very year Mumbaikars eagerly anticipate that monsoon will save them from the long bout of sweltering summer. While rain is always a relief post warm and balmy days but it can be rather troublesome if it comes unannounced. Monsoon has already arrived in Kerala and the Indian Meteorological Department (IMD) had predicted that monsoon will hit Mumbai by next week. High humidity was recorded on Sunday, much to the annoyance of the city's population. Sunday evening, though, saw showers lashing the city unexpectedly. On Sunday, being the holiday for

many, people came out with families to frolic but the evening did not turn out to be so much fun as they imagined. The promenade around Marine Drive was seen scattered with very few people as opposed to the usual bustle that a typical Sunday evening sees every week. With none having any umbrellas or rainy wear to protect themselves, a lot of people seemed mildly annoyed after seeing the grey sky. ishor Dange, a constable in Maharashtra police, famously known as 'Arnold' in the force, is set to lead the Body Builders of Indian Police in the upcoming World Police and Fire Games (WPFG) scheduled to be held this month in Virginia on June 27. Dange, who had won a gold medal in the 2013 WPFG, hopes to win the title of 'Champion of Champions', which is given to one who is the best in the competition among the world participating country's police or fire officer athletes. The 30-year-old Dange has been practicing body building for the last 13 years along with managing his police duty. EW DELHI: Ending suspense over the issue of a tie-up, Bihar's ruling JD(U) and Lalu Prasad's RJD on Sunday decided to contest the state assembly elections in alliance and constitute a six member committee to finalize seatsharing. "It has been decided in today's meeting that a committee of three members each from RJD and JD-U will decide seat sharing and leaders of both parties will give a final shape to it. It has been decided now that both parties will fight the election in Bihar in alliance," Samajwadi Party general secretary Ram Gopal Yadav told PTI. He was talking to reporters after a two-hour long meeting between CM Nitish Kumar and RJD chief Lalu Prasad at the residence of SP chief Mulayam Singh Yadav, who was approached by the two parties to broker peace after days of sparring between leaders of the parties. Asked about the contentious issue of chief ministership, the SP general secretary said,"There is no dispute (Koi gahma gahmi nahin hai). These things will be taken care of later. The real thing is seat sharing..." Emerging from the meeting Ram Gopal expressed confidence that the leaders of the two parties will complete the task of devising an effective seat-sharing arrangement very soon.

Police sub-inspector H.B. Dagade of the Ulhasnagar Central Police station told PTI that one of the accused named Sandeep Gaikwad, allegedly photographed the 18-year-old girl while she was bathing. Later, he allegedly blackmailed her and raped her several times at different places for six months, the girl's complaint stated. On June 2, 2015, the two

married couples caught hold of the girl near the Chopda court beat her up and tore off her clothes, the complaint said. The four accused have been charged under Section 376, Section 354(k), Section 323 and Section 405 read with Section 34 of the Indian Penal Code, the police official stated. According to the police official, the other three accused who beat up the girl are Madhukar Birhade, his wife and Sandeep Gaikwad's wife, who are all residents of a slum colony near the Chopda court. However, nobody has been arrested so far, the police official said.

The HC, however, granted interim bail till June 10 to his wife Reshma (30), a co-accused. It posted Vilas and Reshma's anticipatory bail pleas for hearing on June 10. The couple had moved the HC after a sessions court rejected their anticipatory bail pleas on June 1. Navi Mumbai Police had in January this year registered a case of cheating against the couple after a woman, Sangita Shete, alleged the duo had duped her. According to Shete, she had given a cheque of Rs 8.70 lakh to Vilas as advance payment for getting her daughter a role in a movie. Vilas and Reshma had claimed to own a film production house.

According to police, the victim Anil Pande, died after he was assaulted with swords and knives as his dog had caught hold of the ball with which the accused were playing cricket. "The accused and the victim live in the same locality. The accused were playing cricket, when Pande's dog caught hold of the ball and chewed it. 24 year-old youth has been arrested by Meghwadi police for brutally killing his alleged girlfriend near Jogeshwari talao after she came to collect photographs of both of them in happier times. The arrested accused asked the girl to come and meet for the last time if she wanted to end the relationship with him. The 16-year-old girl was stabbed to death by her jilted lover on Saturday night because she refused to meet him in future and told him that she could not continue the friendship as her parents were against it. According to Meghwadi police station sources, the deceased has been identified as Dhanshree Molkar who was living in the slum near Jogeshwari caves in Jogeshwari (east) along with her parents. The accused, Prateek Kubal, works as a hardware engineer in a private firm and resides in Virar along with his parents. Kubal and Molkar, both are from the same village, Malwankar, and they knew each other since childhood. The victim met Kubal at their native place when she used to go there with her parents. Both fell in love few months ago and after that they started chatting on a social networking site. During her 10th Std. Exams, the victim’s father came to know that instead of concentrating on her studies she was busy

Kubal got angry and he pulled out a knife and started stabbing her. He stabbed the victim four times on her chest and abdomen. He later stabbed

himself but the public nabbed him. The girl was rushed to hospital but died during treatment. The police rushed to the spot and by then Kubal was thrashed by the people. “We first took Kubal to Cooper hospital where he got stitches and later he was arrested for murder. As per the preliminary investigation it seems that it was a one-sided love affair but as of now we have not interrogated the accused. We will question him to know the exact reason behind the murder”, said police. During panchnama at the spot where the incident took place, bottles of alcohol which pointed to the fact that the accused has drunk alcohol before killing the girl. Her parents revealed that their daughter was a respectable and well mannered girl. cting CFO PS Rangdhale briefed media on Sunday about the rescue operation conducted by the firefighters at Lake Lucerne building on June 6 in which a total of 46 people were saved. Rangdhale informed that seven people died during the incident even before the fire brigade arrived the spot. “Seven people including 6 males and 1 female were found dead in the incident. Two dead bodies were found in the lift and passage of the 14th floor of the building. Three other dead bodies were found in a lift at the 21st floor of the building. The remaining two bodies were found on the 19th floor,” said Rangdhale. He also said that firefighters had rescued around 20

Among these, there were 8 females and 5 senior citizens. There were also 5 children who were rescued among whom there was a sixmonth-old baby on the 17th floor. All 18 were taken to the terrace of the B wing through the staircase and then were safely brought to the C Wing,” said Rangdhale. “Out of the 28 injured, 10 were discharged after treatment and 17 have been admitted at Hiranandani Hospital and are receiving further treatment. The official said the water systems present at building was functioning well. “The water pipes and the fire extinguisher's present at the building functioned well. Officials at NBC said that Mukherji was doing well. “Mukherji suffered around 40 percent burns around his head, neck and upper parts of his body. But he is doing well and is not in a serious condition at present. We will be planning to conduct an operation on him soon,” said the official.

