T

he University Grants Commission (UGC) has released another list of 21 “fake” universities following its first list of 21 universities and has dissolved degrees awarded by these 42 universities. In December, the Students’ Grievance Cell of the Mumbai University received almost five cases of students

having their Master's degrees cancelled, even though they had completed their courses and their marksheets were printed. The cell mentioned that these students had graduated from the universities mentioned in the list and the three-year degrees was awarded to them in a year or two. Every year the UGC audits universities as per the UGC

Act 1956 and displays the list of unrecognised universities on its website. Once the universities are declared fake, the degrees from these universities are dissolved. fter the much talked about 'Big Billion Day' of India's highly popular online shopping portal, the Consumer Guidance Society of India (CGSI) has received lots of complaints against online shopping portals like Flipkart and Snapdeal offering huge discounts on products and then increasing the prices at the time of the order, order cancellations and claiming products are out of stock after putting up the order. Nazir Khan, a resident of Nagpur ordered memory cards -- Moto e and Samsung (2 units each) – from Flipkart. Hussain’s order for Moto e was cancelled despite it being a ‘Big Billion Day' offer with the provisions and promise of easy replacement, no cancellation and no

refund. Khan placed his order on October 6. He approached CGSI along with his order confirmation number and snapshot at the time of the order and the confirmation mail from Flipkart. “This is one such case among many others received by us. There are complaints in which the discount offer is 90 per cent of the MRP but the actual price to be paid is much higher,” said Dr M S Kamath, Hon. Secretary, CGSI. This is unfair to the customers, that too during

the festival season and we are going to take up these complaints on behalf of the consumers,” added Dr Kamath. On Monday, Flipkart and Snapdeal advertised the festival season discounts ranging from 30 per cent to 90 per cent on various brands with combo offers and freebies. Many customers were disappointed that most of the widely publicised deals and brands were not visible on the websites just within an hour or two after the announcements.

he unveiling of the Coffee Table book, Colours of Immaculate White, Sesquicentennial Edition of St. Mary’s School ICSE, Mazagaon, was carried out with much pomp and ceremony at its auditorium on Tuesday. Mr. Gerson da Cunha, former “Citizen of Mumbai” (2010-2011), advertising man, journalist, social activist, author, Indian stage and film actor, with movies such as Electric Moon, Cotton Mary, Asoka, Water, among others, graced the occasion by his presence as guest of honour. Giles Rebello, senior teacher of the school of yesteryears, was the

other guest of honour. The book took two whole years to be completed and covers one hundred and fifty years of history and events of St. Mary’s School dating back to 1864, the year of its establishment. It has thousands of memories from students and retired teachers and boasts of 114 contributions, 390 photographs, 304 pages and 89 researched books. The function was hosted by one of Mumbai’s leading voice of Rahul Mulani. The school's 150th year celebrations began in November 2013 and have included a sports carnival, a programme for underprivileged children, an alumni dinner, and a drama, "Rusty Screws".

Mumbai Film Festival to screen 24 French films F

rom comedies like 'In The Courtyard' and 'Serial (Bad) Weddings' to dramas including 'Clouds of Sils Maria' and 'Girlhood', the 16th edition of Mumbai Film Festival will screen 24 French films. The seven-day festival (October 14-21) will also feature films of acclaimed French actress Catherine Deneuve, like 'A Matter of Resistance', 'The Beloved' and 'The Last Metro'. Deneuve, 70, who will attend the festival, will be honoured with the Lifetime Achievement Award during its opening ceremony, reports PTI. French filmmakers Pierre Salvadori ('In the Courtyard'), Thomas Cailley ('Love at First Fight'), Raphael Neal, ('Fever'), among others will also be present. "This year the Mumbai Film Festival will enjoy the privilege and honour to confer the life time achievement award on another icon of the French Film industry, legendary yet evergreen actress Catherine Deneuve. 'Rendez-vous with French Cinema' will showcase the cream of the French productions of the year," Srinivasan Narayanan, festival director said. A special section 'Rendez-vous with French cinema', to take place

Once again people in this city have a chance to enjoy noise. Diwali, the festival of noise, will begin in a few days. enior Bharatiya Janata Party (BJP) leader and Union Minister for Information and Broadcasting Prakash Javadekar yesterday lashed out at Shiv Sena president Uddhav Thackeray and Maharashtra Navnirman Sena (MNS) president Raj Thackeray for toeing the Nationalist Congress Party (NCP) president Sharad Pawar line in attacking the BJP and Prime Minister Narendra Modi. Speaking to newspersons here he remarked that Sena and MNS were parroting the exact words of the NCP. Replying to queries over the opposition charge of attempts to carve a separate state of Vidarbha, he said that although the party was

He added that the opponents were feeling the ground beneath them shaky and hence were levelling wanton baseless allegations against the BJP and Modi.

