Raised on the Big Flat, he finds plenty of “inspiration” in the people and things around him every day, and Fred’s brand of entertainment has earned him a large following throughout the US and Canada.

That fellow dressed in black You may not have guessed Somewhere in this state Is a warrant for his arrest.

To the man behind the bar, He had posed the question It only took a second, He offered his suggestion.

Forget the next in line He is null and void Clearly he has stated, His wife, she is employed.

What I have to offer It will clearly make you nervous In spite of all the circumstance, I’ll gladly be of service.

The short chap holds the card His goals are much wider He’s no longer unemployed, He’s now a care provider….

The dude who’s at the table He is your safest bet A barn went up in flames Was it his cigarette?

And to the red eyed man It’s beyond belief He provides a leafy substance That will give him pain relief.

The patron at the end He’s just a little wired He may meet you with a question, Will a blood test be required?

Here’s another prospect, I’m sure it’s sounding grim, Underneath his work boots, Is some money hid from him.

The big guy sitting there I’m not sure what work he does He’s been out of work so long He can’t recall what work it was.

At the end of each month, many Americans ask the following question: What happened to the money that I was going to save? One of the best ways to gain control of your money is by developing a written spending plan. A spending plan can help you to: • • • •

See where your money goes. Reduce unnecessary expenses. Evaluate needs and wants. Locate money in your budget for large expenses, emergencies and long-term goals.

Here’s how to begin building your financial framework: • Discover where your money goes. For one month make notes of all expenditures. Get out last year’s checkbook register to determine what you paid for those items that are not predictable on a monthly basis (entertainment, hobbies, travel, etc.) • Categorize your expenses by areas (i.e. food, clothing, childcare, utilities, and transportation). Write down everything, even the popcorn you had at the movies. You’ll be surprised where those hard-earned dollars go. • Prioritize your financial goals and determine how much you’ll need to save each month. Think long-term and short-term goals. • Bring your goals in line with your income (i.e. new car, less expensive car, wait another year for a car). Putting off a purchase is called “delayed gratification.” • Make the written plan realistic. Over a few months time you can get your spending on track and make progress toward your specific financial goals. As you know, our very own Wendy Warburton is serving in Helena again this Legislative Session representing the people of House District 34. During her hiatus from ‘Tricia’s Trader’, she has graciously agreed to send us updates of the happenings in the capitol of this great state. Friends and neighbors, I write with a “half-time” report from the Montana Legislature. My apologies for not writing more often. It’s been very busy! From the beginning, House Republican leadership built a 5-point plan outlining our top priorities: 1. Jobs & Revitalizing the Economy 2. Natural Resource Development 3. Balancing the Budget & Streamlining Government 4. Educational Excellence 5. Preserving Freedom We invited businesses from across Montana to Helena Jan. 8 to advise us how to make Montana business friendly and grow jobs. Read about many jobs-focused bills at www.rotundareport.com. The number one concern was Montana’s extremely high worker’s comp rates. In response, we passed a good work comp reform bill that analysis says will bring us to competitive levels with other states. HB334 passed on a party line vote and now heads to the Senate. We also have legislation coming to reform MEPA (MT Environmental Policy Act) to be more business friendly, and there are bills being developed to address Montana’s uncompetitive Business Equipment Tax. Believe it or not, clamping down on medical marijuana is a big jobs issue,too! Companies with safety concerns,like oil companies, have been nervous about doing business in Montana since the proliferation of marijuana use. We heard testimony that Montana is now labeled a “source country” like Mexico and South American countries. Motorcycle gangs and organized crime have moved into Montana to ferry drugs grown here to their cohorts on the coast. Bills to repeal marijuana or to severely restrict its distribution are working through the legislature.

