DAVE SAYS: Who Is Dave Ramsey? In them, Ramsey exemplifies his life’s work of teaching others how to be financially responsible, so they can acquire enough wealth to take care of loved ones, live prosperously into old age, and give generously to others.

DEAR DAVE, My husband opened his own commercial painting business in May. He knows he will have about three months in the year where he’s making little to no income. We’ve gotten $1,000 set aside for our Baby Step 1 beginner’s emergency fund, but because of that down period he would like to skip paying off all our debt except for the house, which is Baby Step 2, and move to Baby Step 3 and put an emergency fund aside. I can understand his thinking, but I wanted your thoughts on the idea. ~ Melody DEAR MELODY, Baby Step 3 is not a fill-in-the-gap measure for income you already know won’t be there. Baby Step 3 is an emergency fund of three to six months of expenses, and the scenario he’s talking about is not an emergency. He knows it’s coming, so it is not an emergency. I think he needs to re-work his business model. This guy needs something to do during those three months, so he doesn’t drop off to no income. Also, if you’re going to set some money aside for a down time, that would not be Baby Step 3. It would be a line in the budget where you’re setting some money aside, because you know a problem’s coming. If something happens around the same time every year it becomes predicable, and it’s not an emergency. So, it’s not really a matter of the order of the Baby Steps. You budget for this down time, or even smarter, figure out a plan for his time during these months, based on his skill set, that will earn some money! ~ Dave DEAR DAVE, I’m debt-free except for my home, and I’m about to start Baby Step 3 of your plan. I will be will back on active duty in the Navy soon, and they provide certain types of relief funds for its members depending on where you’re based and other factors. With this in mind, how should I approach Baby Step 3? ~ Brad DEAR BRAD, For Baby Step 3, I tell folks to have three to six months of expenses set aside in an emergency fund. You have incredibly stable employment, so you would probably be okay on the three-month side of that equation. And you wouldn’t need quite as much emergency fund money as if you were a straight commission salesman. However, my guess is you’ll still have emergencies that will be your responsibility to cover. Everyone needs an emergency fund, Brad. But in your situation, you’ll probably be okay with one that’s closer to three months of expenses rather than six months of expenses. With 12 percent of our Treasure State suffering the drought of the century, over 300,000 acres of central Montana range and timberland has burned. Producers in the Missouri Breaks are a special breed and today’s column is for those far from the fire line, but whose actions may be the death nail for cowboys struggling to survive the wildfire. Consider what happened to our neighbors to the east. A North Dakota rancher recently suffered financial damage and loss of property as if his ranch burned in a sweeping prairie fire. It did not. Without smoke, flames or heat, his ag operation fell victim to the most dangerous threat of modern times—progressives blinded by good intentions teaming with Republicans eager to compromise. Here is how the fire started: In 2012, an animal welfare ballot initiative, Measure 5, was soundly defeated by North Dakota voters. Never yielding, the US Humane Society coerced the ND Farm Bureau to help shepherd their legislative version of Measure 5 through the 2013 legislative session. Sadly, after dangerous compromises and meaningless amendments, the bill became law and rendered a new normal in North Dakota. On April 22, 2017, Gary Dassinger’s Gladstone ranch was visited by law officers who began the process of confiscating animals deemed neglected. The time of the year, the age of the animals and their true body condition are insignificant technicalities compared to the truth Mr. Dassinger was unconstitutionally robbed of his property without notice or conviction in court. Fifth Amendment rights to due process of law no longer exist in North Dakota and by granting immunity to all individuals working to “save the puppies”, he has limited legal recourse. I served in Montana’s House in 2007, 2009, 2011 and 2013. Each session, animal rightists recruited legislators to introduce similar bills always disguised as “saving the puppies.” Although unique in technique, each elevated government power above the property rights of the animal owner. We tabled them all. Those who took my place in the 2015 and 2017 sessions also successfully rejected the same bills, but in 2019, Big Sky Country might not be so lucky and this brings me to my point. Missouri Break’s producers who nearly lost everything in the Lodgepole Complex Fire may find their surviving livestock a little thin over the next year. Give thanks constitutional, Montana legislators consistently defeated the “save the puppies” legislation, or the government could steal the few thin cows they have left. The USHS will return, so you best know the core belief of the legislator you send to Helena. Will they hold the Constitution as a sacred document, or do they discard it as outdated? It matters.