Privileging inflation over growth can fail to rev up the elusive economic engine

Somehow, instead of having close relations, the two countries have been quarrelling with each other. India is against migration of Bangladeshis and despite all efforts made, there has been a huge influx of population. It cannot be said that Hindus in Bangladesh enjoyed equal treatment. There have been – and perhaps there still are – forces in Bangladesh that have been hostile towards the minority community. Then there were two other disputes; those relating to the border between the two countries and sharing of water. There is hope now after Prime Minister Narendra Modi’s visit, there will be better understanding between the two countries. Thanks to this visit, Bengal is likely to attract some big industrials; already there has been a huge power deal with an Indian company. There could be more such Indian enterprises in Bangladesh which is a highly underdeveloped country. Plans are underway to build better transport between India and Bangladesh. There should be free movement of people and also goods between the two countries. All suspicions by both the countries must be abandoned and in its place, there should be trust. Bangladesh is a Muslim country but it has more affinity with India than with Pakistan. While Pakistan threatens to scuttle any good relations with India, Bangladesh has no such problem and can live with India as a peaceful neighbour.

So, what ails the Indian economy?

BI Governor Raghuram Rajan is fortunate that Arun Jaitley is Finance Minister. For Jaitley is a much gentler person than his immediate predecessor who was an inveterate control freak. Had Rajan kept up his free speaking not only about his direct remit but generally about all things economics he would have felt the heavy hand of P. Chidambaram’s North Block trying to prescribe no-go areas, at least when it came to the central bank chief airing his views publicly. Earlier in the week, Rajan probably had his own reasons to disappoint both the markets and the economic policy makers who wanted him to act ‘aggressively.’ A mere quarter percent cut in the basic rate had long been discounted by the markets. Even after the warning about deficient monsoon, at least a 0.50 basis point reduction in the repo rate was deemed necessary under the current economic conditions. Striking a balance between the diametrically opposite schools of inflation versus growth would have well met expectations all around. But more than the niggardly rate cut, what surprised observers were the comments which accompanied the announcement. The RBI chief ought to have steered clear of these. That is where the difference between the genial Jaitley and stern Chidambaram comes into play. At a time when the Government is trying its best to get the economic engine to spring fully to life, when the cobwebs of the previous regime are finally being swept away, Rajan, instead of talking up the economy, was engaged in dampening the sentiment. While no one would want a central bank which is out of touch with the economic reality, at the same time, nobody would approve of a central bank which declines to appreciate, if not partner, efforts of the economic policy-makers to boost growth. Dialogue between Mint Street and North Block ought to be constantly on. Neither should try and act independent of the other, though, admittedly, their respective spheres of activities are well-defined and duly grant them sufficient autonomy. Maybe the fact that both the RBI and North Block boast of well-regarded economists with excellent academic backgrounds and work experiences in the US somehow precludes closer cooperation in devising mutually agreed economic policies fit for the occasion. Economic experts, not unlike politicians, are not immune from carving their own spheres of influence and then fiercely protecting their turf. Nor is jealousy and competition between rival academic dons unknown. Whatever it is, Rajan ought to be more appreciative of the concerns of North Block while framing his monetary policy. It is not as if the central bank alone wants to hold the price-line down. No. Being a politician, finance minister, any finance minister, would accord foremost priority to containing inflation for the simple reason that without so doing he courts unpopularity and, thus, puts his job on the line. But unlike the RBI boss, a finance minister would be vitally concerned with growth too, boosting of which must always be a central objective of his ministry. It is here Rajan, by taking an insular view of his remit without making any concession to the need to boost the economic mood, put himself in the cross hairs of independent observers. His gratuitous comments about ‘goldilocks policy’, whatever it means, needlessly aggra-

And here we are not talking about the bugging of Finance Minister Pranab Mukherjee’s office. Chidambaram’s authoritarian streak was clear early on in his political career. As Internal Security Minister in the Rajiv Gandhi Government, he virtually authored the controversial anti-defamation law meant to muzzle the free press. And journalists in the capital are fully aware what they risk when they write anything true but hurtful to the great Chettiar. For someone who has always walked the thin line that separates scandal from legality, Chidambaram’s arrogance is truly breathtaking. Admittedly, he is happy dealing with journalists who are camp-followers, or editors who for mutual gain devote reams of newsprint to build him up, or pretty things masquerading as economic reporters whose number had grown exponentially during the time he was Finance Minister but has seen a noticeable decline since his departure from North Block. Hypocrisy being an intrinsic character flaw of all political professionals, now that Chidambaram has taken to writing a charade of a column what surprises us is that such an intelligent man should be opening himself to the charge of blatant opportunism, week after dreary week. The other day he made out a strong case for repealing the controversial Armed Forces (Special Powers) Act. Anticipating the question as to why this wasn’t done when he was a powerful minister for ten years in the UPA Government, he offered a weak and unconvincing explanation. Likewise, he regularly pins holes in the current management of the economy, without realizing that it is the mess left behind by him which has taken the Modi Government so long to clear before it could lay the foundation for double-digit growth. By the way, it would be interesting to inquire as to what percentage of the over Rs. six lakh crore bank loans were sanctioned

