he Tilak Nagar police are investigating six people who have been arrested in a fake passport case. Since the fraudsters do not have the data of the people they have forged documents for, the police will have to get the names of all the people from the six who have made passports based on forged documents provided by the accused.According to Police sources, Meenaj Shaikh, a resident of Tilak Nagar had applied for passport but her bluff surfaced when police officials visited her house for document verification. According to the police, Shaikh had provided them documents including her electricity bill and

birth certificate as proof of her age and residence. The officers saw something amiss which alerted them. Although the paper of the document was old, the government seal seemed fresh. The officials asked the passport officers to decline her passport as they needed time to investigate the matter. The police arrested Shaikh as they found that the birth certificate was forged. "We cannot go to the BMC ward office or the school that issues certificates for various people which makes it difficult to pin down forged documents," said a police officer. On questioning Shaikh revealed the name of a Palghar resident Mehul Randhania who was a software engineer

hile the decision for finalisation of the students' council elections of the University is kept on hold by the state government, city colleges seem to be keen to conduct the elections. Without taking directions from the University or before the state government allows holding of the elections, colleges have already declared their own students elections. Though these elections are permissible by the University, college festivals and college annual days are said to be the reason for these elections. Campus elections, which were banned in Maharashtra, are going to make a comeback following a directive issued by the UGC last August. The UGC had issued a letter asking all universities to choose their students' council members by

The commission also urged universities to conduct fair and open elections on the basis of the recommendations made by the Supreme Court-appointed Lyngdoh Committee. As per the Maharashtra Universities Act, 1994, a varsity should initiate the process of the students council elections in August and declare the positions and election results by September end; unless the University does send circulars and permissions for conducting the elections, colleges cannot hold the elections. A principal from a suburban college, on condition of anonymity said, "College festivals and annual days need a representative of students who can handle the two major events. Later, when the election dates are declared by the University, we would be carrying

forward the same elected student to be declared as the winners. Even last year, the elections were delayed as they were not declared by the University. This year, rather than waiting another year for the elections, we colleges have conducted the elections among ourselves". As the decision on the students council elections was not finalised by the UGC as well as the Supreme Court, the elections did not take place last year. Dr. Mrudul Nile, Director, Welfare of Students Department, MU, said: “Colleges cannot conduct the elections until and unless the Students Welfare Department sends a circular for undertaking the elections. This step by the colleges is not permissible and the Students Welfare Department shall take strict action against such colleges”.

he Governor of Maharashtra Vidyasagar Rao has observed that institutions of higher education are stuck in a circle of ‘mediocrity and complacency’. He called upon education institutions in Maharashtra to develop innovative curriculum, introduce systems of assessment that allow creativity to flourish and to make teaching participatory, interactive and research oriented.“We have witnessed globalisation in trade and commerce during the last two decades. But we are yet to see the benefits of globalisation in the field of higher education, particularly in teaching and research,” said the Governor. The Governor was speaking at the concluding ceremony of the Diamond Jubilee celebrations of K C College in Mumbai on Saturday (7 Feb).The Governor reminded edu-

cational institutions that they operate in a society, and 'not in a vacuum'. In this connection, he called upon educational institutions to provide the students a social orientation so as to impel and encourage them to contribute to the process of nation building. he two Bombardier rakes, which arrived in Mumbai in October 2013, will finally be inducted into the suburban railway network within a month, after the final approvals and a green signal from the railway board. The two rakes will run on the Western Railway’s suburban system. The Commissioner of Railway Safety (CRS) had declared the trial run a success on January 15. The two Bombardier rakes were dispatched to Mumbai from Integral Coach Factory (ICF) from Chennai in October 2013.The CRS cleared the trains for operation on January 14, Western Railway had announced that they would begin running the rakes on January 26, 2015. However as there was no approval from the Railway Board, the functioning did not start. Sunil Kumar Sood, General Manager, Western Railway said, “The approval has now been received and the trains are expected to be introduced into service within a month.” "It has been approved by the Railway Ministry after it got the nod from the Commissioner of Railway Safety (CRS) and the Railway Board. It is likely to be seen in the coming 20 days on the Western Railway”, said a senior Railway official. Sources reveal

the approval came after personal intervention of the railway minister, Suresh Prabhu. The two rakes have been idling in railway yard for lack of CRS clearance till now.

Metro III: Tree Authority to decide on 254 trees in Aarey By Khushboo Panjabi

he Mumbai Metropolitan Regional Development Authorities (MMRDA's) proposal to trim 254 trees and re-plant 2,044 tree in the Aarey Colony in order to make space for the Metro III car depot, will be tabled by the Tree Authority today. MMRDA has planned a 33.5 kms underground line, whose carshed has been proposed in Aarey Colony. The agency has identified 2,298 trees as obstruction to the proposed carshed for the Colaba-Bandra-Seepz line, the fully underground Metro III. However, the members of the Tree Authority of the BMC are unhappy with this proposal which will affect so many trees and disturb the city's ecological balance. day after of successful trap was laid for Senior Police Inspector (SPI) of Mahim Police Station, Dastgir Mulla, the officials of State Anti Corruption Bureau (ACB) searched his residence and found papers of two flats, gold and cash. According to ACB sources, a successful trap was laid SPI Dastgir Mulla of Mahim Police station, while accepting Rs.10,000 in his cabin after a complaint was lodged. He had demanded Rs.25,000 and it was his first installment money he was receiving. SPI Dastgir Mulla was accepting the money from the complainant after threatening the complainant by saying that if she did not pay the money, than she will be

As of now, the sleuths of the ACB have recovered two flats paper from his residence – one in Nalasopara and another in Mira Road, while gold jewelery of around 10 tolas and Rs.30,000 cash. But the pass book of three different banks were found from his residence but we did not know how much amount he had in his account.

