Establishment of Emerald Hills Safety Enhancement District passes on first reading BY DAVID VOLZ
The Hollywood Commission passed on first reading an ordinance to create the Emerald Hills Safety Enhancement District. The district will include the section west of 46th Avenue and includes 512 single-family homes. It will come back before the Commission for a second reading likely in April. The Commission wants to ensure enough time so that everyone who lives in that section of Emerald Hills receives proper notification that their community will become a taxing district. Residents of western Emerald Hills spoke at the meeting in favor of creating the district. For about seven years, a group of about 200 residents have been paying an offduty Hollywood police officer to patrol their neighborhood during daytime hours. Emerald Hills is considered a pleasant neighborhood and therefore a good target for burglars, according to people who spoke during the meeting. The households who participate in this effort pay $700 per residence per year for the protection. Under the taxing district, all households in the western portion of Emerald Hills would be charged $250 per residence per year for the enhanced protection. “This is something we need for western Emerald Hills,” said Andrew Sossin, who is leading the effort for the taxing district. “Since we started this policing program, crime in our community has gone down by 90 percent. This is not only good for our community but for the entire area, because by us paying extra we are adding more police on the street. We polled the people who would be part of this taxing district and 93 percent of the responses we got were in favor of creating the taxing district.” Sandra Veszi Einhorn, an Emerald Hills resident, said she believes the district is needed to reduce or eliminate crime in the community. “We need to band together to protect our neighborhood,” she said. to make sure everyone in western Emerald Hills knows that this taxing district is set to become a reality. Commissioner Kevin Biederman said, “I am not convinced the major-
ity of the property want it. But If we have a sufficient number of property owners that want it I think I could support it,” he said.

In lieu of a ban on smoking outright, the Commission resolved to discourage smokers with signage situated at the beach and in parks with messages such as, “Please don’t smoke, young lungs at play.” Vice Mayor Traci Callari voiced concern that a ban on smoking at beaches and parks would bring the City lawsuits. “I don’t like smoking. As a nurse, I have seen its negative effects,” Callari said. “But I don’t want the city to have more litigation.” Under the ban that would have made Hollywood the first city in South Florida to do away with smoking at the beach and in parks, people caught at the beach would have faced fines ranging from $50 to $200. ground would have faced even heavier fines up to $500. Commissioner Dick Blattner, who wanted the ban, said he would continue to encourage it. He believes the public wants a ban on smoking at the beach and in parks. Commissioner Kevin Biederman said he did not want to cause any tourists to be unhappy. “We have tourists who come to Hollywood who like to smoke,” Biedermann said. “We spend money to attract tourism.” Commissioner Debra Case believes people smoking at the beach and parks set a poor example for children and a ban on smoking in public areas would be better for young people. “We want to encourage families to use the beach,” Case said. Another concern of the Commission involved strategic enforcement of the ban. Mayor Josh Levy discussed with Commissioners Biederman and Callari the issue of having to ask police officers to enforce the ban and spend time going after beach smokers, instead of going after real criminals, like a robber holding up a city resident or visitor.

Many of these accidents have resulted in severe injuries,” Rosenblum said. He attributes the accidents to the funneling of all the Dania-to-Hallandale traffic onto the 22-foot-wide street, which he said has no curbing, has insufficient drainage and contains substandard pavement. “My security cameras have recorded some of the accidents including a vehicle driving right through my picket fence just a short time after I played soccer with my kids in my yard, a bicy-
clist getting struck by a car, and one car colliding with another,” he said. Rosenblum wants to see a peanut median on Hollywood Boulevard at 13th Avenue. Other proposals include making portions of 13th Avenue oneway or making it impossible for drivers to turn left from Federal Highway onto Johnson and Polk Street. He would also like to see no left turns from Johnson Street onto 13th Avenue to prevent cars from West Lake Village from driving on 13th Avenue. Raelin Storey, spokesperson for Hollywood, said surveys have been conducted among residents in the community but there has been little interest in making major changes to the surrounding roads.

Pinnacle was previously unsuccessful in winning an allocation of tax credits needed to fund the redevelopment project it proposed for the site. So, the city has now stepped up and agreed to provide a local government loan not to exceed $578,000 to keep the project moving forward. According to the agreement, the total shared expenditure is about $2.1 million. The Miami-based developer has agreed to build at minimum 100 affordable senior citizen rental housing

FREE ADMISSION FEB. 19 Hollywood's Art and Culture Center features 63 Florida artists in exhibit running through March 5

