One more racial attack in Bangalore T

he image of India's IT capital Bangalore as 'one of the most cosmopolitan cities' has taken yet another hit. Just two months after a 26-year-old engineering student was beaten up by a group of men who reportedly abused and then attacked him for not speaking Kannada, another alleged racial attack has been reported from the city. According to a report, former city police commissioner H.T. Sangliana's daughter, Rachel, was allegedly assaulted and racially abused by two women at a supermarket in the city. The 34-year-old was shopping in a supermarket when she objected to a couple trying to cut her off in the queue. The burqa-clad woman then started abusing Rachel in Urdu and then yelled at her saying she should "go back to China." The woman then started hitting her while the people in the supermarket just stood and stared, reported a local newspaper. Rachel reportedly called the police, but before they could arrive, another woman along with the first woman came and attacked Rachel. "They grabbed my hair and pulled out clumps of it, injuring my scalp," she told Mirror. The police said that they have reviewed the CCTV footage of the incident and are investigating the case. They said that the images of the women who attacked the victim were unclear since both were wearing burqas. Rachel posted about the incident on Facebook: Bangalore has been steadily gaining a shameful reputation with respect to citizens from the north-east. In 2012, there was a mass exodus of north-eastern students from the city, after an SMS threatening them began to be widely circulated.

Shiv Kumar, 32, had allegedly raped a woman in Mainpuri in Uttar Pradesh last year and was involved in at least two more cases including molestating another woman, investigators told PTI. On Monday, it has emerged that Yadav was arrested in a rape case in South Delhi's Mehrauli area in 2011 and had even spent seven months in Tihar jail. He was however acquitted Continued on pg 12 «

he Mumbai Police has tightened its security and patrolling over the increasing number of chain-snatching cases in the city. However, the snatchers who are usually known for using bikes for this crime seem to have changed their modus operandi as a case of chain snatching was reported from Mulund locality in suburban Mumbai in which the culprits used a car for the crime. Everyday, the city police as well as traffic cops keep a close watch on two wheeler riders because they know that most of the snatchings are committed by two wheeler riders. Even nakabandis are imposed by the cops to catch the criminals, but a recent case where a car was used for chain snatching has shocked the police.

he data revealed in Praja Foundation’s latest White Paper shows very clearly the stark reality of education in MCGM (Municipal Corporation of Greater Mumbai) schools in Mumbai. The budget for education has risen by two times since 2009-10. And yet, enrolment has gone down by 11 per cent in MCGM schools in the past five years and not all students complete the academic year. lertness coupled with a weeklong trail by a vigilant citizen has helped the Bhayandar police nab two notorious chain snatchers on Monday night. According to the police a brazen day light chain snatching case was reported from the Bakery Lane in Bhayandar (W) on November 24. A youngster walked up to a woman, snatched her gold chain, hopped on to the bike which his accomplice was on with the engine revving and zoomed off before anyone on the road could react. Although the entire sequence was captured by a CCTV camera installed in a nearby building, the much-needed breakthrough eluded the investigating team, prompting local residents and RTI activist Pradeep Bhatia to launch his own efforts to help cops track down the criminals. After going through the CCTV footage in minute detail, going by the looks and appearances of the miscreants, Bhatia suspected them to be youngsters fro a nearby village who frequently visited the area. After a week-long look-out in nearby areas including Rai, Murdha and Morwa villages, Bhatia spotted them in the same area where they had committed the crime, noted down the registration number of the bike and informed the police. Incidentally the on-duty police personnel stationed at the Control

Room, who were observing live feeds of the CCTV cameras also noticed the duo and immediately rushed to the spot and nabbed them on Monday night. The duo have been identified as Vinay Mhatre and Kalu Sawant, both residents of Murdha village. One of the accused is employed as a conservancy worker with a private garbage collection contractor. Not ruling out the involvement of the duo in other similar crimes, Senior Police Inspector Bhaskar Pukle said, “I really acknowledge the efforts of the vigilant citizen who played a crucial role to get the culprits behind bars. We will definitely felicitate him on behalf of the police department.” Meanwhile the accused who have been booked under section 392 of the IPC were remanded to custody by the District Sessions Court, Thane.

51,000 dropouts from civic schools in last 5 years

out of every 100 students enrolled, 12 have dropped out. Praja’s latest white paper reveals that this is mainly due to the apathy on the part of the Education department, when it comes to all-roud poor quality of education. Nitai Mehta, Founder and Managing Trustee of Praja Foundation, says, “There is something terrible in the state of the Education Department of the MCGM and no one is taking responsibility”. In 2009-10, 67,477 children took admission in Class I in municipal schools, whereas in 2013-14 admissions dropped to 39,663 (a drop of 41 per cent). At the current rate, the number of students taking admission in Class I will likely fall to 23,072 by 2016-17. Moreover, 21 per

cent of the students who enrolled in Class I in 2009-10, did not make it to Class 5 in 2013-14. The percentage of students passing out of these schools is only 67 per cent; far behind the passing percentage of private schools – 83 per cent. The high school and middle school scholarship results paint more of the sorry picture. Only 1.3 per cent of 4th standard students who appeared for the Middle School Scholarship exam; and only 0.1 per cent of the 7th standard students who appeared for the High School Scholarship exam, from municipal schools, received the scholarship in 2013-14. Milind Mhaske, Project Director at Praja, states, “Even though by RTE related norms, MCGM schools are doing quite well – Infrastruc-

ture-wise they are nearly 100 per cent compliant; in the Teachers’ Evaluations the teachers are mostly rated as ‘good’ or ‘very good’ on all parameters; in the CCE 62 per cent students in 4th Standard and 69 per cent in 7th get more than 60 per cent marks – yet there is a massive dropout rate”. Mehta adds, “Clearly, education has been neglected and orphaned. Poor results lead to parents wanting their children out of the municipal education system, leading to the condition we see today. Nobody talks about the quality of education, which is what parents ultimately want. They are not interested in 27 free items; they want a good quality of education for their children”. There has been no significant de-

liberation on the topic of quality of education in municipal schools. Relevant and penetrating questions need to be asked regarding the MCGM administrative processes and quality of education. Overall, in 2013-14, 157 councillors did not ask a single question on education during the entire year and only six councillors asked more than four education-related questions. Mhaske says, “People’s representatives, municipal councillors and MLAs, the State Government, the administrators; have all abandoned education and are running a department bereft of any motivation to provide education to students of Mumbai. At this rate we may have an education budget, an education department and municipal schools but no students utilising them!” Nitai Mehta concludes by saying, “We are at a very crucial stage and if we do not do something now to prevent this rot we will be letting our children down, especially children who come from economically weaker sections. We need the focus back on good quality education. To do this we will need to bring in more accountability and transparency in the department. For starters, we need to get an independent third party to evaluate the performance of teachers and children as per the RTE norms, and stop self-evaluation by the department. We need to focus on more teacher trainings and also free the teachers from extra governmental work, such as Census work and election duty”.

