LP to form ‘resistance’ coalition in 2019 polls Board of inquiry to probe PNPA mauling incident, alleged hazing video MANILA - The Philippine Public Safety College (PPSC) has formed a board of inquiry to investigate the mauling incident involving cadets of the Philippine National Police Academy (PNPA). The board of inquiry, which will conduct a broader probe, will be led by Romy Magsalos, Director of the National Police College, and lawyer Jason Ison, along with 5 other members. Nine PNPA cadets are facing criminal and administrative charges for allegedly mauling their seniors after their graduation rites. More or less 20 others may also be charged. According to PPSC President

Ricardo De Leon, the board will also look into a video taken in 2017, which recently surfaced online, showing a supposed hazing incident inside the PNPA. “’Yung nakita ko sa YouTube at sa Rappler. MANILA, Philippines — The Liberal Party is eyeing to form a coalition that will be the “genuine opposition” in next year’s elections. LP President Sen. Francis Pangilinan stressed the need for a strong opposition that will resist the “slide to authoritarianism and anti-democratic rule.” “We hope to help build together the broadest coalition of groups and individuals united behind defending our freedoms and our civil and political rights,” Pangilinan said in a statement released Tuesday. The opposition party is hoping to form a “resistance” coalition that will ensure that the country’s economic development will not be sidelined by corruption and human rights violations. Pangilinan, however, acknolowledged that the LP will need the help of other groups in forming an opposition coalition. “We will need to work with other groups and forces willing to unite and to resist extrajudicial killings and human rights abuses, the undermining of our sovereignty in the West Philippine Sea, and the continuing rise of prices of basic commodities, among others,” Pangilinan said. Apple goes back to school with new iPad, apps Businessmen seek 3-phased Boracay rehab

CHICAGO, United States Apple on Tuesday unveiled new applications and a discounted iPad tablet aimed at the education market as it tries to regain momentum lost to Google in the world of classroom technology. At an event in Chicago, the California-based Apple showcased a new, free curriculum called Everyone Can Create that enables teachers to integrate drawing, music, filmmaking or photography into their lessons. Apple also announced Schoolwork, a new app that helps teachers create assignments and see student progress. At the same time, Apple unveiled a refreshed version of its 9.7-inch iPad, which will start at $299 for schools and $329 for the consumer market. The updated iPad offers support for Apple Pencil -- an extra $99 -- which can be used for sketching and handwritten notes. “Creativity sparks a deeper level of engagement in students, and we’re excited to help teachers bring out that creativity in the classroom,” said Philip Schiller, Apple’s senior vice president of marketing. With these new products, he said, “we believe we can amplify learning and creativity in a way that only Apple can.” Apple was once a leader in the classroom but in recent years it has fallen behind Google, which now accounts for around 60 percent of new mobile PCs shipped to US schools, compared with 12.3 percent for Apple, according to Futuresource Consulting. — Agence France-Presse

MANILA - As the government prepares to shut down Boracay for six months, the Philippine Chamber of Commerce and Industry (PCCI) on Tuesday reiterated its call for a three-phased rehabilitation of the island and for the government to hold a dialogue with stakeholders. Instead of completely closing off Boracay, the group said the government should close off one of the island’s three major entry points at a time. PCCI identified these three entry points as the Cagban jetty port, Punta Bunga and LapuzLapuz Beach. “With these three possible entry and exit points, the idea is to only close one point of entry at a time to gradually restore the island in phases,” PCCI said in a statement. The group reiterated that a complete shutdown of Boracay would be bad for the island’s businesses and the 17,000 di-

