BLM Responds to Public by Extending Time to Submit Comments on APR Bison Proposal (LEWISTOWN, Mont.) – Approximately 400 people attended the scoping meetings about the American Prairie Reserve’s grazing permit change proposal. The four meetings were held by the Bureau of Land Management. The strong attendance clearly indicated the level of interest in the proposal the American Prairie Reserve (APR) submitted to the BLM asking to modify grazing permits. “The BLM thanks the public for taking part in the scoping meetings. Your input is an import part of this Environmental Assessment process,” said BLM North Central Montana District Manager Mark Albers. During the meetings a number of people stated the timing of the meetings and the scoping period was difficult, because the meetings were scheduled during a time when many ranchers were in the middle of calving. The BLM will extend the scoping period for an additional month to allow the public sufficient time to study the issue and submit substantive scoping comments. American Prairie Reserve controls private properties tied to 18 BLM grazing allotments in Chouteau, Fergus, Petroleum, Phillips, and Valley Counties. They have submitted a proposal asking the BLM to modify their grazing permits. The APR is seeking permission to: change the class of livestock from cattle to bison; allow for season-long grazing; fortify existing external boundary fences by replacing the second strand from the top with an electrified wire; and remove interior fences. The BLM plans to analyze all 18 grazing allotments in one Environmental Assessment (EA) to consolidate efforts across the district and is asking the public to provide input on what needs to be analyzed in the EA. The BLM is asking for the public’s help in determining what it should analyze as it considers proposed changes. The most helpful comments are those that describe specific issues upon which the BLM should focus. Continued on page 3...

Constraints Are Self-Imposed
Most small and medium scale producers who want to increase profit would be well served to challenge their assumptions about scale. Small isn’t beautiful and it is almost as much work as big. It doesn’t take twice as much labor to run 800 cows as it does 400. The interest and depreciation on your pickup truck isn’t dependent on the number of cows you carry. Whether you have 80 cows or 800, you still only need one pickup. Let’s say that the interest and depreciation cost is $4,000/year. That comes to $5 per cow for the 800 cow outfit and $50 per cow for the 80 cow place. This poses additional challenges to earning profit for the limited scale producer. A lot of us assume that, because we only own so much land and it may be hard to rent in our area, our land base is the limiting factor determining the size of our operation. We know that for the sake of our land, livestock and profitability we must not overstock our land. But if we don’t want our land base to limit us, it doesn’t have to. We can lease cattle to other people or contract with someone to custom graze for us. As Stan Parsons says, “Constraints are self-imposed.”

DEAR DAVE, I’m 28, single, and I just became debt-free. In addition, I make $70,000 a year and have the equivalent of six months of expenses set aside for emergencies. Should I save up to pay cash for a house, or is mortgage debt okay? I’d like to keep the price of a new home between $200,000 and $225,000. Since I currently live in a nice apartment, I think I can save about $20,000 a year. What do you think? ~Kathryn DEAR KATHRYN, It sounds like you’re in great financial shape. Congratulations on becoming debtfree! Let’s take a look at both scenarios. If you can save $20,000 a year, that means you’re about 10 years away from a nice, paid-for home, and you’re still debt-free. That’s one option. At the same time, I don’t yell at people for taking out a 15-year, fixed-rate mortgage, where the payments are no more than 25 percent of their monthly take home pay. In this situation, you could save like crazy for a couple of years and make a big down payment on a home in the price range you’re talking about. Then, you could pay off that house in just 15 years. I honestly don’t have a problem with either solution, Kathryn, but think about this. Wouldn’t it be great to have your own home, and still be completely debt-free, at 40? Wheat markets continued strongly higher as weather issues deepened in several major exporting countries. Here in the US, the central plains drought has intensified as the crop enters the final production stage and yield estimates decline. In the northern plains up into the Canadian Prairies, warm and dry conditions are threatening the young spring wheat and durum crops. The Black Sea region is also experiencing an extended period of dryness with temps warming, stressing the winter wheat as it moves into the aggressive growth stages. That same dry region is expanding into eastern Europe as well. In the Southern Hemisphere, Argentina and Australia are in their winter grain planting season; Argentina’s soil moisture is fine, but Australia is still in the drought that decimated last year’s crop. Corn and soybeans were also higher, mostly on optimism that a US/China trade deal is being hammered out that would significantly increase Chinese purchases of US agricultural products, of which soybeans would likely top the list but corn products would rank high as well. The cattle complex was also stronger on the trade deal news. China has recently re-opened its markets to US beef, and the new trade deal is expected to include more purchases of US beef. Energies were slightly higher, also buoyed by the announcement by China that they would increase purchases of US energy products, mostly natural gas. Stocks were higher in choppy, sideways price action as the good news of increased trade with China was mixed with not so good news of North Korea cancelling peace talks. THIS IS A SOLICITATION. Dancers to Perform The Wizard of Oz
