Mark Twain once said, “The rumors of my death have been greatly exaggerated.” Like Mr. Twain’s rumored demise, the notion that the traditional Individual Retirement Account (IRA) is no longer a useful part of a financial plan has been greatly exaggerated. Contributions to a traditional IRA continue to be a viable financial and retirement planning tool despite non-deductibility for some individuals. All you need to make a traditional IRA contribution are earnings as an employee or as a self-employed person. The amount that can be contributed for 2010 is the lesser of $5,000 ($6,000 if you have attained age 50) or your earnings from your work. There is no minimum age for making a traditional IRA contribution for tax purposes. If a 16 year old works for the summer, makes $5,000 and blows it all at the mall, the tax code permits Mom, Dad or whomever to give him/her $5,000 to contribute to a traditional IRA on his behalf. There is a maximum age for IRA contributions. No traditional IRA contributions may be made for people over 70 1/2, even if they are still working as hard as they were at 30 1/2. An additional contribution of $5,000 is permitted if the traditional IRA participant has a spouse who doesn’t work outside the home. If both spouses are under age 50, the total contribution in this situation is $10,000 and the spouses can divide the amount contributed up any way they choose, so long as neither receives more than $5,000 into his/her account. The question of deductibility is often confusing to many taxpayers. There are two questions that may have to be answered to determine if a traditional IRA contribution is fully deductible, partially deductible or not deductible. The first question is: “Are you covered by a plan?” If the answer is “no,” then the traditional IRA contribution is deductible regardless of the taxpayer’s income. Whether or not you are covered by a plan depends on the type of employer-sponsored plan in place. If you’re not sure, your employer can tell you because employers must check a box on every employee’s W-2 stating whether they are covered. If the answer is “yes” and you are covered by a plan but your spouse is not, then only you are exposed to the next test. Your spouse’s contribution to a traditional IRA is fully deductible up to new phase-out limits of $167,000 to $177,000 of joint income. If both of you are covered by a plan then the next test will determine to what extent both of you can deduct your contributions. Assuming coverage by a plan, the next question that must be answered is: “How much is your income?” For 2010, taxpayers with adjusted gross income (AGI) of $56,000/89,000 (single/married filing jointly) or less, the contribution is fully deductible. For taxpayers with AGI over $66,000/$109,000 (single/married filing jointly), no IRA deduction is permitted. For those with an AGI between those levels, the amount of the deduction is phased out proportionately. There is a $500 floor to the deduction that will apply to those whose AGI is close to the upper limit. For example, a single person who is covered by an employer’s plan has an AGI (excluding the IRA deduction) of $61,000. Since that’s 50% of the way from $56,000 to $66,000, the taxpayer may deduct $2,500 of a $5,000 contribution ($5,000 * 50%). The other $2,500 of the contribution is non-deductible. The best part of the traditional IRA deal is the tax-deferred growth potential your investments can enjoy inside the account. Your earnings will grow much faster when not dragged down by the weight of a current tax bill. Your financial planner can show you whether and how a traditional IRA can fit into your retirement plan. IT’S RODEO TIME! As the temperature continues to drop, snow accumulates faster than you can shovel it, and rodeos become so few and far between that a columnist considers becoming a rodeo snow bird, one can find solace in the fact that the PRCA Finals are right around the corner. I hope to watch as many go-rounds as my DVR and crazy work schedule allow. In high school I remember haggling with my folks to let me stay up ‘til 11 p.m. when the Finals started on television so I could start recording each day’s go-round on VHS. I’d watch it later with my sisters cheering on all the Montana cowboys and cowgirls. That was a while ago but this year 119 cowboys and cowgirls are converging on Sin City December 2-11 to do their level best to add a 2010 World Champion to their stash of belt buckles. Among those we have an enviable batch of Montanans representing us at this year’s Finals in Las Vegas, Nevada. The Tryan brothers Clay (Billings), Travis (Billings) and Brady (Huntley) along with Britt Williams from Hammond, MT will be competing as Headers in the Team Roping events and Great Falls’ very own Jesse Kruse 2009 Saddle Bronc Riding Champion, will be competing again this year in Saddle Bronc Riding. The lone lady representing the Treasure State at the Finals this year will be Miss Jourdon Han, Miss Rodeo Montana, competing to become the first Miss Rodeo America from Montana. I know she will do a great job representing our state. The PRCA National Finals Rodeo is no place for amateurs so if you know any of the competitors let them know you’re rooting for them. They’ve worked very hard to make it this far and an injury can sideline their family, their livelihood or worse, so please keep all the cowboys and cowgirls in your thoughts and prayers . . . and next year I hope to see you in the stands at the PRCA Finals. CANCER LIVES HERE.