rect employees in the travel and hospitality industry. “Many establishments owe the banks hence without a revenue stream, they may not be able to handle their interest payments appropriately and the ripple effects would carry over to the overall financial, supply, and employment value chain,” said PCCI president Ma. Alegria Sibal-Limjoco. “While shutting down the island for at least six months appears to be the most practical option to urgently solve its current issues, we believe that it will create unnecessary disruption in many legitimate and law abiding micro and small businesses and job losses for thousands of local residents of Boracay,” Limjoco said. Florida woman seeks to save tree by marrying it March 26 (UPI) -- A Florida woman seeking to save a tree from being chopped down by the city held a wedding where she became married to the ficus. Karen Cooper said she and other neighbors of Snell Family Park in Fort Myers were distraught when they learned the city’s Beautification Advisory Board and Public Works Department plan to have the giant ficus, which is more than 100 years old, removed from the park. Cooper organized a Saturday event at the park where she and several other brides in white gowns said their vows to the tree. “If they cut down this tree, I’m going to be a widow,” Cooper told the Fort Myers News-Press. Cooper and her allies plan to make their case to the Beautification Advisory Board during its Tuesday meeting. Ward 5 Councilman Fred Burson, the only city official who attended the wedding on Saturday, vowed to fight for the ficus. “If we don’t get it settled at the Beautification Board meeting, I’ll take it to the City Council,” he said.-By Ben Hooper

Airline crew member had 9 pounds of coke in his pants March 22 (UPI) -- Customs officials at a New York airport said an airline crew member on a flight from Jamaica was found to be hiding 9 pounds of cocaine inside his pants. U.S. Customs and Border Protection said Jamaican citizen Hugh Hall was a crew member on a Fly Jamaica Airways flight that arrived March 17 at John F. Kennedy International Airport from Montego Bay. Hugh presented himself for inspection upon arriving in New York and he was taken to a private search room, where officers found four packages of cocaine taped to his legs under his pants. The cocaine weighed about 9 pounds and had an estimated street value of $160,000. “This seizure is another example of our CBP officers being ever vigilant in protecting the United States from the distribution of illicit drugs,” said Leon Hayward, acting director of CBP’s New York Field Operations. Hall was arrested on suspicion if importation of a controlled substance and turned over to Homeland Security investigations.By Ben Hooper

The list includes 30 honorees in 10 categories such as Arts; Consumer Technology; Enterprise Technology; Entertainment & Sports; Finance & Venture Capital; and Healthcare & Science. Also included are Industry, Manufacturing & Energy; Media, Marketing & Advertising; Retail & E-commerce; and Social Entrepreneurs. - Stephanie Sy, 29— founder, Thinking Machines. Sy founded Thinking Machines in 2015, a data science startup designed to make artificial intelligence systems work for humans “Founder Stephanie Sy and her team want to make companies more effective by encouraging them to make data driven decisions,” Forbes said. - Bretman Sacayanan, 19—vlogger, Bretman Rock. Born in the Philippines and relocated to Hawaii at the age of seven, Sacayanan currently has over eight million followers on Instagram and almost two million on YouTube. “The beauty vlogger is known not only for his makeup tutorials, but also his often humorous views on life,” Forbes noted. - Carlo Delantar, 26— country director, Waves for Water. Delantar heads the Philippine operations of Waves for Water, an international non-profit organization which provides clean water to those in need. “With only a small team, Delantar enlists the help of travelers there to distribute water filtration systems. So far, they have handed out some 10,000 water filters, helping one million Filipinos to access clean water,” according to Forbes. - Patrick Lynch, 28—cofounder, First Circle. Lynch is an Irish native who co-founded Philippine-based fintech company First Circle. It provides small to medium enterprises (SMEs) with finance, particularly those having a difficult time securing capital. According to Forbes “30 Under 30 Asia” List editor Rana Wehbe, this year’s list is made up of millennials who take risks and tackle issues that matter to their generation. “For this list in particular, we were looking for individuals who had really made a difference in their field,” she said. “To help us select the most deserving people from more than 2,000 impressive nominations, we employed the help of industry-specific judges to vet each and every one of the entries,” Wehbe noted. Among the judges are business magnates such as Allan Zaman and Hiroshi Mikitani for the retail and e-commerce category, and fashion designer Vivienne Tam and singer Kris Wu for the arts and entertainment and sports categories. Other judges include tech entrepreneurs Sonny Vu of Fossil and S.D Shibulal of Infosys, and tech investors Kai-fu Lee of Sinovation and Anna Fang of ZhenFund in the finance and venture capital category. According to Forbes, this year’s list includes individuals from 24 countries across AsiaPacific—including representatives from Azerbaijan and North Korea for the first time. Duterte orders PNP to arrest, charge peddlers of fake drugs

