hiv Sena stirred up a hornet's nest with a controversial editorial in party mouthpiece 'Saamna' demanding disenfranchisement of minority community. The editorial argued that the minority community has been treated as an en-bloc vote bank for political purposes. The editorial terms the All India Majlis-e-Ittehadul Muslimeen (MIM) and its leaders, the Owaisi brothers as poisonous snakes. However, after the editorial evoked sharp reactions in the social media and political circles, the party later in the evening clarified that it was not against minority voting rights, but was against appeasement politics. In a statement issued here, Maharashtra Pradesh Congress Committee (MPCC) spokesperson Sachin Sawant has demanded the termination of membership of Parliament of Sena Rajya Sabha MP Sanjay Raut for objectionable writing. He added that the writing in 'Saamna' supplement 'Utsav' is calling for denial of basic fundamental

A complaint was yesterday filed with the National Commission for Minorities (NCM) against Shiv Sena MP and editor of party mouthpiece 'Saamna', Sanjay Raut. Delhi-based lawyer Shehzad Poonawalla filed complaint with NCM. In his petition, Poonawalla said, "The footage and report provided show that Raut advocates the revocation of voting rights for Muslims. he Common Entrance Test (CET) for the Bachelor of Fine Arts (BFA) course will be conducted on May 12 for this academic year and interested students need to apply online from April 20 for the said test on the website www.doa.org.in. , an official release said on Sunday. The test will be conducted in four subjects, Designing (90 mins), Memory Drawing (90 mins), Nature Objective Drawing (60 mins), and General Knowledge (45 mins). The total marks are 190. All four subject exams will be conducted on the same day. Students who have cleared Intermediate Drawing Grade Exam conducted by the same department will get extra points. Students qualify for applying for CET if they have completed or appeared for HSC exams in Arts, Science or Commerce or having equivalent qualification. The Bachelor of Fine Arts includes various specialization, which are Applied Arts, Fine Arts, Sculpture Modeling, Textile Weaving, Metal

Craft and Interior Decoration. The BFA course is a professional course of four years duration. Students passing the CET can then apply to four government colleges in Maharashtra including Sir JJ School of Arts, Mumbai and many aided colleges like Sophia Polytechnic at Bhulabhai Desai road, Model Art Institute at Dadar (west), L.S Raheja Arts College, Bandra , Thane School of Arts, Thane etc. The courses for the coming academic year will start in the June 2015. F the intelligence and political feedback on ground zero in Bandra East is considered, then senior Congress leader Narayan Rane is almost certain to wrest the seat from his arch rival, the Shiv Sena. Rane’s victory might just be the right kind of tonic that the Congress may be looking for to revive itself. It might also open up the fissures within the Bharatiya Janata Party (BJP) and Sena, and also between the two estranged allies in government. It will also be quite a challenge for the Nationalist Congress Party (NCP) to deal with a politically revived Rane. Not

The question is will Rane be willing to work under the likes of Ashok Chavan, Radhakrishna Vikhe-Patil, Dr Patangrao Kadam and a host of other state leaders. Rane had been critical of the party leadership, often showing open dissent against some of its decisions. Often, asking the leadership to hand him over the reins of the party in the state. Now he says he has mellowed down quite a lot. Within the BJP it seems as though the anti-Chief Minister Devendra Fadnavis camp is eager to get even with him and would ideally want Fadnavis cornered or push him in the line of fire from Rane. But for Rane the challenge is also from within the Congress. At the moment the party lacks a strong leader

Although the BJP might seek clemency from Rane, such gestures of political adjustments hold no water when it comes to elections. But all this is a matter of speculation at the moment and one would have to wait till April 15 for the results. The results will also be in a way, a test for the All India Majlis-eIttehadul Muslimeen (MIM) which had performed impressively in the October 2014 elections by coming third and relegating the Congress to the fourth position. In the 2014 elections the MIM had taken everyone by surprise by winning the Mumbadevi seat where for most part of the counting was not even in the reckoning. Is there another twist in the tale or will this prove a turning point in the states politics.

