Today’s post-election political landscape looks a lot like the pre-election political landscape--President Obama will be working with a Democratically controlled Senate, and a Republican-controlled House of Representatives for a minimum of two more years. The issues haven’t really changed, either. What has changed, though, is the amount of time left to deal with these issues. With little time to act, the stakes are high. Here’s a quick rundown of some of the big issues that need to be addressed.

With the “Bush tax cuts” (extended for an additional two years by legislation passed in 2010) set to sunset at the end of 2012, federal income tax rates are scheduled to jump up in 2013. We’ll go from six federal tax brackets (10%, 15%, 25%, 28%, 33%, and 35%) to five (15%, 28%, 31%, 36%, and 39.6%). The maximum rate that applies to long-term capital gains will generally increase from 15% to 20%. And while the current lower long-term capital gain tax rates now apply to qualifying dividends, starting in 2013, dividends will once again be taxed as ordinary income.

The temporary 2% reduction in the Social Security portion of the Federal Insurance Contributions Act (FICA) payroll tax, in place for the last two years, is scheduled to expire at the end of 2012. Estate and gift tax provisions will change significantly (reverting to 2001 rules). For example, the amount that can generally be excluded from estate and gift tax drops from $5.12 million in 2012 to $1 million in 2013, and the top tax rate increases from 35% to 55%. Itemized deductions and dependency exemptions will once again be phased out for individuals with high adjusted gross incomes (AGIs). The earned income tax credit, the child tax credit, and the American Opportunity (Hope) tax credit all revert to old, lower limits and less generous rules. Individuals will no longer be able to deduct student loan interest after the first 60 months of repayment.

Additionally, lower alternative minimum tax (AMT) exemption amounts (the AMT-related provisions actually expired at the end of 2011) mean that there will be a dramatic increase in the number of individuals subject to AMT when they file their 2012 federal income tax returns in 2013. There seems to be a general willingness to extend many expiring provisions. The sticking point, however, has centered on whether lower tax rates and other tax breaks get extended for all, or only for individuals earning $200,000 or less (households earning $250,000 or less). Recent posturing has indicated that compromise might be achieved by extending the lower tax rates for all, but increasing tax revenue by limiting the deductions available to high-income households.

Automatic spending cuts, or “sequestration”

The failure of the deficit reduction supercommittee to reach agreement back in November 2011 automatically triggered $1.2 trillion in broad-based spending cuts over a multiyear period beginning in 2013 (the formal term for this is “automatic sequestration”). The cuts are to be split evenly between defense spending and nondefense spending, and are projected to equal about $109 billion in 2013 (Source: Office of Management and Budget, “OMB Report Pursuant to the Sequestration Transparency Act of 2012 (P.L. 112-155),” September 14, 2012). Although Social Security, Medicaid, and Medicare benefits are exempt, and cuts to Medicare provider payments cannot be more than 2%, most discretionary programs including education, transportation, and energy programs will be subject to the automatic cuts. As with the expiring tax breaks, new legislation is required to avoid the automatic cuts. But while it’s difficult to find anyone who believes that the across-the-board cuts are a good idea, there’s been no consensus on what to do. The challenge for political leaders will be to come up with a more palatable set of cost saving measures, or an alternate deficit reduction plan.

The debt ceiling

While it hasn’t received the same level of attention given to the expiring tax provisions and the automatic spending cuts, there’s another problem looming--the government is running out of money again. The federal government will likely hit its borrowing limit (currently set at approximately $16.4 trillion) sometime before the end of the year, although certain “extraordinary measures” can be implemented to allow the government to meet its obligations into early 2013. It was a little over a year ago that the last debt ceiling impasse led to the creation of the deficit reduction supercommittee and, ultimately, the imposition of the automatic cuts described above. It remains to be seen whether a new debt ceiling increase is included as part of a larger agreement encompassing the expiring tax provisions and impending spending cuts, or whether it is debated on its own. Holiday Season