President Rodrigo Duterte has directed the Philippine National Police (PNP) to curb the proliferation of counterfeit drugs in the market by arresting and charging those behind the illegal racket, a Palace official said Wednesday. Chief Presidential Legal Counsel Salvador Panelo said Duterte issued the order on Tuesday night to PNP chief Director General Ronald “Bato” dela Rosa after the Food and Drug Administration (FDA) warned the public against counterfeit paracetamol—a pain reliever and fever reducer—being sold in the market. “The President has ordered the Chief PNP to arrest all persons who manufacture, import, distribute, sell, administer, dispense fake drugs and they will be charged with economic sabotage because

those acts undermine not only the economy because of the law of supply and demand but it also threatens the security of the nation because it endangers the vast health of our people,” Panelo told reporters. Aside from the health risks posed by fake medicines, the scale at which the country’s pharmaceutical industry may be affected can also result in “considerable loss of government revenues,” Panelo said. The FDA has already urged consumers to purchase medicines only from FDA-licensed establishments. Tax reform has ‘minimal’ impact on prices of consumer goods —DTI The enactment of the Tax Reform for Acceleration and Inclusion (TRAIN) law contributed minimally on prices of consumer goods, the Department of Trade and Industry (DTI) said Wednesday. In a press conference in Makati City, Trade Undersecretary Ruth Castelo said prices of consumer goods were only minimally affected by the passage of the TRAIN Law. “The effect of TRAIN Law Package 1 on BNPCs (basic necessities and prime commodities) ranges from only 4 centavos to 25 centavos,” she said. President Rodrigo Duterte signed the proposed tax reform proposal into law on December 19. It reduced the personal income tax and expanded the value-added tax (VAT) base. With the tax reform law in effect starting Jan. 1, 2018, in-

ban on Middle East maids MANILA, Philippines — The Department of Labor and Employment (DOLE) supports Senate Resolution No. 676 seeking a total ban on the deployment of Filipino household service workers (HSWs) in countries not providing similar rights and work conditions as their nationals. “If there is no memorandum of agreement between our country and the accepting countries, then it is foolhardy to deploy our workers overseas because they will not be protected,” Labor Secretary Silvestre Bello III said. Bello said the DOLE will not hesitate to stop deployment in countries not giving enough protection to Filipino workers like what happened in Kuwait. He said the DOLE and Department of Foreign Affairs (DFA) are working closely to review existing bilateral agreements with countries employing Filipinos. “The DOLE and the DFA met two weeks ago to study the template for new bilateral agreements to provide better protection for our workers,” Bello said. Concerning the deployment ban in Kuwait, Bello said he is not inclined to recommend the lifting of the ban on domestic

workers’ deployment even after the proposed agreement with Kuwait is signed in April. The DOLE imposed a total deployment ban after the body of Filipina domestic helper Joanna Demafelis was found stuffed inside a freezer in an abandoned apartment in Kuwait. The labor chief expressed hope that the agreement could provide better working conditions for Filipinos in Kuwait. Bello said the deployment ban will be lifted only after the Kuwait government has ensured justice for the death of Demafelis. Demafelis’ employers have

been arrested, but are yet to be extradited to Kuwait. “They have to face the consequences of their action, mere detention is not a penalty,” Bello said. In the resolution last week, the deaths of Demafelis, Irma Avila Edloy and Josie Lloren, who all died due to abuse sustained while they worked as domestic helpers abroad, were cited to justify the call for total deployment ban of HSWs in some countries. Bello said he sees no need to ban the deployment of domestic workers in all countries except for those that are not treating Filipinos fairly.Philstar-

