The Bombay High Court on Thursday dismissed three petitions filed against the voice vote carried out in the Maharashtra Assembly in favour of the Devendra Fadnavis Government. The division bench of Justices V M Kanade and Anuja Prabhudesai said it will issue the judgment explaining the reasons for scrapping the petition, by next week. The Maharashtra Congress Legislature Party and two other persons had moved the court seeking dismissal of the BJP Government on the grounds that it did not have majority. The petitioners had claimed that the government was a "Constitutional fraud." They had also challenged the Speaker's action of calling for a voice vote. But the government had strongly opposed the petitions. It had argued that the Speaker had followed proper procedures while declaring the voice vote on the floor of the House. Arguing the matter on Wednesday, senior counsel Shrihari Aney had put on the petitioners, the onus of proving that the government was in a minority.

The BEST has warned that it will cut off the electricity supply if consumers fail to pay the bill in 30 days. BEST officials explained that it is collecting this additional amount as a security deposit in the consumers' account which will generate interest (according to the national bank's interest rate) for the consumer. According to the Maharashtra Electricity Regulatory Commission (MERC) Act, 2005, it is binding on the consumer to maintain an average of one month's bill as a security deposit with the electricity supplying company. The average monthly bill of consumers changes as the tariff and consumption of electricity changes. In the fiscal years 201213 and 2013-14, the electricity tar-

Though this rule has been in force since 2005, the BEST has not demanded for the additional deposit, apart from the deposit paid by the consumer while applying for the electricity connection, until now. BEST officials said that after former Delhi Chief Minister Arvind Kejriwal took Reliance to court, the Comptroller and Auditor General (CAG) directed the BEST to maintain a security deposit for every consumer. The BEST says it has not asked for the additional deposit because consumers pay their bills regularly. However after the order from the CAG, the BEST has been forced to apply the MERC 2005 rule. The BEST officials said that the additional bill will not be too big an amount. It will be the difference between the initial deposit and the current average bill. Besides, this additional amount will be put in the consumer's account as a security deposit and the BEST will pay interest on that amount as per the bank interest rate.

The complainant in this case used to work for a leading brokering firm in BKC which had last month assured its employee a

gift of a Mercedes car. On the direction of the company, the employee contacted one of his friends who took him to a car dealer office in Mahim. The dealer told the employee that if the entire amount is paid in one go, then he can get a discount of Rs 1 lakh. Accordingly, the employee told his boss that the car could be bought for Rs 38 lakh instead of Rs 39 lakh. The bro-

Dutt seeks another ‘furlough’ By Tariq Khan

anjay Dutt, convicted in the 1993 bomb blasts case, has yet again sought a fortnight’s leave (for the fourth time) from Pune’s Yerawada prison where he is currently lodged. Officials said that they were still in the process of examining his application and were yet to take a decision on the same. Dutt was found guilty of possessing AK 56 rifles and explosives that were used in the blast.According to DIG (prisons) Rajendra Dhamane, they received an application for the ‘furlough’ – a rightful periodical leave for convicts – around two months ago. The application has been made to Yerawada jail superintendent Yogesh Desai but will finally reach Dhamane's office for approval. “We are examining his documents and will also talk to the local police station authorities under whose jurisdiction he resides in Mumbai,” Dhamane said. While a ‘furlough’ can be sought as a rightful entitlement, a ‘parole’, which is granted for a period of one month, is asked for only to attend to serious medical reasons or contingency situations in the convict’s family. he Mira Road division of the Thane (rural) police has declared a war against Methamphetamine (Meth) – a highly addictive recreational drug that has been wrecking the lives of scores of people especially members from the younger generation. After reports of Meth being circulated in the local market appeared, the police started taking measures to crack down on its sale and consumption. Apart from intensifying vigilance and activating the informer network, the police department is also banking on an awareness drive to curb the new-generation drug menace which has assumed an alarming proportion in the MiraBhayandar region. “Special squads have been formed for each police station in our division which

has identified Meth pushers and local peddlers in the twin-city. However, after our crackdown and subsequent arrests, the notorious elements have apparently gone underground, but we are committed to permanently flush them out from the region,” said Deputy SP Suhas Bawche. In less than a fortnight, around 10 cases have been

he Brihanmumbai Municipal Corporation's (BMC) senior officials had in September given a clean chit to ABM Knowledgeware Limited, the software company which has been providing software for the civic body's e-tendering system. This system is mired in a big controversy after nine civic sub-engineers were suspended and 40 contractors were blacklisted. However, the Samajwadi Party leader Rais Shaikh yesterday wrote a letter to the municipal chief, Sitaram Kunte and demanded a probe into the company's involvement in the scam along with contractors and officials. After the complainant, advocate Vivekanand Gupta of the BJP had filed a complaint in a

special Anti-Corruption Bureau court (ACB) on September 22 against Brihanmumbai Municipal Corporation (BMC) officials allegedly involved in the Rs 100-crore e-tendering scam. An FIR against the officials was filed under section 156 (3) of the Code of Criminal Procedure (Cr. P.C) The officials include assistant civic commissioner Devendra Jain, P-North, amongst others. Rais Shaikh, group leader of the Samajwadi Party in the BMC said, “It is quite astonishing to know why BMC has failed to act against its technology partner without whose help these tender manipulations would not have happened. f you happened to read an advertisement by the Mantralaya about a helpline number for senior citizens and got happy about it, you reacted too soon because the number given in the advertisement is not of any use as of now, because the number 1291 published in an advertisement in a regional newspaper in Mumbai, is yet be made fully operational and is apparently for elderly citizens to enroll themselves for periodic monitoring by the local police. It is not a helpline. This is what Sailesh Mishra, Founder of Silver Innings, an NGO which has been working in the field of elder care since 2008, found out. “I wanted to check if 1291 is functional or not so I tried calling on Tuesday night. I tried three times but could not get through. I was constantly getting a message that this number was not available or that it is a wrong number. Then a colleague of mine tried this again on Wednesday morning. His call was then answered by a constable who informed him that 1291 is a number where senior citizens can get themselves registered and is not a helpline number. He also informed that it is yet to be fully operational,” said Sailesh. The ADC also tried calling 1291 through landline as well as through mobile phones but the experience was similar to Sailesh's. It was being deemed as 'wrong number'

