Balikatan: US soldiers, Pinoy Duterte to rivals: Pray for your ratings to rise cops figure in bar brawl MANILA – Five American servicemen participating in this year’s Balikatan joint exercises are facing a probe for figuring in a brawl at a girlie bar in Puerto Princesa City last April 2. Capt. Alex Lim, Balikatan spokesman for the US, said the US servicemen got involved in a brawl with three policemen, one of them the deputy commander of the Puerto Princesa police. Lim said the five American servicemen would face investigation by their mother unit after the conclusion of the joint exercise. “Any potential misconduct of US service members is completely unacceptable and not compatible with US military standards. Appropriate ac-

tions, which will be at their command’s discretion, will be taken at their home stations,” Lim said. Lim did not identify the five Americans involved in the brawl, but the Filipino policemen were identified with the group of Superintendent Ariel Celino. The Americans figured in a melee with Celino and his men at Club 54, a girlie bar in Puerto Princesa City. Philippine National Police (PNP) spokesman Chief Superintendent Wilben Mayor said Celino and his colleagues, Sr. Insp. Winner Paguio and SPO2 Jimmy Dalumpines, have been relieved and will face investigation over the incident. The three policemen report-

edly introduced themselves in the bar as part of ongoing antidrug surveillance operations. The incident was kept under wraps until a video was uploaded to social media and went viral. The video showed an unnamed American serviceman tapping the bottle of beer he was holding on the beer of one of the Palawan policemen, who appeared to be asleep at another table. This apparently angered another policeman, who confronted the American. At the height of the confrontation, another policeman entered the scene and punched one of the American servicemen. -Philstar

Rainy season may be delayed as El Niño impacts linger Even as the country continues to come to grips with the scorching El Niño, GMA resident meteorologist Nathaniel “Mang Tani” Cruz warned the public on Wednesday that the phenomenon’s effects may linger through to later in the year. “When we say that El Niño is waning and actually decreasing in intensity, we are talking of the sea surface temperature, because that’s the definition of El Niño. People should realize that the effects of El Niño ay hindi kaagad mawawala,”

He said drier and hotter days are expected in the coming days, with the heat index averaging in the mid40’s on the Celsius scale in Central Luzon, Metro Manila, and most parts of Visayas. MANILA – With his opponents ganging up on him, new presidential frontrunner Rodrigo Duterte is advising his rivals to pray and “cry sincerely” for their ratings to rise. The Davao City mayor, however, conceded that the ratings could change as he expressed hope that he would maintain his lead. He twitted his closest rival Sen. Grace Poe, noting her new emphasis on going after drug dealers and fighting criminality if she wins. “Wala silang originality, bankruptcy of the mind,” Duterte told reporters during his campaign sortie in Cainta, Rizal last Tuesday. Duterte’s runningmate Sen. Alan Peter Cayetano also questioned Poe’s announced plan to stop crime and illegal drugs. Cayetano dared Poe to publish her timeline, noting that she did nothing to stop the twin scourges in the past years when she chaired the committee on public order. “Why only now? Didn’t you think it was urgent until it was brought up by our side?” Cayetano said in Filipino. Poe had promised before some local government officials in Surigao City that she would stop crime and illegal drugs, but in a “fair and just” manner. “Our problems that have to do with crime and drugs will be immediately addressed, but it will be addressed fairly and justly hindi lang po patayan ang solusyon palagi (killing is not the only solution),” Poe said. Duterte, who grabbed the top spot from Poe in recent surveys, remained strong with

his stance against crime, illegal drugs and corruption. He said that he would use the Philippine National Police (PNP) and the military to hunt and kill the criminals in the first six months of his presidency. “I said I will destroy criminality and everything, go after them, ganyan lang. Alam mo, you stop them, hold them, assuming may pinatay ako bukas, mayroon na namang bago ulit (I killed one tomorrow, another will replace him),” he told reporters. Duterte believes that an “iron fist” is what the Filipino people needs to instill discipline in his administration. Duterte urged the Filipino people not to vote for Vice President Jejomar Binay because he will surely steal the money of the people if he wins. Duterte told reporters that if Binay wins, the Filipino people will suffer as he would steal the treasury unlike him, if he wins, only the criminals will suffer the consequences because of committing crimes. -Philstar

