Hello, Hollywood! Finally, a break in all this heat! Happily, we dodged a bullet with Hurricane Dorian, and as of this writing, we’re looking good with current storms. But don’t take down those shutters just yet. And if you can, think of our neighbors who weren’t so lucky. It’s going to take a long time for the Bahamas to rebuild and they need all the help they can get. Meanwhile, here at home, we’re gearing up for a fine and fun-filled new season. Our cover story reminds us of the greatness of our kids here at home, with a focus on the U.S. Naval Sea Cadet Corps and the adult volunteers who support them — come on out on October 12 and run, or cheer the runners on. As always, we’ll give you the updates on all the news around town, from the debates on downtown real estate to the ongoing one about the 211 tower. Our Hollywood History story this month, about organized crime here in the early days, actually got a nod of approval from Meyer Lansky’s grandson! I was, I must admit, tickled pink! Speaking of pink, October is Breast Cancer Awareness month, so let’s give a shout-out to our favorite survivors and cover-girls, the Broward Fierce Fighters. If you haven’t already, remember to schedule your yearly mammogram, ’cause prevention and early detection is still the best cure to this horrible disease. Be healthy, be safe, and BOO! Members of the Hollywood Commission are developing a proposal to the Broward County School Board to change some of the schools in the city. For years, there has been a desire to have a middle school in the Hollywood Hills area. The Commission is propos-

ing that a middle school be added to the campus of Hollywood Hills High School. The school would offer grades 6-12. To free up room for the middle school, the Entrepreneur and Leadership Military Academy, a magnet program, will be moved to another location. There would be a Gifted Academy program for the high school students. About 700 students would attend the middle school.
Vice Mayor Traci Callari is a strong proponent of this plan. She believes too many Hollywood residents are either sending their children to private or charter schools or moving to other cities because there is no middle school in the Hollywood Hills area. “If we have a better education system people will embrace the schools in their community,” Callari said. would be to combine the Mary Bethune Elementary School and the Attucks Middle School making it a pre-kindergarten through eighth grade school. Also, Hollywood Central Elementary School would add a middle school program. This middle school would have about 300 students. Audrey Dallaire, a Hollywood Resident, Education Advisory Board member, a P.R.O.U.D. Eagle Parent, and a Magnet Program Coordinator at Attucks Middle School, is concerned about the proposed changes. Dallaire wrote in an email to the Hollywood Gazette that Attucks Middle School has made great progress and improvements. “Sadly, this progress was made in spite of the lack of support from many in our community,” Dallaire continued. “The residents of Central Hollywood who refuse to send their children to our school do so because they are misinformed by the perpetuation of discussions that Attucks is a ‘bad school’ by community influencers and public officials. This prejudice is enabled and empowered by yet another misguided proposal to give Hollywood Hills it’s own middle school by turning Hollywood Hills High School into a 6-12 campus despite having three high-quality public middle school programs less than 4 miles from the proposed site.” Dallaire ended by writing: “At a time where those in power seek to divide us, our school will continue to stand as a beacon of diversity and inclusivity for our community. Most importantly, we will continue to provide academic excellence for every student who enters the Attucks Community; where everyone belongs, every single day.” Jill Young, director of school boundaries for the Broward school district added, "These proposals are community or District ideas that have been submitted for the School Board’s review through the annual school boundary review process: https://www.browardschools.com/ Page/40962. redit unions are not-for-profit organizations that exist to serve their members. Like banks, credit unions accept deposits, make loans and provide a wide array of other financial services. Chances are, though, unless you’re a government employee or you work for a big company, you probably didn’t think that you could ever belong to one. But here’s some good news. Hallandale was indeed the “hotbed of sin” of Broward County in the ‘30s. The local farmers often made good profits selling their products to the casinos, and other local residents were happy to take advantage of the employment opportunities provided by the illegal establishments. These businesses flourished, helped along by Broward Sheriff Walter Clark, who allowed slots and casinos to thrive in the county in the 1930s and ’40s and even held a share in one, according to an article in the Sun-Sentinel on May 09, 2005.

