It’s a full month -- we even get a 29th day this year! -- and we have a great issue to match. Our cover story this month is about Jeff and Todd Delmay, who were the one of the first two same-sex couples to marry in the state of Florida, five years ago, on the day that marriage equality became legal here. Work Begins on Major Hollywood GO Bond Projects: Tidal Flooding Mitigation, New Police Headquarters, Golf Courses and more BY DAVID VOLZ Phase 1 work is underway on some of the larger projects to be funded by a General Obligation Bond Hollywood voters passed in 2019. Phase 1 of $70 million dollars was issued in September 2019, and will fund the majority of the GO Bond projects. The Phase 2 issuance of the remaining $90 million dollars is planned for 2021 and will fund construction of the new Police Headquarters and the Orangebrook Golf and Country Club Revitalization project. The total GO Bonds are for $165 million, according to the city’s Open Government online portal. PARK AND NATURE PRESERVE CONVERSION
This project involves the purchase of the privately-owned approximately 45-acre former Sunset Golf Course site for a nature preserve, and new passive public park space for a nature trail, landscaping, and fencing. The City has been in discussions with the owner of the property in an effort to come to a purchase agreement. At the end of August, the City through its real estate

ORANGEBROOK GOLF & COUNTRY CLUB REVITALIZATION
There will be a new 15,000 square foot multi-use clubhouse, ADA accessible nature preserve path within a course designed with wildlife habitat for walking, jogging, biking, improved course drainage, and water retention capacity. There will be renovation of 36 holes of golf to include an 18 championship course and an 18 hole Par 3 course. It includes the enhancement of the putting/chipping area and driving range, new 10,000 square foot cart barn, new 12,000 square foot maintenance building, course restrooms and starter shack, new cart paths, illumination for 9 holes for evening play, a parking lot and entrance signs. Work is in the planning stage and is anticipated to cost $24,789,613.
NEW EQUIPMENT FOR FIRE DEPARTMENT
Work will involve the replacement of four ALS Rescue Units, two engines, one Hazmat truck, one battalion command vehicle, and an aerial platform vehicle. The City finalized the design phase and submitted the first order for two engines and two rescue units. Purchases of the vehicles will be staggered to avoid replacements due at the same time. On August 28, the Commission approved the issuance of purchase orders to Ten-8 Fire Equipment and Rev Technical Center for the purchase of two Pierce Fire Trucks and two fire rescue transport vehicles. Delivery is expected in one year. On October 16, the Commission approved the purchase of the $1.3 million 100 foot aerial platform. On November 14, a Purchase Order was issued for the purchase of the 100 foot platform. The projected cost for the new equipment is $5,103,937. There are many other GO Bonds projects currently under development. The GO Bond will be a 25 year bond that would be repaid through an additional percentage on your property tax bill. General Obligation Bonds require voter approval. All the money will be spent right here in Hollywood.

Liberia Revisited
ocated on the extreme northern boundary of the city of Hollywood, Florida you’ll find a small community, populated mainly by African Americans, known by the name of Liberia. In the early 1920s, a vast amount of land in this area was purchased by a gentleman named Joseph Young, who opened the Florida Land And Water company, and began building the infrastructure for what later became the city of Hollywood. This required many skilled as well as unskilled workers for construction, such as surveying and building roadways and landscaping, and attracted many desperately-needed employees from cities in northern Florida, Georgia, South Carolina, Alabama and some from as far north

as Chicago and Philadelphia. This area, which later became known as Liberia, was originally known as Route One. Liberia is a very fascinating community, with a distinct history of how it was populated. As he built the planned city of Hollywood, Young was directed to create a designated area for the “Negro” or “colored” residents, and so, in keeping with an unspoken, or maybe spoken, tradition along the eastern Floridian coast, he built this parrallel city “west of the tracks”. In addition, per a Sun Sentinel article in the “Then and Now” photo section, Florida, like other southern states, had segregation laws. The area was soon renamed Liberia,

