Here’s a potpourri of rules and ideas that are important for year-end planning. Securities Sales To realize a gain or loss in 2009, the trade date must occur on or before December 31, 2009. Settlement date is irrelevant for publicly traded securities. The limit on the deduction of capital losses in excess of capital gains is $3,000. Any net capital losses in excess of $3,000 are carried over into 2010. Both short- and long-term losses are counted on a dollarfor-dollar basis. A few years ago, long-term losses were worth only $.50 on the $1. No longer. The holding period to achieve a long-term capital gain or loss is now more than twelve months. Count the period from trade date to trade date. Whether a gain is short- or long-term does make a difference. The date a long-term gain is realized also makes a difference. In general, net short-term gains are subject to a 35% maximum rate, while net long-term gains are taxed at a maximum of 15%. However, some gains may be subject to a 25 or 28% rate, such as gains on the sale of art or collectibles and gains on certain depreciated real property. Retirement Plans If you are a calendar year taxpayer, the deadline for establishing a qualified retirement plan for deductions against 2009 income is December 31, 2009. The contribution need not be made until the tax filing deadline of the taxpayer’s return. Note; however, that a SEP plan can still be established for 2008 deductions up until the return due date in 2009. In order for a distribution to qualify as a lump sum distribution, 100% of the balance to the credit of the employee must be distributed in one taxable year. If you have retired this year, make sure that you received (or will receive by year-end) everything you have coming under your former employer’s qualified retirement plan. Charitable Contributions Many people make their annual charitable contributions during the holidays. If you’re going to make a cash contribution, mail the check by December 31, 2009 to qualify for a 2009 deduction. Giving a personal note or I.O.U. to the charity won’t qualify for a deduction; but, donating with a credit card does. Making gifts of securities is a very effective way to make charitable contributions. Charities are happy to receive odd lots. Donations of long-term capital gain property are deductible based on fair market value. It doesn’t make sense to donate short-term capital gain property; your deduction will be limited to your basis. Also, it doesn’t make sense to donate securities with losses; sell the stock and donate the cash. To claim a 2008 deduction, the security must actually be transferred to the charity before December 31, 2009. Check in with your financial planner near the end of the year to see what deadlines and opportunities apply to your particular financial situation. THE CHOTEAU COUNTY COUNTRY CHRISTMAS
I wish I could say, “It’s beginning to look a lot like Christmas,” but today, November 10, it’s not – at least not when I look outside and see joggers pass by without jackets on, no white stuff on the ground and the sun is shining. The leaves have fallen and cover the lawn. I guess that means winter is on its way. Christmas is too – at least when you look at the calendar – 44 days until Christmas Eve from today! That means the CHOUTEAU COUNTY COUNTRY CHRISTMAS is right around the corner – December 4-6. By my calculations, that’s just a little over two weeks from when this issue is published so, if you haven’t already done so, mark those dates on your calendar and plan to attend this gala event. “What is this County Country Christmas thing?” you ask. The answer to that is about as close to an old-fashioned Christmas as one can experience in Montana, or maybe anywhere. As Don Sorenson, owner of the Virgelle Mercantile put it, “It’s like a giant mall where you travel between shops.” Actually, the “giant mall” is made up of five small communities which I call “mini malls.” Each mini mall has its own activities and events and the businesses, vendors and the local residents are really busy getting ready for “company”. In the early days of this part of the country, homesteaders set out the welcome mat for visitors and hospitality was a given. The same is true for these five communities in Chouteau County: Fort Benton, Loma, Big Sandy, Geraldine and Virgelle. Because each community will be serving delicious foods of all kinds, Don Sorenson compared the culinary part of this celebration to a “progressive dinner” where guests travel from one home to another and sample different dishes from entrees to desserts. Top that off with shopping and a dance – how can anyone possibly hope to have more fun? I think of an old-fashioned Christmas as one with laughter in the air, people walking with light steps, colored lights twinkling and Christmas music everywhere with big fluffy snowflakes floating to the ground as children press their faces to shop windows in wonderment at all the different toys on display. Some people think you “can’t find a thing” in small town stores. I prefer shopping in them since I have more success finding just what I need. I can find unique items in local stores that are difficult to find anywhere else without spending a lot of time and doing a lot of walking and searching. Case in point: a few years back, I was shopping in a drug store in a small town in North Dakota and what should I find but an item EXACTLY like the souvenir I had just brought back from a trip to Norway. It had been made in Norway too! Shopping in small stores or boutiques can be a real treasure hunt, but I believe the best reason to shop locally is the hospitality. There’s that word again. When you walk into a local shop, whether it’s in your hometown or not, you feel welcome. You’re

