DOH mulls own autopsy of Dengvaxia victims MANILA, Philippines — The Department of Health (DOH) is planning to conduct its own autopsy of children who died after receiving Dengvaxia shots, Secretary Francisco Duque III said yesterday. Duque said that if the Public Attorney’s Office (PAO) would share the results of its autopsy, the DOH might not proceed with the plan. He said that DOH Undersecretary Eric Domin-

go requested PAO last week to “share information,” but they have yet to receive its response. “I’m sure there’s going to be some complementation (on the) findings. Remember, PAO’s investigation is essentially the autopsy, its forensic examination, whereas the UP-PGH panel is doing review and audit of clinical charts,” Duque said. The health chief was referring to experts of the University of the Philippines-Philippine General Hospital (UP-PGH), which was tapped by the DOH to look into the medical records of children who died after getting the antidengue shots. The panel was tasked to determine if the deaths were due to the vaccine and how these were connected. Duque said they asked the UP-PGH panel to also conduct autopsy when needed, and that they are still looking forward to working together with PAO. Philstar

PNP bought 48 dogs worth P511,600 each instead of body cameras MANILA, Philippines — Senate President Pro Tempore Ralph Recto on Tuesday said that the Philippine National Police could have acquired body cameras it could use in its antidrug operations if it prioritized these over half-a-million-peso bomb-sniffing dogs. According to Recto, the police omitted the body cameras in their request despite the public clamor for cops to wear them during sting operations and chose instead to procure 48 bomb-sniffing dogs which cost P511,672 each. Recto said that Congress authorized P334 million in the 2018 national budget for the police to acquire new body cameras which could be worn during their operations. He urged Camp Crame to expedite the procurement of the cameras and check other items that the police would need for its operations, as budgets for these were already programmed in the 2018 General Appropriations Act. “There’s also P100 million for CCTVs. Also up for procurement are 160 cars, 308 motorcycles, 20 special purpose vehicles, 19 boats, 10,000 sidearms, 5,000 long firearms, among other capital outlay items,” Recto added. The PNP on Monday relaunched its “knock and plead”

odd news Urgent bathroom need leads man to $1 million lottery jackpot Jan. 30 (UPI) -- A California man said his urgent need for a bathroom break led him to the store where he bought a $1 million winning lottery ticket. Vincent Anchondo told California Lottery officials the call of nature led him to stop at the Rotten Robbie store in San Jose where, having satisfied his body’s needs, he bought a $10 California Black Premium Scratchers ticket. The scratch-off earned him a free ticket, so he used it for a $10 Holiday Magic Scratchers, which won him a $1 million jackpot. “I sat there for a long time staring at it because I wasn’t sure if what I was seeing was real,” he said. “I kind of froze.” Anchondo said he realized the ticket was real, so he did what the lottery recommends: “The first thing I did was grab a pen and sign the back.” Anchondo said he is hoping to use some of his winnings to buy a house. The Rotten Robbie store received a $5,000 bonus for selling the winning ticket.

anti-illegal drugs campaign which was severely hounded in the past by allegations of human rights abuses by cops. In relaunching the campaign, locally known as “Oplan Tokhan,” the PNP adjusted its guidelines and provided fresh directives to cops as they conducted President Rodrigo Duterte’s flagship anti-drugs campaign. Rep. Gary Alejano (Magdalo) said that the adjustments in the campaign showed that it used a “flawed” strategy when it began. “We welcome the adjustments made, and hope that these will be strictly implemented; however, we do not

fail to recognize the damage the previous version of Tokhang has done,” Alejano said, adding that modifications should have been done long ago. He said that people should remain critical of the program which he said was still Tokhang “after all.” Recto said that the PNP had P132.3 billion budget for 2018, and more than 86 percent of this would go to the pay and allowances of its 181,355 personnel. Recto said that P1.9 billion of the close to P5.6 billion allotted for police modernization was released in August last year by the Department of Budget and Management based on the purchase list by the PNP.Philstar

Roque: Duterte administration not behind spread of ‘fake news’

MANILA - Presidential Spokesperson Harry Roque on Wednesday stressed that the administration does not sponsor the spread of “fake news” to advance its agenda. “For sure and to be clear, fake news as is known today should find no place as a matter of governmental policy. Enlightened citizens should be able to pick out chaff from grain and appreciate what good journalism is about,” Roque said in a statement. He said this as he sought to clarify his statement in his Jan. 8 briefing where he said: “Kung walang fake news, hindi natin malalaman kung ano iyong true news (If there is no fake news, we will not know what true news is).” “What I said earlier that

without fake news we would not know what is true news should not be taken as governmental encouragement of fake news. Far from it,” he said. The administration has been criticized for allegedly using socalled online “trolls” to spread “fake news” aimed at opposition figures and to intimidate critical voices. The issue was the subject of a Senate hearing on Tuesday, where press freedom advocates attributed the proliferation of “fake news” to President Rodrigo Duterte and administration officials. Rappler CEO Maria Ressa called out the Duterte government’s move of “weaponizing” the internet to silence critics and spread “fake news” as “patriotic trolling.”