Sportswise, nearly every coach in the Big Ten conference in the sixties made their “trek” to Liberia as a matter of tradition and respect to the culture of the community. My telling of the history of Liberia is the result of a laborious task of many years, which included numerous interviews with the media, referencing the city archives, chamber of commerce and numerous other documents. The history of Liberia is something that I feel passionate about, and on February 9th at the Broward County Library on Stirling Road, I am grateful to Hollywood Historical Society to have the opportunity to share it with those who are interested as well as curious about the legacy of this culturally rich community. Earl Garnet Beneby Earl Garnet Beneby was born in Hollywood, FL, and grew up in the beautiful community of Liberia, where he attended the Attucks schools for all 12 years of his education. After graduating from High School he was drafted into the US Army, where he began his training in Electrical communication. While deployed in West Germany for almost two years, he bacame communication chief of his artillery unit, responsible for all areas of communication, which included telephony, teletype and radio. After being granted an honorable discharge, he returned to Liberia and began his career with AT&T. Over the 38 years there, he continued his education, became a member of the Federal Communication Commission, and later received a degree in micro-computers from FAU. Beneby has always found a love for world history and research. He served as president of the local affiliated Khepera Study Group (which promotes “culturally relevant curriculum for students of color that is both engaging and academically rigorous”) for over five years, and served on the Broward County School Board Infusion Committee to infuse African American content into the school curriculum. In 1993, he received a community service award from the Telephone Companies of Florida. As a “native son” of Liberia, he has always taken an interest in the city of Hollywood and has given a great effort to researching its origin, its people and the historical events that helped in the development and shaping of this great city. As a historian, he is eager to present his findings and to hopefully leave a legacy of curiosity for the young people of today.

Billy hersheY: The man behind the Stone crabs BY ROBIN KERR DRULARD
W
hen you enter the beautiful restaurant on the intercoastal just north of the Hollywood Blvd bridge, it’s hard to believe he’s gone — Billy’s presence is still palpable, even beyond the photos of him posted around the space. Because, they say, when Billy Hershey founded his business, Billy’s Stone Crab Restaurant, which opened in this location in 1995, and even before that, what Billy said, is what Billy got. So when Billy died in November of last year, he left a large space in his restaurant, his family, and in Hollywood, where Billy’s Stone Crab, and Billy, had been a kind of larger-than-life presence for several decades. Billy started with nothing and left a legacy in Hollywood and, indeed, after 45 years in business, Billy’s Stone Crab is known far and wide all across the globe.

“He preferred to let me be the ambassador for the restaurant,” noted his wife of 20 years, Elena, who has been running the business at his side for almost as long as she’s been married to him. “Though he was always wholeheartedly supportive of everything I did, from supporting our community and the local organizations to the philanthropy. But if I could say one thing about Billy, it’s that he was laser-focused, and when he had an idea, there was no stopping him. Billy was an idea man. He would say: ‘Honey, I got an idea!’ The he would always say ‘When you start something, you take it to the finish’.” According to those who knew him, this unique man was unflinching, direct, visionary, driven, loyal, generous, igniting, supportive, funny, courageous and passionate about everything he did. “I’m going to miss his friendship, his loyalty and his generosity.” “He was a very loyal friend,” said Don Scully, who has known Billy since they attended high school together in Miami. “He didn’t like school, but he was always good with numbers, really driven, and de10
termined to be successful. He used money wisely, and had done better than most of us, but was very down-to-earth. And he was very generous. He liked to have fun and celebrate; he took us to San Salvador fishing on his boat several times. He was very outgoing and he talked to anybody. Billy’s Stone Crab began in 1975 as a retail and wholesale seafood business, with a truck going back and forth between the Florida Keys and the West Coast of Florida, gathering fish, lobster, shrimp, crabs, and wholesaling to restaurants, retailers, and grocery stores throughout South Florida. Once the wholesale business was established, Billy’s Seafood Restaurant and Market opened in 1977 in Miami Springs, where it flourished successfully for seven years. When the lease came due in Miami Springs, he moved it to North Bay Village and opened Billy’s On the Bay where he stayed for another seven years, until he purchased the current waterfront location at 400 North Ocean Drive ere in Hollywood. He sold the Billy’s On the Bay moved to the restaurant and market to this beautiful spot on the Intracoastal Waterway in the heart Of Hollywood Beach. The business continued to grow, with the addition of the online shipping business

