Raised on the Big Flat, he finds plenty of “inspiration” in the people and things around him every day, and Fred’s brand of entertainment has earned him a large following throughout the US and Canada.

The Bird The magpies landed in the tree The sparrows, on the sill There’s eagles soaring overhead There’s prey for them to kill.

Some have flown much further south, Rewards for their ambitions, They’ll hang out for the winter They’re in tropical conditions.

Sharptails strutting through the yard Huns scratching on the road Birds, like chunks of coal They’re dotting where it snowed.

These middle-aged, middle managers are being asked to consider "early retirement." The offers from their employers may range from lucrative to paltry, but the decisions are difficult in almost every case. Let's review some of the factors to consider when evaluating one of these "offers you can't refuse." There are two levels of concern that must be addressed. First, you must consider the emotional aspects of an early retirement decision. It is possible, in fact probable, that you never considered retiring today. For many people, especially those in their 40s and early 50s, retirement is still a hazy goal, far off in the future. They may not have given any thought to what they will do during retirement, whether they will seek other employment or any of a myriad of other questions. The offer of early retirement can affect those who choose to stay with the company as well. Will they have the same, hopefully positive, feelings toward their employer and supervisor? Early retirement programs are often instituted by companies undergoing stressful and uncertain times. Staying around may seem almost as difficult as leaving. You may be unable or unwilling to make financial decisions until these emotional and psychological issues are confronted. The other level of concern is financial. Obviously, you have two choices: do I stay, or do I go? If you choose to stay, what is the financial health of the company? Should you take the money and run? If you stay, what are the prospects for career promotions and pay increases? Will staying merely postpone an inevitable career change, under perhaps less advantageous circumstances? Of course, leaving is also fraught with uncertainty. If you intend to pursue another position, many experts have suggested that your job search will last about one month for every $10,000 in compensation paid by the former employer. Many early retirees become entrepreneurs, so the prospects for a new business and the need for start-up capital must be considered. When evaluating the retirement offer itself, there are also a variety of potential pitfalls. Health insurance is a major concern for many, so find out whether you will continue to be covered. Employers with defined benefit plans may be granting additional years of service or assuming early retirees are older than their actual age for purposes of computing their benefit. The employer may also offer some additional benefit to tide the employee over until age 62 (and increasing) when they can begin to collect Social Security. Tax issues also come into play. Numerous special rules may apply. For example, those who were born before 1936 may qualify to use ten-year forward averaging. Those who are 55 or older when they receive their retirement plan distribution are not subject to the 10% penalty. If you elect to pursue the substantially equal payment exception to the 10% penalty, the payments must continue for the longer of five years or turning age 59-1/2. Of course, this brief article is no substitute for a careful consideration of all of the advantages and disadvantages of this matter in light of your unique personal circumstances. Dear Friends and Neighbors: With a strong commitment to revitalizing Montana’s economy, Montana House and Senate leadership kicked off the 2011 legislative session by inviting businesses from across the state to a Jobs Forum Jan. 8 to inform the Legislature about laws and regulations that burden business. As a result, staff and legislators are working diligently to craft and refine bills to address their concerns. Republican leadership has a 5-point action for the session: (1) promote jobs & natural resource development, (2) streamline government, (3) reduce & balance the budget without increasing taxes, (4) improve education, (5) restore freedoms. process, and to involve every legislator as much as possible. Some good bills have passed the House floor recently, including: • HB 106, 24/7 Sobriety Project for DUI offenders. Implements the program South Dakota has enacted, reducing their DUI fatality rate with much success. Instead of going to jail at the state’s expense, DUI offenders will report twice a day, at their own expense, to the sheriff for blood alcohol tests. In rural areas, SCRAM anklets may be used instead. • HB 144, Revise FWP laws related to large predators. Seasons and quotas for mountain lions and wolves are to be established that prevent prey animals from decreasing below sustainable levels. • HJ 4, Resolution opposing designation of national monuments without state’s consent. Opposes presidential designation of any new national monument without the consent of the legislature and the governor. Passed the House with 76 out of 100 votes, 23 democrats voting against the resolution. • HB 159, Restrict authority of FWP to regulate ammo for hunting. This bill thwarts anti-gun groups that have tried to reduce hunting by pushing to regulate ammunition such as lead shot. I co-sponsored this bill. It passed the House with 68/31 in spite of opposition from most democrats. These bills now go to the Senate for a vote, and if they pass the Senate, they will be sent to the governor to sign or veto. Ramblings of a Conservative Cow Doctor