Rappler boss condemns ‘patriotic trolling’ on social media Veteran journalist Ellen Tordesillas, meanwhile, said “fake news” in the country is primarily spread by Duterte himself. Veteran journalist says Duterte is top purveyor of ‘fake news’; Andanar reacts “Fake lies are concocted to deceive the public. They confuse the public, disempower them from making informed decisions,” she said. “And the worrisome part of this is that most of the sources of disinformation is being perpetuated by government officials on taxpayers’ money. And the number one source of fake news is President Duterte himself,” Tordesillas added.-Dharel Placido, ABS-CBN News

For Sale sign warns buyers: ‘Neighbor is an [expletive] hole’ Jan. 30 (UPI) -- A British Columbia man’s “Home for Sale” sign includes a bluntly honest explanation for why his family is moving: “Because Neighbor is an [expletive] hole.” Kane Blake said he and his family love most of the aspects of the Kelowna neighborhood they have called home for the past five years, but they decided to move due to a campaign of harassment from a neighbor. Blake said the man has been sending police and bylaw officers to his home for frivolous and unpredictable reasons on a regular basis for years. Blake said he recently caught the neighbor taking pictures of his home. “My kids won’t even walk to school, they’re terrified,” he told the Kelowna Capital News. “We’re sort of being forced to sell our home, unfortunately, due to the stress and everything that is being brought from a resident in the area,” Blake told Global News. He said he has tried talking to officials, but they offered no help. “I was already dealing with bylaw this morning, on two separate things,” he said. “They don’t go away and neither does the RCMP, they may as well put the detachments in our neighborhood.” Blake said the sign has led to some interest in buying the house. “It’s a gorgeous neighborhood,” he said. “It’s just a few issues that need to be dealt with. I’m sure at some point in time -- I don’t know when -- but I’m sure they’ll be dealt with.” “Personally, I’m done being bullied in this neighborhood so I’m going to sell and maybe the next person will have better luck than me,” Blake said.

Facebook admits social media threat to democracy

WASHINGTON, United States - Facebook acknowledged Monday that the explosion of social media poses a potential threat to democracy, pledging to tackle the problem head-on and turn its powerful platform into a force for “good.” The comments from the world’s biggest social network were its latest response to intense criticism for failing to stop the spread of misinformation among its two billion users -- most strikingly leading up to the 2016 US election. In a blog post, Facebook civic engagement chief Samidh Chakrabarti said he was “not blind to the damage that the internet can do to even a wellfunctioning democracy.” “In 2016, we at Facebook were far too slow to recognize how bad actors were abusing our platform,” he said. “We’re working diligently to neutralize these risks now.” The post -- one in a series dubbed “hard questions” -- was part of a high-profile push by Facebook to reboot its image, including with the announcement last week that it would let users “rank” the trustworthiness of news sources to help stem the flow of false news. “We’re as determined as ever to fight the negative influences and ensure that our platform is unquestionably a source for democratic good,” said Katie Harbath, Facebook’s head of global politics and government outreach, in an accompanying statement.

Facebook, along with Google and Twitter, faces global scrutiny for facilitating the spread of bogus news -- some of it directed by Russia -- ahead of the US election, the Brexit vote and other electoral battles. The social network has concluded that Russian actors created 80,000 posts that reached around 126 million people in the United States over a twoyear period. “It’s abhorrent to us that a nation-state used our platform to wage a cyberwar intended to divide society,” Chakrabarti said. “This was a new kind of threat that we couldn’t easily predict, but we should have done better. Now we’re making up for lost time,” he said. Chakrabarti pointed at Facebook’s pledge last year to identify the backers of political advertisements -- while also stressing the need to tread carefully, citing the example of rights activists who could be endangered if they are publicly identified on social media. He also elaborated on the decision to let Facebook’s users rank the “trustworthiness” of news sources, saying: “We don’t want to be the arbiters of truth, nor do we imagine this is a role the world would want for us.” While acknowledging concerns over the rise of “echo chambers,” he argued that “the best deterrent will ultimately be a discerning public.”-Agence

Oops: Guests invited to Trump’s State of the ‘Uniom’ speech #HASHTAG WASHINGTON — Donald Trump’s misspellings have become legendary—”covfefe,” anyone?—but a glaring typo on tickets for the president’s State of the Union speech Tuesday has some lawmakers crying for spell check. Tickets to the prime-time speech before a joint session of Congress were printed inviting lawmakers and guests to the State of the “Uniom,” lawmakers and officials said Monday. “Just received my ticket for the State of the Union. Looks like @BetsyDeVosED was in charge of spell checking... #SOTUniom,” tweeted House Democrat Raul Grijalva, referring to Education Secretary Betsy DeVos, who has advocated policies that critics say undermine the public education system. Grijalva’s tweet also included a photograph of the offending ticket. The White House is not responsible for the error. The printing is overseen by the Sergeant at Arms of the US House of Representatives, whose office on Monday acknowledged the snafu. “There was a misprint on the ticket,” a Sergeant at Arms spokesman told AFP. “It was corrected immediately, and our office is redistributing the tickets.” But not before a few law-

makers got some ribbing in. “Looking forward to tomorrow’s State of the Uniom,” tweeted Republican Senator Marco Rubio. The internet also got its digs in: On the spelling front, Trump has been a presidential trailblazer. He has routinely posted tweets containing errors, including one on the day after his January 20, 2017 inauguration, in which he wrote he was “honered” to serve as the nation’s 45th president.-AFP

