ow else can one explain it? Suresh Prabhu is in Delhi as a Shiv Sena leader. And the BJP springs a big surprise: On the day of swearing-in of ministers (yesterday), he quits the Sena, joins the BJP and is inducted as a Cabinet Minister. All the time, Shiv Sena president Uddhav Thackeray had no clue about this. It was a surprise the BJP sprung on him. And yesterday, Shiv Sena leader Anil Desai left Mumbai by plane to Delhi. He landed there just an hour before the swearing-in ceremony. He did not go to Raj Bhavan. He sat at the airport and he was advised by his chief to return by the next plane. The BJP must have made all its plans and as per them, carried out the secret operation. Even as Uddhav Thackeray was bargaining with the party heads, making stiff conditions for his support, the BJP must have got its plan ready. All along the BJP, apparently playing a game with him, never once was serious about giving an inch of space. Meanwhile, Uddhav Thackeray
wanted the BJP to spell out its stance on whether it will take the support of the Nationalist Congress Party (NCP) by the trust vote on November 12 or else, he said, the Sena will sit in the opposition benches. Addressing a crowded press conference at Sena Bhavan, he clarified that the Sena was not hungry for power. Sources disclosed that the talks between the Sena-BJP leadership broke down over allocation of union cabinet berths for Sena. Meanwhile Uddhav announced the name of senior Sena MLA Eknath Shinde from Thane as the party's legislature wing leader. Speaking to newspersons at state BJP headquarters, Chief Minister Devendra Fadnavis expressed regret over the Sena move asking Anil Desai to return back to Mumbai instead of taking oath. He said that the name of Anil Desai was sent to Rashtrapati Bhavan after due approval from the Sena. EW DELHI: A qualified Chartered Accountant, former Shiv Sena leader Suresh Prabhu on Sunday formally joined the BJP before being sworn in as Cabinet Minister in the first expansion of the Narendra Modi government. Prabhu, who was Power Minister in the Atal Behari Vajpayee-led previous NDA government, received the party's primary membership in the morning and was welcomed by senior party leaders. Prabhu returns to the Union Cabinet after having served in the Atal Behari Vajpayee government during when he won kudos for imparting a new dynamism to the functioning of the Power Ministry.
That the 61-year-old bankerpolitician from coastal Konkan was in good books of the Narendra Modi regime became evident after he was appointed head of a government panel on power revamp called Advisory Group for Integrated Development of Power, Coal and Renewable Energy. Prabhu was also appointed as Modi's 'sherpa' to assist the Prime Minister at the upcoming G20 summit in Brisbane, reports PTI. There were reports in Maharashtra political circles that Modi wanted him at the Centre despite

Amidst the general upheaval witnessed in the ending of the saffron alliance between Shiv Sena and BJP, a young lady SNEHAL AMBEKAR, a B Com graduate in her early 40s, who has experience of a mere couple of years in civic work, presently occupies the hot seat as Mumbai's Mayor. With the state political scenario changing all the time, and though her position as the First Citizen of the city is in danger, Ambekar has thought it prudent to concentrate on work, rather than figure out the various mathematical calculations of councillors in the Brihanmumbai Municipal Corporation (BMC). Amberkar's rise has been rapid to say the least. After being an Office Assistant in a private firm, she then joined the Life Insurance Corporation, and was later promoted as Direct Sales Executive of LIC. This post, actually helped her in the ultimate selection as Mayor. True, Mumbai has had five woman mayors in the past, but what sets her apart is that she is one of the youngest Mayors of the city. Here in a chat with the lively lady, VISHNUDAS SHESHRAO gets answers on a range of city issues. What were your distinguishing characters from the others in the fray for the post of mayor? I don't know what my party leaders saw in me as they considered me worthy for this post. It's greatest honour for me to be the first citizen of the city. Well, I think it is my experience in the private sector that distinguished me from others. Those who work in private organisations know the pain of working in the private sector. One works under immense pressure, at comparative lesser salary and one never knows when one's organisation will sack anyone. One has to prove his worth ever day In the first two and half years, I worked round the clock. They saw me working. I used to sit in the Shakha (Sena local party office) and come to the spot at midnight if the situation demands. My dedication and devotion to my chosen goals distinguish me from others. Of course, I always have the blessings of the seniors! What was your area of work before you come to politics? I was working as a Direct Sales Executive with LIC. My job profile was, meeting prospective customers who had expressed interest in life insurance schemes. My task was to convince the prospective customer the significance of various LIC schemes and to spell out which scheme is most suitable for him.

Actually, I am junior councillor, so I did not get time in house to raise questions. However, all my issues were answered through our leaders. I was a member of Law Committee and Works Committee of the City. I participated in regular discussions and raised questions in these committees. Do you feel comfortable as you face a house which in the course of many a session, works up quite a ruckus! There have been only a few House sessions since I took charge and most of the session were adjourned over some petty issues or the election campaign. It is not comfortable any more, it is a tough job. It is very similar to being a judge. The corporation has profound legacy and heritage, I am studying the protocol and rules and trying to be worthy of it.

It perhaps needs protection. And sometimes, our nations of security arrangements are totally wrong. For instance, to see how security is done at the Churchgate station. Anyone can go to any platform and plant a bomb. At the entrance sit some security men: does this stop any terrorist from going into the station? It is the same situation at the Gateway. Surprise baby
A zoo in America, the LA Zoo, recently witnessed the birth of its first hippopotamus in 26 years. It was a bit of trick, too, because the mother was on birth control.The zoo says the birth of the hippo was somewhat of a surprise, but staffers had noticed the mother hippo gained weight, which made them suspect she was pregnant. Vets haven't determined the sex of the new hippo yet, but they say the baby appears to be doing well and is bonding with mom. The mother, 10-year-old Mara, came to the zoo in December. The father is a 3-yearold named Adhama, who arrived last year. We can only hope human birth control is not as ineffective!
Missing kids
Nobel Prize winner Kailash Satyarthi says every hour as many as 15 kids disappear. That works out to nearly 13 lakh kids per year. Whenever he traces a kid and rehabilitates him or her, he says he feels liberated. Where do they go and why do they go there? Quite often the kids have to do back-breaking work till the early hours of the morning. For all this they get nothing much to eat. They have to work even if they are not well. From all this misery and pain they run away. There are boys and girls who are in search of food. Hunger
makes them leave their homes. Trafficking in kids takes place on a large scale. When they are caught once, they are exploited fully – in various ways. Those who search and seize them have no mercy towards them. If they become inconvenient, they just sell them off. In all states, usually the police do not bother about missing kids. They dismiss the work involved in this as a futile chase. And the kids are of course mostly poor and they do not deserve much attention. In Mumbai, a couple of days ago, the police chief said an ardent effort will be made to find missing kids.

The latest from the Sena camp is that it has virtually

made up its mind to sit in the opposition benches both here in Maharashtra as well as in Delhi. Even as the party lurches from one end to another, there are still some who are pinning hopes on the last minute intervention from the Prime Minister. The Sena appears to be speaking for the moment in too many voices and the leadership appears to be hesitant in taking any firm decision. It clearly lost the ground when in a clever move the Nationalist Congress Party (NCP) unilaterally declared its outside support to the BJP even before the full results were out on October 19. Many believe that had the Sena pre-empted the NCP move by declaring its support to the BJP, the latter would have found itself in a political tight-corner. During the poll campaign it went hammer and tongs after the BJP, Modi and BJP president Amit Shah labelling them with choicest words. To make matters worse it did try to explore the possibility of tie-up with the NCP with outside support of the Congress to clobber up an alliance government. The latest we heard was that it again wanted the NCP to help it corner the BJP over the Legislative Assembly Speaker's post. Another mistake that it did was to seek intervention of the BJP patriarch L K Advani, Sushma Swaraj and others who are no longer in the decision making process. In the case of Maharash-

The dithering and haggling over seats and portfolios has caused deep divisions within the party with one group favouring a pullout, the other tasting the fruits of power that they are close to grasping after a 15 year long wait. Even if Uddhav Thackeray decides to pull out, the question is will he be able to stem the tide of potential party deserters. For the BJP splitting around 40 Sena MLAs or splitting other political parties en-masse is a bit difficult to reach the majority mark of 145. Taking outside support of the NCP to scrape through the trust vote will not be that easy as questions will be asked of its intent even as it had during the poll campaign had vowed to investigate the swirl of alleged corruption cases against some former NCP ministers. History of minority governments in the state has not been that good at all. The 13th legislative assembly is a strange fractured one with no clear winner. NCP chief Sharad Pawar knows it very well. His Progressive Democratic Front (PDF) government of 1978, a loose combination of right and left wing parties did not survive for too long. Moreover, for the BJP the risk is to trust the NCP to support it from the outside knowing fully well at the back of its mind that the NCP can pull the plug at any given time. The 2014 elections have been a watershed one where electoral, political and ideological contours have been redrawn.

