Kuwait rejects sovereignty breach amid diplomatic row with Philippines MANILA, Philippines — Kuwait stressed its opposition against any breach of sovereignty in connection to a diplomatic conflict with the Philippines. “Kuwait rejects any breach against its sovereignty or laws and would act decisively against any relevant attempt,” Kuwaiti Deputy Foreign Minister Khaled Al-Jarallah said, according to a report from state-run Kuwait News Agency (KUNA). President Rodrigo Duterte earlier declared that the ban on overseas Filipino worker
deployment to the Gulf state would be permanent. “The ban stays permanently. There will be no more recruitment, especially for domestic helpers,” Duterte said on Sunday upon arriving from Singapore. The president’s announcement came days after the Kuwaiti government declared Philippine Ambassador Renato Villa persona non grata and recalled Kuwait Ambassador Musaed Saleh Ahmad Althwaikh. Philippine Embassy officials were accused of violating do-
mestic laws and the Vienna Convention for Diplomatic Relations upon conducting rescue operations for distressed Filipino workers. In reaction to Duterte’s remarks, Al-Jarallah said that Kuwait was ready to work with the Philippines to address labor issues. “Kuwait is keen on maintaining safety and rights of all expatriates including the Filipino community, within the labor laws of the country, which have been praised by international human rights agencies,” KUNA reported. The Kuwaiti official also said that the country shares Duterte’s desire to maintain the relations between the two countries, which goes back to the Gulf War in the early 1990s. Citing Manila’s support for Kuwait during the Gulf War, AlJarallah said that the “historic friendship” between the two countries would help resolve the diplomatic issue. The National Bureau of Investigation (NBI) plans to file charges against a driver of ridehailing service Grab who took supposedly compromising photos of his sleeping passenger and sent them to his vehicle’s operator using his victim’s own messaging account. Moises Tamayo, who leads the bureau’s Special Task Force, said the NBI intends to file charges for violation of the Anti-Photo and Video Voyeurism Act and the Cybercrime Prevention Act against driver Ezequiel Sadorra after he was positively identified by his victim, a young woman who prefers to be identified as Celine*, in an NBI proceeding on Monday. “Tuloy ang kaso,” he said. He also said Grab Philippines may have civil liability, but expressed hope that the Land Transportation Franchising and Regulatory Board will conduct a parallel investigation into the incident. Celine alleged she boarded Sadorra’s vehicle at about 5 a.m. of April 13, after being booked a ride by her friend after she went to a drinking spree. She said she fell asleep during the ride. Upon waking up, she said she immediately asked Sadorra where they were. The driver allegedly said he did not know, so Celine just asked him to drive her back to her pick-up point in Malabon. Once there, she said Sadorra asked for P500, instead of P344 -which was double the price of her original booking because she had to turn around. That was when she realized her money was gone, so she had to knock at her friend’s house to borrow money to pay
for her fare. But her friend could not be awakened and her phone battery was empty, so she asked if she could borrow Sadorra’s phone to contact her friend. She forgot to log out of her Facebook messenger account on Sadorra’s phone, she said, and only after she got home did she check her account and saw that someone had used her account to chat with a Rodolfo del Rosario, to whom photos of her sleeping, underwear visible, were sent. The accompanying messages allegedly said: “Pre dyan munsa sayu to lasing ee,” and “Hahaha sarap tulog pasahero ko pre.” On Monday, Celine said she did not expect she would be so scared to see Sadorra again, explaining that she did not find his earlier apology sincere. “Parang bumalik lahat ng una kong naramdaman when I saw the pictures... ‘Di ko na-expect na sobrang matatakot [ako] na makita lang siya. Nag-sorry nga po siya dahil napagkatuwaan niya lang daw po, so ibig sabihin hindi daw yun kabastos-bastos kasi napagkatuwaan niya lang daw ako. I don’t think it was a sincere apology,” she said. She said it was her decision to pursue the case against the driver, who has since been “deactivated” from the ride-hailing service. “It was my decision na itutuloy ko ‘yung case against him... PDEA releases validated barangay narco list Philippine Drug Enforcement Agency (PDEA) Director General Aaron Aquino on Monday released to the public the list of barangay chairpersons and councilmen allegedly involved in illegal drugs. In a press conference, Aquino said at the names of the 207 barangay officials on the list were validated by four agencies, including the Philippine National Police (PNP). He said the PDEA is already in the process of preparing criminal charges against the 207 barangay officials. Included in the list are 90 barangay chairpersons and 117 members of barangay councils in Bicol, the Cordillera Administrative Region and the Autonomous Region in Muslim Mindanao. He said one barangay official on the list is a suspected drug lord while the others are eighter users or street-level pushers. Aquino also said that there wre a total of 293 names on the initial list. It went down to 207 because 86 have either died of have been arrested. Aquino said they also have a list of 93 mayors and governors allegedly involved in the illegal drug trade. In the same press conference, the PDEA chief assured
Texas couple charged with enslaving African girl for 16 years April 27 (UPI) -- Federal authorities say a Texas couple has been charged with keeping a young African girl captive as a domestic servant -- without pay -- for 16 years. Mohamed Toure and wife Denise appeared in a federal court in Fort Worth where they were charged with forced labor. The U.S. Justice Department said Thursday the couple arranged for the then-5-year-old girl, who did not speak English, to travel alone from her village in Guinea to Texas in 2000. Prosecutors said the young girl was forced to cook, clean, do the laundry, perform yard work, paint and care for the Toures’ five children. Although she was around the same age as the other children, officials said she was denied access to schooling. Prosecutors said the Toures took the girls’s legal documents and forced her to stay in the United States after her visa expired. “They further isolated her from her family and others and emotionally and physically abused her,” the department said in a statement. The girl, now about 21, eventually escaped in August 2016 with neighbors’ help. If convicted, the Toures could face 20 years in federal prison.-By Sara Shayanian