Balancing the budget and streamlining government go hand in hand.We won’t see the final results for a few weeks (I’ll keep you posted), but our Appropriations committee is taking steps that have been needed for years, such as putting sunsets on all statutory appropriations (HB 316), meaning spending that is written right into the code. Sunsetting does not automatically eliminate monies for important state responsibilities. It simply means the Legislature will periodically examine that spending and retain, reduce or remove it as appropriate. HB 317 will require government agencies to go through zero-based budgeting. HB 444 will put the state’s checkbook online so YOU can see exactly how your tax money is being spent. There’s good support for TSEP and I’m optimistic about restoring TSEP funding. Bills with revenue increases or reductions tied to them, like most education bills, have later deadlines in the legislative process, so some haven’t yet come out for a vote. One good bill on the way will allow for charter schools in Montana, successful in other states and an exciting opportunity for Montana. We’ve passed a multitude of other important bills. Bills to control wolves, illegal immigration bills, bills challenging the authority of the federal government to require Montanans to purchase health insurance, and bills to make private sector health insurance more affordable for Montanans. A constitutional referendum to require that “economically productive” be added to the “clean and healthful environment” clause. A bill to require that nonprofits who sue to stop industrial projects must disclose who their financial supporters are. Bills to make eminent domain more fair and profitable to landowners. HB 309 to protect property rights and safety by clarifying that irrigation ditches are not open to the public like rivers and streams. A bill to implement a 24/7 program (like South Dakota) to keep drunk drivers off the road without spending millions to incarcerate them. A bill to reduce insurance rates by allowing insurance companies to consider gender. Bills defining that wind energy development rights belong to the surface owner. Bills to crack down on prescription drug abuse. Tort reform bills. We have passed a lot of good bills! My HB 318 will require county commissioner permission before FWP can dump wild bison into a county, and my HB 377 will allow CNAs to become medication aides to reduce the pressure on nurses and save nursing homes money on travel nurses. I also spoke in support of including funding for MSU-Northern’s auto diesel tech building in a bonding bill for college buildings around the state. We hope you enjoy reading this newest feature in Tricia’s Trader. You may agree, you may disagree with Dr. Kerns’ Ramblings, but you will always have something to discuss over dinner.

“Sucking hind tit” is a common slang phrase. It refers to the fact a nursing sow’s teats closer to the squealing end of the pig are greater producers of milk than the rear ones. Hence, when you are “sucking hind tit” you are not getting your fair share of something. Let me explain. A nursing sow in a farrowing crate is a biological marvel; she eats, drinks, and sleeps in one place without ever putting down the remote or getting off the sofa. (Insert your favorite mother-in-law joke here.) With a chain of eight teats up each side, she efficiently converts the protein of her ration into milk to grow the mini-pork chops nursing each nipple. As long as she is properly fed, our little bacon strip factory hums right along. If you pull a few piglets away from their breakfast bar they squeal and scamper back to the closest nipple—hence the popular political analogy comparing a lactating sow to the federal treasury. Now, we are going to leave our momma sow and piglets while I jump to the next subject. On Friday I introduced HB321, legislation “nullifying the federal endangered species act (ESA).” President Nixon blessed America with this unconstitutional decree in 1972. It sailed through Congress with bipartisan support, garnering only four negative votes. (Hence, my innate opposition to any legislation billed as bipartisan; it generally slaps taxpayers on both cheeks.) No act has choked economic development or shifted regulatory control to the central government more than the ESA. To a Marxist hell-bent on destroying American capitalism, this is their nuclear warhead. Actual success stories of the ESA are limited to a handful of species. However, advocates always retreat to the fall-back, unarguable position, “Imagine how many species would be extinct had we not done anything.” (Similar logic was used when evaluating the American Recovery and Reinvestment Act and all the jobs it saved.) My argument against the ESA was this: The Tenth Amendment clearly states “powers not delegated to the United States by the Constitution…are reserved to the states.” Nowhere in the Constitution is the power enumerated for the federal government to define the type and number of species permitted in the various states. Therefore, the ESA is unconstitutional and it is Montana who should make endangered species decisions within her borders. This sounds simple enough, but here is where the other shoe drops. When sovereign states nullify unconstitutional federal law, Uncle Sam coercively jerks all federal funds associated with said nullified act. As such, the federal government threatens to pull $357 million from Montana’s DOT, $54 million from the DEQ, $29 million from the DNRC, $22 million from FWP, and $472 thousand from the Department of Ag, yearly for perpetuity. This 500 million dollar reduction would eliminate nearly 800 jobs from state government and during the public hearing, panicked state department heads scrambled for funding excuses like baby pigs hunting an open nipple. If this seems draconian, consider this: Money from the federal government originates from the taxpayers, so essentially they are bribing us with our own money. Granted, Montana, like 32 other states, is considered a welfare state because we receive more federal funds than we pay in taxes. However, once you pencil in the freebies from the Bush bailouts and the Obama stimulus plans, the true number of welfare states approaches 50. How is this possible for all these states to receive more in benefits than they pay in taxes? Simple really; it’s all a fraud because it’s all debt. Congress spent $1.5 trillion more last year than they collected and our national debt has passed $14.4 trillion, so they are actually bribing us to adhere to the ESA with debt to be shouldered by our grandchildren. What a gimmick. Now, let’s get back to our momma pig. Every state program is scrambling for a cash nipple. Figuratively, our nursing sow is being fed corn borrowed from China. Unfortunately, she is developing mastitis and her production is plummeting. Department heads are squealing for any available teat, and given the sad state of the old sow, they will even “suck hind tit” just to fund things a few more years. Like all the other 50 states, Montana will keep nursing until the old sow either dries up or dies.
