicles at home. They also make another request. “Leave no footprints behind. Walk in water where footprints wash away,” the signs read. Images of the signs have become fodder for chain emails and social media posts by local residents, who said they thought the message meant people couldn’t walk on dry land on the stretches of seashore that total 1.5 miles. “My first thought was, is this for real? I couldn’t believe the park service had put something up like this,” said Jim Keene, a Nags Head resident who is director of the North Carolina Beach Buggy Association, an organization that supports vehicle access to beaches. “How unfriendly can they be to visitors?” The park service said it meant to convey only that visitors could walk along the shoreline, the area of sand the high tide reaches, but not venture into the dunes where birds could be preparing their nests. Bird-nesting closures have been common in previous years, and as waterbird nesting starts this spring, beach access could be more limited, park service spokeswoman Cyndy Holda said. On Monday, the park service shuttered nine-tenths of a mile of seashore near Cape Point on the southeast portion of Hatteras Island because of signs of American oystercatcher and piping plover nesting. Holda said the kite- and pet-restricted areas could also be closed when nesting picks up. Participating in any prohibited activities in those areas could result in a $150 fine, she said.

New beach access regulations took effect Feb. 15. Beach driving now requires a $120 annual or $50 weekly permit, and 26 of the 67 miles of seashore are closed to motorists. These latest rules are seen as extreme by some locals. “No kites?” asked Brent Nultemeier, who runs an Outer Banks surfing information website. “Cape Hatteras is known for having kites. It’s one of the biggest activities down here.” He also wondered how anglers would manage their bait and gear if they were unable to put it into a sheltered space in the dunes. Holda said kites scare nesting birds, which think they are predators. She said the park service wants to allow pedestrian access as long as it can before the birds start nesting but didn’t want to put up signs along the entire stretch of dune. Rangers asked local anglers for advice on how to word the signs, she said, and the park service is considering the criticism it has received. “There’s some sort of learning curve here for all of us,” Holda said.

New Legislation Addresses Major Threats to Recreational Fishing Take action today to protect recreational fishing’s conservation heritage On February 27, Rep. Jeff Miller (R-FL) introduced the Sportsmen’s Heritage Act of 2012 (H.R. 4089) with the support of Congressional Sportsmen’s Caucus leaders Reps. Dan Benishek (R-MI), Jeff Flake (R-AZ), Don Young (R-AK) and Dan Boren (D-OK). This legislative package addresses two very significant threats to recreational fishing: attempts to ban lead fishing tackle and loss of access to public lands. The Sportsmen’s Heritage Act of 2012 includes language from the Hunting, Fishing and Recreational Shooting Sports Protection Act, which seeks to prevent a federal ban on lead in recreational fishing tackle and will ensure that any future regulations on fishing tackle are established based on scientific fact instead of unjustified, unsubstantiated petitions. In 2010 and 2012, anglers nationwide twice defeated anti-fishing efforts to federally ban lead fishing tackle. Despite these monumental wins for anglers, attempts to overregulate our sport have not ended, as anti-fishing organizations are currently challenging these wins in court, further demonstrating the need for a legislative solution. Another major threat to recreational fishing that is addressed in the Sportsmen’s Heritage Act of 2012 is lack of access. In fact, it is the primary reason that keeps anglers from enjoying a day on the water. With expanding land development and growing regulations restricting angler access, federally owned lands are more important than ever for recreational fishing opportunity. The Sportsmen’s Heritage Act of 2012 will increase access to angling, hunting and recreational shooting on federal lands by prioritizing these activities within agencies’ land management plans. Take Action! The Sportsmen’s Heritage Act of 2012 will increase public access to our nation’s public lands, prevent an unjustified ban on fishing tackle and also promote the conservation values of hunting and recreational shooting. This legislative package offers tremendous opportunity to the sporting community and it is important that sportsmen and woman speak up in support.
