FOCUS ON GROWING AND ENGAGING MEMBERSHIP

It is a pleasure to be able to share my thoughts as incoming Chair for the NW Chapter. We seem to have come out of our recent COVID-19 hibernation stage, and our world is settling on the new normal. The NW Chapter leadership has been working hard to re-engage members, but we have a lot of work to do. Like most other Chapters, NW covers a large area (1.96 million square km, or 757,000 square miles) with several larger population centers. The area population is 7.3 million, with 4.5 million residing in five cities or metro areas. Our Chapter has a membership of about 150.

My focus for the coming term is to continue engaging members across our region. The limited number of members spread across a wide area makes it difficult to offer education as well as social networking opportunities. Historically, most of our activities have been centred in Alberta, but we have recognized the interest in Manitoba and Saskatchewan to participate in these opportunities, and we will continue to expand our offerings across the region.

In the next couple of years, we will focus on reaching out to educate individuals and organizations involved in trenchless technology applications. Growing our membership will share the wealth of knowledge in NASTT. This will include not only practicing individuals, but also exploring opportunities for student chapters at local universities.

I appreciate the hard work our Board, and particularly, Shane Cooper, soon to be past chair, have contributed to the Chapter’s success. I look forward to working with our Board and members to build on the momentum we have established to make our Chapter more accessible, useful, and sustainable. We do need feedback and suggestions from our membership and the trenchless industry so we can put in place a plan to make the Northwest Chapter successful. Please feel free to reach out to me or any of the local board members with your thoughts, observations or suggestions.

Greetings, and Happy Spring to all NASTT-NW Chapter members! This will be my last address to the Chapter as Chair, as a new executive will be in place starting in May. George Bontus of Aegion will be taking over as Chapter Chair, Raven Sharma of the City of Selkirk will be your new Vice-Chair, Chaoshi Hu as your new Secretary, and Keith Moggach is staying on as Treasurer. I am very confident I am leaving the Chapter in good hands, and I look

In the last year, we have accomplished a lot in a seemingly new world to operate in. The Canadian Chapters, along with NASTT and Benjamin Media, hosted a

record setting No-Dig North in Toronto. Our Northwest Chapter is the host Chapter for No-Dig North 2023 in Edmonton, AB, running from October 23-25, 2023. I hope to see as many of you there as possible.

I would like to extend thanks to Chris Lamont (lamontc@ae.ca) and Craig Pass (passc@ae.ca) of Associated for chairing the Program and Technical Committees for the 2023 show. They are always looking for volunteers, so feel free to reach out to them if you would like to get involved!

A new set of Chapter bylaws has been drafted and is currently subject to review by the NASTT Board of Directors. Once approved, they will be distributed to the NW Chapter members to vote on the new bylaws. Our last bylaw update was done in 2008. These updates are to modernize the way the Board operates, especially when it comes to remote meetings, votes, and other challenges that we have over a large geographic area and promotes the use of the technology available to us to conduct business. Look for these bylaws coming your way shortly, and please vote!

Finally, it has been my pleasure to chair this Board of Directors over the past year. It is exciting to see people re-engaging in the industry, meeting again in person, and sharing our collective knowledge and experience. I look forward to continued engagement in the industry, and maintaining the relationships developed from my time as Chair.

Hello Northwest Chapter Members and Associates!

We’ve just wrapped the NASTT 2023 No-Dig Show held in Portland, Oregon, which was a great success and a wonderful opportunity to see our industry friends and colleagues while we celebrated all things trenchless. We are excited to switch gears and head to Edmonton for the 2023 No-Dig North conference, October 23-25! No-Dig North is hosted by the Canadian Chapters of NASTT, and your Northwest Chapter is one of our strongest Regional Chapters and big part of why the trenchless community in this area is thriving. No-Dig North offers three full days of training, education, and networking. This is a must-attend event for everyone in Canada and nearby portions of the US. Third Annual No-Dig North Trenchless Technology Conference 2022 Recap

Toronto Show Sets New Record for Attendance in Canada

As one of the foremost municipal regions in North America in the use of trenchless technology methods, Toronto was a natural location for the 3rd annual No-Dig North Show October 17–19, 2022 at the historic Beanfield Centre.

Jointly hosted by the three Canadian NASTT Regional Chapters –Great Lakes, St. Lawrence Atlantic (GLSLA), British Columbia, and the Northwest Chapter – the 2022 No-Dig North set a record in Canada, with 818 attendees, further cementing its reputation as one of the top underground infrastructure events in Canada. The two previous No-Dig North events were held in 2019 (Calgary – 573 attendees) and in 2021 (Vancouver – 489 attendees). There was no No-Dig North in 2020 due to the COVID-19 restrictions in place at this time.