The Studio of Dance and Arts in Havre will present a dance interpretation of The Wizard of Oz at the Havre High School Auditorium, 900 18th Street, on Saturday, June 9 at 6:30 PM and again on Sunday, June 10 at 2:00 PM. As the dancers reenact the various scenes, they will depict the following Oz characters: • Dorothy Chloe Bricker • Scarecrow Alexa Squires • Tin Man Bryn Lien • Lion Jozzlyn Baumann • Wicked Witch of the West Baylee Miller • Glinda Kaitlin Morehouse • Wizard Megan Boyle • Munchkins Miscellaneous Dancers • Mayor of Munchkin City Alexa Squires • Flying Monkeys Tumblers In their roles, the dancers will not be speaking lines but capturing various scenes through dance steps and props. Three of the songs they will dance to include “Somewhere Over the Rainbow,” “If I Only Had a Brain,” and “Heartless.” Additional scenes and songs will comprise what will likely be a four-hour show. The dancers, who range in age from 3-18 years old, will perform in several styles, including jazz, tap, ballet, pointe, and hip hop. Choreographers for the performance include Dani Alex, Sarah Faber, Amanda Dolph, and Baylee Miller. Some of the students choreographed their own dances, as well. The tumbling coach is Amber Alexander, who is also involved with many facets of the production. According to a Studio spokesperson, the set design and backdrop will be constructed by parents and volunteers, who will recreate Emerald City and the Yellow Brick Road. Admission for the performance is $10.00, and children five years old and younger are free. “I hope we get a good crowd since so much work goes into a dance recital like this, and everyone has worked so hard,” said Kimberly Squires Nixdorf, a member of the Association. Since the closure of her NorthStar Dance studio almost three years ago, Dani Alex, the Studio’s only current instructor, has scaled back her duties, leaving much of the fundraising, costume ordering, and daily business operations to parents and community members who joined forces to restructure a studio and form a nonprofit association. With that status, Alex can focus on her roles as teacher and choreographer. According to the nonprofit’s president, Karrie Lien, “Our vision is to provide a safe, positive and energetic environment that will nurture selfexpression and self-confidence as well as foster fitness and a love of the arts for children and adults of all ages.” Located at 19 Sixth Avenue in Havre, Montana, the Studio offers a safe, positive environment to learn and practice the art of dance and tumbling in the Havre community. One parent called the organization a “wonderful group that promotes development of young dancers!” For any individuals interested in the sport of dance, the Studio will hold fall registration in September. Costs vary, depending on which class and on how many classes the student takes. People with inquiries are encouraged to send a message via the Studio’s Facebook page. Although the Studio is in the process of obtaining a new phone number, several Association members monitor the Facebook page for messages. Breaking Up with Worry Worrying is a natural response in many situations, and I’ve wasted many days getting caught up in it. I thought that was a normal way to live. But through the years, God has helped me end my relationship with worry. And He did it with the help of my husband, Dave. Dave and I have been married for more than 50 years now, and every time I have come to him with a problem, Dave has had only one thing to say: “Cast your care.” I didn’t always want to hear this when I was feeling frustrated and upset, but it’s exactly what the Bible tells us to do. First Peter 5:7 says to cast, “all your cares [all your anxieties, all your worries, and all your concerns, once and for all] on Him, for He cares about you [with deepest affection, and watches over you very carefully]” (AMP). In the dictionary, the word cast means “to pitch or to throw.” I think that description says a lot because if you’re going to end your relationship with worry, then you’re going to have to get aggressive about it. For example, we don’t have to accept every thought that comes into our head. We can cast out the wrong ones and let the right ones take root. And I find that my whole outlook changes as I say simple prayers: “God, I believe You’re working in my life, and I’m expecting something good to happen today.” I’m not saying we should ignore our problems, wishing they’d just go away. We need to see them for what they are, but we can’t let them keep us from choosing a hopeful, positive attitude that says, “I believe God is in control!” I like this saying: “Worry sees the problem. Faith sees the God who can handle the problem.” The question is, do your problems know where they stand in relationship to God in your life? Get Your Eyes Glued on God I love the story of Abraham, who at 100 years of age, believed God would give Him a son and make him the father of many nations. He chose to look beyond his circumstances and believe God. I’m absolutely amazed by that! The Bible says that God can “do superabundantly more than all that we dare ask or think” (Ephesians 3:20). So no matter what our circumstances look like, we just need to keep our eyes on God. Timing Is Everything, and Everything Takes Time Typically, when we have a problem, God will do one of two things. He’ll either remove the problem or He’ll give us the ability to get through it with a positive attitude. I’ve found that as I’ve grown in my relationship with God, I’ve become more comfortable leaving that choice up to God. Because if He leads me through something I really don’t want to go through, then I know for sure He has a purpose in mind. As a child I experienced years of sexual and emotional abuse, which was absolutely tormenting. The amazing thing is, everything God has done in my life through that horrible situation—all of the healing and restoration—has prepared me to do what He’s called me to do today. I didn’t always understand why things were happening the way they did at the time, but I learned how to walk by faith and trust God’s goodness even when my circumstances didn’t make sense to me. It’s absolutely wonderful when we can feel completely comfortable not knowing the “why” behind what’s happening in our lives. Proverbs 3:5-6 says, “Trust in and rely confidently on the Lord with all your heart and do not rely on your own insight or understanding. In all your ways know and acknowledge and recognize Him, and He will make your paths straight and smooth….” We don’t always have to know what God is going to do or when He’s going to do it. All we really need to know is that God has a plan and He is in control. We can rest in the truth that at the right time, God will execute His plan. Trusting God Brings the Best Results Maybe there’s something happening in your life right now that you just don’t understand, and it’s causing you to worry. Instead, you can choose to say, “I don’t understand this and it hurts right now, but I believe God is going to work it out.” If you’ve already wasted a lot of your time worrying, I encourage you to break up with worry. Instead of giving way to anxious emotions, you can do what God has urged me to do all these years: Cast your care. In time, God’s good plan will be revealed. Romans 8:28 says, “We know [with great confidence] that God [who is deeply concerned about us] causes all things to work together [as a plan] for good for those who love God, to those who are called according to His plan and purpose.” Not everything that happens is good. But it can all work out for if you’ll keep loving God and pursuing His will for your life. There’s nothing God can’t turn around if you’ll put your trust in Him!