The other day they hauled up HRD Minister Smriti Irani for what they thought will be a public roast in front of a live audience of college kids. That Irani proved more than a match, effectively countering every verbal arrow flung at her by the hostile anchors, is not the point. If there is anyone who oversees the functioning of the television channel, he will have a lot to say about the behavior of the two anchors. The Union Cabinet had some time ago cleared the projects — 100 Smart Cities and a new urban renewal mission for 500 cities named after former PM Atal Bihari Vajpayee, replacing the one christened after Jawaharlal Nehru, with a total outlay of Rs 98,000 crore for the next five years. While Rs.48,000 crore has been earmarked for Smart City project, Rs.50,000 crore will be spent on AMRUT. A senior Urban Development Ministry official said Modi will unveil the roadmap for developing 100 Smart Cities and 500 AMRUT cities at the launch. He will also announce the number of Smart Cities to be allotted to states and the quantum of Central grants. The projects envisage recasting the urban landscape to make them more livable. Countries such as Singapore, Japan, France and the United States have shown interest in partnering with India on Smart City project. Migration from rural areas have put a great burden on the existing civic infrastructure in cities, posing a major challenge for the town planners. There was an urgent need for development of urban infrastructure as population has increased many times in cities.

he Ministry of Finance (MoF) on May 19, 2015 had come out with the draft Gold Monetisation Scheme through its e-portal to allow for public suggestion & comments, before the scheme is finalized. The scheme aims at mobilizing domestic holding of gold to provide more self-sustenance to the Indian Gems & Jewellery (G&J) industry. The Indian G&J industry plays an important role in the Indian economy, as it contributes in large-scale employment generation, foreign exchange earnings through export and value addition in terms of both aesthetics as well as investments. Indian G&J industry is dominated by gold which accounts for almost 80% of the total jewellery demand in the country, while investment demands are entirely based on gold. Globally, India is one of the largest consumers of gold, accounting for around 26% of the total demand for gold in the world in 2014. The total consumer demand for gold in India in 2014 stood at whopping ~843 tonnes as against the world’s total consumer demand of ~3,217 tonnes, making her the largest demand center in the world surpassing China. Gold also forms India’s one of the largest imports, second only to petroleum. Since the domestic production of gold in negligible, India has to primarily depend on imports for its gold requirements leading to a heavy foreign currency outflow from the country. In FY13, India’s current account deficit (CAD) increased to US$ 87.8 billion, constituting around 4.7% of the GDP, forcing Government of India and Reserve Bank of India (RBI) to introduce a slew of measures in FY14 like 80/20

Monetisation of Gold According to the Ministry of Finance (MoF) in its Annual Budget 2015 there is over 20,000 tonnes (worth over Rs.60 lakh crores) of domestic holding of gold, which is mostly lying as an ‘unproductive asset’ since its neither traded nor monetised. In the budget 2015-16, the Union Finance Minister Mr Arun Jaitley has announced several steps for monetising gold which are as follows:

Indian Gold Coin To reduce dependence on imports of gold, finance minister has also proposed to commence work on developing an Indian Gold Coin (with an engraved Ashok Chakra) which would help reduce the demand for coins imprinted outside India and also help to recycle the gold available in India.

Draft Gold Monetisation Scheme The draft gold monetisation scheme released by MoF is aimed at providing impetus to gold and jewellery industry in India by mobilizing gold held by household and institutions in the country thereby reducing the reliance on import of gold to meet the domestic demand and providing the same as raw material to jewellery players on loans from banks. The primary requirement for the successful implementation of the scheme is a vast infrastructure setup to facilitate easy and secure handling of gold. Thereby, the scheme is initially proposed to be launched in a few select cities and thereafter, with the improvement in infrastructure for assaying and refining of gold, the scheme can be extended to other cities. Salient features of the draft scheme... Minimum Deposit Quantity: The minimum quantity of gold that a consumer can bring is proposed to be reduced to 30 grams from the present minimum deposit level of 500 grams, so that even small depositors are encouraged. Gold can be in any form (bullion or jewellery). Gold Savings Account: Consumers will be paid interest on their gold savings post 30/60 days of opening the Gold Savings Account. The

proposed amount of interest payable to the consumers has been left for the banks to decide. Both the principal and interest payable to the depositors of gold has to be valued by physical quantity of gold. Redemption: The customer will have the option of redemption either in cash or in gold, which will have to be exercised at the time of making the deposit. Tenure: The tenure of the deposits is proposed to be minimum 1 year and with an option of roll-over in multiples of one year. Like a fixed deposit, breaking of lock-in period will be allowed. Tax Exemption: Like the erstwhile Gold Deposit Scheme (1999), the interests on deposits for consumers are proposed to be exempted from Capital Gains Tax, Wealth Tax and Income Tax. Custodian: The deposited gold post purity check by the certified purity centers has to be transferred to the refineries. The refineries will be responsible for storage of the gold against a fee paid to them by the banks, unless banks prefer to hold it themselves. Tripartite Agreement: The banks will have to enter into a tripartite Memorandum of Understanding (MOU) with refiners and purity testing centers, as regards to the payment of fees, services to be provided and the details of arrangements for the working of the scheme.

Process Gold collected from consumers will be preliminarily tested for purity and value, which is done after taking consent of the consumers. The same is melted after removal of dust, studs, meena etc and further detailed purity tests will be conducted. Post the tests, the consumer can either take it back after paying a nominal fee or deposit the gold in which case, the fee will be paid by the bank. The re-

fineries are proposed to act as another custodian for the refined gold. The deposited gold can be re-used by the banks to lend to jewellers or sell them in the international market.

Expected benefits Through the scheme the consumers have an opportunity to earn interest income on their idle gold holdings. Further, proposed exemption from capital gains tax, wealth tax and income tax can make the scheme more attractive. The scheme aims at channelizing gold from temples, charitable trusts, individuals and other institutes who have physical holding of gold. It is proposed (still under examination) that banks may be permitted to deposit the mobilized gold as part of their of CRR/SLR requirements with RBI. This is expected to incentivize the banks. The banks can also sell the deposited gold in the foreign market to generate foreign exchange reserve, sell them in the form of coins or commodity for commodity exchanges or lend them to G&J players. The G&J players can now procure gold against a Gold Loan Account opened with the concerned bank, possibly at a lower interest rate, which will be more beneficial for G&J players who are presently procuring gold through fund-based bank limits. For the government, the scheme could provide a breather against Current Account Deficit (CAD) caused by gold imports. Further, the mobilization of 20,000 tonnes of ‘unproductive assets’ would reduce its dependence on imports and also has the potency to provide trade surplus given the good export market Indian G&J sector commands. The auction will be conducted on BSE's e-bidxchange platform from 1530 hours to 1730 hours after close of normal market hours today. The debt auction quota gives overseas investors the right to invest in the debt up to the limit purchased. Depository data showed that total investments, including limits acquired by foreign investors through the auction route, stood at