Broken fingers make our cars

Manesar, India’s leading automobile hub, about 50 kms from Delhi, in Haryana’s Gurgaon district has around 80,000 workers working in around 600 automobile production companies producing components for cars and bikes. But that's not the story. The story is about how some of the cars we use are made by workers with broken fingers owing to the scores of accidents that take place here. In every factory, you would find around 10 boys with broken fingers. Many boys who’ve come from Uttar Pradesh and Bihar to work in Haryana have lost their fingers. The hospital for workers run by the central government’s Employee's State Insurance Corporation has many such patients in its orthopaedic department, mostly for 'crush injuries'.The doctors see about 20 cases of crush injuries everyday. In most cases, the fingers are auto-amputated, which means they have been lost even before the worker reaches the doctor. In some cases, the entire hand is lost. The injuries are mostly caused by a tall machine called the power press, which cuts, shapes or moulds metal by ramming it with a heavy piston-like arm. The worker operating the

machine places the metal piece on the work table,

presses a pedal or lever which brings down the arm. Once the arm pulls back, he removes the reshaped piece from the table, before repeating the process. When the arm comes down before the worker’s hand is out of the way, it leads to amputations. Shop floor supervisors and company managers blame such accidents on the lack of alertness on part of the workers. But accounts of injured workers reveal that worker safety is being compromised.

As per the election laws, political parties and candidates have to submit details of election expenditure, funds and donation, in respect of Assembly elections, within 75 days and, in respect of Lok Sabha elections the time limit is 90 days. The ADR has demanded that the sub-

05

mission of party donations statement be made mandatory for all the political parties. It has also recommended that details of all donors to electoral trusts should also be available in the public domain to increase transparency of funding of political parties.

Duty officer identifies all accused in Amboli double murder case Keenan Santos and Reuben Fernandes were killed by a group of inebriated men in Amboli on Oct 20, 2011

Cops believe that the duo are involved in the extortion racket in the city

hree days after the arrest of Narhari Satam alias Kanya, nephew of fugitive gangster Guru Satam, the latter's son and another nephew are on Mumbai Crime Branch's radar. The duo, identified as Bhushan Satam and Sachin Shetye, are strong suspects for running extortion racket at the behest of Guru Satam, said a highly placed crime branch officer. According to the police, gangster's son Bhushan operates from Parel's area of Central Mumbai and Shetye is his right hand man, who looks after the gang's extortion activities. Elaborating on the modus operandi of the duo, the source said, Shetye selects the

target and takes out all the relevant information about the target, after which Bhushan threatens the target saying that he is abroad based gangster Satam's son. Subsequently, Satam calls and threatens the target eventually demanding extortion, which is then collected by Shetye and his men, added the source. In this regard, Bhushan as well as Shetye's questioning by the Anti-Extortion Cell (AEC) of crime branch is imminent, informed the sources in the crime branch, requesting anonymity. Meanwhile, there are no recent cases against the duo, said police adding that in 2009 a case of extortion was registered against Bhushan. The latter, unfortunately, got acquitted by the court, informed the police.

Bhushan is presently residing at Ganesh Leela Society in Parel and is involved in the cable business in Central Mumbai, said police. “This business is just to keep the police under impression that the money earned is through legal business,” said the highly placed crime branch officer, who is privy to the details of the probe being conducted by the AEC. On Saturday last, sleuths from the AEC arrested 32year-old Narhari alias Pankaj, who is popularly known as Kanya. He was arrested for extorting money from a Mumbai-based builder, who had already paid a part of extortion, which was demanded by Guru Satam. He was remanded to police custody till December 10. neel.shah@afternoondc.in

Trying to flee, but re-arrested! By Zuber Ansari

T

wo well known criminals with various cases to their names have been re-arrested by the Vakola Police after they began fighting inside the police escort van while trying to flee from the van. The two youngsters with a vast criminal record went berserk inside a police van at Vakola junction in Santacruz (East), while they were being escorted in the vehicle with many others, as they were riding from the Andheri magistrate court to Arthur Road Jail on Monday evening.Senior Police Inspector from

Vakola Police station Vilas Joshi said, “The two accused broke the tube-light in the van, abused and pushed the others, including a policeman who tried to intervene. It seems that they had planned to escape by kicking the van's door to open it. The incident occurred at around 6.30 pm.”Tabrez Rehmad Sayyed (25) and Pervez Salim Khan (27) have over 20 cases of dacoity, robbery, house breaking and other crimes against them. They were taken to the Andheri Court in relation to a house breaking case, from the Vile Parle police station. While returning the duo

picked up a fight with Feroze Shaikh, another accused in the van. The duo abused Shaikh and the policeman who interfered in the fight. The brawl continued at the Vakola police station, where Tabrez abused a policeman and later banged his head on a wall,” said Joshi. “The duo were sent to Arthur Road Jail after an FIR was registered against them. We have booked the duo for assault, criminal intimidation, obstructing and using criminal force on a policeman discharging his duty. We will seek their custody from the court in this case.”

he infamous Amboli double murder case which made rounds on social media and made people voice their opinions and demand justice underwent an important development on Tuesday. The duty officer of D N Nagar police station (on the night of the incident) testified in the court, presided over by special women's judge Vrushali V Joshi. The duty officer told the court that on the night of the fracas, he received a call from the control room informing him about the stabbing incident. He immediately rushed to the spot and was told there that both the victims were taken to the Kokilaben hospital. When he reached the hospital he found out that one of the victims, Kenan Santos was already dead. He returned back to the spot and recovered the weapon. Special Public Prosecutor (SPP) Ujjwal Nikam told ADC, “The duty officer identified all the accused and the bamboos used by them in the scuffle.” The officer was also cross-examined by the defence lawyers. and protested the harassment which resulted in a scuffle. Both of them were stabbed by the group. The incident took place at Amboli, Andheri on October 20, 2011. The trial is going on at the sessions court.

eanwhile the father of Kenan Santos (one of the deceased) was provided police protection as promised by the Commissioner of Police Rakesh Maria. As reported earlier by the ADC on November 20, Valerian Santos, deceased's father was facing threats and intimidation. After this he received a call from the CP himself and was promised police protection. He was told from

next time onwards, to every hearing at the court he would be accompanied by a police constable. Valerian Santos told the ADC, “I was assured complete protection. The senior police inspector from Amboli police station visited my house on Sunday and asked me not to go to the court alone. Today as promised by the CP himself, I was accompanied by a constable.”

O

ne more farmer suicide rocked the state yesterday. A BJP worker and also a soyabean farmer took the extreme step by electrocuting himself at his farm in Chief Minister Devendra Fadnavis' home district of Nagpur. Chandrashekhar Mahajan committed suicide as he was worried about repaying a Rs 2 lakh loan. Yesterday morning he went to his five-acre soyabean farm, opened a high tension distribution box and allegedly touched the live wires to end his life.

The 45-year-old farmer was shattered after the failure of his crop because of erratic rain. He and other farmers in the region also blamed long six-hour power cuts for poor crop. Significantly, Mahajan was a prominent BJP worker and a resident of the Kuhi Mandhal village, which is about a two-hour drive from Nagpur, the hometown of CM Fadnavis. This suicide has added to the grim statistics in Vidarbha region, which has come to be known as India's suicide capital. In the past 20 years, some 60,000 farmers have killed themselves in the region, with

ays after an Uber cab driver was arrested for allegedly raping a 27-yearold woman in Delhi, the Mumbai traffic police have tightened security to ensure that there is no mishap in the city. The police have asked for compulsory registration of radio taxis across various police stations. This is to ensure that a record of every radio cab in the city is available with the police. The registration should be done within 15 days, failing which, action will be taken against them. Dr B K Upadhyay, Joint Commissioner Of Police (Traffic), said, “The radio cabs and fleet cabs have to undergo registration. Many cabs do not have the Police Clearance Certificate (PCC). The vehicles need to be identified and a record must be maintained with the po-

over drought situation under rule 97 in the lower house and rule 289 in the upper house. The government, however, agreed for discussion under section 260 in the upper house and section 293 in the lower house which does not imply voting. Infuriated members of opposition trouped to the well in both the houses shouting slogans against the government accusing it of being insensitive to the farmers' issue. The upper house witnessed seven adjournments within a span of three hours before being adjourned for the day.