April 27 (UPI) -- A judge in Pennsylvania ordered Bill Cosby to remain at his residence in suburban Philadelphia and be outfitted with a GPS monitor Friday, one day after his sexual assault conviction. Judge Steven O’Neill said that until Cosby’s sentencing, he must can only leave his Cheltenham home for medical treatment or to consult with his legal counsel -- and those visits are limited to Montgomery County and four surrounding counties. He also ordered the county probation office to fit the actor with a GPS monitor. On Thursday, a jury found Cosby guilty of three counts of sexual assault charges for drugging and assaulting Andrea Constand, the former women’s basketball team manager at Temple. Constand said Cosby gave her pills to relax while they were alone once at her Elkins Park, Pa., home. She said she became drowsy and unable to move, at which point Cosby touched her and forced her to touch him. Cosby faces up to 10 years in prison for each count, which could be served concurrently. arlier Friday, Philadelphia’s Temple University revoked an honorary degree given to the comedian. “Today the Temple University board of trustees has accepted the recommendation of the university to rescind the honorary degree,” the school said in a brief announcement. Cosby, 80, received his bachelor’s degree from Temple and served on its board of trustees for decades before resigning in 2014. He received the honorary degree in 1991. Patrick O’Connor, chairman of Temple’s board of trustees, said he would recuse himself from discussions about rescinding Cosby’s honorary degree. O’Connor represented Cosby in 2005 when he first faced allegations from Constand. More than 15 universities have already rescinded degrees given to the former TV star. Carnegie Mellon University said Thursday it has a no-tolerance policy on sexual violence. “In order to fulfill that commitment and in light of Bill Cosby’s criminal conviction for aggravated indecent assault, Carnegie Mellon University has decided to revoke an honorary degree it awarded to Mr. Cosby in 2007,” the college said. For a more secure world, cities must share information on cyber-attacks — experts BONN, Germany - With a few clicks of his mouse, and helped a little by the fact that the person he was targeting had no password, Thomas Stasch quickly hacked into the home system of a stranger in Germany. But then, seconds before plunging the person’s household into darkness by switching off their lights, he stopped. Stasch was showing an audience in Bonn how simple it is to hack interconnected digital systems - often termed the “internet of things” - such as elevators, baby monitors and home heating. “It’s becoming easier and easier,” he said during a conference on building resilient cities. Stasch advises cities on vulnerabilities and digital strategy, and he warns of a dark side to the trendy technology. Digital security is particularly acute for cities, which hold reams of valuable personal data - from tax information to welfare benefits and parking fines. That makes citizens and local governments valuable victims, he said. To date, he told the gathering, the focus has been on the functionality of digital systems rather than their security. But that will change. “It’s only a matter of time before you have problems, and so we should deal with (cyber attacks) like a national catastrophe - you know it will come and you have to be prepared,” he warned.

One solution to improve cybersecurity resilience is for city officials to talk more openly about attacks they have endured, said Paul Argyle, who advises the mayor of Greater Manchester in Britain. “We need to accept it doesn’t necessarily mean you’ve done anything wrong if you’ve been attacked. We need to start sharing all that information,” he said. Manchester is striving to be recognized as a global digital ‘smart city’, and recently hosted a series of digital summits to push its reputation as Britain’s leading interconnected region. Encouraging tech start-ups, investing in digital research and introducing smart ticketing on public transport so that passengers can use one ticket to ride a bus, tram or bike are some of the measures being taken, Argyle told the Thomson Reuters Foundation. Hospitals in the city were last year affected by the ‘WannaCry’ ransomware attack that infected computers and crippled hospitals, banks and companies across the globe. Britain and the U.S. held North Korea responsible. “We know we will be attacked in different ways, in different parts of our city,” Argyle said. China, India, Canada top US list of intellectual property offenders
WASHINGTON, United States - The United States on Friday rebuked NAFTA-partner Canada, saying the country was not doing enough to clamp down on counterfeit goods, giving it the same ranking as China and India on a list of intellectual property offenders. In an annual report on intellectual property rights violations by trading partners, the US Trade Representative’s office downgraded Canada to the “priority watch list,” which subjects it to a more intense level of scrutiny. China has been on the priority watch list for 14 years and India makes a repeat appearance, as the USTR said neither country had done enough to protect patented and trademarked products. “The ideas and creativity of American entrepreneurs fuel economic growth and employ millions of hardworking Americans,” USTR Robert Lighthizer said in a statement. “This report sends a clear
signal to our trading partners that the protection of Americans’ intellectual property rights is a top priority of the Trump administration.” The report does not trigger any immediate sanctions and comes after Washington hit China with steep import tariffs on $50 billion in goods for its alleged serial theft of American technology. The US also filed a com-
plaint against that country at the World Trade Organization. There are 12 countries on the priority watch list and another 24 on the less-intense “watch list.” Colombia also was downgraded this year, joining Argentina and Chile, while Mexico, also a partner in the North American Free Trade Agreement, is on the list of lesser offenders.-AFP

Duterte nixes Sara’s call to rethink peace talks with NPA
MANILA - President Rodrigo Duterte on Sunday rejected the suggestion of his daughter Davao City Mayor Sara Duterte to reconsider peace negotiations with communist rebels. The mayor earlier this month said there was no indication that the Communist Party of the Philippines (CPP) was willing to talk peacefully so the government should instead “crush their influence.” The President said he will talk to the mayor before reopening negotiations with the CPP, led by its founding chairman Jose Maria Sison. “Kami muna [ni Sara] ang mag-peace talks, ta’s si Sison,” the elder Duterte said in a speech in Davao City. “I cannot fight forever with my own countrymen,” he added. Duterte, who was Sison’s student at a Manila university in the 1960s, earlier promised to end the decades-old communist rebellion. The President, however, abandoned peace efforts in November, complaining of repeated rebel attacks. The Department of Justice, meanwhile, lodged a petition to cite the CPP and its armed wing, New People’s Army, as terrorist organizations. But earlier this month, Duterte ordered his Cabinet to work on a truce to enable reviving