28-year-old construction labourer died after falling off the 9th floor of an under construction high rise in Mira Road on Sunday. The incident took place at around 2 p.m. at Gaurav Excellency -- a high rise tower being con-

structed by Ravi Developers. The deceased identified as Immadul Mandal (28), apparently lost balance and came crashing on the ground from the ninth floor. Mandal was rushed to a nearby hospital where he succumbed to his severe head and other injuries. Nor was the deceased wearing a safety belt, mandatory for every labourer working on high-rises, nor were safety nets installed at the spot where he fell. As of now, a case of accidental death has been regis-

tered at the Kashimira police station. “We are into the process of conducting a detailed probe into the case and ascertain whether there was any negligence on part of the site supervisor or anybody else that resulted in Mandal’s death,” said an officer. These deaths show lack of safety harnesses and belts used on construction sites across the region. However, the mounting toll seems to have done little to improve construction safety practices.

n a bid to defuse the controversy over central government's new land acquisition policy Chief Minister Devendra Fadnavis has decided to scale down the quantum of land to be acquired for the world's largest Sea World project that is to come up along Malwan coastline in Sindhudurg district. Official sources stated that the move will give a major relief to the farmers. The previous Congress-NCP led government had announced acquisition of 1,400 acres of land for the project. Speaking to news persons here earlier in the week, Fadnavis made it clear that his government will not acquire more than 350 acres of land which is the maximum requirement for the project. The Sea World, which will be India's first of its kind, will come up in two villages of Sindhudurg, a coastal district. It will comprise of water theme amusement park, oceanarium, under water tunnels, crafts and

The project was sanctioned in 2009 but could not take off because the local gram sabhas had opposed the project as they feared that a plan to acquire such a large area could affect their crops. Fadnavis stated that there was no need for such a huge land acquisition. “Any Sea World could be built in maximum 250 acres. I also have ordered the local Collector not to acquire the farmers’ land but purchase them by paying market rate after due negotiations”, he added. The fourth edition of the signature sit-&draw event 'Taare Zameen Par' witnessed the participation of around 5,000 students (right from junior KG to Std X) from across the Mira-Bhayandar region. Much to the delight of the organisers, the enthusiastic young participants were seen unleashing their dreams and imagination on canvasses. A surprise competition for parents was also held. “The paintings were sincere expressions of pure emotions of the participants without any pretensions, a reflection of their true selves,” said Pramod Samant. AAP’s win in Delhi OST exit polls have said that M Arvind Kejriwal’s Aam Aadmi Party (AAP) will win by a big majority in Delhi. Only one of them has stated that the BJP might not win, but will get 34 seats. The AAP has already started celebrating its victory in the elections. All that Kejriwal wants is 36 seats to form the government. What has happened to the Modi wave? It is not difficult to see why the wave is not seen in Delhi. Earlier, wherever the opponent to the BJP was the Congress, Modi wave swept the polls. People across the nation were totally against the Congress which during the 10 years of misrule at the Centre had earned their disapproval. A series of scams tainted the image of the Congress. It was pathetic to hear them at election rallies talking about ideology and secularism, completely unaware of the corruption taint they had acquired. BJP’s Narendra Modi took full advantage of the tainted image of the Congress and won election after election. In Delhi, the BJP had no opposition from the Congress. It was pitted against the AAP — a new party which does not have scams. In fact, when the BJP first projected Upadhyay as the CM, the AAP did some research and found corrupt dealings by him. The BJP leaders dropped him and chose Kiran Bedi. This sudden change is said to have caused some differences among the party leaders. BJP’s poll campaign might have been affected to some extent thanks to chance in the party’s CM choice.

AVING become a nation of habitual complainers and criticizers, we always find it hard to acknowledge good work. When it comes to our politicians, even giving the devil his due becomes hard for us. We are predisposed to abuse our politicians regardless of anything good they might do. Deservedly or undeservedly, politicians in power invariably attract flak. So we are not surprised that they are tearing into the Prime Minister’s reputation for his having worn a suit with his name woven into the fabric. What did you expect the poor fellow to do when someone presented him the suit length bearing his name? The only other option for Narendra Modi was to shred that monogrammed suit length, wasn’t it? A number of leaders in the past too had been similarly gifted such suit lengths, shawls, dhotis and silk kurtas bearing their names. Yet they could not bring themselves up to wear them for fear of attracting adverse comment. But always unafraid to shock and awe his friends and foes alike, Modi decided to wear it precisely on the day he was assured of a maximum play in the media. Why not throw his critics an extra bone of aggravation to chew on? And the chatterati something to spend hours on debating its right and wrong? It was in all likelihood meant to be a tease, and Modi’s critics fell into the trap. It certainly was not meant to be the equivalent of the shipping tycoon Dharam Teja’s gift of a mink coat to Indira Gandhi in the 60s which left the Socialist stormy petrel Ram Manohar Lohia so angry that he convened a full-fledged press conference to lament the decadent lifestyle of the Nehru-Gandhi family in a dirt-poor country. While at it, Lohia also hinted how in return for official favours Teja took care of Indira Gandhi’s sons in England. Those were different times, though. There was percentage in flaunting poverty. It was politically suicidal to be seen to be anything but socialist. Even the Jana Sangh, BJP’s previous avatar, had felt obliged to swear by a strange oxymoron called Gandhian socialism. Politicians talked socialism while doing everything to subvert it, and while bestowing favours on their favourite moneybags. It was only when Indira Gandhi’s Garibi Hatao ran the economy into a rut, leading to the Emergency, that the people realized the hollowness of samajwad. On her return to power in 1980, she herself began dismantling some of the more egregious facets of the wasted decades of socialism. Without doubt, more Indians have come out of poverty in the non-socialist years than they did during the entire socialist era. Chanting the socialism mantra no longer fetches votes. Now, in the post-modern, post-liberalization age, when everyone is unabashed about cele-

brating wealth, when even small-town India is flush with designer labels, when AAP and BSP candidates are self-declared crorepatis, when helicopter marriages in rural India are all the rage, wearing an expensive suit, albeit a gift from an admirer, cannot be such a sin that it should elicit catty comment from the viscerally anti-Modi critics. Modi may well have anticipated the reaction his name-suit would attract. And far from feeling apologetic, he is probably reveling in all the fuss some people are creating over it, especially in trying to juxtapose the so-called ‘ten-lakh suit’ with the ‘Mufflerman.’ At least, Modi is not a hypocrite. You may fault him for a lack of style, for lacking the sophistication of a western-educated aristocrat, but to make much todo about his wearing that suit shows petty-mindedness. Has anyone bothered to check the number of expensive saris our czarinas of politics own?. And we are not even talking of their hoard of expensive gems and jewels, shoes and handbags. Come on, obsesses with something more substantive, something more relevant to the