By A Special Correspondent he Mumbai Metropolitan Region Development Authority (MMRDA) on November 20 approved the revised 40.2 km long DahisarCharkop-Bandra-Mankhurd Metro II. The Metro II line will be constructed underground. This was stated in a written reply by Chief Minister Devendra Fadnavis in legislative Assembly to a starred question raised by Ashish Shelar (BJP) and others. The Metro II line will now cost Rs 12,000 crore and will have 37 stations. The Chief Minister informed the house that the revised project report has been prepared and the same was approved by the MMRDA in November this year. Raising the query, Shelar wanted to know from the government whether the Metro II line which was supposed to have been constructed on NoCost-No-Claims basis was cancelled and the steps taken

reports of a suicide every eight hours even till two years ago.It may be recalled that around 19,000 villages across the state are suffering from drought like conditions. The crisis was raised in the state Assembly but was lost in political sparring and the uproar.Meanwhile, both the houses of state legislature witnessed noisy scenes yesterday as the members of opposition trooped into the well demanding discussion and voting over the drought situation and the spate of farmers' suicides in the state. The Congress and the NCP had given notices for discussion

Ashish Shelar by the government. The initial project was inaugurated in August 2009 by former President of India Pratibhatai Patil. However the project ran into difficulties due to environmental laws and regulations over the issue of a car-shed at Charkop, in the mangrove area. In May 2014 the Rail India Technical and Economic Services (RITES) had in its report submitted to MMRDA that the underground project was feasible. The line has since now been extended to Dahisar.

umbai Metro Rail Corporation Ltd (MMRCL) together with the Brihanmumbai Electric Supply and Transport Undertaking (BEST) will develop major bus stations on the underground Metro III. The commuters traveling through the route can use the passenger integration system to ensure seamless travel. The Mumbai Metro Rail Corporation Limited (MMRCL) has agreed to integrate three such existing bus stations with the upcoming underground Metro III line which will run from Colaba to SEEPZ via the domestic and international airports. Sanjay Sethi, Managing Director, MMRCL said, “The entire length of 33.5 km Metro III line alignment passes through major BEST stations/depots and various open plots. In order to have better integration facility of the BEST with metro stations wherever possible, it has been decided to involve the BEST and explore the possibility of joint development

and commercial exploitation. The BEST stations identified for the integration are Hutatma Chowk on DN Road, Science Museum station on E Moses Road (to be

integrated via subway link with Ambika Mill BEST Depot) and SEEPZ station to be jointly developed and integrated with SEEPZ bus terminal.”

Earlier the BEST had partnered with the Metro line to introduce an integrated ticketing system which would ensure proper seamless travel for the commuters.

Ponder awhile… “In a democracy, the well-being, individuality and happiness of every citizen is important for the overall prosperity, peace and happiness of the nation.” – A. P. J. Abdul Kalam

One more proof Kashmir is part of India T

HERE has been a deadly attack by Pakistan terrorists in Uri sector in Kashmir, poster of hate campaigns, threats by militants, but the people in the state have ignored all this and voted in the third phase of state elections. Pakistan's proxy war has not been able to stop holding of democratic elections. That people, though faced with threats are standing in queues at polling booths and casting their votes provides proof that Kashmiris believe in democracy and are happy to be in India. There is no need to have a referendum in the state. Pakistan's hope that they will sooner or later get Kashmir is nothing but a pathetic dream. The terror situation in Pakistan would scare away a person who wants to lead a normal, peaceful life. It is really sad Pakistan thinks that Kashmiris want to join its Muslim population. The people of J&K have crores of Muslims in India with whom they can have closer links – if they so desire. They have tasted democracy and they are, like other people in the rest of India, happy to be part of a democratic set-up. Free and fair elections have convinced Kashmiris they are certain about having popular rule in the state. Expectedly, Pakistan does not recognise that the participation of people in the democratic poll process is a clear indication that Kashmiris want to stay where they are: Pakistan has been repeatedly asking for referendum under UN supervision. If it is held India will win. India does not want to provide any proof: the truth is there for all to see.

ITH a new government in office, it seems to be a time for old friends to reunite and new friends to find common ground. Normally the winter session of Parliament is slow because MPs are in a holiday mood as they recover from Diwali festivities and gear up for end-of-the-year celebrations. But the current session has seen hectic political activity of the strangest kind. The biggest buzz is around the newfound bonhomie between Derek O’Brien of the Trinamool Congress and Sitaram Yechury of the CPI(M). They say politics makes strange bedfellows. But O’Brien and Yechury have got to be the oddest couple yet. Their parties are at daggers drawn in West Bengal but here in the Rajya Sabha, they’ve made common cause to oppose the insurance bill. Yechury prepares a note listing the points to which the Left is opposed. The same note surfaces as a Trinamool draft in the select committee examining the bill. Clearly, Yechury and O’Brien are working in tandem in the committee of which both are members. On the other side, Finance Minister Arun Jaitley and Congress deputy leader in the Rajya Sabha, Anand Sharma, seem to be hitting it off rather well. Jaitley is in regular touch with Sharma who has worked hard to narrow differences on the insurance bill and find a compromise formula so that the bill can be passed. Jaitley was heard fondly reminiscing about old days when he and Sharma once shared a room in the erstwhile Soviet Union. The year was 1978. Both had gone to attend a Youth Festival. Jaitley was a representative of then Jan Sangh’s student wing, ABVP, while Sharma was with the Youth Congress. Interestingly, a third member of that group was the late Saifuddin Chaudhury, formerly of the CPI(M) till he was expelled after falling out with dogmatic senior leaders. Chaudhury was a fiery youth leader then, later a parliamentarian of such high caliber that he was respected and admired across the political spectrum. He passed away in September this year. In remembrance of their friendship, Jaitley has recommended that his lawyer widow, Rukhsana, be appointed as standing counsel. An alliance-in-the-making that makes more political sense is a Janata Party 3.0. Old Socialists like Mulayam Singh Yadav, Lalu Prasad Yadav, Nitish Kumar and Om Prakash Chautala are on back slapping terms again after two decades of perambulations from Left to Right. AITH is the central core of human existence. Faith sustains life and leads one through difficult times. Faith brings out hidden courage and potential in more ways. There are three types of faith: Faith in oneself, faith in the world, and faith in the Divine. All these faiths are connected. You must have all three faiths to be strong. To have faith is to realize that God is protecting you. During the harvest season, the farmer separates husk from grain with a broad sieve. He stands on an elevated platform, holds the sieve and puts all his grains into it. He then proceeds to shake the sieve. If the particle that falls through the sieve is mere husk, it flies away and is lost. Meanwhile, the grains fall to the ground and stay put. Similarly, if your faith is shaken very quickly and too often, or if you lack faith in difficult times, then you are akin to the flying husk. One whose faith shakes when faced by catastrophes cannot smile through them. If you lack faith and if events frighten you, then you fly away like the husk, lost and anchorless. On the other hand, if you have faith that everything will be all right, you will find stability

This time, the media did not demean itself by bickering with each other. But some of those present caused consternation in other ways. The representative of an English channel asked Modi to suggest ways in which the media could restore its falling credibility. Even Modi must have been surprised by the admission and question. Interestingly, there was no representative from a leading English channel against which Modi has a long standing grouse. One wonders whether personal pique was behind the decision to not include the channel in the interaction.