I’m Johnny come lately on these instructions for holiday eating, but I just received them in an email myself. You must realize these instructions are only to be applied from Thanksgiving through New Year’s. When the New Year is here your thoughts must turn to new resolutions for losing that weight you put on over the holidays. 1. If you see lots of fresh vegetables on the buffet you will instantly realize your hostess has no knowledge of “ Holiday ” eating. I would leave immediately and go next door where they might be serving rum balls. 2. Drink as much eggnog as you can, this is the only time of year it’s available. It doesn’t matter that it has 100,000 calories per oz. the holiday season will be over before you know it. 3. If there is gravy available use it, put it on your potatoes, your dressing, your turkey, use plenty, it might be gone by the time you come back for seconds. 4. Ask if the mashed potatoes were made with cream, if not skip them and take more dressing. After all mashed potatoes made with plain milk would be like buying a sports car with an automatic transmission. 5. You should fast for at least a day before going to a party over the holidays, after all the whole point of going is to eat someone else’s food for free. 6. If you find something on the buffet that’s especially good position your self close to it and don’t move, that way it won’t look so obvious when you reach for forth’s and fifth’s. 7. As far as deserts are concerned, it’s ok to take more than one of each kind, that’s why they make so many different kinds, so you can try all of them. 8. If they have fruit cake ask if it has been soaked in a good expensive brandy. If not avoid it, after all a guy has to have some standards. 9. If you don’t feel miserable when you get up from the table you haven’t been paying attention. Go back through the list one more time and see if you can’t get it right. But hurry, the holiday season doesn’t last all year. 10. One final tip, don’t exercise during the holiday season as you will need all your strength to circle the buffet table carrying a heavy plate of food. There will be plenty of time to exercise after the holidays are over. It is possible you might not be invited back to next year’s holiday party, so use your own judgment when applying these rules. However, regardless of what else you do, I wouldn’t leave the party until the supply of eggnog has been completely exhausted. Also, keep a record of who served the best holiday food (especially the eggnog) so you’ll know where to start next year. Ramblings of a Conservative Cow Doctor

Free-Falling off the Fiscal Cliff “What could possibly go wrong?” I asked. Doctor Dennis did not grow up a ranch kid, so pregnancy testing a small group of my cows would give him valuable experience. Because I also needed a trailer load of horses hauled from my place back to Montana for an upcoming elk hunting trip, sending Dennis killed two birds with one stone. (For leftists, whose reality has been warped by Walt Disney, the previous is a figure of speech and no birds were actually killed in the composition of this column.) To speed my exit for elk hunting once Dennis returned, I loaded camp gear in my pickup and trailer the evening before he went preg-checking. Six inches of light, fluffy snow fell during the night, and the countryside appeared so peaceful the morning I hooked to my gooseneck trailer. I drove to the clinic, tossed Dennis my keys and he headed to Wyoming. Around lunchtime, I walked across the parking lot and noticed strange marks in the snow following my trailer. The track led all the way home, so I figured a rubber mat must be slipping under the rear trailer gate. “No biggie; so I will lose a trailer mat,” I thought. Forty miles east of Laurel and finally on dry pavement, Dennis was making great time before a Montana Department of Transportation employee pulled him over. Passing motorists had reported sparks shooting from under the trailer, so Dennis and Charlie, the state employee, crawled under the trailer to investigate. Noticing the distinct odor of propane, they discovered the shiny skeleton of an empty 30 pound propane tank trapped between the trailer axles. Apparently, a full propane tank rolled out the back of my pickup when I hitched to the trailer. As I pulled forward, the propane tank popped under the slightly higher first axle before becoming trapped in front of the second axle. On the snow packed roads, the tank happily rolled along as if enjoying a leisurely Sunday drive. Lucky for all, especially Dennis, the tank valve broke off early in its joy ride thereby releasing all the propane prior to the dry asphalt grinding the tank into a shower of sparks. Can you imagine explaining to your employer how you were driving down the road minding your own business and the horse trailer “just blew up?” The cause of the problem would not be found at the scene of the explosion; the mistake was made two hours earlier and 40 miles to the west. This brings me to my point. News outlets are warning of America’s “fiscal

