Keys To DebT ManageMenT Debt can be a valuable and useful component of an individual’s finances, if used efficiently and in moderation. For many individuals debt is a necessity in their every day lives and, unfortunately, often inappropriately handled. But there are certain “keys” an individual should consider that might open the door to proper and efficient use of debt within their financial lives. Liquidity Is Key. Keeping the proper amount of liquid assets is vital to managing the current level of your debt. Debt has traditionally hurt very few individuals; it is the lack of liquidity and cash flow to manage the debt that has hurt individuals financially. Keep Debt service Predictable. Try to avoid repayment schedules that require the debt to be repaid all at once at a future point in time, such as balloons. If adjustable-rate financing is used try to negotiate interest-rate caps on your debt balance. Do not accelerate Debt Payments. Not until you have sufficient liquid savings and pay off non-deductible interest debts first. And then only pay down your debt if you are fully funding your retirement plans, such as 401(k) and IRAs. Try To Have Interest Deductible. Slash those non-deductible credit card balances as much as possible. While you hear this often, it can’t be emphasized enough. Consider using second mortgages, business loans, etc., to keep interest on debt deductible. Hold Debt service Payments at Less Than 25% to 33% of gross Income. As a general guideline, if you are exceeding this range your progressing outside the safe limits of debt management. Try to renegotiate terms of your debt to get fixed payments to the 25% to 33% level and do not acquire additional debt. Use Credit Cards only as a Convenience. Do not use credit cards to finance long-term purchases or items you cannot currently afford. Save for those items or use alternative forms of debt that are more efficient, such as deductible debt. Protect your Credit. Personal credit is extremely important - don’t abuse it. Get into the habit of making payments on time. Establish a good credit history early, as soon as you start your career or right out of school. Use credit cards in moderation to establish a good track record of prudent debt management. If you are, or going to be, in trouble, be proactive and talk to your bank or credit card company as soon as possible to work out a repayment schedule. Pay Cash For Purchases. Don’t finance or use credit cards unless it is absolutely necessary. Set a goal of paying cash for purchases and do not acquire them until you have saved enough, assuming no emergencies pop up. This is commonly referred to as “delayed gratification” and it is a financially sound concept to follow. Review Debts Annually. Make sure your debts are as efficient as possible. This means making sure the interest rates you are paying are low and competitive given changing market conditions. Also, check out the option of refinancing if it will save you money. Re-Burying the Budget

Losing a family pet is difficult…losing the same pet over and over again is a different animal entirely. Let me explain. My two little girls, Meagan and Chelsie, were both under six when we owned two Golden Retrievers, Coke and Pepsi. All that changed the day Pepsi was smashed by a car. Not that I could have done anything, but I was out of town the day Pepsi was killed, so graveside services were delayed until my return. Once I was home, all the family gathered in the far corner of our lot as I dug a hole to lay Pepsi to rest. It was an emotional time as the little girls placed what each thought was Pepsi’s favorite chew toy in with her. “I don’t want to go through that again,” I thought to myself as I covered the grave. End of story—well, not exactly. Ten days later I glanced out the kitchen window and saw Pepsi, or what was left of her, lying next to the shed. Apparently, Coke had dug her up and dragged her body back to the yard. Before anyone noticed, I sprinted out of the house and re-buried her. The next week Pepsi shows up once again, so I buried her again. Coke made this a weekly ritual and the 6th, 7th, and 8th burials were not nearly as emotional as the first. By the 9th resurrection I had had enough, so I tossed the shrinking and now unrecognizable dried mass of hair and bone into the garbage—Pepsi went to the landfill. (It is entirely possible that after three burials I wasn’t burying Pepsi at all and instead it was just some other brown haired road kill Coke had dragged home. I guess it really didn’t make much difference.) For as long as I kept burying Pepsi, Coke kept digging her up so this would have continued through perpetuity unless I did something different. So I did, and this is my point: If we always do what we always did, we’ll always get what we always got. When confronted with repeated problems you must fundamentally change your approach to reach a different outcome. Such is the exact case with politics. The groundwork to transform American free-market capitalism into a nation based on Marxists principles began with the 16th Amendment allowing the confiscation of citizens’ wealth via income tax. In 1913, the political slogan “Soak the Rich” was coined and Americans earning over $500,000 were taxed 7 percent. By 1936, the top marginal rate hit a whopping 77 percent and this was the year the first of a series of three shoes dropped. In 1936, by a vote of five to four in the Butler case, the US Supreme Court ruled Congress could tax and spend money for any cause it considered beneficial. This was the first shoe. Prior to Butler, constitutional scholars had held all revenues must be spent equally among the populace, so this was a monumental leap advancing Karl Marx’s theory of “from each according to his deeds; to each according to his needs.” The year after the Butler ruling, the second shoe dropped—President Roosevelt’s massive wealth redistribution program called Social Security. The third shoe came in the form of Medicaid and Medicare in 1965. Incrementally, these massive wealth redistribution programs soon permeated every corner of American society. With complete disregard to the impossibility inherent in every Ponzi scheme, citizens demanded benefits to which they felt entitled. To be a hero, all politicians continued soaking the rich and giving to the poor, even though conservatives like British Prime Minister Margaret Thatcher warned “eventually we would run out of other people’s money.” Perhaps we have. By next year, 2012, Social Security, Medicare, Medicaid and the interest payments on our national debt will consume 100 percent of all tax revenues. If government were to “Soak the Rich” by confiscating 100 percent of all income above $100,000 they would collect $3.4 trillion which is still $330 billion less than President Obama is planning to spend. Obviously, “Soaking the Rich” is failing. If we always do what we always did, we’ll always get what we always got. It is time for a fundamental change of government away from the Marxist principles introduced in 1913 and back to the free-market principles outlined by our founding fathers. It took us nearly a century to bankrupt the country so it will take nearly as long to restore it—yet restore America we must.