he Brihanmumbai Municipal Corporation is trying to cover up the alarming situation involving the many dengue deaths in the city by claiming that the situation this year is better than in 2013. The delayed fumigation process across the city is the main cause of the trouble as the BMC is facing problems in the purchase of pyrethrum oil for the fogging machines. Fumigation is considered as one of the crucial measures to curb mosquito-breeding and the the corporation's political leaders seem to very annoyed as the company which was given a contract last year
in the month of April is failing to provide quality pyrethrum oil purchased from M/s Universal Organic and M/s Neetaphal Industry. Even after being paid Rs 27 crore by the BMC, the two companies have failed to deliver the goods. BMC's BJP leader, Manoj Kotak, wrote a letter to the civic chief Sitaram Kunte asking him to clarify and institute an inquiry against the officers involved who are interacting with these companies which are providing pyrethrum oil. According to the Right to Inquiry (RTI) details acquired by Kotak, the two aformentioned companies have been by banned by the the Pune, Surat Municipal Corporations and the Madhya Pradesh government respectively as they do not have necessary licenses and required permissions to supply oil and what’s more significant, the
type of oil they provide is of 'poor quality'. The BMC had in fact, fined this company Rs 68 lakhs for providing poor quality of oil last year and if Pune, Surat and Madhya Pradesh have banned then why is the BMC entertaining these companies for the supply of oil again and again when the companies time and again are failing to provide the goods? queried Kotak in his letter to Kunte. When asked for a response, Sanjay Deshmukh, Additional Municipal Commissioner of the BMC said, “The fumigation is going on well and if we look at the statistics in the cases of dengue, this year has come down as compared to last year from 9,000 to 7,500 with nine deaths.” Finally Kotak has asked the civic chief for a thorough probe into this matter.
45% of breeding spots found in high rises, says BMC
Additional municipal commissioner Sanjay Deshmukh said dengue's incidence has gone up due to the delayed winter (the Aedes Aegypti mosquito thrives and breeds in warm, humid weather) despite coming up with awareness programmes and banners/posters, people are not taking it seriously. “We are working on an advertisement which will help us create awareness amongst the people and 45% of the breeding spots of mosquitoes were found in highrises, indicating that people's habits encourage their breeding,'' he said. The civic administration has also introduced guppy fishes in various water bodies to curb the disease. Deshmukh added, “Every day the fumigation process is on in every corner of the city, as there are more than 3,000 civic employees working on it.”
467 cases against people registered in the court
Dr. Rajan Naringrekar, Head of the Insecticide branch of the Public Health Department, said, “467 cases
against people have been registered in court as they did not let the civic staff enter their premises to check the breeding process. We have failed to tackle the issue because of lack of awareness and support from the people. People's participation is a must as people from affected and disease prone areas complain that in spite of rising dengue cases in the city, fumigation is not done on a regular basis. Reduction of breeding spots is critical while fogging or fumigation is only the last resort. Also, constant fumigation can only worsen the situation as the mosquitoes get immune to it.”

Sanjay Deshmukh yesterday said that, “Notices have been sent yesterday to the societies were the mosquito breedings were found in a cooperative society in Mazgaon, where a well known politician has a flat, Bandra's Sai Dutta and Priti co-operative societies.” Shaikh family who resides in Vakola-gaonthan also got a notice as the civic officials have found more than 100 mosquito breeding spots.

Sources in the BJP disclosed that after the swearing-in ceremony in Delhi, BJP president Amit Shah and Fadnavis did meet to discuss the Sena move. But the meeting remained inconclusive. However Sena sources at the Sena Bhavan, speaking to the ADC on conditions of anonymity, disclosed that the question of union cabinet berths was secondary. They said that for the Sena its self-respect here and its share in the state cabinet was of paramount importance. The BJP had earlier offered the Sena one cabinet rank and two ministers of state berths in the union cabinet, they said and added that at around 1 pm, BJP president Amit Shah watered down the proposal and offered one cabinet rank berth with the proviso that additional berths could be considered six months later. At this point Sena sources disclosed that Anil Desai who had gone to Delhi with his family for the swearingin was asked to return back. Sena president Uddhav Thackeray stated that antiHindu forces were raising their heads in Maharashtra and the country. He said that it was NCP president Sharad Pawar who had coined the phrase “saffron terror” for the Sena-BJP and they had rushed to offer aid to Ishrat Jahan. Thackeray added that if the BJP was
going to take direct or indirect support from the NCP then it would be difficult for the Sena to support the BJP. “Still two days are left. Thereafter it will become all clear”, remarked Thackeray. Asked about whether he would ask union minister for heavy industries Anant Geete to tender his resignation, the Sena president remarked “the 'Gita' (read Geete) message will be known to you soon. When asked as why he had asked his MP Anil Desai to return from New Delhi airport, he reiterated his earlier statement that it would have been laughable for the Sena to have accepted the union cabinet berth while the BJP here were to take the support of the NCP. He added further “I did not get a reply from the BJP to my question, hence I asked Anil Desai to return.” He rubbished media reports about his leaders having secret parleys with the NCP leadership over cornering the BJP over election to the post of Assembly Speaker. When asked about what his stance was over the trust vote on November 12, Thackeray stated that he was not bound to wait for the trust vote. He added that he could not take a decision right now and that his decision would also depend on who the BJP fields as its candidate.

Paver block used by drug addict to smash panes of seven cars in Vakola, Santacruz in the wee hours

he Vakola Police arrested with in two hours a drug addict who allegedly smashed the window panes of seven cars and robbed valuables from them at Agripada in Vakola, Santacruz (E) during the wee hours of Sunday. The Madhu Manisha society members and car owners are happy with the immediate action taken by the police and recovering the stolen goods after nabbing the accused identified as Nagendra Sharma (30). The valuables were recovered from his Accused Nagendra Sharma
shanty. According to Lekha Mukund, one of the victims who's car was damaged badly, “Around 03.30 am we heard someone smashing the car window panes so we rushed to the spot and found that six more cars along with our car were also damaged and our belongings including vehicle papers were missing from the cars. W then informed the Vakola Police who nabbed the accused in a couple of hours. A taxi driver, Subedar Yadav whose cab was also damaged said, “The accused has also taken and hidden my papers. If my papers are not found I have to face a lot of trouble.''
The complainant in this case, Sagar Patil who works with a private firm said, “Accused has damaged expensive cars including Swift, Santro, Ford Figo etc. He used paver block to smash the windows”. Vakola Police revealed that, “After we got the complaint we reached the spot and found blood stains inside the cars so we began an inquiry and with the help of our informer we caught Nagendra Sharma and the injury on his hands confirmed his involvement in the crime. He has been arrested and will be produced before the court on Monday for further remand.”

A
woman’s attempt to end her life by setting herself on fire claimed the life of her three-year-old son who also succumbed to burn injuries along with his mother. Abject poverty coupled with constant harassment from her jobless husband allegedly drove 28-year-old Jyotsna Dhanji Koli to commit suicide by immolating herself
inside her fourth floor flat in Vardhaman Apartments, on the Tulinj Road area of Nallasopara (East). The woman’s three-yearold son Umang, who apparently caught hold of his mother, also sustained severe burn injuries. The tragic incident was reported on Wednesday. Umang died the next day and Jyotsna succumbed to her burn injuries on Sunday afternoon while undergoing
treatment at a Mumbaibased hospital. Prima facie investigations have revealed that Jyotsna took the extreme step as she was fed-up with regular tiffs with her alcoholic and unemployed husband who has been untraceable since the day of incident. A case of suicidal death has been registered and the Nallasopara police is carrying out further investigations into the case.

he Kherwadi police on Friday solved a unique car robbery case when they found that the missing car was stolen by the complainant himself who was looking to make a quick buck. The matter was revealed with the help of the CCTV cameras installed at various junctions alleged to be the crime spots according to the complainant Vijay Kumar Yadav. However the police had doubts about his complaints when the CCTV footage had no trace of an 'Innova' as mentioned in the complainant's copy. On October 23, at around 05.45 am, Vijay Kumar landed in the Kherwadi police station along with the manager of the travel agency he works for, Pramod Satpute, to file an FIR. He concocted the story of being robbed of his car
while he was on his way to the domestic airport at around 2 am. He said that four youths on two bikes stopped by his car at the Dharavi T-junction and held him at knife point. They allegedly drove him to an unidentified place and then fled in the Innova which he was driving for his travel company. After the FIR was filed, the cops began their inquiry. The Kherwadi police checked all the CCTV footage installed at the junctions mentioned in Kumar's complaint. But nothing showed up to corroborate his story – not the four bikers, nor the car itself. The police then began suspecting the authenticity of Kumar's story. Two weeks later, they called him to the police station and showed him all the CCTV footage that they had collected, including from the Dharavi T-junction,
and asked him to point out his car and the four youths who robbed him. According to the police, Vijay Kumar looked defeated at that point and they began cross interrogating him. Within minutes, he confessed that on October 23, after dropping off his customer at South Mumbai, he called his
brother Omprakash and asked him to hide the car at his Nalasopara home. Kumar said he wanted to make a quick buck. He has now been booked under various sections of the IPC and is in police custody. The FIR which he filed earlier has been rendered fake, an officer added.