(www.crabs.com) as well as expansion of the wholesale business, Billy’s Fisheries (BSC Fisheries), in the Keys, which consists of Billy’s own commercial boat and over 35 other commercial boats who fish for BSC. Billy’s son Brian, the middle child of five from his previous marriage, currently runs the entire operation along with Elena, focusing on the successful growth of the Hollywood location and the Fishery. Billy’s younger sons, Bobby, 17, and Alex, 14, are planning on joining the family business as soon as they complete their educations. Billy’s two adult daughters Jessica and Lauren are both successful business owners in other fields. Many people say they have felt a special love and admiration for Billy. Michael Meadows, head waiter and manager at Billy’s Stone Crab, started at the restaurant as a junior server over 14 years ago. “He was an imposing presence, everything here was him, and you had to conform to his vision,” said Meadows. “Billy’s was his baby and his priority. It was his name on the door, and his money and his integrity on the line, and he took that responsibility very seriously, for his business, his family and for all his employees.”
Billy gave everyone a chance, explained Meadows, “but you had to earn his trust and respect.” From dishwashers to top management, the restaurant has an unusual amount of long-time and loyal employees, particularly unique in a beach town like Hollywood. “He gave people opportunities, and that gave us the confidence to do it,” he continued. “He taught me to strive, to always reach, reach further, and it boiled over into my personal life. Procrastination is gone for me now. Because of Mr. Hershey, I am a more responsible person.” Billy had a lot of “Billy-isms”. “You’ve gotta fish or cut bait.” “I put this on the 99 yard line, you just have to push it through.” “We’re gonna hit it on all cylinders.” “You have to cover everything from A to Z.” And when he was ready to get serious, “Son, let me tell you something.” “He was strategic, passionate, courageous, never afraid to take risks,” said Elena. “He was my Honey. Our little boys Bobby and Alex, to the end, called him Honey. He always had ideas, and if the idea was born, it had to be done yesterday, he would go at it full throttle. HisCARLOS mother,PEREZ Mama Ada, used to say he was ‘long-visioned’ and called him Billy Boy.” A passionate fisherman and golfer, he inspired the same love of sports and the sea in his children, Bobby and Alex, who he always hoped would follow him into his business along with his older son Brian. Daring and caring, open and sharing, Billy wanted to see people succeed, and loved the opportunity to help. He knew when to be fun and when to be serious, was very intentional, very intense, and knew exactly how he wanted things done. When he left this realm on November 4, 2019 he left a legacy and a dream that the business he built would continue to grow into the future. Said his son Brian, “No one who ever met him once went away untouched.” “What can I say about someone that I’ve known for a long time?,” asked his old friend Tommy Atonopoulos. “That he was loyal, trustworthy, ambitious, always growing? A great father, a great husband, and a very good friend? All I can say is God Bless You, Captain Billy. HUF in particular – titles don’t mean a heck of a lot – and that – I have found is liberating and exciting,” said Bacallao. “Collectively, we do whatever we need to do to support our clients and move our work forward. That said, yes, each of us has a set of responsibilities. Mine, as President/CEO is both broad and specific. I work with and through teams and in some areas such as the Board of Directors and public policy & advocacy, I take the lead. I am the person ultimately responsible for strategy, delivering on our mission, talent management, funding and financial management. “In the past few years, the agency experienced significant growth and we have subsequently refocused on our people and our systems. One of the projects I led in 2019 was the training and development of our management team, and reviewing our key processes. Above all other duties, I am responsible for what Jim Collins refers to as having “The Right Person in the Right Seat Doing the Right Work.” Externally, I am the agency’s key spokesperson with not only media but also with the community and policy makers.”