Support Conservation and Common Sense We’ve not had the habit of commentary or blogs at KeepAmericaFishing™ but it was inevitable that situations would arise that demanded elevated comment. Such is the case with the calls for Dan Richards, President of the California Fish and Game Commission, to resign for legally hunting and shooting a mountain lion in Idaho –hunting mountain lions in California was stopped by referendum in the 1970s. The shrill rhetoric is being led by animal rights groups, in particular the Humane Society of the United States and maybe not surprisingly being followed by advocates for ocean closures in California and elsewhere. More on these ocean groups in a moment. I expected this outcry from animal rights groups and especially the Humane Society of the United States. As sure as I awake every morning, I know what their position is on hunting and fishing and their philosophy of no animal use whatsoever – from eating meat to wearing leather shoes. No questions there. What is going on behind the crusade to remove Mr. Richards is quite interesting, as those groups advocating for closures of California’s oceans to recreational fishing under the state’s Marine Life Protection Act (MLPA) have joined the chorus. Why? Because Mr. Richards is a hunter and angler and he believes in listening to all sides of an issue, he believes in solid science and he believes that decisions made by the commission must be balanced across

biological, economic and social boundaries. These ocean groups don’t want Mr. Richards on the commission because he doesn’t accept their propaganda and will not always vote according to their agenda. For a moment, let’s digress and review the ocean closure groups’ oft-sung chorus of why massive closures to fishing are needed in California. Obfuscation is key to their claims. • They claim fish stocks in California waters are severely depleted. That is far from true and in fact the vast majority of fish stocks in California state waters are not overfished. To the media they often cite troubled fish species that are outside California state waters and don’t depend on California habitats as part of their life cycle and for which marine protected areas would serve no purpose. • They claim that marine protected areas are a proven technique to recover fisheries. Putting aside the fact that California’s marine fisheries are not in need of recovery, they say fish are more plentiful in two earlier established closed areas than adjacent waters in La Jolla and the Channel Islands. What they don’t acknowledge is there was always more fish in these areas because the closures were sited on the better habitat. There were always more fish there, marine protected area or not. • They claim that non-fishing activities will sustain more jobs and replace the ones that disappear because of closures to recreational fishing. Such claims are entirely unsubstan tiated. Recreational fishing is economically intense, demanding investments in equipment ranging from trucks to boats to a vast array of gear. California’s 1.7 million anglers contribute nearly $5 billion to the state’s economy annually. This far outstrips whale watching or other passive activities. Now back to Mr. Richards. At the heart of this issue is deep hypocrisy on the part of the groups that have fought so hard to mislead the public and close California’s state waters to recreational fishing. They know their actions don’t have to have accountability, they know that once they obtain closures they can walk away from them and by default they will remain because the state can’t afford to monitor their impact. They also know that Dan Richards is wise to their scheme, so they have joined the campaign to remove him. For the MLPA closure crowd, this is not the first time they have sought to demonize anyone who questions the MLPA. Throughout the process they have sought to smear individuals and companies that lawfully and tactfully stated their views on why recreational fishing in California waters should not be unnecessarily closed. Sacramento Bee editorial writer Dan Walters’ excellent editorial posed the correct question when he said, “Should any political figure who does something legally elsewhere that is illegal in California also resign?” The answer is, of course not. Dan Richards broke no law, but he is an avid hunter and angler and for that he is being pilloried. The animal rights community, joined by the ocean closure crowd is now seeking to have him removed from office by legislative action. As a fellow angler, and perhaps hunter, you can support Dan Richards by going to KeepAmericaFishing and sending the message to California legislators that you support Dan Richards’s position on the Fish and Game Commission – and that you support well-regulated and lawful hunting and fishing. What is at stake here is the future of legal fishing and hunting in California and having members on the commission that understand the importance of the heritage and the conservation investment of hunters and anglers. TRIGGER FISH: TACKLE, RIGS, BAIT & TECHNIQUES
ROD/REEL: Use a light to medium action spinning reel with a 6-8’ rod. HOOKS: You want to use small, sharp hooks. Required to use circle hooks now. Normally, a 1/0 or 2/0 circle hook will be fine. You want to use a heavy sinker to get your bait down quickly. You do not want the fish to start biting until you are ready. A heavy weight takes it to the bottom quicker and makes it more difficult for fish to steal it on the way down. Plus it helps to keep tension on the line while you are reeling it in. BAIT: Triggerfish are very aggressive eaters and will take just about any live or cut bait. Squid is the most popular here. They are very adept at stealing your bait. They do not hit the bait and run with it like other reef fish, but run in or hover there and nip at it with their teeth. Their small mouths and fang-like teeth can quickly nip a bait into pieces leaving an empty hook. You can tell if triggerfish are present since they remove small, neat chunks from your bait. If you feel several nibbles and find that your bait has been cut in pieces with surgical precision, chances are good a triggerfish (or several) has moved in. It takes a certain amount of skill, patience and no small quantity of luck to actually get a hook set into a triggerfish The key is to size it to their small mouth and to use a tough bait that is hard to nibble off. Always be sure not to bury the hook tip and barb in the bait, but leave it outside of the bait. BAIT SIZE: Use small thumb nail size cubes (approximately 1”) of squid or cut bait with the skin on. Size the bait to the size of the hook you are using. BAIT TYPE: Use cut bait with tough skins. Bonita (LIttle Tunny) 1” chunks with the skin on are good. Remember, the hook must go through the skin. 1” squares of cut squid Pink colored fish bites in squid flavor are also good. TECHNIQUES: Since triggerfish inhabit the same reef habitat as red snapper and grouper, you have several different types of fish competing for your bait. Also, Ruby Red Lips (Tomtates) and other bait fish will be after your small bait too.
