America’s Cup World Series racing at Portsmouth last year

Portsmouth is welcoming back the world’s best sailors for the Louis Vuitton America’s Cup World Series – and the whole city is invited.

Skipper Sir Ben Ainslie said: “We’re all really excited about the next event in Portsmouth. To perform so well in front of a home crowd last year is what it’s all about for us, so we can’t wait. Last year was just incredible. Hopefully we can repeat it.”

During the event, 22–24 July, the sea and the sky will play host to exhilarating sights as 45ft catamarans race across the Solent and the Red Arrows perform spectacular aerobatic displays. Pack a picnic and head to Southsea Common, open for all to enjoy, and cheer on Portsmouth-based home

If you want close-up action, head to the ticketed Race Village, where you’ll have the best seats in the house for views on the water. The village also has big screens broadcasting the racing, with live commentary from experts, on-board footage and an opportunity to hear directly from the teams in the dock-in-and-dock-out show.

The Race Village also boasts a “tech zone” where visitors can fully appreciate the racing experience, with a stateof-the-art simulator and a real AC45 catamaran, the type used in the racing.

Battle to bring the Sport’s toughest trophy ff Known as the “oldest trophy in international sport”, the America’s Cup was first won in 1851 off the Isle of Wight by the US yacht America. ff American teams held on to the trophy for 132 years until it was won by Australia in 1983. ff America is the current holder of the cup, after the 34th competition in 2013. Sir Ben Ainslie was a member of the winning Oracle Team USA crew. ff In 2014 Sir Ben launched a UK team, based in Portsmouth, to bring the cup home to Britain for the first time. ff The World Series is the first stage of the current competition. It determines the teams’ starting points score in the qualifiers in Bermuda in 2017. ff Only one team will win the right to challenge Oracle Team USA in the 35th America’s Cup in Bermuda.

What’s on when FRIDAY Preview racing on the first public opening day as the teams showcase their skills and fine-tune their boat handling skills, flying past the shore line at exhilarating speeds. At 12pm the Red Arrows are in action.

SATURDAY The opening ceremony marks the first official day of racing. Who will be the first off the start line? The Blades aerobatic display team performs at 12pm and racing gets under way from 1pm to 3.30pm.

SUNDAY Every second counts as six teams battle it out on the water to secure a podium position. The Red Bull Matadors aerobatic display team is in the air at 12pm and racing takes place from 1pm to 3.30pm.

Winning line-up Victorious, the city’s big summer music festival, returns to Southsea Common on the bank holiday weekend, 27 and 28 August. Saturday headliners include Manic Street Preachers, Annie Mac, Editors, Travis, The Horrors, The Coral, Levellers, Wretch 32 and The Boomtown Rats. Sunday’s big names include Noel Gallagher’s High Flying Birds, Mark Ronson, Echo and the Bunnymen, Will Young, Public Service Broadcasting and Wolfmother. Attractions in the Kids Arena include Fireman Sam, Swashbuckle characters Cook and Line and the Gruffalo. There’s also free entry to seafront attractions included. Celebrate a decade of fantastic flavours when our free Southsea Food Festival returns on Saturday 16 and Sunday 17 July for a 10th year. There will be an array of tasty food stalls, plus a Love Southsea market on the Saturday and a Hampshire Farmers’ Market on the Sunday. There will also be an acoustic music stage, cookery demonstrations, a big top theatre and children’s rides. The event is centred on Palmerston Road precinct and runs from 10am to 4pm each day.

Flying high The Portsmouth International Kite Festival, run by the council and the Kite Society of Great Britain, has grown over 25 years to be a premier event, attracting fliers from around the world. It’s on 13 and 14 August on Southsea Common, 10am to 5pm, and will feature enormous kites and inflatables, multi-line kite flyers and artistic creations. The theme this year is “retro”. It’s free to attend and there’s a free children’s kite-making workshop too.