Canadian survey reports increased UFO sightings in 2015 WINNIPEG, Manitoba, April 12 (UPI) -- A survey of UFO sightings in Canada found that the country saw a general increase in reported sightings in 2015 and the second highest totals in 30 years. The Canadian UFO survey was released on Monday, revealing statistics about various sightings that took place throughout the country in 2015. According to the survey, three or four UFO sightings a day were reported adding up to a total of 1,267 for the entire year. The total ranked second only to 2012 when 1,981 reports were made in the midst of the end of the world predictions

based on the Mayan calendar. “That ranges from reports from B.C. right across to Newfoundland,” science writer Chris Rutkowski, who was one of the writers of the report told the CBC. “We’re very puzzled because we don’t hear a lot about UFOs anymore although the UFO sightings continue to come in...in 2015, there was an unusual number of cases from Quebec, in fact three or four times.” Several theories for the increase in UFO sightings were presented in the study, including possible increases in military testing and other objects in the sky, increased ability to share and report sightings due to the internet and even an increased

desire by some people to look skyward for assistance due to economic downturn. The study accounts for explainable phenomenon such as lights in the sky and reported that in 2015 just less than 12 percent of all UFO sightings were classified as unexplained. “We do break those down into high quality cases, where we do have enough information from a number of sources – investigators have gone to a site or we’ve talked to the witnesses,” Rutkowski said. “It brings the unexplained numbers to a more manageable number of one or two or three percent.”-Daniel Uria

Exports drop for 11th straight month in February MANILA – Merchandise exports fell for the 11th consecutive month in February on lower earnings across five major export commodities, the Philippine Statistics Authority (PSA) reported on Tuesday. Earnings from outbound shipments fell 4.5 percent to $4.3 billion in February from $4.5 billion in the same month last year. The PSA attributed the decrease to lower earnings from exports of apparel and clothing accessories, chemicals, other manufactures, metal components and coconut oil. The value of exports of electronic products, which comprised nearly half of total export revenues in February, rose 8.1 percent to $2.13 billion from $1.97 billion in the same period last year. Outbound shipments of semiconductors rose 12.3 percent year-on-year. Other exports subsectors that registered gains during the reference period were copper and concentrates (35.4 percent), woodcrafts and furniture (29.6 percent), ignition wiring sets (13.3 percent), and machinery and transport equipment (10.9 percent). In terms of destination, Japan remained as the country’s top export destination with revenues amounting to $939.6 million in February, comprising 21.8 percent share to total exports for the month. Other prominent export destinations include the US including Alaska and Hawaii, Hong Kong, China, Singapore, Germany, Republic of Korea, Thailand, Netherlands and Taiwan. The National Economic Development Authority (NEDA) said the strain on exports caused by the global economic slowdown would only persist in

the short term. “The export performance of most of the trade-oriented economies in East and Southeast Asia continues to reel from weak global demand that is largely influenced by the global economic slowdown. For the Philippines, we see this continuing only within the near term but it remains important for us to set up short-term measures that will support some of our export products,” said Socioeconomic Planning Secretary and NEDA director general Emmanuel Esguerra. Only Vietnam and Thailand posted positive export gains while China recorded the steepest decline at 25.3 percent during the period, he said. “As softer external demand is expected over the near term, the Philippines should at least aim for a 5.4 percent growth in merchandise exports, which is the low-end projection of the Export Development Council. Short-term measures may include providing government support to export products for which demand is growing faster relative to other export segments and where the Philippines has an

increasing market share,” said Esguerra. Revenues from manufactured products dropped slightly by two percent to reach $3.7 billion from $3.8 billion in February 2015. “The drop in exports of manufactured goods reflected the general slowdown experienced by the manufacturing sector around the world. But it is worth noting that overseas sales of our electronic products posted its ninth consecutive month of positive growth,” said Esguerra. The Philippines, he said, must take this opportunity to maximize the benefits of its trade accord with Southeast Asian economies. “While current global growth conditions remain tilted to the downside and will continue to affect exports in the short term, the Philippines must take advantage of the opportunity presented by an expected improvement in the economic growth of the ASEAN region,” he noted. Swiss banker whistleblower: CIA behind Panama Papers

Bradley Birkenfeld is the most significant financial whistleblower of all time, so you might think he’d be cheering on the disclosures in the new Panama Papers leaks. But today, Birkenfeld is raising questions about the source of the information that is shaking political regimes around the world. Birkenfeld, an American citizen, was a banker working at UBS in Switzerland when he approached the U.S. government with information on massive amounts of tax evasion by Americans with secret accounts in Switzerland. By the end of his whistleblowing career, Birkenfeld had served more than two years in a U.S. federal prison, been awarded $104 million by the IRS for his information and shattered the foundations of more than a century of Swiss

banking secrecy. In an exclusive interview Tuesday from Munich, Birkenfeld said he doesn’t think the source of the 11 million documents stolen from a Panamanian law firm should automatically be considered a whistleblower like himself. Instead, he said, the hacking of the Panama City-based firm, called Mossack Fonseca, could have been done by a U.S. intelligence agency. “The CIA I’m sure is behind this, in my opinion,” Birkenfeld said. Facebook tests tech to help blind people enjoy photos MENLO PARK, United States - Facebook on Monday began using artificial intelligence to help people with visual impairments enjoy photos posted at the leading social network. Facebook introduced machine learning technology trained to recognize objects in pictures and then describe photos aloud. “As Facebook becomes an increasingly visual experience, we hope our new automatic alternative text technology will help the blind community experience Facebook the same way others enjoy it,” said accessibility specialist Matt King. The feature was being tested on mobile devices powered by Apple iOS software and which have screen readers set to English. Facebook planned to expand the capability to devices with other kinds of operating systems and add more languages, according to King, who lost his vision as a US college student studying electrical engineering. The technology works across Facebook’s family of applications and is based on a “neural network” taught to recognize things in pictures using millions of examples. More than two billion pictures are shared daily across Facebook, Instagram, Messenger and WhatsApp, King said.