The actress explained that with the right training and by finishing college first, her young head-turner can “represent the country in the best way possible.” She was asked about the prospect of Lorin joining pageants at the sidelines of her

daughter’s first endorsement shoot on Tuesday. An unexpected Holy Week message from Duterte

he Holy Week is upon us and we expect that a great majority of the Filipino faithful would go home to their respective provinces or cities and troop to their churches or parishes and renew their spiritual lives. Holy Week makes us ordinary Filipino unique because in reality, Christianity is on a retreat in many parts of the world. But not in the Philippines where the faith of the Filipino people remains strong and steadfast, which makes me proud of my Catholicism. Over the weekend, as I read my Philippine Star, I was surprised to read that Pres. Rodrigo “Digong” Duterte issued an official statement calling upon the Filipino people to observe Holy Week meaningfully “through reflection and working for a better life.” He added, “This is the time to revitalize our faith and renew our relationship with God and our fellowmen. As we put our hands together in prayer, may we use this as an opportune time to rekindle our religious fervor and cherish our time-honored traditions as a pious people.”

wo Marcos-era presidential decrees banned government officials and employees including military personnel, together with anyone under age 21 from playing in casinos. The decrees were reaffirmed by the Duterte administration in Memorandum Circular No. 6 dated Sept. 20, 2016. The orders, however, do not provide penalties for violators. Now a bill filed in the House of Representatives seeks to impose a fine, initially set at P100,000. The passage of House Bill 3545 is uncertain. Earlier this year, lawmakers had protested Philippine National Police chief Ronald dela Rosa’s order authorizing the arrest of government officials including politicians found playing in casinos. Thanks to weak enforcement and the lack of penalties, compliance with the ban has always been spotty. Joseph Estrada, who occupied various government positions before becoming president, was hounded during his 1998 campaign by a video showing him playing high-stakes baccarat in a casino VIP pit.

In 2013, then president Noynoy Aquino had to let go of his shooting buddy Virginia Torres after she was caught on video playing the slot machines in what she said was a gaming arcade rather than a casino. Torres headed the Land Transportation Office at the time. Not all government officials playing in casinos are as well known as Torres was when her video was uploaded on YouTube. The belief that they will not be recognized even if caught on surveillance camera will guarantee that government employees will continue to defy the ban. Elected officials may also feel that they are above the law and presidential orders, and openly defy the ban. A number of politicians are also widely suspected to be the principal jueteng operators in their turfs, and cannot be expected to comply with a ban on playing in state-run casinos. Some officials argue that the prohibition is unrealistic. But the bar for exemplary behavior is supposed to be set higher for government officials and employees, who are covered by a code of conduct and ethical standards. Events in the recent past in Manila and the United States have also shown that gambling addiction can have lethal consequences. Public servants who can’t sacrifice their fondness for gambling should consider getting out of the government. Otherwise, they should be prepared for appropriate sanctions, which the government must have the will and capability to impose.Philstar

hese days I often find myself utterly confused, as I am sure most people are, by what President Duterte says and what he actually means. Trying to comprehend his real meaning just makes my head hurt because one day he’ll speak out on policy only to retract his words the next day. This trigger happy type of rhetoric surely has his spin masters like Palace spokesman Harry Roque working overtime trying to decipher the president’s true meaning. It’s ironic because the president was touted as a straight shooter during the elections. He was supposed to be someone whose word was his bond free of politicizing and double meaning. Unfortunately that is not true at all and his form of “doublespeak” is probably the most confusing ever leaving everyone wondering as to his true intentions. What is a joke? What is real? These days we never really know. Most of the time when the president says something we end up giving it a few days to see if he actually really meant it. And we are not the only ones I am sure. Those around the president are just as bewildered and left without a clue as to what our Commander in Chief means and even as to what their true standing is in his administration is. OT A FEW Filipinos were quick to notice that the White House seems to be taking the same hardline stand against illegal narcotics that has drawn world attention to President Rodrigo Duterte’s bloody drug war. In a speech in Manchester, New Hampshire, a state hard hit by the opioid epidemic sweeping the US, President Donald Trump called on Monday for the imposition of the death penalty on drug traffickers. His death call to meet the opioid emergency that claims 115 American lives (mostly overdose victims) daily has set Filipinos asking if Trump has impliedly endorsed Duterte’s drive that has killed 4,000 to 15,000 (depending on who does the counting) suspected drug dealers and users. Regardless of Trump’s thoughts on Duterte’s style, the official answer to the speculative endorsement will be a “No” – especially now that the Philippine leader’s bloody record is being examined by the International Criminal Court over his vehement objections. To applause of the Republican-leaning crowd in Manchester, Trump said: “If we don’t get tough on the drug dealers, we’re wasting our time. That toughness includes the death penalty!” The runaway opioids being chased by Trump are a class of addictive drugs, including prescription painkillers such as heroin, fentanyl, Percocet and OxyContin, some of them