3-day Assembly session begins A
three-day special session of Maharashtra Assembly will begin from Monday, during which Chief Minister Devendra Fadnavis will seek a trust vote. Governor Ch. Vidyasagar Rao will administer oath to Jeeva Pandu Gavit as pro-tem Speaker of the Assembly in Raj Bhavan at 10 a.m. today, an official told PTI. Assembly proceedings will start at 11 a.m. and the first two days will see the members of the 13th Assembly take oath. On November 12, the Speaker will be elected after which Fadnavis will move a trust vote. The session will conclude with the Governor's address to legislators. Amid reports of Shiv Sena's de-
mand for some ministerial berths, Fadnavis had earlier said no minister will be sworn-in before the trust vote in the state Assembly. The Cabinet expansion will happen only after the confidence vote, he said. With Sena MP Anil Desai not taking oath in Delhi today, it looks unlikely that Sena will join the state government after all. BJP has 121 MLAs in the 288member House and the 41-member NCP has assured its outside support, sans any condition, to the new government. As a result, the party led by Uddhav Thackeray, which has 63 MLAs, may sit in the opposition unless it takes up any "respectable" offer made by the BJP.
Youths joining ISIS: Institute head to be quizzed again by ATS T
he head of a technical institute in Maharashtra's Raigad district will again be interrogated in a day or two for his suspected role in radicalising youths towards terror group Islamic State of Iraq and Syria (ISIS), a state Anti-Terror Squad official told PTI. "The principal of a technical institute in Panvel had been questioned earlier after he was suspected to have brainwashed a group of four young men, who disappeared from Kalyan and were believed to have joined the ISIS. We suspect that he might have propagated about ISIS among other youngsters too," the official said. "Some teachers of the institute were also questioned before," he said. The principal has again been summoned and is expected to turn up before the investigators in a day or two, he said. In May this year, four youths -Arif Majeed, Shaheen Tanki, Fahad Shaikh and Aman -- from neighbouring Kalyan town had left India to visit holy places in the Middle East, but disappeared thereafter. They were suspected to have joined the ISIS. On August 26, Ma-
jeed was reportedly killed in bombing. The ATS had questioned several people from Kalyan, Thane and Navi Mumbai for their suspected role in motivating and providing logistical support to the four men and facilitating the recruitment of others. During investigation, the agency had discovered that two Afghan nationals -- Rehman Daulati and Ahmed Rateb Husseinzade -- were persuading youngsters from Kalyan and allegedly indoctrinating them. Also, they had flouted the Foreigner's Act, Registration of Foreigner's Act and Registration of Foreigner's Rule, police said. Further probe revealed that one Aadil Dolare, a fruit seller, was suspected to be the main person involved in brainwashing the men from Kalyan, they said. An FIR was registered at the Bazarpeth police station in Kalyan against Dolare, the Afghan nationals and the manager of a hotel (in Kalyan), Govind Thappa, in the last week of September, who allowed the foreigners to check-into the hotel but did not inform the police as per norms, police added.

While a technical snag and duty time restrictions on cabin crew grounded AI-191 Mumbai-Newark flight on Saturday, the MumbaiLondon flight (AI-131) was delayed by nearly three hours due to the mock drill at the airport, reports PTI. When contacted, Air India admitted to the delays and claimed that passengers had been taken care of. "Yes, we had to cancel the AI-191 Mumbai-Newark flight with 191 passengers due to a technical snag yesterday. When the snag was rectified, the FDTL (flight duty time limit) of the cabin crew came into being and thus had to cancel the flight," Air India said in a statement. The airline further said out of the
191 passengers, 44 were provided hotel accommodation and the rest who came from Mumbai were given taxi fares. All of them were accommodated on today's flight at 0130 hours which had full load of 303 passengers. The passengers who came from Ahmedabad were sent to Delhi for the JFK flight which departed at 0200 hrs on Sunday from the national capital, the airline said. As regards the delay of AI-131 Mumbai-London flight, the airline blamed it on the mock drill at the airport. "Though the flight was ready for departure at 1400 hrs yesterday, it was delayed to 1620 hrs due to a mock drill by MIAL which lasted till 1530 hrs," AI said. In the past few weeks, AI had been facing severe delays, so much so that the aviation ministry had to issue instructions to the national airline to improve its on-time performance.

ven as Shiv Sena Executive President Uddhav Thackeray is fighting a battle with Bharatiya Janata Party (BJP) on giving support to the government in Maharashtra, another struggle within the family is all set to be heard with the commencement of the trial on a petition filed by his brother Jaidev Thackeray, the estranged son of late Shiv Sena supremo Bal Thackeray, challenging his will. This comes as the Bombay High Court today will decide the date for commencement of trial on Jaidev's petition. The case had come up before Justice Gautam Patel on November 2 and Sena president Uddhav Thackeray has filed 'a probate petition' in the HC to get his father's will certified. Jaidev, who does not get any property under the will, has opposed the probate and questioned the va-
Bal Thackeray lidity of the will, saying that his father could not have left him out of his will. The court has turned the probate proceedings into a 'testamentary suit'. The High Court had earlier refused to grant interim relief to Jaidev who had sought to restrain the beneficiaries of the will from selling or disposing of the properties. Uddhav, who took over as Shiv
Sena president after his father's death in November 2012, is one of the beneficiaries. The properties left behind by Thackeray are worth Rs 14.85 crore and include his iconic bungalow in suburban Bandra, 'Matoshri'. Jaidev has also alleged that Uddhav, being the leader of a political party, would use his influence to get the will executed. He also says that his father's properties were worth much more than what is stated in the probate petition and `Matoshri' itself is worth Rs 40 crore. The will bequeaths the first floor of Thackeray bungalow to his grandson Aishvarya – the son of Jaidev and his divorced wife Smita. The second floor has been bequeathed to Uddhav and his sons Aditya and Tejas. The ground and third floors have been given exclusively to Uddhav. BMC starts surveying public toilets By A Staff Reporter

he Brihanmumbai Municipal Corporation (BMC) are surveying the public toilets in the city which will help compile data of what will be required to upgrade the state of the toilets. Additional Municipal Commissioner Vikas Kharage said this survey is being carried out as a part of BMC’s implementation of Swaccha Bharat Abhiyan. “In the ward level, the toilets which face problems will be fixed by November 19
which is observed as World Toilet Day,” he said. “We are also in the process of constructing more toilets for senior citizens. The discussion over Right to Pee is already on. The campaigners, members of 30 NGOs, have come forward to make toilets for women in the city. They have shortlisted 175 locations where toilets can be built,” said Kharage. The survey is being carried out under the supervision of Prakash Patil, Deputy Municipal Commissioner (solid waste management). He said,
“We have surveyed around 1,000 toilets and the problems will be looked upon and fixed by November 19.” Kharge also explained, that the civic body is also going to conduct a week-long workshop from November 14 which will end on World Toilet Day. Transport ministry seeks ideas for All India permits to tourist buses By Vishnudas Sheshrao
T
he Ministry of Road Transport and Highway (MoRTH) has now invited suggestions and objections from the public over the innovative idea of an 'All India Permit for Tourist Buses' to bring uniformity in the taxation levied on the tourist buses at the national level. At present, there is variation between taxes on motor vehicles. Different states have different tax systems in terms of quantum of tax. Besides, the structure of tax is also different in various states and union territories in the country. Some states determine the taxes on the basis of passengercarrying capacity of the vehicle. Consequently, the vehicles covered by the National Permits and coming from outside a state has to pay taxes or fees of the concerned state. It cause inconvenience to tour operators and gives scope to agents and touts. The final burden of the taxes has to be borne by the passengers. To facilitate bus operators across the
country and bring uniformity across the nation, MoRTH introduced the concept of 'All India Permit for Tourist Buses' on payment of annual consolidated fee in lieu of taxes or fees levied by the state government. Officials said that under the new proposal, the tour operator will be granted a National Tourist Permit for a period of at least three months. The tourist permit fee will be the same as the highest fee structure among all the states and union territories. The new permit will have a validity of fives years which will allow a tourist bus to move across states seamlessly, on the precondition of payment of an annual consolidated fee. According to officials, the annual fee structure for different buses will be different. For an ordinary tourist bus, the annual fee will be Rs 50,000 and for luxury tourist bus it would be Rs 75,000. For super luxury tourist buses, the fee would be Rs 1,00,000. To curb the menace of touts and agents, the MoRTH has planned to collect a consolidated fee through an online portal by designated banks.

