DOH mulls own autopsy of Dengvaxia victims MANILA, Philippines — The Department of Health (DOH) is planning to conduct its own autopsy of children who died after receiving Dengvaxia shots, Secretary Francisco Duque III said yesterday. Duque said that if the Public Attorney’s Office (PAO) would share the results of its autopsy, the DOH might not proceed with the plan. He said that DOH Undersecretary Eric Domin-

go requested PAO last week to “share information,” but they have yet to receive its response. “I’m sure there’s going to be some complementation (on the) findings. Remember, PAO’s investigation is essentially the autopsy, its forensic examination, whereas the UP-PGH panel is doing review and audit of clinical charts,” Duque said. The health chief was referring to experts of the University of the Philippines-Philippine General Hospital (UP-PGH), which was tapped by the DOH to look into the medical records of children who died after getting the antidengue shots. The panel was tasked to determine if the deaths were due to the vaccine and how these were connected. PNP bought 48 dogs worth P511,600 each instead of body cameras MANILA, Philippines — Senate President Pro Tempore Ralph Recto on Tuesday said that the Philippine National Police could have acquired body cameras it could use in its antidrug operations if it prioritized these over half-a-million-peso bomb-sniffing dogs. According to Recto, the police omitted the body cameras in their request despite the public clamor for cops to wear them during sting operations and chose instead to procure 48 bomb-sniffing dogs which cost P511,672 each. Recto said that Congress authorized P334 million in the 2018 national budget for the police to acquire new body cameras which could be worn during their operations. He urged Camp Crame to expedite the procurement of the cameras and check other items that the police would need for its operations, as budgets for these were already programmed in the 2018 General Appropriations Act. “There’s also P100 million for CCTVs. Also up for procurement are 160 cars, 308 motorcycles, 20 special purpose vehicles, 19 boats, 10,000 sidearms, 5,000 long firearms, among other capital outlay items,” Recto added. MANILA - Presidential Spokesperson Harry Roque on Wednesday stressed that the administration does not sponsor the spread of “fake news” to advance its agenda. “For sure and to be clear, fake news as is known today should find no place as a matter of governmental policy. Enlightened citizens should be able to pick out chaff from grain and appreciate what good journalism is about,” Roque said in a statement. He said this as he sought to clarify his statement in his Jan. 8 briefing where he said: “Kung walang fake news, hindi natin malalaman kung ano iyong true news (If there is no fake news, we will not know what true news is).” “What I said earlier that

Blake said the man has been sending police and bylaw officers to his home for frivolous and unpredictable reasons on a regular basis for years. Blake said he recently caught the neighbor taking pictures of his home. “My kids won’t even walk to school, they’re terrified,” he told the Kelowna Capital News. “We’re sort of being forced to sell our home, unfortunately, due to the stress and everything that is being brought from a resident in the area,” Blake told Global News. Facebook admits social media threat to democracy

WASHINGTON, United States - Facebook acknowledged Monday that the explosion of social media poses a potential threat to democracy, pledging to tackle the problem head-on and turn its powerful platform into a force for “good.” The comments from the world’s biggest social network were its latest response to intense criticism for failing to stop the spread of misinformation among its two billion users -- most strikingly leading up to the 2016 US election. In a blog post, Facebook civic engagement chief Samidh Chakrabarti said he was “not blind to the damage that the internet can do to even a wellfunctioning democracy.” “In 2016, we at Facebook were far too slow to recognize how bad actors were abusing our platform,” he said. “We’re working diligently to neutralize these risks now.” The post -- one in a series dubbed “hard questions” -- was part of a high-profile push by Facebook to reboot its image, including with the announcement last week that it would let users “rank” the trustworthiness of news sources to help stem the flow of false news. “We’re as determined as ever to fight the negative influences and ensure that our platform is unquestionably a source for democratic good,” said Katie Harbath, Facebook’s head of global politics and government outreach, in an accompanying statement.