HE sacking of Home Secretary Anil Goswami is certainly a most significant step the Modi government has taken to advance the cause of rule of law. Though a few observers have noted that the move would act as a warning to bureaucrats not to misuse their official positions but there has been little appreciation of the fact that the sacking would also curb ministerial discretion. If bureaucrats will now fear stepping out of line, they, in turn, will be quite justified in rejecting unfair and improper orders from their ministers as well. Only when a minister is venal, do his officers feel emboldened to dip into the till on their own. But, happily, Modi’s summary axing of Goswami reinforces the message all around that straying from the due process would attract prompt punitive action. Quite clearly, incorruptibility of the Prime Minister is a huge asset, especially after ten years of cashand-carry regime of Manmohan Singh when even one of his own key aides was said to be on the take. Goswami had to go because he found it hard to get out of the clutches of that unsavoury character Matang Sinh. A one-time minister in the Narasimha Rao government, Sinh was a power broker, fixing senior police and bureaucratic appointments through friends like Goswami, pulling strings to take bank loans and then defaulting on them with impunity, thanks again to friends like Goswami. And generally throwing his weight around in the corridors of power due to his senior-level contacts whom he managed to keep on his side by using the three Ws. As for Goswami, not many people would know that he was so brazen that he sought to browbeat the higher judiciary into appointing his lawyer wife as a high court judge. When the matter reached the apex court, a senior judge who had earlier worked in Jammu & Kashmir nixed the move, pointing out how the lady in question was least qualified to be elevated to the bench. Admittedly, in the earlier regime it was quite normal for a Home Secretary to throw his weight around. The holder of this powerful post has always wielded enormous clout. In fact, one of the predecessors of Goswami was so notorious for coming to the aid of crooked builders and other economic offenders that the UPA government rewarded him with a postretirement gubernatorial post. But, then, Modi came to power on the promise of good governance. Goswami paid the price for failing to change with the changed political ethos.

It must be emphasised that a girl who is raped is a victim; and that none of it is her fault. Very often, devastated as she is by the violence perpetrated on her, her trauma is increased tenfold by the shame she is subjected to by her own family members; and her virtual excommunication by the society she lives in. Festival packed with goodies

T

he Kala Ghoda Art festival is back, yet again with another jam packed edition that began on Feb 7th and will go on till Feb 15th. This year as well, the Kala Ghoda festival is packed with activities to keep everyone entertained right from events for children, cinema, dance, food, heritage walks, literature, music, street stalls, theatre, urban design and architecture, visual arts and workshops. These year the festival has focused on Swachh Bharat, Photography, Modelling, Jokers, Population, Hollywood printed car, exhibition on photography, music. Sunday saw a number of movie screenings ranging from Dhobi Ghaat and Dedh Ishqiya to a whole lot more. A number of heritage bus tours and walks took place too. Theatre lovers got their fill with a host of theatre plays to choose from which included the likes of Bandar ka Panja and Happy Ending. For people looking to learn and imbibe there were a number of workshops like one on fashion with Nachiket Barve, cyber crime and e-terror with D Sivanandan among others. For music lovers, there was Mumbai based Cinnamon Gully and the Symphony Orchestra of India that enthralled one and all. For the hungry there was a breakfast walk through Kala Ghoda and for children there was a book swap and a zumba workshop for kids.

FIRST FULL TERM BUDGET OF THE NEW GOVERNMENT

he feel good factor has already set in and has been reflected in the optimistic and bullish fervour on D-street over the last few weeks. Economic numbers also reflect a certain betterment in the overall economic scenario. So when Finance Minister Arun Jaitley, delivers the first full term budget of his government on February 28th, he will be doing so in a scenario pregnant with extremely high expectations. Any let down, could see the markets going into a tailspin, crashing perhaps as a reflection of perceived disappointment. A few positives could see the euphoria extending and taking the stock markets to further fresh highs. So what holds in the budget? What can be expected? While the plans on the government's table are good and feasible, the ground reality is slightly different. Finances for concluding existing commitments and further spending for future projects are the greatest constraint in the present fiscal situation. So it boils down to raising revenues in an extremely difficult situation. If he raises taxes, he will be taking off money from the public and this would directly or indirectly reflect on consumption spending. That will have an indirect domino effect on many other factors including manufacturing, GDP, public sentiment etc,etc. If he doesn't raise taxes and instead incentivizes savings and consumption through concessions, than he will have the long term situation under control, but in the short term will have to struggle to ensure prudent spending with efficient tax collection systems. Disinvestment of government holdings in PSUs could also help to some extent. So what will he do? We don' know...But our confidence lies in the fact that this man will use prudence added with his own competence to better a situation that is already improving. Could Take India On A Higher Growth Trajectory

T

he forthcoming budget would no doubt be a critical one for the country and markets alike. Expectations abound that the prevailing positive sentiments surrounding the country’s business environment and economic prospects will be revalidated by the first full term budget of the new government. The better economic growth prospects increase in foreign inflows and the moderation in inflation have provided the much needed respite to the Indian economy. Further the long term reforms oriented approach, new initiatives undertaken and the business friendly perception associated with the government signal that India could be on the path of a higher growth trajectory. However, the optimism encompassing the improvements in the business environment and the economy over the last 8-10 months is yet to translate into quantifiable growth and investments for the country. The structural weakness that has built into the Indian economy over the years, owing to absence of significant reforms, investments& infrastructure building coupled with policy uncertainty, delayed project implementation and fiscal profligacy at the expense of public investments, makes it difficult for a sudden rever-

sal in the economic health of the country. The progress is more likely to be steady yet gradual. Moreover, the weak global economic environment too has not been very supportive and going forward, atleast in the medium terms, with no significant improvement expected on this front the hoped for boost from the export market is unlikely to materialize. Given the constraints under which the Indian economy is operating, the Budget would necessary have to be an exercise that would primarily be concerned with reigning in and better targeting of government expenditure with focus on capital building/investments, its financing being a thrust area. The budget would also include measures to increase domestic demand and output. The confidence in the potential of the Indian economy prevails given its fundamental strengths and the general consensus is that the government will continue with its administrative and legislative measures in an ongoing manner. The FY16 budget is likely to capitalize on this and set the tone for the year.

In terms of expectations...