That move better bear fruit and net even bigger corruption fish or it will just be another person getting away with plundering the nation punishment free. * * * In several previous columns I agreed with President Duterte’s decision to “shut down” Boracay to give the island time to rehabilitate and to build the necessary infrastructure in place to handle the massive amounts of sewage and pollution left in the wake of constantly burgeoning tourist numbers. I have always loved the island paradise and don’t want to see it fold under the immense weight of too many people and felt that as harsh as shutting it down seemed, it was the right decision if we wanted to preserve the island’s future. However, as with most things there is a new twist to the story. While the president’s intentions to help curb pollution in Boracay seem noble they are now under question with the news breaking that despite the Environment and Tourism departments recommendation to temporarily close the island,

INTROSPECTIVE the government has granted a “provisional license” to a Macau casino company and their Filipino partner to build a 23hectare casino worth over $500 million on the island. While it may be completely innocent – as the government claims – the timing certainly does seem suspicious. Several other tourist spots in Boracay are under fire for being irresponsible and adding to the growing tourist numbers and pollution problem of the island and yet it’s okay to build another huge tourist trap? I thought the problem was that Boracay had already bitten off more than it could chew and that the island needed to take a step back? This new development hardly seems like taking a step back. The government is currently defending the building of the casino by saying it doesn’t inter-

fere with the original proposed rehabilitation plan for Boracay. During the shutdown, key changes will still be made on the island helping reducing pollution as well as sewage treatment all in the hopes of helping the island get back on its feet. According to the government the new casino project will be subject to the same strict infrastructure and sewage treatment guidelines and will have these in place well before it can open its doors to the public. However, the residents and long time Boracay advocates are asking the government to seriously reconsider saying that the island is not a gambling destination and that opening a casino will radically change the dynamic of the tourist destination as well as impact the type of tourists who frequent the island. They further argue that there are other places for casinos in the country and that both Manila and Macau already have several options with needing to open another in Boracay. At this point, no one can tell what is going to happen. As I mentioned the president is quite well known for having a certain opinion one day and changing it the next. The drug menace in the Philippines is approached more as a police problem. • “Drug trafficking” is defined by Comprehensive Dangerous Drugs Act of 2002 (RA 9165) as the “illegal cultivation, culture, delivery, administration, dispensation, manufacture, sale, trading, transportation, distribution, importation, exportation and possession of any dangerous drug and/or controlled precursor and essential chemical.” • Under US federal sentencing guidelines, a “drug trafficking offense” is “an offense under federal, state, or local law that prohibits the manufacture, import, export, distribution, or dispensing of a controlled substance (or a counterfeit substance) or the possession of a controlled substance (or a counterfeit substance) with intent to manufacture, import, export, distribute, or dispense.” • Death penalty allowed in US, but… IN AN ARTICLE on the death penalty in drug cases, MSNBC legal analyst Danny Cevallos says in part:

“The death penalty is authorized against a defendant who has directed a continuing criminal enterprise involving either large quantities of drugs, or if $20 million is generated from the enterprise in a oneyear period. “In 1994 through the Federal Death Penalty Act, the availability of capital punishment was expanded to some 60 criminal offenses. Nearly all federal statutes providing for the death penalty do require a concomitant death. Espionage, treason and trafficking in large quantities of narcotics are exceptions to this rule; the death penalty can be imposed for these crimes without an accompanying fatality. “In practice, the government has not sought death for these kinds of offenses since the reintroduction of capital punishment into the federal criminal justice system in 1988. “But the president could seek to enforce existing law and give life to the death penalty for drug traffickers. Then, the Supreme Court might stop him. “In 2008, the Supreme Court ruled that use of the death penalty should be reserved for crimes that take the life of the victim.

