Mark Twain once said, “The rumors of my death have been greatly exaggerated.” Like Mr. Twain’s rumored demise, the notion that the traditional Individual Retirement Account (IRA) is no longer a useful part of a financial plan has been greatly exaggerated. Contributions to a traditional IRA continue to be a viable financial and retirement planning tool despite non-deductibility for some individuals. All you need to make a traditional IRA contribution are earnings as an employee or as a self-employed person. The amount that can be contributed for 2011 is the lesser of $5,000 ($6,000 if you have attained age 50) or your earnings from your work. There is no minimum age for making a traditional IRA contribution for tax purposes. If a 16 year old works for the summer, makes $5,000 and blows it all at the mall, the tax code permits Mom, Dad or whomever to give him/her $5,000 to contribute to a traditional IRA on his behalf. There is a maximum age for IRA contributions. No traditional IRA contributions may be made for people over 70 1/2, even if they are still working as hard as they were at 30 1/2. An additional contribution of $5,000 is permitted if the traditional IRA participant has a spouse who doesn’t work outside the home. If both spouses are under age 50, the total contribution in this situation is $10,000 and the spouses can divide the amount contributed up any way they choose, so long as neither receives more than $5,000 into his/her account. The question of deductibility is often confusing to many taxpayers. There are two questions that may have to be answered to determine if a traditional IRA contribution is fully deductible, partially deductible or not deductible. The first question is: “Are you covered by a plan?” If the answer is “no,” then the traditional IRA contribution is deductible regardless of the taxpayer’s income. Whether or not you are covered by a plan depends on the type of employer-sponsored plan in place. If you’re not sure, your employer can tell you because employers must check a box on every employee’s W-2 stating whether they are covered. If the answer is “yes” and you are covered by a plan but your spouse is not, then only you are exposed to the next test. Your spouse’s contribution to a traditional IRA is fully deductible up to new phase-out limits of $169,000 to $179,000 of joint income. If both of you are covered by a plan then the next test will determine to what extent both of you can deduct your contributions. Assuming coverage by a plan, the next question that must be answered is: “How much is your income?” For 2011, taxpayers with adjusted gross income (AGI) of $56,000/90,000 (single/married filing jointly) or less, the contribution is fully deductible. For taxpayers with AGI over $66,000/$110,000 (single/married filing jointly), no IRA deduction is permitted. For those with an AGI between those levels, the amount of the deduction is phased out proportionately. There is a $500 floor to the deduction that will apply to those whose AGI is close to the upper limit. For example, a single person who is covered by an employer’s plan has an AGI (excluding the IRA deduction) of $61,000. Since that’s 50% of the way from $56,000 to $66,000, the taxpayer may deduct $2,500 of a $5,000 contribution ($5,000 * 50%). The other $2,500 of the contribution is non-deductible. The best part of the traditional IRA deal is the tax-deferred growth potential your investments can enjoy inside the account. Your earnings will grow much faster when not dragged down by the weight of a current tax bill. Your financial planner can show you whether and how a traditional IRA can fit into your retirement plan.

WHITEMUD ECON. DEV. CO-OP OPENS RFP: “SOUTHWEST SASKATCHEWAN/MONTANA TRADE DEVELOPMENT PROJECT” by Tricia Kimmel

On Oct. 27th officials from the Whitemud Economic Development Cooperative in Shaunavon, Saskatchewan, Canada met with key leaders in Hill and Blaine Counties to discuss a Request for Proposal prepared by WEDC on behalf of the Saskatchewan organization and SaskMont Rural Development, an ad-hoc U.S. organization that has been working to appeal to federal and state entities to expand services at the Turner-Climax Port of Entry. The purpose of the RFP, according to the project document, is to “identify and select the most qualified proponent(s) to lead a Saskatchewan and Montana based regional effort focusing on the expansion of border services at the Turner/ Climax port and to communicate the need for the future upgrade and maintenance of Hwy 37 from Climax to the US Border.” The successful candidate will be working on both sides of the border to achieve the three objectives of the project--1) extended hours of service at the port, 2) improved commercial border services, and 3) improved infrastructure along Canada’s Hwy 37. WEDC will be funding the project.