HERE is no friend or foe in politics. Yesterday’s enemy can become today’s friend. There is nothing like a traditional ally, concealed rapport etc. It is all centered round power game. The Shiv Sena was confident that it would get the maximum number of seats in the Maharashtra Assembly elections. That, however, did not happen. Uddhav Thackeray underestimated the power of the Modi wave that had inexplicably swept across the country. The man almost mesmerised the nation. And in Maharashtra where the BJP never fared well in elections, where it never fared well in the Mumbai Municipal Corporation, won the largest number of seats. Mr. Uddhav must have got the shock of his life. The Shiv Sena was always the dominant partner in its alliance with the BJP. Today, the situation has changed. Uddhav Thackeray finds himself playing a secondary role. The BJP has made it known it means business now. In all fairness, it must be said that the BJP had offered equal number of seats in the Assembly poll. The split over seat-sharing occurred because of the Shiv Sena. The BJP has made it clear Uddhav can no longer dictate terms to it. Being in a position of power, the BJP has told him, if an alliance is formed, the dominant partner will not be the Sena but itself. No wonder than, the BJP has rejected almost all its demands.

N the 70s, with Mrs Indira Gandhi at the peak of her popularity, the small and splintered Opposition would often unite under a single name and flag to try and challenge her, only to fall apart soon after. Barring the Jana Sangh, the precursor to the present-day BJP, no other anti-Congress group counted for much anyway. Disgusted with the tendency of the fragmented and egomaniac Socialists, a cabal of leaders with hardly a follower, to call the shots, a chastened Jana Sangh finally wearied of supping with the minor anti-Congress groups and decided to carve its own separate identity. That it did well to chart its own independent course after the break-up of the Janata Party and formed the BJP in 1980 ought to be obvious to all. But this is not about the state of the Opposition during the heyday of the Congress Party under Indira Gandhi when it ruled at the Centre and in a large majority of the States as well. It is about her dismissive reaction every time the anti-Congress forces tried to cobble together an alliance. Haughtily she would remark, ‘Well, if all the zeros get together the result would still be zero.’ Till her Emergency-inducted rejection in the 1977 election, Indira Gandhi could afford to be contemptuous of these parties which tried to dislodge her from power, but in vain. We were reminded of the biting comment of Indira Gandhi when, on Friday, the media flashed photographs of various leaders of what was once the Janata Parivar. Messrs Mulayam Singh Yadav, H.D. Deve Gowda, Sharad Yadav, Lalu Prasad, and, above all, Nitish Kumar, met over lunch to explore the likelihood of unity yet again. All these gentlemen, you would recall, were once together under a single banner, but their clashing ambitions had forced them to part ways. Hungry for power, each one of them separated to form his own small group. It is again ambition of another kind that has egged them on to sink their differences, at least for the present, and forge some kind of a common front. Fearing marginalization by an ascendant Modi-led BJP, Laloo and Nitish, Laloo and Mulayam are desperate to hold hands and repulse the common enemy who now threatens to demolish them in their own home States. Again, the motivation for unity is negative. And, therefore, the bond might not prove durable, but since most politicians are prone to live in the present, you can bet that a new version of the old and failed Janata Party is set to emerge sooner than later. Though they all pay lip service to Ram Manohar Lohia, independent India’s rare thinking politician, they have all singly and together failed the great socialist’s legacy. Lohia was an uncompromising opponent of the Congress Party. Whether it is Mulayam or Laloo, Gowda or Nitish, they have all compromised with the Congress for the sake of power. Lohia in his time had allied with the Jana Sangh, without in anyway being defensive about that alliance because it stemmed from an ideological and intellectual affinity. As for his followers, well, they divorced ideology a long time ago and now hanker after power for its own sake. It is most likely that following Friday’s luncheon meeting of these veterans of countless permutations and combinations in the political firmament, there will be further progress in putting together the Humpty Dumpties of the erstwhile Janata Parivar. Noone seems to be more desperate in this lot of Janata oldies than Nitish Kumar. Because his gamble in challenging the rise of Modi had badly misfired, forcing him out of chief ministry, and humiliating his party in the Lok Sabha poll, Nitish is looking for vindication, nay, revenge. Ironically, the man he nomi-

nated to succeed him as chief minister has landed the State in a further mess. Indeed, Kumar feels personally wounded by the rise of Modi and the latter’s sterling performance as prime minister. Therefore, he is ready to do his worst to stop Modi from stomping all over him when the time comes for the voters in Bihar to elect a new Assembly. Though one has no concrete evidence, it is quite likely that there was a tacit understanding between Kumar and L.K. Advani to prevent the anointment of Modi as the BJP’s prime ministerial candidate. The pincer approach, which envisaged that Advani would try and stop Modi from within while Kumar would do from outside, came a cropper when the BJP leadership recognized the groundswell in favour of the Gujarat CM. As a result, Advani lost an opportunity to play the elder statesman to the Modi dispensation, never mind that pretence about the so-called group of Margdarshaks. And Kumar

E per force return to the black money debate. From the media reports it would seem that there is very little material before the Supreme Court-appointed Special Investigation Team examining this seemingly humongous problem. It is suggested that aside from the 600-odd names in the HSBC list, no other lists are with the two former SC judges who constitute the SIT. Yes, the German list of accounts in a Liechtenstein bank is also with the SIT. Of course, we may be wrong. And there may well be more substantive material with the SIT. But how reliable, how authentic is it? is a question that the SIT will have to keep in mind. Internet can mislead you into believing that the money stashed abroad even exceeds all the currency notes ever printed in the Indian mints. So, care needs to be taken to sort out the wheat of real money from the chaff of mere innuendo and imaginary figures. But the question is this: is it enough to undertake to pronounce on the problem of mountains of black money allegedly stashed away in secret accounts in foreign lands in the absence of a reasonably sound evidence? Even at the pain of repetition we will like to assert that the whole direction and tenor of the debate was hijacked by those who harped incessantly almost exclusively on black money in secret accounts abroad. Had the proponents of the debate also emphasized the humongous presence of black money in the domestic economy it would have been far more fruitful for all of us Indians. Despite the increasing digitization of the economy, computerization of various branches of taxation, there has been no noticeable fall in the circulation of black money. You can buy a Rs.1-crore-plus limousine, an expensive mansion in a tony part of Lutyens’ Delhi with only token cheque payments with the remainder coming though benami entries bolstered by plain cash. The battle against black money must necessarily begin at home. Nowhere else. because you are doing something against nature. Remain in wonder if you want the mysteries to open up for you. Mysteries never open up for those who go on questioning. Questioners sooner or later end up in a library. Questioners sooner or later end up with scriptures, because scriptures are full of answers. EW DELHI: Former Goa Chief Minister Manohar Parrikar and former Shiv Sainik Suresh Prabhu were on Sunday inducted into the Union Cabinet as 21 new faces joined the Union Council of Ministers but Shiv Sena stuck a jarring note refusing BJP's offer of just a Minister of State post. The already-strained BJP-Sena ties further dipped yesterday when Prabhu, Power minister in Vajpayee government, joined BJP this morning to take oath as a Cabinet minister along with senior BJP leader J.P. Nadda and Jat leader from Haryana Birender Singh, who joined BJP ahead of recent Assembly elections. This is the first expansion of his ministry by Prime Minister Narendra Modi since he assumed power in May. Parrikar is all set to be given Defence portfolio, which is held as additional charge by Finance Minister Arun Jaitley. Sena's Rajya Sabha member, Anil Desai, who was tipped to become a minister, was ordered to return to Mumbai from the airport here just hours before the swearing in ceremony at the Rashtrapati Bhavan, which said he was not available "for the purpose". Against Sena's demand for two more Cabinet berths, the party was reportedly told by BJP President Amit Shah that only one post of the Minister of State was possible for

ormer Goa CM Manohar Parrikar, who was yesterday sworn-in as a Union Cabinet Minister, left for Lucknow where he will file his nomination papers for Rajya Sabha from Uttar Pradesh on Monday. Parrikar, accompanied by another Union Minister Rajiv Pratap Rudy, flew to Lucknow, where the BJP legislature party is expected to unanimously nominate his name for the Rajya Sabha berth from the state at their meeting on Monday morning. Thereafter, Parrikar, who is tipped to get the Defence portfolio currently held by Finance Minister Arun Jaitley, will file his nomination papers at 12 in Lucknow. "Parrikar will be accompanied by his two sons during the filing of his nomination papers for Rajya Sabha tomorrow," Rudy, newly-inducted Minister of State (Independent Charge), told PTI.