peace talks. The communist rebels, however, rejected any preconditions. Duterte on Saturday urged Sison anew to come home to the negotiating table. He also said the communist armed wing, the New People’s Army (NPA), can join the talks, but must be unarmed. “Iyung mga NPAs, come down, stay there in a camp of your choice, maski na iyung plaza [kung] gusto nila. Huwag lang kayong magdala ng armas sa labas,” he said. (The NPAs can come down, stay in a camp of your chace, even in the plaza. But if I can use the money to pay for whatever utang nila, ubusin ko ‘yang pera na ‘yan para sa tao.” The President said he would order Foreign Affairs Secretary Alan Peter Cayetano and Labor Secretary Silvestre Bello III to start a mobilization that would allow the repatriation of OFWs in Kuwait. “Maybe I told Bello and Secretary Cayetano to start the mobilization immediately. Nandiyan ‘yung pera. O kung wala pa ‘yun napasok sa National Treasury, I can always use emergency fund. To me it’s a calamity. It is a calamity,” Duterte said. For the sake of “patriotism,” Duterte said he would plead those who opted to stay in Kuwait to come home. “Come home. Rallying for free Pharmacare across Canada
ET me start off by asking – do you know that there are hundreds of prescription drug plans across Canada? Well, I want to change that. I personally believe Canada should only have one plan for all Canadians and it should be free. Better is always possible and I am hoping that some time in the next 18 months, we will hear a major announcement related to prescription drugs. One of the more common reasons, I am told, as to what people love about Canada is the fact that we have free health care. I remember a few years ago while I was in the Philippines at the home of a local mayor, he was called to help a family that he knew well. The person was in need of money in order to pay for some medical bills. What I recall so vividly was the fact that the mayor gave him a pile of cash, I don’t know how much it was (I did not ask out of respect) but it was a lot.
For months now, I have been speaking on this issue and gathering signatures for petitions that address this urgent need. On another occasion, I met with then Mayor Alfredo Lim of Manila and after our meeting, he had arranged for me to visit a public hospital which I really appreciated. Both occasions made me reflect on our health care services here in Canada and the type of facilities that are available. In some ways, health care services are better in the Philippines. But generally speaking, what I have found is that many people from around the world who immigrate to Canada truly appreciate our health care system, particularly because it is free.

License plates, at last With pride, the Land Transportation Office inaugurated on April 24 its own plant where motor vehicle and motorcycle license plates will be produced. The plant at the LTO office in Quezon City has seven manual embossing machines that transportation officials say can churn out up to 22,000 plates per day.

This time, the government must make sure lawsuits by those who have lost their stranglehold on vehicle license plate production will no longer stop the distribution of LTO-produced plates. Motorists pay for the license plates upon the registration of vehicles, yet fail to get the items paid for. The Duterte administration, for which the anti-crime campaign is a top priority, should have a special interest in seeing to it that the license plates are distributed ASAP. The lack of licence plates has abetted crime, with criminals using fake license plates on getaway vehicles especially motorcycles. Transport officials must make sure that the LTO plates will bear the necessary security features to prevent faking. The current license plates look easy to fake using pentel pen on white cardboard. LTO officials can make the security features more discernible. With a solution apparently found for the license plate problem, the LTO should deal with the other serious backlog – in driver’s license cards. While some progress has been made in this area, many motorists continue to wait for their license cards, with some waiting for nearly two years now. Temporary driver’s license forms are not recognized even by certain government offices. This atrocious wait for driver’s license cards must end.-Philstar

Undiplomatic hat were they thinking?
The Philippine ambassador to Kuwait led what were basically raids on private homes to extract Filipina domestic workers who reported they were abused. They forgot that foreign missions in any country do not have police powers. Their extraterritoriality extends only to the physical boundaries of their respective embassies. The raids, conducted independently of the Kuwaiti police, constituted trespassing and kidnapping. No self-respecting sovereign nation will take that sitting down. Four Filipinos who participated in the raids are now jailed in Kuwait. These were really bright boys, those involved in these raids. They diligently took videos of their activities. Then they downloaded those videos on social media. They really made sure the evidence against them was bulletproof. Now they reap the whirlwind. Diffident We might be sympathetic with our diplomats in Kuwait. True, they probably thought they were performing a humanitarian act. But even the best-intentioned acts must be performed within the scaffolding of law and protocol. Diplomats should know this more than the uninitiated. To be sure, the Philippine embassy in Kuwait was aching to redeem itself. For months, our migrant workers in this

This is a serious gesture. Veteran diplomat Apolinario Lozada, in an interview, says he does not recall anyone holding ambassadorial rank expelled from a country on short notice. The last incident he could recall was when the Japanese ambassador to Washington was expelled after the sneak attack on Pearl Harbor in 1941. This is, I suppose, unprecedented. I recall of no Filipino ambassador having been expelled from the country he was assigned to. Only after our ambassador was expelled did we realize Kuwait had already recalled its ambassador to Manila. Someone at the DFA was not paying enough attention to this rapidly unfolding crisis. Without a Philippine ambassador in Kuwait and without a Kuwaiti ambassador in Manila, any effective diplomatic response to this deteriorating situation is seriously impaired. Let us hope the DFA has assembled a more competent crisis management team to deal with this before things spiral out of control. Regional Foreign Secretary Alan Cayetano did not sound too perturbed when he held a press briefing last Thursday. On the contrary, he tried to sound hopeful about Philippine-Kuwaiti relations going

FIRST PERSON forward. We hope he realizes the severity of the problem at hand. The raids constitute more than a slight on the Kuwaitis. It is a slap on the face. The problem extends beyond our bilateral relations. The Arab states are closely knit. Their rulers have close kinship relationship with each other. The relationship between Kuwait and Saudi Arabia are closest. Should our relationship with Kuwait deteriorate because of this stupid incident, our relationships with the other neighboring countries will be imperiled. This will have grave consequences for our economy. Needless to say, with our weak capacity to export anything, we need the repatriated incomes of our heroic army of migrant workers to offset our imports. Failing to do that, our peso will simply fall through the floor. Stymied Our foreign policy is stymied in the Middle East. Our main problem is beggars cannot be choosers.