Another point of contention raised by Sailesh was that how a Mumbai helpline number could be published when a state government is supposed to convey information that applies to the entire state. “The published numbers are only for senior citizens of Mumbai. What about the elderly living in other parts of Maharashtra?” asked Sailesh. When contacted, R D Shinde, Principal Secretary, Social Justice Department, Mantralaya said, “The numbers have been published jurisdiction wise so that is why Mumbai helpline numbers

EVERAL political parties have S come together to form a joint front against the ruling party which has

been misusing power at the Centre and in several states. Thanks to massive success in election to parliament and also state assemblies, the ruling BJP has forgotten all about its poll promises. For instance, the Prime Minister declared repeatedly at poll rallies he addressed that he would get black money stashed in foreign banks within 100 days of assuming office. There has been a stunning U-turn in this regard and it looks like the government has forgotten all about the issue. Since no party has the required number in parliament (10 per cent of total number of seats), the ruling party does not have to worry about any serious opposition. It was becoming increasingly apparent that an opposition united front was absolutely necessary to deal with the worsening situation. It was felt as that in addition to combined confrontation by the opposition parties in the legislature, it would be desirable to have greater participation by a well-organised Janata parivar. Leaders of political parties like Mulayam Singh Yadav, Nitish Kumar, Lalu Prasad Yadav, Kamal Morarka, D. Gowda and others have come together and held discussions. A united front like this can rein in the powerhungry ruling party in the legislature and also get the voice of the people heard. By and by, the Front should be able to get more and more political support. The Congress is not likely to join the united front and as a result, its lively voice will not be heard in the wilderness.

AST week the Gujarat government has announced a decision to make voting compulsory in the elections of the local self-governments. As expected this decision has raised controversy. On one side, we have supporters and on the other side, we have opponents. Right from the first general elections held in 1952, the voting percentage has been quite inadequate. It was slightly over 50 per cent. It meant nearly half the voters did not cast their votes. This is not something to be proud of. The voting percentage in general elections in our country has never been impressive. It always hovered round 60 per cent. This is why there has been a demand to make voting compulsory. But at the same time, such compulsion cuts at the very root of democracy which is essentially about choice. And this is why voting should not be made compulsory.

Democratic countries A global survey of advanced democratic countries like UK, USA and Australia throws up a complex picture. The USA and UK has not made voting compulsory while in Australia, it is compulsory. When the issue was being debated in our Constituent Assembly, we chose not to make voting compulsory. At this stage, it would be instructive to understand the history of suffrage in the world. UK, the mother of all democracies, did not allow women to vote till the second decade of 20th century. Similarly in USA, the African-Americans were allowed to vote only after 1964 when the Johnson administration stated implementing the Civil Rights Act. In our country, we decided to adopt the Universal Adult Franchise from day one. This is why except age, there is no other qualification to vote: caste, creed, language, religion, education, economic status, gender etc. none can keep an Indian away from exercising his franchise. Initially the age qualification was 21 years. In 1989 it was brought down to 18 years. Now comes the Gujarat government’s decision to make voting compulsory. This was attempted even by Narendra Modi when he was Chief Minister of the state. In 2009, his

government got Gujarat Vidhan Sabha to pass the necessary Bill which was stalled by the Congress-appointed governor, Ms. Kamala Beniwal, on the ground that the Bill was against the Constitution. This time around the BJP-appointed governor, Mr. Om Prakash Kohli signed the Bill and now we have: The Gujarat Local Authorities Laws (Amendment) Act. The new law is being debated all over the country. If the Gujarat experiment succeeds and it makes the PRIs bodies more powerful and people-oriented, this experiment could be taken to state and in due course to national level. Before this, let us study both sides of the argument. It is quite obvious that we Indians are rather lethargic about voting. These days, a national holiday is declared on the voting day so that maximum people should vote. Despite a paid holiday, many people do not bother to vote. This is not a sign of a responsible citizenry. We should take our democracy seriously. There was a time when the educated class would dismiss voting as a sheer waste of time. Why bother to elect one rascal over other when all are the same? This had some truth in it. Not any more. Now that we have NOTA, the educated class should take interest actual voting. But this does not seem to be happening. Even in general elections held in May 2014, though the voting percentage has gone up, but it is still way below. This in turn affects the quality of Indian democracy. Let us get some statistics about our first few elections. In the just concluded general elections, Congress got only 45 per cent votes. It also meant that 55 per cent of the voters did not vote for Congress. Fortunately, for Congress, these 55 per cent anti-Congress voters were divided among dozen political parties. This is how minority became majority in our country. Just recall our general elections of the 1950s and the 1960s. Congress party could come to power easily winning nearly 70 per cent of MPs in Lok Sabha. But when it came to computing voting percentage in favour of Congress, it never was beyond 50 per cent. To improve this situation, one solution is to make voting compulsory. The Gujarat law rightly observes, “…due to low turn-out of voters… the true spirit of