Bruno Mars sweeps the Grammys, winning song, album of the year

NEW YORK — Bruno Mars went six for six at the Grammys, winning all of the awards he was nominated for with his energetic and upbeat ‘90s-inspired R&B album. Mars won album of the year for “24K Magic,” record of the year for the title track, and song of the year for the No. 1 hit, “That’s What I Like,” on Sunday at Madison Square Garden in New York City. “Oh my God. Thank you guys so much. Wow,” said Mars. “I’d like to dedicate this award to (songwriters like Babyface, Teddy Riley Jimmy Jam and Terry Lewis).” Mars acknowledged fellow nominees in the album of the year category, including Jay-Z, Lorde and Childish Gambino. Mars says, “You guys are the reason I’m in the studio pulling my hair out.” Jay-Z, the leading nominee with eight, walked away empty handed. He lost in the rap categories to Kendrick Lamar, who won five awards, including best rap album for “DAMN.” and best rap song for “HUMBLE.” He has a career total of 12

Grammys. Mars urged the Grammy Awards to not play him off the stage as the show had during one of his earlier wins, but the music did come up toward the end of his speech. “My father, if you’re watching this, I love you,” said Mars. “This is for the fans.” Mars beamed as he accepted the awards and thanked a group of men he said helped him create the song. He also won for best R&B song and best R&B performance for “That’s What I Like,” and best R&B album for “24K Magic.” Earlier, he gave an energetic and colorful performance of “Finesse” with breakthrough rapper Cardi B. Mars has now won 11 career Grammys. Mars will perform in Manila on May 3 and 4 as part of his “24K Magic” world tour. Mars’ mother, Bernadette San Pedro Bayot, was of Filipino and Spanish ancestry. She emigrated from the Philippines as a child and grew up in Hawaii. — Reports from Associated Press

Keeping the promise to improve the Live-in Caregiver Program

HE Manitoba nominee program is the sole reason for Manitoba’s growth in immigration numbers for the past 15 years and the stats will clearly show that. There is no community that has grown more as a direct result of the program’s implementation than our Filipino community. And the province of Manitoba has benefited greatly in so many ways because of that growth. My article is not about the national nominee program and its impact here in Manitoba.

I have been and will continue to be an advocate for the caregiver program. In addition to improving the program, I also care about the individual caregiver who might be exploited and unfairly treated.

MP Kevin Lamoureux with Minister of Labour Patty Hajdu who initiated the changes in the Caregiver Program.

Straight up (www.mpkevin.ca) Rather I would like to talk about a much longer existing and well established national program that has been almost totally dependent on the Philippines – the Live-in Caregiver Program. This Program was created under our current Prime Minister’s father, the late Pierre Elliot Trudeau. For the past two decades and more, it is the Philippines that has been the number one source country for caregivers. For so long, we have seen thousands of Filipino caregivers come to Canada every year and ultimately land here. The lamoureux, 22

ere’s another reason to take precautions against the AIDScausing human immunodeficiency virus: health experts warn that a drug-resistant HIV strain is on the rise.

Mutation to resist drugs is a common characteristic of viruses and bacteria, so the emergence of the new HIV strain is not unexpected. This makes safe sex and other precautionary measures all the more important to prevent the spread of HIV. Since January 1984 when the Department of Health began keeping a registry of the affliction, 49,733 HIV cases have been recorded in the Philippines, with 4,942 cases developing into fullblown Acquired Immune Deficiency Syndrome and 2,397 deaths. In recent years, the fastest rate of infection has been recorded among men having sex with men, with most of the patients not yet in their 30s. Health experts have always stressed that HIV can be prevented through the use of condoms and other safe sex practices as well as regular screening for the sexually active. Despite the development of potent drug cocktails against the virus, there is still no guaranteed cure for AIDS. But early diagnosis and treatment can prolong lives. Other countries such as Thailand have shown that it is possible to reverse a rising tide of HIV cases. Many AIDS victims died at the prime of their lives. With heightened efforts, this tragedy can be eased. Health experts have warned that the Philippines’ HIV/AIDS problem has reached epidemic proportions. The country must move quickly to prevent more deaths.Philstar

Tokhang, Take 3

And when they do, there truly are instances when they are so hardened, or feeling so desperately trapped, that they resist violently, using whatever weapon is available. And it’s likely that the weapon would be used to kill, which is the best way to avoid being further pursued and captured. In such instances, of course the arresting officer would defend himself, by neutralizing the threat. It’s also not farfetched that the police would be outgunned. Organized crime rings can be well-funded, and they invest in firepower, getaway vehicles and communication devices. The most well-funded are the drug traffickers and gambling lords, whose illegal activities can be sustained for long periods. Not as sustainable, but also profitable, are kidnapping for ransom and carjacking. As we have seen in many cases in the past, the goons who engage in these activities are typically heavily armed – and they have no compunctions about using the weapons to kill those who get in their