Hit-and-run: Prosecution to submit written arguments today

he prosecution in the 2002 hit-and-run case involving actor Salman Khan would submit final written arguments on Monday as directed by the trial court. Special Public Prosecutor Pradeep Gharat concluded the prosecution case on April 9 after commencing oral arguments from April 1. Defence counsel Shrikant Shivade commenced his final arguments on April 10. He will continue his submissions from April 15, reports PTI. On March 27, the statement of Khan had been recorded under section 313 of the Criminal Procedure Code by Judge D.W. Deshpande, who is presiding over the retrial in this case. The actor denied that he was driving the car and said his driver Ashok Singh was behind the wheel. Salman is facing charge of ramming his car into a bakery shop in Bandra on Sept 28, 2002, in which one person was killed and four others were injured. He is facing the charge of culpable homicide not amounting to murder under IPC and other charges under the Motor Vehicles Act.

When the nation is worried about the decline in population of GIR Lions and some other species of animals and birds, it should also be concerned with the extinction of the 7000-year-old Sindhi civilisation, he said. "As Sindh was merged in Pakistan during Partition, the only way to compensate for the 67 years of betrayal, injustice discrimination and virtual social boycott of Sindhi community is to accord political status to Sindhi Linguistic Territory which is still in existence in India," Buxani added.

AM BUXANI, Dubai-based non-resident Indian and a prominent member of Sindhi community has demanded a separate Sindhi linguistic state for Sindhis who he said had became landless after partition in 1947. Such demand comes in the wake of fears expressed by the community brethren that in the absence of a separate state, the Sindhis have no identity of their own, Buxani told PTI. The social thinker appealed to Prime Minister Narendra Modi to consider creating a separate linguistic state for Sindhis so that the community can boast proudly that they have a land of their own in India. an Swasthya Abhiyaan (JSA) has heavily criticized the Brihanmumbai Municipal Corporation's (BMC) Mumbai Development Draft Plan 2034 on Sunday. The plan which has faced flak from many activists and citizens, came under fire from the JSA Mumbai unit for not addressing the health sector in a holistic manner. In a letter drafted by one of its activist and advocate Kamayani Mahabal, the JSA highlighted the many needs of the sector and the fact that the National Health Mission (NHM) report and two other Committee Reports were not taken into consideration. “If we see the commitments made by the BMC in their

1990 Development Plan, there are still many issues that have not been addressed and fulfilled. It has not considered the Rindani Committee Report and the Chitale Committee Report too,” said Mahabal. Kathe of the Kurar police station said, “We received the report from the inspector who observed that there was a failure in properly maintaining the elevator. That

Following this, we have registered an FIR under section 304 A (causing death due to negligence) of the IPC against four accused responsible for the maintenance of the elevator.” The officer however refused to divulge their identity saying that it will alert the quartet, prompting them to evade arrest and abscond. “They will be called for questioning soon. Further course of action will be decided then,” he said. he Navghar police have arrested two persons for allegedly posing as policemen and extorting money from vendors and shopkeepers. The duo was finally busted when a vendor, who smelt something amiss and tipped off the real cops, who held them in a trap. The duo have currently been remanded in judicial custody after their interrogation in custody.According to an officer, the complainant in the case has been identified as one Mr. Gupta, an ice cream vendor who operated his business in the Gavanpada area at Mulund (east). “The duo used to pose as crime branch officers and had successfully created an aura of

fear in the area. They used to threaten vendors with police action, claiming to have discovered ‘legal violations’ in their business and then forced them to cough up money. They roamed around the area quite frequently just to make their presence felt,” the officer said. Only last week, they targeted Mr. Gupta and extracted Rs.14,000 from him to spare him eviction and arrest. The complainant smelt a rat and enquired with the local police who asked him to pretend to be ready to pay them the money the next time the duo approached him. On April 8, the two arrived at his shop and asked for Rs.500 when Mr. Gupta began handing them over the