VERY living creature wants to be happy. Whether it is money, power or sex, you get into it for the sake of happiness. Some people even enjoy misery because it gives them happiness! To be happy, you seek something. But despite getting it, you are not happy. A schoolgoing boy thinks that if he goes to college, he will be more independent, free and therefore happy. If you ask a college-going boy whether he is happy, he feels that if he gets a job, he will be happy. Talk to somebody who is settled in his job or business, and you will find that he is waiting to get a perfect soul mate, to be happy. He gets a soul mate, but he now wants a kid to be happy. Ask those who have children if they are happy. And they say -- How can they relax until the children have grown up and have had a good education and are on their own. Ask those who are retired and done with all their responsibilities; are they happy? They

long for the days when they were younger. All of one’s life is spent in preparing to be happy someday in the future. It’s like making a bed all night, but having no time to sleep. How many minutes, hours and days have you spent your life being happy from within? Those are the only moments you have really

What is irrefutable is that centralized expenditure on party propaganda-on which there are no legal limits-vastly outstrips what is spent at the constituency level on the promotion of individual candidates. Mr. Modi has observed that black money gets spent at that level because many candidates spend more than the Rs.70 lakh upper limit allowed to them. Compulsory voting may reduce the money parties and candidates spend on the physical mobilization of voters but not on constituency-level inducement or nationallevel propaganda.

More corruption However, making voting compulsory has its own problems. Let us look at the other side of the picture. If we make voting compulsory, then there must be some punishment to the non-voters. The Gujarat law provides that if the non-voter could convince the government officer, then he may be let off. This is quite dangerous. Imagine petty bureaucrats getting such powers! This is sure recipe for more corruption where the poor and the ordinary would be at the receiving end. Next comes the issue of fine or imprisonment. According to the provisions of natural law, the offender will have to be given adequate opportunities of being heard. Then comes the issue of fine in monetary terms. Even if they impose a very minor amount like Rs.10 for non-voters, collecting this amount, keeping records, issuing receipts, etc. would be Himalayan task. And what if somebody does not pay? S/He will have to be taken to prison which are already over-crowded. In such a situation, how does the government implement the law for compulsory voting? Despite these objections, it would be interesting to see how the Gujarat experiment unfolds. If it does improve the quality of our democracy, then one can think of upgrading it to state and then national level. Let us not forget that Indian democracy is a huge experiment where such new things must be tried regularly to make the model better. Life is 80 per cent joy and 20 per cent misery. But you hold on to the 20 per cent and make it 200 per cent! It is not a conscious act, it just happens. Living in the moment with joy, alertness, awareness and compassion is enlightenment. Being like a child is enlightenment. It is being free from within, feeling at home with everybody, without barriers. This can be handled by relaxing and doing some breathing exercises. Then you will realise that, you are loved, you are a part of everybody and you are a part of the whole universe.” This will liberate you and the mind will take a complete shift. You will then find so much harmony around. To find harmony, it is not as if you have to physically seek it by sitting somewhere for years and practise. Whenever you are in love, your mind is in the present, you feel joyous. At some level, to some degree, everybody is meditating without being aware of it. Railway Minister Suresh Prabhu on Thursday termed as 'unfortunate' the death of five children in a train-school van collision at an unmanned railway crossing in UP's Mau district and announced a compensation of Rs.2 lakh to the next of the kin of the deceased. "A big accident has happened as a van carrying school kids collided with a train....It is unfortunate that the driver didn't stop to see as is expected of him at an unmanned level crossing and this led to the tragedy," the Minister said.

Munde’s death: Charge sheet against cabbie

Six months after the death of Union Minister Gopinath Munde in a road accident, CBI yesterday filed a charge sheet against taxi driver Gurvinder Singh for rash and negligent driving while ruling out any foul play. The CBI chargesheeted Singh under Sections 279 and 304-A of Indian Penal Code for the charges and if found guilty, he will have to undergo a prison sentence of a maximum of two years. Singh's car had collided with the official vehicle on June 3.

EW DELHI: Taking bank lottery scam to a new level, scamsters are using the name and picture of RBI chief Raghuram Rajan to lure gullible people into making a cash deposit of Rs.15,500 to get a winning amount of Rs.5.50 crore. The 'lottery' amount that they promise to credit into the account of those giving an 'approval fee' is claimed to be part of funds given to RBI by the British Government. In the scam email, purportedly sent by Rajan and ending with his "hearty congratulations", the targetted beneficiary is also informed that his or her name was decided pursuant to a meeting he had with the United Nations General Secretary Ban Ki-Moon in September. Asking for this mail to be kept confidential and away from "general public for security reason", the scamsters also provide name and details of a money transfer manager, with a purported employee ID card of an RBI Chief General Manager.

The scamsters are using the name and picture of RBI Governor Raghuram Rajan to lure people. As per RBI, such fictitious offers typically try to defraud gullible people by using its name and are also used as a phishing attempt to get personal and banking details of the targetted persons. About another fraud perpetrated

in its name, RBI recently said in a public alert that fraudsters were promising to issue credit cards in the name of central bank. Explaining the modus operandi, RBI said that the gullible person is sent a credit card which allows money withdrawal up to a certain limit, albeit a small sum, from a bank account. Having gained the confidence, the fraudster gets the victim to deposit a huge sum in the same account. Once the money is deposited, the card stops working and that would also be the last time the cardholder would hear from the fraudster. Warning against such efforts, RBI said it does not carry out any business with an individual, whether through bank accounts, credit or debit cards, online banking or transfer of funds from abroad. OCHI: Eminent jurist V.R. Krishna Iyer, a left-leaning intellectual who had stood for the rights of the downtrodden and reinterpreted bail jurisprudence as a Supreme Court judge, died on Thursday. Justice Iyer, who turned 100 on November 13, breathed his last at a private hospital here following multiple organ failure. He was admitted to the private Medical Trust hospital on November 24. He died at 3.30 p.m., Hospital Managing Director P.V. Antony and Cardiologist Dr Manu R. Varma, who treated him, told PTI. "The death was due to cerebral

vascular accident or stroke, worsening cardiac and renal failure and pneumonia," Dr Manu Varma said. Justice Iyer, born in a conservative Tamil Brahmin family in Palakad in Kerala, was attracted to communism and had served as a minister in the first democraticallyelected Communist government of the world under the late EMS Namboodiripad in the state. During his tenure as law minister, land reforms were introduced in the 1950s. As a Supreme Court Judge for seven years in the 1970s, he provided easy access to the ordinary people by relaxing the rule

