The Old Option I had another epiphany while peeling the final six logs on my house addition. My frequent wow moments occur because I am amazed by the tiny things most people dismiss as routine. It is great having a simple mind. For the finishing trim on my new dining hall I chose densely limbed tree tops as the branches can either be cut flush leaving luxurious dark knots, or they can be left longer as pegs on which to hang western memorabilia. For reasons subdivision folk will never understand, I wanted to give my new mess hall the rustic feel of sitting in a barn. A busted sawbuck packsaddle tree hangs from one branch; the casualty of my father backing the pickup through the barnyard by Braille. Scanning the rearview mirrors to avoid obstacles is useless in the ranch pickup as my mother tore the mirrors off while backing through the timber several years previously. She found the pickup slips right through the forest once the mirrors are ripped from the doors. On another peg hangs a collection of rusted steel traps; perhaps one of the very traps with which I, as an eight-year-old boy caught the predator skunk which had been decimating our chicken flock. I would have lost that battle had it not been for the valiant efforts of my younger brother, Blaine, and this story is detailed in Volume II of Ramblings of a Conservative Cow Doctor. made by my father-in-law when he was in high school. He is a fairly skilled craftsmen and he designed the shanks to resemble the profile of a nude female leg. I believe it to be an accurate rendition of beauty standards of the late 1940s, but it is hard for me to reconcile a post-war baby boom with women whose legs look like grazing bits. Sorry, I rambled a little, now back to my logs. My shoulder muscles burned as I sliced the drawknife through the biggest branches; a repetitive action to which I am conditioned. This yearlong project has knocked 20 pounds off my frame yielding two obvious benefits: One, crouching down on your hands and knees fertility testing bulls is much easier if you leave your belly back home. Two, I am running faster than any time in my life. Out of curiosity, I pulled up old race results and compared my current running pace to other age groups and this sparked my epiphany. Growing older is mandatory; getting old is optional. Setting aside obvious exceptions, many aging changes begin by choice. God designed humans with incredible adaptive features and as German philosopher, Friedrich Nietzsche said “That which does not kill you makes you stronger.” When we overload our system it begins to fail, so if you worship at the altars of the fork, sofa and television you will get old far before your time. By extrapolating from my race data I created a theorem suggesting every

pound above your ideal weight adds a year to your perceived age. For example, a 45-year-old who is 20 pounds overweight will feel and run like they are 65. My weight-to-age model is more a scientific fact than man caused climate change; a myth advanced by scientists whose opinion is secured by the highest bidder. If your political beliefs stem from the liberty side of the spectrum you should take my theorem seriously because your life is about to be turned upside down. The recent IRS scandal shows the ruling class will unequally apply tax law so as to crush opinions outside state approved thought; an oppressive technique soon to be applied to healthcare. Once they have squashed America’s current medical care delivery system; replacing it with Obamacare, the ruling class will completely own the unwashed. As demonstrated in the VA scandal, who is treated, how they are treated, who lives and who is steered towards government assisted suicide will be decisions handed down from the health boards of the IRS. If you are a freedom-loving, Christian conservative you best enter this progressive train wreck in top physical condition or you will never make it out alive.

EXPANSION OF PAY AS YOU EARN PROGRAM FOR STUDENT LOANS

Against a backdrop of growing alarm over student loan debt and its potential impact on the economy, President Obama recently took executive action to expand the federal Pay As You Earn (PAYE) repayment program for federal student loans. Current program Under the PAYE program, borrowers pay 10% of their discretionary income toward their federal student loans each month, and all remaining debt is generally forgiven after 20 years of payments (10 years for those in certain public service jobs). But the program is currently limited to borrowers who took out their first loans after October 2007 and who borrowed as recently as October 2011. What’s new In an effort to extend relief to more borrowers (5 million more by the administration’s estimates), President Obama expanded the PAYE program via executive order on June 9, 2014, to include borrowers who took out federal student loans before October 2007 and those who stopped borrowing by October 2011. The new plan will be effective December 2015. You can read the administration’s fact sheet here. Questions & answers Q. What loans are eligible for the Pay As You Earn program?

A. Federal student loans made under the federal Direct Loan Program are eligible--both undergraduate and graduate loans. Parent PLUS Loans and private student loans are not eligible.. Q. How is my monthly payment amount determined? A. Under PAYE, your monthly payment is based on your income (specifically, your adjusted gross income or AGI), family size, and state of residence. If you are married and file a joint federal tax return, your AGI includes both your income and your spouse’s income. Q. Does my monthly payment stay the same for the entire repayment period under PAYE? A. No, you must submit documentation each year on your income and family size, and your payment is readjusted accordingly each year.