“In deciding whether punishment is cruel and unusual, in violation of the Eighth Amendment, the court has ‘looked to the evolving standards of decency that mark the progress of a maturing society.’ The Eighth Amendment requires that a capital sentencing scheme must restrict capital punishment to a narrow category of the most serious crimes, and offenders whose extreme culpability warrants execution. “As the law stands today, capital punishment appears limited by the court to murder or other crimes that result in the death of the victim. “The court also has imposed other limitations: Even where a death does result from a felony but the defendant was not the actual killer, the defendant must additionally be (1) a major participant, and (2) exhibit reckless indifference to human life, in order to be eligible for capital punishment. Although federal drug crimes feature numerous mandatory minimum sentences, a mandatory death sentence would also likely be unconstitutional, according to a 1976 Supreme Court case. “The president may wish to impose the death sentence for drug crimes. But he cannot create this legislation; only Congress can. The president could, however, attempt to enforce the existing laws permitting capital punishment for trafficking in large amounts of drugs. Either way, the Supreme Court would likely strike down the statute or undo the individual sentence if presented with the opportunity.”Philstar

In separate interviews with Philstar.com, AlDub’s co-hosts in the noontime show “Eat Bulaga!,” Vic Sotto and Ruby Rodriguez, shed light on the controversy. According to Vic and Ruby, they do not know anything about the alleged separation. Instead, Ruby reminded everyone to beware of fake news on social media. “Ang daming kumakalat sa social media. rules out politics - at least until December 2019 MANILA – Kris Aquino indirectly announced through a social media post Tuesday that her entry into the political arena is not going to happen soon -- at least until December 2019 or after the 2019 midterm elections. In a lengthy Facebook post, Aquino categorically said she has signed several “no political participation waivers” for several contracts with some of them expiring by the end of next year. “Nakapag-joke na nga ‘ko on our way back to the hotel na Tarlac politicians no longer have to fear me buying property and establishing residency there,” she wrote. “I am highly allergic to trees, grass, weeds, and pollen. So that rules out living anywhere that isn’t an urban area for me. So I cannot start public service from our home province.” The former “Kris TV” host is the youngest daughter of democracy icons Ninoy and Cory Aquino. She is the sister of former President Benigno Aquino III. Meanwhile, Aquino revealed in the same post why she went to the United States without her sons. “I flew all the way to San Francisco because this was where they had my most comprehensive records from Dec 2016, BUT also to protect my privacy because we were getting a thorough diagnosis about my frequent allergic reactions,” she wrote, unedited. After a series of tests, Aquino feels fortunate that all her fears were unfounded because her allergies are mostly environmental and not from food, fragrances or any skincare or makeup products. The action-packed sequel knocked “Black Panther” from number one after five straight weeks, according to industry tracker Exhibitor Relations, but the film attracted mixed reviews and fell short of “Pacific Rim’s” $37.3 million debut in 2013. Set 10 years after “Pacific Rim,” “Uprising” follows a new generation of pilots of the first film’s giant “Jaeger” military mechanoids -- fending off enormous Kaiju monsters aiming to end humanity. The movie, from Universal, centers on

Veteran singer Bert Nievera has passed away at age 81. Dubbed the Johnny Mathis of the Philippines for his smooth singing voice, his passing was announced by his son Martin Nievera. “I can’t believe you’re gone. Life will never be the same again,” Martin wrote on Tuesday. Martin’s ex-wife Pops Fernandez also took to Instagram to express her grief. “To daddy bert nievera.. my second dad... may you rest in peace... so saddened to hear this news... thank you for all the beautiful memories... condolences to the nievera family...” she wrote. Martin and Pops’ son Robin, also had an emotional message for his grandfather. “To the one that started it all. The one the keeps singing even though he “forgot the stupid words.” Thank you for the memories, Lolo. I love you and I will miss you,” he wrote.