Challenges The Indian consumers attach a high degree of emotional value to their gold holding, especially traditional jewellery; thereby deposits of gold jewellery for re-casting are likely to be low. Additionally, major gold holding in India is in the form of jewellery (contributing almost ~80-85% of the total domestic holding), thereby, for diamond & other stone-studded jewellery, recasting the gold jewellery will significantly decrease the value of the ornament. The consumer also loses on the making charges paid by them for the ornament. The process of purification testing and assaying of gold is a cumbersome process both for the consumer as well as the bank. While rural India possess a good chunk of domestic gold deposit, thereby refineries located at urban & suburban centers may create logistic problems for the rural consumers. While banks will play a central role in the working of the scheme; they do not possess any expertise in terms of purity testing or custody of physical gold. Thus they have to depend on other players for the smooth working of the scheme. Thereby, presence of multiple intermediaries along with smaller minimum deposit amount of gold will lead to higher number of transactions and will most likely increase the transaction & handling cost of the banks. The duration of the deposits will also play a role in the decision making of the depositors, wherein smaller duration schemes of minimum one year with option of roll over will provide more flexibility to consumers. While pre-mature re-

demption feature has been proposed by the MoF in the draft schemes which makes it attractive for the consumers similar to present gold deposit scheme (GDS) the banks. Another important assessment of the scheme is the price risk assumed by the parties involved in the process (individuals, banks & jewellers). While jewellers do normally hedge their price risk of gold, bank also have to secure their gold price fluctuation risk, given the probable duration mismatch between gold monetization scheme for consumers and credit period allowed to the jewellers. The MoF has proposed Know Your Customer (KYC) fulfillment for depositing gold, which can be a deterrent, in case of incremental scrutiny by the Income-Tax Department on deposited gold. Also majority of the consumers may not possess the original bill or voucher of the jewellery which in many cases can be inter-generational & archaic, thus posing additional roadblock in case of documental evidence for gold holdings are sought by the authorities. Further, the interest rate for gold deposit has to be kept attractive for the consumers, which presents dimensional problem in cases where the bank is further lending the gold to the G&J players. Higher interest on gold deposits to consumers will make gold procurement through GMS for G&J players dearer, thereby, its attractiveness in terms of interest and credit period benefit against the present Gold Metal Loan (GML)4 The prevailing GML scheme has inbuilt mechanism which covers the gold price fluctuation risk for the G&J players; however the proposed scheme has been silent about it. It puts additional pressure on the banks to hedge their exposures and this will tend to inflate the forward lending rate of gold to jewellers.

Income funds’ AUM rose 1.5% to Rs 5.22 trillion, led by inflows of Rs 42.05 billion. Net outflows of Rs 156.57 billion in liquid funds capped gains in the industry’s overall AUM. The category’s AUM dropped 4.8% to Rs 2.54 trillion. Gold exchange traded funds (ETFs) have been weighed down by net outflows since May 2013. Negative sentiment continued to prevail in May 2015 as well due to the yellow metal’s discouraging performance. The category’s AUM fell 1.9% to Rs 66.88 billion due to net outflows of Rs 0.86 billion and MTM losses. The price of gold (represented by the CRISIL Gold Index) fell 0.3% in May.

f you thought that the repo rate cut that happened on June 2nd will translate into home and auto loans at drastically cheaper rates of interest, we are sorry to disappoint you, as that will not be happening anytime soon! On Tuesday, the Reserve Bank of India slashed the repo rate by 25 bps to 7.25%. Read on to find out more. While the RBI expects this rate cut to translate into lower lending rates to be passed on to the consumers, banks may not be able to do so soon as their demands of a 50 bps cut in the cash reserve ratio (CRR), or the money that banks must park with the RBI, without being paid any interest for the same, has not been met.

How the rate cut impacts you When the RBI cut its repo rate by 25 bps in two tranches earlier this year, it was categorical about the fact that banks should pass on the benefits of the same to borrowers. But the fact is only a few banks did so. Even State Bank of India, India's largest commercial bank has reduced its base rate by 30 bps in two tranches whereas the apex bank has slashed the repo rate by 75 bps in three tranches this year. The current rate cut too may thus have little or no impact because bankers had hinged their hopes on a CRR cut instead of a puny cut in the repo rate. The markets were disappointed and therefore reacted with a fall of 300 points in the benchmark BSE Sensex on Tuesday and bankers dubbed it a "non-event". The result is while there may be some tweaking of base rates, your monthly outgo on your EMI on home loans is not set to change substantially. Banks are likely to wait and watch the RBI's actions in the upcoming quarters before they lower their lending rates, as they claim that they are in quandary themselves as they as strapped with bad loans on the one hand and lack of capitalization on the other.

What's holding the RBI back? The RBI on its part, is playing it safe because it is concerned about the delay of the onset and the forecast of a below normal south west monsoon which is crucial for food production in India. Food production and its management have a direct impact on the inflation. RBI believes that the inflation may rise from August onwards to 6% (from the current sub 5% levels) by January 2016. The other factor that seems to have been a deterrent for a larger rate cut are the worries over the crude prices that have spiked up recently. RBI has also expressed concerns over the external volatility that will be influenced by the normalization of US Federal Reserve policy. The FED has pushed back its plan of gradual hikes in their interest rates to the latter half of 2015.

The bankers’ stance Bankers think that despite these threats RBI had enough room for a CRR cut that would bring down their cost of funds and help them pass on the benefits of the same to their consumers immediately. They have opined that their bad loans have been piling up on account of slow economic activity that is translating on the ground despite the slew of measures that have been taken by the NDA Government to catalyse economic development. Only if the banks have more "lendable" capital, will they be in position to lend to good projects that will lead to better credit offtake, thus spurring economic recovery. When the heads of leading banks met the RBI chief prior to the monetary policy review, they put forth the point that there is no deficit of liquidity in the banking system as of now that prompts them to borrow money from the RBI from liquidity adjustment facility (LAF) window. During the current fiscal year, banks have borrowed only Rs 2,355 crore a day on an average as compared to Rs 6,703 crore in the previous year. On the other hand, a 50 bps cut in the CRR would have freed up lendable capital by nearly Rs 45,000 crore that would have served as a shot in the arm to banks extending credit facilities to their customer base thus expanding their loan books.

