PRODUCERS IN 14 MONTANA COUNTIES MAY BE ELIGIBLE FOR 2017 DROUGHT DISASTER ASSISTANCE USDA Farm Service Agency (FSA) in Montana reminds producers affected by the recent drought that disaster assistance programs are available. As of July 6, 2017, the following 14 Montana counties have met the extreme drought (D3) criteria on the U.S. Drought Monitor and are eligible for disaster assistance programs: Daniels, Dawson, Fallon, Fergus, Garfield, McCone, Petroleum, Phillips, Richland, Roosevelt, Rosebud, Sheridan, Valley and Wibaux. These 14 Montana counties recently met qualifying drought ratings that ‘trigger’ eligibility for the Livestock Forage Disaster Program (LFP). Eligible pasture types may include long season small grains, native pasture, improved pasture, annual ryegrass or forage sorghum that is produced on dryland acres

The bottom line in a situation like this is: You’re giving them money and they’re not paying the bills. I wouldn’t give the owners another dime until they return your phone calls or talk to you in person and let you know the details as to what’s going on with the house you’re living in. In the meantime, I’d advise speaking with an attorney and a real estate professional in your area to find out exactly what your rights are at this point. Many places require a 30-day notice before renters are required to vacate a property. Good luck, John! ~Dave DEAR DAVE, I got a call from a debt collector regarding $2,000 I owe in medical bills. I’m trying to get my finances in order and pay this off, but I’m afraid they’ll follow through on their threat to garnish my wages. Can you give me some advice? ~Mike Dear Mike, First, I want you to take a deep breath and calm down. Debt collectors like to play on your emotions because they think you’ll give in and do something you can’t really afford to do. Most of them don’t care about you or your situation as long as they get some money. They won’t garnish your wages because they can’t. They would have to go through the formal, legal procedure of first suing you and then winning the case. They broke federal law by saying they would garnish your wages but hadn’t sued you. If I’m in your shoes, I’d be filing a complaint against these bozos with the Federal Trade Commission. Don’t react with fear and panic in the face of debt collector threats. Talk to them and explain your situation. See if you can work out a compromise. If they get nasty or break federal law again, let them know you’ll be filing another complaint with the FTC. You’d be surprised how reasonable these people can be when faced with the possibility of government intervention. In the meantime, do everything you can to scrape up as much cash as possible. Have a big garage sale and sell everything in your attic or basement you don’t need. Eligible livestock include alpacas, beef cattle, buffalo, beefalo, dairy cattle, deer, elk, emus, equine, goats, llamas, reindeer or sheep that have been or would have been grazing the eligible grazing land or pastureland during the normal grazing period. Applications are required for 2017 losses. The LFP application and supporting documentation for 2017 losses must be submitted by January 30, 2018; however, 2017 acreage reports are required to be filed for all eligible land no later than the final reporting date of November 15, 2017. Acreage reports filed after that date will not be accepted which will result in ineligibility for the 2017 LFP program. Required supporting documents may include information related to grazing leases or federal grazing permits, contract grower agreements, documentation to support livestock inventory and more. Producers with grazing land physically located in one of the nine eligible LFP counties should contact their local FSA office to schedule an appointment to begin the application process. Livestock producers may also be eligible for assistance through the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) which covers the additional cost of transporting water to eligible livestock when the drought directly impacts water availability during the normal grazing period. The ELAP program also provides assistance to Honeybee producers that have additional feed purchase costs when a county reaches the D3 status at any time during the program year. HUNTER BONUS POINTS Starting July 3, hunters who did not apply for bonus points during this year’s big game drawings or who are new to hunting, can now purchase a bonus point until Sept. 30 to help in next year’s drawing. This new feature at Montana Fish, Wildlife and Parks was set up by House Bill 623, introduced by Rep. Kerry White during the 2017 Legislature, and allows anyone who missed applying for bonus points to still participate in the program by purchasing a bonus point for the drawings. The legislation also ensured any bonus points accumulated will not expire, allowing hunters the ability to plan better and still be competitive in the bonus point program. It does not provide additional opportunity to gain bonus points because you cannot apply for and purchase bonus points in the same year. In Montana, every hunter who applies for a special license through a big game drawing can participate in the bonus point system for an extra fee. Bonus points essentially allow more opportunities to get licenses through the drawing. The fee to purchase a bonus point without applying for a license is $15 per species for residents and the nonresident fees are $25 per species except for moose, sheep, and goat which are $75 per species. Hunters can purchase bonus points for species which they have not yet applied for. For instance, if you’ve never applied for a moose license, you can purchase a moose bonus point. In response to dry, warm weather that could increase the danger of humancaused wildfires, under the recommendations of county officials, Montana Fish, Wildlife and Parks fishing access sites (FASs) and wildlife management areas (WMAs) are now under Stage 1 Fire Restrictions in Hill and Phillips counties. In addition, in the Region 6 area, Blaine, Garfield, Roosevelt, Sheridan and Valley counties remain in Stage 1 restrictions.