Broward Commission Votes to Not Place an Emergency Communication Tower in East Hollywood

It appears that a Broward County Emergency Communication Tower will not be built at West Lake Park and no antennas will be installed on the CIRC Hotel. The Broward County Commission voted to simply go without a 16th emergency communication tower in east Hollywood. This means that southeast Broward County will be served by an older and antiquated emergency communication system. Broward County Administrator Bertha Henry detailed significant barriers that would need to be overcome to deploy the P25 System at West Lake Park. The County seems unwilling to consider the site at the CIRC Hotel. Hollywood leadership is concerned that such a drastic option of removing the 16th site has been taken and what it means for the safety and security of first responders and residents in southeast Broward County. Hollywood City Manager Dr. Wazir Ishmael wrote a letter to Broward County Manager Bertha Henry stating that he believed this was an incorrect decision and that both the City and County governments should continue to work together to find a better solution. “The City of Hollywood’s priority has always been for the safety and security of all Broward County residents for a fully operational system for all the entire county. There is a reliable site now to provide optimal coverage for all communities in Southeast Broward County. Cutting out the cites of Hallandale Beach, Dania Beach, West Park, Pembroke Park and Hollywood from the new P25 system, which would leave these cities with an aging legacy system, puts all first responders and the public in jeopardy,” Joann Hussey, spokesperson for Hollywood. Hollywood has requested information on the coverage and reliability of the existing system and the analysis the County is using to determine the elimination of the 16th tower.

