COWBOY POETRY BY H. FRED LIESE Fred Liese makes his home at the edge of Black Coulee near Turner, Montana. Raised on the Big Flat, he finds plenty of “inspiration” in the people and things around him every day, and Fred’s brand of entertainment has earned him a large following throughout the US and Canada.

Recovered

Consuming precious time His tracks, they were retraced His search, it was unfruitful These items were misplaced.

He’s a human Geiger counter And you can add to that He magically extracts He pulls a rabbit from the hat.

So, Grandpa’s on his mission In the morning, he deploys He will solve the mystery Some folks, he sure annoys.

Frustration led to cussing His options seemed to stall Proclaiming his defeat, It’s written on the wall.

This bloodhound with his expertise His nose is to the ground A zigzag soon rewards The item soon is found.

If in peril, it is lost You can accept defeat Though, Grandpa, he can find it He’s in the driver’s seat.

His thoughts, they were reversed The slate was wiping clean For then with some reluctance, Grandpa’s on the scene.

Items lost so long ago No stone is left unturned Quickly they’re recovered In sight, they are returned.

His list of great recoveries Each day, it seems to grow Some folks will hold their breath, Grandpa’s blowin’ snow.

It’s said with older age This may be what you lack His ability to search, He never lost the knack.

Where’s a certain object? You wouldn’t have to guess He hones in on his prey No aid from GPS.

This issue, we also bring you a report from the most recent Poets & Pickers event in Chinook, courtesy of D.W. Mailand of Harlem, MT. There’s nothing quite like winter in Montana!

Montana Country Poets & Pickers Report February 4-6, 2011 We had our 17th Gathering; some folks couldn’t be here. It was a feast of friendly fun; most roads were dry and clear.

Marge Liedle, Anaconda, and Tom Wilson, Lewistown, Afraid they might not get back home, both turned our invite down.

The week began, a tad severe, at 40-some below But Thursday’s warm chinook blew in, a blessing for our show.

Our two star-crossed Canadians got here alright, and back But, due to sloppy planning, spent six hours doing backtrack.

That “weather window” held just right and, except for deadly ice On streets and sidewalks everywhere, the weekend went real nice.

Pol Haldemann had lost his voice and couldn’t sing a lick. His medicine tasted bad enough but it wouldn’t do the trick.

Most artists came and did their thing without reflecting twice But some, with burdens, still performed, despite self-sacrifice.

From Edmonton, Ken Blacklock had a sore eye, black and blue. He’d fallen on ice in a parking lot and broke his glasses too.

Our treasurer, Arnie Hokanson, took two days plowing snow To get to do his bit on-stage and count the ticket dough.

Our song bird, Hannah Clemenson, as game as she could be, Her voice was hampered by a cold, so she made apology.

Steve Hughes crept up the icy walk at the Motor Inn motel While Sug and Arnie urged him on with a peppy little yell.

All things considered, it was great, seeing old friends and new, And what we plan for next year’s show we hope to share with you.

Fred Liese was snowed- and drifted-in, though not exactly stuck. One-lane snow tunnels on the road were higher than his truck.

A lot of miles, a lot of hours and a very meager fee, But what it lacked, we balanced-up with hospitality. D. W. Mailand Tricia’s Trader, © 2011