Normally you want to start with a larger bait/hook rig targeting the grouper or large red snapper. Grouper tend to stay on the bottom in holes while the larger red snapper are normally higher in the water column or away from the wreck. This bait will also tend to excite the other fish present. A chum bag might help too. After a few drops and you find you have lost your bait or find small bite marks in it, you are probably getting your bait nipped at by triggers. To target Triggers, replace your large hooks and bait with smaller ones as recommended above, and add a heavy sinker (say 8 oz). They are not really leader/tackle shy, so as long as you have small hooks and bait, you should be ok.

TRIGGER FISH: TACKLE, RIGS, BAIT & TECHNIQUES continued from page 22 Drop your newly baited small hook and bait to the bottom as quickly as possible. Use enough sinker to reach the bottom fast. Once you hit bottom, immediately start reeling the bait back in slow and steady. This keeps tension on your line and allows you to feel the fish the moment he starts to nip at it. Since we are using circle hooks, it is important not to “set” the hook or jerk the rod when you feel the bite. When you feel the bit, start reeling real fast. If the fish has the hook point in his mouth, then so long as you keep the line tight by reeling quickly you will probably hook the fish. The inside of the triggers mouth is fairly easy to hook, so a small sharp hook works very well. If you yank the rod or attempt to set the hook by any method other than fast reeling you will be much slower in moving the hook which allows the fish time to spit it out. You will also rapidly move that heavy sinker which, if it doesn’t knock the hook out of the fishes mouth on the way up, will almost certainly do so on the way back down. OK, it is very difficult not to yank the rod when a fish bites but you need to learn not to do that on fast biting fish such as snapper and particularly on triggerfish. You will occasionally land one using a traditional hook set, but a savvy angler that uses the reel and not the rod to set the hook, will consistently do much better. Small sharp hooks and a rapid retrieve will beat out brute force every time. Another technique to use after you have been fishing the bottom awhile and have not had any luck, is to try starting to fish higher up in the water column and fish the line as it goes down. Like snapper, the larger triggers tend to be higher than the smaller ones. This works like this:
Before circle hooks were required, people would also use either a heavy duty sabiki rigs or small strong extra-sharp single hook with pieces of squid on them. If they knew they were on triggers, or after they had been fishing the bottom awhile, they would drop the squid tipped hooks about half way down the water column, stop the line, and immediately set the hook, before the bite was felt. HOW TO FILLET TRIGGER A serrated fillet knife is nice to have as it is easier to cut through the tough skin with one. A regular fillet knife just can’t penetrate the triggers armored skin whereas a serrated knife literally zips right through! Once you remove the two slabs of meat, use a regular fillet knife to remove the skin from the fillets. That armored skin that made it so difficult to remove the meat from the body, now makes it very easy to remove the skin from the meat. With a little practice, you can fillet these fish faster than any other species.
Instead of lowering your rig all the way to the bottom, stop it higher up in the water column, say a few seconds after it disappears from sight on the way down. Then slowly lift your rod tip up and down slowly about 3-4 times. You might call it a slow jig. You want to keep tension on the line at all times, don’t let any slack in the line. If you feel the slightest nipple, start reeling. If you have no bite, release the line and count to one thousand three again and stop it at a lower depth. Repeat the rod tip slow jig.
Another method is to just cut through the skin (not the meat) around the entire fillet then grab the skin with a pair of pliers and pull. The skin will come off in one piece, exposing all the white meat which will be completely intact and still on the bone.
Continue this until your bait is on the bottom. When your sinker hits the bottom, reel in for 2-3 seconds and start the process over, but on the way up. If you get it about half way up and still have no fish on, you need to just bring it on in to the boat as they have probably already stolen your bait.