Investment growth has slowed down sharply in the last two years even though policy rates have been negative in real terms and real lending rates have averaged less than 3%. The primary reason for this is the sharp fall in the expected return on investments. The RBI now needs to maintain a positive real repo rate to firmly anchor inflation expectations, especially when upside risks to its CPI inflation target of 6% by January 2016 continue. Further, a new monetary framework will be implemented from April 2015. So till such time there is clarity on the inflation target given therein, reducing the repo rate would be premature. Recent evidence suggests that any flare-up in inflation due to lowering of interest rate at this stage could hurt consumption demand further, lower India’s export-price competitiveness, and raise input costs -- all of which will reduce corporate profitability even more.

is conventionally used to energise a flagging economy. “But this does not hold true under all circumstances” says Crisil Research, whose study shows that “factors behind the recent slowdown in economic growth and investment in India have little to do with high interest rates. The slowdown is largely because of government policy and slowing domestic demand. In such a situation, leaning on monetary policy to revive investments will yield little benefit. And, it carries the risk of reversing the recent gains in inflation, which, in any case, is nothing much to write home about”.
The Crisil findings on the dynamics of the current economic slowdown, which counsel against a rate cut, reveals that.. Investments slowed despite a relatively benign interest rate environment. Investment growth, particularly private corporate investment, plummeted in the fiscals 2013 and 2014, despite low real interest rates. During this time, the policy rate in real terms – repo rate minus retail inflation – has been negative, and real lending rates averaged 2.4%. This is significantly lower than the 7.4% seen in the pre-crisis years (2004-2008). Yet investment growth dropped to 0.3%, down from an average 16.2% seen in the pre-crisis years. A regression analysis of investment behaviour conclusively proves it is policy uncertainty and a sharp slowdown in domestic demand, rather than high lending rates, that have slowed investments. Micro-analysis of slowdown in interest rate-sensitive sectors confirms the dominant role of policyrelated factors. Crisil's comprehensive analysis of two interest ratesensitive sectors -- automobiles and infrastructure – also shows that interest rates are not to blame for the prevailing stress in these sectors. Policy uncertainty, lack of clearances, and weak demand are the real reasons. And high inflation, by discouraging
consumption demand, eroding export competitiveness and raising input costs for corporates, has made the situation worse. Therefore says Crisil “The most
important thing is for the central and state governments to continue to improve the policy environment to raise the expected return on investment. To its credit, the new NDA gov-

sumer is very clear in terms of the expectations from brands in terms of freshness. Fresh marketing is something which is extremely well accepted by consumers in India in terms of not only fresh food, not only fresh ideas, not only a fresh look and feeling, not only fresh latest clothes and designs but a general positive attitude towards freshness as an attribute, is widespread amongst consumers in India. Fresh fruits and vegetables are always sought out by the Indian housewives and it works very well in the interest of the family. Liril, the soap brand positioned on freshness created a new category many years ago. Infact it made the brand Liril and the Liril girl and the waterfall very famous. In the service industry whether it be advertising or cinema, fresh ideas are eagerly awaited and can make or break fortunes. At a party or a social gathering or at a 5 Star Hotel there are quite a few people who checkup whether the fruit juice they are drinking is freshly squeezed or canned. ‘Fresh’ as an element, which is desired, a concept, which is appreciated, and an idea which is contemporary has always remained ever-fresh. Even while traveling and visiting a small restaurant consumers ask as to what is freshly prepared or freshly baked. So what does all this imply for brand marketers? What are the opportunities available for segmentation and positioning in brand building, across categories? Well, to my mind the opportunities are plenty and brand marketers must use the ‘fresh’ opportunities to their advantage. Whether it be a disposable need or a brand of tissues called the Fresh Ones or something that refreshes you and make you fresh – all these are touching our lives day in and day out, clearly indicating that the positive meaning of being fresh (not acting fresh) is very significant and important to an Indian, in his or her daily life. In my opinion, culturally, socially and psychologically we look forward to fresh things, including sometimes, a fresh face in a T.V. commercial or a movie or a tele serial. Hence, a lot of Brand Marketers have successfully used the desire for freshness to their advantage. This specific attribute gives life a fresh new meaning and therefore is very vibrant and helps in rejuvenation. Brand Marketers must present their offering, whether a product or a service, keeping in mind that in most product and service categories, freshness is appreciated. Yes, wine could be one of the exceptions. Otherwise in most cases Indians always look forward to a fresh new day in our life. The fresh element in 2014 is the new breed of young consumers who look for something latest fresh, trendy and contemporary. This opportunity would grow in the next few years. The categories which are suited for the freshness appeal cannot be restricted. This means that the word ‘fresh’ has an universal appeal cutting across geographical boundaries or languages or product and service categories. There is a certain element of buoyancy which is reflected in the term ‘fresh’ and hence brand marketers must leverage this platform as long as no one else has already occupied it in that competitive category. I would strongly recommend the following: Firstly look at the category need and search for need gaps, which could be amendable to the ‘fresh’ positioning. Secondly evaluate the product or service portfolio and see attributes, which could be highlighted on the ‘fresh’ platform. Thirdly, look at ‘fresh’ new ways of attracting consumers to a fresh brand or a fresh T.V commercial or fresh packaging or form or a fresh application for an old product. Finally, find out ‘fresh’ new meanings in the changing expectations of consumers and try to address them through fresh new solutions. In India, consumers are looking for a fresh experience whether it be a brand of product or service or fresh air or fresh flowers or a fresh cup of coffee so that they can move ahead and have a fresh start for every new say. n recent times there has been a significant decline in savings. There has been several reasons for such a decline, the notable being the fact that real interest rates have stayed negative for 21 consecutive months. We however, believe, negative interest rates may not be the only factor in such. Interestingly, in economic literature, an increase in real interest rates is postulated to have an ambiguous effect on savings because of a positive substitution effect towards future consumption and a negative income effect due to increased real returns on saved wealth. In the Indian context, studies show that the substitution effect of real interest rate is more than the income effect leading to overall negative impact of higher interest rates to savings rates. However, the actual coefficients are relatively small (ranging from 0.1 to 0.3), suggesting a change of as much as 3% to 10% in real deposit rates will be needed to change savings rate by 1%. We however believe if RBI leaves the rates unchanged, the real rates would reach as high as 4.6% during Nov-14 by taking CPI as proxy and 8.1% if WPI is taken as proxy. This will be significantly higher than the desired real interest rate at 2%. We however believe that the launch of Pradhan Manrti Jan Dhan Yojana (PMJDY) will lead to better access to banking and will promote private savings in a developing country like India. This apart, an increase in optional contributions to the PPF will still encourage Indians to save more in order to meet their expected retirement benefits. This will be also enabled by the significant increase in life expectancy in India in recent years (life expectancy at retirement is now 82 years). Indian house-
holds therefore necessarily have a stronger bequest motive so that a positive effect of anticipated retirement benefits can be expected. All in all, an increase in financial savings may be expected because of the recent Government changes. Due to falling inflation and higher nominal interest rate structure combined with the central bank credible monetary policy measures for anchoring inflation expectations led to positive real rates. The real interest rate is calculated by taking into account term deposit rate (>1 Year) and CPI (combined-All India) inflation rate. The real interest rate is positive since Jan’14, after remaining negative for 21months. Interestingly, the deposit growth is falling from the peak of 17.0% in Dec’13 to 12.6% in Oct’14, despite an increase in real interest rate from (-) 0.8% to 3.5% during that period (3.5% is estimated with CPI inflation of 5.6% in Oct’14; actual real interest rate for Sep’14 is 2.6%). If RBI leaves the rates unchanged, the real rates would reach as high as 4.6% during Nov’14 by taking CPI as proxy and 8.1% if WPI is taken as proxy. Thus we will be in an enviable situation, where real interest rates will be higher than nominal interest rates for most banks in the deposit category of less than 1 year. This is way above the 0.5% (CPI) and 1.5% (WPI) real rate prevailing on a cross cyclical
basis in India. Our take on the expected real interest rate is that it should be ideally around 2% (repo rate at 8% and desired CPI at 6%), if we go by RBI assumptions of 6% monetary targeting. However, we must add that the equilibrium real rate is not constant throughout the cycle so it should be lower than 2% today-especially since firms and consumers face different real rates currently. In economic literature, an increase in real interest rates is postulated to have an ambiguous effect on savings because of a positive substitution effect towards future consumption and a negative income effect due to increased real returns on saved wealth. Empirically, some economists (e.g., Giovannini, 1985) have found savings to be insignificantly related to real interest rates while other (e.g., Fry, 1995) has found a small but positive interest rate elasticity of savings. In the Indian context, studies show that the substitution effect of real interest rate is more than the income effect leading to overall negative impact of higher interest rates to savings rates. However, the actual coefficients are relatively small (ranging from 0.1 to 0.3), suggesting a change of as much as 3% to 10% in real deposit rates will be needed to change savings rate by 1%.