It’s also not farfetched that the police would be outgunned. Organized crime rings can be well-funded, and they invest in firepower, getaway vehicles and communication devices. way: victims, arresting cops, prosecutors, witnesses, even judges who send gang members to prison. Obviously, engaging in activities to raise colossal amounts of dirty money is not for the fainthearted. And neither is fighting them. Cops who run after such criminals must be ready to kill or be killed, and even risk the safety of their loved ones. The greater the gains from illicit activities, the tougher the resistance to arrest. And the illegal drug trade has to be the most lucrative traditional criminal activity (hacking into bank accounts, a 21st century crime, can be more profitable, and easier for experts). Plunder can’t be far behind, but this is another story. So the chief of the Philippine National Police was just being honest and realistic when he said a bloodless war on drugs is impossible. Director General Ronald dela Rosa made the comment as the PNP relaunched Oplan Tokhang at the start of the week. *** As real as the cases of nanlaban, however, are the “salvag-

ings” or summary executions along with the planting of evidence by police, especially in drug cases. Philippine cops have been engaging in salvaging since the Commonwealth period. One reason last year’s killing of teenagers by police so spooked people and pulled down President Duterte’s ratings was the thought that anyone could be targeted for brutal execution, including children. It doesn’t matter if the kids are experimenting with drugs or not; parents believe in their children’s capacity for reform and want the kids to be safe, especially from homicidal cops. Tokhang Take 3 is supposed to do away with such abuses. At the relaunch last Monday, all the “tokhangers” were in proper police uniform. As promised, the kinder, gentler tokhang was carried out only during daytime, and will be suspended during weekends. With so many journalists accompanying the tokhangers and all the kibitzers raising their smartphones to record everything, it was a wonder the cops managed to get anything done as they conducted house-

SKETCHES to-house visits. The real action is going to be when tokhang’s relaunch recedes from the headlines, and when the tokhangers begin focusing their attention on the folks on President Duterte’s updated narco list. Public support for Duterte’s ruthless war on drugs, unusually high for about a year since he assumed office, began crumbling after video footage, witnesses and recovered bodies provided incontrovertible evidence of brazen abuse of police power, mostly targeting the impoverished. Duterte has been trying to explain the focus on pennyante hampaslupa drug suspects, arguing that they are the users of shabu, poor man’s cocaine, which fries the brain. But other drugs have the same effect, and worse. Perhaps

with Tokhang 3, the cops can focus their energies on those who distribute and use cocaine, Ecstasy and other party drugs. They can go after dealers of the opioid analgesic fentanyl and its cousin carfentanyl, said to be 100 times more potent than fentanyl, 5,000 times stronger than heroin and 10,000 times stronger than morphine. Carfentanyl is being likened to nerve gas and eyed as a potential chemical weapon. The biggest distributor of fentanyl and its analogues is China, which legally manufactured and sold the drugs mostly online until they were classified as controlled substances last year. If the tokhangers run into the traffickers of these drugs and a genuine firefight erupts, Pinoys will probably again look the other way if the take-noprisoners approach is applied. *** With the relaunch of tokhang, Malacañang expressed hope that the PNP had learned some lessons. The PNP may remember that neutralizing moneyed drug personalities such as the Parojinog clan members elicits little public outrage, but murdering teenagers from the slums in cold blood, regardless of whether they are working as drug mules to make ends meet or taking 

All investors, not just Indians, warned

T

OO BAD the advisory of President Rodrigo Duterte for Indian investors to avoid Mindanao registered as a general alarm for all foreign businessmen to keep away from that troubled island, including Davao City. That happens when the President, addressing a crowd abroad, sallies forth without a prepared speech and rambles on with his Freudian slip showing. His warning to keep away could be taken to cover the entire Philippines. Such negative remarks from no less than the country’s leader could dampen the interest of foreign investors shopping around for more secure locations in the region. That may not be the alarmist intention of the President when he addressed Indian businessmen Friday on the last day of his visit to New Delhi, but that could be the likely effect on all investors. He told the businessmen: “Avoid Mindanao. There’s still martial law there… But it’s a martial law that’s not really a martial law… It is a martial law for the enemies of the state.” He then added scary details: “But in the implementation against the enemies of the state, ISIS, for example and the rebellious Abu Sayyaf, who are fond of decapitating foreigners, kidnap in front of you know, there’s something there in the south that is quite virulent.”

Federico D. Pascual Jr.