Speaking to reporters, Congress spokesperson and the partys national media panel member, Anant Gadgil said, “We all have respect for the Prime Minister's post. The decorum of such an important post has to be protected. But our PM is addressing election rally in

almost each and every district. More than 20 rallies of Modi has been organised by the BJP. This has devalued the stature of the Prime Minister.” He questioned, “By inviting Modi to address so many rallies across the state, the BJP has indirectly confessed that the Assembly election is not easy for the party. After the Assembly polls, elections to the various civic bodies and grampanchyat are due. This is nothing but what can be termed as a 'ullu banaoing' to the people of Maharashtra.”

aharashtra Navnirman Sena (MNS) chief Raj Thackeray on Tuesday once again targetted PM Narendra Modi in his address to the voters. Addressing a rally at Charkop, Kandivali, Thackeray pointed his words towards PM Mod,i questioning him about his national duty as PM. Modi has been actively participating in the ongoing election campaigning for the Maharastra Assembly. Thackeray said, “The PM's office has to be locked for nearly a month now as the PM is busy attending rallies in the state. If this is the case, then who will be doing the national duty? Thackeray also pointed at the initiation of the first bullet train in India. “Why does the PM want the bullet train only from Ahemdabad to Mumbai? Thackeray also targetted NCP's Ajit Pawar as he said, “I don't know of what skin he (Ajit Pawar) is made? He has been involved in scams and is still freely giving speeches in his rallies and asking for votes.” Thackeray added, “The entire state has been handed over to the contractors and the builders by the ministers who have been taking over the lands and increasing the slums across the city.”

ust a week before the assembly elections, Mumbai police registered an FIR against BJP's Ghatkopar constituency candidate Ram Kadam and two others on Monday night. The FIR was registered on charges of cheating and campaigning without permission from concerned authority, which violated the Model Code of Conduct. "Former MLA Ram Kadam, who is currently contesting from BJP and two others were booked under sections of cheating. This followed a complaint by vigilance officer of the Election Commission," said Rajaram Vhanmane, senior inspector of Ghatkopar police station. According to police, they received a complaint from the vigilance officer about

Kadam, who was earlier associated with the Maharashtra Navnirman Sena (MNS) party was not given a ticket to contest the election, following which he was granted a ticket by the Bharatiya Janata Party (BJP) to contest the election from Ghatkopar (W).

AHUL Gandhi is a good, clean Congress leader, but evidently he does not know how to conduct a poll campaign. He made no impact in Uttar Pradesh in the last Lok Sabha elections and he was a failure before that in that state’s assembly elections. He is no rabble rouser. In his speeches, one sees evidence of reason more than emotion. He has never been a crowd puller. In Delhi elections when he went to the aid of Sheila Dikshit, the crowd was thin and even after he came to the venue, it started moving away. He has no go perhaps but to address rallies in Maharashtra. Will the Congress be able to organise rallies for him like the BJP? The Congress perhaps still think as a dynasty man, he still has the ability to attract people. The Congress is not prepared to face truth boldly in this regard. He cannot wash away a firm, wide belief in the people that during the last five years of rule in Maharashtra, the Congress has been involved in many cases of corruption. The Adarsh happening has shown that the top Congress leaders cannot escape corrupt charges. Being in alliance with NCP in the DF government, has made things worse for the Congress. There is an irrigation scam by this party and the Congress — being in the alliance — becomes tainted too. Rahul Gandhi can do precious little to improve the situation.

T is ironic that a man who was supposed to be a divisive figure is actually reuniting estranged friends and relatives. In Bihar, Narendra Modi managed to bring bitter rivals Nitish Kumar and Lalu Prasad Yadav together to fight the Bharatiya Janata Party (BJP) in the August by-polls. And now the two are working on a plan to jointly contest next year’s assembly polls just to keep the saffron party out. In Maharashtra, Modi could well cement a spectacular family patch-up between warring cousins Uddhav and Raj Thackeray. Raj confided in some journalists that it was too late for a joint Shiv Sena-MNS campaign against Modi’s BJP. But he hinted that something was on the cards after Uddhav dialed him with a request to bury the hatchet. Political circles are buzzing with speculation that Raj may make a game-changing announcement at a rally in Mumbai just before campaigning ends on October 13. As Amit Shah hops from state to state using Modi as his spearhead to paint the country in saffron colours, regional parties are slowly waking up to the grim realization that the arrival of the new BJP means their doom. Uddhav and Raj are fighting a battle for survival. If the BJP succeeds in its mission to capture power in Maharashtra, the Thackeray cousins can kiss their politics goodbye. In West Bengal, Mamata Banerjee has already launched a shrill non-cooperation movement against the Modi government. Jayalalithaa in Tamil Nadu has been more circumspect but her current stint in jail may well force her to rethink her politics. Odisha Chief Minister Navin Patnaik has been the most supportive of the regional chieftains so far, but he too will have to reconsider his options if the BJP realizes its ambition to replace the Congress as the central pole of Indian politics. Regional parties have always seen the Congress as their main opponent. But as the Congress slides into irrelevance and the BJP fills the space, politics is seeing a tectonic shift. Anti-Congressism is dead. It’s anti-BJPism now.

He never had any desire to show that his belief, his realization, was higher or greater than the realization of the others. God is not abstract for the mystic; to him, God is a reality. The mystic does not think of God as abstract, although he knows God to be so. It is not a question of knowing, but of being. God, for the mystic, is the steppingstone to self-realization. He is the gate, He is the door, the entrance to the heavens. CBI rules out foul play in Munde’s death

CBI on Tuesday ruled out any foul play in the death of Union Minister Gopinath Munde four months back, claiming that the politician had died due to injuries sustained in a road accident. Doctors had said that Munde died due to shock and haemorrhage following injuries to his neck and liver in the accident.