Hollywood News Highlights September 2019 The month of September has passed, and with it several resolutions and ordinances. Within the Commission Chambers, members of the Hollywood City Commission made decisions on behalf of the city residents. There were twelve public meetings held by the various city boards and governing bodies of Hollywood in September. David Volz has attended the City Commission Meetings and reported on issues of importance to the residents of Hollywood. Here is a summary of what Hollywood Gazette Volz reported on.
1. Hollywood Works to Reduce the Effects of King Tides and Flooding
King tides and flooding are a reality for coastal residents in east Hollywood. This is when the combined gravitational pull of the moon and the sun pulls water inland and when the Gulf Stream slows, which allows the water to rise even more. This year, tides are predicted to peak: Sept 26-Oct 3, 2019. Oct 25-31, 2019. During peak tide Hollywood pumps over 20,000 gallons of water per minute out of east Hollywood’s streets in an ongoing effort to combat sea level rise, and as sea levels continue to rise, more properties will be at risk. So Hollywood is spending about $1 million in grants and city funds to raise four boat ramps at the Hollywood Marina. The incline of the ramps is being raised to prevent water from flooding on to Polk Street. In addition, voters approved the general obligation bond in March that designates $14 million for tidal flooding mitigation and seawalls to address the issue of flooding. There are 34 flap gates in the city, 10 auxiliary pumps and two pumping stations deployed around North Lake and South Lake to help address the issue. South Florida’s department of transportation is installing flap gates and line backflow valves along the intracoastal
waterway to address flooding issues on AIA. Sea levels in the Hollywood area will increase by 5.88 inches in the next 15 years, according to the US Army Corps of Engineers. This year, tides are predicted to peak Sept 26-Oct 3 and Oct 25-31.
2. Hollywood Commission Approved Major Purchases
The Hollywood Commission agreed to some major purchases in September. It agreed to a resolution to allow city leaders to apply for, and if awarded, accept funds from the Federal Emergency Management Agency through the Hazard Mitigation Grant for four new generators in the amount of $2,086,000 and authorizing up to 32 percent of the required matching funds to be allocated from contingencies. City leaders can execute all applicable grant documents and agreements. The Commission agreed to a resolution to allow city leaders to execute an agreement with Life Extension Clinics to provide annual health screening physicals for fire, police and general personnel. This also includes tests and vaccines as needed for a one year term in an amount not to exceed $450,000. It agreed to a resolution to allow city leaders to execute a one year agreement with Motorola Solutions for Radio Infrastructure and subscriber maintenance for $380,000. It agreed to an agreement with Dell Marketing for the purchase of Dell Computer Equipment including monitors, laptops, desktops and workstations for an amount not to exceed $89,000. The Commission agreed to a resolution to allow city leaders to execute a contract with Southeastern Engineering Contractors for construction services related to Lift Station W-27 Bypass and Valve Replacement located at 3145 Arthur Street in the amount of $591,530. A resolution to accept the Florida Department of Environmental Protection Florida Resilient Coastlines Program Award was agreed to,
in a total aggregate amount of $400,000. The money is to be used to complete resiliency improvements at the Marina Boat Ramp for a total project cost of $921,900. City leaders can proceed with Brooks and Scarpa Architects to provide professional architectural and engineering services for the design of an arts education facility addition to the existing Hollywood Art and Culture Center in an aggregate amount not to exceed $250,000. This is a General Obligation Bond project. Agreements with Kronos Incorporated and Kronos SaaShr, Inc. will be executed for the purchase of Workforce Telestaff Subscription, Implementation, and IVR Services and Software. The cost will be $400,000 over five years. And the commission agreed to a resolution to accept, if awarded, the 2019 Justice Assistance Grant Program grant funds to purchase a fixed mount ALPR three camera system and associated equipment in an amount of about $42,021.
3. West Lake Tower Saga Continues
The City of Hollywood held a special meeting today to determine what course of action to take following a revelation that Broward County wants to give about three acres of land to Tamarac so a tower can legally be built on the land at West Lake Park. Under Broward County’s own regulations, the land at West Lake can only be used for recreation and park activities. So the County is looking into buying some land in Davie and then giving that land to Tamarac, a city in northern Broward. It appears that Tamarac will then trade the land in Davie for the West Lake land. Then Tamarac will lease this land to Broward County for about $62,000 and the tower will be placed on this land. The City of Hollywood is not pleased with this proposal and leaders want to know why they were not consulted. Broward Mayor Mark Bogen attended the special meeting and said that he would be willing to go to the Broward Commission and try to get the Commission to agree to have the antennas placed on the CIRC tower which is what members of the Hollywood Commission have wanted all along. Members of the Hollywood Commission were not pleased that more research was not conducted on the cost of installing the tower at the CIRC versus West Lake. There’s now a possibility that Hollywood will sue Broward County for violation of the interlocal agreement. EDITOR'S NOTE: SEE PAGE 10 FOR UPDATE.
4. Commission gave preliminary approval to 2020 city budget
Hollywood residents will see an increase in their millage rate for fiscal year 2020. The total proposed millage rate will increase from 7.6992 to 7.9226 — an increase of 0.2234. The operating millage rate has remained
unchanged for several years at 7.4665. The reason for the proposed total millage rate increase is because of a voter approved general obligation bond which passed in March. There are some major city projects the city is working on. These include: General Obligation Phase One projects, State Road Seven Linear Park, the second floor library project, septic to sewer conversion project, ocean outfalls wells, transportation surtax projects, State Road Seven/Hollywood Boulevard Mobility Hub, Stan Goldman Park and Montella Park restrooms.
5. Hollywood Commission considers update to parking ordinance
Following a long discussion, the Hollywood Commission passed on first reading an update to the current parking ordinance. Many suggestions were given by the Commission. By the next reading, language and procedures will be finalized. The goal of the update is to formalize the parking permits process into an official ordinance. Some suggested changes to the existing ordinance include: banning on-street parking of semi-trucks and tractor trailers during the hours of 10:00 p.m. to 6:00 a.m., the adding of a section to cite and tow vehicles with expired tags, adding an allowance for Parking and Code Compliance staff to tow as needed, and adding a sliding scale for penalties for improper parking. This ordnance modification will set the stage to create a beach resident permit program. The fee for such a permit will be set by the Commission at a later date. The date for a second reading has not been set at this time.

6. Changes were proposed for some Hollywood schools
Some major changes could be coming to Hollywood Schools soon. Members of the Hollywood Commission are developing a proposal to the Broward County School Board to change some of the schools in the city. The Commission is proposing that a middle school be added to the campus of Hollywood Hills High School. The school would now offer grades 6-12. To free up room for the middle school, the Entrepreneur and Leadership Military Academy, a magnet program, will be moved to another location. There would be a Gifted Academy program for high achieving high school students. About 700 students would attend the middle school. Another component of the plan would be to combine the Mary Bethune Elementary School and the Attucks Middle School making it a pre-kindergarten through eighth grade school. Also, Hollywood Central Elementary School would add a middle school program. This middle school would have about 300 students.