“While this technology is still nascent, tapping its current capabilities to describe photos is a huge step toward providing our visually impaired community the same benefits and enjoyment that everyone else gets from photos,” King said. The Silicon Valley-based social network said that it was moving slowly with the feature to avoid potentially offensive or embarrassing gaffes when it comes to automatically describing what is in pictures. Words used in descriptions included those related to transportation, outdoors settings, sports, food, and people’s appearances. The Facebook technology made its debut less than a week after Microsoft enticed software developers with a suite of offerings that let them tap into the power of cloud computing, big data, and machine learning. The Cortana Intelligence Suite boasted the ability to let applications see, hear, speak, understand and interpret people’s needs. Microsoft said that a “Seeing AI” research project was underway to show how those capabilities could be woven into applications to help people who are visually impaired or blind better learn what is around them, say by scanning scenes with smartphone cameras or specially equipped eyewear.

hungry stomach knows no laws.” Former President and now Manila Mayor Joseph Estrada often recites this saying whenever presented with cases of breakdown of law and order. As a public official, Mr. Estrada applies this personal belief in addressing such human nature that drives people into breaking laws, if not committing crimes to stave off hunger. Ousted as President in January 2001, Mr. Estrada has been guided by this adage in adopting a two-track approach on how the national to local government must address peace and order problems in our country. The soft-approach policy of Estrada pursues his “Erap para sa Masa” platform of governance that supports dole-outs to the poor and marginalized sectors of society out of public funds. ope Francis has just released another encyclical that many would call as another step in the radical transformation of the Catholic Church. There are other observers who believe that his three encyclicals are not radical changes but a call for “going back to basic” for a church that was considered revolutionary at the time it was organized. We may have forgotten that the Church was not organized by theologians or intellectuals but by uneducated peasants, laborers and fishermen. Its biggest following came from slaves and the poor. It was an institution persecuted by the rich, the powerful and the intellectual elite of its time. In his first encyclical – Evangelii Gaudium – Pope Francis said that capitalism or what he called the “trickle down” ideology has not worked. He sees a world where the rich are getting richer and corruption and tax evasion are becoming more accepted as a way of life by the very rich. The Pope seems to

elatives and friends mourned the soldiers who died from gunfire and improvised explosive devices set off by the Abu Sayyaf in clashes that started Saturday morning last week in Basilan. The Armed Forces of the Philippines reported killing 13 more bandits, but the AFP’s own death toll of 18 is among the highest ever in its decades-old battle with the terrorist group. Among the enemy casualties was Ubalda Hapilon, identified as a son of top terrorist Isnilon Hapilon, who has a $5-million prize on his head. An intriguing casualty was Mohammad Khattab, described by military intelligence as a Moroccan instructor in producing IEDs and a preacher of Islamic jihad. According to the AFP chief, Khattab was trying to unify and organize kidnap-for-ransom groups for affiliation with an international terrorist organization. The AFP did not identify the organization, but there have been recent reports – denied by the military – that the extremist Islamic State of Syria and Iraq has been trying to gain a foothold in Mindanao. Khattab could have imparted the knowhow in producing the IEDs that inflicted so much harm on the soldiers, although the Abu Sayyaf has been making improvised explosives for many years with help from the Southeast Asian terror cell Jemaah Islamiyah. The presence of a foreign jihadi bomb maker, especially one who joins the Abu Sayyaf in a firefight with state forces, should stir deep concern in this country as governments worry about the spreading influence of ISIS. Belgium just recently suffered its worst terrorist attack courtesy of ISIS, with the suspects linked to the same group that launched near-simultaneous attacks in Paris on Nov. 13 last year that left about 130 people dead in the French capital. Reports said Germany is moving to thwart a similar attack in one of its cities. If Khattab is part of ISIS, containing this threat will take more than killing him. Thanks to global connectivity, ISIS can recruit all over the world and wage a borderless war, influencing local jihadis to commit crimes against humanity. He specifically blamed the database administrator of the Bangladesh Bank, saying this official cannot avoid responsibility for the supposed hacking that happened. A few days after, he was picked up from the streets by plainclothes men. Officials for the Bangladesh Bank later denied Zoha was involved in any capacity in the investigation of the cyber heist. If the money laundering investigation on our end is appearing more confused, the investigation on the Bangladeshi side is turning bizarre. This incredible scandal is, after all, homemade. Remember, this fascinating story of theft by hacking began in Dhaka. Shortly after the story broke the $81 million was stolen from the Bangaldesh Bank, the country’s finance minister A.M.A. Muthi admitted in an interview that officials of the bank were “100 percent involved” in the heist. The US banks required handprints and other biometric information from officials of the Bangladesh Bank to activate transactions. Clearly, the hackers could not have carried out this heist without the involvement of local bank officials. Last week, Alain Raes, chief executive for SWIFT Asia Pacific expressed “very strong certainty” their system were never compromised in relation to this spectacular bank heist. SWIFT (for Society for Worldwide Interbank Financial Telecommunication) is a cooperative of about 4,000 financial institutions around the world. It mediates financial transactions between banks. If SWIFT is clean, then the security failure must have happened at the Bangladesh Bank. The Bangladesh Bank’s governor and his two deputies immediately resigned after the scandal broke. However, the investigation into who exactly among the bank’s personnel were involved in the plot appears to have stalled. Any investigation into this