AMMU: Pakistani troops violated the ceasefire thrice by targeting 40 Border Out Posts (BoPs) and 25 border hamlets with heavy mortar shells in Jammu sector and LoC areas in Poonch district of Jammu & Kashmir, leaving nine persons injured. As the ceasefire violations continued, anti-Pakistan protests rocked Jammu and other areas on Tuesday to protest the firing and shelling. Defence Spokesman Lt Col Maneesh Mehta said Pakistani troops opened fire with small arms in Balnoie forward belt along LoC in Poonch district around 2.20 p.m. The Army retaliated effectively and the exchange of fire is going on in the area, he said, adding there was no loss of life or injury to anyone on the Army side. In another ceasefire violation, Pakistan Rangers resorted to firing and mortar shelling in Arnia town this morning, a police officer said. A shell also exploded near the compound wall of a police station in Arnia, leaving six persons injured, the police officer told PTI. Delhi govt collects Rs.8,400cr VAT

Delhi government has collected over Rs.8,400 crore from value added tax (VAT) in the first six months of current fiscal year, which is an increase of around Rs.420 crore as compared to the corresponding period the previous year. Sanjiv Khirwar, Commissioner in the Trade and Tax department, said that the department has collected tax of Rs 8469.90 crore which is an increase of Rs 420.73 crore as compared to previous year.

In line with the new government's policy to promote export of defence hardware, Goa Shipyard Ltd. on Tuesday said it has supplied naval equipment to countries such as Myanmar and Mauritius and is pursuing orders from other friendly foreign nations.

A day after it lodged a protest with India on alleged ceasefire violations along the border, Pakistan on Tuesday approached UN military observer group over the LoC situation. According to the Press Counsellor in the Pakistan High Commission in New Delhi, Pakistan has recorded protest at United Nations Military Observer Group In India and Pakistan (UNMOGIP) office in Islamabad on the LoC situation. India has always maintained that UNMOGIP has "outlived its relevance" and has "no role to play whatsoever". UNMOGIP, established under a UN Security Council Resolution, was meant to supervise the ceasefire line established under the Karachi Agreement of July 1949. Yesterday, a Pakistan Foreign Office statement said, "The Government has lodged strong protest with the Government of India through diplomatic channels and called for restraining its forces.”

EW DELHI: Enforcement Directorate (ED) has issued summons for personal appearance to Pakistani singer Rahat Fateh Ali Khan in connection with an alleged forex violations case of 2011. The agency has initiated a probe under the Foreign Exchange Management Act (FEMA) sometime back against the singer and his associates, and has now issued summons against him to appear before investigators at the agency's Delhi zonal office here. "The summons have been sent through the Indian Embassy in Pakistan. He has been summoned for presenting his case and answering agency's questions under Section 37 of the FEMA in connection with a foreign exchange violation case," official sources told PTI. The case dates back to 2011 when the Directorate of Revenue Intelligence (DRI) intercepted Khan and his manager, Marrouf Ali Khan, at Indira Gandhi International Airport (IGIA) here for allegedly carrying an undeclared USD 1.24 lakh and some other instruments in foreign currency. The ED which is the central agency to probe such forex contraventions under the FEMA took over the case after this episode.

The structure for this is being framed by the labour and employment ministry with help from the Central Board of Secondary Education, which sets the curriculum, conducts examinations and regulates the quality of secondary education in the country. If effectively implemented, this can be a huge milestone towards bridging the employability and employment gap in the country. The government has taken steps to provide formal education at the school level like the Right to Education (RTE) Act which provides for free education to children between the ages of six and 14 years. The next reasonable action the government can take is to provide financial support to vocational training and though it is already encouraging private sector participation in vocational education through NSDC, there is scope for more. For instance, we could consider introducing ‘voucher support’ to each potential learner for getting vocational training through private or public sector institutions. The other possible way of increasing the number of employable workers is through women participation in vocational education and training which currently is especially low as compared to men. There are a few reasons constraining interest/participation which are usually social and cultural norms and family responsibilities, especially in rural areas. Therefore, in order to increase enrollments, the combined efforts with local NGOs and panchayats on informing women and their families on the advantages of vocational education, which may lead to employability, can help significantly. Specifically, women should be targeted by explaining how inculcating income-generating skills and activities within them would subsequently lead to improving their social and economic status.

In order to include the rural and semi-rural population under this strategy, we should take into account the current education status of the learners and synthesise elementary formal education along with vocational training. Given that most of the potential learners have very low formal educational qualifications and may belong to rural/SC/ST and other underprivileged sections of the society, this will encourage them to take up such trainings and also improve the quality of the workforce we are out to build. Additionally, the vocational education and training facilities have to be improved tremendously by setting standards, certifications and guidelines on the curriculum. All these measures are critical in completing the skill training process, which started at the primary level. The other important way of adding value to the vocational training systems in India is to make them more ‘learner-centric’. This means that whatever changes the newly formed government entity aims to make, should be in accordance with inputs/suggestions given by the learner. Considering that each trainee or student may differ on age, place of stay, economic and social background would mean that they each would have his/her different understanding of a career. Giving them the option to explore his own potential and deliver to society in the most proficient manner can be made possible by establishing a regional Career and Counseling window wherein professional expertise may be provided. This could be restricted to a district level with a pool of professionals from the field of psychology and skill planning to support the initiative or at a further localised level. A similar strategy has been successfully implemented in Bangladesh under the Underprivileged Children’s Education Programme (UCEP) which was initiated to advocate vocational training along with formal education to raise the living standards of poor urban children. UCEP received extraordinarily high completion and employment rates for its graduates, both averaging 95 per cent. The

programme was divided into three stages: onformal basic education starting at 10 or 11 years where about half the graduates from the non-formal basic education program are admitted into vocational training followed by the second stage consisting of fundamental skills training, varying in length from six months to two years and finally placement in employment with follow-up on the job.