"The award announced for the two sisters by the state government which was to be bestowed upon them on Republic Day had been 'put on hold pending an inquiry' in the case," Chief Minister's Officer on Special duty (OSD) Jawahar Yadav told PTI. "Against whomsoever evidence is found action will be taken," he added. After a video of the girls thrashing three boys in a moving bus went viral on social media and news channels declaring the sisters as 'bravehearts', the Haryana government had announced an honour for the two sisters on the occasion of Republic day. Chief Minister Manohar Lal Khattar had said in an official statement that both the girls had shown indomitable courage and bravery by opposing the misdemeanour of three youth who tried to "molest" them in a moving bus of Haryana Roadways at Rohtak. The two college-going sisters had confronted three alleged molesters inside a moving bus, with one of the girls even hitting the youths with her belt, even as passengers remained mute spectators. The parents of the two girls lodged an FIR with Haryana police against the three youths- Kuldeep, Mohit and Deepak who were were later arrested and released on bail.

enior journalist Sandeep Unnithan recently released a new book, called Black Tornado. The book claims to be the first semi-official account of the National Security Guard’s (NSG) operation during the 2008 terrorist attacks in Mumbai. The book is one of the first to feature extensive interviews with army personnel who are part of this elite counter terrorism force. The interviews speak of the conduct of the operations and the book also includes pictures depicting the shootings that took place inside the Taj Hotel. Sandeep tells us, “The book is titled to mirror Black Tornado, the name given to the rescue operation that was launched by the National Security Guard at three locations in Mumbai, beginning on November 27, 2008. T

he Bandra outpost of Dessange Paris has always been a stone’s throw away from where I live and work, but the air of luxury that envelopes it has always left me apprehensive — posh brands often leave you horrified by the crater-sized dent that they leave in your wallet. The facility boats of large, clean white spaces, minimalist décor, hushed tones and warm, friendly staff. Though it is located on a busy road, a few minutes into the treatment, I was far from the agitated drivers and constant honking. I visited Dessange to try their new Huiles & Terres Precieusess (oils and earths for your skin, face and hair) range of signature treatments, which promise the best of what French pharmacy has to offer. The products used include natural clays, oils, precious stones and metals. I picked a hair treatment from the four new varieties: malachite for greasy scalps and skin, copper for sore scalps and skin, gold for stressed scalps and hair and pearl for weak hair and mature skin. A clay mask for my dry, irritated scalp was applied after meticulously sectioning my hair, and followed by a delightful head massage. A mask for the mid-lengths and ends of my hair was applied next, to restore moisture and add shine. A few minutes later, my hair was shampooed, conditioned and blow-dried.

While I didn’t see any immediate effects (apart from soft and shiny hair), over the next few days, my scalp was less irritated and my usually unmanageable hair was tame, healthy and hydrated. But, let’s not get carried away — it costs `3,500 for a half hour session! Unless your pockets run deep or you have a special occasion to prep for, the price is steep for just 30 minutes of relaxation. What if you could write a reminder directly on your wall clock, or scribble notes on your fridge? Recently launched The Chalk Company takes Rhea Dhanbhoora back to an age of blackboards and scribbling

I

t’s been a long, long time since I’ve written anything on a blackboard, or even used chalk for that matter. And still, whenever anyone sends me chalk notepads, which are currently all the rage, I’m immediately excited. So, when I discovered The Chalk Company, I was understandably impressed. The interior designers behind The Chalk Company explain that the idea stemmed from wanting to be able to scribble their ideas on walls to explain their designs to contractors. After putting a blackboard up on one of their walls to serve this purpose, and stirring up a few childhood memories, a company that sells lifestyle products you can scribble on was born — instantly taking me back to my own childhood. So, armed with an attractive red and black bag of goodies from the website (complete with a cute, handwritten note), I got down to business to see whether their products are as good as they look. The tealight (`100) popped out first. It was small and cute, but not as impressive as I would have expected it to be. It’s worth mentioning of course, that I have little or no use for tealights in general. However, for those who would like to light a quirky fire, this one will do the trick. Next was the mug (`200), another item that is nice, but didn’t really wow me, and one that I’ve seen before. The lunch bag (`750) did better — it’s very smart looking even without the addition of the chalk — but it’s an added bonus to be able to write on the bag! The coasters (`250 for a set of two) were up next. They’re especially useful at a party, when you’re scrambling to find your

glass and can’t remember which side of the table you placed it on. As long as you can find a coaster with your name on it, you can find your glass. Of course, if you leave them unattended, you may come back to some pretty funny messages too. I was already a fan, but then came my favourites. The wall clock (`750) was one of them. I never imagined myself wanting a wall clock that was just a black circle — I’ve always wanted something more ornate. However, the idea of being able to use coloured or white chalk to draw designs and patterns and write myself notes right by the hour I need to remember them, left me itching to put this high enough to look like a wall clock but low enough to reach easily. Then there was the photoframe (`200), which looks like a mini chalkboard, has a little clip to hold your pictures, along with cute messages at the side, and isn’t uncommon at gift shops. The magnets (`150) were the most useful and are a hot favourite, not just with me