sum. A team of cops from the Navghar police station, who had spread out around the place, swooped down on the two and held them accepting the money. They have been identified as Sunil Gupte (55) and Mangesh Ghodse (35). They were placed under arrest and charged with impersonating a policeman and criminal intimidation under the IPC and were produced in court, which remanded them in police custody till Saturday. t was a well-known fact that Jawaharlal Nehru and Subhash Chandra Bose had a lot of political differences and also personal rivalries with regard to number one position in the party. Both of them were close to Mahatma Gandhi. Bose however did not believe that the British could not be thrown out by India resorting to a non-violent struggle. Bose believed that India must join the war against the British. He thought he should join an enemy of the British in order to get freedom for India. He went to Germany, met Hitler and later started a party and carried on the war in the East. Later he is said to have gone to Japan and other anti-British areas. The last that was heard him was he died in a plane crash. This has been however denied by his friends and followers. The Bose files, such as it was, had remained untouched for years. It is now learnt that some new facts about Bose have surfaced when some of the files were opened by the BJP government. It is now being said that Jawaharlal Nehru helped the British against Subhash Chandra Bose: Information was given — this was after India gained Independence — by Jawaharlal Nehru to British intelligence about an aide of Bose as well as some of his kin. OME friendly advice for the NDA is in order. Before saying or doing anything, its leaders must pause to consider whether that is what they had promised on the stump while seeking votes. If not, they should, as a rule, drop the subject. That way they will be able to avoid needless controversies, will keep their gaze fixed on the development agenda, and, thus, be able to retain the trust of the people who had voted so overwhelmingly in their favour only ten months ago. Several NDA ministers at the Center and in the States have made utter fools of themselves by talking out of turn. Space does not permit to list all their rantings. Every week brings a new set of inanities from them. Being in power neither makes them the most wise nor, for that matter, does it give them the license to inflict ill-considered thoughts on others. People can do without their obscurantist views. For example, consider this. A Goa minister thinks that wearing traditional clothes with a strong dab of vermillion in their foreheads would save women from rape and molestation. That would suggest that crimes against women are urban-centric. The truth is that rural women suffer more at the hands of cruel and uncultured men. At the heart of the problem is the attitude of the society towards women. Ill-couth and ill-bred men would treat women badly anyway, anywhere, regardless of their manner of dress. In the neighbouring Maharashtra, Chief Minister Devendra Fadnavis, when he began, seemed to be a modern-minded leader with a realistic outlook on men and matters. Unfortunately, he has forced a revision of that assessment. After the beef ban, the talk of prohibiting consumption of all meats was scary. Fortunately, it has been quelled, but not before causing much adverse comment. But the fiat to multiplexes to screen at least one Marathi film during prime time daily smacks of authoritarianism. Ironically, a party that believes in free competition in the market place is going against the cardinal supply- and-demand principle that underpins the working of businesses everywhere. Surely, if there are enough people wanting to watch a Marathi film multiplexes would be foolish to miss an opportunity to grow their businesses. The State has no business to interfere in such business decisions. What next? Will the Fadnavis government decide which Marathi movie must be screened at which theater. What if there are no takers for such films, or, simply, there are no new Marathi films to be screened. In that case, will the ruling coalition compensate the exhibitors for running old and/flop films to empty halls? Admittedly, concentrating on socio-economic development does not make headlines

because its gains take time to trickle down. Yet, eventually what will count is the creation of new jobs, bijli, paani and sadak and not the forced screening of Marathi films or the beef ban.

Since Judge Kurian, wittingly or unwittingly, has added further grist to the propaganda about the persecution of the minorities under the Modi raj, it needs to be pointed out that Good Friday is not a federal holiday in the US, which is over 95 percent Christian. Besides, Judge Kurian, not being among the senior-most judges, was not even

expected to attend the joint conference of chief justices of various high courts, the CJI and chief ministers and the Prime Minister held in New Delhi during the long weekend. The conference was so scheduled months ahead as not to disrupt regular court functioning, a most thoughtful decision given that over three crore cases are pending in various courts.