Women are no longer just a powerful force in today’s economy. It is estimated over 60% of the nation’s wealth is controlled by women. Some may have inherited wealth and may or may not be employed. Some are corporate executives, entrepreneurs or middle management. They may be single, married or divorced. They may or may not have children. A woman’s financial situation is often unique, and an individual approach to financial planning is essential. However, areas of common concern do exist. Many women work outside the home. If so, they may have income tax problems, especially if they face higher taxes because they are single and unable to file a joint return. To address these problems, women should consider the following areas: the role of tax-advantaged investments to reduce their tax burden; the taxation and treatment of executive perks from their employer; the effect of age-related tax and Social Security provisions; and the tax problems of a small business including choice of organization, the selection of a retirement plan and the taxes upon disposition of their business interest. Closely related to income tax planning for women is investment planning. Investment selection and asset allocation involve much more than tax considerations. There are various questions women should consider. Do investment objectives line up with financial resources and needs? Is the investment advice they are receiving objective, reliable and in line with their goals, time horizon and risk tolerance? Will a trust help with their investment planning? Women who are too busy or unable to oversee the day-to-day management of their investments should consider a trust. A trust may provide the comfort that comes with knowing that financial affairs will be properly handled in all eventualities. Estate planning, like tax and investment planning, depends on individual circumstances. Whether a woman has built her own estate through work investments, or a business, or whether a woman has inherited a husband’s estate is irrelevant. What matters is that she is aware of the estate planning options that are available. Unmarried or widowed, a single woman might use lifetime gifts to reduce her estate tax burden by using the gift tax annual exclusion and lifetime unified credit. Trusts may also be useful in a program of lifetime gifts, particularly where minor children or grandchildren are involved. Estate plan coordination, charitable contributions and life insurance can also be extremely important toward achieving estate planning goals. For those women working for a large employer or inheriting their spouse’s retirement plan, they will frequently be faced with decisions affecting retirement benefits. Those decisions may have a significant impact on their financial situation the remainder of their life. Critical questions may arise such as: which of the several distribution options provided by an employer’s qualified retirement plan is best; will their retirement nest egg be adequate to maintain their present lifestyle; and what benefits will they be entitled to from Social Security, Medicare, and employer-sponsored plans? No two women are alike nor are the financial predicaments in which women are likely to find themselves. As anyone can see, there are a variety of issues, problems and solutions to consider. Adopting a systematic and individualized approach with the aid of financial planning professionals can help to address and solve these problems while achieving a woman’s investment, retirement and estate planning goals. As you know, our very own Wendy Warburton is serving in Helena again this Legislative Session representing the people of House District 34. During her hiatus from ‘Tricia’s Trader’, she has graciously agreed to send us updates of the happenings in the capitol of this great state. Friends and neighbors, Today I write with a quick listing of just a few of the interesting bills being heard at the Montana Legislature. (Keep in mind, a bill may get passed in the House but killed in the Senate – or vetoed by the governor.) Have you ever been puzzled about which Supreme Court justice to vote for, because you know very little about either candidate? Over the past 40 years, most justices have come from within 150 miles of Helena. SB268 (Balyeat-R-Bozeman) would allow Montanans to elect a justice from the district they live in, so you have a better chance of actually knowing something about the candidate, and a better chance that they come from a background similar to yours. This is a voter referendum that, if passed, YOU will get to vote for on the ballot in 2012. We have a whole package of bills designed to work together and lower health care costs and health insurance costs for Montanans. Some of these bills include tax credits for purchasing high deductible health insurance, allowing the purchase of health plans across state lines, tax deductions for individual policies, allowing for health care sharing ministries, tax credits for employer contributions to employee health savings accounts (HSAs), increasing the amounts Montanans can contribute into medical savings accounts, and efforts to allow Montanans to opt out of Obamacare. Don’t let anyone tell you we oppose Obamacare but don’t offer any solutions. These are free market solutions that will not leave our children and grandchildren in debt. Good tort reform bills are also working their way through the legislative process to help reduce the costs of medical care and insurance. The Budget – By the time this is printed, the House will have voted on the state budget bill,

HB 2. House Appropriations Committee worked very hard to trim back a budget that had been inflated in recent years. Republican legislators are committed to refrain from raising taxes. Some tough cuts had to be made. I’m proud that over $100 million in federal money was rejected. Some people have complained about the state spurning this “free money.” With federal deficit spending in the trillions, that may sound like a drop in the bucket, but we have to start somewhere. And for those of us who pay federal taxes, it really isn’t “free money we’re sending back” – it’s our money we’re keeping in our own pockets. As I’ve mentioned before, good bills to grow Montana’s economy, such as worker’s comp reform and unemployment reform (plus many bills to streamline or speed permitting and get government out of the way!) are working their way through the process and should have a great impact for business and job growth in the coming biennium. You can read more about these at www. rotundareport.com This year we have a clear Republican majority in the House, with 68 Republicans and 32 Democrats. Republicans have a slimmer lead in the Senate and don’t have a veto-proof majority, however, so not everything that passes the House is a slam dunk. The democrats this session don’t have much power legislatively, so unfortunately a great deal of their partisan operatives’ focus has been on negative, campaign-style rhetoric. I’m hoping that will change in this half of the session so we can move forward together positively for Montana. If you want to get an unbiased and unedited view of what is happening in Helena, you can look up bills, watch bill hearings, and even watch the House and Senate sessions at www.leg.mt.gov or on the TVMT cable channel. You are welcome to call or email me directly any time at 262-3185 or wendywarburton@gmail.com. I’m honored to serve you in the 62nd Legislature. Thank you! ~Rep. Wendy Warburton