HUF’s mission statement includes a pieces to have people become “civically engaged”. What does that mean? “The ultimate measure of HUF’s work is this,” answered Bacallao. “Successful children, stronger families, civically-engaged individuals and a more inclusive and equitable community. As we work to strengthen families from within, the outer manifestation of our work is a stronger community. We serve individuals from more than 30 countries. Their journeys to the American dream is at times treacherous but always hopeful. Families are learning what it means to be an American. They learn the language, they pay taxes, they vote. “But most have never lived in or know what it means to be a citizen in a democracy. The concept of civic engagement is new to them. Civic life – from serving on a school PTA to serving on a local nonprofit board or city committee to supporting a policy issue, is something they have never done. “At HUF, we believe that to better integrate new Americans, our services must include civic engagement. For many, it all starts with becoming a U.S. citizen. Annually HUF assists nearly 7,000 individuals in their dream of
becoming naturalized. Our 20+ centers in Broward and Miami-Dade County teach American history and government. Visiting elected officials share their own stories and the need for civic involvement. Partners like the League of Women Voters explain voter registration, vetting of candidates and the honor and responsibility of voting. “In 2020, civic engagement for us will be a focus on educating our clients and the community on the 2020 Census and why this will be one of the most important civic acts they will engage in over the next 10 years."
ECONOMIC DEVELOPMENT
HUF is one of South Florida’s largest agencies dedicated to the immigrant population, providing them with the tools they need to build a new life socially and economically. To that end, they hold regular workshops in English and Spanish to teach participants about the homebuying and mortgage lending process, down payment assistance programs and other important aspects of becoming a homeowner. “Several years ago, our board of directors had the foresight to expand the agency’s work to not only include direct services to clients but to add public policy and advocacy as part of the agency’s work,” Bacallao explained. “While providing direct services remains the core of what we do, we understand that systemic change occurs at the policy level. We approached this new area as we do all of our work: we researched it, created a plan, created a board committee of experts to guide our work and reached out to professionals in this area. “This will be our third year in working on policy and we have learned a great deal and we have much more to learn. Above all, we understand that this work must be a collective enterprise and so we work informally and formally with dozens of organizations on a variety of policy items. Our partners include United Way of Broward, Children’s Services Council of Broward County and the Children of Immigrant Families a coalition we helped to found. Other

Our policy areas link to our areas of work: education, economic development and civic engagement as well as social justice. We’ll be again participating this year in Broward Days in Tallahassee and our Children of Immigrant Families Group which is part of the Children and Families Impact Team, will be focused on five policy issues: native language assessment for English learners, state financial aid for DREAMers, the expansion of health services in schools, E-verify and affordable housing. As an agency, HUF will be following more than 15 policy items.” The devoted staff at HUF believe
that what defines a person is what they do with their life, and how they live it, and not where they were born. “Our commitment to our mission and our clients is stronger than ever,” said Bacallao. “And our community and our many friends, funders, partners and volunteers continue to help and sustain us and our neighbors during these challenging times. “No two people have [the same] American Dream,” concluded Gallego. “We’re here to guide them through the system and help each of our clients find their own." 2020 CanadaFest set for Feb. 7-9 Every year Canadians flock to Hollywood for warmer weather, beautiful beaches and CanadaFest, a 3-day music festival that celebrates Canadian culture in South Florida. During the festivities, musical artists of various styles (pop-rock-retrocountry, etc.) perform for 50,000 visitors on the ArtsPark stage from morning ’til night. A dance floor and a video wall add to the ambiance. The CanadaFest team is pleased to welcome the very talented Yoan as the emcee for the 2020 edition. Singer, songwriter and composer, Yoan won The Voice in 2014 when he was just 18 years old. Since then, with his first
album 75% in English, he has had an impact all over Canada. Other performances by Manon Bédard, Lina Boudreau, Dany Flanders are scheduled. Profits will be donated to Shine MSD (Marjory Stoneman Douglas High School where the shootings took place on February 14, 2018) in Florida and Opération Enfant Soleil (Richard Marchand) in Canada. First Same-Sex Couple to 5th Anniversary of BY ROBIN KERR DRULARD
It’s a Hollywood story. It’s a political story. It’s a historical story, a racerelations story, and perfect for February, it’s a love story. It’s the story of Jeff and Todd Delmay of Hollywood: partners in life and business, parents, founding members of the Hollywood LGBGT+ Council, and “accidental activists” who made headlines when they were one of the first two same-sex couples to be married on January 5th, 2015, when Miami-Dade became the first county in Florida to legalize same-sex marriage, just hours before the rest of the state. But of course, the story started long before that. The Delmays, known then as Todd May and Jeff Delsol, met in December of 2002 at a business function, and have been together ever since. They bought a house on Jackson Street in Hollywood and started a travel and event business in the back cottage, which still exists and is now located Downtown. While Jeff and Todd had exchanged promise rings early in their relationship, marriage was not even on the radar for most gay couples yet. But they always knew that they wanted to be parents. Jeff had a cousin who offered to be their surrogate, and in 2009, they be-
gan preparing for the birth of their son. “He was ours from the start,” said Jeff. “We were able to be there for the doctor visits, the labor, and the delivery. We cut the cord. We brought him home.” They named him Blake, legally changed all their names to Delmay, and settled into domestic family bliss. But actually adopting Blake, who turns 10 in March, was not so easy. In Florida at that time, it was still illegal for same-sex couples to adopt, even though single-parent adoptions were allowed. Jeff petitioned the court to adopt Blake as a single parent. ”We think the judge had an idea, of course,” recalled Todd, “and they were obligated at the time, if they suspected, to say something. But he actually asked our attorney if she wanted to do the questioning, which she did, and of course she never asked the question, ‘Are you a homosexual?'” “Our attorney had told me to bring some friends to the ceremony, and try to ‘blend into the background.’ Most families take a picture with the judge when the adoption is being finalized. Our picture shows this kind of weird, awkward moment where it’s Jeff holding Blake, and me, sneaking in, trying to get a kind of family picture. But it’s blurry and you can see that we took it