believe the Reserve Bank of India (RBI) should continue its fight to stabilise consumer price inflation below 6% and that would require standing pat on the repo rate. Lower inflation will help revive consumption demand and reduce input costs, boosting return on investments. Incidentally, interest rates in India, as measured by the RBI’s policy rate (currently the repo rate) and bank lending rates, have been relatively benign in the last few years. This comes out quite clearly if the interest rates over the last decade are compared after adjusting for inflation. The policy rate in real terms – repo rate minus retail inflation – averaged -3.1% in the last six years compared with +1.8% in the pre-crisis period (2004-2008). Real bank lending rates, which have a risk
mark-up over the policy rates, too, fell to an average of 1.7% from 7.4% in the pre-crisis period. During fiscals 2013 and 2014, when investment growth slumped to 0.3% per year, the real repo rate was still minus 2.1%, while the real lending rate was only +2.8%. Only in June 2014, for the first time in six years, did the real repo rate turned mildly positive. Now
compare this to the pre-crisis period (2004-2008) when investments were booming. Real policy rate then was positive and much higher at 1.8%. So prima facie, therefore, interest rates do not appear to be driving the current investment slump. It is the only financial product which enables investments that can be done for short, medium and long term by spreading their funds across equities, debt, gold and foreign companies. Small investors can also take advantage in this instrument through systematic investment plan wherein investments can start even with Rs.100. Liquid funds are suitable for contingencies which provide better returns
as compared to savings account. Any lump-sum amount or monthly savings kept for emergency purpose can be invested in these funds which provide capital appreciation and keeps the invested amount safe too. Ultra short
term funds are suitable for this purpose where funds can be invested for minimum of 1 day and can be redeemed at any point in time. This could also be used for paying annual school fees for children.
For medium term, debt funds and fixed maturity plans can be a choice. Investments for 3 to 5 years can be made in these funds which are less risky. A fixed maturity plan (FMP) with a lock-in period of 3 years removes the scare out of investors from spending that amount for different purpose than what was planned for. Though these funds are traded on stock exchanges, due to low liquidity, FMP’s are not easily saleable. This ensures to be invested until maturity, thus saving for same purpose as planned. Investment in debt funds go into government securities, call money market instruments which makes the product less risky. Monthly income plans would be ideal for expense planning as dividends that are paid out on monthly/quarterly/ half-yearly basis can be utilized for expenses. Investment in equity funds is suitable for over 3 years tenure to gain the most from it. However, if annualized returns of around 15% are earned within 3 years, then returns can be redeemed and re-invested. Investors can avail the opportunity of investing
in a particular sector through sector based funds. Like for example, as current government plans for 100 smart cities and internet of things (IOT) in 5 years, one could look at investing in infrastructure and/or technology sector funds as infrastructure and technology companies would have a great future with these projects kicking off. Dividend yield funds are another option for 5 to 7 years time horizon as these funds invest in high dividend yield companies which even during fall in the market, these tend to fall less as compared to other equity funds. Emerging market fund which is a fund of fund and invests in mutual funds of emerging countries like Brazil, Russia, China, etc could also form a part of one’s portfolio for 8 to 10 years time horizon. It could be for repayment of vehicle loan or for child’s education/marriage, be clear on your financial goals and its time horizon to gain the best out of mutual funds. Always continue to be invested as per the plan and try not to redeem it early which will defeat the purpose of investment.

ver the past week, Rupee has remained largely locked within a narrow range of 25 paise, between 61.38 and 61.63 on spot. It was holiday truncated week, with little activity from large traders. Exporters were eager to lock into spot rates above 61.50 on spot. However, a strong uptrend in the US Dollar did manage to bring a floor under the prices closer to 61.35/40 levels on spot. Central bank intervention was also alleged around 61.40 levels, spot basis. Rupee is being buffeted by the deflationary trend in commodities and surge of foreign inflows into Rupee denominated assets. A stronger US Dollar coupled with weak Chinese and

At the same time, easy financial liquidity around the globe is causing foreign investors to chase the hottest asset class, Indian equities. All in all, Rupee has escaped most of the depreciation phase that has befallen on other currencies. It is to be noted, that had it not for RBI's commitment to build foreign currency reserves, Indian Rupee could have been far stronger. However, a too strong currency might have had added adverse impact on our export competitiveness. A sharply weakening trend in Euro
could be encouraging European investors to shift funds into theme based markets like India. At the same time, a weaker yen is fueling what is a known as carry trade. In carry trade, global speculators borrow in a currency which is weak and carries low interest rate and invest in assets of a currency which stable and carries higher interest rates. At the same time, there is talk of Japan's pension fund GPIF increasing its exposure to global equity markets from currently 15-16% towards 25% of its AUM. It is expected that GPIF could end up buying over a USD 100 billion of global equities. All these steps adds to the flow of financial liquidity, a part of which is causing
Indian equity and debt markets to surge higher. However, if history is any guide, too much of carry flows can create pockets of irrational exuberance and increase volatility in asset classes. Globally, UK economic data was mixed, with manufacturing sector showing promise over the month of October, with strong output as well better than expected PMI survey. However, services sector PMI, construction PMI were both weaker in October. UK goods trade balance for the month of September showed a higher than expected deficit. However, going forward, we expect trade balance to show improvement, as weaker pound makes exports cheaper. In Euro

Indian Rupee is expected to remain ranged between 60.80/61.20 and 61.70/90 levels over the medium term. At the same time, Rupee is expected to find buyers on dips against Euro and Yen. Against the Pound, the pair can remain ranged between 96.00/96.50 and 98.00/98.50 levels on spot basis.

Indecisiveness Prevails NSE India : CNX Nifty — Daily Market Report for: Monday (November 10, 2014) By Dominic Rebello
REVIEW OF THE PREVIOUS DAY:
The Nifty fell marginally on Friday (November 07, 2014) a net 1.30 points (0.02%) and closed at the 8337 point level. The market opened down at the 8331 points level. It then rose sharply into the green and registered the day’s high at the 8360 points level at 9.21 a.m. The index then declined sharply into the red and registered the day’s low at the 8290 points level at 10.25 a.m. It then rose and turned into a range bound movement to close the day on a flat note. The Nifty witnessed a volatile session and moved in a range of 70 points. Sentiment was mixed and amongst the 50 Nifty stocks 22 were gainers, 27 were losers and 1 remained unchanged. Substantial buying was witnessed in healthcare and realty stocks, while selling was witnessed in capital goods, metal, FMCG, auto, power and banking stocks.
TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 9.14%. This change is moderate and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 693 were gainers, 882 were losers and 45 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues).
RSI Indicator: The RSI is above the 60 level and is now turned flat (positive if it rises). MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is above its 9-day Average (positive).
Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias.
Support Levels: For short-term traders the immediate main support is at the 8144 points level. The next support is at the 8026 points level.
Resistance Levels: The immediate main resistance is at the 8372 points level. The next resistance is at the 8419 points level.
Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 8329 (This is the level where the trend is likely to change during intra-day). Support (1) = 8298. Support (2) = 8259. Resistance (1) = 8368. Resistance (2) = 8399. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a third consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is above the 5, 15, 25 and 200 day moving averages and all the four averages are rising and also positively trended. Further, the velocity parameters too indicate strength. All these indicate a positive bias and the possibility of an upmove unfolding. Investors are advised to hold long positions.