heist should begin with the conspiracy within Bangladesh. The aspect of money laundering happens only after the money was stolen. There is a distinct possibility some of the stolen money has since returned to Bangladesh, to those involved in the heist. To be sure, this scandal has shaken the government of Prime Minister Sheik Hasina. There are political repercussions the ruling elite there needs to manage. This could be why Dhaka is so intent on pressuring Philippine authorities to investigate the laundering trail and recover as much of the cash as possible – and making a show of bringing back the cash. While we do have the responsibility to cooperate with the international investigation already in progress and return whatever funds are recovered, the shortcomings on the part of the Bangladesh government ought not to be downplayed. They have the first responsibility to protect their $27 billion in foreign currency reserves. To begin with, the Bangladesh Bank, apparently unsure of the scale of the heist, sent a mere request to Philippine authorities to monitor the movement of “doubtful” funds from

Bangladeshi officials bear much of the responsibility. They should match their insistence at recovering their money with concrete corrective action on their obvious failings. There has been institutional failure at both ends, from the bank so easily robbed by hackers to the casinos that too easily laundered the stolen money. Pro-Life Buhay party-list representative Lito Atienza joined the chorus condemning Rodrigo Duterte’s apparent fascination with summary executions as a quick-fix to criminality. Atienza voiced support for Jejomar Binay’s earlier condemnation of Duterte’s inclination towards violent responses to

crime as well as his apparent low regard for women’s rights. Like Duterte in Davao, Atienza and Binay served several terms as mayor of Manila and Makati respectively. The former Manila mayor has consistently taken a pro-life stance throughout his political career. He is responsible for establishing one of the country’s largest women’s organizations, the Kababaihan ng Maynila. For this reason, he likewise expressed grave concern over Duterte’s apparent low regard for the rights of women. In a recent statement, Atienza faulted Duterte for passing off showmanship and entertainment as solutions to the serious problems of containing criminality. He reminds the Davao mayor about all the studies in criminology that show crime is never solved by way of extrajudicial killings or vigilantism. When he was mayor of Manila, Atienza issued strict orders for the police of closely observe the standards of due process. Instead of taking shortcuts, he ordered the police to be more diligent in doing their work. Extrajudicial killings simply make criminals of the police and compound the problem. Most of the victims of summary executions (or “salvaging”) are poor and defenseless. This makes the practice doubly immoral. It violates the right to life and adds to the oppression of the poor. 

Pre-emptive, defensive or frightened?

The word on the street is that Globe Telecoms will or has filed a complaint against San Miguel Corp. presumably for having control of the 700MHz bandwidth that they deem is an unfair advantage or unfavorable to market competition. Apparently the 700MHz is a far superior or effective bandwidth or whatchamacallit that will allow users to send signals through walls etc., and drastically reduce dropped call problems and “no signal” issues. Having control or ownership of the bandwidth is certainly something to be envious about, but companies that have control of two or three other frequencies such as Globe, ought to concentrate more on improving their technology and services instead of trying to block or beat down companies that they once labeled as not being a threat. In fact, a Globe executive once said that they were not afraid and welcomed the competition. If they are not afraid, then does it follow that they are simply trying to weed out or block out possible competition, which

If Globe wants to show they mean business, first concentrate on the real and actual threats to the network’s growth. So far Globe has maintained an image of being decent, even though less than perfect. The image of being a bully or prone to litigation and averse to competition will ultimately do more harm for the big picture of Globe and their allied companies. As the good Lord has said: “He who is without sin, let him cast the first stone.” ***