On October 12, about 500 runners — hopefully more — will greet the sunrise at Charnow Park on the Broadwalk for the Pursuit of Honor, Courage and Commitment 5K Run/Walk to benefit the Wounded Warrior Project and the Fort Lauderdale Sea Cadets. The name comes from the Navy’s core values, according to Race Director Lynn Atkinson. This is the ninth edition of the event, 22

The Naval Sea Cadet Corps is for high school students age 13 – 17, while the Navy League Cadet Corps is the Junior program, for middle school students ages 10 to 13. Atkinson’s involvement with the Navy League and the Sea Cadets was almost a direct outcome of the events of 9/11. Her son, Adam Drucker, was 11 years old at the time, with a young boy’s fascination in all things military. A planned trip to Washington DC, postponed due to the attack, fueled his desire to protect his country and fight terrorism, and in middle school he announced his plans to join the US Naval Sea Cadet Corps. Soon after, Atkinson, a neurosurgeon practicing at Memorial Regional, left her practice to become a full-time mother and eventually took on a leadership role

at the League, working with the other parents and instructing the students in First Aid and other medical subjects. Another League mother had started a 5k race for a different non-profit, and the idea for this one was born. “She taught me how to do it, and I did it,” she smiled. Almost 13,000 kids participated in the US Naval Sea Cadet Corps in 2017, with 317 units in 46 states plus Puerto Rico and Guam. Cadets take part in local Navy, Marine and Coast Guard events, compete in drill teams against other Sea Cadet units, (there are five in the tricounty area) and receive ongoing training aimed at careers in the sea services or the marine industries. Throughout their training, Cadets take the same courses as enlisted people would take to advance in rank, and as they advance, they teach the new recruits. Summer trainings take place all over the country and even internationally. They can, said Atkinson, be anything from culinary classes to firefighting to air traffic control to scuba diving. “Anything and everything you can use in a career in the Navy,” she said. Throughout their training, Cadets take the same courses as enlisted people would take to advance in rank, and as they advance, they teach the new recruits. “We try to give them as much leadership training and autonomy as possible,” explained Atkinson. The Fort Lauderdale unit meets every Saturday during the school year at their headquarters building near Port Everglades, and on one Saturday a month they go to the Coast Guard station in Dania to train in nautical skills. All the instructors and adults who support the cadets are volunteers, and while the group receives some funding from the Navy for summer training, expenses for everything during the school year must be covered by private donations. The benefits for the kids that join the Cadets are plentiful. Over half go on to
college and may receive scholarships and enter military service as officers. Others go directly into the military. “Now they have all kinds of interesting things you can go into,” she stressed. “My son, for example, went to the US Naval Academy and studied computer science and he got a great education — he even had instructors from the NSA (National Security Agency) teaching computer science! They can get a free education and even a small salary and hardly any expenses during school. And when they go into the military they can go in as officers." “A lot of kids don’t necessarily go into the military but they still have the skills they’ve learned,” she continued. “For the most part those who finished the program are focused, have career plans, and know what they want to do. It gives them a lot of opportunities they wouldn’t necessarily even know anything about otherwise. We’re building leaders and making these kids into good, productive citizens.” The Pursuit of Honor, Courage and Commitment 5K Run/Walk is always held at the beginning of October to coincide with the birthday of the Navy on October 13, said Atkinson. This year it will be held on Saturday, October 12, and it should be a grand event. The first 500 registrants receive “cool tech shirts”, and the first 500 finishers will receive “awesome finishing medals”. There will be a color guard, (military of course), a pre-race pasta dinner the night before, a post-race breakfast provided by Whole Foods Market, a Kids Fun Run and Awards Ceremony, raffle prizes, and more. Entry fee is $25, $15 for students and $5 for military and first-responders. About 500 participants are expected, and the Navy League is hoping to raise between 25 and 30 thousand dollars. Teams are welcome and encouraged. “Every year, it grows,” reported Atkinson.