ADX Indicator & DI Lines: The +DI line is above the – DI line but both lines are converging (negative if it continues). The ADX is rising while the Market Index is flat. No signal here. It is placed above its 200-day SMA, which is its long-term moving average and is a positive sign for the stock. The volume recorded is good and it is placed above its 10-day SMA. The KST and RSI are placed above their respective averages. It is likely to move higher and it should be bought above 1030 with stop loss of 1007 and Target Price of 1080.
SELL ARVIND FUT below 298, Stop Loss 303, Target 287 ARVIND FUT is turning weak in the short term. The volume recorded is good and is placed above its 10-day SMA. The RSI is placed below its average, while the KST is on the verge of slipping below it. It is likely to move lower. It should be sold below298 with stop loss of 303 and Target Price of 287.
SELL BHEL FUT below 246, Stop Loss 252, Target 234 BHEL is turning weak in the short term. The volume recorded are good but is placed marginally below its 10-day SMA. According to the rules of LIC, you need to do at least: 1st year- Minimum 6 lives and Rs 50000 FPI 2nd year- Minimum 6 lives and Rs 50000 FPI By the end of the 3rd year, you need to do a Minimum 36 lives and Rs 3 Lakhs FPI cumulatively in the last 3 years. If the above conditions under "Minimum Business Guarantee" or MBG, your license would get terminated via a letter from the HO. However, the same can be reinstated by the Branch Manager in the 4th year after license expiry. But even in the 4th year, if you are unable to do the MBG or at least 12 lives or Rs 1 Lakh of Premium, then your agency would get permanently terminated. There's no such rule as per IRDA but the insurance company or the branch may impose certain norms. Renewal commission would be payable since you have completed 5 years in the company even if you do not do even 1 policy as per IRDA.

The Third Party Tribunal will decide "How Much Compensation" is due to you and will be settled by them. All claims paid by the third party tribunal are settled by all Insurance Companies who have sold Third Party Car Insurance Companies proportionate to the policies sold irrespective of who's car has done the damage, etc. Now, as far as your Car is concerned, you will get the entire claim from your Own Insurance Company if you have a Comprehensive coverage. ahul Mahajan's estranged wife Dimpy, who is entering 'Bigg Boss season eight' tonight, says she wants to become the first wild card contestant to win the reality show. Dimpy, a model, shot to fame by marrying Rahul on a reality show but the marriage had its share of trouble as Rahul was accused of domestic violence by Dimpy. They reconciled only to file for divorce earlier this year. "We have filed for divorce and that's all I would like to say at this point," Dimpy told PTI without divulging further details about her personal life.
She, however, did get some tips from Rahul, who was a controversial contestant on the Colors show in 2008. "He knows about my decision. He told me to be careful as there are no friends inside the house," she said. As a wild card entrant, Dimpy feels her journey inside the house is going to be tough. "No wild card entrant has won the show so far does not mean that it cannot happen in the future. Having said that, I know that it will be difficult as other contestants have already created a fan-base and their loyalties are already

formed. "It is very clear that the house is currently divided into two groups. I don't know which group I would join once I am inside the house," Dimpy said before entering the house. Dimpy, who participated in shows like 'Nach Baliye' with Rahul, says she is not a "dramebaaz" in real life. "I am not a 'dramebaaz'. I won't be loud. But when it comes to taking a stand, I will do that. I know when to put my foot down and protect myself. It is not easy to wear a mask 24X7, being a part of the show," she said.
What is the synopsis of the show? This show portrays that husband and wife can separate, but parents cannot. The bond parents share with their kids shouldn't come in the way of the parents' separation. It has a husband and wife as the lead protagonists played by me and Pallavi Kulkarni who are separated but have three children and despite their estrangement, they come together regularly for their children’s sake. How was it like working with Pallavi Kulkarni? We have just started shooting together and it has been a good pleasurable experience and we will enjoy more as the show progresses. Another show with Ekta Kapoor? Yes. I am doing a show with Ekta after four years and it’s good to do a show with Balaji again.

hen will the money stashed or buried inside the country be returned? I am getting the desire to ask this question from three of the country's well-known names. However I know that nobody amongst them is going to give an answer to this question. The tradition itself of answering questions has ended, because everybody believes that what he or she is doing is correct. If anybody expresses curiosity, then they take that curiosity as an insult to themselves. However, even then it should be hoped that one will get an answer to questions on our curiosity. There are these three main names in the country: Shri Anna Hazare, Shri Ramdev and Shri Narendra Bhai Modi. A question has to be asked from these three, because no question can be raised on
in its favour and it does not believe it to be a dream. It believed that Baba Ramdev and the Bharatiya Janata Party have formed an alliance and both are speaking the same language. Its belief was that if a BJP Government is formed in the country, then it will definitely bring back black money. It might not get it back in 100 days, but in 200 days it will definitely bring it back. The middle class, with its full strength, played a significant role in making the BJP win. Not only this, the middle class also played an important role in readying the oppressed and exploited, down trodden class. Anna Hazare in his countrywide tour described methods to bring democracy and the correct interpretation of democracy in congregations and this campaign of his created anger towards the then ruling party in the public.

However, the Supreme Court should be congratulated that it compelled the Government to take a good or bad stand on black money. We want to make one request to the Supreme Court and on the pretext of the Supreme Court we would like to make that request to Anna Hazare Ji, Baba Ramdev Ji and Narendra Modi Ji as well. It is our request to the Supreme Court that the magic of black money will be broken or not be broken in five years or in statements, in the investigation of SIT or by the series of retiring judges of the Supreme Court, but when will we be able to see its solution, we don’t know. And, our justice system and international justice system are so helpless that all those people reading this column, in their lives at least this money will