American officials in attendance, including Blaine County Commissioners Vic Miller and Frank DePriest, Harlem City Council members Sondra Ashton and Bill Taylor, Paul Tuss of Bear Paw Development Corporation of Havre, and SaskMont board members Jay Anderson and Alan Van Voast among others, discussed options for additional non-financial support. In light of those remarks, Sharon Dickie, Mayor of Shaunavon, reiterated that WEDC is contributing for the good of the overall project and is not looking for financial equality on both sides of the border, as they don’t want any lack thereof to be a detriment to the project’s progress. The Request for Proposals opened officially on October 21, 2011 and closes at 12:00 Noon CST on November 7, 2011. All submissions and inquiries are to be directed via email to Marc Butikofer, General Manager of WEDC, whitemudedc@sasktel.net. Please contact Marc for the complete RFP documentation. Reviews of proposals will begin approximately Nov. 10th, and the SaskMont and Whitemud groups hope to have a selection made by Nov. 27th.

Study this scenario: The first house on your street is owned by a single mom whose husband left her and their two preschoolers to move into his parent’s basement so he could save money to attend Occupy protests with his girlfriend. The single mom works the swing shift at Wal-Mart and is barely paying her mortgage and feeding her kids. Her deck is adorned with a hodgepodge of secondhand toys and a wooden utility spool serving as a table. The second house is home to DINKs (Double Income No Kids). They are a professional couple who are cash flush and own the best of everything. They not only have patio furniture, it is all a South Pacific bamboo theme and the cushions match both the umbrella and barbeque cover. Answer me this: With the economic disparity between these neighbors, would you feel charitable removing—forcibly—one lounge chair and cushion from the DINK couple and giving it to the single mom? (I used patio furniture rather than tax money because people view it as more personal and thus more thought provoking.) Hidden in the question is the key phrase, feel charitable. This is the single greatest cause of our 14+ trillion dollar debt because quirky politicians feel charitable when they take property from one class of people and redistribute it to another even when it must be done down the barrel of a gun. I’ve watched this syndrome for three legislative sessions and this is exactly how government enslaves its subjects under massive programs. (I’ve seen it happen time and time again.) Big government advocates just don’t understand true charity. My Random House dictionary defines charity as “donations or generous actions to the poor”, so even Webster has adopted a Marxist slant and we must consult older references to understand the concept. The Bible is a good start. Charity is the giving (another key word) of the first fruits of your bounty to someone in need. Notice the word taking exists nowhere because it’s not charity when you take and then give away the first fruits of others. This is the paradox King David explained in 1 Chronicles 21:24 when refusing to offer a sacrifice which “costs me nothing.” One could assume furthering King David’s logic, the greater your personal sacrifice, the greater your gift, until eventually surrendering your life in exchange for another becomes the greatest gift of all. Such was the recent monumental gift of an Oklahoma mother to her daughter and the impetus for this column. Last March, 41-year-old Stacie Crimm received the news she both had cancer and was pregnant. Fearing the deleterious affect of chemotherapy on her unborn child, Stacie chose her daughter’s life over her own and refused treatment. Doctors delivered little Dottie Mae by cesarean section when Stacie’s brain stem tumor rendered her unconscious in mid-August. Three weeks later Stacie temporarily regained consciousness, cradled Dottie in her arms and gazed into her eyes for the first and last time. Three days later, Stacie died. Imagine condensing an entire lifetime of emotion between a mother and her daughter into the few minutes Stacie and Dottie shared on Thursday, September 8th. If you have a lump in your throat, you probably understand why Stacie made the ultimate sacrifice. At one month of age, a healthy Dottie Mae left the hospital with her Uncle Ray and her four new siblings. Many of our problems today stem from the advocates of Marxism confusing all they redistribute by force as true charity while simultaneously diminishing the value of human life. Stacie and Dottie Mae’s story put a powerful face on both points. To get things right in America, we must get right with God and to do anything else is roping the wind. The 2011 Festival of Trees will be held in conjunction with the annual Parade of Lights and Christmas Stroll in Chinook, Montana on Friday, November 25th from 1:00 to 7:00 p.m. on main street Chinook in the Shore’s Floral Greenhouse. Come enjoy Christmas refreshments compliments of the Chinook Chamber of Commerce. Setup for the Trees begins at 8:00 a.m. on Friday, November 25th. Area businesses and individuals are asked and encouraged to donate a decorated tree or wreath to the event. With that tree/wreath, the business/individual is responsible for purchasing their tree/wreath and the decorations on it; as well as items “underneath” the tree. You will become part of a magical community event by donating a decorated holiday tree to the Festival of Trees.