C

ancer. Humans have been battling the disease for generations. In the beginning very little was known about it, but now, thanks to breakthroughs and advancements in medicine, we learn more and more every day. You may have cancer, have survived it or have a loved one, a friend or an acquaintance fighting for their lives right now. Where do you turn? How do you plan? What works; what doesn’t? These questions often don’t have easy answers. It’s our hope that we can raise some awareness about this fearsome disease and educate Montanans across the northern tier, in the event that you or a loved one is diagnosed with cancer. Mary Pyette, a cancer survivor, started the first cancer support group in Blaine County with Eula Warburton back when Mary was diagnosed in 1993. The group still meets once a month at the Chinook Senior Citizens Center. Education and awareness have been offered at these monthly meetings since it began, and has hosted some very interesting guest speakers like Dr. Hall from the Great Falls Sletten Cancer Center. The support group highlights available technologies, such as the Cyber Knife. Mary told me that besides treating the cancer, support for those with cancer is very important. “If you know someone with cancer, call them, show them that you care. Don’t be afraid to call them. We have help right around here and you can get treatment right here in Havre. They have top notch radiologists and chemotherapy nurses at the Sletten Cancer Center in Havre.” The Great Falls and Hi-Line Sletten Cancer Centers do have great resources for the cancer patient, their family and friends. HLSCC has a resource center with a library of cancer related books, videos and DVDs, an Appearance Center to help cancer patients with the visible effects of their treatment, and support groups for cancer patients and their families. The county health nurse, whose main role has been prevention and education, offers prevention support by getting your yearly PAP smears, and mammograms to help stay ahead of cancer. Frances Hodgson, Blaine County Health Nurse, along with the Health Departments in Hill and Phillips County and both Rocky Boy and Fort Belknap Indian Reservations belong to HART (Healthy Actions Recruitment Team). HART is a coalition of professional and community members that are interested in working towards cancer prevention. HART currently has apparel for sale; all proceeds of the apparel will go towards cancer screening and transportation costs for individuals who are not eligible for the Montana Comprehensive Cancer Program. HART meets every other month and is starting to expand. The members are educators, health department employees, survivors and survivors’ families. Another project they’re looking forward to is working in conjunction with the Bear Paw Roundup for next year’s rodeo. The state of Montana offers what is called the Montana Cancer Control Programs (MCCP). According to the Department of Public Health and Human Services website: “The Montana Cancer Control Programs (MCCP) is a part of the Chronic Disease Prevention and Health Promotion Bureau in the Montana Department of Public Health and Human Services. The

What can you do? Montana Cancer Control Programs include the Comprehensive Cancer Control Program, the Cancer Screening Program and the Cancer Surveillance and Epidemiology Program. The MCCP receives grant funding from the Centers for Disease Control and Prevention and State Special Revenue funds to implement cancer control activities. The Cancer Screening Program supports comprehensive cancer control in Montana by providing ongoing quality screening services to Montana men and women and education in a manner that is appropriate, accessible, cost-effective and sensitive to the client’s needs. Screening services include mammograms, clinical breast exams, PAP tests and pelvic exams for the early detection of breast and cervical cancers and colonoscopies and FOBT tests for the early detection of colorectal cancer. Diagnostic testing is also provided for the follow-up of abnormal screening tests.” For those of you that do want to volunteer or in some way support those with cancer, call or email your local cancer support group or cancer center. As Mary emphasized, “Everyone is different, but touch base with them. Give a friend with cancer a break by taking care of their little ones or making dinner for them and their family.” Cancer can be scary and if they’re newly diagnosed even more so; even though a cancer patient may tell you that you don’t have cancer and can’t understand, let them know, “You’re right, but I know where you CAN get help and I CAN take you there.” Although a cure for cancer still seems light years away, the treatments and therapies for it have advanced significantly over the last few decades. Fortunately, now more services are available closer to home, here in northern Montana. Please take a moment this year and send a donation to a cancer organization of any kind, whether they treat patients or support them emotionally or financially. It could ultimately benefit your friends, family or neighbors. HOW TO BATHE THE CAT