generally greeted with a big smile and a “May I help you?” It’s like being made to feel “at home” when you’re a guest in someone’s home. I wondered how this idea of having a county-wide Christmas celebration got started. According to an article written for the 2007 event by Jim Griffin, “The Spirit of Chouteau County Christmas,” the idea came up during a conversation among friends gathered around the kitchen table. That was in 2000. “From Loma, Virgelle, and Big Sandy in the northeastern corner, to Geraldine in the south, with Fort Benton serving as center, visitors and residents have three days of scheduled events to satisfy the holiday appetite of the entire family.” Cooperation and hospitality are keys to survival for our small towns that have served as the backbone for the settling of our great state. Ruth Carlstrom, the Fort Benton Chamber of Commerce Visitor’s Center Director writes, “The Chouteau County Country Christmas is a county-wide Celebration of the Season. Many people, from all around the state, come to take part in the events. It kicks off in the little village of Loma with an old fashioned country dance on Friday night and continues through Sunday on the first weekend of December. Plan to ‘make a whole day of it’ on Saturday as these small towns open their doors in true Montana style.” Stop at Big Sandy then on to Virgelle and enjoy shopping for antiques in an official ghost town. Continue on to Loma for the Christmas Bazaar and end at Fort Benton. The Bridgeport Station Art and Craft Show can take hours to enjoy these wares with a world-wide flair. The Fort Benton businesses hold “open house” with refreshments and unique merchandise, and the Parade of Lights promises a dazzling array of floats plus lighting of the historic bridge. Santa will greet visitors young and old at the WakeCup Coffee where he’ll hear the requests and dreams of the youngsters. To top it off, there will be refreshments, music and entertainment throughout the day, continuing into the evening with a tour of the Historic Churches and the promise of karaoke at the Club House. Be sure to take in the Country Christmas Bazaar in Geraldine to experience the flavor of this community. This is the weekend to explore the countryside and enjoy the good warm feelings of the season. Enjoy shopping in these unique community-oriented Montana towns with high quality and creative gifts. You just might find the perfect gift for that special someone on your list, but the real gift will be to yourself for a happy well-spent weekend. A Bit about Each of the “Mini Malls” Fort Benton Fort Benton was established as a fur trading post 163 years ago – in 1846. When the fur trading business ended, the post was sold to the military in 1865. Fifteen years later the town was established and many of the historic buildings in the town were built during the 1880’s. Fort Benton has been dubbed “the birthplace of Montana,” and is a National Historic Landmark which still has the character of its “steamboat days.” Experience the flavor of an “old-fashioned” Christmas by visiting this special city along the banks of the Missouri River. Loma is a tiny community northeast of Fort Benton at the confluence of the Marias and Missouri Rivers. Lewis & Clark camped here in 1805 and Maria Wood, cousin of Captain Lewis, was honored by having the smaller of the two rivers, the Marias, named after her. Through the 1800’s the site of what was to be Loma several years in the future served as a trading post – first as Fort Peigan then Fort McKenzie. Loma will host its annual Christmas Dance on Friday, December 4. Saturday, December 5, a Christmas Bazaar and Bake Sale are scheduled with proceeds to go to the Loma Earth Science Museum. The Trash and Treasure Shop will be open both Saturday and Sunday.

Geraldine Geraldine, Montana was named after Geraldine Rockerfeller, daughter of William A. Rockerfeller who was the director of the Milwaukee Railroad which ran through the town. The Geraldine Milwaukee Depot, built in 1913, is a great example of the old wooden depots that graced small towns throughout the west at the turn of the 20th century. The building, which sits on its original site, has been preserved as a historical reminder of early railroad days. Geraldine is at the heart of one of the largest wheat producing areas in the state. Big Sandy Big Sandy gets its name from a creek near town that the Indians called Un-esputchs-eka which translates from the Blackfeet language as “Big Sandy Creek.” Big Sandy has quite a history of being an “Old West Town.” Charlie Russell worked on a ranch near here and the town and the surrounding area has been the setting for Photo used with permission from: http://russell. several literary works. Virgelle Virgelle was founded in 1912 by Virgil and Ethel Blankenbaker. Victims of PPND often begin to experience symptoms similar to Parkinsons and Alzheimers in their early 40s, and generally succumb to the disease by the age of about 50. The disease is a rare genetic disorder affecting only a few families in the world, and is always fatal. One of the original family members to suffer from PPND, Chester Newell made his home in northcentral Montana during the homesteading period, and many of his descendants still reside there. During “Chet’s” generation not much was known about this mysterious illness. We are urging our readers to make a charitable contribution to either of the funds below for support of research for a cure of PPND “Newell’s Syndrome” as featured in our November 4th Community Spotlight.