The rapidly growing economies of the oil-rich region are, no doubt, dependent on hosting a large migrant labor force. In turn, we are dependent on the remittances of our exported workers. But this is a region where labor protection is relatively underdeveloped. Everyday our government receives thousands of complaints about abusive employers, unpaid wages and unsafe working conditions. Our domestic workers are the most vulnerable. They have no fixed hours. The live with their employers and eat only what they are fed. In the more isolated towns, our workers do not have any support system. In the desert, the distances between towns are long. The governments in this region have not been too enthusiastic about improving the working conditions of guest workers or legislating labor protection. Whatever gains we have achieved in reducing the vulnerability of our workers have been due to diplomatic work. We were on the brink of signing a comprehensive memorandum of understanding with Kuwait that would dramatically improve conditions for our workers. There were reports that President Duterte no less was preparing to go to Kuwait to sign this agreement. The agreement would have set a benchmark for the treatment of migrant workers. We could have used that to negotiate with the other Arab host countries, particularly conservative Saudi Arabia. Now, that agreement appears to be in serious jeopardy.Philstar
Mocha asks about ‘fake news’ LAST Sunday, Assistant Secretary Esther Margaux “Mocha” Uson of the Presidential Communications Operations Office (PCOO) called out SunStar Cebu on Facebook over a recent column by our Public and Standards Editor Pachico A. Seares. A question Uson asked caught my attention. She wrote: “Ang galing ninyo mag tag ng ‘peddle fake news’ do you even know what is FAKE NEWS???” (You’re so good at tagging people who ‘peddle fake news.’ Do you even know what fake news is?) The column in question examines Presidential Spokesperson Harry Roque’s comments on Senate Bill 1680, which proposes penalties for public officials and employees who “publish or disseminate false news or information in their personal and official capacities.” That column includes this paragraph: “True to his reputation as defender of human rights and free speech before he took the Malacañang

Seares’ column here: bit.ly/2r8DQ2m) No one in SunStar Cebu has ever claimed to be an expert on “fake news,” but it is something that many of us have read and studied and thought about, because it debases the quality of information Filipinos get. If people’s decisions do not rest on verified information, any journalist who cares about community and country should worry. As should any public official whose functions include “informing, educating, and enlightening the citizenry about matters of national im-
portance.” The problem with “fake news” is that it remains so inadequately defined, despite being overused. The most helpful material I’ve found on the matter, so far, is a framework by Executive Director Claire Wardle of First Draft, a nonprofit organization that fights “mis- and disinformation online.” Just to recap, for those who missed it: when one shares false information inadvertently (accidentally, wala tuyo-a, hindi sinadya), that’s misinformation. But when one creates and deliberately shares information that he or she knows is false, that’s disinformation. Wardle breaks up mis- and disinformation further into seven types. These are: (1) false connection: when the headlines, visuals or captions don’t match the story; (2) false
context: when genuine content is shared with false contextual information; (3) manipulated content: when images are manipulated to deceive; (4) parody or satire; (5) misleading content; (6) impostor content: when genuine news sources are impersonated; and (7) fabricated content: “designed to deceive and do harm.” Passing off a photo of Honduran police in a post about Filipino troops in Marawi is one example of false context; so is passing off a six-year-old photo of Boracay in a post about its current problems. Whether these are acts of mis- or disinformation, only Uson can really know. I am willing to give her the benefit of the doubt. When confronted with those acts of “false context” (or her preferred term, “symbolism”) in the past, the assistant secretary has tried to dodge accountability by
pointing out that she just shared someone else’s material. That won’t do. For someone with such formidable influence and resources, that’s a cop-out, and the public deserves better. Now, Uson may argue that her Facebook page is personal space and hers to do with as she pleases. But when some of its posts are done by the PCOO and some of its videos are posted by Radio TV Malacañang, is it still just personal space? Uson also wrote: “Hindi porke’t against sa inyo aking opinion, fake news na.” (Just because my opinion differs from yours doesn’t make it fake news.) Finally, a point we can agree on. I just wish this public official hadn’t repeatedly painted the opposition as “mga salot” (a pestilence or a plague) and described those whose political opinions differ from hers as “mga kalaban” (our enemies.) ‘I felt unwanted and insignificant’ As one of the new mentors in the newest season of Your Face Sounds Familiar Kids this year, Jed Madela admitted he is excited about the new crop of young talents to be showcased on the show. “I am very blessed and grateful lalong lalo na sa ABS-CBN, lalo na sa big bosses na for a while I felt insignificant and not part of the circle anymore. Pero I’m happy na nabigyan nila ako ng ganitong mga trabaho ngayon. It’s a big thing for us artists to feel that we are part of a family and I really feel that we are part of a family dito because of the love and the care that they are giving me now. And also of course I understand na pana-panahon lang yun. So I guess during those times talaga I was down and I was depressed. One thing naman na-po-prove ko na hindi ka naman nila tatalikuran. So I’m happy now,” he said during the YFSF Kids presscon held last April 25 inside ABS-CBN. Before being part of Your Face Sounds Familiar Kids, Jed admitted he went through a very challenging time in his life. “Siguro it was a moment in my life na naging toxic lahat. Here we go again”: Sweden’s legendary disco group ABBA announced on Friday that they have reunited to record two new songs, 35 years after their last single. “We all four felt that, after some 35 years, it could be fun to join forces again and go into the recording studio. So we did,” the group said in a statement after repeated comments that they would never reunite. They said they had recorded two new songs, one titled “I Still Have Faith In You”, and another unnamed track. The quartet split up in 1982 after dominating the disco scene for more than a decade with hits like “Waterloo”, “Dancing Queen”, “Mamma Mia” and “Super Trouper”. “It was like time had stood still and that we only had been away on a short
holiday. An extremely joyful experience!” members Agnetha Faltskog, Bjorn Ulvaeus, Anni-Frid Lyngstad and Benny Andersson added. The group, who sold more than 400 million albums, have not sung together on stage since 1986.