Factors that have contributed to making UCEP success are: Providing students with a solid base of general education, focusing on the proper target group, i.e., those with “blue collar working aspirations” Continuous linkages with industry, which ensure that trainees are trained in the knowledge, skills and attitudes sought by employers, and also that employers are aware of the competencies of UCEP graduates Focus on the acquisition of skills and competencies through highly structured, supervised individual”hands-on” instruction Rigorous follow-up of each graduate in terms of employment, earnings and performance on the job. The crucial role of exam integrity

in India’s global competency

A

n internationally respected education system is a crucial factor in India’s ability to compete on the world stage. Indeed the perceived integrity of educational assessment practices is vital for India’s national economy and international image. For without credibility, qualifications are of little value – and the respect allotted by other countries to the qualifications earned through an entire nation’s education system can be affected significantly. Focusing on the way exams are developed – especially on the integrity of those exams – could provide a further boost to India’s global reputation. India is emerging as a knowledge-based economy and human capital is becoming its major strength. Yet only one in ten of 17 – 23year-olds are in the higher education system, according to a PwC survey highlighting the severe inadequacies of India’s infrastructure for the delivery of education. This highlights the need for upgrading the educational infrastructure to optimise India’s potential in today’s globalised, knowledge-driven world. Over 2,000 years ago, China held exams as part of the selection process for civil services and similar tests are still being used today for university admissions and to select employees. These “high-stakes exams” used for university admissions or professional qualification tests have significant consequences for those who take them and organisations that sponsor them. Globalisation and the digital age mean that the high-stakes exams of today have different and more sophisticated demands placed upon them. The growing importance of knowledge as a commodity and the rapid pace of technological advancements, along with globalisation and the increasing significance of qualifications, require an educational assessment process that promotes meritocracy. Test providers must work to design and build exams according to industry best practices

that are valid, reliable and fair. Validity means the inferences made from test scores are meaningful, reflecting critical aspects of relevant knowledge or skills. For example, doing well in a university admissions test should mean someone is more likely to do well at university. Reliability refers to consistency and reproducibility, and a fair exam is one that is equitable for all test takers regardless of their background or social status. Exam scores should be equivalent for test takers who have an equivalent ability level. Modern-day test-sponsors have many tools at their disposal to develop and deliver exams which are valid, reliable, and fair. These include modern-day measurement science and computer-based testing (CBT). When developing computer-based tests, for example, Pearson VUE’s PhD-level psychometricians collaborate with test sponsors’ subject matter experts to design and build tests according to industry best practices. Psychometricians are measurement experts who analyse data on candidate performance as well as exam and question performance. Question difficulty is measured by the proportion of test takers who are able to provide the right answer. Question discrimination gauges how well the question distinguishes between more or less able test takers. Psychometricians perform a process called test equating that enables test results to be comparable across time and across different versions of the examination. This is an important process for increasing the reliability and fairness of exams. For example in a medical exam, a doctor should not be able to pass simply because the version of the exam he or she took was easier than other versions. Many organisations that sponsor highstakes exams across the world have shifted from pencil-and-paper testing to CBT. In 2013 Pearson VUE saw a tipping point where we signed a record number of new contracts, developing and launching major CBT programmes across India, and the trend is continuing into 2014 with additional new client partnership announcements coming up. Since exam papers do not have to be physi-

cally shipped to and from testing locations, CBT eases the administrative burdens encountered by test sponsors making it much easier for testing organisations to compete on a global stage. And people who cannot afford the time or money to take a test in a city centre on a particular day have the opportunity to visit a local CBT test centre as exams are made available on-demand throughout the year or available within pre-determined blocks of time. Exam security is vital to fairness. In a CBT environment, exams can be constructed in ways so that all test takers not taking the exam at the same time do not get the same questions. The use of computers in everyday life around the world is now much more entrenched than when computer-based testing first became popular. Jobs in today’s economy require computer literacy, and CBT provides a means of taking an exam that is more similar to how people work and study today. The level of computer literacy required for most tests is very basic but practice opportunities and tutorials can also be provided. A December 2012 report by McKinsey and Company, Inc. found that India has the thirdlargest number of internet users worldwide. The report also acknowledged that weak infrastructure keeps India’s internet penetration low but improvements in its internet ecosystem would enable better capitalisation through economic contributions from the internet. India’s education, assessment and professional qualification systems must prepare to continuously meet the human capital demands of today’s globalised knowledgebased economy. CBT has become the benchmark delivery method for high-stakes exams. The flexibility and ease of access provided by CBT mean a greater ability to compete in the globalised economy. High-stakes exams should be valid, reliable and fair, and this is critical if India is to continue the upward trajectory of its international standing in today’s ever-shrinking and computerised world. am a 2000 commerce graduate from Ram Lal Anand College, Delhi University. My college had big red buildings all over a big campus which looks like a fort. We had a big library and the canteen was really awesome. There was also a stationery shop. Everything and anything related to studies was available in our college and I used to look forward to going there every day. The first day of my college was amazing. Friends and I who passed Class 10 together had joined the same college, so I was neither scared nor nervous. I entered college with full confidence as if I had been there many times before. The first day is always special as you are stepping into a new world after your school life. I remember my seniors tried to rag me on the second day of college. But they couldn't as I had a bunch of friends along. I felt safe because of my group of friends. I used to hear ragging stories, but nothing happened to me luckily. Some of my professors were very friendly and of great help, but some were very strict. One particular professor used to like me and also helped me in my studies when I had problems. They were like my family. We used to share everything with our teachers, including our personal problems. I used to take private classes too from my college professors. My studies involved accounts, math, language and economics. My favourite subject was accounts. I always scored good marks in accounts. I used to travel by the college bus in which only college students were allowed. If not the college bus then I used to travel by local transport. Travelling was fun especially in winter. College life was awesome. I had a very good time with my friends and teachers. We used to also study hard. I used to party with my close friends and also study together during exam times. I will never forget the time I spent in my