We hope you enjoy reading this newest feature in Tricia’s Trader. You may agree, you may disagree with Dr. Kerns’ Ramblings, but you will always have something to discuss over dinner.

The Kiss-Off

Severing any relationship is painful and country western music is filled with ballads describing the emotion. Paul Simon captured the diversity of romantic separation with his hit song “Fifty ways to leave your lover�. Johnny Paycheck pounded out employer / employee dissolution more directly with “Take this job and shove it.� However, making me chuckle is John Denver’s not-quite-a-hit song, which humorously and poetically closes with the lyrics, “Get your tongue out of my mouth ‘cause I’m kissing you goodbye.� (Mr. Denver’s words are on You Tube and it’s funny.) On January 12th, the political left in Montana’s 62nd legislature figuratively kissed the political right good bye. The warm and fuzzy legislative hug-fest collapsed once again—just as it is designed. Here’s why. The first day of every legislative session, politicians lovingly speak of bipartisanship as if the wondrous goal of our stay in Helena is a 90 day snuggle-fest. It’s all part of the show. Truthfully, we are engaged in a political battle determining the fate of our republic. Marxist philosophy, “from each according to his deeds; to each according to his needs�, is the founding principle behind the political left. Their forces contain two types of warriors; those who understand this, and those who don’t. On the political right (my camp), we attack from the position it is the freedom endowed by our Creator, which has yielded this great American republic, and through liberty we will restore her to greatness. Our forces also contain warriors who know this, and those who don’t. It is the “who don’ts� from both sides which take up space in the political middle. Very simply, each side ferociously fights to defeat the other and here is my report from the trenches on the January 12th “Battle of the Feed Bill�. Every legislative session begins with the customary passing of House Bill 1, the “feed bill�. This funds the entire legislative branch for two years, plus start-up costs for the next session. In 2009, HB1 spent $9,143,775 and passed the House unanimously. For 2011, we will spend $8,774,520, yielding a total reduction of $369,255 or 4 percent. It passed the House 68-32 with all Democrats voting “no� for the simple reason—politics. Consider this. Legislators receive a salary of $82.64 per session day; a figure constant for ’07, ’09 and ’11. (Article V, Section 5 of the Montana Constitution prohibits each legislature from changing its own compensation. We can neither raise nor cut our own pay.) Additionally, we receive $105.31 per day to offset living costs during our four month stay in Helena. This is adjusted every biennium by a specific formula which yielded an increase of $1.62 per day for 2011 over 2009. Do you follow? On the benefit side, since legislators are state employees, Montana taxpayers fund our health insurance during our two-year terms and here the Democrats attacked our flank. At $733 per month, our health insurance costs raised $80.83 over the monthly cost of $652 for the previous biennium (arguably caused by Obamacare). This increase of $194,000 is the raise the Democrats referenced when politically beating us about the head and shoulders. “House Republicans vote themselves a pay raise,� tweeted the electronic headlines and I began receiving e-mails condemning me for voting myself more money. The truth remains obscurred and the House Democrats have scored the first big political victory of the session. They are formidable opponents and now lead by one. Politics truly is a blood sport and not for the faint hearted. The tenacity with which I engage the battle does not mean I harbor any ill will or malice to advocates of the opposing ideology. They are wrong, but I don’t hate them for it. There is not a single Democrat legislator whom I would not relish joining my family at our Christmas dinner table because in the end we are all in this together. May God help us restore our great American republic.