No-Dig North delegates enjoyed two full days of technical presentations in four separate tracks, networking events and social occasions along with 92 exhibits showcasing a wide range of trenchless technology products and services. This was preceded by a full day of NASTT Short Courses covering Municipal Grouting, HDD Good Practices Guidelines, and an in-depth overview of CIPP from design to job completion.

Attendees were relaxed and in good spirits at the kickoff breakfast where Lou Di Gironimo, General Manager of Toronto Water, delivered an informative keynote address on “Trenchless Technology: A Vital and Versatile Tool in Toronto Water’s Tool Belt.”

As the record-setting success of the No-Dig North Conference in Toronto demonstrates, there is a bright sunny horizon ahead for trenchless technology in Canada! Plans are already underway for the next premier educational opportunity for forward-looking underground infrastructure professionals in Canada with the next No-Dig North 2023 Conference in Edmonton Alberta October 23–25, 2023.

Rangeview Sanitary Trunk Project Challenges and Mitigation Measures

ABSTRACT

Trenchless technology has been increasingly a preferred method of construction for deep underground utilities particularly where crossing involves existing major infrastructures and environmental features.

Rangeview Sanitary Trunk (RST) Project falls under this category. The project involves micro-tunnelling of 1,800 mm (72 in) trunk for a total length of about 3.3 km (2 mi). The trunk conveys sanitary flow from the future development areas of the southeast corner of the City of Calgary, AB. It connects to the existing siphon chamber at the predetermined elevation which

PROJECT DESCRIPTION

RST project is a 4.4 km (2.7 mi) sanitary trunk project designed to convey sanitary flows from the new development areas in the southeast portions of The City of Calgary to an existing collection chamber which eventually discharges to the Pine Creek Wastewater Treatment Plant via the existing Siphon. The 1, 800 mm (72”) diameter trunk has a design capacity of 3,320 L/s (877 gpm) and it is projected to service about 3,788 ha (9,360 acre) of future developed communities with a projected population of 246,000 people. Out of the 4.4 km (2.7 mi) length of the trunk, about 3.3 km (2 mi) was designed to be installed through trenchless technologies and later reduced to 2.5 km (1.6 mi) during construction through a change order from the Contractor to install the shallower depth, less than 13 m (43 ft) through open-cut construction.

restricts the trunk profile to the minimum allowable slope while crossing hills and valleys.

One of the major challenges of the project is the route crosses a major highway and Environmental Reserve land that consists of wetlands and rare plant species. The crossing at the highway is located at the longest micro-tunnel drive, about 936 m (3,080 ft) and the trunk profile is shallow at that location and frac-out is a concern during micro-tunnelling. Similarly, the soil condition below the wetland is unsuitable for construction and it has

a high degree of settlement properties. Securing a regulatory permit to cross the wetland took a long time that impacted the project schedule. In addition, the entire tunnelling sections of the trunk are below the high groundwater level that created challenges during the construction of shafts. This paper presents the challenges encountered during construction and measures taken to mitigate the challenges.

This article will present the challenges encountered on RST project during tunnel and shaft construction and measures are taken to mitigate the challenges.

The rest of the trunk is installed through an open-cut construction.

The revised tunnel alignment consists of the three long drives, three deep shafts,

and two exit portals. The summary of the shafts and exit portals is shown in Table 1 and a summary of the tunnel drive lengths is shown in Table 2.

PROJECT CHALLENGES AND MITIGATION MEASURES

Shaft Construction

The original design was to install Shaft 2 was through excavation and lowering castin-place concrete. The contractor modified the design later at the beginning of the construction to the precast segmental wall which was shipped from Europe. The precast segmental construction helped in expediting the project work as it doesn’t require curing of concrete which could have been costly and time-consuming particularly in winter.

Groundwater Pressure

One of the issues of the project during construction was the high groundwater table. The entire trunk profile is below the high groundwater level. At Shaft 2,

the high groundwater table is almost at the mid-depth of the shaft, which is about 50% of the shaft is below the high groundwater table. This created a challenge in shaft construction. At the depth of about 18 m (60 ft) from the ground surface, buckling of the shaft segmental walls, and some leakages was observed due to increased lateral pressure from the groundwater. This was observed at multiple locations and as a result, the contractor had to stop further excavation.

Mitigation measures taken by the contractor to overcome the problem included:

• Pumping water into the shaft to the level of high groundwater

level to counterbalance the lateral pressure

• Grout at the back of the segmental wall through the grout portals to stop the leaks

• Continue excavation underwater using a clamshell excavator

The subsurface soil formation was silt and silty sand, and which made excavation underwater difficult. It was a very slow process; as the result, the schedule of shaft construction and the overall project was impacted by more than three weeks.