POSTSCRIPT Although he may have alarmed some foreigners – mentioning the recurring issues of his bloody drug war, his derision for human rights advocates, and what to him is American imperialism – he assured his Indian audience that they were welcome: “If you are just an ordinary guy there (in Mindanao) with a business, you can hardly even notice… there are no soldiers around, only policemen.” As regards his home city of Davao, touted as among the world’s safest places, the President assured businessmen that it is “relatively safe.” He presumably meant “safe” compared to the rest of Mindanao. Duterte also mentioned the supposed “42 virgins” waiting as rewards in the afterlife for Islamic martyrs: “The come-on is that if you die a martyr, you go to heaven with 42 virgins waiting for you. Well, if I could just make it a come-on also for those who would like to go to my country.” After his unfortunate ad-lib drew criticisms, his spokesman Harry Roque clarified that he was just joking. He failed to say, btw, if Duterte’s “42 virgins” were in lieu of the “80,000 ser-

Avoid Mindanao. There’s still martial law there… But it’s a martial law that’s not really a martial law… It is a martial law for the enemies of the state. vants and 72 wives” that other accounts mention as heavenly rewards. Whatever, it was in bad taste for the President to seemingly offer Filipina virgins as a comeon to tourists and investors. The remark only betrayed his obsession, at age 72, with sex and a seeming low regard for women. One tweeter, @BoomBuencamino, noted on Twitter: “While Trump was in Davos selling American business to the world, Duterte was in India offering sex tours featuring Filipina virgins.” Attending the World Economic Forum of rich and powerful nations at the Swiss resort city, Trump announced last week that the US is now open for business. Striking a conciliatory tone, the isolationist president said that his “America First” slogan does not mean “America Alone.” • Dennis Uy not eyeing Philippine Rise ANENT our Postscript of Jan. 21 about businessmen from Duterte Country now active in corporate acquisitions and business expansions, the STAR received a letter from a spokesman of Dennis Uy, one of the

Davao capitalists mentioned in our column. Lawyer Adel Tamano, vice president for corporate affairs of Udenna Corp., the holding company of Uy, said in a letter to our Editor: “Referring to our founder and chairman, Mr. Dennis Uy, the column read in part: ‘Reports are rife that Uy is now poised to enter the Benham Rise, a 13-million-hectare fishing sanctuary said to hold manganese and other heavy metals on top of its rich fishery resources, and possibly oil and gas deposits.’ “We would like to clarify that we do not have plans of exploring Benham Rise. “Udenna is a fast-growing conglomerate with diverse interests in industries with high impact and that are vital to the growth of the economy. At this point, we remain focused on opportunities that will expand our existing businesses and bring in more synergies, including sound partnerships and strategic acquisitions. “We assure partners, investors and other stakeholders that any investment we will make will be studied carefully and thoroughly to make sure each

will add value to our existing businesses.” • Hazards of tweeting too fast STILL on feedback, we posted Jan. 27 on Twitter an apology to Vice Ganda, host of Showtime on ABS-CBN one of whose segments is “Miss Q&A” where gays and transgenders compete by answering questions posed to them. A tweeter noted that another Alert Level may be needed for the “relocation” of Mt. Mayon from Albay to Naga, apparently referring to PCOO Asec Mocha Uson’s incorrectly saying the volcano is in Naga in Camarines Sur. (She has since apologized for the error.) I jumped in with: “... and what Alert Level should it be when Vice Ganda says (as he did today in his Showtime Q&A contest) that Mt. Mayon is in Camarines Sur?” To check, I replayed the ‘Miss Q&A’ segment to listen to Vice’s complete question, and confirmed that I was wrong in anticipating he was asking where Mt. Mayon is. My mind was probably still on Mocha’s slip that Mayon is in Naga, in Camarines Sur. Discovering my mistake, I hurriedly tweeted: “Sorry, Vice, you were asking pala where Naga is (not where Mt. Mayon is, as I mistakenly anticipated!). And the correct answer is Camarines Sur, as you said. My apologies to you and those misled by my tweet.” Philstar

Star Cinema opens 2018 with drama-comedy film

“Ang Dalawang Mrs. Reyes”

QUEZON CITY, PHILIPPINES, January 24, 2018 --- Star Cinema opens 2018 with a bang as it puts together two of the most celebrated actresses in the Philippine entertainment industry today - Judy Ann Santos and Angelica Panganiban - in the heartwarming and laugh-out-loud dramedy “Ang Dalawang Mrs. Reyes”, which will be screened in key countries worldwide via TFC@theMovies starting January 26. “Ang Dalawang Mrs. Reyes” marks the comeback of Santos and Panganiban on the big screen. This is Santos’s grand comeback to mainstream cinema after her last full-length movie Kusina, an official entry to the 12th Cinemalaya Independent Film Festival in 2016. “I was praying for a good project that will challenge me and surprise the viewers. I believe this project fulfilled that for me”, Santos says. On the other hand, Panganiban also returns to the big screen fresh from her recent Best Actress victory in FAMAS 2017 for her superb performance in “The Unmarried Wife”, which was also shown outside the Philippines via TFC@ theMovies in November 2016. Because of their achievements and projects, the two actresses are rightfully considered as showbiz royalties whose individual feats catapulted them to the highest echelons of the industry as queens who are both very competent in the genres of drama and comedy. “Ang Dalawang Mrs. Reyes” is a film directed by Jun Robles Lana with an original story he developed and a screenplay he co-wrote with Elmer Gatchalian. Describing the film, Lana says, “The movie tackles a lot of dimensions for women including their struggles”. The film is about the journey of two women – Lianne (Santos) and Cindy (Panganiban) – who pursue their erring husbands who both have the same surnames. Their seemingly happy marriages are put to the test when both wives discover that their husbands have an affair, leaving Lianne and Cindy in a series of misadventures in the hopes of foiling their husbands’ relationship. More than being a movie about infidelity, “Ang Dalawang Mrs. Reyes” is ultimately a story about two women who will discover the great lengths that they

