Longer days and warmer weather invite adventure. But even the most experienced explorer should prepare for unknowns when hitting the trail. This checklist can help:

Buddy up. Adventuring with a partner is not only more fun, but it can be crucial in an emergency. Also, share your plan with another trusted person before venturing out, including where you are going and when you plan to return. Stick to your plan. Know your limits. Choose activities that suit your physical condition. The pace should be comfortable for the slowest member of your group. Dress the part. Dress in layers to account for changing weather conditions. Wear sunglasses and a hat or visor in the sun. Apply sunscreen no matter the weather. Fuel up and leave no trace. Travel with adequate food and water—at least .5 liters of water for every hour of hiking. Don’t feed wildlife and take care to not leave any trash behind. Keys Breeze

Check the forecast. Weather in the mountains can change rapidly. Check conditions and know the signs for approaching storms. Avoid bare ridge tops, exposed places, lone trees, streams, and rocks during lightning storms. Keep solid footing. Stay on developed trails or dry, solid rock areas with good footing, especially on steep terrain or near cliffs. Trees and bushes can’t be trusted to hold you. Be alert for slippery areas and take your time to avoid tripping. Play it safe. Carry a first aid kit and learn how to identify the symptoms of heat exhaustion, heat stroke, hypothermia, and dehydration.
There is so much enjoyment in the outdoors, but being prepared can double the fun. Pay attention to local safety tips and regulations regarding your activity. If you get hurt, call 9-1-1, or head to the emergency room.

CC&Rs Vote! Ken Silveira, Bylaws and CC&Rs Committee
The long-term project to update the Association’s Covenants, Conditions, and Restrictions (CC&Rs) has reached a key milestone. On June 15, the Board authorized a membership vote to approve proposed updated (amended) CC&Rs. The current CC&RS 1991 are over 30 years old and are outdated and inconsistent with current California law. They also contain confusing unclear and/or unnecessary provisions. The proposed CC&Rs 2022 represent a complete restatement and updates to reflect recent changes to California law, current practices of the Association, and other changes. The vote package, including ballots, a copy of the proposed CC&Rs 2022, and Questions & Answers will be mailed in July. The Record Date was set as of June 17, 2022, meaning property owners on record as of June 17, will be eligible to vote and will receive the voting package. A Town Hall Forum has been scheduled on August 18th, 2022 to discuss the CC&Rs and answer questions. Please Vote! A membership vote of 66 2/3% is required to approve amended CC&Rs. The deadline for ballots to be received by the Inspector of Elections is 3:00pm September 18, 2022. TOWN HALL FORUMS In 2022 the Tahoe Keys Property Owners Association (TKPOA) Board of Directors will be setting a new record for holding the most Town Hall Forums in a given fiscal year. The TKPOA Board of Directors has been holding Town Hall Forums, to provide additional communication to the TKPOA Property Owners as well as solicit additional input on important topic and issues. Town Hall Forums are not required Association meetings and are optional. The purpose of the Town Hall Forum is to conduct an open exchange of information and ideas, and to inform TKPOA members of the latest information in person on the important projects and issues that are taking place. The TKPOA Board of Directors will be represented by less than a majority of the Board and will not be transacting any Board business. Minutes are not required or recorded for these meetings.

RE: Approved Emergency Rule Change – TKPOA Operating Rules: Section 10 Water Conservation Rules for Landscape Irrigation for all TKPOA Water Serviced Properties and Commercial Customers of the Tahoe Keys Water Company starting Friday April 1st, 2022. On March 16th, 2022 the Board of Directors approved and adopted the following Emergency Rule during the Open Board Meeting. Pursuant to Civil Code Section 4360 (d) an Emergency Rule Change to Section 10 Water Conservation Rules for Landscape Irrigation for all water serviced properties and commercial customers of the TKWC. This emergency rule shall be in effect for 120 days, from April 1st, 2022 – July 29th, 2022. Starting April 1st, 2022 Landscape Irrigation lawn, turf, and plant material including shrubs, flowers, trees, and foliage is allowed. At the April 20th, 2022 Board of Directors Meeting, the Board approved a slight revision to allow drip system irrigation per the prior Landscape Irrigation Rule Schedule. At the May 18th, 2022 Board of Directors Meeting, the Board approved a revision to allow watering for new and/or reseeded turf for owners that have reduced their property’s landscaping turf to no more than 25% of the total landscapable area of their property. This Emergency Rule Order will extend to all TKPOA Common Areas, all Cove Townhome landscaping, all Single-Family home landscaping, and commercial water customer properties landscaping. The TKPOA Operating Rule Section 10 is enclosed with the 2021-2022 Summer Irrigation Schedule A and Irrigation Map that provided the allocated times by TKPOA Street for irrigation. The Board of Directors has implemented this Emergency Rule based on the authority granted from the “Tahoe Keys Property Owners Association Rules and Regulations for Water Service” Section 12; Paragraph 12.3 ‘Public Hazard’, Keys Breeze

Exclusions to the definition of a property's Total Landscape Area includes impervious areas such as, structures, driveways, walkways and hardscape patios and decks. Additionally, BMP infiltration trenches and landscaped areas supplied by drip irrigation would be excluded.