The RBI Governor categorically mentioned that a 1% reduction in the CRR would be equivalent to a 0.25% reduction in policy rates, that is a direct instrument and can be effectively used by banks to reduce their lending rates if they so wish to. This was also his way of nudging the banks to do more to reduce lending rates and pass on the benefits of rate cuts to their customers. The RBI Governor has however not ruled out the possibility of further rate cuts going forward.

The bottom line The current rate cut is therefore a clear indication to banks to play a role as a catalyst in the economic development of the nation, by expanding their loan books. Banks however may be not be too willing to action this directive just as yet and are likely to wait till substantial rate cuts come in later this year. Till then, you may have to shell out just as much as you were before on your home loan interest. New borrowers may get a marginally better deal, but its not prudent to take the plunge to take a home loan or any other loan product right now, if you have not done so yet.

MYTHS Here are some myths that need to be busted about Training and Trainers. People with good personality and communication skills make great trainers. Training is HR’s responsibility and all other functions should steer clear of their way in it’s execution. Product – Process Trainers make good behavioral Trainers. One size fits all…Training classrooms can have all levels in the same class. Training must help to get more customers or retain them. All else is feel good and useless. TNI is talking to Managers about what their employees need to learn. Training is a one-time activity and change should happen instantly. All trainers can train on any subject. Good Training feedback is good training. These myths and many other incongruous facts make training a lesser-accepted activity.

WHAT TO DO? What can organizations do to Train their internal Training Managers so that the training function is able to partner with business. Training can be an enabler to business growth. Internal Training Managers must be trained at TNI, Content creation facilitation and effectiveness measurement. They should know how to conduct an effective and informative TNI. They should use various TNI tools viz – Employee surveys, senior management interviews, document analysis, Questionnaires etc.

They should be able to identify essential skill gaps at the end of the TNI. They must plug this TNI data with the organizational strategy, vision and future plans of the organizations. Respective business heads must whet program Outlines, once created. This in turn builds account-

ability with them to send their employees for the training. Trainers training on the program must understand the function’s roles and responsibilities. All Training Managers should have attended a TTT to understand facilitation. They must be able to differentiate between cognitive and affective learning modules. They must know adult learning styles and expectations; this will enable them to address all learning styles in the class. Creating business relevance in the class is not a necessity but a mandate. Trainers must be ready with examples, instances and anecdotes that will have business relevance yet be interest-

ing to hear. Trainers must understand that facilitating realization and allowing reflection should be their biggest tool in the class. Training Aids like games, videos, activities fall flat if not debriefed well. They also need to be relevant to the learning. Training effectiveness can be measured only when there is action planning and commitment to bring about change in workplace behaviors. To begin with internal trainers should watch for translation of learning into workplace behaviors. To measure effectiveness, one has to first recognize and identify this change. Trainers must work with Managers of the trainees to be able to detect positive behavioral changes. Mature HR heads don't ask for Training feedback so much on Trainers as on how the learning has benefitted the participants. That the Trainer is good and fitting for the role has to be ascertained much before assigning him/her the Training. Internal Training Mangers KRA should not have items like Training attendance and no of training man-days. It should be able to track behavior changes and sustainability of the learning. Internal Trainers develop themselves as Training professional. They should spend time on finding ways to create effective learning. Gradually but definitely various functions will start asking for Training to enhance their productivity. They will look at Training as value adds that cannot be discounted. Attendance will improve and so will participation.

The Nifty fell marginally on Friday (June 05, 2015) a net 15.95 points (0.20%) and closed at the 8114 point level. The market opened down with a gap at the 8119 points level. It then rose and turned into a range bound movement until 10.05 a.m. The index then declined sharply into the red and registered the day’s low at the 8100 points level at 10.31 a.m. It then rose sharply into the green and registered the day’s high at the 8181 points level at 12.11 p.m. The index then dropped sharply into the red and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 82 points. Sentiment was bearish and amongst the 50 Nifty stocks 30 were losers, 19 were gainers, while 1 remained unchanged. Further, the 5, 15 and 25 day moving averages are declining. Moreover, the velocity parameters too indicate weakness. All these indicate a negative bias and the possibility of a further decline unfolding. Investors are advised to avoid buying at present levels.

Consultancy revenues from services increased 6% yoy to Rs157cr, well ahead of our estimate of Rs133cr. Telecom revenues too were ~15% ahead of our estimate at Rs79cr. The increase in consultancy and telecom income more than offset the lower than expected transmission revenues, resulting in total operating income of Rs4,703cr, 0.3% higher than our estimate of Rs4,689cr. The company has guided for ~Rs45,000cr capex (Rs22,500cr in FY2016 and Rs22,550cr in FY2017) over the next two years. Outlook and valuation: Led by strong capex plans and a healthy capitalisation rate, we expect PGCIL to report a revenue and EBITDA CAGR of ~15%. At the current market price of Rs143, the stock trades at a P/B of 1.8x and 1.6x its FY2016E and FY2017E BV of Rs81.5 and Rs91.2, respectively. We remain positive on the stock with a target price of Rs170, based on ~1.85x FY2017E book value, implying an 18% upside from the current levels. Maintain Buy. Huge investments lined up for augmenting power generation and transmission capacities: Power generation capacity in the country is expected to increase to ~318GW by the end of the XII plan and a further addition of ~110GW has been planned during the XIII plan. Commissioning to remain muted over next three years: In all, we expect the company to commercialise only 2 projects in the next 3 years (TLDPVI of 160MW and 1 unit of Parbti-III of 130MW) on base of 4,857MW. Hence, overall the regulated equity growth in next 2-3 year will remain muted. Inspire of managements assurances the construction work at Subansiri (2,000MW) has still not resumed. Developments relating to start of work at Subansiri would be key to event to track in the near-term. Rating upgraded to Buy: Given the slow pace of commissioning going forward, the earnings are also expected to remain muted (8% over FY15-18E). However, valuations at 0.6x book is attractive and we upgrade our rating to Buy with a PT of Rs25/sh (based on 1.0x FY15E book). icholas Sparks’s bestselling novel, The Longest Ride, has already been turned into a movie (by George Tillman Jr.). He writes the kind of books that are made for the screen.