Lianne and Cindy will take moviegoers of all ages to an emotional roller coaster ride as both women turn to humor and laughter amidst life’s most painful experiences. Providing a peek into the minds of their characters, Panganiban shares what urged their characters to go after and get back to their husbands: “When we get hurt, a lot of things enter our mind, and we cannot deny that one of these is getting back to the people who hurt us”,

TIP SHEET

A must or a myth? You’ve just signed over your hard-earned cash to purchase the car of your dreams. Right before turning over the keys to you, however, the salesperson offers you a service called rust-proofing. He explains that it’s a treatment wherein the underside of your car is coated in a material that prevents it from rusting, and it will only cost a few thousand pesos to do. “It’s better to be safe than sorry,” he would say. But should you do it? Should you shell out a little bit more money to err on the side of caution? The short answer is no. The reason may surprise you. Rust is scary. It’s like a tumor that spreads from one part of a car to infect another. It’s the end result of corrosion, where iron mixes with air and water. Rust eats away the metal of your car. Merely mentioning the word ‘rust’ can drop your car’s value in the eyes of potential buyers when it’s time to sell. Rust shortens the usable life of your ride. Because it is such a scary word, dealers tend to shove rust-proofing in buyer’s faces--as if your new car’s life depends on it. Here’s the truth: Since the mid 2000s, carmakers have been using more exotic materials like galvanized steel (which is coated in zinc), aluminum, or fiberglass--all of which are extremely resistant to rust. Some cars even use carbon fiber, which is not metal and is thus immune to rusting. That’s not to say that modern cars are completely vaccinated against rust. It just

means that they are already rust-proofed from the factory. The way rust-proofing works is that the steel is coated with a material that prevents oxidation. In countries like the United States, rust-proofing is an annual service since the existence of winter means that salt and other corrosive materials are used to treat the roads. In the Philippines? It’s not really an issue. It should be noted, however, that if you get into an accident or if you damage parts of your car in any way (especially the under chassis), the zinc coating or protection your car has

been gifted with would be compromised, and that may be where rust starts in earnest. So does your new car need rust-proofing? Yes, of course. But take note that this is already done by the manufacturer as soon as the car leaves the assembly line. If the dealer offers it on a new car, it’s unnecessary at best, and at worst, it may just be a way of coercing you out of some more of your hard-earned cash. Factory rust-proofing is all your car actually needs. (By Carlo Chungunco)

Development Council of the Philippines, and National Press Club of the Philippines. Galias shared: “Media has become a very strong force in society right now. So, we’re happy that through the MAM awards we are able to locate and find out about the advocacies of media outside the Philippines – to really share the good news of what’s happening outside and not only bad news about OFs. Let’s change the narrative of migration.” The CFO selected 10 winners from among entries submitted from around the world, each telling stories that advocate for the rights of the overseas Filipino, across various media platforms. Galias said she appreciates how the entries from around the world depict stories of empowerment. “I like how the various entries show how our overseas Filipinos are able to contribute

and help their fellowmen wherever they are. And then there are people like Atty. Gurfinkel, who may not be Filipino by blood, but are willing to help Filipinos through their own advocacies.” Atty. Gurfinkel happily expressed, “this is such a wonderful job I have because what I do brings families together and helps the people achieve their American dream.” On his trip to the Philippines to receive the award, Atty. Gurfinkel also passed by DZMM, ABS-CBN Corporation’s 24-hour Filipino language news/talk radio station broadcasting out of Quezon City. Atty. Gurfinkel joined hosts Mare Yao and Atty. Robin Padilla on his sex life:

‘Mga two times a day lang okay na yun’

As the celebrity ambassador of a local dietary supplement for men, Robin Padilla admitted that he takes his masculinity very seriously. “Ginawa tayo may kanya kanyang gamit ang mga instrumento natin sa katawan. Itong puso kailangan talagang ginagamit sa pag-ibig ito, sa emosyon, sa pagpapahiwatig sa babae, lahat dito nanggagaling dapat yun. Pero pag nasa loob na kayo ng kuwarto, may isang instrumento dun, yun ay gumana ng tama. Sapagkat lahat ng pag-ibig na yun, ang conclusion nandun sa instrumento na yun. Sabi nila para maging fair ka sa buhay na ito, kailangan yung mahal mo unang una mong napapaligaya,” he shared during the Bravo supplement presscon held last January 30 in Quezon city. During the Bravo event, Robin gamely shared advice for married couples and their intimate moments. “Ako’y naniniwala na ang lalake na-create una para paligayahin ang babae. Yun ang ating mission sa buhay, isatisfy ang mga babae. Yun ay scientific po yan. Yan ay hindi galing sa malisyoso kong isip. Hindi po yan galing dahil ako’y humahanga sa mga kababai-