10.4 Prohibited Activities. No Owner, nor an Owner’s tenant, contractor, employee, or agent may engage in any of the following activities: Irrigation is Prohibited on Memorial Day Weekend, July Fourth Weekend, and Labor Day Weekend Allowing water to flow over the ground surface or from sprinklers onto surfaces that are not able to absorb water or onto neighboring properties.

These changes were noticed for a 28 day member review period via membership mailing sent out on May 13th, 2022. Purpose and Effect of Proposed Rule Change To further clarify Architectural Control Rules

We continue to make progress on major initiatives. Here is an update: 1. Keys Management. The board decided 7:0 to transition to professional management of the Keys. This is an important decision for the Keys and will help us achieve our vision to be “Lake Tahoe’s premier lakeside boating and recreational community delivering an exceptional lifestyle to homeowners.” Please see the separate article in this Keys Breeze on this. 2. Water Company Management. TKPOA contracted with Farr West Engineering to perform a number of tasks, the most important of which being an analysis of the various options for future water company ownership. They analyzed alternatives including continued TKPOA ownership, consolidation with STPUD, sale to Lukins Brothers Water Company, sale to Golden State Water Company, and sale to Liberty Utilities. Farr West’s qualitative analysis was reviewed by an Ad Hoc committee designated by the board. Their analysis and recommendations will be presented to the board in open session on July 20, 2022. The board’s intention is to hear the analysis and recommendations, hear member comments, and make a decision on an alternative for the General Manager to pursue. This is a very important issue, and I’m hoping members participate in the July presentation and discussion. 3. Aquatic Weeds. The control methods test (CMT) is fully underway, and data is being collected daily. We are hoping that the herbicide reaches a non-detect level before you read this, as non-detect is needed to remove the turbidity curtains to allow boating in the restricted areas. Please read the weekly e-blasts to get more timely updates. 4. CC&Rs. A hard-working team of Members, attorneys, and the Board have been working for some time to update our Bylaws and Covenants, Conditions & Restrictions (CC&Rs). The updated bylaws were voted on and passed by the membership last year. The CC&Rs are now ready

to go out for member vote. We need a very high turnout to adopt the updates, so I’m asking all of you to please vote in the CC&R election. We intend to run it concurrently with the Board election, so please make sure you exercise your voting right. Look for a packet in your mailbox, a town hall, and e-blasts. 5. Landscaping. The Architectural Control Committee reports that a number of members are enthusiastically proposing changes to their landscapes using our new “Tahoe Keys Landscape Conservation Idea Book”. That’s great to hear, and I look forward to seeing the results! The water prohibition last summer left a lot of damage and “landscape blight”, and it’ll be nice to restore the beauty of our neighborhood. 6. Garbage and Bears. We moved the Pavilion dumpsters to the Water Company property on Texas Ave. for second homeowner Sunday service. This has been successful so far, but it is a temporary solution. South Tahoe Refuse reported that a number of members were treating their staff poorly when utilizing their complementary Monday-Saturday drop-off service, so I sent members an e-blast plea for civility. Since then, STR reports that things are better. Thank you all! The board is still exploring bear resistant wheeled totes as a long-term solution, but totes would still have to be wheeled out on Fridays, and that doesn’t help second homeowners. So, at the June 15 board meeting, the board approved a proposed ACC rule change for 28-day member review that would allow bear boxes 10’ from the curb. The is in the pick-up zone for STR, so second homeowners could “lock and leave”. The rule will be up for board adoption at the July or August meetings. TKPOA Management Transition All Board Members
Earlier this year, your Board unanimously approved an updated Vision Statement submitted by our Ad Hoc Vision Committee. It states that the Tahoe Keys aspires to be “Lake Tahoe’s premier lakeside boating and recreational community delivering an exceptional lifestyle to homeowners.” Suffice it to say, we have work to do to fulfill this vision.