Thoroughly clean the toilet. Lift both lids and add shampoo. Find and sooth cat as you carry hiim/her to the bathroom. In one swift move, place cat in toilet, close both lids, and stan on top so cat cannot escape. The cat will self agitate and prduce ample suds (ignore ruckus from inside toilet; cat is actually enjoying this). Flush toilet 3 or 4 time. This provides power rinse, which is quite effective. Have someone open outside door; stand as far from toilet as possible, and quickly lift both lids. Clean cat will rocket out of the toilet and go outdoors where its hair will self-dry. Ramblings of a Conservative Cow Doctor

Another Look at Free Range Chickens

Although not apparent at a glance, veterinary medicine views chickens and dogs from different perspectives. Obviously, chickens have feathers and sleep in the chicken coop, while dogs have hair and sleep on the sofa. But there is one other astounding difference, namely how we address them from a medical perspective. Rio demonstrates my point. Rio is a two-year-old red Border Collie who spent most of Wednesday afternoon vomiting. She presented Thursday morning slightly dehydrated, salivating, and tried to bite me every time I pressed her stomach. We started an IV, snapped a couple x-rays and diagnosed her as having a bowel obstruction. Before long we were in surgery removing a yellow mass of hair and straw from her small intestine and cecum (the equivalent of the appendix on a human.) No other abnormalities were found and her recovery from anesthesia was uneventful. Then the frustration began. Rio vomited Friday morning so I gave her an anti-emetic. She stopped vomiting and seemed as happy as country dogs are when they are confined in a kennel in the city. I felt sorry for her and walked her several times per day because I too have never fully adapted to city life after growing up on the gumbo flats out of Ingomar. Rio refused food all Saturday. We coaxed her with every flavor with no response and with little option, we force fed her. She wasn’t any hungrier on Sunday so I snapped another x-ray and ran blood work just to be certain I hadn’t missed something. All looked normal. I tossed and turned all Sunday night and was disappointed to see Rio exactly the same Monday morning. Thinking the worst, we returned to surgery and found a leaking segment of Rio’s small intestine in the area of the previous obstruction, so we resected this entire segment of bowel. As I write this, she is resting comfortably in our front kennels. Dr. Broyles will handle this case from here as I must drive to Helena tomorrow for legislative duties. Rio is in great hands and my parting instructions were, “I don’t care what it costs, do whatever you think Rio needs so she goes out of here alive. I’ll sort out the expense of all this when I get home.” From a purely economic perspective it was a dumb thing to say, but this is my practice, my patient, and Rio’s owner is a good friend. I don’t want to lose this one. End of Rio’s story, now to point two. If a veterinarian is on a herd health consultation for a large poultry operation one of the most reliable diagnostic aids is the euthanasia and necropsy of a collection of both healthy and diseased members of the flock. With a complete view of the pathological process, recommendations can be made to improve the over all health of the flock. This is called “population medicine”; your main concern is the overall health of the population and the cost of sacrificing a few chickens is insignificant…to everyone but the few unlucky chickens. From a population medicine perspective, whether Rio lives or dies has zero affect on the world of Border Collies; there will still be a couple chasing rabbits behind every barn in Montana. However, as an individual, Rio’s life matters to me, and her owner and that is the difference. Are you with me because I am going to make a leap here? The First Lady has ceremoniously declared war on obesity. Progressives across the country have banned Happy Meals, trans-fats, and salt and are lobbying to increase alcohol and tobacco taxes. During his campaign for presidency Senator Obama declared “granny should just take a pain pill” rather than suffer the expense of a hip replacement. These are all “population medicine” proposals. If Obamacare were fully implemented, America may be healthier and rationing granny’s hip replacement might lower population costs. But just like the chosen chickens, whether you live or die, get a new hip or not, has little effect on the American population as a whole so your individual needs are the least of the concerns of the benevolent doctors of the Internal Revenue Service.