Capitalism and Skinny Kids

It would be disingenuous of me to say I was born a free-market capitalist. I actually didn’t advocate for, nor understand that ideology until I was nearly five. Let me describe my epiphany. In my early years I lived with my parents and two brothers on the family ranch 30 miles north of Forsyth. One summer day, Mom cleaned us up and hauled us to town for the Rosebud County Rodeo. Being more accustomed to the open sagebrush plains of eastern Montana than the big city, it was a bit of a shock sitting in the bleachers surrounded by so many people. During the slack time between rough-stock events my wandering eyes spotted a kid about my age scrambling under the bleachers snatching empty beer bottles. Puzzled, I watched for awhile before squirming between the seats and floor boards and dropping to the ground to ask the scavenger what he was doing. “The guy at the beer stand gives me a dime for every case of empty bottles I haul back to him,” the kid explained. I quietly followed as he lugged a clattering case of bottles from under the bleachers and sure enough, the fellow at the beer stand tossed him a dime. “Whoa Nellie,” I thought to myself. “I need in on this action.” I grabbed an empty wooden case from the stack and hustled under the bleachers. Within minutes, I had filled my case and sprinted to the beer stand. Sure enough, just as with the other kid, the beer guy tossed me a dime and I stuffed it in my pocket. This was great. Before long, I solicited the aid of my two brothers and the three of us were earning money as fast as skinny kids could run with cases of beer bottles. With all of us working the same bleachers, we soon developed real supply chain problems; the rodeo fans simply weren’t emptying the bottles fast enough. In the shadows under the bleachers, we monitored the emptiness of each bottle placed on the floorboards so we could grab them before someone else did. Occasionally, we were a little too quick and a gruff old cowboy would bark and kick at us. Like flies on a road kill, we hovered out of range until he placed his bottle down again and then we would snatch it and run. It is dangerous work being a freckle faced capitalist, but at the end of the day I had a pocket full of dimes—real dimes, because in 1962 dimes contained 0.08 ounces of silver making each one worth $2.80 on today’s market. If my grand kids crawled under the bleachers for a similar business venture today they would first need to fill out a W-4, an I-9, Workers’ Comp forms, state child support notification form, plus produce a Social Security card all to be told they couldn’t be hired because of child labor laws. Hasn’t society progressed? Interestingly, if they were hired they should be paid in nickels as 5 cents of every dime needs to be sent to the state and federal government for taxes. The above story is the perfect sedge-way to today’s point concerning the costly growth of state government. The budget is the hot topic of the second half of the session, so let’s look at the numbers. For the 2001 biennium, Montana’s total budget was 5.4 billion dollars. By 2011, those two-year budgets had grown to 10.1 billion dollars. This whopping 86.81 percent growth in government spending compares to a Treasure State population growth of only 9.63 percent over the same time frame. This spending increase added 1,811 new state employees with an average annual wage and benefit package above $60,000 each. When compared to Montana’s private sector average wage of $44,000, this is simply not sustainable. We must shrink government. Our governor, along with other big government advocates, argues Legislative Fiscal Division’s revenue estimates are wrong and Montana has plenty of money to fully fund every program. Their premise is wrong. Spending money just because you have it is exactly how state government has grown to its monstrous size. Our budget should be no bigger than that needed to minimally fund the smallest level of state government as allowed by our constitution. At this moment, Montana’s House is proposing to cut 7 percent from the last biennial budget. This is an unprecedented, but desperately needed, shrinking of government. We will never restore our economic freedom if the fruits of our labors are continually consumed by taxes. No one said freedom would be easy; only worth it.