The government is likely to go along with the earlier set target of 3.6% fiscal deficit for FY16. This will be in line with the FRBM target of 3% by FY17. The government would be seen to adopt fiscal discipline and curtail discretionary expenditure. Sops and relief sought by the various states are unlikely to materialize under these circumstances. The FY16 Budget is expected to bring about a reduction in the government’s subsidy bill, especially that of petroleum subsidy. Given the sharp decline in global crude oil prices (by over 50% in the last 6 months) and the deregulation of diesel, the fuel subsidy is likely to be around Rs. 30,000-40,000 crs lower than the Rs. 63, 432 crs of FY15. The savings on this account can be diverted towards infrastructure spending. With regard to welfare spending, the government is likely to have a consolidated focus on social schemes with emphasis to better targeting of beneficiaries. One can also expect to see lower allocations, anywhere between Rs. 7,000 – 10,000 crs, being made to the rural employment guarantee programme (NREGA) The Budget should address and enable the financing of infrastructure given that it is the key inhibitor to our growth. There is need for re-introducing the concept of tax free bonds which will go a long way in providing the much needed investment funding as well as help channelize savings. Not only the public sector companies but even those associated with big infrastructure projects should be permitted to issue tax free bonds. This will also provide a boost to the debt market. The debt markets could look forward to seeing some major changes given the governments thrust on bringing about reforms and creating an enabling environment for the markets. This is one area which will be closely watched as the development and vibrancy of these markets could prove to be a major source of funding, for the infrastructure sector in particular. There could also be measures undertaken to cater to the financing of the SME segments, such as creating a debt market segment for these entities that raises funds via

pooled sources. Municipal bonds is another area that the budget would stress upon against the background of the recent report brought out by SEBI. With urban-development being a priority area and financing of the same being constrained, municipals would be encouraged/mandated to tap the markets for their funding requirements. Tax benefits could be provided for such to make them attractive to investors. The government could also introduce “market making” in the debt segment to help develop the secondary markets which in turn would boost the primary markets. The PSU Banks are unlikely to get any relief from the government by way of capital infusion. They would have to divest and raise money on their own to meet their increasing capital requirements, keeping government holding at a minimum 52%.Such disinvestment is likely to find mention in the Budget. The government will focus on the manufacturing sector to provide the required momentum for the overall economy and

for achieving its goal for its “Make in India” initiative. Tax and duty structures could see revisions and rationalization. Also tax holidays/exemption could be provide for advanced manufacturing. Allocations towards skill development and measures to encourage entrepreneurship by way of policy measures too would be on the anvil. Capital investments in the manufacturing sector would see an increase. The government is likely to earmark funds towards R&D, advance skill development, training institutes and education (primary and higher) and introduce long term measures to build the country’s skill base and competitiveness. The budget is likely to include measures that will enhance agriculture production viz. of pulses and oil seeds. It would focus on R&D for the sector as a whole. The income tax exemption limit could see a upward revision. The exemption limit could be increased by another Rs. 50,000 to Rs. 3 lakhs. The deduction limit on interest on housing loan to be raised to Rs. 3 lakhs from the current Rs. 2 lakhs. The disinvestment target for FY16 would once again be in the region of Rs 50,000 cr and based on this years’ experience, the programme would start from the beginning of the year.

he first full budget of the NDA government will be a defining document in 2015 as it is expected to lay down the framework for policy reforms to get the economy back on track. The most keenly watched figure in the budget will be the worrisome fiscal deficit and how the government manages to restrict it. According to data released by the Controller General of Accounts, the fiscal deficit during AprilNovember has already reached 98.9% of the FY15 budget estimates. The shortfall in tax revenues and disinvestment proceeds could see some major expenditure prioritization by the Government during the remaining part of the fiscal year. While there are challenges on fiscal deficit front, the precipitous

decline in the global crude oil prices, benign inflation trajectory and the reversal in the interest rate cycle will be the three major positives for the government. We expect fiscal prudence to be the central theme for the budget and would be watchful about how the government maneuvers public expenditure on manufacturing and infrastructure. Besides rationalization of the tax structure could be explicit given fiscal consolidation to be achieved. However, given the increased thrust on infrastructure development, allocation of funds towards this segment might see some enhancement. Accepting recommendations of the 14th Finance Commission would bring about a fundamental change in centers’ area of policy intervention. It is likely that the share of states in the centre's tax revenue would be increased significantly from the current 32% as per 14th Finance Commission's recommendations. Greater devolution of taxes would provide more flexibility and power to the states in formulating their expenditure strategies. Politically, the increase could help the Government in resolving some of the pivotal issues between the centre and states towards introducing the Goods and Service Tax.

Gems and Jewellery Trade Needs A Boost

s part of its pre-Union Budget recommendations, All India Gems and Jewellery Trade Federation (GJF), the national nodal and the largest single trade body in India for the promotion and growth of trade in gems and jewellery across India, has urged the Union Finance Minister to bring down the duty on gold from 10% to 2% to encourage ‘Make in India’ initiative in the gems & jewellery sector. At present, the current account deficit is under control due to reduction in global gold prices (40% down) from USD 1,900 to USD 1,200 today. Fortunately, crude prices (which account for the highest bill for imports) have reduced 60% in last 6 months. According to the GJF, increasing import duty on gold has neither helped the Government nor the trade – very few have benefitted and smuggling increased. Referring to these dynamically changing macro-economic indicators, GJF has reiterated its demand for the Government to formulate a comprehensive gold policy for India and make India a global jewellery hub. GJF has categorically asked the Government to exclude jewellery from all bilateral or multi-lateral free trade agreements (FTAs). Stating that the Government should not encourage jewellery imports at cheaper rates, GJF referred to the earlier FTA with Thailand - which was a failure as it discouraged indigenous jewellery manufacturing. Haresh Soni, Chairman, GJF, said, ““Keeping in mind, Hon. Prime Minister’s vision of promoting ‘Make In India’ brand we have to protect & nurture our indigenous industry. Both oil and gold prices globally have fallen substantially now vis-à-vis last few years. We propose that the difference between import duty of raw material (gold & silver) and finished jewellery (gold & silver) to be maintained at minimum 10% (for gold) and 15% (for silver). Jewellery manufacturing cluster should be revamped by including common facility center and skill upgradation. And we also urge the Government to create a comprehensive gold mining policy for domestic exploration and for cluster development for ‘Make in India’ fashion jewellery. This will also encourage NRIs to buy jewellery from India.” Manish Jain, Vice Chairman, GJF, said, “To provide incentive for the organised manufacturing facility, Government must reintroduce metal gold loans (MGL) and innovative finance options for sector. If we are not competitive on the global front, we won’t be able to become a global hub and therefore MGL rate of interest should be at par with international rate (3.5 to 6% in India vis-a-vis 1.5% in international markets). We seek removal of excise duty on fashion jewellery and also abolish excise duty on precious metals as Government is not earning any revenue on it. As India is a vast country, the Government

must facilitate more friendlier and accessible rules for transportation from manufacturing hubs to airports/ ports. Government has to offer incentives for importing technology as many indigenous processes are still manual.” GJF has urged the Government to