Due to having a low percentage in school, I thought it was best to take up the Arts stream and I thought it might not be that difficult. So then I chose my subjects. Indian Institute of Packaging (IIP), which works under the administrative control of the Ministry of Commerce and Industry, runs a two-year full-time post graduate diploma in packaging (PGDP). IIP is also starting its four-year degree programme in packaging technology and management from 2015. The courses to be offered are a four-year BTech, followed by an MTech, a research programme and Phd. All will come under the aegis of a university, proposed to be in Mumbai and it will come up within the current Five Year Plan. This is to address the industry’s crunch of packaging professionals. About the course: Admissions follow a stringent process. The PGDP programme aims at training the students in all aspects of the science of packaging; which includes research and development aspects by inclusion of individual and group projects every year. A total of around 100 students graduate every year, from across four branches of IIP, Mumbai, Delhi, Kolkata, Chennai and Hyderabad. Eligibility: To be eligible for the entrance exam, one has to be a Graduate in Science (12+3 years degree – entire five years in science only), with Physics, Chemistry, Mathematics, Microbiology (any one as main subject) or Agriculture/ Food Science or Engineering or Technology with minimum second class.

HANDWRITING OLYMPIAD

Kokuyo Camlin [formerly Camlin Ltd] India’s art and stationery company teams up with handwriting assessment, Write Right to present the Camlin Cartridge Fountain Pen Handwriting Olympiad. Naressa Coutinho finds out what it takes to be an art conservator

Who is an art conservator-restorer and what does his/her job entail? Art consevators-restorers, as a comparison, are doctors for works of art, and are well trained both in the sciences and humanities as well as with skills of working with their hands. They recognise the objective signs of damage to an artwork, and coupled with an understanding of the materials with which an artwork is created, are able to diagnose how the deterioration is proceeding. They take remedial treatment to arrest the damage in order to enhance the longevity of the artwork. After treatment of the work, they recommend maintenance plans or preventive conservation for the artworks. At times, they take recourse to restoration of the visual aspect of the artwork in order to re-establish the 'message' of the artwork. Your journey as an art conservator The upper course of my journey began at St Joseph's College at Nainital, and then from there to Delhi for my Sciences and Art Conservation studies, followed by Italy and UK for specialisations. A fair amount of field work was done in Orissa, especially working on communities linked heritage conservation, and now the middle course is being enriched here in Mumbai where an international centre for art conservation is being developed, and in other places in India where our projects are being implemented.

Each of these sub sectors needs working hands at different levels – there are those who have basic education and can be trained to do careful and repetitive work. Then at the next level are those who are, in addition, also capable of supervising teams. The fullfledged art conservators and restorers are those who are willing to take responsibility and are able to take decisions on what the correct diagnosis is and what treatment methodology would be the right one to follow. To rise up the ladder, one has to keep building up on the following steps: sincerity, manual skills, attention to detail, zero error work, ability to innovate, research and academic skills, ability to visualise, plan and implement parallel works, communication and management skills.

How does one become an art conservator-restorer? People from a variety of backgrounds can try their hand in this field. What they need is an interest in fine arts as well as in the sciences, to have the inclination to study diverse subjects, have manual dexterity and a love for working with ones hands, an eye for detail and powers of observation and visualisation. One may either join first as an apprentice or intern, attend short term workshops, and if the interest persists, one can take up a formal course in art conservation. In India, a Masters programme lasts about two years, which just about prepares you with the basics. Abroad, a full-fledged course lasts five years. People join usually after graduation or post graduation, but some at the technician level also join after school and continue their studies simultaneously. Since 1990, a Masters programme in Art Conservation is run by the National Museum Institute in Delhi, and one by the Delhi Institute of Heritage Management. Short-term programmes are conducted by various institutions in most of the states of India. In Delhi, INTACH and IGNCA conduct workshops on various

What is the scope for growth in this field? Any job that we do brings us a salary, but more importantly, every job, over the years, helps in the development of a person in terms of experience, expertise, personality and enlarges ones spheres of interests. The scope of growth therefore could be in the initial profession, but could also be in allied professions that one’s primary profession links up with, depending on each individual’s skills and interests. The advantage with art conservation is that because it involves such a variety of disciplines, one can move on at different tangents and take up or build up professions in related sectors. One can work towards conserving either or

aspects of art conservation. In the government sector, the Archaeological Survey of India conducts courses for potential staff, as does National Research Laboratory for Conservation of Cultural Property for interested persons. The National Mission for Manuscripts conducts programmes for mansucripts conservation. Corporate establishments are sponsoring a number of conservation projects in India. It is an ironic situation in India at the moment, where resources are being made available, but the human resource is wanting. In Mumbai, a diploma programme on museology and preventive conservation is awarded by the University of Mumbai and is conducted at the CSMVS museum. St. Xavier's College has embedded a preventive art conservation course in its Ancient Indian History and Culture Masters programme. Short term training programmes are run by CSMVS and A HeritageLab, as well as by the Himalayan Society for Heritage and Art Conservation. Art Conservation Degree programmes in English are conducted abroad primarily in the UK and USA. Other European countries offer equally good programmes in their national languages. Students and mid level professionals from India go abroad on scholarships to various countries. Recently, under the Govt of India, Ministry of Culture and Andrew Mellon Foundation scholarships, more than 15 art conservators have been given fellowships at the Metropolitan Museum of Art (New York,USA) and at SRAL (Maastricht, Netherlands). Various foundations such as INLAKS, Charles Wallace Foundation etc provide scholarships. People are selected for these scholarships based on evidence of commitment and on realistic plans of how they want to contribute to the conservation of the cultural heritage in India. Where can an art conservator find work? A fresh graduate of art conservation must first get work experience with the various art conservation centres and practitioners in India. There are central government and state government museums, archives, libraries and universities that have positions.