Excerpt from The Longest Ride

I sometimes think to myself that I’m the last of my kind. My name is Ira Levinson. I’m a southerner and a Jew, and equally proud to have been called both at one time or another. I’m also an old man. I was born in 1920, the year that alcohol was outlawed and women were given the right to vote, and I often wondered if that was the reason my life turned out the way it did. I’ve never been a drinker, after all, and the woman I married stood in line to cast a ballot for Roosevelt as soon as she reached the appropriate age, so it would be easy to imagine that the year of my birth somehow ordained it all. My father would have scoffed at the notion. He was a man who believed in rules. “Ira,” he would say to me when I was young and working with him in the haberdashery, “let me tell you something you should never do,” and then he would tell me. His Rules for Life, he called them, and I grew up hearing my father’s rules on just about everything. Some of what he told me was moral in nature, rooted in the teachings of the Talmud; and they were probably the same things most parents said to their children.

Similarly, I was often told what I should do. He expected honesty and integrity in all aspects of life, but I was also told to hold doors for women and children, to shake hands with a firm grip, to remember people’s names, and to always give the customer a little more than expected. His rules, I came to realize, not only were the basis of a philosophy that had served him well, but said everything about who he was. Because he believed in honesty and integrity, my father believed that others did as well. He believed in human decency and assumed others were just like him. He believed that most people, when given the choice, would do what was right, even when it was hard, and he believed that good almost always triumphed over evil. He wasn’t naive, though. “Trust people,” he would tell me, “until they give you a reason not to. And then never turn your back.” More than anyone, my father shaped me into the man I am today. But the war changed him. Or rather, the Holocaust changed him. Not his intelligence – my father could finish the New York Times crossword puzzle in less than ten minutes – but his beliefs about people. The world he thought he knew no longer made sense to him, and he began to change. By then he was in his late fifties, and after making me a partner in the business, he spent little time in the shop. Instead, he became a full-time Jew. He began to attend synagogue regularly with my mother – I’ll get to her later – and offered financial support to numerous Jewish causes. He refused to work on the Sabbath. He followed with interest the news regarding the founding of Israel – and the ArabIsraeli War in its aftermath – and he began to visit Jerusalem at least once a year, as if looking for something he’d never known he’d been missing. As he grew older, I began to worry more about those overseas trips, but he assured me that he could take care of himself, and for many years he did. Despite his advancing age, his mind remained as sharp as ever, but unfortunately his body wasn’t quite so accommodating. He had a heart attack when he was ninety, and though he recovered, a stroke seven months later greatly weakened the right side of his body. Even then, he insisted on taking care of himself. He refused to move to a nursing home, even though he had to use a walker to get around, and he continued to drive despite my pleas that he forfeit his license. It’s dangerous, I would tell him, to which he would shrug. What can I do? he would answer. How else would I get to the store? My father finally died a month before he turned 101, his license still in his wallet and a completed crossword puzzle on the bedstand beside him. It had been a long life, an interesting life, and I’ve found myself thinking about him often of late. It makes sense, I suppose, because I’ve been following in his footsteps all along. I carried with me his Rules for Life every morning as I opened the shop and in the way I’ve dealt with people. I remembered names and gave more than was expected, and to this day I take my hat with me when I think there’s a chance of rain. Like my father, I had a heart attack and now use a walker, and though I never liked crossword puzzles, my mind seems as sharp as ever. And, like my father, I was too stubborn to give up my license. In retrospect, this was probably a mistake. If I had, I wouldn’t be in this predicament: my car off the highway and halfway down the steepembankment, the hood crumpled from impact with a tree. And I wouldn’t be fantasizing about someone coming by with a thermos full of coffee and a blanket and one of those movable thrones that carried the pharaoh from one spot to the next. Because as far as I can tell, that’s just about the only way I’m ever going to make it out of here alive. I’m in trouble. Beyond the cracked windshield, the snow continues to fall, blurry and disorienting. My head is bleeding, and dizziness comes in waves; I’m almost certain my right arm is broken. Collarbone, too. My shoulder throbs, and the slightest twitch is agonizing. Despite my jacket, I’m already so cold that I’m shivering. I’d be lying if I told you I wasn’t afraid. I don’t want to die, and thanks to my parents – my mother lived to ninety-six – I long assumed that I was genetically capable of growing even older than I already am. Until a few months ago, I fully believed I had half a dozen good years left.

How does it feel to be the coach of a reality music show? As a coach there is certainly a lot of responsibility involved but at the same time it’s easier when you know your job. However, being the coach, I will be involved in things such as selecting songs, figuring scales, thinking how we can add a twist to it, how we can enhance the performance and decide on a few variations that the contestants can do. I do have a little experience of being a coach and I’m going to put that into practice to make this role even bigger and better. A lot of time and energy needs to be put into this, and I want to be able to be there for the contestants. Why did you choose to be a part of The Voice India? The Voice is an extremely popular format globally. It’s the most sought after show for any singer/musician. If you want to be on television and on a music show it has to be The Voice India.

What is so different about The Voice India from other reality music shows? Every round is exciting – very different and innovative. The blind auditions itself is an amazing concept because it’s just your ears and your instinct that you rely on. Even when we make the teams, one needs to make sure that what you have heard is not repetitive, adding versatility within the talent. It will become more interesting as it proceeds. But, of course, one needs to use a lot of their singing experience as well as logic to make it happen. What kind of talent are you looking for in your team? I am looking for talent who are all-rounders, which means I will prefer someone who is not a specialist or one dimensional. Someone who is comfortable across genres and can add to versatility is who I will be looking out for. Have you followed the international editions? Who has been your

favorite coach? I have never followed an entire season. But whenever I sit to watch an episode of The Voice, I get immersed into it and it is a lot of fun. I have watched a lot of episodes with Shakira and I thought she was brilliant because there was no wall between her and the contestant. Though they were all so enamored by her, she quickly made friends and created a kind of bonding, it’s fantastic watching her train them and she is so amazingly talented. It’s fantastic.