‘Come of age’ But now, computerized avatars are to perform “I Still Have Faith In You” in a TV special produced by NBC and the BBC to be broadcast in December, the group said. “We have come of age, but the song is new. CHICAGO, United States - A massage therapist is suing Stan Lee of Marvel Comics fame for sexual assault and battery, accusing him of inappropriate touching and misconduct during two sessions last year in Chicago. Maria Carballo filed a fivecount lawsuit Monday, claiming Lee assaulted her by fondling himself and touching her with his genitalia. The lawsuit claims the incidents took place in April 2017, when the 95-year-old co-creator of many superhero characters, including Black Panther and SpiderMan, was in the Midwestern city for the Chicago Comic & Entertainment Expo. Lee’s attorney Jonathan Freund denied the allegations to the Chicago Tribune newspaper. “He is a high-profile public figure and I think it’s a shakedown,” Freund was quoted by the Tribune as saying. “The guy is 95, I don’t think he would do that.” Carballo’s lawsuit claims she was sent on two occasions to Lee’s hotel suite at the McCormick Place Hyatt Regency. During the first massage, Lee allegedly fondled himself, causing Carballo to stop and leave early. Carballo claims that Lee apologized through her employer and she returned for a second massage appoint-
ment the following day, during which she employed a massage technique using the feet instead of hands. She accuses Lee of moving her foot against his genitals, prompting her to leave once again. The alleged incidents predate the global spread of the #MeToo and #Timesup campaigns. Carballo was initially fearful that complaining about Lee’s actions would negatively affect her career, according to the law firm representing her. “After seeing other women fight to be treated with dignity and respect, I decided, me too,” Carballo said in a statement released by the Chicago-based firm Cunningham Lopez LLP. The lawsuit is seeking at least $50,000, as well as punitive damages and attorney’s fees for each of the five counts. Lee has faced a similar claim before. Roderick Paulate, charged with graft and falsification Actor and Quezon City councilor Roderick Paulate has been charged with graft and falsification by the Ombudsman on Wednesday, April 25, for allegedly hiring ghost employees in 2010. He is facing one count of graft, one count of falsification by a public officer, and eight counts of falsification of public documents. Roderick and his driver Vicente Bajamunde allegedly falsified the July payroll to make it appear several employees received their pay. According to a report by ABSCBN News, the Ombudsman said that the two have dues to the Quezon City government amounting to P1,109,000 from August to November of 2010. Three basic tire rotation patterns you should remember
If you’ve owned a car for a while, then you’ll know (or damn well should) that rotating your tires is an important part of car maintenance. Every turn, bump, and movement from your tires causes wear over time. Rotating your tires periodically helps extend their lifespan and keeps you safe by preventing early wear. Not all four of your tires will wear evenly, though. Depending on where they’re placed on your car, some will wear faster than the rest, hence the need to move them around. Here we’ve outlined the three basic patterns you should familiarize yourself with: Forward cross This pattern is suited for front-wheel drive cars. The front tires move directly to the rear, while the rear tires move diagonally to the opposite sides. X-pattern
An alternative pattern you can use for front-wheel drive vehicles. Like the name implies, the front and rear tires move diagonally, so each one will change side and axle. Rearward cross This one is for rear-wheel and four-wheel drive vehicles and is the opposite of the forward cross. This time, the rear tires move directly forward to the same side, and the front tires cross diagonally to the rear. Take note that these aren’t the only possible options for rotating your tires. There are patterns that incorporate the spare, plus ones that take into account different types of tires. For most uses, however, the ones shown here will suffice. -by Jason Tulio

LOOK: Jackie Forster reunites with sons Kobe, Andre
MANILA -- Mother’s Day came early for former actress Jackie Forster when she reunited with her sons Andre and Kobe Paras after not seeing them for almost 12 years. But prior to their meeting on Saturday, Forster narrated to PEP how they mended ties following their estrangement for several years. According to Forster, it was Kobe who first reached out to her back in January when she was in London, while he was in California. “We had an overwhelming 40-minute conversation. Of course, I was overwhelmed with happiness, just the fact that he was calling me,” she recalled. Their conversation led to Kobe inviting Forster to come over to Los Angeles where he was studying at the time. “I asked him if he wants to come to Europe, I can send him a ticket. But he said he can’t leave because of school and basketball. And then he asked me, ‘Can you come here?’ I said, ‘Of course I can,’ and he said, ‘When?’” she recalled. At that time, Forster was certain she wanted to see Kobe the soonest possible but she just couldn’t fly to him right away because of her responsibilities in London. “I spoke to my husband and he made arrangements, but no one could come yet, but he saw the first 24 hours. I wasn’t sleeping. I was just always so anxious, so he got me a ticket. Three days later, January 25th, I was on the plane to Los Angeles,” she said. Meeting Kobe in LA was just overwhelming, Forster said. “First of all, it didn’t feel real... like I thought I was floating. Parang manhid ka na hindi mo alam. I didn’t wanna wake up. I feel like I’m just gonna wake up and this was a dream because for years, that’s all I’ve been doing, dreaming for that day,” she said. They, however, decided to keep everything a secret first at the beginning, even to Forster’s family in LA. “I stayed in LA for a month. So first three weeks, solely, one-on-one kami and my first ten days was near him. After that, I had to move to my mom’s house. My family in LA didn’t know until I decided to stay in my mom’s house.