Fun sailing for kids Children aged nine to 13 can get a free taste of sailing this summer with the Portsmouth Sailing Project. Three-hour taster sessions at Portsmouth Sailing Club, Old Portsmouth, will be held from 25 July until 26 August. The project, run by the 1851 Trust (the official charity of Land Rover BAR) and the Andrew Simpson Sailing Foundation, aims to provide taster sessions to 1,000 children, with some extra places for young people who want to sail regularly. Big friendly fun for kids The Summer Reading Challenge is a brilliant free way of keeping the kids occupied over the holidays – especially if they love Roald Dahl. To celebrate the world-renowned storyteller's 100th birthday, the theme this year is The Big Friendly Read. Children just sign up at their local library from 16 July and aim to read six books. Fact books, joke books, e-books and audio books all count. As they read each book, they collect cards, each with a piece of artwork from a Dahl story, plus fun things to do. Be warned, some cards stink! Online, they can keep track of their progress, play games and get celebrity tips on what to read next. Looking after someone else’s child? If you have someone else’s child in your care, you might need to let us know. It could be a “private fostering” arrangement, and the law says the council has to be told about these. A private fostering arrangement is made between a carer and whoever has parental responsibility for a child, without the council being involved. It involves a child under 16 (18 if disabled) being cared for by someone who isn’t a close relative, for 28 days or more. For example: ff a single parent with a long-term illness might arrange for their child to be cared for by a friend or neighbour ff a teenager might fall out with their parents and move in with a friend’s parents

Foster with us We need people to work with the council to provide caring homes, guidance and direction to children of all ages, especially teenagers. We run drop-in sessions at the Civic Offices reception, between 7pm and 8.30pm, where you can find out about becoming a foster carer and chat to current carers. Dates include 5 July, 9 August and 6 September. If you don’t feel you can foster full or parttime, you could provide a spare room and around 10 hours of support a week to a vulnerable 16–24 year-old, through our Lodgings Plus scheme. We provide excellent support and training, plus competitive allowances and fees. Dementia walking group Our Social Strolling walking group is for people living with dementia and their carers. It’s great for staying active, meeting people and enjoying a change of scene. Merelyn Bishop, who cares for husband Alan, said: “We go to interesting places that evoke memories. It’s lovely to see my husband chatting with others in the group.” Alan said: “It’s great that there’s so much to see in the local area.” The group meets at the John Pounds Centre, Queen Street, at 1.30pm every Tuesday. There’s no need to book. The walks and places visited are suitable for people using wheelchairs.

Benefit cap cut Watch out for hedgehogs Later this year the government benefit cap will be reduced from £26,000 to £20,000 a year. For many families on out-of-work benefits, the maximum they’ll be able to claim (including housing benefit, but not council tax support) will fall to about £1,667 a month. If you’re affected, your housing benefit will be reduced, so you may need to take action to make sure you can pay your rent. For help, call Advice Portsmouth on 023 9279 4340. We’re backing the British Hedgehog Preservation Society’s campaign to protect hedgehogs from strimmers and other garden machinery. We’ve agreed to use BHPS stickers on machinery, reminding workers to check for our prickly pals before use. As well as using garden machinery carefully, you can help hedgehogs by: ff leaving a 13cm by 13cm gap in fences and walls ff checking compost heaps before digging a fork in ff reducing or cutting out pesticides ff covering drains or deep holes ff ensuring there’s an easy route out of ponds

And you’re not alone. Portsmouth Carers Voice (PCV) is a group that looks after the interests and concerns of carers in the city. Formerly known as the Carers Council, it’s run by carers for carers. It seeks to influence decisions made by the council, the NHS and other organisations, by making them aware of the concerns of carers. PCV puts forward suggestions for changes, so carers are supported effectively in their role. It holds forums for carers four times a year – the next one is on 6 September at 6.30pm, at the Blue Lagoon Hilsea Lido. It’s also holding an information day for carers on 11 October at the Guildhall. Membership of PCV is free and open to all carers over 18 in Portsmouth.

Anona Harris, a PCV committee member and a carer, said: “The importance of PCV is that it enables carers to raise concerns about issues which affect them, such as support and respite. It’s important that carers make time to attend PCV meetings so their problems can be voiced.”