Aside from Manny Pacquiao, the only real winner last Sunday was CNN Philippines for having the good fortune of hosting the first vice presidential dog fight on national TV. The rest of the participants, namely the vice presidential candidates looked like a bunch of Pit Bulls or Askals or mongrels who were prepped, trained or otherwise agitated to attack or defend themselves from questions posed, audience participation and opportunistic dog bites from fellow candidates or hecklers. You know things are not going to end well when the opening announcements remind you of the Pacquiao vs Bradley bout instead of a formal, polite if not proper opening of the event consistent with the CNN style and not a Vegas prize fight. To be fair, it may have been a hangover effect of the “Lets Get Ready to Rumble” spiel, or was simply the coping mechanism of the anchors who had to deal with a rowdy noisy

crowd of hecklers and supporters. Whatever the reasons, the tone and volume of the opening announcement was clearly prophetic of things to come. There was No Debate – just a Dog Fight. They hardly talked about or discussed policy, political agenda or platform, no real dissertation of programs or accomplishments and there was no real effort to direct the program on what each candidate stood for, has dedicated their lives to and what their driving passion has been in the last six years or the past decade. Anything that had to do with real work and real accomplishment was mentioned only in passing. Whatever little they mentioned was drowned out by the accusations and the snarling and growling. Unfortunately, none of the vice presidential aspirants came out as a winner because those who gave the most number of bites looked like self-righteous zealots performing at the Roman coliseum while the other half ended up being treated like dogs that were all bark but no bite. Stepping back from the brawl I realized that the ones with the least political experience or traction were all too willing to insult and inflict harm while those with more experience and track record made the fatal mistake of being polite instead of seriously biting back 

Alam kong itong bata ito nag-aaral ito. Magaling siya,” said Bayani in an exclusive interview with Push.com.ph during their show’s thanksgiving press conference on Monday evening. The sitcom on ABS-CBN TV Plus channel Cinemo is Bayani’s first project since he returned to the network. PilipinasUniverse successor (to be chosen with three other Binibinis on Sunday, April 17, at the Big Dome), she will be welcomed by two commemorative stamps issued by the Philippine Postal Corporation (PPC). According to avid stampcollector Celso de Guzman Caparas (Funfare’s “other beauty expert”), “Issued were some 101,000 pieces of regular stamps costing P15 and 5,000 pieces of souvenir sheets at P40 each featuring Pia’s official Miss Universe photo. ON April 2, the Land Transportation Office published in the Philippine Daily Inquirer its Administrative Order No. RPC-2016-033, officially known as “Registration and/or Recording of Vintage Motor Vehicles.” In a nutshell, LTO now wants to actively regulate the ownership and the use of a vintage car, which the notice defined as “a motor vehicle manufactured at least 40 years prior to the current year, or with year model earlier than 1975, not a reproduction, and which has been maintained in or restored to a condition in conformity with the manufacture specifications and appearance.” In the bulletin, LTO laid down the guidelines and the requirements for the registration or the recording of a vintage vehicle. In simple terms, if a vintage car owner wishes to use the vehicle on public roads, said vehicle needs to be registered. On the other hand, if a vintage car owner only keeps the vehicle for the purposes of storage or collection, said vehicle needs to be recorded. But here’s the bone of contention: LTO is now implementing a restriction on the operation of what it considers a vintage vehicle. According to the new Administrative Order, a registered

vintage vehicle may now be used “on the roads only during Saturdays, Sundays and holidays.” In other words, a vintage car owner may now only drive his prized possession on weekends and on holidays. Meanwhile, a vintage vehicle for recording “shall be allowed to operate to and from events such as participation in vintage car club activities, exhibits, tours, parades and similar events provided that such operation is with a valid permit issued by the LTO.” Vintage cars will be issued registration plates that display the inscription “Vintage” or “Antique,” with their year model shown at the plates’ bottom center. As you might guess, owners of classic cars are now up in arms in private socialmedia groups. “This LTO Administrative Order is unconstitutional,” says Top Gear Philippines legal columnist and Land Rover enthusiast Robby Consunji. “The means employed in the new LTO memorandum is not necessary for its avowed purpose. It is a deprivation of property or the right to use the vintage motor vehicle; it is oppressive to the vintage motor vehicle owners; and the LTO enforce-