Now Hiring: All Shifts At The Dash Inn, Lewistown. County officials in those counties enacted the Stage 1 Restrictions, which Apply in person. Stage 1 Restrictions also prohibit smoking, except within an enclosed vehicle or building, and in areas at least three feet in diameter that are cleared of all flammable materials. Per FWP policy, NO fires will be allowed, even in steel grates, at any FAS or WMA in the above-named counties except for Bear Paw Lake FAS in Hill County and Brush Lake State Park in Sheridan county. The monthly supply/ demand report showed larger than expected production in spring wheat and corn, setting off a selling spree. Then the longer-range weather forecasts into late July moderated, with less heat and more chances of rain in the key corn and soybean growing areas of the Midwest. Near term, the forecast still projects very hot and dry in the Midwest, which would occur during the critical pollination period for corn. However, if the temps cool down into late July, damage to corn plants will be kept in check and soybeans may miss most of the stress that was feared. Wheat markets buckled, led by Minneapolis, as chances for rain across the Northern Plains held out hope that spring wheat yields might stabilize. In addition, the Emergency Conservation Program (ECP) provides funding and technical assistance for farmers and ranchers to rehabilitate farmland damaged by natural disasters and for carrying out emergency water conservation measures in periods of severe drought. ECP is available by producer request and pending funding availability. Compensation is also available to producers who purchased coverage through the Noninsured Crop Disaster Assistance Program (NAP), which protects non-insurable crops against natural disasters that result in lower yields, crop losses or prevented planting. USDA also authorized emergency grazing of Conservation Reserve Program (CRP) acres in certain CRP land in Montana. Producers must contact FSA for written approval prior to beginning any emergency grazing. Emergency grazing is authorized to begin immediately and extends through Sept. 30, unless conditions improve. Producers must work with the Natural Resources Conservation Service (NRCS) to develop a modified conservation plan that is site specific, including the authorized grazing duration to reflect local wildlife needs. FSA State Committees will monitor emergency grazing implementation at the local level to mitigate adverse impacts on nesting areas and established CRP vegetation. Eligible CRP participants can use the acreage for grazing their own livestock or may grant another livestock producer use of the CRP acreage. There will be no CRP annual rental payment reductions assessed for acres grazed. JENSEN RESERVOIR IN BLAINE COUNTY WILL NO LONGER BE OPEN FOR PUBLIC FISHING Montana Fish, Wildlife and Parks is notifying the public that a change of landowners on a property north of Zurich in Blaine County has affected a FWP-stocked fishing reservoir. Jensen Reservoir in Blaine County will no longer be a publicly accessible fishery, effective immediately. Previously, this private pond located about 5 miles northeast of Zurich was annually stocked with trout by FWP for public use with permission from the landowner.