It has sought an increase in investment in technology to improve health and working conditions as well as labour productivity. It has asked the Government to provide adequate thrust for skill and infrastructure development through easy financing, incentives, subsidies, facilitation of land allocation, and supply of utilities. The All India Gems and Jewellery Trade Federation (GJF) represents over 6,00,000 players comprising manufacturers, wholesalers, retailers, distributors, laboratories, gemologists, designers and allied services to the domestic Gems & Jewellery industry. The real estate sector is desperate to get past this hurdle, because a lot more land must be made available for primary real estate development as well as for infrastructure development. Given the new government’s focus on ‘housing for all’, fasttracking of infrastructure and the creation of 100 smart cities across the country, the Union Budget should present a workable and streamlined LARR Act, with significant relaxation in the currently tedious rehabilitation clauses and other norms.

However, the residential and retail asset classes within the real estate sector are still struggling with depressed demand and a number of other issues. Hence, the expectations of the real estate sector for the upcoming Union Budget 2015 are extremely high as all stakeholders, including the developers, lenders, endusers and investors are eager to analyze the road map of development that the government will unveil for the year. Re-introduce the interest subvention for affordable housing, which was 1% on housing loans of up to Rs. 25 lakhs for houses that were valued at up to Rs. 40 lakhs. This will continue to have a positive impact on residential sales in small cities and towns and peripheral locations of major metros where bureaucratic quagmire. The new government has the opportunity of making Indian real estate more investmentfriendly and attractive by introducing a revised tax code. Until vital changes to overcome the tax hurdles, REITs - which can literally be a life-saver for Indian real estate - cannot take off. Introduce and encourage building rental housing and affordable housing projects; make efforts to enhance supply side factors especially in cities such as Mumbai and the Delhi National Capital Region (NCR). The necessary funding could be either provided through budgetary allocations or with the Credit Guarantee Trust Fund, setup by the Government last year, guaranteeing the loans taken for such projects. Enact provisions for Special Residential Zones (SRZs) to incentivize the growth of housing stock, especially in peripheral city limits and other targeted locations. Introduce special incentives for the development of new smart cities. Provide tax incentives to boost retail investments in Real Estate Investment Trusts (REITs) and Infrastructure Investment Trust (InvITs); specifically, exemption from DDT and capital gains on transfer of assets to REITs. Provide clarity on whether FDI is allowed in owning other built commercial asset classes such as shopping centres / malls. Expectations are riding high that the central government will continue to push for reforms that were so far left in the backburner and are much needed to revitalize the economy. As the Government has pointed out time and time again, revival of economic growth is its top agenda and the real estate sector will benefit immensely from this. In addition to introducing suitable policy reforms in the Budget, the central government also needs to pass the proposed Real Estate Regulation Bill and implement it in on a priority basis to bring in more transparency and best practices to the real estate sector.

As of now, the relief of principal payment of home loan is part of Section 80 CC which is not enough, even though it was raised to 1.5L under last budget. For a loan of 50L the yearly principal payment works out to be roughly 2L Rs. Given that the person also invests in other saving instruments like LIC etc., the limit for the home loan borrowers should be increased to 2.5L. Affordable Housing Policy is the need of the hour and everybody talks about its and none do anything about it. This benefit should also be extended to Smart Cities, affordable housing and re-development. The real estate sector is expecting its long pending demand of grant of infrastructure status. It will immensely help the sector to access easy finance. A single window clearance mechanism is the need of the hour when implementation of project is the key to investment and growth in the country today. GST is an important tax regime and will benefit the economy going forward. Inclusion of real estate in GST is something that needs a holistic view but we believe its inclusion will bring about a lot of transparency in the sector. Taxes comprise a major portion in a property purchase and it must be rationalized. While a cut in interest rate by RBI isn’t alone enough, buyers, too, have to be incentivized through rebate in Personal Income Tax and more money be put into their hands in order to drive demand.

Developers, home buyers and banks are all keenly awaiting such an announcement, which would bring with it a significant revival in sentiment. Also, the budget needs to do something to bring down the cost of borrowing for developers, because raising capital for development of new projects remains a huge challenge. Lending rates for real estate development currently range between 12-14%, and raising funds through other sources is even more expensive. The interest rates on lending to real estate developers should be brought down so as to help rationalize the cost of construction. This would also help in bringing down property prices.

REVIEW OF THE PREVIOUS DAY:

The Nifty fell moderately on Friday (February 06, 2015) a net 50.65 points (0.58%) and closed at the 8661 point level. The market opened down with a gap at the 8696 points level. It then rose sharply into the green and registered the day’s high at the 8726 points level at 9.56 a.m. The index then slipped back into the red and turned into a range bound movement until 2.27 p.m. It then declined further and registered the day’s low at the 8645 points level at 3.01 p.m. and then turned into a range bound movement until closing at the day. The Nifty witnessed a choppy session, moved in a range of 81 points and closed below the psychologically important 8700 points level. Sentiment was bearish and amongst the 50 Nifty stocks 35 were losers, while 15 were gainers. Substantial selling was witnessed in auto, healthcare and banking stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 2.30%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 310 were gainers, 1138 were losers and 33 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues). RSI Indicator: The RSI is above the 40 level but is now declining (negative if it continues).

MACD Indicator: The MACD is above zero but is declining (negative if it continues). It is below its 9-day Average (negative).