Why do we not see the contestants being judged on their expertise in classical or folk music rather than on the basis of their performance on popular numbers? Within popular songs you will find folk, you will find classical, you will find these genres that have been very smartly infused by composers over the years. Being an entertainment GEC channel, you can’t do something that is absolutely unheard of or very vague. You can bring in freshness to the same song by giving it a twist, by making it sound new and different; that’s what we’re trying to do. You don’t feel that it’s the same song again, sung the same way and you don’t choose the songs that have been done to death. At the same time, I wouldn’t sing a song that would completely switch my audience off. It won’t work for the

Judging an aspiring talent purely based on his/her voice… is it restrictive or is that how it should be? I have been judging talent for a while now and I don’t use contact lenses or wear my glasses. So most often I judge blind (laughs). I have been judging on the basis of the voice. I think it makes a lot more sense as you can be influenced by the body language, by the confidence that the person is showing physically, which may not be shown in the voice. You can also be influenced by knowing the fact that the person may not be comfortable with the genre and has still made the effort and done it. It’s much more objective when you only hear the voice. Kangana Ranaut Turned Down Sultan For Rangoon A

couple of days ago, there had been news that Kangana Ranaut has been approached to star opposite Salman Khan in upcoming YRF flick Sultan, in which Salman will be seen playing a boxer. However, it seems that though Kangana was interested in the project on realising that the female lead has a pivotal role in the film (Kangana was slated to play a wrestler), she had to turn down the film as the dates of her upcoming film Rangoon were clashing with the dates of Sultan. For those who do not know this, Rangoon, which will be directed by Vishal Bhardwaj, also stars Saif Ali Khanand Shahid Kapoor and is said to be a love triangle set against the backdrop of the Second World War. Kangana, who was last seen in a double role in Tanu Weds Manu Returns, will be next seen opposite Imran Khan in Katti Batti.

he vital Defence Research and Development Organisation (DRDO) has been without a full-time head since the unceremonious removal of Avinash Chander in January mid-way through his renewed contract. Before his retirement Defence Secretary RK Mathur held this additional charge. Now his successor G Mohan Kumar too has been given DRDO as an additional charge. Sources say that Modi sarkar is now close to appointing a full-time chief for DRDO. Still, at the time of Chander’s removal Defence Minister Manohar Parrikar had assured that the crucial position would be filled without delay but has remained vacant all these months. Babus in the Ministry have been concerned that in the absence of a fulltime chief, several crucial projects, some related to upgradation of weapon systems, have been delayed. Obviously they are tight-lipped about why the Government has not moved quickly to appoint Chander’s replacement. Some say that Manohar Parrikar always stepped in to make decisions whenever the need arose. But that still doesn’t explain why the Government removed Chander without having a successor in mind. Note: At the time of going to press, news has come that eminent scientist S Christopher was appointed as the director general of the Defence Research and Development Organisation for a two-year term.

Farmers working in the field (Inset) Prime Minister Narendra Modi. today, have been getting counted the number of works done by you, where are all those works linked with bringing change in the lives of the people of this country? What you have done it was essential and necessary to do, but all these are like chutney (sauce), salt and salad on a plate. Where is the main meal on the platter of food? I am asking you this question because for the first time in recent years it seemed that you will certainly do something through which a small ray of hope will awaken in 80 per cent of the people of this country. It was also those 80 per cent of the people, who voted you to power, want change in their lives. Mr. Prime Minister, when I say basic changes in the lives of the people of this country or the main meal on their plate of food, then I talk of those people whose life is based on the largest industry – farming or agriculture – of this country and this farming or agriculture word is not connected only to farmers. The word farming or agriculture is connected to the youth, education, health, development, and communication in this country. Because one of the largest production ‘instruments’ in the country – the farm – is in the village and the youth connected with it are also in the village. The biggest hope was that the wall of darkness which had come before their lives, that wall of darkness would become a bit clearer through your efforts and they will find a path. But in the last two Budgets no way out is being seen. Was any way to make farming or agriculture productive seen in the Budget? A test of the soil of the land in a laboratory is necessary, but it is not paramount. Mr. Prime Minister, it is paramount that the items which are used in agriculture, whether it be water, seeds, fertilisers and then power, whether it

This method is not entirely against major industries, is not anti-corporate either. The market of the whole world is open to our corporates and from these small units corporates can purchase Indian agricultural products and easily sell them to the world market. With this, Indian production will get a berth in the world market, will get a place in the market of the country too, and there will also be competitiveness in prices. This is in the interest of farmers, agriculture and youth of the country. Another great benefit from this will be that the large number dependent on agriculture but who do not have agricultural land, whom we call landless labourers, can be absorbed at the block level in all the industries which I am talking about. Not only that, along with absorbing them in those industries, they can

Mr. Prime Minister, today, the way in which conch shells are resounding around you, perhaps you will not hear my words, but I feel it is my duty to say these things to you and also hope from you that you will realise while there is still time and will talk about taking your Government towards that basic direction. If you do not talk of going in that basic direction, then this country will be disappointed. If the large number of people get disappointed from you, then it will be difficult for them to repose their faith on anyone. If you do it, you will be registered in history as such an extraordinary Prime Minister, who rose from a common life, who holds the top post and who did remarkable, amazing work for change in this country. I think I will get some meaningful reply to the questions raised by me. I am waiting.

he suspension of senior Karnataka IPS officer Alok Kumar for alleged role in a lottery scam has sent ripples across the State’s babu corridors. It’s perhaps the first time in the State’s history that an IGP rank officer has been suspended under a cloud. The decision to suspend him was reportedly taken by Chief Minister Siddaramaiah and conveyed through chief secretary Kaushik Mukherjee to the state DGP Om Prakash. Apparently the 'evidence' against the cop left no option to the Government. But sources say, the Government is still treading carefully in the case as Kumar apparently has a history of challenging the Government in court. The officer has already indicated that he will approach the Central Administrative Tribunal (CAT) against his suspension. The State IPS Officers’ Association too has expressed concern and has asked the Government to proceed carefully against the 'real culprits' as not all cops are tainted.