cliff.” Just like the propane tank trapped between the axles, the mistake leading us off the fiscal cliff happened much, much earlier. For the first 125 years, the US Constitution successfully limited federal government power. However, in 1913 the “Sixteenth Amendment” empowered government to collect disproportionate amounts of income taxes from wealthier Americans to redistribute to large numbers of voters. Taking from the few to give to the many is pure Marxism, but for the next 99 years no one cared. The populace demanded their free stuff. Over the decades, different administrations tweaked this new power. President Roosevelt committed American seniors into dependency with Social Security. (Although it is funded with payroll rather than income taxes, it is still founded on the redistributive tenets of Marxism.) President Johnson’s Great Society brought Medicare and Medicaid, while President Bush’s compassionate conservatism created Medicare prescription drug benefits. Finally, as the death nail in the coffin of American liberty, President Obama gave us Obamacare. America is $16 trillion in debt and borrowing 46 cents of every dollar it spends, so our transformation is nearly complete. President Obama’s new America has three classes of citizens with the producer class enslaved by debt and the nonproducers enslaved by dependency. Only the ruling class will have the freedom and means to spend Christmas in Hawaii. The Democrats warn inadequate taxation caused this, so they adamantly refuse to cut spending. The establishment Republicans claim even though our debt was caused by excessive spending, they will compromise with the Democrats—they always have and always will. Forget 2013, America dropped over the fiscal cliff 99 years ago and we are still falling.

Readers of “Tricia’s Trader” often ask how their favorite publication was born. As requested, here is “the rest of the story”, as Paul Harvey would say. Tricia’s life took a major shift in 1999 when a desire to attend veterinary school changed HARLEM: to marriage and a move from Chinook to the even smaller community of Turner. Tricia Richman Insurance discovered quickly that there was a need in the area for someone to handle small print and design jobs. She began to offer those services on a small scale and in 2003 reserved a booth LEWISTOWN: space at the Montana Seed Show to present herself to more of the area’s residents. Snowy Mountain Motors “It was a gradual evolution from a little quick-print shop to what I have today,” answers Lewistown Rental Tricia when asked to explain the company’s roots. “The night before the Seed Show, I had the brainstorm to start a classifieds publication,” she continues. “Tricia’s Trader” with puzzles, Duane Sparks Chevrolet classifieds, short stories and display ads, was born. In 2005, she stopped working for the school to stay home with her kids and took her business full-scale. “I did everything myself until about CHINOOK: 2008 when it just grew too big,” says Tricia. She hired on help and the company has blossomed Jamieson Motors to approximately nine amazing people who do everything from advertising sales to graphic American Garage, LLC design to marketing consulting. “Anymore you can do business anywhere in the world with the technology we have,” Tricia remarked. Additionally, I owe a Havre Muffler & Brake huge thank you to Blaine and Joette Warburton for raising such a fine bunch of daughters; all three of them contribute to our daily success in some way.” Wendy Warburton, who also serves as State Representative for House District 34, came to work Havre Ready Mix, Inc.~ Baltrusch Construction, Inc. as an Advertiser’s Advocate for Kimmel Kreations in April of ‘08. Wendy has been a big part of the success Tricia’s Trader has experienced. Julie Warburton has been freelance writing since August of 2010 for the publication, authoring a regular column, ~Havre Sand & Gravel, Inc. “Rodeo Roundup” as well as contributing for many of the Community Spotlights. Amy Warburton Skryja joined the team in Pacific Steel & Recycling October 2011 doing ad sales, and most recently began in Social Media and Customer Relations. It takes a full team of dedicated people to bring each issue of Tricia’s Trader together. Laurie Harvey came on board in Tilleman Motor Co. September 2011; her expertise and knowledge of the industry make her a valuable addition. Born and raised in Louisiana, Laurie followed her husband Bill’s job to Gildford, Montana and they haven’t looked back. Julie Lundstrom Snellman is a talented RUDYARD: ad designer for the team since April ‘12, in addition to raising two-year old twins. Julie and her husband Jason recently moved McNair Furniture “home” to Malta from the Bozeman area to be near Julie’s family. Another Malta native, Jamie Jones works as the Advertisers’ MALTA: Advocate for the Eastern portion of the Tricia’s Trader reading area. She splits her time between her daycare service, working for Radio Shack Malta Tricia’s Trader, and raising a family of 4 children with her husband Matt. Behind the scenes more magic happens, thanks to the efforts of two in-office ladies. Linda Johnson Hutton came on board as the bookkeeper in April of 2009 and handles various First State Bank other duties in office management for Kimmel Kreations, LLC. In April of 2010, Valerie Dahl Van Voast joined the team as a Layout Designer, having worked remotely in similar capacities with other out-of-state companies. This list doesn’t include a Great Northern Hotel & Restaurant ~ Maltana Motel complex network of individuals who help distribute Tricia’s Trader to readers each issue.