ment drive encourages and entails a selective and arbitrary roadside apprehension. There are many more important safety problems with the motor vehicles on the road today. Why pick on vintage cars now? The Civil Code provides that any public officer who obstructs, defeats or violates the rights and liberties of another shall be liable for damages.” Consunji adds that vintage car owners “were taken by surprise,” and that “there is a need to confirm if an adequate public hearing was done prior to issuing the Administrative Order.” Signed by LTO chief Atty. Roberto Cabrera and approved by DOTC secretary Joseph Emilio Abaya, the Administrative Order is dated March 1, 2016, and will take effect 15 days after publication (April 17). Interestingly, LTO specified the exclusion of public utility vehicles, cargo trucks, service vehicles, government vehicles and diplomatic vehicles from this new policy. “Vintage cars are icons of the past,” Consunji points out. “They are our link to history. The heat index, or human discomfort index, gives the apparent temperature or what humans perceive or feel as the temperature affecting their body, according to the state weather bureau. “High air temperatures and high relative humidity will give high apparent temperatures or indices. Full exposure to sunshine can increase the heat index by nine degrees,” added PAGASA. A heat index between 41 to 54 degrees is considered dangerous and likely to cause cramps, exhaustion and even heat stroke after continuous activity. Aside from Cabanatuan, the heat index in other parts of the country also reached dangerous levels this week. In Science Garden in Quezon City, PAGASA observed that the heat index reached 45.4 degrees at 2 p.m. on Tuesday. The heat index at Sangley Point in Cavite and Clark Airport in Pampanga reached 50.2 and 51.9 degrees, respectively. Despite soaring temperatures, the weather bureau said localized thunderstorms may still occur in some parts of the country. The weather bureau said the hottest temperature recorded so far this year was in General Santos City on March 1 at 38.6 degrees Celsius. The historical record is 42.2 degrees Celsius, observed twice in Tuguegarao City on April 22, 1912 and on May 11, 1969. PAGASA earlier cautioned the public against too much outdoor exposure that could lead to heat stroke. Meanwhile, the Catholic Bishops’ Conference of the Philippines (CBCP) is set to issue oratio imperata, or obligatory prayers, for rain to cushion the effects of drought caused by El Niño. CBCP president LingayenDagupan Archbishop Socrates Villegas yesterday expressed optimism that the oratio imperata would work. “Have faith in the power of prayer,” he added. The Commission on Human Rights (CHR) immediately stepped into the picture to investigate the reported abuses and excessive use of force by policemen in the removal and dispersal of protesters that reportedly caused the death of three farmers. The police action came on the third day of the sitin protest which blocked traffic at the highway – a major road artery connecting the provinces of Cotabato and Davao. Incidentally, the DILG is also conducting its own investigation into the incident and created two separate panels to look into the allegations against the provincial PNP units involved in the dispersal and another panel to probe the provincial LGUs supposed to implement El Niño-mitigating measures. Yesterday, the Senate committee on justice and human rights, chaired by Sen. Aquilino Pimentel III, conducted their own inquiry in aid of legislation of the Kidapawan incident. And it was also only yesterday that the PNP provincial director Senior Supt. Alex Tagum was relieved from his post pending completion of the DILG investigation. What is possible is simply a renewed encouragement to undertake a responsible personal and pastoral discernment of particular cases one which would recognize that since the degree of responsibility is not equal in all cases, the consequences or effects of a rule need not necessarily always be the same. On single parents Here again, Pope Francis clearly states that single parents must be welcomed back to the Catholic Church. He says: “Whatever the cause, single parents must receive encouragement and support from other families in the Christian community and from the parish’s pastoral outreach. Often these families endure hardships, such as economic difficulties, uncertain employment prospects, problems with child support and lack of housing.” Marriage advice Pope Francis even tries his hand at marriage counselling when he included this advice in his encyclical: “Young married couples should be encouraged to develop a routine that gives a healthy sense of closeness and stability through shared daily rituals. These could include a morning kiss, an evening blessing, waiting at the door to welcome each other home, taking trips together and sharing household chores...it also helps to break the routine with a party and to enjoy family celebrations of anniversaries and special events. We need these moments of cherishing God’s gifts and reviewing our zest for life.” On gays Pope Francis rejects the practice of same sex marriage. At the same time, he does not condemn homosexuals and denounces homophobia. He writes: “Every person regardless of sexual orientation, ought to be respected in his or her dignity and treated with consideration while every sign of unjust dis-

crimination is to be carefully avoided particularly any form of aggression and violence. Such families should be given respectful pastoral guidance so that those who manifest a homosexual orientation can receive the assistance they need to understand and fully carry out God’s will in their lives.” Married priests Eastern (Oriental) Catholic Churches, like the Maronites of Lebanon, recognize the primacy of the Pope. However, they allow their priests to be married. In his encyclical, Pope Francis does not categorically state that he advocates allowing priests to be married. However, he seems to imply that married priests are more prepared to offer pastoral care for families. Judge for yourself the meaning of the following paragraph in his encyclical: “The main contribution to the pastoral care of families is offered by the parish, which is the family of families, where small communities, ecclesial movements and associations live in harmony...ordained ministers often lack the training needed to deal with the complex problems currently facing families. The experience of the broad oriental tradition of a married clergy could also be drawn upon.” The encyclical apparently does not specifically state that divorced and remarried Catholics can receive Communion. However, it does state that they must be allowed full participation into the Church subject only to a “responsible personal and pastoral discernment.” That means their degree of participation is left to their personal conscience and to a private counselling between the person and his or her priest. In the Catholic Church, “participation” includes the reception of Communion. In previous messages, Pope Francis already said: “ ... I want to remind priests that the confessional must not be a torture chamber, but rather an encounter with the Lord’s mercy...I would also point out that the Eucharist is not a prize for the perfect, but a powerful medicine and nourishment for the weak.”