OOD Minister Ram Vilas Paswan is believed to be smarting over his exclusion from the important cabinet committee on economic affairs. This is the apex decision making body of the cabinet on economic matters. Instead of Paswan, Modi has chosen to put Food Processing Minister Harsimrat Kaur in the committee. The PM has sought to placate Paswan by including him in the cabinet committee on political affairs. The CCPA is the apex decision making body on political matters but Paswan wanted a place in both committees to underline his importance in the NDA. After all, he turned the tide for Modi for the Lok Sabha election by allying with the BJP in Bihar. He was the first from the so-called secular parties to break ranks and declare support for Modi. The cabinet committees were reconstituted recently after the cabinet expansion. A significant inclusion is that of Health Minister J.P. Nadda in the CCPA. For example, the human body may be susceptible to colds, coughs and fevers one day and may be fine the next. However, one must ensure that happiness is always established in oneself and that things will change. Faith plays a big role in shaping one's life. Even those who say, "I don't believe in anything," have to believe in their words! The issue is where you place your faith. For an atheist, his faith in objects is obvious; his faith in people is fluid and his faith in the unseen power of creation is ambiguous. However, for a believer, his faith in the unseen power is supreme. The role of faith is even more visible in the materialistic world. Faith saves one from suicidal tendencies and helps people see beyond the obvious. When life is based on faith, one follows philosophy rather than getting caught in hatred. AMID all the justified outrage over the rape of a woman in Delhi by an Uber cab driver, one important aspect seems to be missed – the double standards applied by multinational companies when dealing with their operations in India, as compared to their home companies. According to a petition being circulated by Change.org, Uber in their home country of USA are required to do a mandatory seven-year background check on every cab driver they press into service. In India, however, they get away with a cursory check of unverified documents. The fact that the government has not imposed mandatory checks is one factor, but they are aided in this practice by police and transport authorities who issue permissions and licences, who will gladly look the other way in return for a small bribe. REGARDING Gita as national scripture, why don’t we have Gita as a National holy book. After all it does not have anything to do with Hinduism or any religion. There is not a single word about religion. It is all about pure knowledge. So it is absolutely secular to declare the Gita as national scripture. Modi made it clear by presenting the book to the world leaders. In-depth meaning of every chapter of the Gita will provide moral knowledge to the people who can correct themselves from the sins they might have committed earlier. BJP bags chairmanship of MBMC standing committee By Suresh Golani

T

he saffron alliance played a second consecutive master stroke by scoring a win against the ruling NCPCongress coalition in the Mira-Bhayandar Municipal Corporation (MBMC) when BJP corporator Prashant

Prashant Keluskar Keluskar was elected as chairman of the crucial standing committee.

BJP's win is being seen as a huge set back to the ruling alliance as one NCP member tendered her resignation two days ahead of the elections which were held on Tuesday under the supervision of Divisional Commissioner Dilip Shinde. Going by statistics, the ruling NCP-Congress alliance and BJP-led opposition commanded an equal strength of eight members each in the 16-member committee, the chairman was expected to be elected by draw of lottery. However, with NCP’s Vandana Patil resigning on election eve, the election became a virtual cake-walk for Keluskar, who bagged eight votes, defeating the NCP nominee Naresh Patil, who garnered seven votes. Earlier the other two aspirants – Hansukumar Pandey (Congress) and Harishchandra Amgaokar (Shiv Sena) withdrew their candidature paving the way for a straight fight between the BJP and the NCP members. For the saffron alliance, Keluskar’s win was crucial as it has once again tilted the power scales in the MBMC.

Sohrabuddin case: Involving Amit Shah a political gambit, says defence counsel

MUMBAI | WEDNESDAY, DECEMBER 10, 2014

By Santia Dudi

W

hile making the submissions for the discharge application of Amit Shah, defence counsel senior advocate S V Raju told the court that Shah was falsely framed in the case and it was a political move. The fake Sohrabuddin encounter case is heard by the special CBI court presided over by special CBI judge M B Gosavi. Advocate started with the meeting which allegedly took place between Senior IPS officer Geeta Johari and V L Solanki in which Johari asked Solanki to drop the names of certain police officers from the fake encounter case at the behest of Shah. Senior advocate said that there is no evidence to prove that any such meeting took place. Talking about the investigation report prepared by Solanki, defence counsel argued, “The CBI claims that Solanki's report included statements of the Khwaja travel owner, the bus in which Sohrabuddin was traveling, bus driver, booking office employee and relatives of Kausar Bi. Later Solanki was asked to change the report. But again there is no

substantial evidence to prove CBI's claims.” He further added, “The investigation has disclosed that Shah conspired with Gujarat police officials to destroy crucial evidences . But here also CBI failed to produce any direct, indirect or even circumstantial evidence to support the claim. Next claim of CBI is the abduction of Sohrabuddin's associate Mohammad Azam Khan. CBI showed as if Azam was an important witness and because of his statement Shah won't get a bail. But in his nine-page long statement, not even once Azam mentioned Amit Shah.” The defence counsel claimed that the witness was created and the step was politically motivated to stop Shah's bail. He informed the court, “The entire story is a hogwash and there is no foundation to it. CBI tried to mislead the court. Also CBI claims that Azam was abducted in the supervision of Gujarat police officer Singhal, but Singhal was not shown as an accused in the charge sheet.” Senior advocate argued, “A separate FIR was registered in the case. CBI deliberately treated this as unconnected

to the encounter and registered a separate charge sheet. When the case was going on at the Supreme Court, CBI said that Tulsiram Prajapati's killing was connected to Sohrabuddin's murder. CBI's motive behind this step was to target Shah so that he can be arrested again. CBI deliberately registered a separate FIR, and the purpose was to defame Shah and end his political career. Though the SC didn't grant permission to CBI to file a separate FIR, the CBI acted

contrary to the SC's order.” Making submissions about the elimination of Prajapati, S V Raju argued, “CBI's case is that Sohrabuddin, Kausar Bi and Tulsiram were picked up from Sangli and brought to Valsad. And later Tulsiram, who, as per CBI was a witness to the abduction was allowed to go to Rajasthan. If he witnessed the abduction, why was he allowed to go to Rajasthan. It doesn't gel well with the prosecution's case.”

o make Mumbai safe and be better prepared for emergencies and crises, Mumbai policemen went through valuable training on Safety Preparedness and Emergency Management with Dr. Angeli Qwatra, Chairperson, Philanthrope in a workshop at the Police Worli Traffic Office on Tuesday. Dr. Qwatra is a disaster management expert having national and international level experience. The workshop for the city police was inaugurated by Vinay Bagade – ACP, who underlined the importance of the training program and said, “The workshop aims to make police personnel more prepared for sudden emergency situations, which we are most likely to encounter in our line of duty as police is the first

responder to any emergency.” Dr. Qwatra, emphasising the dire need of workshops said, “With the aim of saving lives, Philanthrope conducts free-ofcost workshops for training on Safety Preparedness and Emergency Management with government and private organisations. If people are trained in emergency management, lives lost and injuries caused due to natural and man-made disasters and daily life accidents and sudden illnesses can be prevented and/or reduced as also effectively managed till professional medical and other assistance reaches the victims. Studies have shown that when at least 30 per cent of the population is trained in disaster preparedness, the chances of survival of victims increase considerably.”