Getting a better deal for our area We’re one of several councils in the Solent region working together to get our area more powers and funding from government. Plans include bringing £900m of government funding into the area in the next 30 years to invest in economic growth and housing. A new “combined authority” would manage the new powers and funding. It would not take the place of any of the councils involved – they would continue to operate as they do now. We want to get a better deal for our area and local control of issues like: ff strategic planning ff increasing business productivity ff creating more and better jobs ff adult education and training ff a dedicated transport budget ff franchised bus services ff key council road routes ff providing 52,000 homes in the next 10 years More info: ff www.southhants-iow.co.uk

Sharing with Gosport Senior managers at this council are also going to spend time working for Gosport Borough Council. This will start in the autumn. The councils will remain separate and residents shouldn’t notice any difference to the services they receive, but it will help save money. Gosport will save because they won’t have to employ their own senior staff. Instead, they’ll pay Portsmouth for the managers’ time. The two councils already work together, including on housing, and we expect working closer together will give us the opportunity to provide services more efficiently and save even more money. Many councils have similar arrangements. Havant Borough Council and East Hampshire District Council recently announced they save almost £4m a year through joint management.

Full steam ahead for UTC Building work is due to start this summer on the £10m University Technical College Portsmouth. The UTC will specialise in electrical and mechanical engineering and advanced manufacturing. It’s being set up by the University of Portsmouth, the Royal Navy, Salterns Academy Trust and the council, and is supported by major employers including BAE Systems, QinetiQ, Airbus, NATS and Land Rover BAR. It aims to increase the number of local young people with the skills to become engineers.

Visiting the site, in the grounds of Trafalgar School in Hilsea, Minister for Portsmouth Mark Francois said: “The UTC will provide a world-class education. It will give local students, and those from across the country, the skills they need to secure good jobs in the future.” Admissions open this September for year 10 and year 12 pupils to start in September 2017. That’s why we’ve signed the national Armed Forces Covenant, which declares that no-one in the armed forces community should face disadvantage in the provision of public services, and that sometimes they should get special treatment.

Southsea Rock Gardens, near the Pyramids, are a haven for sub-tropical plants, birds, bees and butterflies. Volunteers help our contractors care for them, working with them to restore a pond last year. They’ve also provided a notice-board, regularly updated, and have produced a brochure which is available from libraries, museums and Rocksbys Restaurant. How useful do you find Flagship?


Parking sign changes You may soon see some changes to the signs and road markings we use to indicate parking restrictions. The government has relaxed the rules, allowing us to reduce the amount of street clutter caused by signs in areas like the seafront and near historic buildings. This means that increasingly, you’ll see loading bays and 24-hour disabled parking bays without signs on poles or walls – just road markings. You may also see loading bans without signs, just the usual yellow “blips” on the kerb next to double yellow lines. You can get a ticket whether or not there’s a sign on a pole or wall to indicate these restrictions. The changes also mean double yellow lines no longer have to end with a T-bar to be valid. Last chance for bears Younger passengers on Portsmouth Park & Ride can pick up a free activity pack and crayons before they board the big blue bus this summer and save for a free teddy bear. Free packs available inside the terminal building include puzzles, things to spot on the journey and pictures to colour. To collect a bear, children have to make four separate journeys and send off a form with their tickets.

Visitor parking online If you’re in a residents parking zone, make life easier by getting parking permits for your visitors online. Here’s how to do it: ff go to www.myRingGo.co.uk/permits ff select Portsmouth City Council ff log in if you have used RingGo for parking before – the system will have your details. Protecting our coast Here’s an update on projects to reduce the risk of coastal flooding and erosion across the city. Flood defence work at Milton Common is under way, as is work to remove Great Salterns Quay and return the area to a natural mudflat. The main construction work is due to end this autumn, with landscaping and planting taking place next year. Construction at Tipner Lake is due to start next year. Information, maps, and route changes will be displayed in the area this summer. Plans are also under way to improve defences from Portchester Castle to Paulsgrove. An exhibition on the options is on 28 July, 1pm–8pm, at Castle Street Day Centre, on the corner of Castle Street and The Keep, Portchester. Improvements for Southsea seafront are also being developed. The work is being done by the East Solent Coastal Partnership on behalf of the council. More info: www.escp.org.uk

Garden market If you love plants and gardening, then there’s something new for you this summer on the seafront.

Help for tenants The Salvation Army has a service that helps tenants who are struggling with day-to-day things like paying bills; claiming benefits; filling in forms; sorting out education, training and employment; and getting into a healthy routine.

We’re running a new Sunday garden market on 14, 21 and 28 August at Speakers Corner, next to Rocksbys Restaurant, from 10am to 4pm. We’re planning to host a variety of stalls selling potted plants, shrubs, flowers, garden furniture and ornaments. If the event is successful then we hope to be able to make it an annual fixture.