these three about their patriotism and dedication towards the people. But when time, history or god givse so much credibility to someone that people start having faith in what they say, then it becomes their responsibility to give an answer to people’s curiosity. At one time Baba Ramdev raised a question on black money and started a movement to bring back black money to the country. Wherever he went in the country he held meetings and said that the responsibility to bring back black money is on the next Government of the country and for that I will sacrifice all that I have, because after that the difference between Rupees and Dollar will become something like as if one rupee can be purchased for one and a half dollars. Now Baba Ramdev must have done this calculation after talking with experts of international business. After him this question was raised by the great charioteer (‘maharathi’) of the Bharatiya Janata Party who was also called the Iron Man (‘Loh Purush’) at that time – Shri Lal Krishan Advani – and in the end this question was raised by Narendra Modi. Baba Ramdev changed this question from being a question of the nation to a political question. The Bharatiya Janata Party tried to grab this question and when Narendtra Modi started his campaign, then one statement among his main statements was the promise of bringing back black money within 100 days of formation of Government. The middle class of the country believed this promise, because the middle class wants happiness in its life in any way. The poor see only dreams, but the middle class wants to see that thing happening
That anger generated by Anna Hazare gave a definite basis to people to vote in favor of the Bharatiya Janata Party. Anna Hazare in his tours made a lot of attacks on the Congress regarding black money too. Be it the atmosphere created by Anna Hazare or the effect of issues raised by Narendra Modi or else in totality the successful effect of a campaign, the country for the first time in the past 30 years formed a Government of one party. Now when the Government had been formed, then the Finance Minister of the country started giving different arguments and interestingly, these were the same arguments, which in the previous Government, Chidambaram, the Finance Minister of that time had been giving. The Prime Minister’s silence was supporting the arguments of the Finance Minister. The silence of Baba Ramdev was creating doubts in people. Suddenly, the Supreme Court came in between and it adopted a tough stand in the matter of names related to black money. That tough stand made this discussion a Central discussion again. It seemed as if the 627 names that have come, only they have the key to black money. We don’t want to get into that news which says that the Government stealthily called for a list and this list is completely different from that list which is really the list of the sentinels of black money, guardians of black money or owners of black money. This list has not come from Switzerland only. Three banks of Switzerland, in which UBS comes at number one, in that the money of which people is deposited, nobody in the country is concerned or worried
not come. Then why doesn’t the Supreme Court pay attention to one thing? Because we know that neither Narendra Bhai Modi, nor Anna Hazare nor Baba Ramdev will pay attention to this, but the Supreme Court can pay attention. Thousands of crores or maybe lakhs of crore rupees have been given by the banks of India in the form of loans to industrial families of the country, which we nowadays call corporate houses. All this money these industrial families or corporate houses have eaten up and digested. They are not showing any interest in returning the money of the banks. If just this money returns to the banks of India, even without interest, if it comes at its original value only, then the boost that will be got or the kick that will be got will be unprecedented. But the banks of the Indian Government, corporate houses taking loan from banks of the country, their names with the banks, the money of banks with the corporate houses – then after all why don’t the banks give the list of their names? You keep filing RTIs, but banks don’t give a reply. It is said, this is not in the country’s interest. Corporate houses digest in lakhs of crores the money of the country and when it is asked which people have taken this money, which people have taken how much loan, then not giving this information is patriotism. Because, if we will give information, then it will be anti-national. What is this logic? Can’t the Supreme Court give an order to India’s Prime Minister or Finance Minister to give information on how much money of the country is still due from corporate houses and ask for its return in the next six months? If the Supreme
Court can’t say this, then the entire stance which it is showing on black money has no meaning. Because then we will feel that its stance is only a way of protecting corporate houses of the country. We don’t want to see the dream of Narendra Modi to quicken the speed of development of the country getting weak, we want to see it getting stronger. This can happen only when lakhs of crore rupees of banks of the country, get the said amounts loaned from corporate houses back. Actually, chairmen of banks, directors and branch managers take a facility fee from those corporate houses which have kept the money and are helping them in stashing the money. And if we are leveling this accusation, then we have circumstantial evidence. One poor farmer goes to jail for 5000 rupees if he doesn’t return the money. His land is impounded. One car owner, if he is not able to pay one installment on time, then his car gets towed away. For this the banks have kept bouncers or in one way, hooligans on commission, but banks are silent on those lakhs of crores of rupees which corporate houses are sitting on. And the Finance Ministry together with banks is not letting that list come out, because it has this fear that as soon as that list will come out, someone or the other will file a PIL. Then the Supreme Court will also have to take a stand on it. Should we make this request to the Supreme Court that if you are serious about black money, then more seriously, give an order to bring back the lakhs of crores of rupees of money taken in the form of loans by corporate houses of the country, which have been taken years ago and on which they don’t even give interest. Can we make this request to the Supreme Court and the Chief Justice that you accept this article of ours as a public interest litigation and send notice to the Government of the country that tell us at least how much money of the country’s banks is sunk in corporate houses, how much money have the banks written off, and how much is still due from those corporate houses? Don’t the people of the country have a right to know this? It is our request to the Chief Justice Sir of the respected Supreme Court that you listen to our plea and give an order to the Indian Government to use the money of the people of the country to rotate the development wheel by taking it back from industrial families and really take the country into the era of development. Is the money of the banks not the money of the people of the country? And, with this right, we make this request and hope that the Supreme Court gives an order to the country’s Government and banks to give public information of that money which corporate houses have stashed. If a first step has to be taken, then it is this that will have to be taken, otherwise it will have to be accepted and believed that along with the Supreme Court, Baba Ramdev, Anna Hazare and respected Prime Minister Narendra Modi are not doing anything except giving people false hopes.

Embattled CBI director Ranjit Sinha’s career has entered the twilight zone and the Government has reportedly begun the process of finding his replacement. Sources say that a six-member selection committee including senior IPS officers Abhyanand, Sharad Kumar, Krishna Chaudhary, Anil Sinha, Arup Patnaik and K.P. Raghubansi has been constituted for the purpose. However, the Government faces a real dilemma since there is no Leader of Opposition in the Lok Sabha. Unlike provisions for selection of Chief Vigilance Commissioner, Chief Information Commissioner or Lokpal members, the selection of a CBI director cannot be made without the Leader of Opposition on the selection panel. Sources say that the Government will have to amend the Delhi Police Special Establishment Act before Sinha retires on December 2 to enable the selection of his successor. Easier of course would be to allow CBI Special director A.K. Sinha to act as CBI chief until the post is filled.

Durga Shakti Nagpal, the spunky and honest IAS officer, who came into the limelight last year when she fell out with the Samajwadi Party Government in Uttar Pradesh, may be moving to the Centre on deputation. Apparently, Union Agriculture Minister Radha Mohan Singh is keen to have her on board as an officer on special duty (OSD) and has sought cadre and vigilance clearances for her move. However, observers are watching to see if the UP Government clears her deputation. Nagpal’s association with the current Government in the State has been stormy. She was suspended from service in July 2013 and only reinstated after a nationwide public furore. It now remains to be seen if Chief Minister Akhilesh Yadav will create a hurdle in her path or let the past bury the past. Watch this space for updates.

There are naturally quite a few applicants for the three vacant posts of central information commissioner. Such positions are a natural magnet for exbureaucrats, among others, many of whom had applied earlier too but failed to make the grade. However, there is one particular ex-babu, former law secretary Brahm Avtar Agrawal, who seems to apply for every important position that is vacant. Sources say that Agrawal, who is at present a member of the Central Administrative Tribunal in Chandigarh, is also one aspirant for the central information commission. Apparently, even when he was law secretary during the UPA Government’s tenure, he was keen on re-employment, and put in his application for every open position. YDERABAD: Clinical India notched up another resounding win to humble a hapless Sri Lankan side by six wickets and clinch the fivematch series in the third One-Day International. ERTH: Indian men's hockey team skipper Sardar Singh registered yet another milestone when he completed his 200th international cap in the fourth and final Test against world champions Australia, which the visitors won 3-1 to clinch a historic series win. Sardar, who made his debut in 2006 against Pakistan, led the team brilliantly as India clinched the series 3-1 against the mighty Kookaburras in their home turf. Congratulating Sardar on his achievement, Hockey India's secretary general Md Mushtaque Ahmad said, "Hockey India is extremely delighted for Sardar Singh's achievement of 200 international matches. Since his debut, he has been an integral part of Indian team and always gives his best performance in matches at all levels. "His journey from a keen learner to an inspirational skipper has seen many successes where he has played a vital role for the team. As a senior player and captain, he is a hero and a mentor to whom young players would like to look up to and follow the footsteps. Hockey India takes utmost pride in congratulating Sardar on his accomplishment of 200 international caps. We wish him all the best for the upcoming tournaments," he
said. Playing as midfielder, Sardar is known as one of the best hockey players in the world. Hailing from Haryana, Sardar played his first international match with the junior national team during India's 2003-04 tour of Poland. He has participated in all international tournaments since 2006 and is also the youngest player to captain India when he led the side at the 2008 Sultan Azlan Shah Cup. Sardar was awarded player of the tournament in the 2012 Sultan Azlan Shah Cup, 2012 Summer Olympics Qualifiers and 2010 Sultan Azlan Shah Cup. In 2010, Sardar was included in the 18-men FIH All-Star Team and won the Asian Men Player of the Year 2012.

Yuvraj Walmiki, Vinit Kamble, Deepak Lakra and Ajaz Qureshi scored a goal each for Central Railway, while S. Niaz Rahim and Gurbhej Singh got the goals for the Secundrebad side. The Mumbai outfit took off on the right track and in the very second minute forced a penalty corner, which they failed to convert. However, 10 minutes later they earned another penalty corner and this time international Yuvraj Walmiki beat rival goalkeeper Sushant Tirkey from an indirect drill to put Central in front. OCHI (Russia): Defending champion Magnus Carlsen of Norway drew the first blood by defeating challenger Viswanathan Anand in the second game of the World Chess Championship here today. It turned out to be a shocking defeat for Anand, who played the black side of a Ruy Lopez after what appeared like a seemingly innocuous position for the Indian ace. The spectators online from across the world were cheering for Anand on various social media networks after he got a tangible posiiton from what seemed like a complete lost position and this was when the Indian missed the thread and played an inexplicable blunder to let the game end on an abrupt note. With his first victory as early as in the second tie of the 12game match, Carlsen now leads the series by 1.5-0.5 and Team Anand will now have to think of something out-of-thebox to contain the Carlsen juggernaut. The opening took shape in familiar territory only for a brief while as Carlsen came up with a new idea as early as on move nine in a closed Ruy Lopez set up to make Anand think something of his own. The middle game featured routine manoeuvres after Carlsen settled for a relatively simple position in the middle game with Bishops of opposite colours. Even though the computer suggested a miniscule advantage for Carlsen, the world elite opined that Anand was well within equalising stage.However, Carlsen's imaginative manoeuvres over the board proved too much for Anand to handle and soon enough the Indian was staring at a dangerous attack on his Kingside.