A number of other institutions and NGOs work in the field of conservation of cultural heritage and implement projects in which jobs are available. In Mumbai, one could work at the various museums or in private conservation studios.

Approximate income of an art conservator. (Range depending on rise and seniority) A well trained art conservator in Mumbai who demonstrates good work skills and potential could by the second year of work earn Rs 20-25,000. After a few years, for a skilled person, the fee progressively increases and presently plateaus around 45,000, depending on the employer. Once you have established yourself and are confident of your work skills, you can work as consulting conservators and earn higher. For those who join the state or central government jobs, salaries are governed by established scales with associated perks. Those with entrepreneurial skills can mobilise larger teams and can build up their own credibility and financials. There is no sustainable shortcuts in this profession.

What was your previous work week like? My team prepared condition reports for paintings by Gaitonde which had to be sent for an upcoming exhibition at Guggenheim. We examined a work attributed to Raja Ravi Verma using ultraviolet fluorescence, infrared imaging and x-rays. Our scientist negotiated purchase of an x-ray fluorescence unit so that we can confirm the composition of paints and other materials that make up historic and artistic works. Our paper conservation team treated a series of lithographs, drawings and watercolours of the British era. Some shattered ceramics and an 11th century stone sculpture were repaired as were some very damaged early 19th century oil paintings on canvas. In collaboration with JJ College of Architecture, MMRHCS and CSMVS we conducted a short workshop on built heritage for architects, engineers and craftspersons. Some of us also wrote articles for some publications while our researchers worked on Indian miniature paintings and on the use of lasers to clean artworks.

"They succeeded where everyone else had failed," the jury said. It added: "With the advent of LED lamps we now have more long-lasting and more efficient alternatives to older light sources." REVIEW OF THE PREVIOUS DAY: The Nifty fell substantially on Tuesday (October 07, 2014) a net 93.15 points (1.17%) and closed at the 7852 point level. The market opened down with a gap at the 7897 points level. It then rose and registered the day’s high at the 7943 points level at 9.19 a.m. The index then declined sharply and turned into a range bound movement until 2.40 p.m. It then declined further and registered the day’s low at the 7842 points level at 3.10 p.m. and then turned into a range bound movement until closing at the day. The Nifty remained below its previous close throughout the session, moved in a range of 100 points and closed below the psychologically important 7900 points level. Sentiment was extremely bearish and amongst the 50 Nifty stocks 43 were losers, while just 7 stocks closed in the green. All the sectoral indices closed in the red. Substantial selling was witnessed in metal, healthcare, capital goods and consumer durables stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 13.14%. This change is substantial and indicates a less than full participation by investors.

Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 493 were gainers, 1082 were losers and 41 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator has dropped below the slow D line (negative and a sell signal). RSI Indicator: The RSI is above the 40 level but is now declining (negative if it continues).

MACD Indicator: The MACD is above zero but is declining (negative if it continues). It is below its 9-day Average (negative).

ADX Indicator & DI Lines: The +DI line is below the –DI line and both lines are diverging (negative if it continues). The ADX is flat while the Market Index is falling. No signal here.

Support Levels: For short-term traders the immediate main support is at the 7816 points level. The next support is at the 7615 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 7879 (This is the level where the trend is likely to change during intra-day). Support (1) = 7816. Support (2) = 7779. Resistance (1) = 7916. Resistance (2) = 7980. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index after having formed three consecutive doji patterns (indicating indecisiveness amongst investors) has formed a long black body candle on higher volumes. This is negative and indicates that the bias has shifted towards the sell side of the market. Further, the index is below its 5, 15 and 25 day’s moving average and all the three averages are declining and also negatively trended. Moreover, the velocity parameters which were neutrally trended have now turned negative. All these indicate a negative bias and the possibility of a further decline unfolding. Incidentally, the index is approaching a major support level at the 7816 points level. There is a possibility that the index could find some support and reverse from there. However, if it declines below it, then a further decline could unfold. Investors are advised to avoid buying at present levels.

IEX Clocks Highest Electricity Trading Volume

The volume of electricity traded on the Indian Energy Exchange touched a high of 125 million units on Monday, spurred by rising demand for power. With demand outstripping supply, the price of electricity traded yesterday rose to Rs 5.29 per unit. According to the bourse, the volume of electricity traded was the "highest ever" at 125 million units on Monday and this power was to be delivered yesterday. "This achievement surpasses the last highest traded volume of 117 MUs which was traded on September 8, 2013," IEX said in a statement.