“The first few days, I didn’t tell my mom. I couldn’t tell her because I promised Kobe I wouldn’t tell anyone, and that was something important to him that it was private first ‘coz he didn’t want other people to know. Ayaw niyang may makialam, ayaw niyang may manggulo,” she explained. When Kobe returned to the Philippines in mid-April, he also asked his mother to go to Manila. “I think he’s excited to play and he’s excited for me to watch him play. Of course, I told my husband, so I got a ticket,” she said. But aside from ironing things out with Kobe, it was also important for Forster to mend ties with Andre. “We’ve been in communication since end of January. Nag-Facetime na kami noong February, during my Easter trip sa LA and we would talk almost every day sa chat. But my first time to see him was last night,” she said. Their meeting, Forster said, was obviously nice but there was a lot of nervous energy because they didn’t see each other for years. “He’s bigger than me, he has a beard and he has a moustache, he has big manly hand. It’s like that’s weird,” she said. “You really feel the distance and the time. I tried my best not to cry. Ang bigat kaya ng pakiramdam na pinipigilan mo but anyway, everything’s positive. I think Andre and Kobe also didn’t want to see me sad so they tried to make everything light lang,” she added. Now that they are no longer estranged, Forster said she just wants to move on in peace. “Being with Andre and Kobe feels like I just gave birth again. It’s like that feeling again, seeing your kids for the first time,” she said. “We don’t wanna talk about the past, especially the kids. Everything needs to be positive from this point on because if you keep on going backward, it will just open more things,” she said. Kobe and Andre’s father, Benjie Paras, and Forster were married in 1994, but separated in 2001. Their marriage was annulled in 2003, with full custody of Andre and Kobe being granted to the former PBA star.ABS-CBN News
Still dancing to the VST beat Brothers Spanky and Roger Rigor, the voices behind the famed VST and Company, mounted the stage anew for their recent concert, Awitin Mo at Isasayaw Ko, held at the Ernst Community Cultural Center of the Northern Virginia Community College in Annandale, Virginia. Filipinos in the US East Coast — Virginia, Maryland, New Jersey, Washington, DC, New York, Massachusetts — and as far as Manila trooped to the venue to listen and witness the brothers regale the crowd with VST and Company’s best-loved hits. It was indeed a roaring trip down memory lane, as Spanky and Roger generously relived the hits of VST and Company. They rendered popular dance ditties and crowd favorites like Rock Baby Rock, Awitin Mo at Isasayaw Ko and Disco Fever to soaring ballads like Ipagpatawad Mo and Ikaw ang Aking Mahal. “Ipagpatawad Mo got everyone swooning,” Roger shared. “When we sang Ikaw ang Aking Mahal, the crowd simply sang with us. It was humbling and truly powerful. We are really thankful for all the years we have been taken in as part of everyone’s journey. We continue to dedicate that song as our sincere response for the love from all.” Roger is a college professor based in Seattle, Washington since 1985, when he moved to the US with Spanky. However, Spanky later moved to San Francisco and has since settled there. “Spanky and I have been performing recently together for the past two years,” Roger proudly beamed. “It seems that there is this generational resurging of sorts for our songs. It started in LA in August 2016, then continued to Abu Dhabi in October that same year. “Last year, we were at the Fiesta America in New Jersey. We performed at Stanford University early this April then in Virginia recently. Because of our schedules, we had to limit our guestings, but we go if our schedules permit. People are clamoring for a real concert of the VST and Company and that’s what we’re
promising them.” New Jersey-based singer, Suzanne Lansangan-Sabangan, helped mount the Awitin Mo at Isasayaw Ko concert. Suzanne’s singing group, Sounds of Manila, performed in the show. One of the producers of the concert was Romel Simon, Suzanne’s relative. “For years, Romel has been asking me to have a show in their area in Northern Virginia,” Suzanne said. “Last year, he saw a picture of me with my singing partner, Hermie Angeles, along with Spanky and Roger on Facebook. Romel messaged me and told me that he and his friend, Francis Faina, were interested in producing a VST and Sounds of Manila backto-back concert in Northern Virginia. “Romel said there aren’t many Filipino concerts in their area. So, he thought it would be a very good idea to produce a show that would feature Manila Sound and Original Pilipino Music (OPM). That was when we started to connect again with Roger and Spanky through musical director Lorrie Ilustre.” In Awitin Mo at Isasayaw Ko, Lorrie got to work with the brothers again after 40 years. Lorrie also arranged and co-produced Sounds of Manila’s debut album, where the group recorded hits of Cecile Azarcon. The group’s bassist and band leader, Ronnie Sabangan, thought the concert would be a wonderful reunion for the Rigor brothers and Lorrie, who was actually VST and Company’s first arranger. Lorrie was thankful he was able to work again with Spanky and Roger not just onstage, but also in recording. “I was tasked to create a new sound and recording a la Bee Gees style of singing,” Lorrie shared. “But we had to be different because we had a competitor, another recording company, that was also coming out with the same style.” After wrapping up the Virginia concert, Lorrie returned to the West Coast where he is based. If provinces would like to receive funding from Ottawa, they need to follow the provisions and requirements as stipulated in the Act. For a long time, I have wanted to see changes to the Act and I am feeling optimistic that the changes I would like to see are getting closer to becoming a reality. Imagine this scenario – you are going through some health challenges, maybe it is cancer or perhaps an ulcer, and after spending time in the hospital where medications are free, you are released. For many people, getting released means coming up with the money to buy the medications you need. For thousands of people, they end up not getting the medications and you can imagine what the ill consequences are. To other people, this may mean returning to the hospital. Earlier this year at an event, I recall talking to a senior who explained to me that she does not have the money to buy her medicine and that, on more
