Wheat markets pulled back from a swing high as forecasts for rain in the central plains removed some of the dryness fears that had supported prices over the last month or so. Pressure also stemmed from an improved production outlook for the Black Sea region, where both Ukraine and Russia have seen good spring rains so far. Corn was weaker on better planting progress across most of the southern states and on an improving moisture profile for the western Midwest that had been trending dry. Soybeans were slightly lower as we continue to see demand shift from the US down to South America where harvest of an anticipated record large crop is in full swing. The cattle complex was quietly lower for the week after a gap higher opening on Monday failed to hold and both live cattle and feeders ended with a reversal down on the charts. Cash markets held well last week on the fed trade and boxed beef values approached the all-time high mark. A Tour of the Montana Department of Agriculture
by Jeanie Siggaard I am sure it comes as no surprise to read that agriculture is Montana’s #1 industry. A leisurely, cross-country drive reveals acre after rolling acre of corn, wheat, alfalfa, barley . . .you get the idea. Then, there is the often told joke about Montana having more cattle than people. According to 2012 statistics, there are 2.5 cows for every person in the state. However, the amount of hard work, planning, and innovation it takes to ensure the continued success of agriculture in Montana, from the smallest operation to the largest, just might take you by surprise. This is where the Montana Department of Agriculture shines. Equipped with a variety of programs, educational opportunities, training, and support on national and international levels, the department is a goldmine of information and services that producers and consumers are encouraged to utilize. Let’s take a stroll through the website to see what the department has to offer. First stop is the Agricultural Development Division, responsible for promotion and enhancement of agriculture in Montana. Contained within this division you will discover: the Rural Development Bureau, which offers information on the Agriculture Finance and State Hail Insurance Programs; the Wheat and Barley Bureau, which promotes research for all facets of wheat and barley production; the Agriculture Marketing and Business Development Bureau, which provides several services, including grants, marketing, and product development. The fourth bureau that falls under the Agricultural Development Division is the Montana State Grain Laboratory Bureau. This laboratory furnishes impartial grain inspections and grading, and is the only official U.S.D.A. lab in Montana. Next up is the Agricultural Sciences Division (ASD). The ASD is where you find the rules and regulations pertaining to pesticides, ground water, noxious weeds, fertilizers, pest management, quarantines, etc. The ASD includes the Commodity Services Bureau, Laboratory Bureau, and Agricultural Services Bureau. The Commodity Services Bureau is in charge of enforcing the laws and regulations associated with, among other things, nurseries, produce, fertilizer, and organic certification, including management of field operations. The Laboratory Bureau takes care of chemical analysis services for feed, fertilizer, and pesticides. Enforcement of laws applicable to the control and monitoring of pests resides with the Agricultural Services Bureau. Various areas of responsibility include weed control, quarantines, insect and disease surveys, and carry over into the licensing and registration of pesticides, applicators, and dealers. Educational services are also offered in relation to pesticides, pesticide disposal, and the protection of ground water. The proverbial “last but not least” in the basic structure of Montana’s Department of Agriculture, is the Central Services Division. This is where all things administrative happen. Everything from budgeting, human resources, and payroll, to maintenance of the website and legal support of programs within the department are housed here. Now, for specifics on how this affects you, whether you are a producer, consumer, or both. Jayson O’Neill, Public Information Specialist/Special Projects, is the man you want to talk to. He is excited about what the Montana Department of Agriculture has to offer. “We do a lot of certification in conjunction with the U.S.D.A. and other organizations: feed, pesticide, and fertilizer certifications. Any producers looking to use these products can come to us and get the information they need. Producers have been complimentary of our outreach efforts.” O’Neill is a staunch supporter of the organic certification and labeling programs. “The department certifies all organic operations. When you buy produce certified organic by the Montana Department of Agriculture . . . these labels are not put on lightly,”

he says, referring not only to organic labeling, but the Made in Montana, Montana Grown, and Native American Made labeling as well. Another program the department offers encourages the implementation of food processing within the state. “A lot of raw products are shipped out-of-state,” says O’Neill. We offer grants to help businesses get started in food processing.” It is difficult to get funding because typically 1-2 million dollars in requests are made yearly for the 500,000 dollars available. O’Neill wishes there were more businesses aware of the Growth in Agriculture Program. This program is accompanied by a 1.3 million dollar grant from the U.S.D.A. to promote expansion of pulse crops such as lentils, dry peas, and chick peas. “We need to take the next step from raw products to processed. Right now there is a company interested in using pulse crops for protein products instead of soy.” A program O’Neill would like to see used more often is Driftwatch, an interactive mapping program that displays the locations of apiaries and organic crops allowing producers, beekeepers, and pesticide applicators to work together for the protection of these crops. “Driftwatch is a great program that protects apiaries,” says O’Neill. “With colony collapse, this is a tool for applicators that spray pesticides and herbicides to check and see what apiaries might be affected by spraying. It’s just a good way to let neighbors know what you are doing.” The Farm to School Program is another program O’Neill wants to see utilized. “Thirty-seven percent of school districts in Montana integrate local foods into school lunches. In 2012, we were ranked #3, last year, #9,” he says. These rankings come from an index that monitors the use of local foods in all 50 states, called the Locavore Index, published by www.strollingoftheheifers.com. Rankings are determined using statistics on the number of farmer’s markets, community supported agricultural operations, food hubs, farm stands, online sales, and school districts with active Farm-to-School programs. “We are not lacking,” O’Neill says of the numbers, “but other states continue to push it.” Consumers will find a wealth of information on the website as well. In fact, consumers have an entire page dedicated to putting them in touch with state-wide activities related to the agricultural community. If Farmer’s Markets are your cup of tea, you will find a downloadable, interactive map on the website. Locations, market days, start dates, hours of operation, and contact info are there to help you plan an outing. Do you fancy being part of a cattle drive, or perhaps crave a quiet get-away on a guest ranch? How about winding your way through a corn maze, or would you rather pick pumpkins from a pumpkin patch? Are you a history buff in search of a museum, or perhaps a wine connoisseur in search of a winery? You will find links providing you with the when, where, how, and why of these, and many other activities. This year, there is a new product the Montana Department of Agriculture is using to get the word out about the importance agriculture holds for our state. It is the Grown in Montana magazine.