A FREELANCING CAREER

Continued from pg 13 «

full time job is always looked upon with respect and given due weightage in the job market even today but there has been a trend of growing job opportunities for freelancers and parttimers which has now become more fruitful and well paying over time. Full time work also helps you work in an office set up and more closely with your peers which gives you exposure and experience which you will not gain working alone at your own premises and at your own whim. You are also more serious about your work and follow a fixed disciplined work pattern in a more conducive work environment. But working from home has its benefits too. How does working from home help, you ask? Working from home gives you the necessary flexibility to work at your own pace which is extremely appealing to many who have other tasks at hand or other kinds of limitations. Some are pursuing studies, some are married and prohibited from going to office. Freelance work really helps bridge the gap for those who have the talent and skills but cannot join an office. In many cases if you are doing well at what you do, you have a high chance of earning as much or maybe even more than your counterparts working full time in the same field of work. HR professional Sunayana M explains that in most organisations, a person with full-time work experience would always be given due preference than someone

working on a freelance basis. “If a company has to choose between a full-timer and a freelancer, with the same experience and skills any organization will without a doubt select the full-timer over the freelancer. Though both may be at par, what a full-timer gains in an office environmet surmounts what a freelancer may gain working from home. The fact that the full-timer would be coming in potentially with previous organisational experience and would have been physically present in the previous jobs will always work to the candidate’s advantage,” she adds. But even as she talks about the HR perception of the two concepts, Mohan qualifies that the selection of full-timers over freelancers is not applicable on all jobs fronts. “The nature of the job,” she states, “also comes into the picture. If the job is such that projects can be handled by someone who is not present in the office, then the organisation would definitely want to opt for the freelance candidate than the former. But such job profiles are limited to a few niche areas and thus the HR mindset always finds the risk to be higher in potentially hiring freelancers over full-timers.” Speaking of niche areas, content writing and journalism are two major areas where one can find a high percentage of freelance contributors. These two job roles make it flexible for organisations and publications to channelise the potential job prospects to their optimum. Manag Goel, who has been working on a freelance basis for a couple of years

says, “In the ongoing debate between full-time versus freelance job opportunities, there will always be pros and cons for both. Most of these are pretty obvious and easy to define. The advantage of fulltime work opportunities is that one gets more exposure, better on-the-job safety and security and most importantly, a continuity of income. These are aspects that are distinctly missing when one considers freelancing. But then again, if an individual is not someone who wants to be tied down with the organisational mode of work, then freelancing is the best option for them.” According to Goel, one of the advantages you have as a freelancer is that you can choose the kind of work you want to do. You have the option of rejecting an assignment or job and are not bound to taking up any and everything thrown at you. You also have the freedom of working with multiple employers. This gives you the freedom to work with a multiple scale of employers and not be tied to one, taking up different projects at your convenience and ease. But he also adds that if someone chooses freelancing over a full-time job, one must keep in mind that you migh have irregular and varying income levels when it comes to freelancing. You also need to realize that you may not receive the kind of salaries or other perks and benefits that an office will offer. If one finds it unable to accept this reality, then freelancing is not a viable option.

I'm interested in pursuing a BA in environmental studies after Class 12. What are some good interdisciplinary programmes in the US and Canada? —Tapan Environmental studies is different from environmental science; environmental studies includes economics and policy applications, whereas environmental science is more science-driven. Not all universities offer environmental studies at the undergraduate level. In the US, the University of California-Davis, University of WisconsinMadison and the University of Maryland have excellent environmental science programmes. In Canada, the University of British Columbia, York University and McGill have good programmes.

If I plan to major in sociology, what are my future career prospects? —Ridhi

ALISHA MASHRUWALA

is a Partner at OnCourse and a Harvard graduate, and is also a Psychology major with a minor in Economics

« STUDYING ABROAD Students who graduate in sociology and enter the job market directly find themselves competing with students from other fields. However their advantage is that they understand key social factors and also have a firm grasp on research methods. An undergraduate sociology major provides valuable insights into social factors such as ethnicity, gender, age, educational background and social class that affect work and how organisations operate. Thus the sociological perspective is crucial for working in today's multi-ethnic and multinational business environment. An advanced degree specialising in the sociology of work, occupations, labour and organisations can lead to teaching, research, and applied roles. Those who study sociology may pursue careers in human resources personnel and industrial relations. Students who especially enjoy research design, statistics, and data analysis seek positions in marketing, public relations, and organisational research.

I want pursue a degree in environmental studies as it is my passion, but I’m concerned that it will limit my future job opportunities. What will I have to study in this programme and which careers will be open to me with this degree? —Leena Through environmental studies, students learn how to move towards a more sustainable future for human and ecological systems. Courses in environmental studies provide training not only in the physical and social sciences, but also in writing, critical thinking, quantitative analysis, project and team management, and more. An environmental studies major offers an interdisciplinary approach to understanding and responding to environmental problems. From the natural sciences, students learn experimental techniques and methods of analysis needed to make accurate observations, to document change, and to understand the dynamics of healthy landscapes and functioning ecosystems. From the humanities and social sciences, students gain insights into human behavior and the workings of our social, political, and economic institutions. Individuals with a degree in environmental studies are making a difference in conservation organisations, habitat restoration, sustainable agriculture, environmental mediation, biodiversity research and many other areas. This degree also prepares students for graduate study in a range of disciplines including law, medicine, and public health, and for careers in business, environmental management and conservation, teaching, and writing.

The pumped-up PR professional “As an established person you can earn anywhere up to a lakh and it can only increase,” says Sonya Shaikh, senior business manager at Media Moments Pvt Ltd.

I

did my postgraduate diploma in advertising and PR. This was a sudden decision! I was initially doing BTech in biotechnology, but gradually I started to lose interest. BMM was then a booming field and I took a chance and, thankfully, it has proved apt for me. BMM was an unconventional course then. It was a fun field where I had to always get involved in day-to-day projects and field jobs. Every day offered new challenges and opportunities to learn and grow. It was interesting! Education is very important in all walks of life. I feel education has helped to get that initial start but later it has always played second fiddle to experience. My training days were very relaxing. My first job was not very stressful and so was my mentor. So for me, my training days were fabulous. I not only learned about the job but also enjoyed my training days. It was fun. I work as a senior business manager with my present company. I take care of all the day-to-day business operations to strategic planning of my clients. I am majorly into fashion and lifestyle PR which I believe is my strength. I love the glamour attached to my field. It also keeps me on my toes and each season brings fresh insights and fresh designs

to the forefront. Therefore it is also extremely challenging to deal with the changing scenario. Monetary investment was very less. But yes investment in terms of time, energy and hard work was immense. Many people believe that the fashion industry is about glamour alone. They are sadly mistaken. A lot of hard work is also involved. A fresher in this field can earn anywhere between Rs 12k to Rs 15k. As a professional, the remuneration is very subjective.

lic speaking — essential skills for preparing students for their careers in college and beyond. Throughout the programme, students live in one of Yale’s historic residential colleges, learn from world-renowned faculty, and engage with visiting practitioners. This year, speakers included Thomas Donilon, the former National Security Advisor to President Obama, and Ambassador John Negroponte, Senior Lecturer in Global Affairs at Yale’s Jackson Institute and former US Permanent Representative to the United Nations. This year, 22 Indian students participated in the programme. The programme will offer three sessions in summer 2015: June 23-July 6: Politics, Law, and Economics, which focuses on understanding American legal principles, economic ideas, and government in historical and comparative perspective will run from. July 9-July 22:International Affairs and Security, which is modeled on the Yale’s BradyJohnson Program in Grand Strategy for students interested in global affairs. July 25-August 7: Science, Policy, and Innovation, which emphasizes scholarship and entrepreneurship in the fields of global health, environment, and energy. The summer 2015 application is now available online at http://globalscholars.yale.edu. The application deadline is February 26, 2015.