Artists residing in the state of Florida were invited to submit entries of contemporary artwork for consideration in Art and Culture Center/Hollywood’s eighth all-media juried biennial exhibit. Paintings, drawings, prints, sculpture, photography, video, computer-generated images, performance, and site-specific installations were considered. This year’s juror was Katherine Pill, Curator of Contemporary Art at the Museum of Fine Arts, St. Petersburg. She collaborated with Laura Marsh, the Center’s curator to select and feature 77 projects by 63 artists. Overall, 391 artists from 85 different cities throughout Florida submitted 1,084 entries to be reviewed. Gallery hours are Tuesday-Friday, 10 am to 5 pm and Saturday-Sunday, noon to 4 pm. Free parking is available at the Center, which is located at 1650 Harrison St. General admission to the Center’s galleries are $7 for adults; $4 for students, seniors, and children ages 4 to 17; and free to Center members as well as children under the age of 4. Seminoles swear in newly elected Chairman Marcellus W. Osceola Jr. has been sworn in as Chairman of the Seminole Tribe of Florida. Osceola was elected in late December and will serve in the role through May 2019. Osceola, 44, is an entrepreneur who lives on the Hollywood Seminole Reservation. He was previously elected to serve on the governing Tribal Council of the Seminole Tribe of Florida and the Board of Directors of the Seminole Tribe of Florida Inc., which manages most non-gaming business interests of the Tribe. As established in the Seminole Tribe of Florida's constitution, the Tribal Council is the chief governing body, composed of a Chairman, a Vice-Chairman and Council Representatives from each reservation.

August has launched the “Paint the Ugly Wall” campaign to beautify a mildew-ridden concrete wall on the north side of Sheridan Street east of I-95. Her goal is to have a nauticallythemed mural on the wall so that the 45,000 cars passing every day get a sense of the ocean off Hollywood Beach. The concept has been approved by the city commissioners and state transportation officials, but only if she can raise the money to pay for it. “People in the neighborhood want to make their corner of Hollywood nicer,” August said. The wall acts as a sound barrier for a neighborhood west of Oakwood Plaza but also serves as an inviting palette for graffiti, which has been painted over several times. August and others in the community are working to raise $50,000 to BY DAVID VOLZ
pay for the mural. She wants the wall to show the underwater environment off Hollywood. It will include sea life and seawater. “This is what you would see if you walked into the water,” August said. She has set up a GoFundMe account and created a page on Facebook called “Paint the Ugly Wall” in hopes that it will help bring in donations for the project. Commissioners Richard Blattner and Kevin Beiderman are supportive of the project. The Facebook page describes August’s vision for the mural when it’s done: “A person walking on the sidewalk would experience what it would be like walking into the sea. The individual could start at the east end of the wall with beach sand and surf and move into the light turquoise water and go deeper to the first reef past snorkelers, moving deeper past divers and sea life. The Driftwood team — made up of members of the school’s boys’ and girls’ basketball team – defeated the police officers, 44-39. While the game was fun and competitive, an important goal was to create a positive bond among members of the Hollywood Police Department and the students. Leaders of the Hollywood Police Department, including Chief Tomas Sanchez, attended the game. “We want to build a positive relationship between the police department and the students,” said Patrick Agenor, a school resource officer at Driftwood Middle School. “This was a great opportunity to have some fun and build BY DAVID VOLZ

Join the 19th Annual 'Walk 2 Stop Hunger' in Hollywood

The Jubilee Center's 19th Annual Walk 2 Stop Hunger will be held on March 5 from 3-5 p.m. at St. John’s Episcopal Church, 1704 Buchanan St. "The event brings together a variety of organizations, civic groups, congregations, families, friends, and other individuals to help their neighbors in need," says LeAnna Vasquez, executive director of the Jubilee Center of South Broward. Event organizers hope to have 150 sponsored walkers, collect 500 pounds of canned food and raise $18,000 at the 1.7-mile walking event. Participants are asked to bring a minimum of two cans of food to help build the biggest food pyramid. "We are a soup kitchen, food pantry, and social services agency that has been meeting the needs of the hungry for more than 25 years,” Vasquez said. The center currently serves nearly 2,600 hot meals every month and almost 31,000 a year. Still, she said, food insecurity remains a threat to many in the community. As the need for food and a place to serve it to the poor continues to be critical, Walk 2 Stop Hunger confronts the issue by raising funds to support the center's soup kitchen and food pantry. Sponsorship Vasquez says sponsorships are a critical part of this event. "Becoming a sponsor is an opportunity for your organization to support people in 28

need in Hollywood, Hallandale Beach, Dania Beach and throughout Broward County." Sponsors not only help the overall goal, but they also gain valuable visibility for products and/or services. "In addition to being a sponsor, you and/or your company can organize a team of walkers to raise money," Vasquez says. "This is a wonderful opportunity for team-building and community relations." Sponsorship levels range from $100 to 1,000. Anyone interested is encouraged to enlist friends, family and local retail shops and stores to sponsor their participation. The Walk Walkers will travel around the perimeter of Hollywood Beach Golf Course, Vasquez says. After the walk, a meal and refreshments will be served and there will be music and a performance by the nationally recognized Watkins Elementary School Dance Team. “In 2016, our walkers, donors, and sponsors raised thousands of dollars to support the Jubilee Center," Vasquez said. "However, the need continues to be great so please join us. Every walker makes a difference and will benefit the much-needed feeding programs and social services we provide.