but with anyone who has seen them so far. They’re incredibly useful (grocery lists on the fridge, reminders on your cabinets) and help to get rid of the hassle of using (and wasting) paper or sticky notes. And, while I initially thought that the knots & crosses and hangman boards (`300 each — yes, they’ve got games on chalkboards too!) were just for the young at heart, take one long drive out of the city and they suddenly transform themselves into fun car games for the entire family. Products are currently available only at flea markets, pop-ups and through their Facebook page, but they are developing a website, which will make shopping from them an easier process. At the end of the day, The Chalk Company isn’t for everyone, and for those who aren’t fond of scribbling and doodling absolutely anywhere and everywhere, the products may even seem a little childish. But, for artists with an itch to draw, scatterbrains who need to scribble everything down or those who want to switch their home décor up a bit to make it more fun, this quirky shop is the perfect place to visit. It’s also great that their prices are really affordable, so you can spontaneously pick up a few (or several!) items without damaging your bank balance. They also sell paper weights, door hangers, pillow cases, frames, wrapping paper, wine glasses and... well, actual blackboards! I’ll be visiting the website soon to complete my collection. fter Starbucks and Dunkin’ Donuts & More, it’s Krispy Kreme’s turn to make its foray in the Indian food industry. Known for its delectable range of doughnuts, Krispy Kreme promises to treat you to a melt-in-the-mouth doughnut experience. Although I was sceptical of the hype that surrounded it, they’re not completely off base when it comes to fulfilling that promise.

Renowned café & patisserie, Theobroma recently opened an outlet in Bandra Kurla Complex. With new treats on an already delectable menu, yamini Walia couldn’t resist dropping by to try it out

aving visited Theobroma several times in the past, I was really excited about their new outlet in Bandra Kurla Complex (BKC). The new soups and salads that they’ve added on the menu aroused my interest even more. Located inside The Capital, Theobroma wows you the moment you walk through the doors. I was impressed by the décor, which is completely different from other outlets in the city, but has the same welcoming vibe. The BKC outlet also has a buffet table that displays a spread of select savouries and tall cakes, including flat breads, carrot cake, fudge cake, quiche, doughnuts, cupcakes and muffins. It sure looked tempting! I began by resisting the temptation to skip straight to dessert and tried their soups — Tomato Coriander (`100) and Mediterranean Chicken & Chick Pea Broth (`100). Both were extremely delicious and left me hankering for more, especially the tomato and coriander option. The fact that I am saying this despite being non-vegetarian goes to show how

delightful they tasted. If the soups weren’t good enough, their salads — Mediterranean Salad with Boiled Egg & Tuna Confit (`230) and Roasted Pumpkin & Cranberry Salad (`230) — truly won me over. If I had to pick, I would recommend the roasted pumpkin salad for the sheer reason that it’s hard to make something that I enjoy as much as I did this one, using pumpkin as its main ingredient. After trying the soups and salads, both their flatbread options, Cherry Tomato & Buffalo Mozzarella with fresh Basil & Black Olives (`125) and Chicken Tikka with Pickled Onion & Bell Pepper (`125), didn’t impress me much, though they were soft and light on the stomach. Next up, I stuffed myself with Falafel & Feta Wraps (`195) and Roast Beef Finger sandwich (`120). While the former faired well, it was the beef sandwich that earned brownie points from me. The beef was roasted to perfection, which made the sandwich delicious.

love pizza. Who doesn’t? And now that I have stated the obvious, I’d also like to say that when I heard that a Sbarro’s Pizza outlet was setting up shop at Phoenix Market City in Kurla, I wasn’t excited. This is because there are already several international food chains entering the Indian market and in the process of pleasing the Indian palette, they usually end up being very disappointing. But, since Sbarro’s Pizza is one of the few brands that hasn’t focused solely on giving their menu an Indian touch, I was hoping that my experience would be a decent one. We kickstarted our meal with their Garlic Bread Sticks (`49) and Chicken Strips (`99). While my dining companion and I loved their piping hot garlic bread, the Chicken Strips were chewy and overcooked. Luckily, their pizza slices served as the perfect diversion. First up was their Stuffed Chicken Pizza (`234) which was absolutely divine. The crust was crispy, but

If you prefer quiches, you must try both their vegetarian and non-vegetarian options — Spinach & Corn (`75) and Roasted Chicken & Mushroom (`75). Both quiches had a crunchy, but crumbly crust and boasted of a good balance of flavours. It would be a sin to leave Theobroma without trying their desserts, so I tried their Chocolate Fudge Cake (`110), Red Velvet Mini Cupcake (`40) and Mini Carrot Cake (`95). While it’s hard to pick a favourite, if I had to, I would choose the scrumptious carrot cake. It’s difficult for a café that has a reputation for serving excellent desserts to provide equally delicious savoury options, but Theobroma manages to hit bulls-eye with its new outlet. The next best thing after pizza is dessert. I prefer my desserts to be nothing less than perfect and with those expectations, I ordered their Chocolate Mousse (`59) and their Blueberry Cheese Cake (`135). The mousse, although flavourful and well-balanced, had a hard, unappetising texture. The Blueberry Cheesecake, on the other hand, fared far better with its smooth, creamy texture.

Their New York Style Cheese Pizza (`70) was nothing out of the ordinary, but it will satiate your cheese cravings just as well. Even their Fusili Pasta in Mamma Sbarro Sauce (`169) was satisfactory, but nothing exceptional. What worked in its favour was the freshness and the slight tang of the sauce.