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a second consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is below its 5 and 15 day moving averages. Further, the 5 day moving average has dropped below the 15 day moving average. This is negative and a sell signal. Moreover, the velocity parameters too indicate weakness. All these indicate a negative bias and the possibility of a further decline unfolding. Investors are advised to avoid buying at current levels.

As such, not only does it expand its target market, but is also able to bring down the average age of its product portfolio, a key growth determinant in the luxury car segment. The new Jaguar XE (marking JLR’s entry in entry level premium segment) will almost double the target market for the company in the luxury car segment. JLR would also benefit structurally on the back of platform consolidation as it improves profitability and ensures quicker time to market for refreshes/upgrades. With commencement of production at its JV in China, JLR should further gain market share there, as it will be able to price local production at least 15% cheaper; moreover it continues to expand its dealer footprint in China. We further reinforce our positive stance on Tata Motors and upgrade our recommendation from ACCUMULATE to BUY. Our SOTP based TP now stands at Rs 715 – we value the JLR biz at 4x EV/EBITDA (vs 3.5x earlier, to reflect the strong growth trajectory driven by new model launches; favorable currency environment is an additional catalyst); given that we are yet to see an official financial report of the China JV, we continue to value it at 0.5x EV/Sales; we value the standalone biz at 9x EV/EBITDA, an early cycle multiple, in-line with how we value AL. We build in a total volume growth of 16%/20% for JLR (incl JV) over FY16/F17 at 544k/650k units. Our volume assumptions at JLR build in strong growth at most geographies despite concerns of slowdown in some of these on the back of new launches – our total volume growth in Europe of 15%/12% in FY16/FY17 largely build in growth coming in from new launches; China growth rate including local production at 22%/28% reflects growth in the base market demand boosted by lower price of local production (~15% lower vs when imported) and increasing dealership penetration. Note that FY16 JLR earnings/EBITDA growth looks artificially deflated given shift of volumes from parent to China JV which is reported separately, translation loss as we assume a GBP/INR of Rs 95 vs Rs 98 earlier and lower JLR margins in FY16 vs FY15 which included hedge gain benefits. The heroine’s appearance is wrapped up in a few lines, but the hero’s eyes, muscles, arms, chest, height—his all-American maleness come up for detailed descriptions several times. The handsome, brooding bloke also has a mysterious past—to tame a man like that would be a fantasy for many women.

Emory Charbonneau is a wealthy paediatrician and marathon runner. Her marriage to finance professional Jeff is already in trouble when she goes off on her own to a remote mountain trail to train for an upcoming race for charity. She doesn’t know it then, but Jeff is having an affair with her best friend Alice. She wakes up with a head injury in a rugged log cabin, where the well-built, aquamarine-eyed stranger has been looking after her. HER breath caught when he started toward the bed, but after setting the bottle of analgesics and the can of Coke on the night stand, he walked past and went into the bathroom, returning within seconds with the bottle of peroxide and an applicator formed of folded toilet paper squares. “I don’t have any cotton or gauze,” he said as he poured the solution onto the toilet paper. He set down the bottle and leaned toward her. “I’ll do that.” “You can’t see it. If you start feeling around, you might reopen the cut.” She knew that to be true, so she lowered her hands. “Turn your head. . .” He nudged her chin with the back of his hand. She complied and sat there, strained and nervous, while he dabbed at the wound. “Does that hurt?” “A little.” It hurt like hell, but she couldn’t think of a proper way to phrase it without sounding critical. In fact it was hard to think of anything with him standing so close, bending over her. She opened her eyes to slits and saw that he’d chosen the recliner over the sofa. He was leaned back in it, a quilt pulled over him to mid-torso. Disconcertingly, he was looking straight at her, his eyes reflecting the firelight like those of a predatory animal. His voice rumbled across the distance between them. “Relax, Doc. If I was going to hurt you, I would have by now.” Reason told her that was true. She’d been sleeping defenselessly all afternoon and he hadn’t harmed her. Nevertheless. . . “Why did you bring me here?” “Told you.” “But I don’t believe it’s the truth. Not completely.” “I can’t control what you believe. But you don’t have to be afraid of me.” After a time, she asked, “Is Drakeland the nearest town?” “No.” “What is?” “You’ve never heard of it.” “How far is it?” “As the crow flies? Twelve miles.” “And by road?” “Fifteen.” “I could easily run that. Going downhill, that wouldn’t be a challenging distance for me.” He didn’t say, Oh, for godsake, lady, you’ve got a concussion and can’t even walk a straight line, much less run one. He didn’t say anything at all, which was more unnerving than if he’d cited how illogical that prospect was. His silence was also more menacing than if he’d told her flat out that she wasn’t going anywhere any time soon, that he’d brought her here to be his sex slave, and that upon pain of death, she had better not be plotting an escape.

HEN you get a big wide smile on your face after a book ends, it is a testimony that the novel was worth reading till its last page and also it had a gripping story. He Fixed The Match, And She Fixed Him by Shikha Kumar was one such book which kept me wanting to read more as the pages turned unfolding the lives of Shreya K and Kunal K. Shreya and Kunal resemble the two people on the cover page of the book with their personalities apart yet bound together by destiny. While you begin reading the book, the first few chapters reveal the first card of suspense but the quest to know more is cleverly tackled by the author. The writing style is engaging, keeping the underlying intense emotion intact. As the story advances the depth of the relationship between Kunal and Shreya moves the reader emotionally. All the characters in the book appear very real and made me feel a part of their every discussion. There is no guest appearance of any character in the book; all the characters have a significant contribution to make to the story. This makes it an easy read as you don’t lose the identity of any character while you go ahead exploring the story. There are no abrupt ends to a chapter, but surely a beginning in each one. Overall, the experience of reading He Fixed The Match, And She Fixed Him is intriguing. Shikha has knitted the storyline with the threads of suspense, revenge, love, emotions, humour and being humanness. While it has all the elements of a typical hindi film, the author has earned her brownie points by giving an avid reader the dose of intense fictional storytelling. What does your name Shivangi mean? Shivangi means the better half of lord Shiva, his wife.

Delhiite Shivangi Verma who has been a part of 'Nach Baliye' and is currently seen in 'Hamari Sister Didi' on Sony Pal is slowly pegging away at tele-stardom and in a brief chat with us, she opens up about herself candidly. A few excerpts.