Facebook, along with Google and Twitter, faces global scrutiny for facilitating the spread of bogus news -- some of it directed by Russia -- ahead of the US election, the Brexit vote and other electoral battles. The social network has concluded that Russian actors created 80,000 posts that reached around 126 million people in the United States over a twoyear period. “It’s abhorrent to us that a nation-state used our platform to wage a cyberwar intended to divide society,” Chakrabarti said. “This was a new kind of threat that we couldn’t easily predict, but we should have done better. A new Pacific Rim: Uprising trailer has been released and it reveals new plot details about the return of the fearsome Kaiju. At the end of the original film, directed by Guillermo del Toro, the Jaegars has managed to stop the Kaiju from coming through the Breach, by destroying it, however Pentecost (Idris Elba) lost his life in the process. The new film sees John Boyega take the lead as Pentacost’s son Jake, a once-promising Jaeger pilot whose has since abandoned his training only to become caught up in a criminal underworld. However, he discovers that the Kaiju’s return

was aided by someone on earth and so gears up once again to help his estranged sister, Mako Mori (Rinko Kikuchi), and her fresh team of pilots to lead the fight against this new uprising. Scott Eastwood and Cailee Spaeny join the team as pilot Lambert and Jaeger hacker Amara with Charlie Day and Burn Gorman back as Dr. Newt Geiszler and Dr. Hermann Gottlieb. The movie’s release date has been pushed back significantly. Bruno Mars sweeps the Grammys, winning song, album of the year

NEW YORK — Bruno Mars went six for six at the Grammys, winning all of the awards he was nominated for with his energetic and upbeat ‘90s-inspired R&B album. Mars won album of the year for “24K Magic,” record of the year for the title track, and song of the year for the No. 1 hit, “That’s What I Like,” on Sunday at Madison Square Garden in New York City. “Oh my God. Thank you guys so much. Wow,” said Mars. “I’d like to dedicate this award to (songwriters like Babyface, Teddy Riley Jimmy Jam and Terry Lewis).” Mars acknowledged fellow nominees in the album of the year category, including Jay-Z, Lorde and Childish Gambino. Mars says, “You guys are the reason I’m in the studio pulling my hair out.” Jay-Z, the leading nominee with eight, walked away empty handed. Keeping the promise to improve the Live-in Caregiver Program

HE Manitoba nominee program is the sole reason for Manitoba’s growth in immigration numbers for the past 15 years and the stats will clearly show that. There is no community that has grown more as a direct result of the program’s implementation than our Filipino community. And the province of Manitoba has benefited greatly in so many ways because of that growth. My article is not about the national nominee program and its impact here in Manitoba.

I have been and will continue to be an advocate for the caregiver program. In addition to improving the program, I also care about the individual caregiver who might be exploited and unfairly treated.

Since January 1984 when the Department of Health began keeping a registry of the affliction, 49,733 HIV cases have been recorded in the Philippines, with 4,942 cases developing into fullblown Acquired Immune Deficiency Syndrome and 2,397 deaths. In recent years, the fastest rate of infection has been recorded among men having sex with men, with most of the patients not yet in their 30s. Health experts have always stressed that HIV can be prevented through the use of condoms and other safe sex practices as well as regular screening for the sexually active. Despite the development of potent drug cocktails against the virus, there is still no guaranteed cure for AIDS. But early diagnosis and treatment can prolong lives. Other countries such as Thailand have shown that it is possible to reverse a rising tide of HIV cases. Many AIDS victims died at the prime of their lives. With heightened efforts, this tragedy can be eased. Health experts have warned that the Philippines’ HIV/AIDS problem has reached epidemic proportions. The country must move quickly to prevent more deaths.Philstar

And it’s likely that the weapon would be used to kill, which is the best way to avoid being further pursued and captured. In such instances, of course the arresting officer would defend himself, by neutralizing the threat. It’s also not farfetched that the police would be outgunned. Organized crime rings can be well-funded, and they invest in firepower, getaway vehicles and communication devices. The most well-funded are the drug traffickers and gambling lords, whose illegal activities can be sustained for long periods. Not as sustainable, but also profitable, are kidnapping for ransom and carjacking. As we have seen in many cases in the past, the goons who engage in these activities are typically heavily armed – and they have no compunctions about using the weapons to kill those who get in their