What works for Sbarro is the freshness of the food. In fact, Upper Crust Foods Private Limited, the main supplier and manufacturer for Sbarro’s Pizza, received accolades for outstanding achievement for international franchise, in a category called Brand Adapt and Overcome — I guess that says something for them! Nothing I was served was bad, but I couldn’t find anything that was exceptionally good either. Considering the prices, Sbarro’s is definitely worth the money. Having heard so much about their signature Original Glazed doughnut (`49), it was the first thing that I wanted to try. Unfortunately, it was completely sold out by the time I reached, leaving me disappointed. Their menu offers a large variety of doughnuts, but because of their heavy fillings, I couldn’t try more than three. My first doughnut was the Mango & Kreme Crunch (`69). It was perfectly presented, with small mango pieces dotted over the top. As I took the first bite, the soft pastry melted in my mouth, giving way to a well-balanced mango flavour. It’s a must-try for mango lovers — especially since it’s a great way to get a taste of mango off-season! The second doughnut I tried was the Kookie & Chocolate Custard (`69), which turned out to be my favourite. The combination of cookie and chocolate wasn’t too sweet and the custard filling had the perfect consistency, though it can be a little heavy. Finally, I bit into their Cinnamon Apple Filled (`69) doughnut, which was average. I usually don’t enjoy this flavour, but I was hoping that the doughnut would change my opinion — it didn’t. However, if you’re a fan of cinnamon and apple, you may want to try and judge for yourself. The Filter Coffee (`85), which was the perfect accompaniment to the doughnuts, deserves a special mention. If you’re a coffee lover, you’re going to dream of this coffee every day, just like I have! Overall, I would recommend a visit to Krispy Kreme, even though their doughnuts are priced a little higher than most other brands. Their menu offers exciting flavours that will give you a muchneeded break from run-off-the-mill options. When shopping for wedding finery in Hyderabad, keep a checklist of all items you need handy, because when you are faced with sprawling markets and lanes lined with shops, it’s easy to lose sight of what you actually need. Head to Charminar, or Old City, as it is fondly referred to by locals, for a myriad of shops that sell lehengas, saris, salwar suits and shararas. To pick up outfits, visit South Extension — a market that is home to several local, as well as branded shops. However, while it won’t cost you much, shopping here still isn’t the cheapest option. To get the best deals, head to Chandni Chowk, Rajouri Garden, Karol Bagh and Kamla Nagar. It’s crammed with shops and endless shelves of clothes and accessories, and it helps to sharpen your bargaining skills before heading here. There are several local jewellers that dot these markets as well, but it is advisable to ask locals for a list of the most reliable places to visit. P.P. REVIEW OF THE PREVIOUS DAY: The Nifty rose marginally on Thursday (December 04, 2014) a net 26.75 points (0.31%) and closed at the 8564 point level. The market opened up with a gap at the 8582 points level. It then rose further and registered the day’s high at the 8626 points level at 9.16 a.m. which incidentally was also an all time high level for the Nifty. The index then declined and turned into a range bound movement until 11.00 a.m. It then declined into the red and registered the day’s low at the 8526 points level at 11.16 a.m. The index then bounced back into the green and turned into a range bound movement until closing at the day. The Nifty moved in a range of 101 points. Sentiment was mixed and amongst the 50 Nifty stocks 20 were gainers, while 30 were losers. Substantial buying was witnessed in FMCG stocks.

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias.

Suppor t Levels: For short-term traders the immediate main support is at the 8451 points level. The next support is at the 8206 points level.

Resistance Levels The immediate main resistance is at the 8675 points level. The next resistance is at the 8743 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 8573 (This is the level where the trend is likely to change during intra-day). Amongst all the traded stocks, 770 were gainers, 704 were losers and 57 remained unchanged. Slow Stochastic Indicator: The Slow Stochastic Oscillator is in the neutral zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues). RSI Indicator: The RSI is above the 60 level and is now rising (positive if it continues).

MACD Indicator: The MACD is above zero but is declining (negative if it continues). It is below its 9-day Average (negative).

ADX Indicator & DI Lines: The +DI line is above the –DI line and both lines are diverging (positive if it continues). The ADX is rising while the Market Index is rising, which indicates that the present up trend is increasing in strength.

OUTLOOK FOR TODAY:

On Japanese candlestick patterns the index has formed a third consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index has crossed above its 5 day’s moving average. The index is now above its 5, 15, 25 and 200-day’s moving average and all the averages are rising and also positively trended. Both these indicate a positive bias. But the velocity parameters continue to remain negatively trended. This is negative. As such these are mixed signals.Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 8482 point’s level.

The government is likely to implement the proposal of bifurcating the post of Chairman and Managing Director in public sector banks from the next fiscal to strengthen corporate governance. The Finance Ministry is “actively considering” the proposal of splitting the CMD post in state-owned banks and it could be implemented from the next fiscal, sources said. For the selection of non-executive chairman, a panel could be formed headed by Reserve Bank Governor,they added.

Vodafone To Encourage Start-Ups In Mobile Apps

Telecom service provider Vodafone would actively encourage start-ups in the mobile applications arena as part of facilitating young entrepreneurs. “We have created a new platform for young entrepreneurs who have developed mobile apps,” MD and CEO Marten Pieters said at the Infocomm 2014 in Kolkata, yesterday. He said that Vodafone would offer such start-ups to plug in their apps and help them gain access to 75million-odd subscribers of the telecom firm’s network in India.