She has made news for all the wrong reasons, failing to grasp the enormity of the task in restoring some order in the vast and chaotic educational system. Another change could be the dispatch of the Minorities Affairs Minister Najma Heptulla to one of the many headless Raj Bhawans, and, in her place, the appointment of a bright young Muslim intellectual. In any case, since Modi has a cut-off age of 75 for being a member of his government, Heptulla will be 75 next week…

Its reputation has been marred by increasing incidence of man-animal conflict because of its nocturnal forays into human settlements. There is a strong belief in certain quarters that the leopard population has gone up manifold, and that they pose a serious threat to people living on the periphery of forests. The latest study, conducted over four years by three wildlife experts, purports to bust the myth of a spike in numbers. It contends that there has been about 80 per cent decrease in the leopard population over the last 100 years. The study has factored in their shrinking habitats and a diminishing prey range as well as the genetic data sourced from faecal samples. The biggest impediment to arriving at a ballpark figure is the absence of an all-India study on leopard enumeration, though several states have carried out their own surveys. There is, no doubt, that the leopard has been shortchanged. It has to play second fiddle to the tiger and survive without sustained, systematic efforts towards its conservation. Where tigers and leopards share the same territory, the protection programmes for the former are extended to the latter. But those have proved to be inadequate for the spotted cats. he newly passed Real Estate Regulation Bill may have been welcomed by all, but there are concerned voices raising anxiety over the inclusivity of all parties concerned. Developers and experts feel that though the bill may bring in the much valued transparency in the sector, it may breed corruption owing to some clauses in the regulation. The question then being asked is: who will regulate the regulators? “A regulator is surely required, but we need a comprehensive one with transparent systems, says Lalit Kumar Jain, CMD, Kumar Urban Development Ltd. (KUL). “Though many issues have been pointed out since ages, the bill is a retrograde step and breeds ground for corruption,” he says. According to him major concerns like; online registration processes without human interface to avoid corruption, all the stake holders to be governed by the regulator to avoid further delays in approvals and NOCs have been ignored by the government. “The government seems to have ignored the sugges-

tions and instead come up with a ridiculous concept of revocation of registration, as it will do more harm, promote more corruption and developers will have to tackle such knee jerk situations,” Jain says. The bill allows huge opportunity of exploitation as it has provided a15 day period for deemed approval, while regulators can scrutinize the proposal. “Instead an online automated process could be a better solution,” adds Jain. Further, builders are required to deposit 50% of the amount realized towards bookings on a project in a commercial bank account within 15 days of receipt, and deploy the funds for construction of the project. Jain feels the escrow account between the buyer and developer should have been on a pro-rata basis, linked to the construction cost and not on fixed slabs of 50% or 70%. “The government has obviously not factored the increase in cost of construction. The regulator will force developers to give full disclosures which will make fewer of them survive. This will mean that the supply will be hit in a market where the demand-supply mismatch is a peren-

nial problem. In turn, this will push the cost of housing which many feel is already high even as of now, due to various factors like delays in clearances, high cost of inputs like land, finance, steel and cement,” he adds. However, “one is happy to note that the RERA remains the lone authority to handle real estate related grievances. This will help avoid a plethora of court cases. Also the data on supply of housing will be available due to a regulator,” Jain says on a positive note. According to Ganesh Vasudevan, CEO, IndiaProperty.com on the one hand the bill is a positive move for the buyers, on the other hand it has put builders in a fix as now they will require more funds for construction. “The bill gives more power to the sanctioning authorities as they are still not put under the scrutiny of a regulator. The ongoing projects have been brought under the purview of the Bill and might result in further project delays. Also as the cost for the builder will now increase, it is likely

that the property rates will also increase,” he says. Mohit Goel, CEO, Omaxe feels that certain provisions that the sector had asked for amendment remains unattended. “We would have preferred escrow limit to be fixed on city basis (metro/tier II) or project basis (luxury/affordable); instead of a blanket 50%. Also, bringing ongoing projects under its ambit at this moment would further delay delivery of a vast number of projects (at various stages of construction) in the country,' says Goel. Goel believes that developers should be allowed to change design and structure post approval of 50% of consumers since a lot of difficulty arise when a developer begins construction. “Lastly, and most importantly, the bill doesn’t fix accountablity equally on all stakeholders. While builders face the brunt for project delays; accountability has not been fixed for delays due to regulatory approvals and customers default on payments etc,” he says.