than one occasion, she has had to go to a food bank in order to buy some of her medications. For months now, I have been speaking on this issue and gathering signatures for petitions that address this urgent need. We have seen unions and many stakeholders becoming more vocal on the issue. More importantly, in the past couple of weeks, two significant developments have emerged. First, Canada’s standing committee on health released a report titled “Pharmacare Now: Prescription medicine coverage for all Canadians”. Second, 3,000 plus Liberals in Halifax passed many resolutions but the number one resolution that was passed calls for a National Pharmacare Program. I would like to add that earlier this year, the Prime Min-
ister put together a committee to look into how prescription medicine could be part of the free healthcare program for all Canadians. I am convinced that if there was ever going to be a chance, the time is now. Today the reality is that there are hundreds of prescription drug plans in Canada which are costly and only cover about 80% of the population. For many people, they cannot simply afford the medications they require. A free National Pharmacare plan will ensure that all people will have access to the prescribed medications that they need at no cost to them. Mr. Mohinder Saran (The Maples): No matter our age, we all strive for and enjoy independence. I am often contacted by senior citizens needing help to keep their independence with some support for basic daily living and household chores, such as grocery shopping, light cleaning, cooking and other activities. But they don’t want isolation. Isolation has been association with cognitive decline, decline in health, depression, increased rates of infection and even mortality. So they ask for the physical presence of loved ones in their lives and to help care for them; the people they trust with their daily functions and whom they feel most comfortable with, get emotional support from and can reminisce with. This is often someone living in another country, but the caregivers’ work permit currently depends on the Labour Market Impact Assessment, and there is a requirement of income for family members to
qualify for LMIA. This makes it difficult to bring a caregiver into Canada. There are exemptions to LMIA. So I ask this Manitoba government to lobby for the—lobby the federal government to include family care-providers in the LMIA exemptions list. The LMIA requirement should be eliminated for seniors who invite their trustworthy relatives on work permits as live-in care providers. Because it makes sense to have family as care providers for an aging population, family-stream caregivers will contribute to reduction of health-care spending by the government. In compassion for our senior citizens, to give them better physical and emotional support while maintaining their independent living, as well as to reduce unwanted spending in the health-care system, I urge this government to lobby the federal government to eliminate the LMIA for seniors wanting family-stream care.

Seniors in need of such help often contact my office. Due to privacy, trust and appropriate emotional support, they usually prefer bringing relatives on work permit from their countries of origin. Since the caregivers’ work permit depends on LMIA process, they suffer considerable difficulty to have caregivers who they can trust, feel comfortable with, and share emotional issues, and receive appropriate mental healing support. In compassion with senior citizens’ proper healthcare needs, I propose for your consideration the following: 1. The LMIA requirement should be eliminated for seniors who want to invite their trustworthy relatives on work permit as live-in family caregivers 2. Only seniors’ caregivers’ residency duration as family care 3. Workers to apply for permanent status be longer than usual, or up to death of the senior under care, they are providing caregiving services to (whichever comes first). 4. In case senior or senior couple does not qualify under income requirement, his/ her sons, daughters and grandchildren should be allowed to qualify individually or if needed jointly to pay the salary of the worker. 5. If the senior does not have son, daughter or grandchildren, then other relatives should be allowed to take that responsibility. Family stream caregivers will also contribute to reduction of healthcare spending of the government. Thus, I solemnly urge you to consider the above propositions for the sake of better healthcare, appropriate emotional health support, and reduction of unwanted spending of the Healthcare System. HILE few are able to pronounce its name, De Quervain’s tenosynovitis is one of the most common injuries to the wrist and hand. De Quervain’s tenosynovitis refers to the inflammation of the tendons that control movement of the thumb. These tendons, called abductor pollicislongus (APL) and extensor pollicis brevis (EPB) are encased in a tendon sheath, which acts like a membranous covering. Repeated movement can cause the tendon sheath to become inflamed and thickened. This leads to pain and often swelling located at the base of the thumb. What causes De Quervain’s tenosynovitis? Overuse or repetitive movements of the thumb and wrist are usually the root cause of De Quervain’s tenosynovitis. One of the most common cases of De Quervain’s is in new mothers, due to the repetitive movements associated with lifting, carrying and nursing their baby. So much so, that this injury has also been nicknamed “mommy thumb”. The hormonal changes associated with pregnancy also put women at increased risk. Jobs or hobbies that involve repetitive hand and wrist motions (golf, typing, playing a musical instrument, carpentry etc.) may also lead to De Quervain’s tenosynovitis. What are the symptoms? This injury can present differently depending on the individual, but it often includes the following complaints: • Pain at the base of the thumb and or wrist. • Swelling and inflammation. • Creaking or “sticking” sensation when moving the thumb. • Poor grip strength or difficulty gripping and grasping. What are the treatment options for De Quervain’s tenosynovitis? • Treatment of De Quervain’s often involves resting or immobilizing the affected hand. This could include wearing a brace and stopping or modifying the way you perform the tasks that lead to the injury.