But mainly, the money we raise is for operations, to make sure our kids don’t need to pay a lot towards their activities during the year.” The benefits for the kids that join the Cadets are plentiful. The Greater Hollywood Chamber of Commerce Announces Major Rebranding The Greater Hollywood Chamber of Commerce, a non-profit organization, announced on September 13th, 2019 a major rebranding to reflect the organization's growth and values based on their commitment to providing opportunities which fosters a business climate that generates success, excellence and resources for its members and the greater Hollywood community. Anne Hotte, Chief Executive Officer at GHCC, spoke to the membership base during its monthly Good Morning Hollywood Breakfast, “Why did we feel the need to rebrand? Because it keeps our image fresh and relevant. It infuses new energy in our brand and keeps us attractive!” The organization worked with O’Connell & Goldberg Public Relations to execute the rebranding and website launch. O&G’s CEO, Barbara Goldberg, approached the rebrand by re-evaluating the GHCC mission statement and components of membership. MOBSTERS CONT. FROM PAGE 7 In fact, in the ‘30s and ‘40s, Hallandale had legal slot machines everywhere — in drugstores, gas stations, stores and even fishing camps. Hallandale was a gambler’s paradise and soon became known as the “Wall Street of South Florida”, due to the many banks and other financial companies that had opened there to support the illegal gambling trade. But while all that gambling was taking place in Hallandale, the guys in charge kept their families safe in the adjacent and beautiful city of Hollywood. Who were these wise guys? Meyer and Jake Lansky, Julian “Potatoes” Kaufman, and Vincent “Jimmy Blue Eyes” Alo were the most famous of Hollywood’s big criminal names in the ‘20s and ‘30s. Upon their arrivals, all began to give generously to Hollywood’s churches, synagogues, fraternal organizations, hospitals, and more. Following their lead, other locals who supported them and their businesses also became big contributors to the city’s organizations, and generally, most city leaders and residents looked the other way and didn’t make a fuss over what was going on.
Jake Lansky The Lansky Brothers Meyer Lansky was undoubtedly one of the most famous mobsters of all time. While he was a resident of Miami, his brother Jake made his home at 1146 Harrison Street. Jake kept a low profile compared to his brother, but was known to be at his side and also a money-counter both in Florida and later in the family’s Las Vegas operations. His neighbor at 711 Tyler Street, Benjamin Eisen, was the head Financial 26

Officer for Gulfstream Racetrack, and was also the bookkeeper for the Lansky family. After nearly 50 years of involvement with organized crime, Meyer Lansky was never found guilty of anything more serious than illegal gambling. At one time, he was said to be worth an estimated $20 million (equivalent to almost $200 million today) or more. He died of lung cancer in 1983 at age 80, leaving behind a widow and three children. On paper, he was worth almost nothing. He is buried at Mount Nebo Cemetery in Miami Beach. Julian ‘Potatoes’ Kaufman The son of a millionaire commodities commission agent, Kaufman supposedly didn’t have to work but did, trading in the potato market — hence the nickname — then in criminal underwriting and deal making, and then in gambling. He was important in the Chicago underworld, running one of the ritziest casinos in the city. Julian Kaufman was a Chicagoan who was on the run from Al Capone. Eventually though, he made it onto Al Capone’s hit list of people that have to be murdered, and was supposedly sent to Florida to be “protected” by the Lanskys and their cronies. He settled in at 1321 Tyler Street and opened up a casino in a former tomato packing barn in Hallandale. Called the Plantation, it became one of the era’s most famous casinos. It was, in fact, Kaufman who alerted the Lanskys to the potential of Hallandale. Hallandale soon was home to all types of gambling establishments. Kaufman and the Lanskys soon teamed up with another well-known mobster, Vincent “Jimmy Blue-eyes” Alo, and opened another casino in Hallandale, the Colonial Inn, which was a “carpet joint” — a fancier, upscale gambling establishment — with bookmaking, roulette and craps tables. Kaufman died of a heart attack at age 40, avoiding prosecution for his crimes. He is buried in Chicago. Vincent “Jimmy Blue Eyes” Alo Kaufman was connected to New York mobster named Vincent “Jimmy Blue-Eyes” Alo, who was also a longtime friend of Meyer Lansky. Alo had been the overseer of clubs,
speakeasies and illegal gambling in Brooklyn according to Wikipedia. After Kaufman took on the Plantation, Alo and Lansky opened several more gambling establishments including the Barn and the Colonial Inn in Hallandale.