This will help control price rise to a great extent particularly in investor dominated markets. 7. Punitive measures outlined for transgressions by builders 8. he concerns about soaring rentals and unaffordable housing in Mumbai notwithstanding, the surprising fact is that residential property prices across Mumbai city and its suburbs increased only by 7% in 2014, and by a negligible 0.3% in 2013. Home prices in the financial capital are evidently not submitting to the inflation that is affecting the cost of living in most other respects. Of course, given the sluggish demand for homes owing to the already crippling prices, there is not much scope for appreciation. In fact, the meagre increase in average property prices in the city stands in stark contrast to the general inflation rate of 6% in 2014 and 9% in 2013 (as per the CPI data). These figures definitely put paid to the popular perception that Mumbai’s developers keep increasing prices despite the fact that inventory has been building up and housing demand slowing down over the last couple of years. Even the average hike of 7% was primarily due to the new development control (DC) rules that came into effect from 2013. Developers had to start paying for additional (fungible) FSI towards construction of lifts, lobbies, flower beds, balconies, etc., which had been FSI-free areas earlier. Other reasons behind the mar-

ginal increase in per-square-foot prices include the rise in ready reckoner rates and escalations in the cost of labour and raw materials. The eastern suburbs from Kurla to Mulund saw an increase of 6% in 2014 over 2013 and 5% in 2013 over 2012 prices, as land was still available to launch new projects there. South Mumbai and western suburbs between Malad and Borivali recorded a similar price increase as their eastern neighbours. Bandra, Khar, Santacruz and Juhu also saw average growth in prices, as these areas lack a good supply of high-rises. Rates in areas like Thane and Navi Mumbai did not grow much either, and the uncertainty surrounding Navi Mumbai’s new international airport did not work in favour of the satellite city.

RL Logistics Ltd a leading panIndia surface logistics and parcel delivery service company would be entering the capital market on April 15, 2015 with its initial public offering to raise Rs 117 crore at face value of Rs. 10 each in a price band of Rs 195-205 a share. The offer closes on April 17th. The issue will constitute at least 25% of the fully diluted post-issue paid-up equity share capital of the company. The issue constitutes a fresh issuance of Rs. 117 crore worth of equity shares and Rs. 351 crore from secondary sale of shares from NSR-PE Mauritius LLC and promoters Vijay Sankeshwar and Anand Sankeshwar. The promoters are offloading shares to meet Securities Exchange Board of India's (SEBI) minimum mandatory requirement of 25% public float. "Post IPO, promoters stake would be reduced to 69 to 70% and 25% would be held by public and the rest 5% would be held by investors," said VRL Logistics Chairman and Managing Director Vijay Shankeshwar.

The company proposes to use the proceeds of the issue to buy vehicles, retire part of debt and for general corporate purposes. "The company would spend Rs 67 crore on acquisition of new fleet, Rs 28 crore for repayment of debts and rest would be spent on corporate purposes," VRL Logistics CFO Sunil Nalavadi said. The company has a goods transport fleet of around 4,000 vehicles in which VRL Logistics owns 3,546 vehicles. It also provides luxury bus service in states such as Karnataka, Maharashtra, Goa, Andhra Pradesh, Telangana, Tamil Nadu, Gujarat and Rajasthan. "Our 20% revenue comes from the luxury service and we would maintain that ratio in future also," Nalavadi added. Presently, VRL Logistics having a pan India network of 624 branches and 346 agencies. As on December 31, 2014, it had a fleet of over 4000 vehicles including 3546 trucks and 400 buses. olatility was low across financial markets over the last week. However, strong trends were visible in the currency market, as the US Dollar steam rolled most developed world currencies and a few from the EM space too. US Dollar is a shouting distance away from the March highs against the Euro and at a fresh high against the British Pound. Rupee has been stuck in a quite range, oscillating between 62.15 and 62.45 levels on spot. Onshore OTC traders alleged that central bank was seeing buying US Dollar heavily below the 62.30 levels. However, offshore traders were more than happy to sell on any central bank lead uptick. The spreads between onshore and offshore market has widened in favour of the Rupee, confirming the speculative long positioning of the offshore traders. Quite expectedly RBI remained pat on key policy rates. In its statement RBI said that monetary policy stance remains accommodative but future cuts will depend on the extent of disinflationary trend in the economy. On its outlook on inflation, RBI said, “CPI inflation is projected at its current levels in the first quarter of 2015-16, moderating thereafter to around 4% by August but firming up to reach 5.8% by the end of the year . There are upside risks to the central projection emanating from possible intensification of el niño conditions leading to a less than normal monsoon; large deviations in vegetable and fruit prices from their regular seasonal patterns, given unseasonal rains; larger than anticipated administered price revisions; faster closing of the output gap; geopolitical developments leading to hardening of global commodity prices; and spillover from external developments through exchange rate and asset price channels. However, at this juncture, these upside risks appear to be offset by downsides