The much-transferred official who paid the price after cancelling a land deal involving Congress president Sonia Gandhi’s son-in-law Robert Vadra, thought the Khatter Government would rehabilitate him as befitting his seniority in the service, and drop the chargesheet against the babu which was filed by the Congress Government of Bhupinder Hooda. That did not happen. Until now. It does appear that the one-man commission appointed by the State Government to investigate the irregularities in the controversial Gurgaon land deals is very likely to drop the charges against Khemka, twoand-a-half years later. Some believe that the delay in dropping the charges against the honest Khemka has as much to do with his rivals within the service as with vindictive politicians whom he had taken on. aris: Stan Wawrinka spectacularly shattered Novak Djokovic's dream of a career Grand Slam on Sunday when he became the oldest winner of the French Open in 25 years. The 30-year-old Swiss claimed a famous 4-6, 6-4, 63, 6-4 victory to secure his second career major after the 2014 Australian Open. It ended world number one Djokovic's bid to become only the eighth man to secure a career Slam as he slumped to his third defeat in a Roland Garros final in four years. Wawrinka became the oldest champion in Paris since Andres Gomez in 1990 after just his fourth win in 21 meetings against the Serb. Sunday's shock defeat, meanwhile, was only Djokovic's third in 44 outings

target to pass. Wawrinka, who had knocked Roger Federer out in the quarter-finals, saw another break point disappear in the sixth game. In the eighth, it was the same story as Djokovic saved another break point causing Wawrinka to violently smash his racquet into the net in frustration. But he wasn't to be denied as Djokovic surrendered the set in the 10th game with a wild backhand, collecting a warning for destroying his racquet in the Paris clay.

Djokovic was playing for the third day in succession having needed five sets to beat Andy Murray in the semi- finals. Geneva: Russia and Qatar could lose the 2018 and 2022 World Cups if irregularities are proven in them being awarded the hosting rights, a FIFA official told a Swiss newspaper published Sunday. "If evidence exists that Qatar and Russia received the (World Cup) awards only thanks to bribes, then the awards could be annulled," head of FIFA's auditing and compliance committee Domenico Scala told the 'Sonntagszeitung' weekly. He stressed though that "this evidence has not been provided" so far. His comments are the first by a senior FIFA official to even open up the possibility of either Russia or Qatar not hosting the football showpiece in the wake of the recent scandals that have engulfed football's world governing body. Scala's comments come amid a corruption scandal engulfing football's world governing body, centring around 14 current or former FIFA officials and sports marketing executives accused by US prosecutors of taking part in a sweeping kickbacks scheme going back 20 years involving a total of $150 million in bribes. The scandal, which also involves a Swiss probe into the awarding of the 2018 and 2022 World Cups to Russia and Qatar, has led to the resignation of long serving FIFA president Sepp Blatter last week, just four days after his reelection for a fifth successive term. On Thursday, Britain said it was ready to step in and hold the 2022 World Cup if it was taken away from Qatar, whose hosting has consistently been dogged by controversy. Late last month, FIFA ruled out a revote for the 2018 and 2022 tournaments, insisting the hosts would not change.

IM Dhopade and IM Nitin score shock wins

umbai: Indian challengers, Swapnil Dhopade and Nitin S., both International Masters recorded upset wins against GM Aleksandrov Aleksej of Belarus and GM Ziaur Rahman of Bangladesh respectively in the eighth round Mumbai Mayor’s International Chess Tournament, being played at the Goregaon Sports Club, hereon Sunday. Aleksej overestimated his chances and made a crucial mistake to hand over the full point to Dhopade. The trend of GM’s losing to an IM’s continued as Rahman went

down to Nitin. Both Dhopade and Nitin are joint second place with seven other players. Meanwhile, Indian contenders, GM R.R. Laxman and IM Priyadarshan along with GM Kravstiv Martyn of Ukraine continued to share the lead with 6.5 points each at the end of the eight round. The match between the two overnight leaders, Laxman and Martyn turned out to be a tame affair as the duo decided to draw their encounter in just 14-moves from the Catalan opening and they now wait for the right opponents in the next two rounds. Kolkata: Asserting that the Indian cricket team does not require "more coaches" than what it already has right now, Director Ravi Shastri today said he might just be there "longer" than expected. uhan: Tintu Luka bagged her maiden gold in a major international event by winning the women's 800m finals as India finished with five medals on the final day of competitions to sign off third in the 21st Asian Athletics Championships here today. India secured a medal haul of 4 gold, 5 silver and 4 bronze in the championships to finish third behind China (15, 13, 13) and Qatar (7, 2, 1). Japan (4, 3, 11) and Bahrain (3, 3, 2) finished fourth and fifth respectively. This was India's best finish

after 2007 in Amman, Jordan where the country was placed second. National record holder Luka clocked her season's best timing of 2:01.53 to clinch the gold at Wuhan Sports Center. ew Delhi: Hockey India has hosted a 'good luck dinner' for the Indian men and women teams ahead of their departures for the upcoming FIH World League Semi-Finals to be held in Antwerp, Belgium from June 20 to July 5. During the occasion held yesterday, HI also gave presented the players of both teams with caps, which has their own individual unique number inscribed on it that will stay with them for lifelong.

The numbers given to players are based on each player representing HI since the national federation's inception in 2009. While Gurbaj was the 13th player to have made it to the Indian men's team so No. 13 was being given to him. Similarly Sardar Singh and Ritu Rani, being the captains of the present men and women teams, were bestowed with No. 1 as their Unique Cap Number. Speaking on this initiative, HI president Narinder Batra

said: "The idea behind this initiative of giving a unique number to each player was done keeping in mind that players across the world are very attached to their jersey numbers. Hence, we thought to give a permanent number to each player and it will stay with them for lifelong." Present at the dinner were 25 male and 24 female players, including both the 18member squads of the men and women teams which will taking part in the World League Semi-finals.

Constantine said Oman is a very good side and boys will be under pressure. "Oman

has been a very good side for a very long time. You don't go to Asian finals if you are not a good side. Boys will be under pressure playing against Oman. They have to deal with pressure," he said. Constantine further said there are no easy games at international level, even teams like Iran and Turkmenistan would be difficult to beat. "There are no easy games for us, whomever we play against. Oman, Turkmenistan and others will not be easy to beat," he said. Constantine said it is not about good or bad team, but about participating regularly, unlike playing two matches in a year. “It also depends on how active and inactive you are. If we play two games in a year - that is why we are so low because you are not active. It is not just about how good and how bad is the