han. Kailangan laging nakataas ang bandera (laughs),” he said. When it comes to his own sex life, the Sana Dalawa ang Puso star candidly admitted his routine in the bedroom with wife Mariel Rodriguez. “Kung pupuwede talaga mga two times a day lang okay na yun. Nag-ba-budget pa ako nun. Kailangan may pacing eh. 48 na ako eh. Nung araw kasi puwede talagang all night long puwede yun. Pero kapag ganitong 48 ka na, medyo kailangan kumain ka din, kailangan matulog ka din. Pag gising okay,” he said. With their first baby Isabella more than a year old already, Robin said he and his wife have not decided to plan for baby number two just yet. “Naku huwag muna yun. Kasi nung nagbuntis siya hanggang sa dun sa nanganak, na-diet-a ako dun eh. Ngayon lang ako ulit rumi-recover ikaw naman. Hayaan muna natin magamit yung one year (laughs). Siguro puwede na pagkatapos pero sa ngayon masayang masaya kami kay Isabella. Pero siguro ipapasyal ko muna si Mariel ng mga anim na buwan. Tapos kung gusto niya mag-anak ulit. Si Mariel kasi nararamdaman ko parang gusto niya pa,” he said.-BY RHEA MANILA SANTOS

Ancajas wary of Gonzalez’s defense MANILA, Philippines – IBF super flyweight champion Jerwin Ancajas will definitely exercise extra caution when he defends his title against Israel Gonzalez at the Bank of America Center in Corpus Christi, Texas this Saturday (Sunday Manila time). The 26-year-old Filipino rising star believes the challenger will be quite a puzzle to solve because of his good defense. “Israel Gonzalez holds his gloves high and is very good defensively,” Ancajas said recently from the United States. The Cavite City-based boxer is eyeing to pull off a remarkable US debut, his first bout as a Top Rank fighter. He knows that an in impressive win against Mexico’s Gonzalez (21-1, with 8 KOs) will lead to bigger fights in the future. But Ancajas (28-1, with 19 KOs) believes it won’t be an easy task. “I will have to figure him (Gonzalez) out in Corpus Christi next Saturday night on ESPN,” he added. For his part, Top Rank Inc. boss Bob Arum couldn’t wait for his latest acquisition to showcase his wares in a major boxing market like the US. “Jerwin is an action fighter who has knockout power. I am anxious to see him perform in front of the fans at the American Bank Center in Corpus Christi and those that will be watching on ESPN,” said the veteran promoter. Ancajas, a protégé of Manny Pacquiao, is coming off an impressive TKO win over Irish Jamie Conlan last November 18 in Belfast, Ireland to defend his title. (By Dino Maragay) -

Harden’s historic night: 60-point triple-double

James Harden scored a franchiserecord 60 points while posting a triple-double, almost singlehandedly carrying the short-handed Houston Rockets to a 114-107 victory over the visiting Orlando Magic on Tuesday night at Toyota Center. Harden shot 19 of 30 from the floor and 17 of 18 at the line while adding 10 rebounds and 11 assists. With Houston missing three rotation players, Harden logged a seasonhigh 46 minutes. H i s 60-point

triple-double was the first in NBA history. With the game deadlocked at 107107, Harden nailed a step-back jumper with just under two minutes left before drilling a 3-pointer through a Mario Hezonja foul with 45.4 seconds to play. Harden completed the four-point play to surpass Calvin Murphy (57 points) in franchise annals. Already missing Trevor Ariza (hamstring) and Chris Paul (groin), the Rockets lost guard Eric Gordon to lower back stiffness early in the second quarter. That facilitated the need for Harden to absorb the heavy minutes workload, and despite the stress, he managed to carry the offense. Orlando hung tough by placing six in double figures. Hezonja and Marreese Speights scored 17 points apiece while Jonathon Simmons and Shelvin Mack added 15 each. D.J. Augustin scored 13 off the bench and Evan Fournier had 12

for Orlando, which shot a robust 15 of 31 from 3-point range. Orlando initially rode Fournier on offense, as he tallied 10 points in the first quarter including back-to-back 3pointers that helped the Magic erase an early five-point deficit. The Magic finished 4 of 8 from behind the arc in the opening period, with Augustin and Speights adding treys down the stretch to lift Orlando to a 30-27 lead entering the second quarter. When Harden returned at the 10:26 mark of the second, with Gordon departing for good, the All-Star’s mission was clear. Orlando pushed its lead to five points only for Harden to fashion repeated responses. He put Houston ahead 51-50 with a driving layup with just under three minutes left in the half, and after Orlando carried a 55-54 lead into the intermission, Harden opened the third with a three-point play to put the Rockets back on top. — Reuters