I

n a major crackdown on listed companies suspected to be existing 'only on paper', Sebi has initiated action against more than 25 such firms amid concerns they could have been set up to route black money or evade taxes. During its inspections, which began pursuant to 'alerts' generated by Sebi's surveillance department, Sebi found that some of these companies were not even physically present at their registered locations, while many of them do not have identifiable promoters, sources said. The capital markets regulator has begun summoning auditors, compliance officers and key management personnel and officers of these companies, whose names exist on the documents submitted by them to the stock exchanges and other authorities to provide further details, they added. While the

probe is currently in initial stages, it is suspected that these companies (small and medium enterprise) might have been using the stock market platform to abuse the system for income tax avoidance and other money laundering related purposes. These companies, which are listed on the stock exchanges and have been complying with all necessary disclosure norms by submission of financial and other details in time, caught attention of Sebi after a sharp spurt in their share prices during the ongoing bull run. While their upward stock movements were not supported by the fundamentals and financial positions of such companies, further inspections by Sebi officers showed that they were not even physically present at their disclosed locations and turned out to be largely shell entities or 'only-on-paper' companies. In a typical modus operandi, there are certain operators in these

companies' scrips who create abnormal price rise after allotment of preferential shares to certain related parties. Thereafter, exit routes are provided at high price resulting in long-term capital gains. The regulator, which has a very strong electronic surveillance mechanism, has been further enhancing its surveillance activities to adapt to changes required due to changes in marketplace and in light of the recent market movements. The surveillance system throws alerts on a real time basis and they are then examined by Sebi to probe whether any attempts have been made for market manipulations. The Securities and Exchange Board of India (Sebi) is also putting in place a comprehensive framework to deal with the listing and trading of only-on-paper companies and tackle this menace, while it has significantly strengthened its surveillance mechanism to catch any wrongdoings in the marketplace.

s many as 295 infrastructure sector projects worth Rs 150 crore or more are delayed with total cost overrun of Rs 1,01,436 crore, Parliament was informed yesterday. "As per the 346 Flash Report of August 2014 released by the Ministry of Statistics, out of 720 central sector infrastructure sector projects costing Rs 150 crore and above, 295 projects were delayed," Planning Minister Rao Inderjit Singh said in a written reply to the Rajya Sabha. "The original cost of the 295 delayed projects is Rs 5,48,838 crore and anticipated cost is Rs 6,50,274 crore, thus leading to a total cost overrun of Rs 1,01,436 crore," he said. Out of 295 delayed projects, 62 projects have overall delay in the range of 1-12 months, 66 projects have delay in the range of 13-24 months, 98 projects have delay in the range of 25-60 months and 69 projects have delay of 61 months and above, he added. The road sector accounted for the maximum number of 92 delayed projects with total cost overrun of Rs 1,975 crore. As many as 32 projects in the Railways sector were delayed leading to the maximum cumulative cost overrun of Rs 46,766 crore. As many as 43 projects are delayed in the petroleum sector with total cost overrun

of Rs 16,320 crore. Similarly, 64 projects are delayed in the power sector with total cost overrun of 12,874 crore. There are 34 projects in the coal sector which are not running as per their schedule with total cost overrun of Rs 10,242 crore. In the atomic energy sector, four projects have got delayed with total cost overrun of Rs 6,284 crore. The number of such projects in steel sector is 16 with total cost overrun of Rs 5,954 crore. Meanwhile in another reply, the minister informed that during the current fiscal till October, 1,984 km (31 per cent of target) of r o a d s were constructed against the target of 6,300 km for 2014-15. The government had set a target to award contracts for constructing of 8,500 km of roads. It awarded contracts for 3,419 km ( 40 per cent of target) till October this fiscal. The total toll collection was Rs 3,584 crore (55 per cent of target) till October this fiscal. In railways, the government has set a target of laying 300 km of new rail lines during the fiscal. However, it has constructed 41 km till October this fiscal.The government has also set a target of doubling 710 km this fiscal but it has achieved 237 km till October. Similarly it has completed rail electrification of 371 km against the target of 1,350. The gauge conversion of 68 km has been done against the target of 450 km.

What kind of a film is ‘Action Jackson’? I make films for the masses which are complete entertainers like any Hindi film laden with action, comedy, romance, music, dances and the funny communication between the hero and the heroine. It’s a totally ‘paisa vasool’ film and will be appreciated by audiences right from six-year-olds to 60-year-olds. What is the USP of ‘Action Jackson’? The USP is Ajay Devgn’s performance and I have made him dance like never before and this is the highlight of the film since Ajay has never been known for his dancing and this film will give him the new image of a dancer. He specially lost 17 kilos of weight for the supple dances and action in the film. What is the concept of the film? I never reveal the concept of my films. But all I can tell you is that the three leading ladies are in love with Ajay Devgn and this is a different action romantic film.

You have made Ajay do different kind of action and dance sequences in the film? Yes, he has done a never before seen martial arts sword fight action in the film and regarding dance when I asked Ajay about dancing in the film, he simply said to me that I will do whatever Prabhu tells me to do and he did that by doing whatever I told him to do the sets and the results are fabulous. You are known as the Michael Jackson of India? I am a huge fan of Michael Jackson and can never dance like him as I am a very simple man and a regular dancer.

Have you found anyone difficult to choreograph? I have been a choreographer for 27 years and I began as a dancer, then a choreographer and then a director and it’s my duty to choreograph anyone well on my sets, be it a senior or a newbie actor. Choreography has made me what I am today.