quickly, because we didn’t want to raise any suspicions.” The single-parent adoption law was overturned later that year, and Todd also became Blake’s legal father. “If we’d have been able to marry back then,” said Jeff, “we would have been able to adopt as a family. There were a lot of injustices that at the time, and we’d think, ‘oh, it’s just sort of what you need to do to get by.’ But looking back on it, we wonder, ‘why did people put up with that for so long?” “There was no other way then,” answered Todd. “But there came a point when people had told their stories enough.
IT’S ONE THING TO SORT OF DEMONIZE ‘THOSE PEOPLE, OVER THERE.’ BUT WHEN YOU SEE A REAL FLESH AND BLOOD FAMILY IN FRONT OF YOU, AND YOU HEAR THEIR STORY, THAT’S WHEN THE DYNAMICS CHANGE. “And so the whole marriage equality movement was really just about telling the story, telling the story, telling the story. Just talk to people, tell them your story. And that’s how you end up changing hearts and minds.” Todd and Jeff had always had a dream of marrying one day, but they never really saw a possibility of it happening. “In the early 2000s, we started to see the marriage equality movement happening in some states,” Todd explained. But in 2008, while several
other states were beginning to allow same-sex marrriages, Florida voters approved Consitutional Amendment 2 banning same-sex marriage in the state. “So at the same time that some people are coming up and saying we want to ban same sex marriages,” interejected Jeff, “there were other groups trying to allow it.” Then in early 2014, they received a call from the National Center for Lesbian Rights, who were seeking couples to become plaintiffs in a lawsuit to sue for the right to marry. “There were basically two main cases in Florida,” Todd explained. “One was a federal case, for those couples who’d gotten married outside of the state and were coming back home and saying, ‘we want Florida to recognize our marriage’.” That went to the federal courts, and they overturned the ban, but delayed it taking effect until January 6, 2015. “And then there was our case, which was filed in Miami, saying ‘we deserve the right to get married’.” In January 2014, they joined five other couples and Equality Florida in suing the Miami-Dade Clerk of Courts, the first case of its kind in Florida. A Miami judge ruled that the 2008 ban on same sex marriage was unconstitutional, although the ruling was quickly stayed until further appeal. Another case was filed in the Federal Courts, which also resulted in overturning the Florida ban, with a stay that was set to expire on January 6, 2015. But on January 5, the case including the Delmays was granted another hearing to address the conflict between the State’s stay and the Federal Order. At the hearing, the judge lifted the stay– effective immediately, rather than waiting until the next day, giving Miami-Dade a half-day jump start on marriage equality. Todd and Jeff, along with a female couple in the case, had been told to be ready to get married in case that happened. “We walked outside, and there was this huge celebration,” Jeff recalled, “And then our attorney came out and told us that the judge was willing to