Read below for a wrap-up of happenings from this year’s legislative session. Friends and neighbors, The 62nd Montana Legislature recently wrapped up and legislators have returned home. About 867 bills were introduced. Of those, 492 made it through the legislative debate process and onto the governor’s desk. Unfortunately, that one man vetoed 25% of the elected legislature’s work. He vetoed 78 bills, and put amendatory vetoes on another 48, for a total of 126 bills vetoed in some manner. This number of vetoes has left some wondering why the state even bothered to hold elections last fall. Contrary to the negative rhetoric about the session, these vetoed bills were neither “crazy� nor “unconstitutional.� See for yourself:

• HB 616: Correct erroneous agriculture land values, provide remedy, & create ag committee sought to fix the situation that improperly caused ag land tax increases last year. • HB 283: Elimination of Montana unisex insurance laws. I cosponsored this bill. Montana is the only state with a unisex law. Other states have repealed them over the years. This bill could have significantly lowered the cost of insurance for women. Plus, Montana has a comparatively low population, and insurance companies have to handle Montanans differently because of our unisex law, so it’s not just women, but everyone in Montana, who currently has to pay more than we should otherwise. • Parental notification if a teenager under 16 gets an abortion, SB 97. Why do the democrats who opposed this bill think it’s crazy or unconstitutional for you as a parent to know when your minor daughter gets an abortion, a serious medical procedure? The entire democrat contingent except one senator voted against this bill. Fortunately, Republican legislators had a backup plan and passed a referendum to put this on the ballot for YOU, the voters, to decide in 2012. That referendum bill was also opposed by the democrats, but referendum bills cannot be vetoed. • Illegal immigration bills. The governor and fellow democrats called bills to attempt to get ahead of the illegal immigration problem “frivolous,â€? in spite of multiple cases involving the hiring of illegal workers in Montana cities in recent years. HB 492, a bill to forbid “sanctuary citiesâ€? for illegals in Montana was vetoed. • Multiple bills to resist Obamacare and set up free market health insurance options to save Montanans money were vetoed, including HB 30: Provide for health care sharing ministries, HB 358: Revise Montana

medical savings account contribution limits, HB 526: Create interstate healthcare compact, and SB 228: Prohibit creation of health insurance exchange under Obamacare. • Medical tort reform and mandate bills. We know that part of the reason for the high cost of healthcare is expensive lawsuits and malpractice insurance. Additionally, Montana has many health insurance mandates other states do not require, driving costs up and competition out. As a rural state, Montana often has a tough time recruiting medical professionals. Bills to help rein in this situation were vetoed, such as HB 464: Provide medical liability protection for hard to recruit pediatric and geriatric sub-specialists, HB 405: Medical malpractice reform, a.k.a. the Defensive Medicine Act, SB 370: Require cost benefit analysis of Mandated health insurance coverage of service, and HB 408: Provide for timely filing and resolution of claims in medical liability cases. • Government transparency. Perhaps the most shocking veto, HB 444: Create budget data website for taxpayer right to know -- to put the state checkbook online -- was simply a public right to know bill. An inexpensive web site would have been produced to allow citizens to see exactly how state government spends every tax dollar. Other states across the country already do this. In spite of this unprecedented veto situation, I would like to emphasize that the legislature did leave Helena with some major goals accomplished. A few of the biggest were: • Rolled backthe state General Fund bymore than 6% with a streamlined state budget. It’s quite an accomplishment to actually shrink government a bit, since government and spending nearly always grows. • Passed legislation to reduce Montana’s worker’s comp rates to be more competitive with other states and help businesses prosper and create jobs. • Passed legislation to phase down the business equipment tax. • Reined in the medical marijuana law to match the language of the initiative that was passed by the voters, taking the big-money drug growers out of it and restricting it to medical purposes and overseen by a medical doctor with an ongoing relationship to the patient. Manyothergoodthingswereaccomplished during the 62nd legislative session as well too many to list here today. Perhaps we will cover some of them in a future article. CONTEXT: We thought this quote was a fitting one for our first appearance of “He Said . . . She Said”, for obvious reasons. Boorstin’s statement expanded on an opinion he voiced in his 1962 book, The Image: A guide to Pseudo-events in America, considered by some to be an early, landmark attempt to describe aspects of American life that would later famously be termed hyperreality and postmodernity. In The Image, according to Wikipedia, Boorstin describes shifts in American culture - mainly due to advertising - where the reproduction or simulation of an actual event becomes more important or ‘real’ than the event itself.