According to me if you are proactive and smart, it takes you just a year to gain the experience you need to be best in this field. It will then depend on your bargaining prowess and how well you are established in your field. As an established professional you can earn anywhere up to a lakh and it can only increase. The primary advantage is we are not in a closed environment. We can socialise with a lot of people every day. Your brain does not rust as you need to keep coming up with different ideas for the clients. Like any other field, this field too has difficulties which are many. Some of them include late nights, back-to-back events, work pressure etc. It is a thankless job. My advice for those who want to take up my profession is believe in yourself and go for it. There is a lot of scope in this field. The fashion industry in India has come of age and is growing at a rapid pace. We are now on par with the fashion industry of the West. Our

designers are some of the best and have received accolades and recognition around the world. The Indian fashion industry is now a world class industry. With several institutes teaching the art and science of fashion, coming up around the country, each year sees a fresh crop of aspiring fashion designers. So the industry is continuously churning out new talent. This contributes to the growth of the industry as with each batch of students we have a fresh perspective of fashion and some innovative designs coming up. All these factors contribute to the phenomenal growth of the industry. Along with the growth of the industry parallel industries and fields also mushroom. One such field is Public Relations and Media Relations. The designers need to showcase their talent and the best way to do it is to appoint a PR or media agency. Therefore the PR and media fields are also growing along with the fashion industry. The apparel market in India is going through a metamorphosis. Tremendous growth and urbanisation along with disposable incomes and changing lifestyles is pushing the apparel market, and it is booming. The Indian and Western attire are witnessing tremendous growth. People now look at fashion from different perspectives like home wear, party wear, work wear, evening wear, beach wear, etc. Urban customers have evolved. They look at fresh options for various occasions. They want variety in their closet. With more women going to work and taking up careers, their needs for a variety in clothing have also increased. So the entire industry and its ancillary units are also growing and throwing up fresh and good opportunities for career growth.

Reflections...

Aishwarya Iyer, Jai Hind College

T

here is a saying by Soren Kierkegaard, “Life can only be understood backwards, but it must be lived forwards.” We all believe in a psychological perspective called ‘reflections’. However, the result or impacts of these ‘reflections’ do not seem to change our views. Bhopal Gas Tragedy shook our souls; it was demeaning as well as sad. Sad in the true sense. A day that actually brought history to a standstill. A day when company laws had to be revised. A day which made us cry and crib for unclaimed bodies. All the struggle that we fought then doesn’t seem to bother anybody. This was considered the world’s worst industrial disaster. The shanty towns suffered due to the leakage of methyl isocyanate gas for no fault of theirs. More than 30 years have passed, but people in Bhopal are still battling its after-effects. What makes it worse is the fact that we proudly study these issues in schools and easily forget this in our lives. The watchdog of democracy, also seems mute today. I was hunting for a page in my favourite newspaper today to learn about facts of this tragedy when I realised that some paid news got more speculation. Nowhere in any leading newspaper was a page, a recognition, a sorrow, a condolence for those who lost their dear ones. No page turned for the ‘dear departed’. Yes, I was surely not alive on that day as I was born many years later. But I did take efforts to read about this tragic incident. My heart crawls to see the happenings. I, somehow have to question the subjective media. Is it that we all have forgotten this day? Or is it that we don’t really bother? Or is the media being very selective? How can nobody talk about this issue? Is this what we learn from media? Isn’t it desensitising on our part? Have we become so numb today? So much so as to not even bother about this event? Is this really an era of development? The only ray of hope for us today is the movie Bhopal: A Prayer for rain. This film earned global praise.

Health in your hands

MUMBAI | WEDNESDAY, DECEMBER 10, 2014

“We have our health in our hands, literally,” says Zia Nath, Craniosacral Therapist, BSCT, IABT, ICSB as she unveils the anatomy of a lesser-known, yet globally popular, alternative medical treatment – Craniosacral Therapy. Naressa Coutinho delves into the future of yet another alternative healing methodology and its career potential What is Craniosacral Therapy (CST)? Craniosacral Therapy originated in the early 1900s by American Osteopath Dr W G Sutherland DO. It is a modern branch of Cranial Osteopathy and is gaining popularity the world over as a preferred choice for non-invasive complimentary therapy. It is recognised as a paramedical support for a range of health issues and does not require the use of medication. It is a gentle handson bodywork support. The touch, unlike massage is a soft and passive contact and practitioners are able to palpate different rhythmic fluctuations as expressed by the body in slow wave like motions. The premise of this work is the understanding that our body is 80 per cent fluid. The nature of fluids is to flow and circulate. When the body undergoes trauma, shock, illness, or injury, this is expressed in the fluid system as restriction patterns, lesions, compressions and imbalances. Practitioners are skilled at palpating subtle fluid rhythms and use it diagnostically and therapeutically. By supporting the body’s fluid system back to its normal balanced circulation, the system is relieved from many deep-seated trauma states and illness patterns that even modern medicine sometimes may not find a cure. Craniosacral system maintains the health of the central nervous system thereby benefiting all other systems of the body. The proper functioning of <<Zia Nath this system is vital to overall health. benefits of this work cannot be ignored, it catches people’s attention as patients and families are wowed by its effect. « OFFBEAT CAREER

Will Craniosacral Therapy take off in a country like India? In recent years, many people are looking for alternative models for health, options that don't require continuous medication or surgeries or invasive methods, therapies that are safe and have no contraindications. Over the past 20 years, Craniosacral Therapy has evolved to Biodynamic Craniosacral Therapy (BCST).Until a couple of years ago, there were only three or four certified practitioners in the country. By next year there will be many more practitioners in Mumbai, India, and Asia. The

foundations are based in the study of the human body, an extensive understanding of anatomy and physiology and science of the human health system in response to its environment. This makes it a good choice for many medical practitioners and health centers to include it in their programmes.

Putin keen on exporting LNG to India M

OSCOW: Positioning Russia as a reliable energy supplier to Asia, President Vladimir Putin is keen to export liquefied natural gas (LNG) to India and involve ONGC in oil and gas hunt in the Arctic as he looks to deepen energy ties with India as a counter to US sanctions. He says cost of selling natural gas to India through a crosscountry pipeline was much higher than shipping it in its liquid form (LNG). "Historically, Russia has exported most of its hydrocarbons to the West. However, European consumption is increasing too slowly, while political, regulatory and transit risks are on the rise. "At the same time, the economies of Asian countries are growing rapidly. Thus, we are naturally interested in diversifying the destinations of our energy deliveries. We expect to secure ourselves a role of a reliable energy supplier to the Asian markets," he said in a wide-ranging interview to PTI. Putin, who arrives here later tonight on a two-day state visit, cited involvement of state-owned Oil and Natural Gas Corp (ONGC) in Sakhalin-1 oil and gas project in Far East Russia and said Moscow was "interested in attracting new investments and technologies, including from India."