They knew that we had a son, and having a diverse lawsuit, a diverse plaintiff team was important. The six couples were very demographically mixed. But for sure that whole experience pushed us into even more activism. And, it sort of snowballed.”
“FIRST, OF COURSE, WE WANTED TO GET MARRIED. AND MORE IMPORTANT, WE STARTED TO THINK ABOUT THE EXAMPLE YOU SET FOR YOUR KIDS. WHEN THERE’S SOMETHING WRONG AND YOU HAVE AN OPPORTUNITY, YOU NEED TO SPEAK UP.” “We learned a lot through the experience. We would travel around the state and we’d meet these couples who’ve been together for decades, and they oftentimes had relationships that were very closeted. We never talked about marriage, we never thought it would happen in our lives, let alone couples who were 30 and 40 years older than us. So it was wonderful to be able to speak up for them too.” “And now, five years later, I look at young kids who are coming out with such courage at much younger ages, and the ability and the freedom that they have to be able to be who they are, to
be with the person that they love and know they’re going to be able to marry someday, no matter who that person is. That’s where you say, wow, it really does change the world when you are able to be a part of something like that.” “One of the main arguments in marriage equality, and the lawsuit,” recalled Jeff, “is that, if you deny gay couples the right to get married, that also can prohibit them from having that family bond, that family unit, that ‘officialness’ of a marriage that straight couples get, well, you’re denying families. So for us, having a son, already being a family and sort of leading the way in the state has been amazing. Because then you see people that are coming up behind us, and they say oh, we can get married now, we can have children if we want. And so that’s another great thing, allowing people to build a family unit was one of the biggest side effects.” Today, the Delmay’s activism is most apparent locally with the formation of The Hollywood LGBTQ+ Council, where Todd is serving as the first president. The couple recently traveled to Dallas where Todd represented the Council at the National LGBTQ Task Force Creating Change Conference, to increase engagement with this national organization to help further LGBTQ issues at the local level. Moving beyond bringing gay-owned and gay-friendly businesses to the city, the Council gave its own meanings to the letters LGBTQ — Life, Government, Business, Transformation and Quality of Life — and were thrilled to have double the anticipated attendance at its inaugugural event last year. But as progressive a city Hollywood may seem, there is still much to be done in the struggle for full equality. “And that is on us as a community. For example, until recently, if you were a city employee, you were not protected from discrimination based on sexual orientation, gender identity or expression.” It wasn’t that the city was opposed to equal protections for city employees, it was just completely overlooked. “As soon as we pointed it out, they

marry us right then! So we and this other couple, with a herd of media, walked over to the clerk’s office, got our marriage licenses, paid our fees, and then went back to the courthouse where the judge then married us. And so we have 360 degree photos and video of our wedding because everybody was carrying it live.” “Channel 10 ran 18 minutes without a commercial,” added Todd. “It was just this crazy, crazy moment. It was intense.” And it didn’t end there. The next week, Debbie Wasserman-Schultz called and invited the couple to the State of the Union address. “So we consider that our honeymoon,” Todd smiled. “How many people can say that they took their Congresswoman on their honeymoon?!” “In his address, President Obama used the words Lesbian, Bisexual and Transgender for the first time by any president. And he talked about how marriage equality had gone from being a wedge issue to being the law of the land, how things had changed, and how different it was. It was such a unique experience.” “That 15 minutes of fame was pretty special.” Soon, the Miami History Museum reached out to the Delmays, and they donated their wedding suits to the museum’s permanent display, along with the dresses of the lesbian couple who were also married that day. “But apparently our suits have a life of their own and they go on tour and they go to other museums,” noted Jeff. “It’s just the craziest thing! When we went a year later to see them on display — the woman there said ‘just don’t touch the artifacts!’ Because they’re now artifacts!” Becoming greater advocates for the gay community and marriage equality was a natural outcome of events for the couple. “We’ve always been involved in the community,” explained Jeff. “But I don’t know that we’d ever thought about being that active, that sort of forward-facing.” “I was doing a fair amount of
fixed it.” “There are things that we can do in the city to show people that Hollywood is looking at being a diverse community. So it’s not just about bringing more gay businesses into the city. “But a business environment that’s LGBTQ-friendly is, by its nature, open and accepting of everyone. It’s going to attract businesses that are minorityowned, that are women-owned; it’s going to attract everybody. The point of being LGBTQ-friendly, of flying the rainbow, is being open and accepting of everyone.” “And I love that as we develop the Council more, the straight allies are coming out as well. It’s a wonderful community that we have in Hollywood and our son is reaping the benefits of it.” Hollywood’s founder, Joseph Young’s vision was a place that “will be a city for everyone – from the opulent at the top of the industrial and social ladder to the most humble of working people.” “Well, I don’t know that [Young] could have possibly seen just how diverse Hollywood would become. Mayor Levy Delivers Annual State of the City Address; Hollywood on Track to Become an $18 Billion City in 2020 BY DAVID VOLZ
Mayor Josh Levy’s annual State of the City of Hollywood address took place during a recent Greater Hollywood Chamber of Commerce meeting. During the address, Levy praised the efforts of the community over the past year. “We put into motion plans for both public and private investments that will touch and improve every corner of our city – for the benefit of everyone who lives, learns, works, invests and plays in our city,” said Levy. Throughout his remarks, Levy highlighted some of the major highlights over the past year.
Approval, by Hollywood voters in March, of the General Obligation Bond
“We had a very successful initial bond offering for the first $70M in projects, thanks to our city’s ability to demonstrate sound fiscal management and an ever growing economic base.” The General Obligation Bond is setting forth a massive $165 million investment in the public assets of the city, including renewed neighborhood infrastructure, investments in resiliency and open space, much needed public safety assets, including
a new police headquarters, and revitalized parks, playgrounds, sports fields and golf courses where families can gather, play and enjoy the natural beauty of Hollywood.