Almost everyone who paid a tribute to him when he passed away earlier this week, said they kept planning to go to Pune to meet him, and didn’t manage. That always happens—with the best intentions of keeping in touch, people lose track of their friends, and then it’s too late. It’s a little sad that the industry that is now paying him fulsome tributes forgot all about him, because he didn’t want anything from them, so they couldn’t find a place for him in their films if he didn’t want to act. So how many people thought of him when the Lifetime Achievement Awards were being given out? Didn’t a fine—and successful—actor deserve that token of love and respect? Even when he played the typical hero’s buddy or sidekick kind of role in films like Golmaal and Angoor, the character he played was well developed and he was capable of giving the leading men a tough fight. Sanjeev Kumar and Amol Palekar, for instance, shone brighter when Deven Varma was in the scene with them, and they were secure enough to let him get his share of the spotlight. Which is why so many of his roles are so memorable. To play the usual ‘uncle’ roles that older actors are relegated to must have bored him enough to quit. And now, sadly, he has quit for good. She is also keen to collaborate with a female director in Bollywood. “I want to work in Bollywood. I never said that I am not interested in working in Indian film industry. “I would love to work with a female Indian director. There were times when I liked the scripts but as I had already committed to other films in Hollywood, I could not do those. At other times the roles were not exciting or strong enough for me to take up,” Freida told PTI in an interview here. The actress, 30, says Hollywood was always on her mind and feels proud of herself that she overcame all limitations and realised her dream of working outside India. “I always wanted to be a global citizen. I knew I had to pack my bags go out and establish myself at the global platform. That was my dream. I could do that because I had the right education. I have transcended all the possible limitations. I hope my story can inspire other girls,” she said. Freida, born and brought up in Mumbai, says she is grateful to her roots for keeping her strong in the foreign land. PTI

rjun Kapoor’s childhood dream of working with producer father Boney Kapoor has come true with upcoming action-comedy ‘Tevar’, where the father-son duo has collaborated. Arjun, who is the son of Boney and his previous wife Mona Shourie Kapoor, said it was a nice moment to work in the film which also stars his uncle Sanjay Kapoor. “It’s not yet sunk in that I have worked for a home production. It has always been a dream working with dad, Sanjay (Kapoor) chachu and Anil (Kapoor) chachu. And that happened in my fifth film. There are more emo-

tions attached at the personal level than at the professional front,” Arjun told PTI in an interview. The 29-year-old ‘Finding Fanny’ star said that he had waited for a long time to work with his father. “I am emotional by nature. I waited for this opportunity for 29 years. And it’s not an easy job to be accepted as an actor. Obviously, he has a sense of pride and that reflects in our emotions and that I guess will happen quite often,” he said. Arjun recalled how he used to accompany his father on his grand sets. “I always thought that my

father is the biggest producer in this world. His films’ sets used to be so big that I used to get lost in it. During the shooting of ‘Loafer’ there was a huge set at Ramoji film city and similarly during ‘Roop Ki Rani Choron Ka Raja’, the set was for 150 junior artists and 200 actors,” he said. UMBAI: India's outof-favour senior cricketers like Virender Sehwag, Yuvraj Singh and Gautam Gambhir were today omitted from the 30-member probables list for next year's World Cup with the selectors reposing faith on the young guns to retain the title in Australia and New Zealand. Off-spinner Harbhajan Singh and pacer Zaheer Khan, who were a part of the 2011 World Cup winning team along with Sehwag, Yuvraj and Gambhir, were also left out of the list, putting a question mark on their future given that none of the five have featured in an ODI for the last one year. Apart from the famed five, pacers Ashish Nehra and Munaf Patel, spinner Piyush Chawla and all-rounder Yusuf Pathan were also among the players axed from the list announced by BCCI Secretary Sanjay Patel after a meeting of the selection committee. Jammu and Kashmir allrounder Parveez Rasool, Uttar Pradesh spinner Kuldeep Yadav, batting duo of Manish Pandey and Kedar Jadhav along with spinner Axar Patel benefitted from the overhaul, riding on their

consistent performance in the domestic circuit. With the selectors opting to ignore the out-of-favour seniors, there were no major surprises on offer in the list of probables. The selectors included allrounder Stuart Binny and inform batsman Manoj Tiwary and young wicketkeeperbatsman Sanju Samson in the list which would be further pruned to 15 in early January ahead of the World Cup starting February 14. DUBAI: Captain Alastair Cook has been suspended for one ODI and fined 20 per cent of his match fee for maintaining a slow over-rate during England's five-wicket victory against Sri Lanka in the third ODI in Hambantota on Wednesday. Match referee David Boon imposed the suspension on Cook after England was ruled to be one over short of its target at the end of the match when time allowances were taken into consideration. England players have also been fined 10 per cent of their match fees. 31 NZ law assigns prison sentences for match fixing

WELLINGTON: New Zealand lawmakers have unanimously passed a bill which will give police increased powers to tackle match-fixing ahead of next year's Cricket World Cup. The bill passed this week will become law before the World Cup in February and March and ahead of football's under-20 World Cup in New Zealand in May and June and makes match fixing a criminal offense in New Zealand for the first time. Offenders face terms of up to seven years in prison. Sports minister Jonathan Coleman welcomed the passing of the bill and said "matchfixing is a growing problem internationally and it is the number one threat to the integrity, value and growth of sport. “In New Zealand we are not immune to this growing threat.” The bill, which makes match fixing a form of criminal deception, will become law by December 15, after receiving the ‘royal assent’ of New Zealand's governor general. Opposition lawmakers expressed some concerns that the bill had been "drafted in haste" because of the proximity of the Cricket World Cup. In its original form, the bill outlawed match fixing "otherwise than for tactical or strategic sporting reasons" but that clause was removed in a later amendment. The clause was intended to recognize the possibility a team might deliberately lose a match to gain an advantageous draw in the later rounds of a tournament. Lawmakers warned it might provide a wider defense for all match fixers. Coleman said the Cricket World Cup was at the forefront of the government's mind as the bill was passed, saying "we certainly don't want it marred by the specter of match-fixing." New Zealand has dealt with two major match-fixing cases in recent months. Former New Zealand test batsman Lou Vincent received a life ban from cricket earlier this year after admitting his involvement in match fixing in competitions in 12 countries. Former top international player Chris Cairns is facing a perjury trial in London next year. Cairns won 90,000 pounds (then USD 140,000) in damages in 2012 after he sued Indian Premier League founder Lalit Modi.