Gopalkrishna Gandhi, former governor

N

EW DELHI: Former West Bengal Governor Gopalkrishna Gandhi has called External Affairs Minister Sushma Swaraj's proposal to have the Bhagwat Gita declared a national scripture akin to "tinkering with the loom of India's republic." "...I recall an incident in which Prof Amartya Sen when asked, said his favourite book is the absence of one. A favourite book means a favoured book. Only dictatorships have favoured books. A country which is in the process of making a holy book as the national book, is tinkering with the loom of India's diverse republic," he told PTI. Gandhi said this at the launch of

Ashoka University Vice Chancellor Rudrangshu Mukherjee's book 'Nehru and Bose: Parallel lives" held here late on Monday night. Gandhi also called for declassification of the files on the death of Subhash Chandra Bose, saying that it was the government's duty to do so. "Declassification of the Bose files has not yet taken place. This is a duty which must be fulfilled for the sake of the craft of historiography and the art of archiving," he said. Likening the country's diverse pluralism to a seamless woven fabric, Gandhi said "the threads of that very fabric are unraveling." "All that the Congress did to weld India politically, and make the diverse fabric of pluralism into a common weave, today that weave is unraveling. "What is happening now, is not just pulling threads out of that weave, but its tinkering with the loom itself," he said. Gandhi also opined that there has been a pattern of intolerance of dissent within the Congress party right from the time of the two visionaries. "The Congress has been long intolerant of dissent. It has wanted to extrude dissent within itself. Ultimately that intolerance has been bad for the country," he said. Author Rudrangshu Mukherjee dwelt on the bonds that tied Bose and Nehru together. "Nehru and Bose shared a very close friendship,” he said.

EW DELHI: Cyber security sleuths have alerted Androidbased smart phone users against an infectious Trojan virus which steals vital information from the personal device and can even illegally send SMSes to those on the mobile contact list. The deadly virus has been identified as 'AndroidSmssend' and it can acquire as many as four aliases to hoodwink the user and perpetrate its destructive activities on a personal Android enabled phone. "Android/SmsSend is a pre-

mium service abuser family malware that arrives bundled with legitimate Android applications and infects Android based smart phones. "Once infected, it sends text messages (typically with a link to itself or a different threat) to a specific number, typically to numbers on the contact list and is also capable to send SMS to premium rate numbers," the Computer Emergency Response Team of India (CERT-In) said in its latest advisory to Android phone users in the country.

WTO Rules In India’s Favour In Steel Dispute With US

In a major relief to the steel industry, the WTO has ruled against the US which had imposed high duty on imports of certain steel products from India. The Appellate Body of the World Trade Organisation (WTO) has ruled that the duty imposed by the US on the Indian steel products is “inconsistent” with its Agreement on Subsidies and Countervailing Measures. However, it also rejected some of the findings of the Geneva-based organisation’s dispute settlement panel which were in India’s favour. The body has also recommended that the US should modify its norms and bring them in line with the WTO’s agreement. As per reports, Washington had imposed duties of about 300% on these product imports arguing that some domestic companies were being indirectly subsidised by the Indian government.

India Is The Brightest Spot In Asia Pacific Region, Says S&P

MUMBAI | WEDNESDAY, DECEMBER 10, 2014

NTPC signs Rs 3,000 cr loan agreements with HDFC Bank and Syndicate Bank Honda reaches 300 mn-unit milestone in cumulative global motorcycle production HCL Tech inks pact with Washington Gas for customer services CVC refers Rs 6000 cr loan default case of Winsome Group, and Rs 1,500 cr default by Biotor Ind to CBI.

By Lalit K Jha

I

ndia has emerged as the brightest spot in the Asia Pacific region as reform has picked up pace in the country in recent months, a top credit rating agency has said. "India has been the region's brightest spot since our last report. After a modest beginning, Prime Minister Modi's government has picked up the pace of reform, eliminating the diesel subsidy in early November, liberalising foreign investment into the insurance sector, and curbing discretionary government spending for the second half of the current fiscal year," the Standard & Poor's Ratings Services said. Confidence has improved and growth momentum is now at around 7%, S&P said in its latest quarterly updates on credit conditions in North America, the Asia-Pacific region, Latin America and

Europe. In the Asia Pacific region, Australia's GDP growth continues to trend at around 3%, buoyed by reasonably solid consumption and still-strong real exports, despite falling iron ore prices, it said. Banks and bond investors appear incrementally cautious and selective with their investments throughout the region. "Our issuer ratings outlook eased slightly to a net negative bias of 11% at the end of October, in line with receding concerns about India. However, the ratio remains high compared to other regions. Cyclical industries such as transportation, building materials, chemicals, real estate development, and capital goods have above-average negative biases," the agency said said. Some Asia-Pacific economies, it said, are ending 2014 on a relatively lower note than expected, as China's growth momentum slows

under a weaker property market, Japan slips into recession, and external demand has yet to meaningfully improve. Financial sector turbulence arising from China's property sector could have effects beyond China. While a stronger US recovery is export-positive, the concurrent higher hike in the Fed Funds rate could cause stress if not managed, it said."Against this backdrop, we see the credit cycle continuing to adjust to slower economic prospects, as well as high household and corporate debt in several countries weighing on some sectors' credit outlooks," it said. The US economic recovery is strengthening, and Standard & Poor's expects this trend to continue in the fourth quarter and through 2015, boosted by growing momentum in the labor and housing markets. According to the agenda, the EPFO has also expressed its inability to collaborate with public sector developers for construction of houses as it is a specialised job. Considering the priority of the government and the low risk associated with the housing loan, EPFO has proposed to CBT to consider investing in private housing finance companies with up to AA+ rating without any restrictions as eligibility criteria.

Road Projects Race Ahead As Govt Steps On Gas 75% of projects awarded last fiscal already being executed, says CRISIL Research By A Business Reporter

A

study by CRISIL Research, on the status of road projects awarded in the last fiscal shows an unprecedented pick-up in execution amid a proactive government and faster approvals by implementing agencies. This is expected to improve the returns for the developers of buildoperate-transfer (BOT) projects and companies engaged in the construction (engineering, procurement & construction -- or EPC -- contractors) of roads. Of the 16 projects awarded in 2013-14, work has already begun on 12 – or 75% of them. That’s a big difference considering that for projects awarded in 2011-12 and 2012-13, work had begun only on 10% and 18% of them, respectively, at a similar juncture. And in some of the projects awarded last fiscal, progress has been as much as 4050% already. Such momentum is unparalleled and stands in sharp relief to the imbroglio seen in Today, it takes on average only 7 months -- which is much closer to National Highways Authority of India’s (NHAI) target of 6 months - to achieve the ‘appointed date’ (when the concession period starts; on the other hand, tolling begins from the ‘commercial operations date’ or COD) after the award of a project, compared with "This is a welcome respite and augurs well for the road sector. In the last five years, 90% of the national highway projects completed were delayed because of lack of environmental clearances, nonavailability of land, funding constraints, etc. The average time

overrun had increased from about 20 months in 2008-09 to about 50 months in 2013-14. Both BOT and EPC projects got stuck, with the average delay around 13 months for BOT projects and 45 months for EPC projects, said Rahul Prithiani, Director, Land and environment issues have not only caused time overruns but also a significant 45% cost escalation –or an average Rs 2,000 million -- per project. To clear the snarl and spur execution, the government has been taking many proactive steps such as fast-tracking environmental nod, delinking forest and environment clearances, increasing limits on sand mining, and enabling online filing for clearances to construct rail overbridges and underbridges. These are notable changes because they were often the reason why many projects stalled earlier. On its part, the NHAI also ensures now that at least 80% of the land is in possession when projects are awarded. "If the government swiftly implements the measures already announced, and continues with efforts to further streamline approvals, we expect average delays to come down to less than 6 months over a period of time. For developers, that will be a big advantage because project returns can improve by at least 200-300 basis points. Further, there will be a healthy improvement in the profitability of EPC companies as their working capital cycles will contract and overhead costs reduce, said Prasad Koparkar, Senior Director, CRISIL Research.