NBA begins to address mental health and athletes LOS ANGELES -- The NBA is joining forces with the players’ union to launch a mental wellness program with the hope that athletes will see it as a way to open up about their struggles with mental health. Toronto Raptors DeMar DeRozan and Cleveland Cavaliers Kevin Love are helping to jump start the program, which begins in part this week with a website and public service ads encouraging mental wellness for its athletes.
“We always preach eating healthy, exercising, being an elite athlete,” DeRozan told the Toronto Globe and Mail newspaper. But with all that pressure “we don’t really look at the mental-health aspect first and foremost, somebody’s everyday life,” DeRozan said. “You never know where we’ve grown up and where we’ve come from before we made it -- that could be dwelling on us.” The ads begin Tuesday the
same day the Raptors and Cavaliers start their second round Eastern Conference playoff series in Toronto. It is rare for NBA athletes to speak about their struggles with mental health, but DeRozan and Love are trying to change that. DeRozan’s own battle with depression and loneliness came to light during the recent NBA all-star game when he wrote a seven-word tweet, “This depression get the best of me.” The 28-year-old all-star
guard DeRozan grew up in Los Angeles suburb of Compton, the same crime-plagued area that the tennis Williams’ sisters come from. His openness led to Love speaking and writing about his struggle with dark thoughts. When the Raptors played in New York in March, NBA commissioner Adam Silver met with DeRozan to discuss the matter. Besides the TV ads, the league is coming out this week with a website that will include links to
mental health resources for not only young and older athletes but the public. DeRozan and Love, who comes from the Los Angeles area, could also contribute by speaking at the league’s rookie transition program events. “The best thing I did was come out and say, ‘Hey look, I need some help,’” Love says in one of his ad spots. MANILA, PHILIPPINES, April 19, 2018 - ABS-CBN Corporation’s Board of Directors elected Eugenio “Gabby” Lopez III as chairman emeritus at the company’s organizational meeting which was held today (April 19). In the same meeting, Martin “Mark” Lopez was elected chairman of the Board. Mark succeeds Gabby as chairman of the ABS-CBN Board of Directors as part of the company’s succession planning process. Gabby, who turned 65 last August and is the second chairman emeritus in the company’s history, will remain as a director of the Board. EXCLUSIVE: Thou Reyes defends “Bagani” from critics The talented actor shares a message for those who can only find fault in the epic fantaserye. Currently playing the role of pirate Tong-tong in the hit primetime series Bagani, Thou Reyes said he feels blessed to be part of the popular fantasy series. The character actor shared his reaction to those who have been questioning the show’s depiction of some of its characters. “They should realize how hard it is to put up a show like that. The people behind it, all the production crew, the directors, the assistant directors, the utilities, everything. They should really realize na hindi ganun kadali gawin yung isang
ganung kagandang show. And pag may mga konting pagkakamali man, our industry is not yet perfect but we are really pushing it. “Kung kami as actors pagod, ano pa kaya yung mga tao behind the camera? Kasi kami pagka-pack-up uuwi na kami eh. But these people have post-prod meetings pa and they fix everything, editing, effects. ‘Yun yung dapat ma-realize ng tao. Madali tayo maghusga, mag-critique. Pero pag nagka-idea ka kung paano gumalaw ang isang production, dun mo ma-ri-realize na hindi pala ganun kadali,” he explained. Thou said that even though his role has no basis in Philippine history or folklore, the effort and
detail that went into their group is impressive on its own. “The pirates naman, pinag-isipang mabuti yan. We had three look tests for the costumes. Kasi from the auditions to the look test then another look test hanggang sa pagdating sa set hindi pa rin siya perfect so they changed it pa rin. And up until now it’s really a work in progress,” he revealed. Although Thou admitted that having critics can be good for the production, not everything is constructive criticism online. “And what they’re saying right now, having critics is good pero meron namang good criticism eh, yung nakakatulong sa show. Hindi ko sinasabi na
huwag nang mag-bad comment, ang sinasabi ko lang, just appreciate that we’re pushing it, the audience is thinking right now which is good and binibigyan pa ng mas magandang reason for the production na i-push pa natin,” he said. The actor shared that every episode of the show speaks for itself in terms of trying to entertain and give a good quality product. “Kita mo naman sa production. Punong puno sa mata ng audience yung storya ng Bagani. Punong puno per episode yung show and that’s how they do it in Hollywood. hindi sila usually nag-si-stick sa isang storya lang. So imagine mo, para gumawa ka ng ganung karaming storya at mapuno mo yung mata ng audience, that’s hard work. “More than the actors, it’s really the production crew, the creatives, the directors, na dapat bigyan natin ng appreciation because they’re really giving everything and still pushing it para mabigyan tayo ng magandang show. That’s not just in Bagani. We’re also doing it in The Blood Sisters and all the shows in ABS-CBN.