What are the shows you have done? I had done one reality show 'Naach Baliye Season Six with Ripu Daman Handa and currently I am doing 'Hamari Sister Didi' on Sony Pal.

You did 'Naach Baliye' with Ripu Daman Handa who is also a chef. How was the experience? Initially we both were very scared as we never participated in any dance shows or competitions as we used to perform only in family weddings and functions. Ripu Daman got a chance for 'Nach Baliye' and he approached me and we thought a lot about it and then finally we decided to do take it up. We started practicing for 13 to 15 hours every day to get perfection and also we wanted to spend some time with each other. We were surrounded by good dancers and our choreographers were very supportive. The experience was good. It was fun but at the same time it was very painful too. We both enjoyed a lot. Since how long have you been dating him? I am dating Ripu Daman since seven years now.

What does he cook especially for you? He knows that I love Rasgullas and Spring Rolls so when he has to cook something for me he cooks these two dishes for me. What can you cook? I am dating Ripu Daman since seven years now. I am really very bad at cooking. But after 'Nach Baliye', many of them told me that I should learn cooking, so now I am learning. slowly. You are a Delhiite. What difference do you find between Mumbai and Delhi? Two things I feel are different: the nightlife and the traffic. I have seen people in Mumbai who don't follow traffic rules, but in Delhi people are very particular about traffic signals and rules.

You are doing 'Sister Didi' on Sony Pal...What is your character called? What is so unique about

the role? When I was offered 'Hamari Sister Didi' and when they narrated the story to me, I really liked the concept as it's something really different from other shows. It’s a story of nurses. I am playing a prosthetic nurse and I will be connecting directly to audience. I chose this character because it very touching and emotional. My character's name is Meher. I wear peach colour tops and faded blue trousers. Your educational qualification? I am a graduate from Delhi University and also have done my diploma in Animation. What are your career goals? My career goals are to make my parents

TV show about women emperor Razia Sultan launched Martial Arts film festival! T

V show 'Razia Sultan', tracing the journey of the most noteworthy woman emperor in the 13th century, was launched yesterday. The historical drama, produced by Swastik Productions, will begin airing on newly launched channel &TV from March 2 at 7:30 pm. This process of people and ‘faces’ joining the BJP got continuous media coverage. Everyday such news made the headlines, became a topic of debate on TV. The BJP’s thrust was proving to be successful and it shattered the confidence of the Opposition. Surprisingly, in the BJP’s success, the political immaturity of the AAP too played a large contributory role. The reality is this that the AAP leaders who defected to the BJP had been angry for a long time as they were not made a part of the AAP’s activities. The AAP’s political immaturity allowed it to get got caught in the BJP’s psychological trap. To make matters worse, the AAP opened a ‘front’ against leaders who had joined the BJP. They started calling them opportunists and brokers. The biggest mistake of the leaders of the AAP was that in trying to win TV debates it lost the confidence of its own workers. This resulted in AAP’s ideological and organisational

THE biometric attendance system installed in all Central Ministries and departments amid much hype is apparently in shambles. Sources say that at least 50 machines are damaged after functioning for barely nine months. Consequently, Modi sarkar, which relies heavily on data, is unable to discern the entry and exit time of the babus. This is clearly not good going for a sarkar that expects hundred per cent attendance in offices to deliver its ambitious agenda. The situation is serious enough, sources say, for the director general of the National Informatics Centre Ajay Kumar to write to all affected Ministries and departments to replace or repair the machines at the earliest. Some readers may recall that the biometric system was also favoured by former UPA Minister P. Chidambaram during his tenure as Finance Minister. But the wily babus soon found their way around it and the system was adjudged a failure. Are we seeing more of the same in Modi raj too?

Old habits

SOME habits die hard, even in these changed times! Stonewalling, a typical bureaucratic tactic, forced the Ministry of Information & Broadcasting to postpone a workshop on communicating government initiatives to the public. Apparently, babus are reluctant to join the exercise despite knowing that Prime Minister Narendra Modi has been unhappy with the government’s media outreach and wants to see it strengthened. But I&B Secretary Bimal Julka has not given up, sources say. He has now approached secretaries in all ministries and departments to depute nodal officers to interact with I&B’s officials, and is following up rigorously to ensure that all babus are brought on board for this plan. So far, it is learnt, only 42 nominations have come in, but Julka is clear that all departments and ministries have to comply. Perhaps if the all-powerful Prime Minister’s Office were to lean on the ministries and departments, the babus may be compelled to get off the fence, and Julka’s efforts will not be in vain!

Still in the game?

NO one was surprised when Narendra Modi decided to populate the Prime Minister’s Office with his trusted lieutenants, an overwhelming number of who are from the Gujarat cadre. One senior babu who many expected would be the first to join Modi in Delhi is the 1979-batch officer Kuniyil Kailashnathan, or 'KK' as he is called by his peers. But that did not happen. But speculation about KK's future refuses to die down. Modi’s trust in him showed when after retiring in 2013, he was brought back as Chief Principal Secretary to the Chief Minister. He played a crucial role in strategising Modi’s state and national election campaigns. It is now being murmured that the retired babu may be rewarded with a gubernatorial position very soon, though a move to Delhi is still not ruled out entirely. — Dilip Cherian

UALA LUMPUR: An early birdie blitz followed by a perfect control on his nerves saw Anirban Lahiri grab his first cosanctioned title by snatching the Maybank Malaysian Open from Bernd Wiesberger in a dramatic finish at Kuala Lumpur Golf & Country Club here today. Among the numerous benefits that will follow, this win could also earn Lahiri the coveted invite to Augusta Masters in April, as he moved to top-50 of the world. When the new rankings come out tomorrow, Lahiri could well be inside the top-40 and he needs to be inside top-50 till the week before Masters to make the grade for the year’s first Major. His stunning show in 2014 and a great start in 2015 could even earn him an invite before that. “I don’t think it’s sunk in just yet,” said Lahiri. “But I’m pretty sure when it hits home it’s going to be a really happy moment for me. “I think I’ve got a bad habit of making it hard for myself, but I’m happy I got over the line, as ugly as it was towards the end,” he said. “The Masters is definitely one of my targets. I don’t know how far I’ll move up, but I’m pretty confident now with this win I should have a pretty good chance,” he added. EW DELHI: The class of 2011 overlooked, former captain and chief selector Chandu Borde says India’s fortune in the upcoming cricket World Cup will largely depend on the way their experienced skipper Mahendra Singh Dhoni leads the bunch, which is a mix of youth and experience. The defending champions head into the 2015 World Cup without Yuvraj Singh, Virender Sehwag, Zaheer Khan, Harbhajan Singh and Gautam Gambhir — all of whom played their part in the 2011 triumph — and of course the retired Sachin Tendulkar. The current team is not short on talent but only four players were part of the previous edition. “I won’t say our team is