Consumers Confidence In Economy Grows By A Business Reporter

A

23

barometer of Indian consumers’ perceptions on the economic conditions of the country, an Economic Conditions Index, collated by Zyfin Rsearch has been on a steady uptrend, reflecting the improving mood of consumers. The monthly index has been on an uptrend since January 2014, reaching its highest score of 67.2 in November 2014. The uptrend coincides with the period when a change in government was apparent. This suggests a growing belief among consumers that economic conditions will improve in the near future, which should have a huge impact on India’s consumer-driven economy. The index had been on a steady downtrend since its inception in October 2011, before bottoming out in December 2013, with Indian consumers expressing their disappoint-

ment with the prolonged slowdown over two consecutive years. Indian spenders now, however, see a ray of hope in the new government and this shift in opinion may go a long way in determining India’s aggregate demand, driven by heightened consumption. This will be an effective solution to grow our sagging GDP; although, much depends on the government’s continued ability to manage these expectations, which is necessary for Indian consumers to feel confident enough to loosen their purse strings. The recovery in Economic Conditions is a widespread phenomenon, with consumers in all four regions of the country, North, South, East and West voicing similar opinions. Interestingly, consumers in South India were first to react, with the Index for this part of the country starting to pick up as early as June 2013. The remaining regions joined in the beginning of this year.

‘The best innings of my career’

DELAIDE: Coming in the wake of Phillip Hughes' tragic death, an emotional David Warner today said his innings of 145 runs on day one of the first cricket Test against India was the "best knock" of his career and would stay with him for the rest of his life. Warner's 10th Test century helped Australia finish the first day at 354 for six. "It is probably the best knock of my career," said an emotional Warner after the day's play. "Hopefully, I can score some more hundreds later on but this is definitely going to stick with me for the rest of my life. Throughout the innings I had this gut feeling that my little mate (Hughes) was with me at the other end, all the time from ball one. I know he will be laughing at other end about all the support and the messages he has received because he wouldn't have believed the amount of support he has had not just in Australia but from all over the world," he added. Warner said he had initially thought of not celebrating his century. "I thought of not celebrating my hundred, but then Hughes would have wanted me to, knowing him. Michael (Clarke) was at the other end with me and he said he would have been proud of me. Even he (Clarke) raised his bat when he was batting on 37 not out and I hope Michael can come out tomorrow and get the rest of his 40-odd runs," he added. Warner made a rousing start to the day, hitting a plethora of boundaries, and even though Australia lost two wickets in the morning session, he added 118 runs with Clarke for the third wicket. Afterwards Clarke had to retire on 60 owing to a lower back injury.

MUMBAI-J&K MATCH KEENLY POISED M 30

UMBAI: The Ranji Trophy Group A cricket match between Mumbai and J&K was evenly poised at the end of the third day's play with the visitors finishing on 58 for one while chasing a modest target of 237 on a wearing track at the Wankhede Stadium here. Jammu and Kashmir, who are meeting the 40-time champions for the first-time ever in the tournament, require just 179 more runs on the final day with nine wickets in hand to cause a major upset in the beginning of the tournament. But the wearing wicket here would give Mumbai a great chance to stop their rivals from scoring an upset win. At stumps on day three, first innings centurion Shubham Khajuria (34) and Bandeep Singh (11) were at the crease. J&K had taken the first innings honours by grabbing a small lead of 18 runs over the hosts, who, however, batted

Must have separate SC proposes high-powered committee to cleanse cricket camp for doubles: Prakash Padukone UMBAI: India should consider having a separate camp for doubles badminton players to improve the standard in this format, feels legendary shuttler Prakash Padukone. "My suggestion to Badminton Association of India (BAI) and government would be to consider having a separate camp exclusively for doubles players, so that in the next 3-5 years we can improve the standard of all the three events (men's, women's and mixed doubles)," Padukone told reporters after the announcement of the Tata Open International Challenge. The former badminton player pointed out that the format has been struggling, and a separate training camp and coach will help improving it. "It is very evident that in the played (doubles) events we are not doing that well. I had suggested a few years back that we should have a separate camp only for the doubles players, in a separate place with a separate coach. We probably need a little funding from the government. We have a coach who looks after both singles and doubles but I think majority of his time is spent in training singles players," he said. The Arjuna awardee further said that the players first try their luck in the sin-

gles format and if they don't succeed then they turn their attention to doubles. "Right now because there is no separate camp and the focus is so much on singles, even though somebody's pet event is doubles, they will still play singles. Right now what is happening is that if you are not good in singles or if you don't make it then only you go for doubles. That should not be the case. Some people are naturally inclined towards doubles but they also play singles to try. If they don't make it by the age of 19 or 20 then they go for doubles. May be at the age of 9-10 if you have a good quality, like in cricket at a very young age you specialise. The camp should not be combined with singles. If it is in the same place, the focus will always be on singles," said Padukone.

SOUTHAMPTON: Two clinical finishes from Robin van Persie gave Manchester United a 2-1 victory against Southampton in the Premier League, despite the visitors being pegged back for much of the game at St. Mary's. Van Persie scored with United's only two efforts on target to give Louis van Gaal's side its fifth win a row and overtake Southampton in third place. Southampton dropped to fifth behind West Ham after its third straight loss against the teams it hopes to challenge for a top-four spot -- Manchester City, Arsenal and United. Van Persie punished a wasteful performance from the home side, which created enough chances to win the game comfortably. He took advantage of a defensive blunder to put United ahead after 12 minutes, and went unmarked to meet Wayne Rooney's free kick at the far post to poke in the winner after Graziano Pelle had levelled for Southampton in the 31st. "I don't think we played our best football today," Van Persie said. "In the end, it's a fifth straight victory. We're on the way up."

31 NBA star LeBron James breaks protocol, puts arm around Kate

Britain's Prince William and Kate, Duchess of Cambridge, watch the second half of an NBA basketball game between the Brooklyn Nets and the Cleveland Cavaliers in New York.

NEW YORK: In a breach of royal protocol, basketball legend LeBron James put his arm around Prince William's wife Kate while posing for photographs here. The Duke and Duchess of Cambridge, who are on three-day US trip, met James after watching a basketball game between the Brooklyn Nets and the Cleveland Cavaliers at the Barclays Center indoor arena. Prince William and Kate were also presented with NBA jerseys, including a small one for their young son, Prince George. While posing for photographs last night, James appeared to surprise Kate by breaking royal protocol and placing his arm around her. The breach of protocol echoed the time when Michelle Obama caused a stir by putting her arm around the Queen in 2009. The royals are on their first official trip to the US since 2011. Their schedule for their threeday trip also includes a visit to the National September 11 Memorial and Museum, a visit to showcase arts education at a youth organisation, and a black-tie fundraiser for their alma mater, the University of St Andrews. Earlier, James treated them to a breathtaking display of brilliance as he led the Cleveland Cavaliers to their seventh win in a row. Rapper Jay-Z and superstar wife Beyonce were seen chatting with the royals during the interval. The four-time NBA Most Valuable Player and double Olympian James met the royal couple at the end of the match. "I gave them a shirt and thanked them for coming here to America to watch our game," James said. It was their first time watching a basketball game. It was an honour that I would be the guy that they decided to watch," he said.