MANILA - The Philippines’ Securities and Exchange Commission said on Monday it is crafting rules to regulate cryptocurrency transactions to protect investors and reduce the risk of fraud. The regulation, which will cover issuance and registration of cryptocurrencies, is expected to be finalized this year, said Emilio Aquino, SEC commissioner in charge of enforcement and investor protection. “We need to act because initial coin offerings (ICOs) are sprouting especially in 2017. We want to come up with our own set of regulations,” Aquino told a news conference. “You have to be extra careful how investors in this new space are protected.” Authorities around the world, particularly in Asia, have attempted to rein in the global boom in trading bitcoin and other cryptocurrencies - a form of digital money created and maintained by its users. Chinese authorities have banned initial coin offerings and shut down local trading platforms, while South Korea - where speculation on cryptocurrencies is also rife - is working on plans to ban virtual coin exchanges. impact on our country has been significant and noteworthy because caregivers have provided so much to what we are today as a nation. Many caregivers will continue to play that role well after their contracts expire, while many others go on to become important participants in all aspects of our economy and our society. Like our garment workers, I truly respect and applaud the role these workers have played in our society. On January 26, I was asked by our national Minister of Labour (Honourable Patty Hajdu) to make an announcement in Winnipeg about the live-in caregiver program. In the last election, I and many others talked about the importance of the program and I recall our Prime Minister talking about supporting the need that families have for caregiving. That promise was fulfilled late December when the Government of Canada removed the $1,000 Labour Impact Assessment fee for two categories of foreign caregivers and that commitment was made retroactive to December 8, 2017. This announcement benefited two groups. First, those seeking to provide home care for a loved one who requires assistance due to a physical or mental condition and, second to families or individuals with less than $150,000 in gross annual income, seeking to hire foreign caregivers to provide child care in their home to a child or children under 13 years of age. Being able to hire a caregiver often means Canadians can return to work, knowing that their family is being cared for. It should be noted that this is the second major announcement related to the caregiver program. Back on December 3, the Minister announced that additional resources were put in place to focus on speeding up LCP immigration applications for permanent immigration and to eliminate the large backlog by the end of 2018. That announcement will enable live-in caregivers in Canada to be reunited with their families back home in a much quicker way. I am pleased that as a Government we are making progress on the caregiver program. But we can still do more in areas like protecting the interests of the worker from abuse and exploitation and to continue to look for ways that can improve the program itself. I have been and will continue to be an advocate for the caregiver program. In addition to improving the program, I also care about the individual caregiver who might be exploited and unfairly treated. Do not hesitate to call me or my office (204-984-1765) if I can be of any assistance.

The plenary approved on third and final reading substitute House Bill 6779, or “An Act Recognizing the Civil Effects of Church Annulment Decrees,” where church-decreed annulments will be as good as courtsanctioned rulings. Of the 292 members of the House, 203 voted for the bill. “From the bottom of my heart, I thank my colleagues for the swift passage of the bill without jeopardizing the indissolubility of marriage,” Leyte Rep. Yedda Marie KittilstvedtRomualdez, one of the main authors of the bill, said. HB 6779 provides that whenever a marriage, duly and legally solemnized by a priest, minister, rabbi or presiding elder of any church or religious sect in the Philippines, is subsequently annulled or dissolved in a final judgment or decree in accordance with the canons or precepts of the church or religious sect, the said annulment or dissolution shall have the same effect as a decree of annulment or dissolution issued by a competent court. The measure also provides that the status of children of marriages who are subject of the Church annulment decree will be determined in accordance with the provisions of Executive Order 209, the Family Code of the Philippines. Its main objective is to do away with the costly and prolonged judicial process of annulment. “Once this bill becomes a law, a declaration of nullity decreed by the church will hold as much weight and have the same effect as a civil annulment. This removes the burden of undergoing the civil annulment process,” Romualdez, a nurse by profession, said. She was one of the main authors, along with House Deputy Speaker Gwendolyn Garcia. Daniel Padilla can’t wait to become a vampire in

‘La Luna Sangre’ MANILA, Philippines — “Malapit-lapit na ang katapusan ng ‘La Luna Sangre’,” “Teen King” Daniel Padilla declared in a recent interview with the press. “Ang tagal narin kasi eh. Magwa-one year na,” Daniel said. For him, it is all right to put an end on his prime time series with love team partner Kathryn Bernardo, even if it still tops the charts. “Okay na siguro kasi na-strech na rin ‘yung storya,” he enthused. He admitted that he cannot anymore wait to show people what will happen to Tristan, his character, in the story. So, during the interview for his new sunglasses collection for local brand i2i, Daniel revealed that he will become a vampire in the series. “Kahit ako ito hinihintay ko na maging bampira na ko eh. Medyo ang tagal ko nang naging tao,” he said with a laugh. In “La Luna Sangre,” Daniel can be seen wearing shades a lot, so he is ecstatic to be wearing pieces from DJP, a collection he personally codesigned with i2i New York owners, husband and wife tandem of Ricco and Tina Ocampo. “High school pa lang ako, mahilig na ko magsuot ng salamin,” shared Daniel, whose set of hip and on-trend yet inexpensive sunglasses was inspired by his music influences and Hollywood idols like Johnny Depp, Robert Downey Jr., and John Lennon. If he were to become a real vampire, who would he like to bite first? During a “La Luna Sangre” press con, he said without thinking twice: “Si Kath, siyempre!”Philstar