Actor Julio Diaz in need of urgent brain surgery In a Go Fund Me post, Ana Marie Datuin, sister of actor Julio Diaz, is asking for help to finance her brother’s brain surgery. According to Ana Marie, Julio passed out last April 8 and was rushed to the hospital. A CAT scan of the actor’s brain revealed he needs immediate surgery because of a swelling of a vein. Julio (whose name is Marnie Regaliza in real life) is in semiretirement from the showbiz industry and is living a simple life in Bulacan with another sister named Shirley. On behalf of her brother, Ana Marie appealed to those with a

6 great warm-up and cool-down exercises

T

he importance of warm-up and cooldown before and after an activity is crucial. We know that we need to warm-up before any physical activities but do we know why? The body needs to warm-up to avoid any musculoskeletal injuries, like muscle strains or ligament sprains. You wouldn’t want to shock your body by doing something aggressive unexpectedly. If you have the time to warm the body, do it slowly and properly. This is what your body will go through when warming- up:

1. Increase blood flow in the body 2. Increase your heart rate 3. Warm-up the muscles (prepare for what it’s going to do) The best warm-up technique that you can incorporate before your activities is called dynamic stretching. Dynamic stretching is moving your body, muscle and joints into functional movements. This will follow after a general warm-up. General warm-up consists of light jog. Once the body is warmed, dynamic stretching is advisable for the joints and muscle groups to move the same way as it will during the activities.

Here are some examples: 1. High knees (bringing each knee up to the chest controlled, alternate) 2. Forward bend and twist touching the toes. Alternating in a controlled sequence. 3.Walking lunges holding the lunge position then side bending to one side. These movements are targeting big muscle groups. Holding the positions for 2-3 seconds and repeating it constantly will help the muscle loosen keeping the blood flow and keeping the body warm during the dynamic stretches. After you have finished your

activities, whatever it may be, it is advisable to do a cool down. Cool down is the opposite of warm up. What you want your body to experience is to: 1. Slow your heart rate 2. Lower your body temperature by slow walk 3. Cool down the muscles with slow body movement like static stretching Static stretching is the term used for stretching the muscles and holding it for 20 - 30seconds. This controlled slow body movement will help stretch out the fatigued muscles and therefore will help with the next day recovery (less soreness in the muscles).

Posterior deltoid stretch (targeting posterior deltoids and a bit of upper back) There are many more examples of dynamic and static stretching that you can perform. Manny Pacquiao, Floyd Mayweather Jr. are sparring, at least verbally Can these two crazy kids just step into the ring again and settle this? Never mind that both Manny Pacquiao and Floyd Mayweather Jr. have, ostensibly, retired from the fight game. They’re still exchanging jabs, at least verbally. Pacquiao, who beat Timothy Bradley in a welterweight fight Saturday night, questioned whether Mayweather has a mental “problem” after he scored Pacquiao’s victory a draw. The judges saw it differently, scoring the fight 116-110 in favor of Pacquiao. The Filipino boxer had two knockdowns in the fight and Mayweather’s opinion was in the minority.

“If that is his opinion, it is right for him to retire,” Pacquiao said (via 24 Oras and Boxing Scene’s Carlos Boogs). “It seems there is really a problem [with his mental state].” Mayweather, according to ESPN’s Wallace Matthew, made the observation in a brief conversation with Bradley after the fight Saturday. “Go home and watch the replay with the sound off,” Wallace reports Mayweather told Bradley. Mayweather, according to Wallace, seemed to believe that the decidedly pro-Pacquiao crowd at the Las Vegas fight had influenced the judges. Bradley himself wasn’t questioning the result and Wallace’s source says that Mayweather

wasn’t just being nice to Bradley. “There was no theatrics, he spoke very quietly and seriously to Timmy,” Wallace reports that the unnamed source told him. “He was very complimentary and very classy.” At least one person wants to see Pacquiao, who will turn 38 in December, fight again. “Look, if he means it about retiring, then more power to him, he’s earned it,” his trainer, Freddie Roach, said (via NJ.com), “but if he changes his mind after what I saw tonight, yes, I would encourage him and I would not hesitate to train him again. When I see Manny Pacquiao like that, this is the best Manny Pacquiao. He hasn’t