Q. How does PAYE compare to Income-Based Repayment (IBR)? A. PAYE offers more generous terms. As mentioned, under PAYE, borrowers pay 10% of their discretionary income toward their federal student loans each month, and all remaining debt is generally forgiven after 20 years of payments. IBR is another repayment option for federal student loans that came before PAYE. Under IBR, borrowers pay 15% of their discretionary income toward federal student loans, and all remaining debt is generally forgiven after 25 years of payments. (Both PAYE and IBR forgive all remaining debt for those in certain public service jobs after 10 years of repayment.) Also, IBR historically has cast a wider net regarding who is eligible for the program. But with the expansion of PAYE, both programs will be available to qualified borrowers starting in December 2015. Q. Is every federal student loan borrower automatically eligible for PAYE or IBR? A. No. Both PAYE and IBR require borrowers to show a “partial financial hardship.” This determination is rather technical. For PAYE, a partial financial hardship exists when the annual amount due on your eligible loans as calculated under the government’s 10-year standard repayment plan exceeds 10% of the difference between your AGI and 150% of the poverty line for your family size in the state where you live. For IBR, a partial financial hardship exists when the annual amount due on your eligible loans under a 10-year standard repayment plan exceeds 15% of the difference between your AGI and 150% of the poverty line for your family size in the state where you live. (For both plans, the amount that would be due under a 10year standard repayment plan is calculated based on the greater of the amount owed on your eligible loans when you originally entered repayment, or the amount owed at the time you select the PAYE or IBR option.) Q. How can I learn more? A. The Department of Education has more information on PAYE and IBR, including calculators that let you compare monthly payments and lifetime costs under different repayment plans, on its website.

The bulls are out with all of the cows now . . . they have been for about week. But, we do have a few bulls that are still waiting in the wings. They are the oldest bulls . . . the most cantankerous . . . the most difficult to handle . . . the reserves . . . they are the “B” squad bulls. They are our five year old bulls and as long as they are fertile, they get to hang around for the season just in case they need to fill in for an injured, younger bull. It just so happened that one week into the breeding season a 4 year old bull came up very lame. We had to pull him from the pasture which left us a little short of bull power in one group of cows. Time to call in the reserves . . . a lucky member of the “B” squad gets a chance to play! I rode down to get one of these spare bulls. By this point in their lives, these bulls are huge and pretty much can go any place they want to go . . . that is if they want to. They are all kind of loners because, most of the time, they can’t even get along with each other!!! I saw the bull that we needed, and I sorted him out. I trailed him along the fence headed to our crossing . . . my horse knew that it was definitely “game on” because these big old boys can change moods very quickly. We still needed to cross the rail road tracks and the highway . . . my brother was flagging traffic for me. Just as we were about to cross at the track crossing. The slow moving bull decided to become an athlete and make a break for it . . .hence, no more photo documentation of our crossing. My horse sprung into action, the camera went back in my pocket! We turned him and got him focused again as to where he was suppose to go. As we came to the creek, the bull tried to pretend he was just thirsty . . . but really he saw his opportunity to lose me again and he dove in . . . but we were right behind him. He just does’t get it that this is his opportunity to get into the game! After he and I had a minor discussion as to the rules, I got him out of the water and back on track. We still had a ways to go to get to the corral where we could load him. So, down the road we went. We avoided all other mud pits and water holes that could potentially be diversions. He made my horse and I work . . . that is fore sure. We walked when he walked . . . we trotted when he trotted and finally . . . we got him to the corral! He is cranky from his journey . . . he pawed the soft dirt at me and let me know that he didn’t appreciate being handled . . . demonstrating yet again why has been left alone up til now and labeled a “B” squad bull. A real prize by this point in his life. Check out his selfie! Notice the left ear that hangs lower than the other . . .a condition brought on by years of head bashing turf wars with the other bulls. But it is his time to shine . . . a chance for this good old boy to move up in the ranks . . . leaving the rest of the reserves behind . . . . taking on a leadership role and no longer being just a “B” squad bull! DEAR DAVE, What things do you advise buying used versus buying brand new? ~Amy Dear Amy, I’m afraid there’s not one good, across the board answer, because it all depends on where you are in your financial plan. When it comes to cars, you should always buy good, used vehicles, unless you have a million dollars or more in the bank. New automobiles drop in value like a rock, so buy smart and let someone else take the hit in depreciation. You don’t become wealthy by investing in things that go the wrong way. If you’re talking about clothing, and you’re broke or trying to get out of debt, there’s absolutely nothing wrong with shopping consignment stores — especially for kids. They wear things three times, and then they’ve outgrown them. “Experienced” clothing is a great buy for adults, too. Of course there are other things, but here’s the deal. As your money situation improves, you’ll be able to buy more new things. The price of “new” will become a smaller and smaller percentage of your financial world. But when you’re broke, deep in debt or don’t have a big income, the money you spend on anything is a big percentage. At times like this, a decent $50 washer or dryer in the classifieds can be the best deal on the planet! ~Dave

DEAR DAVE, I’m 24-years old, and just got married two months ago. We make $80,000 a year, and have our emergency fund in place with no debt. Plus, we’ve saved up for a 15 percent down payment on a house. I know you suggest 20 percent, but is 15 percent okay? ~Tony Dear Tony, I don’t have a big problem with 15 percent instead of 20 percent. Chances are you’ll end up having to pay private mortgage insurance, but it sounds like you guys are in good enough shape financially to handle things. I generally recommend, however, that couples wait until they’ve been married at least a year before buying a home. Buying a house is huge decision. That’s why I think it’s smart to wait and get to know each other even better, and on a day-to-day basis, before moving in this direction. Take your time and don’t rush things, Tony. There will still be good deals on the market in a year or so. Plus, you’ll be able to save more money! ~Dave