Obviously, engaging in activities to raise colossal amounts of dirty money is not for the fainthearted. And neither is fighting them. Cops who run after such criminals must be ready to kill or be killed, and even risk the safety of their loved ones. The greater the gains from illicit activities, the tougher the resistance to arrest. And the illegal drug trade has to be the most lucrative traditional criminal activity (hacking into bank accounts, a 21st century crime, can be more profitable, and easier for experts). Plunder can’t be far behind, but this is another story. So the chief of the Philippine National Police was just being honest and realistic when he said a bloodless war on drugs is impossible. Director General Ronald dela Rosa made the comment as the PNP relaunched Oplan Tokhang at the start of the week. *** As real as the cases of nanlaban, however, are the “salvag-

ings” or summary executions along with the planting of evidence by police, especially in drug cases. Philippine cops have been engaging in salvaging since the Commonwealth period. One reason last year’s killing of teenagers by police so spooked people and pulled down President Duterte’s ratings was the thought that anyone could be targeted for brutal execution, including children. It doesn’t matter if the kids are experimenting with drugs or not; parents believe in their children’s capacity for reform and want the kids to be safe, especially from homicidal cops. Tokhang Take 3 is supposed to do away with such abuses. At the relaunch last Monday, all the “tokhangers” were in proper police uniform. As promised, the kinder, gentler tokhang was carried out only during daytime, and will be suspended during weekends. With so many journalists accompanying the tokhangers and all the kibitzers raising their smartphones to record everything, it was a wonder the cops managed to get anything done as they conducted house-

The real action is going to be when tokhang’s relaunch recedes from the headlines, and when the tokhangers begin focusing their attention on the folks on President Duterte’s updated narco list. Public support for Duterte’s ruthless war on drugs, unusually high for about a year since he assumed office, began crumbling after video footage, witnesses and recovered bodies provided incontrovertible evidence of brazen abuse of police power, mostly targeting the impoverished. Duterte has been trying to explain the focus on pennyante hampaslupa drug suspects, arguing that they are the users of shabu, poor man’s cocaine, which fries the brain. But other drugs have the same effect, and worse. Perhaps

with Tokhang 3, the cops can focus their energies on those who distribute and use cocaine, Ecstasy and other party drugs. They can go after dealers of the opioid analgesic fentanyl and its cousin carfentanyl, said to be 100 times more potent than fentanyl, 5,000 times stronger than heroin and 10,000 times stronger than morphine. Carfentanyl is being likened to nerve gas and eyed as a potential chemical weapon. The biggest distributor of fentanyl and its analogues is China, which legally manufactured and sold the drugs mostly online until they were classified as controlled substances last year. If the tokhangers run into the traffickers of these drugs and a genuine firefight erupts, Pinoys will probably again look the other way if the take-noprisoners approach is applied. *** With the relaunch of tokhang, Malacañang expressed hope that the PNP had learned some lessons. The PNP may remember that neutralizing moneyed drug personalities such as the Parojinog clan members elicits little public outrage, but murdering teenagers from the slums in cold blood, regardless of whether they are working as drug mules to make ends meet or taking 

All investors, not just Indians, warned

OO BAD the advisory of President Rodrigo Duterte for Indian investors to avoid Mindanao registered as a general alarm for all foreign businessmen to keep away from that troubled island, including Davao City. That happens when the President, addressing a crowd abroad, sallies forth without a prepared speech and rambles on with his Freudian slip showing. His warning to keep away could be taken to cover the entire Philippines. Such negative remarks from no less than the country’s leader could dampen the interest of foreign investors shopping around for more secure locations in the region. That may not be the alarmist intention of the President when he addressed Indian businessmen Friday on the last day of his visit to New Delhi, but that could be the likely effect on all investors. He told the businessmen: “Avoid Mindanao. There’s still martial law there… But it’s a martial law that’s not really a martial law… It is a martial law for the enemies of the state.” He then added scary details: “But in the implementation against the enemies of the state, ISIS, for example and the rebellious Abu Sayyaf, who are fond of decapitating foreigners, kidnap in front of you know, there’s something there in the south that is quite virulent.”

