hief Minister Devendra Fadnavis yesterday claimed that the power sharing talks with the Shiv Sena were progressing satisfactorily and added that both the parties agreed on about 80 per cent of the contentious issues. Speaking to newspersons here, Sena president Uddhav Thackeray sarcastically remarked that “the Sena is trying to fill colours into the picture. Let us see what picture emerges.” Sources disclosed that both the estranged alliance partners were close to finalising the pact. Fadnavis is likely to call on party president Amit Shah in New Delhi to finalise the list of ministers to be sworn-in. Sources disclosed that the Bharatiya Janata Party (BJP) has offered four cabinet minister rank berths and eight ministers of state rank berths to the Sena. It was further known that the four cabinet minister rank berths do not include key ministries like Home, Revenue and Urban Development. The Sena has been asked to choose from 17 portfolios like Health, Power, Tourism, Industry, Water Supply, MSRDC and Environment. The ministry sharing ratio has been fixed at two cabinet rank berths to one minister of state rank berth. That would mean out of the 36 cabinet ministers, the BJP will have 24 ministers and Sena 12.

Chief Minister Devendra Fadnavis If the Sena agrees to the proposal and joins the government, eight to nine ministers from the BJP side would take oath of office during the swearing-in ceremony which is likely to be held some time this week. Sources added that in the first cabinet expansion, only two alliance parties of the Mahayuti alliance will be accommodated. The other two allies will be accommodated in the second expansion of the state cabinet. The Chief Minister stated that barring one or two issues, leaders from both the sides were in broad agreement over 80 per cent of the issues on agenda. Fadnavis stated that the BJP on its part has instructed its leaders not to make any out of turn comments about the talks. He urged Sena president Uddhav Thackeray to also direct his party leaders not to make any comments that would affect the talks. He added that only those who are authorised to speak to the media on the issue should speak.

Policy for of martyrs’ families soon, says CM

Chief Minister Devendra Fadnavis on Monday said his government would frame a policy whereby certain privileges can be granted to the kin of posthumous recipients of bravery medals. The Chief Minister yesterday met families of martyrs of 26/11 terror attacks. Saying that other states grant some benefits to families of those who were awarded bravery medals posthumously, the CM said these schemes would be studied. Those present at the meeting included the wife of the senior police inspector Vijay Salaskar of Mumbai police who was killed during the attacks. Fadnavis also said that he would arrange a meeting with the Union Petroleum Minister regarding the issues faced by the kin of martyred officers.

"The initiative for use of social media platforms on a larger scale is in the planning phase. Nitty-gritties are being worked out," said Nidhi Kamdar, officer on special duty at the Chief Minister's office. "Videos of the Chief Minister's speeches, functions would be uploaded on Youtube immediately. Information related to announcements by ministers or the CM would be linked to the new twitter handle.”

‘Personal staff of Cong-NCP ministers cannot work for new ministers’

The State government yesterday issued a directive prohibiting government employees who had worked with ministers in the Congress-NCP government as personal assistants or on some other posts from working with the current ministers. The Narendra Modi government at the Centre had issued a similar directive after NDA came to power. A government resolution (GR) issued by the General Administration Department of the state said, "Those who have worked as private secretary, officer on special duty or personal assistant with Chief Minister/ Deputy Chief Minister/ Ministers... In the last 10 years cannot work in the ministerial establishment for the next five years.

xpressing the fear that it would lead to rise in illegal slums, Shiv Sena – the ruling party in the Brihanmumbai Municipal Corporation (BMC) – has turned down civic administration’s proposal to provide water connections to all slums in the city. The BMC administration had proposed to provide water connections to all slums saying that water pilferage takes place in a big way in illegal slums. Due to this, the civic body also looses its rev-

enue and breaking of water mains leads to contamination. To prevent this, civic officials had proposed ‘water for everyone’ system by providing connections to illegal slums. However, Sena has vehemently opposed the proposal. “If we give water connections to all people, we have to provide even for people living on roads and pavements. Six months ago, municipal commissioner Sitaram Kunte had written to the state urban development department seeking permission to provide water connections to slums that had come up after 1995. His plea was accepted by the state government. There are about 65 lakh slum dwellers in the city. According to the civic data, BMC provides 3,750 million litres of

water per day to the city. However, 25-30 per cent of this water is wasted because of leakage and pilferage. On June 13, 1996, the urban development ministry directed the BMC not to give water connections to slums that had come up after January 1, 1995, the cut-off date for regularising slums. Due to this, a large number of slum dwellers were deprived of water connections and they turned to water mafias, who steal water from pipelines and sell it at a higher rate. khushboo.panjabi@afternoondc.in