Wheat markets took another hit as world prices continued to decline, primarily from a steady drop in Russian prices. Yield reports from Russia’s wheat harvest are getting bigger every week, and production estimates are soaring above last year’s record, offsetting much of the losses from the US and Canada. Corn and soybeans prices were mixed with corn being drug lower by the weaker wheat and as crop conditions improve here in the US. Harvest has begun in the south but may face some delays as a tropical storm makes its way through the Gulf. Soybeans found a bit of support from increased demand and a strong soy oil market. The cattle complex was quietly weaker, led by cash markets that have steadily eroded over the last few weeks. Live cattle futures appear to be following a normal seasonal pattern of trending lower in August, and hopefully will carve out a low soon. Feeder cattle cash auctions are seeing an increased fl ow of cattle as dry pastures push herds off sooner than normal. The stock market had a small correction on fears that tax reform would be at risk, but the US dollar was generally steady. Saber rattling with North Korea has investors nervous, and precious metals appear to be a favored market for safety. 2017 liveStOCK fORAge diSASteR PROgRAM eXPANded tO 24 MONtANA COuNtieS FSA's Livestock Forage Disaster Program (LFP) provides compensation to eligible livestock producers who suffer grazing losses for covered livestock due to drought on privately owned or cash leased land, or fi re on federally managed land. Livestock producers in 24 Montana counties are eligible to apply for 2017 LFP benefi ts on small grain, native pasture, improved pasture, annual ryegrass, forage sorghum that is produced on dryland acres and used for grazing. Irrigated acres used for grazing or aftermath grazing are not eligible under this program. Eligible livestock include alpacas, beef cattle, buffalo, beefalo, dairy cattle, deer, elk, emus, equine, goats, llamas, reindeer or sheep that have been or would have been grazing the eligible grazing land or pastureland during the normal grazing period. County committees can only accept LFP applications after notifi cation is received by the National Offi ce of a qualifying drought or if a federal agency prohibits producers from grazing normal permitted livestock on federally managed lands due to qualifying fi re. As of Aug. 24, 2017, the following 24 Montana counties met the drought criteria on the U.S. Drought Monitor and are eligible for the 2017 LFP Program: Blaine, Carter, Chouteau, Custer, Daniels, Dawson, Fallon, Fergus, Garfi eld, Hill, McCone, Musselshell, Petroleum, Phillips, Powder River, Prairie, Richland, Roosevelt, Rosebud, Sheridan, Treasure, Valley and Wibaux and Yellowstone. 3 monthly LFP payments: Carter**, Chouteau**, Hill**, Musselshell*, Powder River**, Treasure* and Yellowstone* 4 monthly LFP payments: Dawson, Fallon, Richland and Wibaux. 5 monthly LFP payments: Blaine, Custer, Daniels, Fergus, Garfi eld, McCone, Petroleum, Phillips, Prairie, Roosevelt, Rosebud, Sheridan and Valley. Producers with grazing land physically located in one of the 24 eligible LFP counties should contact their local FSA offi ce to schedule an appointment to begin the application process. Eligible livestock producers must complete a CCC-853 and the required supporting documentation no later than Jan. 30, 2018, for 2017 losses. Note that 2017 acreage reports are required to be fi led for all eligible land no later than the fi nal reporting date of Nov. 15, 2017. Blaine County Cruisers Car Show The Blaine County Cruisers will be holding a car show and a day of fun on Saturday, September 23 from 10 am to 3 pm. at the Blaine County Fairgrounds Since there wont be a sugar beet festival this year the cruzers decided to have a car show. Dans Napa will be putting on a lunch for the whole community, we might even have some music all day, too! There will be some team penning and team doctoring at the rodeo grounds. Also, starting at 5 is a horse shoe tournament concluding in the dark under the lights. Harlem VFW will have a bar there, too. Then at dark, we will be showing a drive in movie so come on down see some cars eat some food have a drink a BS with us, see you all there!

Havre Festival Days... A Community Celebration

In the 1960’s the nostalgic Music Festival was discontinued leaving Havre without a community celebration. In 1980, a group of community members organized the fi rst Havre Festival Days. Festival Days has become a fi tting conclusion to the summer. A full schedule of events will be part of the celebration. Collector Festival Days Buttons will be available along with commemorative beer mug, both showcasing this year’s logo depicting the logo for the 37th annual event, Celebrating Havre. The weekend starts on Friday with the opening of the 48 hour softball tournament, the Quilt Show and the Friends of the Library Book sale.

NRCS Offers Wildfire Recovery Assistance to Ag Producers in Montana

Bozeman, Mont., Aug. 1, 2017—The USDA Natural Resources Conservation Service (NRCS) is offering technical and financial assistance to agricultural landowners impacted by 2017 wildfires across Montana. NRCS is accepting applications for its Environmental Quality Incentives Program (EQIP) to assist with livestock grazing deferment, damaged fence and post removal, livestock fencing, water facility development, critical area plantings, and cover crops. NRCS accepts conservation program applications year-round; however, applications for 2017 wildfire recovery funding must be submitted by Aug. 15, 2017. “NRCS in Montana is prepared to assist landowners in dealing with the effects of wildfires and dry weather conditions,” said Lisa Coverdale, NRCS state conservationist for Montana. “We want to work with landowners to help them address fire related resource concerns on their farm or ranch operations.” High winds, low humidity, and prolonged dry conditions led to the summer wildfires in several Montana counties, and many landowners are faced with making plans for recovery after the wildfires. Landowners impacted by recent wildfires are encouraged to contact their local NRCS office to seek assistance. NRCS can provide technical and financial assistance to install measures that address resource concerns caused by the wildfires. “We want to provide assistance that will help landowners and livestock producers accelerate the recovery of affected agricultural land and rebuild their infrastructure,” Coverdale said. Landowners should visit their local NRCS office to apply for EQIP. Applications will be ranked, and those approved for funding will be offered a contract.