POSTSCRIPT Although he may have alarmed some foreigners – mentioning the recurring issues of his bloody drug war, his derision for human rights advocates, and what to him is American imperialism – he assured his Indian audience that they were welcome: “If you are just an ordinary guy there (in Mindanao) with a business, you can hardly even notice… there are no soldiers around, only policemen.” As regards his home city of Davao, touted as among the world’s safest places, the President assured businessmen that it is “relatively safe.” He presumably meant “safe” compared to the rest of Mindanao. Duterte also mentioned the supposed “42 virgins” waiting as rewards in the afterlife for Islamic martyrs: “The come-on is that if you die a martyr, you go to heaven with 42 virgins waiting for you. Well, if I could just make it a come-on also for those who would like to go to my country.” After his unfortunate ad-lib drew criticisms, his spokesman Harry Roque clarified that he was just joking. He failed to say, btw, if Duterte’s “42 virgins” were in lieu of the “80,000 ser-

A must or a myth? You’ve just signed over your hard-earned cash to purchase the car of your dreams. Right before turning over the keys to you, however, the salesperson offers you a service called rust-proofing. He explains that it’s a treatment wherein the underside of your car is coated in a material that prevents it from rusting, and it will only cost a few thousand pesos to do. “It’s better to be safe than sorry,” he would say. But should you do it? Should you shell out a little bit more money to err on the side of caution? The short answer is no. The reason may surprise you. Rust is scary. It’s like a tumor that spreads from one part of a car to infect another. It’s the end result of corrosion, where iron mixes with air and water. Rust eats away the metal of your car. Merely mentioning the word ‘rust’ can drop your car’s value in the eyes of potential buyers when it’s time to sell. Rust shortens the usable life of your ride. Because it is such a scary word, dealers tend to shove rust-proofing in buyer’s faces--as if your new car’s life depends on it. Here’s the truth: Since the mid 2000s, carmakers have been using more exotic materials like galvanized steel (which is coated in zinc), aluminum, or fiberglass--all of which are extremely resistant to rust. Some cars even use carbon fiber, which is not metal and is thus immune to rusting. That’s not to say that modern cars are completely vaccinated against rust. It just

means that they are already rust-proofed from the factory. The way rust-proofing works is that the steel is coated with a material that prevents oxidation. In countries like the United States, rust-proofing is an annual service since the existence of winter means that salt and other corrosive materials are used to treat the roads. In the Philippines? It’s not really an issue. It should be noted, however, that if you get into an accident or if you damage parts of your car in any way (especially the under chassis), the zinc coating or protection your car has

been gifted with would be compromised, and that may be where rust starts in earnest. So does your new car need rust-proofing? Yes, of course. But take note that this is already done by the manufacturer as soon as the car leaves the assembly line. If the dealer offers it on a new car, it’s unnecessary at best, and at worst, it may just be a way of coercing you out of some more of your hard-earned cash. Luna took to Instagram to share her anniversary message to her husband. “I honestly cannot imagine my life without you and i wouldn’t know how to live it without you! You and Tali have been my biggest blessing and I am so grateful for all that you do, for all the things you teach me and most especially, for the unconditional love you give me and all your children. Miss Colombia Ariadna Gutierrez is new ‘Big Brother’ housemate Miss Colombia Ariadna Gutierrez, first runner up to Pia Wurtzbach in Miss Universe 2015, has joined the US version of the reality show ‘Big Brother’. She is one of the 11 celebrity housemates announced on CBS last Sunday, January 28 (Monday morning, Manila time). Ariadna was front and center with Pia during the infamous announcement mistake, when host Steve Harvey first declared her Miss Universe 2015 instead of Pia. Bea Alonzo on her ‘new love’: A puppy named Walter White Bea Alonzo is slowly getting over her fear of dogs with some help from a new furry friend. She shared these photos of her and a white Maltese named Walter White on her Instagram account on Monday, January 29. She also shared a story from her childhood of why she has feared dogs for the past 24 years. “When I was 6 years old I was trapped inside a dog house. Yes, trapped. I was playing hide and seek with my cousins and I don’t know what got into my head that i decided to hide inside a dog house.. I was attacked by the dog (who had just given birth and was

disturbed by the naughty little girl she wrote on the post. “I still am scared actually but three days ago I got this cute little puppy from a nice guy and i swear i screamed the first time I saw the puppy! Couples Workout on Valentine’s Day

#relationshipgoal IT’s that time of the year when we celebrate Valentine’s Day. If you typically celebrate “heart day” out for dinner and a movie with your significant other, perhaps you can add something new this year. This year for Valentine’s Day you can try a new tradition. Here are five couples workout that both of you can enjoy while practicing healthy lifestyle as your #relationshipgoal.