“When I took office, I announced a goal to get Hollywood to be an $18 billion city within 5 years. It was ambitious, and some people said it was overly ambitious. But look at us now; we’re up $4.2 billion in three years, and we are set to surpass the $18 billion dollar mark – a year ahead of time, when this year’s numbers are published by our county property appraiser in the summer.” In the last three years, Hollywood’s total taxable property value has grown from $13.2 billion to $17.4 billion, the highest every property value for Hollywood, according to Levy. For every billion dollars in growth, the Hollywood government receives approximately an additional $7.5 million in annual revenue to the city budget General Fund.

Levy spoke about City of Hollywood employees who work hard every day for the benefit of the people of Hollywood. Levy said it is significant to note that through adherence to the highest standards of police service, in 2019, the Hollywood Police Department was awarded Re-accreditation status from the Commission for Florida Law Enforcement Accreditation. The Fire Rescue and Beach Safety maintained the coveted ISO Class 1 ranking for the 18th consecutive year. And we cut the Ribbon on a new fire station, Fire Station 45 on 64th Avenue.

There’s $9.8 million in play for these programs right now and with a total value to Hollywood under this agreement of over $100 million dollars over the next 18 years. The fruits of that labor will improve the homes and lives of hundreds of Hollywood residents, according to Levy. Work began on the implementation of a wide variety of housing programs to improve and invest in the city’s low to moderate income neighborhoods, including, in
part, owner-occupied home rehabilitation facilities, demonstration blocks, first-time home buyer programs, work-skills programs and much more. Other accomplishments include new Deep Injection Wells funded for our wastewater plant to divert effluent flows away from Ocean Outfall, new senior affordable housing will soon to be completed. There are relaxed paddle sports rules for the beach. There are Little Free Libraries at city neighborhood parks. There is a new micro-transit transportation circulator service providing on-demand service for Downtown Hollywood, Federal Highway and Hollywood Beach. A new beach parking garage was completed.
Goals for 2020
Some of the goals for 2020 include continuing work on projects that have been in the works since 2018 and 2019. This includes ushering in millions of additional dollars in roadway, mobility, and traffic congestion improvements through the new County Surtax. means seeing FDOT finish the A1A roadway improvement project in the near future. Another major goal for 2020 deals with the City’s homeless population. The Homeless Task Force will issue recommendations of how we can help those in our society who need to be rehoused.
Clinton Kelly to Chair VCA Walk for the Animals The 30th annual VCA Walk for the Animals is March 7, 2020 at Huizenga Park in downtown Fort Lauderdale. This year, the event welcomes Honorary Chair, Clinton Kelly, Emmy award-winning co-host of ABC’s The Chew, TLC’s What Not to Wear; and host of HGTV’s new series Self Made Mansions and Honorary Mascot, his beloved rescue companion, Mary, to the walk. The event is the Humane Society of Broward County’s largest fundraiser with thousands of walkers, both two and four-legged, strolling the 1.2 mile path through Fort Lauderdale. The fun begins with registration opening at 8 a.m. and the walk starting at 10 a.m. Last year enthusiastic participants raised $615,000 and

Annual Charity Golf Tournament Set for April 4 to Benefit Hollywood Youth Hollywood’s Diamonds in the Rough, Inc., a 501c3 non-profit charity dedicated to providing a platform to introduce children, ages 8 to 14, to the game of golf while fostering key life-enhancing values through the sport, will host its 22nd Anniversary Charity Golf Tournament on Saturday, April 4, 2020 at the Orangebrook Golf and Country Club in Hollywood, Florida. “We are anticipating a nearly sold out event this year,” said Janet Moller, outgoing President of the Board of Directors of the organization.