Void Formation

Most of the project site passes through a new development community where several underground infrastructures are constructed or under construction. One of these infrastructures is a new 525 mm (20”) sanitary line installed for future connection to Shaft 2. This line was supposed to be plugged at the end and at the upstream manholes. However, the Developer who built the line didn’t plug or notify the City of the situation. As a result, stormwater has been flowing through the line and accumulated at the end of the pipe. This was ongoing for over a month until it was discovered due to void formation behind Shaft 2. The void formation was so large that the segmental wall was moved, and the shape of the shaft was distorted. To mitigate the issue, the contractor did the following:

• Sucked out the stored water in the pipe and the manholes using vacuumed trucks

• Provided their own air plugs at the manholes to prevent any accidental flow

• Inspected the air plug on a regular basis

• Filled the void spaces with lean concrete

• Constructed a new 2 m (6 ft) high structural collar at the base around the segmental wall to ensure the stability of the shaft

The contractor’s filling of the void space with lean concrete and construction of the structural envelope is shown in Figure 2 and Figure 3 respectively.

To fill the void space, about 120 cu.m (160 cu.yd.) of lean concrete was used. Overall, it took three weeks to fix the issue and resulted in a claim of about $520,000.

Flooding of Shaft

The shaft site was lowered by 2 m from the existing ground to match future road final grade and the site drainage is managed through collection into a sump at a low point and pumping out from the sump to outside the area. Heavy rainfall on August 7, 2020, between 4:30 a.m. and 6:30 a.m. flooded the entire Shaft 2 site.

The sump doesn’t have a level monitoring system in place to notify the site superintendent. The water level is monitored through physical observation inside the sump whenever there is any rainfall event. This rainfall happened in the early morning when there was no site superintendent except the security guard. As a result, there was no one in charge of pumping out the stormwater, and the area was flooded. Water entered into Shaft 2 and submerged the MTBM, the jacking frame, and all the control systems installed in the shaft. Figure 4 shows the flooded condition of the shaft.

The contractor had to take out the stored water and replace all the damaged

equipment. It took about six weeks to get the parts and install and bring the system back into operation. The estimated cost of damage without the standby time was about $400,000 USD.

TUNNELLING

Crossing a Highway

RST crosses under Deerfoot Trail, a highway that has an average daily average traffic volume of over 110,000 vehicles. The tunnel under this highway has the longest drive, about 936 m (3,080 ft). Due to predetermined tie-in elevation, the tunnel profile could not be lowered at the highway. The depth of cover gets to less than 3 m (10 ft) at the ditches next to the highway.

During the design stage, the crossing of the highway was identified as the riskiest item out of all the risks identified in the project. To address the risk, some design stage mitigation measures were implemented.

These include:

• Providing monitoring point along the highway crossing to measure any potential settlement due to tunnelling

• Client took third party insurance cover for any potential claim due to damage to the highway or disruption of traffic flow

During construction, the following mitigation measures were taken by the project team to reduce the potential risks:

• Reduced the tunnelling speed at the highway crossing

• Reduced tunnelling target pressure at the highway crossing

• Established a cleaning crew with hydrovac equipment and kept the crew on site for 24 hours in on standby in case of any frac-out

• Notified the City council and the community ahead in case of any emergency and road shutdowns

• Notified the administrator of the highway

• Notified police and emergency

• Project managers from the Client, the Contractor, and the Consultant were available for 24 hours to make decisions in case of emergency

At the end crossing at the highway was successfully completed without any major issue.

Exit Portal Located at Environmentally Sensitive Area

The exit portal of the first drive is located adjacent to an environmentally sensitive area. The area downstream is designated as an Environmental Reserve that consists of wetlands and rare plant species. During the design stage, the project went through a long regulatory approval process and approval was later granted with strict conditions. To make the situation worse, the slope at the embankment is unstable due to lose silty soil formation. There have been several slope failures in the past at the embankment and if that happens again, there is a risk of frac-out to the downstream environment.

To minimize the risk, the following mitigation measures were taken:

• Lock blocks were built up to support the embankment

• The bottom of the exit portal was lowered to contain the slurry

• The bottom layer was sealed to avoid any infiltration into the ground

• Hydrovac machine was placed on standby 24 hours in case of any potential escape of slurry

CONCLUSION

We found that it is important to have good planning and engineering in place in the design stage for the success of the RST project. We also learned that it equally important to have a plan for the construction stage as unexpected challenges can arise at the time of construction.

The project has gone through challenges that were expected, unforeseen, or through human error. However, despite those challenges, the impact on the project schedule and cost could be minimized. Some of the factors that contributed to these include preparation put into the project at the design stage in selecting an experienced contractor and having the risk assessment and allocating the necessary contingency budget including third party insurance.

The other factor that helped to bring the project back on track was the project communication strategy. The communication on the project was open and transparent among all parties involved including the contractor, sub-contractors, the Client, and the consultant. This helped in building trust among all parties involved which contributed to the success of the project so far.