Exercise One:

Let’s start with a warm-up. Jumping jacks and high knees. On the spot, one partner will be performing jumping jacks while the other performs high knees for 30 seconds.

Exercise Two:

Reverse and forward lunges. Start face to two feet apart

from each other. One partner will lunge forward with the right foot, at the same time, the other partner will lunge back (reverse) with their left foot.This one feels like you are dancing. Be sure that both of complete reverse lunges and forward lunges. Don’t forgetto switch. Complete 10 lunges each.

Exercise Three:

Shoulder tap – Push-ups. Start on a push-up position facing each other. Perform a push-up at the same time, then on the top each partner will tap each other’s left shoulder with the right hand,lowering down to perform another push-up, then on top each partner will tap each other’s right shoulder with the left hand; alternating shoulder taps with every pushups performed. Complete 10 push-ups.

Partner wall sit. Facing away from each other, using each other as a wall, lower your body to a squat position and hold for 30 seconds. To make it more fun and challenging, complete each exercises 1-5 once then repeat it 3-4 times starting at exercise 1. I love turning simple exercises into a circuit to make it more interesting rather than waiting and resting. These exercises are designed to be working on different muscle groups. Sit-up and Plank. One partner is in a sit-up position while the other is in plank position with his/her hand on the others’ feet. While one performs 10 sit-ups, the other will be holding the plank position. Be sure to switch exercises.

Ancajas wary of Gonzalez’s defense MANILA, Philippines – IBF super flyweight champion Jerwin Ancajas will definitely exercise extra caution when he defends his title against Israel Gonzalez at the Bank of America Center in Corpus Christi, Texas this Saturday (Sunday Manila time). The 26-year-old Filipino rising star believes the challenger will be quite a puzzle to solve because of his good defense. “Israel Gonzalez holds his gloves high and is very good defensively,” Ancajas said recently from the United States. James Harden scored a franchiserecord 60 points while posting a triple-double, almost singlehandedly carrying the short-handed Houston Rockets to a 114-107 victory over the visiting Orlando Magic on Tuesday night at Toyota Center. Many caregivers will continue to play that role well after their contracts expire, while many others go on to become important participants in all aspects of our economy and our society. Like our garment workers, I truly respect and applaud the role these workers have played in our society. On January 26, I was asked by our national Minister of Labour (Honourable Patty Hajdu) to make an announcement in Winnipeg about the live-in caregiver program. In the last election, I and many others talked about the importance of the program and I recall our Prime Minister talking about supporting the need that families have for caregiving. That promise was fulfilled late December when the Government of Canada removed the $1,000 Labour Impact Assessment fee for two categories of foreign caregivers and that commitment was made retroactive to December 8, 2017. This announcement benefited two groups. First, those seeking to provide home care for a loved one who requires assistance due to a physical or mental condition and, second to families or individuals with less than $150,000 in gross annual income, seeking to hire foreign caregivers to provide child care in their home to a child or children under 13 years of age. Being able to hire a caregiver often means Canadians can return to work, knowing that their family is being cared for. It should be noted that this is the second major announcement related to the caregiver program. Back on December 3, the Minister announced that additional resources were put in place to focus on speeding up LCP immigration applications for permanent immigration and to eliminate the large backlog by the end of 2018. That announcement will enable live-in caregivers in Canada to be reunited with their families back home in a much quicker way. I am pleased that as a Government we are making progress on the caregiver program. But we can still do more in areas like protecting the interests of the worker from abuse and exploitation and to continue to look for ways that can improve the program itself. I have been and will continue to be an advocate for the caregiver program. In addition to improving the program, I also care about the individual caregiver who might be exploited and unfairly treated. HB 6779 provides that whenever a marriage, duly and legally solemnized by a priest, minister, rabbi or presiding elder of any church or religious sect in the Philippines, is subsequently annulled or dissolved in a final judgment or decree in accordance with the canons or precepts of the church or religious sect, the said annulment or dissolution shall have the same effect as a decree of annulment or dissolution issued by a competent court. The measure also provides that the status of children of marriages who are subject of the Church annulment decree will be determined in accordance with the provisions of Executive Order 209, the Family Code of the Philippines. Its main objective is to do away with the costly and prolonged judicial process of annulment. “Once this bill becomes a law, a declaration of nullity decreed by the church will hold as much weight and have the same effect as a civil annulment.