UltraTech Eyes Jaypee’s Cement Plants In MP

Aditya Birla group firm Ultratech Cement is believed to be looking at possible acquisition of Jaypee Group's three cement plants in Madhya Pradesh in a deal that could be worth about Rs 5,500-6,000 crore. While investment banking sources involved in the talks said that the discussions are currently under way for a possible deal, a spokesperson for UltraTech declined to comment on queries in this regard.

he Indian mutual fund industry’s average assets under management (AUM) continued to scale new highs. The total AUM (excluding fund of funds) increased 7.24%, or by Rs 714.53 bn, to a record new high of Rs 10.59 trillion in the quarter ended September, according to the Association of Mutual Funds in India (AMFI). Industry assets were primarily boosted by a surge in equity AUM and supported by gains in short duration debt funds according to a latest Crisil Research report. It believes that equity funds boosted industry assets in the latest quarter with the category average AUM up 23.49%, or by Rs 553.81 bn, (highest rise since September 2010 when AMFI started declaring quarterly average AUM) to its fresh

record high of Rs 2.91 trillion. Gain in equity assets was fuelled by positive market sentiments and robust inflows into the category. The market as represented by the benchmark – CNX Nifty – gained 4.64% on hopes of reforms by the newly elected government at the Centre. The category reported inflows of Rs 171.89 bn in the first two months of the quarter (as per latest inflow/outflow data provided by AMFI). Shorter duration funds – which include money market funds, ultrashort term and short-term debt funds – reported a rise in assets (consolidated) for the fourth consecutive quarter as investors continued to prefer investing in these categories since they are less sensitive to interest rate uncertainty visà -vis longer duration funds. Consolidated assets of the category rose 8.34%, or by Rs 368.73 bn, to Rs

4.79 trillion. On a standalone basis, short-term debt and money market funds rose to record highs of Rs 863.02 bn and Rs 2.86 trillion, respectively, in the September quarter. Gold exchange traded funds (ETFs) marked their fourth consecutive quarterly fall, down 6.65% or by Rs 5.49 bn to Rs 76.98 bn. The underlying asset prices (represented by CRISIL Gold Index) have declined 5.05% in the latest quarter. The average AUM of direct plans rose 3.85%, or by Rs 130.73 bn, to Rs 3.53 trillion. However, the share of direct plans decreased marginally to 33% of the industry’s AUM (excluding fund of funds) in the reported quarter vis-à vis 34% in the previous quarter. Mutual funds managing the lion share of the industry - HDFC Fund, ICICI Prudential MF and Reliance MF - logged highest absolute gains in the Sept quarter.

IT Firms To Witness Healthy Revenue Growth By A Business Reporter

ndian IT firms are “currently in an environment of healthy revenue growth, led by US discretionary spend and Europe cost-cutting led growth�, says Karvy Stock Broking in a report on the Indian IT sector with a positive view . “We like the quality of businesses also, with high RoE, little to no debt and good cash flow. Stable currency is another positive. A harsh US visa regime is a key risk to our positive sector view. We have Buy ratings on Infosys, Wipro and HCL Technologies (HCLT) and

a Hold rating on Tata Consultancy Services (TCS) owing to high valuation� it says. As per NASSCOM, IT exports are expected to grow at 13%-15% YoY in USD terms in FY15, with the growth momentum to be led by uptick in discretionary spend in the US and strong Europe growth on cost cutting compulsions. Indian IT firms have also steadily increased their contribution from ‘newer service lines’. With newer services likely to be key growth drivers, we expect continued focus on this aspect. Karvy believes Europe is showing

encouraging growth. “Over the past few quarters, Europe revenue has grown ahead of company’s average for the past 8 quarters for all the top-tier IT firms. This growth has been led by the need for cost cutting by European corporations. Secular growth in Europe is a positive�. As regards individual firms Karvy says �We initiate coverage on the Indian IT space with a positive view, as we expect healthy revenue growth to drive good earnings growth. We would back Indian IT firms in a healthy revenue growth environment.

India Ranks 18th On Most Desirable Place To Work; US On Top By A Business Reporter ndia has been ranked 18th globally on the list of most desirable destinations to work, even as 7080% of Indians are willing to work in an overseas location, says a new report. The US has been ranked on the top, followed by the UK, Canada, Germany and Switzerland, making them the five most desirable countries to work on the

abroad or are willing to move to a foreign country for work. Some of the most important workplace attribute in India include good work life balance, job security, learning and career development and appreciation for your work. The report noted that most people are willing to uproot themselves and head for a foreign country for work mainly because they want to broaden their life experience and

The other countries in the top 10, where foreigners said they would like to work include -France (6th), Australia (7th), Spain (8th), Italy (9th) and Sweden (10th). As a desirable work destination, India was ranked 18th among G20 nations, reports PTI. The Asia Pacific region does not generate as much interest as a possible work destination as the US or Europe, largely because of the perceived difficulty of learning Asian Language, the report said, but noted "some fast growing Asian countries are starting to reclaim workers they have lost." Globally, one in every five participants already has international work experience and almost 64% said they would be willing to go to another country for work. According to the survey, around 70-80% of Indians are already living

"The proportion of people willing to work abroad is particularly high in countries that are still developing economically or are experiencing political instability," the survey said adding that more than 97% of Pakistanis say they would be willing to go abroad for work. Around 94% of survey respondents in Netherlands said they would consider moving to another country for work. In France, where the economy has been showing signs of stagnating, the same proportion (94%) is willing to leave home. On the other hand, people in the US, Germany and the UK -- three economies that have rebounded more convincingly -- are not as willing to go abroad for work. Barely a third of US respondents say they would consider the idea and only 44% of those in the UK and Germany say they would be interested in taking a job in another country, the report said.