Lord. Here especially in Cebu, many people attend retreats or religious seminars as their way of spending their Holy Week. Sure, all the beach resorts in Cebu and in Bohol are filled to capacity but we do not take this away from people who also want to use the Holy Week as their short vacation. We do not take that away from them. As Fr. Ernesto Javier told us during a sermon about Holy Week, God doesn’t expect us to turn around and become what we are not just because it is Holy Week. What is expected of us is a little this and a little that and even priests do not expect the Catholic faithful to turn 180 degrees because more often than not, these sudden turn around often fall back to what they used to be… huge sinners. So at the start of the Holy Week season, we have already witnessed a startling turnaround when we got an unexpected message from Pres. Duterte to rekindle our religious fervor and cherish our time-honored traditions as a pious people. Have a good Holy Week!

More than 56 empty Armalite rounds were found on the crime scene, but Mr. Willy Lim was not harmed because he was riding an armored Ford Expedition SUV, which was peppered with bullets. That was a blatant ambush early dawn last Friday as armed men in a pickup truck attacked the SUV of Willy Lim. Obviously, the gunmen did not know that his Ford Expedition was armored. As of press time, the Philippine National Police (PNP) did not have any leads as to who may have conducted that ambush. For sure, it was no two-man assassination on a motorcycle, but a pickup load of armed men. As of today, we can only speculate that Willy Lim has most probably left the country… anyway there is no

But while Willy Lim survived the attempt on his life, however William Bucay, a security guard working for the KTV bar was killed during the ambush while another security guard, George Lambating was wounded. Two German tourists, Pauline Bashbach and Manuel Goering were also slightly injured in the incident, but declared out of danger. Looking at all the angles of this attempt on the life of Willy Lim, whoever ordered the shooting did not study his target very well, otherwise, they would have known that Willy Lim drives around in an armored vehicle, where Armalite rounds merely bounced off the vehicle. In 2016 labour force growth was in large part due to increased immigration, with immigrants accounting for nearly one-quarter of Canada’s labour force. Similarly, between 2006 and 2016 about two-thirds of Canada’s population growth was the result of immigration. Several observers have also called for significant increases in immigration to support Canada’s long-term prosperity. For example, according to the Conference Board of Canada, in order to sustain a healthy level of economic growth across the country, we will need to bump our immigration levels up to 1% of our population within the

next two decades. As we increase our immigration levels over the next few years, we’ll also continue to ensure that our immigration system remains well managed and operates with the safety and security of Canadians as its top priority. Under this plan, we will responsibly grow the number of permanent residents that Canada welcomes each year. Over the next three years, we’ll increase our immigration levels from approximately 0.8% of the population to 0.9% of the population by 2020. As well, the number of skilled immigrants we select through our express entry system will grow over this time frame, which will mean more highly skilled talent for our labour market. After 35 years, Joey de Leon finally marries wife MANILA, Philippines — After 35 years of being together, veteran TV host Joey de Leon and Eileen Macapagal finally tied the knot in a civil ceremony recently held at the Supreme Court.

“Mr. and Mrs. De Leon,” Joey shared in an Instagram post on March 20. The newly married longtime couple only invited close friends and family members for their life’s milestone.

Joey’s “Eat Bulaga” cohosts and long-time friends Tito Sotto, Allan K, and Pauleen Luna-Sotto posted on their Instagram pages their congratulatory messages for the newly weds. “That’s it! Muscle strain: Lower back Part 1

USCLE strain can happen to anyone and can be problematic in their dayto-day life. The lower back muscles are mostly affected and often injured due to improper lifting. Lowering a heavy object is in fact how you can get injured and not the actual lifting. The feeling of your muscle pulling apart, sharp pain, feeling something pop and leaving you out of breath for a few minutes is when you know you have injured something. Here are 5 steps to take care of your acute lower back muscle strain: *Acute muscle strain is when an injury just

Which means the body is done protecting the area, you can now apply heat to help soothe the skin, the fascia and the muscle itself. Bringingblood flow and healthy nutrients will help in tissue healing. Apply heat for 10-15 minutes.