After much discussion and deliberation, the Board of Directors has unanimously agreed that it is time to bring in a professional management company to take over the day-to-day operations of TKPOA.
Such a company can also provide us with many centralized support functions that we currently lack, such as HR, payroll and benefits administration, public relations, legal, homeowner communications, and IT support. While we will always need local staff and a local General Manager, they would be supported by a regional General Manager and “home office” staff with experience running high-end associations with a service-centric mindset.
This management transition will likely take upwards of six months to complete. To assist us in the process, the Board has brought in an interim General Manager, Mark Madison. Mark has a lifetime of experience in the public sector and has driven significant organizational transitions in his career. In addition, Kirk Wooldridge will remain on hand for ninety days to support Mark. The Board of Directors wants to thank Kirk for his dedication and support over the last seven years, helping us navigate numerous challenges and critical issues. So, you may be asking, why the decision to head in this new direction? Like so many businesses today, we struggle to maintain sufficient staffing levels to sustain the sizable workload necessary to operate our Association effectively, and the Board of Directors and our volunteer Committees (thirteen of them) are often unduly burdened with complex issues and numerous critical projects. It is the Board’s view that these challenging trends will continue, at least for the foreseeable future.
Fixing our staffing and other challenges will not happen overnight. However, a management company that runs many associations around the state (or even the country) will be better suited to address the critical human resources issues we face.
The Board wants to be clear that this is not a costcutting exercise; we fully expect this will impact the 2023 budget. While we may save money in certain areas, bringing in a professional management company will cost more overall. While we don’t know exactly how much (preliminary estimates are in the 10% +/- range), it is likely, that we will face increases in our annual dues next year. The benefit will be that our Association will be operated by professional management, and the board can focus on the long-term vision, which we all deserve as homeowners. If you have any concerns or questions, please feel free to contact Bonnie Halleran (bhalleran@att.net), who has volunteered to talk with homeowners on behalf of the Board about this decision.
After much deliberation about the future management of our Association, it is the unanimous opinion of the Board that the Tahoe Keys is simply too big and too complex for us to continue to manage ourselves. In support of the Board’s belief on this matter, there are only a small minority of Associations of our size and complexity that continue to be self-managed. While there is never a good time to effect such a change, and despite several critical projects underway, the Board feels that a change is needed if we are to put our Keys Breeze

2023 Budget Process By: Don Havard, Accounting Manager
What is a Budget? A budget, also known as an annual operating budget, is a financial plan for the upcoming fiscal year. (January 1st, 2023 to December 31st, 2023). The budget is a guide for the Tahoe Keys Property Owners Association (TKPOA) Management Staff, Cove Advisors and Board of Directors to use to ensure the Association’s financial goals are met by the end of the fiscal year. The Budget is broken into “operating periods”, which in our case are monthly periods that are added up to give the total forecasted or anticipated revenues and expenses for the entire fiscal year. The Budget contains the Associations Revenue (Income), Payroll, and Operating Expenses as well as the individual Cove/Subdivision Budgets. Based on these revenues and expenses it also provides Staffing Guidelines for the departments. The Finance Committee One of the responsibilities of the Finance Committee is to assist in building and reviewing the fiscal year budget. The Finance Committee is comprised of members of the TKPOA, which are actual residents that have input on how the TKPOA money is spent. The members who serve on the Finance Committee represent a cross section of the community. Of course, there are some members willing to serve who have expertise in areas such as insurance or finance that contribute their expertise. The committee members are volunteers and they hold regular monthly meetings throughout the year, currently scheduled on the Tuesday after the Board of Directors Regular Board Meeting that is currently held on the third Wednesday of the Month. The Finance Committee Meeting is held at 10:00AM in the TKPOA Pavilion Boardroom. The TKPOA Board of Director’s Treasurer is a member of the Finance Committee. As the Chair of the Finance Committee the Treasurer’s job is to keep everyone on track as the budget process takes place and the new budget is prepared.

The Accounting Manager, General Manager and Project Coordinator also will need to meet with the Cove/Subdivision Advisors to develop their individual budgets. The “First Draft” of the proposed 2023 Budget will be presented to the 2023 Budget Subcommittee for review, on Wednesday July 27th, 2022. This Subcommittee will review the budget and return it to the General Manager and Accounting Manager for discussion and request changes to be incorporated in the next draft. The General Manager will present the “Second Draft” of the proposed 2023 Budget to the Finance Committee during an Open Meeting on Wednesday August 10th, 2022 at 10:00AM at the TKPOA Pavilion. The Finance Committee will review the budget and returned it to the Accounting Manager for discussion and changes. This meeting is open to all TKPOA Members. The General Manager will present the “Third Draft” of the proposed 2023 Budget to the Board of Directors and the Finance Committee during an Open Meeting on Wednesday August 17th, 2022 at 5:00PM at the TKPOA Pavilion. This meeting is open to all TKPOA Members. After this process, again the Accounting Manager and General Manager and TKPOA Management Staff will make changes to the proposed budget, based on the Finance Committee and TKPOA Board of Directors recommendations.

back of every issue of Keys Breeze. Assessments are due on a quarterly basis as indicated in the Assessment Payment Schedule. No other payment plans have been approved by the board, so please pay your assessment in full according to the schedule.

The Finance Committee reviewed the May 2022 financial statements on June 29th, 2022 and passed a motion recommending that the board for approve them as well. Once the Board of Directors approve them, the financial statements will be posted on the TKPOA website. The Finance Committee also reviewed 2023 Budget Planning report by Ken Silveira and the Budget Development Schedule and reviewed a presentation from 2 Committee members regarding TKPOA Reserve levels. The Finance Committee next meets on Wednesday August 3rd, 2022 at 10:00 AM.