Monetary Policy Framework By Dec End By A Business Reporter

he Finance Ministry and the RBI will finalise a new monetary policy framework by December end under which the central bank will pursue the retail inflation target to be decided by the government. According to official sources, the internal work for the new monetary policy framework is in advanced stages and the government will have to take a final view on it in consultation with the RBI. Under the new framework, the interest rate will be decided by a monetary policy committee with a view to ensure that inflation remains within the targeted levels. Finance Minister Arun Jaitley had in his Budget speech on July 10 said: "It is also essential to have a modern monetary policy framework to meet the challenge of an increasingly complex economy. Government will, in close consultation with the

RBI, put in place such a framework". The new framework, sources said, have to be decided by December end so that the initiatives could be included in the Action Taken Report which has to be tabled in Parliament by January 15, reports PTI. On fixing a target for inflation, sources said: "What is the appropriate inflation target for India cannot be decided by the RBI, it has to be decided by the government. Government may decide in consultation with Parliament, Government may decide on its own". The decision to develop a monetary policy framework follows from the recommendation by the Urjit Patel Committee. RBI Governor Raghuram Rajan has been pursuing hawkish monetary policy stance to keep inflation under check. It has not reduced rates in four consecutive policies despite pressure from the industry and the Finance Ministry to cut rates to boost growth.

Last November Darren Sammy made way for Dwayne Bravo as captain of the side in the first of their three match series, but Bravo had a nightmarish time. This time around, he must be planning things differently to counter the Indians at their own backyard.

ASHINGTON: Michael Phelps, the 18-time Olympic swim champion arrested last week for drink driving, was banned for six months by USA Swimming and dropped from the 2015 World Championships. Monday's punishments came six days after Phelps was apprehended by police in his hometown of Baltimore and charged with driving under the influence of alcohol, excessive speed and crossing the center line while driving inside a tunnel. On Sunday, Phelps said on Twitter that he would be taking a break from swimming and "take some time away to attend a program" for treatment of unspecified personal issues. In announcing sanctions against the Olympic superstar, USA Swimming executive director Chuck Wielgus said Phelps' actions required "significant consequences." "Michael has publicly acknowledged the impact of his decisions, his accountability especially due to his stature in the sport and the steps necessary for self-improvement," Wielgus said. He was under the microscope again in 2009 -- after his glittering eight-gold haul at the 2008 Beijing Olympics -- when a photograph of him apparently smoking a marijuana pipe was published in a British tabloid and went viral. Seema, who won a gold in the just-concluded Incheon Games, said despite being a top performer for the country in the past 14 years, she received stepmotherly treatment from the authorities. "I am a junior World Championships medallist. I have won medals in three successive Commonwealth Games (2006 to 2014) before I won a gold in Incheon. I have brought laurels for the country for the past more than a decade in my long career and I thought I deserved better treatment but I have been looked upon with suspicion whenever I have achieved something. This is not fair," 31-year-old told PTI in an interview. Seema was stripped off her gold medal in 2000 World Junior Championships in Santiago after testing positive for a banned stimulant -pseu-

Criticism grew Tuesday of race organisers, with former world champion Alan Prost weighing in to declaim errors that led to the crash. The spectator film, posted on YouTube, shows his outof-control Marussia slamming into the back of the yellow recovery vehicle,

The impact, which appears to be at around Bianchi's helmet height, shears off the air intake cover that hangs over the back of the driver's head. Formula One has regularly been rocked by debate over open-top cockpits, which offer drivers little head protection. In slow-motion, the video appears to show Bianchi's helmet rebounding violently off the heavy lifting vehicle, which is bounced into the air by the force of the impact. The vehicle was trying to remove Adrian Sutil's stricken Sauber, which had crashed at the same spot on the circuit a lap earlier. Prost told Europe 1 radio that the removal truck should never have been there. "The entry of this crane (onto the circuit) without the safety car is totally unacceptable. It's a real mistake that should not be repeated," he said, "A mistake has been made, that's obvious.Who made the mistake, I'm still not entirely sure. Was it the race director or the marshals on those bends? Someone must have made the decision to remove Sutil's car."

EW DELHI: The Asian Games gold medal after a hiatus of 16 years will have a "telling impact" on Indian hockey, feels chief coach Terry Walsh, insisting that "sustainability" would be the key to produce "continued excellence". A spirited India outclassed arch-rivals Pakistan 4-2 in a nerve-wrecking shoot-out to regain the Asian Games men's hockey gold medal after a gap of 16 years and also sealed a direct entry into the 2016 Rio Olympic Games. And Walsh said the yellow metal in Incheon is an "indicator" of the team's progress. "The situation now is very delicately balanced. So this gold is definitely going to have a telling impact on In-

dian hockey. We have moved to a better place with the team than what we were a year back," the Australian told PTI in an interview. "It was much-needed, the gold was a great tonic. It gave a good measure of our progress. But the real question from here on is sustainability and improvement. The need of the hour now is to make some aggressive strategy. We will have to make some changes because constant changes are a must to produce consistency and continued excellence," he said. Walsh said a strong development programme from the grassroot level is a must if India wants to achieve consistency. "The present group of players are very good but the real issue is longevity. You need to have development

programmes for sustainability and longevity. There needs to be accountability which I am sorry to say is not present now," he pin-pointed. "We have very good talent in junior programmes and they need to be exposed. But unfortunately the level of domestic hockey is very low level and for me it is the urgent problem, which can be addressed only by putting in place a better development programme."