missed a beat. I would like to see him fight again.” Pacquiao, who is running for a Senate seat in May elections in the Philippines, didn’t offer a convincing statement about being retired. “My heart is 50-50 [about fighting again],” he said Saturday (via ESPN). “Right now, my decision is to retire.” As for the 39-year-old Mayweather, he has been retired since beating Andre Berto last September. Portuguese MMA fighter dies 48 hrs after TKO Portuguese MMA fighter Joao Carvalho has died from injuries suffered in his welterweight fight with Charlie Ward in Dublin on Saturday. Team Nobrega confirmed his death on Facebook on Tuesday. Per the Independent, Carvalho “fell ill” 20 minutes after his TKO defeat to Ward in Total Extreme Fighting 1 and underwent a brain procedure at Beaumount Hospital. He died on Monday. Dog Whisperer If diamonds are a girl’s best friend, what could be a man’s best friend? Yes, dogs. And vice-versa. They are probably the most loyal creatures on earth. We’ve heard stories about dogs lost for years and finding their way back to their owners. In foreign countries more than hereabouts, we see people walking their dogs that keep them company, mostly seniors whose relatives have virtually abandoned them, or left them on their own. In the movie Bwakaw, the aging character played by Eddie Garcia (in one of the most poignant performances in his illustrious career) trusts his pet dog more than the humans around him, confiding in his dog more than he does in humans, with the dog sticking to him until he breathes his last. “I count 22 dogs as my best friends,” said Lestre Zapanta, the Pinoy Dog Whisperer (a “title” conferred on him by Jessica Soho who featured him on her show, Kapuso Mo, seven years ago). “I live alone with only my pets, also including nine cats, as companions. Humans can betray you but

pets cannot, do not.” Don’t his cats and dogs clash (you know, parang aso’tpusa) at every turn, fighting for his attention? “No, they don’t,” said Lestre. “They live in harmony. I trained them to be like that. Sometimes, they even sleep together with me. Magkasundo sila. They are well-behaved.” I met Lestre last week upon the invitation of Wilma Galvante who is producing WoofCam (available on YouTube, simply search D5.STUDIO; or Lestre’s www.facebook.com/ lestrezapanta). The meeting was held at the third floor of a building across Timog Avenue from the GMA Studio (Wilma’s home until she retired a few years ago), occupied by Wilma’s Asian Academy of Television Arts (the company behind the talent search Artista Academy of TV5 of which Wilma is now a content provider. Upon entering the room, I saw a cute little boy (who turned out to be Wilma’s grandson Niño Rafael Galvante Sangueza) patting the head of a big dog. “Aren’t you afraid?” I asked Niño. “No, I’m not,” he smiled.

“He’s friendly.” The dog was among the 22 in Lestre’s “family” that has become so big that 12 have to be housed in the Zapanta residence in Ternate, Cavite, and the rest at Lestre’s condo unit. “I discovered Lestre in a show he quested in as arbiter between two neighbors fighting over their pet dogs,” related Wilma. “He has various stories about dogs and I’m sure even those who don’t have pet dogs will be interested in.” Lestre has more than enough material (which he himself has shot), some of which he has been uploading on his Facebook. What he and Wilma did was come up with improved versions in HD (High Definition) which are the ones you see on WoofCam which continues to attract more and more viewers/followers (starting from 50,000-plus), into its initial season with more than 12 episodes that feature dog tricks, dog trivia, tips on how to train dogs, how to “tame” dogs, and generally how to treat dogs the way you would treat a human best friend — that is, with love and affection. -Ricky Lo

Tony Award-winning Filipina actress and stage performer Lea Salonga appears in the teaser video for the season finale of the American romantic musical comedy-drama “Crazy Ex-Girlfriend,” which showcase the story of a Manhattan lawyer and her Filipino-American ex-boyfriend. Aside from acting with the series’ stars Rebecca Bloom and Vincent Rodriguez III, among others, Lea will also showcase her singing prowess in the show. The season finale of “Crazy Ex-Girlfriend” is set to air on April 18. Last year, the show also incorporated Filipino family traditions in its Thanksgiving episode. Speaking to Entertainment Weekly, the show’s star Rachel Bloom spoke out about the importance of featuring Filipino culture on the show. “One of the characters happens to be Filipino so when we realized no one else had even made the effort to show a Filipino family on an American comedy, it taught me a lot about Filipino culture,” she said. “It’s also taught me really about how important diversity is, if you want to tell a new story... Group of Liza Diño-Seguerra bails Kidapawan farmers from jail Liza Diño, wife of Aiza Seguerra, was happy to share the good news to everyone through her Facebook account last night, April 13 that they were able to raise funds to bail out the Kidapawan farmers who were arrested when they went to rally and ask for government aid last April 1. On her Facebook post she shared that most of the funds came from several artists in the entertainment industry. She also thanked the groups who donated. “We were able to raise funds to cover the whole amount of 546,000 to bail out our farmers!!!! Thank you LORD!!! Most came from artists from the entertainment industry and friends who readily gave their support but there were other groups who donated as well to fulfill the amount,” she wrote. Liza also updated that their release will have a little delay due to burned and confiscated ID’s during the said rally. She said that lawyers are already fixing the situation. “Dumalaw po kami sa mga nakulong kanina.