3. Seek the help of an Athletic Therapist. You are now at day 3 or 4 after your injury. It is now time to book an appointment with an Athletic Therapist. You may feel 50% better than you did the first day you injured it but I know that you are not performing your normal daily routine because you still can’t walk at a normal speed or bend down to reach for something. Also, in the mornings you feel very stiff. This step is the most important one that people always miss. I say this because, people that sustained a low back injury and was not completely rehabbed becomes chronic and the injury will come back worse than the first time. By this time, it willbe harder to rehabilitate a chronic injury if you decided to help yourself get better. When you see an Athletic Therapist, you will be assessed with your injury and find out exactly how you hurt yourself and which muscles are affected. Then, there are tools that we use to help you relieve pain and stiffness on your low back. We will apply heat to the area, use ultrasound if necessary and then help the muscle get looser by soft tissue release technique and massage the injured area. You will feel much better after that first session but still not 100%. The follow up sessions are as important so that we move forward to muscle healing. 4. Rock tape application. One technique that we

use to help with muscle healing after a therapy session is the application of rock tape. Rock tape is designed to help the injured muscle groups to increase blood flow to the area, encourage the muscle to move, help decrease pain and decrease muscle fatigue. The best thing about rock tape application is that you can have it on for 3-5 days and it’s water proof. You are now on your third or fourth follow up session with your Athletic Therapist and very close to 90% better. You are now moving forward and feeling better every day with the guidance of your A.T. The strength and stretch program will be your guide to prevent low back muscle strain in the future. Now, this is the key to a complete rehabilitation and a good transition to your training routine. Renaldo Balkman MANILA, Philippines – Former NBA player and now Alab Pilipinas import Renaldo Balkman can now have his second chance in the Philippine Basketball Association. PBA commissioner Willie Marcial lifted Tuesday the league’s lifetime ban on Balkman, opening the door for his possible PBA comeback as early as the 2018 Commissioner’s Cup that fires off on April 22. San Miguel Beer, Balkman’s team during his flagrant misconduct in the league five years ago, still owns the right of first refusal on the player. The Beermen, however, have tapped in Troy Gillenwater as their temporary import while waiting for the availability of their champion import Charles Rhodes. Marcial said he made the verdict based on Balkman’s appeal and on the decision of former commissioner Chito Salud. “I trust that he has learned his lesson and has become a better person and a more disciplined athlete. Young star Julia Barretto has been vocal of her affection for her onscreen partner and rumored boyfriend, Joshua Garcia -- but not recently, at least to some of their loyal fans. One follower of the tandem dubbed “JoshLia” even brought up the topic to Barretto on Twitter Sunday. The tweet, which has since been deleted, read: “Nakakalungkot na sa daming tao na proud kay Joshua sa ipinakita niya, ni isang suporta at salita wala tayo narinig kay @ BarrettoJulia” While the fan did not mention specifically what he was pertaining to, the tweet coincided with a tragic

K-Pop star Seo Minwoo passes away MANILA - The lead singer of K-Pop boy band 100% Seo Minwoo has died. He was 33. Citing a statement from his record label TOP Media, Billboard reported that Seo passed away due to cardiac arrest. He was supposedly found at his home in Gangnam district in Seoul on Sunday night without a pulse. “His family, the 100% members, and the TOP Media artists and staff members are all grief-stricken and in mourning from the unexpected, sad news,” the statement read. Seo’s boy band broke into the limelight in 2012. Among their songs are “Bad Boy,” “Want U Back,” “Better Days,” and “Sketch U.” Aside from singing, the Korean star also pursued acting.ABS-CBN News