originating from global deflationary/disinflationary tendencies, the still soft outlook on global commodity prices; and slack in the domestic economy.” In July 2014, banks were allowed to issue long term bonds (LTBs), with exemptions from certain regulatory pre-emptions, for lending to (i) longterm projects in infrastructure subsectors, and (ii) affordable housing. it has been decided to allow banks to invest in such bonds issued by other banks, subject to the following conditions: (1) banks’ investment in these bonds will not be treated as ‘assets with the banking system in India’ for the purpose of calculation of NDTL; (2) any single bank’s holding of bonds in a particular issue will be subject to certain limits in relation to the bond issue size. Its aggregate holding of such bonds will also be subject to certain limits in relation to its own assets. (3) LTBs held for trading will reduce the bank’s priority sector and liquidity benefits obtained from its own issuance of LTBs. Though RBI advised the banks to move to marginal cost of funds while setting their base rate but bankers were not convinced. Base rate is the rate below which banks cannot lend to even their best customers. Bankers have a valid argument when they say that there is limited liquidity available at the repo rate

and banks mostly depend on retail and corporate deposits, where weighted average cost can be higher than repo rate. At the same time, unlike west, Indian banks do raise much funds from the money markets, so that they can benefit of lower repo rates. Infact, we have to also take into account the fact that with over 10% of Indian banking assets in stressed category, where NIMs are mostly negative, due to cost of funds raised, there is little room the bankers have to lower their base rate, without seriously impacting the net interest margin. India’s industrial growth jumped to a three month high of 5% in February. However, we have to take note of the low base. Last year in February, industrial production had fallen by over 6% month over month, the sharpest fall in over a decade. Generally February tends to see lower IIP compared with January, that has been the trend over the last decade, but the month over the month drop has been between 2-4%. On account of the lower base, inspite of a month on month drop of 4.1% in February of 2015, IIP showed a sharp yoy jump. If we glance at the overall IIP index, which came in at 181.3 in February of this year, has been caught oscillating between 155 and 195 since the end of 2009. Over the coming month, the bullish case for the industrial production would be if we can see the index sus-

tainably march above the 200 level, which would mean strong phase of industrial growth has finally arrived. Capital goods production grew 8.8% in February, Consumer non-durables production rose 10.7% but that of consumer durables declined 3.4%. Over the next week, traders have a lot of data to chew in terms of Indian consumer inflation data as well as the whole price inflation data for the month of March. We expect consumer inflation to moderate towards 5% and over the coming months, due to high base of last year, fall below 5.00%. Whole prices are expected to remain in the negative territory. On the global front, traders will keep a close eye on the US macro statistics, as any hint of an upturn in US macro data would increase the hawkishness of US central bank. US economy will release data on inflation, consumer sentiment, business sentiment, industrial production, housing activity and even some of the US Fed members have their speeches scheduled. We continue to expect US Dollar to remain strong, though we see the risk of md-week corrective decline in the US Dollar, post inflation data, as inflation is expected to print benign. In UK, national elections are now the key event, where the opinion polls are indicating a fractured mandate. UK economic data releases would include, inflation and jobs data for the previous month. Euro zone central bank would meet on coming Thursday and press conference will be watched for clue to progress on the QE. The more dovish the ECB would sound, the sharper can be the decline in Euro. China and Japan would also report their industrial activity data for the month of March. As far as levels go, we are going to be buyers in USD/INR between 61.60/62.20 region and would look for a limited rally towards 62.80/63.00 over the coming weeks. On Euro/INR and GBP/INR we have a seller and would continue to sell on a spike towards 68.00/70.00 and 94.00/96.00 zone on spot. JPY/INR is expected to remain in a range of 50.50/51.00 and 52.50/53.00 over the next few weeks. Indian 10 year paper is seeing a ranged activity between 7.75-7.81 on yields, as traders and investors are gradually reducing their inventories to make room for the new 10 year which may get launched next month. Therefore, we expect a range of 7.74-7.85% on the old 10 year bond.