not experienced, it’s a mixture of both youth and experience but in these kind of World Cup matches and in these situations, the captain plays a very crucial role. Our captain has got vast experience, he is very cool headed and knows how to keep the players encouraged. I tell that will be key,” Borde said. The 80-year-old Borde, one of the two surviving members of the selection panel that picked the 1983 World Cup triumphant squad, wants Virat Kohli to bat as much as possible in the quadrennial tournament, starting February 14. “If Kohli can bat as many overs as possible, it will be beneficial to the team. ARACHI: Pakistan’s tale of woes ahead of the World Cup continued as their experienced allrounder Muhammad Hafeez was today ruled out of the tournament with a calf muscle injury. “Hafeez has a calf muscle injury and doctors say he requires two to three weeks to make a complete recovery,” a spokesman of the Pakistan Cricket Board said. “The tour selection committee has sent in a request to the board Chairman to allow them to replace Hafeez with opener, Nasir Jamshed,” media manager Raza Kitchlew said. “A request with medical reports has been dispatched to the ICC technical committee to allow this replacement,” he added. The sidelining of Hafeez from the World Cup is a big blow for Pakistan’s chances in the mega event as he has been a leading performer for them in 155 One-day Internationals scoring 4542 runs and also taking 122 wickets. Although he is presently suspended from bowling in international cricket by the ICC due to an illegal bowling action, he was picked in the World Cup squad by the selectors for his batting ability alone. SSCB have so far accumulated 42 gold, 13 silver and 14 bronze medals. Maharashtra, on the other hand, have 27 gold, 38 silver and 27 bronze medals. Haryana held the third position with 27 gold, 18 silver and 7 bronze for a total of 52 medals.

Rajat was the more impressive one, leading Rajasthan to the mixed team gold besides the men’s team silver. In the mixed event, Rajasthan beat Punjab 146-145 before losing to the same state in a shootoff for the men’s team gold after finishing 229-229 in the regulation shots. However, Rajat took the top spot in the individual competition, beating Abhishek 145-142 to take the yellow metal. Abhishek, who won the individual silver in the Asian Games, settled for a bronze with Sushma in the mixed team event before his silver in the individual men’s final. UMBAI: Dabang Mumbai carved out their maiden victory in the Hero Hockey India League when they edged past Kalinga Warriors 2-1 at the Mahindra Stadium here today. Mumbai, who had drawn two games and lost three, thus kept their quarter final hopes afloat by moving past the Lancers into the fifth place in the six-team tournament. For the visitors, it was their sixth defeat in seven games and it resulted in them moving to the bottom of the table, and it would be very difficult for them to recover from this defeat and advance into the semi finals. Mumbai scored both their goals via penalty corners, through an indirect conversion by Australian defender Jeremy Hayward and through their penalty corner expert Harmanpreet Singh in the 18th and 42rd minutes of the game.

DELAIDE: India’s preparations for the cricket World Cup suffered a jolt as Australia thrashed the defending champions by 106 runs with Glenn Maxwell and David Warner striking blistering centuries in their first warmup game here today. Electing to bat at the Adelaide Oval in a match where the two teams used their full 15-member squads, the hosts rode on Warner’s 104 and Maxwell’s 57-ball 122 to put up a mammoth 371 all out in 50 overs. Warner made his runs off 83 balls. The hard-hitting Maxwell smashed 11 boundaries and eight towering sixes. Warner found the fence 14 times and cleared it twice. India were then bowled out for 265 in 45.1 overs to give the hosts another morale-boosting win ahead of the quadrennial event, starting Saturday. Ajinkya Rahane top-scored for the visiting side with a 52ball 66, while Shikhar Dhawan (59) and Ambati Rayudu (53) too made half centuries. BCCI AGM TO BE HELD ON MARCH 2 IN CHENNAI C

HENNAI: The muchawaited Annual General Meeting (AGM) of the BCCI, which had to be deferred a number of times because of the IPL spot-fixing case, will now be held here on March 2, bringing an end to the uncertainty over its functioning. The decision was taken at the Board’s emergent Working Committee meeting where sidelined N Srinivasan also attended in his capacity as Tamil Nadu Cricket Association (TNCA) president. The committee discussed the implications of the Supreme Court judgement and decided to act as per legal advice. It was also decided to increase the monthly gratis

scheme for all former cricketers by 50 per cent subject to a maximum of 50,000 rupees per month effective from January this year. “The Working Committee of the BCCI at its emergent meeting, held in Chennai today has decided to hold the Annual General Meeting of the BCCI on the 2nd of March 2015 at 9.30 AM in Chennai,” according to a BCCI statement issued after the meeting. The meeting has been held in the wake of the Apex Court order on January 22, clearly stating that BCCI will have to hold its AGM-cumelections within six weeks. BCCI’s president-in-exile Srinivasan has also been clearly told by the SC that he

won’t be able to stand for presidential elections unless he completely dissociates himself with the India Cements-owned CSK. The meeting today discussed the SC judgement in particular, which had questioned the autonomy of the board. Members expressed their objection to this because removal of the autonomy of the Board would lead to lot of complications including matters pertaining to the Reserve Bank of India when it comes to foreign exchange transactions of the Board. The meeting took place for half-an-hour only and the main subject of discussion was in respect of a hike of gratis payment to the former

cricketers. It was also learnt that interim president Shivlal Yadav in all likelihood is the frontrunner to replace Srinivasan in the next AGM if the amil Nadu strongman decides not to contest. If there is no election, then Yadav, a former India offspinner with more than 100 Test wickets may become head of BCCI unopposed. It is learnt that Srinivasan intimated the Board members about CSK being transferred to a new subsidiary. In a filing to the Bombay Stock Exchange (BSE), India Cements said it has completed the required documentation for transfer of CSK franchise to Chennai Super Kings Cricket Limited.