he growth in industrial production surpassed market expectations at 5% for the month of Feb’15 as against 2.4% in the previous month and a contraction of -2% during the corresponding period in the previous year. Consequently, the cumulative growth for the period AprFeb’15 stands at 2.8% against -0.1% recorded last year. Besides the base effect, the significant growth of industrial output has been largely due to the strong performance of the manufacturing (5.2%) and the electricity (5.9%) segment. In addition, the mining sector too has contributed with a positive growth of 2.5% (as against -2.8% in Jan’15) for the month. Going ahead, if this trend sustains the overall growth in industrial output for FY15 can be estimated at 3%. (as against -0.1% in FY14), predicts Care Ratings. Commenting on the index of industrial production for February 2015, Sumit Mazumder, President, CII has welcomed the sharp bounce back of industrial output after a long period of sluggish growth, buttressed by the robust performance of manufacturing and mining sectors and

The Quick Estimates of Index of Industrial Production (IIP) with base 2004-05 for the month of February 2015 have been released by the Central Statistics Office of the Ministry of Statistics and Programme Implementation. IIP is compiled using data received from 16 source agencies. The highlights indicate that... The General Index for the month of February 2015 stands at 181.3, which is 5.0% higher as compared to the level in the month of February 2014. The cumulative growth for the period April-February 2014-15 over the corresponding period of the previous year stands at 2.8%. The Indices of Industrial Production for the Mining, Manufacturing and Electricity sectors for the month of February 2015 stand at 130.7, 192.9 and 166.0 respectively, with the corresponding growth rates of 2.5%, 5.2% and 5.9% as compared to February 2014 (Statement I). The cumulative growth in the three sectors during AprilFebruary 2014-15 over the corresponding period of 2013-14 has been 1.5%, 2.2% and 9.1% respectively. In terms of industries, fifteen (15) out of the twenty two (22) industry groups (as per 2-digit NIC-2004) in the manufacturing sec tor have shown positive growth during the month of February 2015 as compared to the corresponding month of the previous year (St atement II). The industry group ‘Wearing apparel; dressing and dyeing of fur’ has shown the highest positive growth of 62.0%, followed by 35.8% in ‘Electrical machinery and apparatus n.e.c.’ and 19.6% in ‘Wood and products of wood & cork except furniture; articles of straw & plating materials’. On the other hand, the industry group ‘Office, accounting & computing machinery’ has shown the highest negative growth of (-) 44.6%, followed by (-) 43.4% in ‘Radio, TV and communication equipment & apparatus’ and (-) 8.2% in ‘Other transport equipment’. As per Use-based classification, the growth rates in February 2015 over February 2014 are 5.0% in Basic goods, 8.8% in Capital goods and 1.1% in Intermediate goods (Statement III). The Consumer durables and Consumer non-durables have recorded growth of (-) 3.4% and 10.7% respectively, with the overall growth in Consumer goods being 5.2%. The growth rates in respect of individual items may not reflect their actual contribution in the overall growth rate of IIP. Taking into account the weights of different items, the overall growth rate of IIP can be decomposed into positive and negative contributions of different items. Such contributions of top five items with positive contribution and top five items with negative contribution are given below:

Surpassing Market Expectations; IIP Surprises, But... backed by a favourable base effect. “The figures, which are much above market expectations, point to the industrial recovery firmly taking root and an impending turnaround in the investment cycle” he says. According to him “What is heartening to note is that the capital goods sector, which is a gauge for investment demand, has shown an improved performance indicating that investment activity is gradually gaining traction due to improved sentiment and a gradual pick up in new business and foreign orders. This is supported by the impres-

sive performance of consumer non-durables indicating a pick- up in both consumption and investment demand”. Mazumder believes “Going forward, the flurry of reform initiatives taken by the government, which has been duly supported by the monetary easing stance of the RBI and the decision of the banks to transmit the rate cut across sectors, would bring the investment momentum back to the economy. Many stalled projects which have been waiting for availability of credit at cost effective rates would be encouraged to restart their operations and eventually be a

trigger for a turn in the investment cycle”. The “Mining and manufacturing sectors appear to have picked up pace. This is reflective of policy actions in terms of faster clearances of projects. The pickup in manufacturing activity is also suggestive of rising demand. Also, pickup in consumer spending appears to have significantly contributed to the growth in production of non- consumer goods. However, this is the only sub- indices which has recorded significantly higher growth relative to the month of Jan’15 while the other indices show lower growth.

Hence, these numbers should be treated with caution, says Care Ratings in a report on Friday's figures. The authors of the Care report, Economist Kavita Chacko and Associate Economist Jyoti Wadhwani believe that “ In addition to the above points, it may also be noted that credit growth remains lackluster, hence it would be premature to conclude that IIP would record similar growth going forward as that seen in Feb’15. If a similar trend across all the sectors holds for the month of March’15, the IIP growth can be seen around 3% for the FY15”. They

believe that the “ Impact of rate cuts, Make in India, coal auctions will be seen only in the later parts of FY16”. However, Dhananjay Sinha, Head, Institutional Research, Emkay Global Financial Services is of the opinion that the “IIP print for Feb’15 at 5% extends the higher average generating since Nov’14 and suggests a growth recovery underway. However, with core industrial segments showing renewed weakness and multiple other indicators remaining feeble, it would still be early to claim a full blown recovery”. Bank of India, in a SBI report believes “ A 5.0% growth in Feb’15 is icing on the cake. However, on the downside, it seems that the momentum was facilitated by a significantly lower base in Feb’14. As per our estimates, if the Feb’15 IIP Index was static as compared to Jan’15, the IIP growth would have been at 9%. This implies that there was indeed a loss of sequential impact that stripped off 4% from Feb’15. However, there are a number of positives from this data. At 5%, this was the highest in last 3 months (Nov’14 was upgraded to 5.2%). We believe that Apr’15 IIP numbers will be crucial, and if it reveals the current momentum, we may have just turned round the corner”. So in effect it means, that while green shoots are visible, it is still to early for partying time...lets see what March has to offer. The index figures for March 2015 will be released on May 12th.

REVIEW OF THE PREVIOUS DAY:

The Nifty rose marginally on Friday (April 10, 2015) a net 2.05 points (0.02%) and closed at the 8780 point level. The market opened down with a gap at the 8774 points level. It then turned into a range bound movement until 1.05 p.m. The index then declined sharply and registered the day’s low at the 8733 points level at 1.16 p.m. It then rose sharply into the green and registered the day’s high at the 8787 points level at 3.12 p.m. The index then declined and turned into a range bound movement to close the day on a flat note. The Nifty moved in a range of 54 points. Sentiment was bullish and amongst the 50 Nifty stocks 28 were gainers, while 22 stocks closed in the red. Substantial buying was witnessed in Infrastructure stocks. TECHNICAL ANALYSIS:

Volume: Volume (Qty shares) decreased 8.03%. This change is small and indicates a moderate participation by investors. Market Breadth: Overall Market Breadth on the NSE was positive. Amongst all the traded stocks, 909 were gainers, 571 were losers and 29 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI is above the 40 level and is now turned flat (positive if it rises). MACD Indicator: The MACD is below zero and is rising (positive if it continues). It is above its 9-day Average (positive).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a strong market but with a neutral bias. Support Levels: For short-term traders the immediate main support is at the 8509 points level. The next support is at the 8407 points level.

Resistance Levels: The immediate main resistance is at the 8788 points level. The next resistance is at the 8959 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 8767 (This is the level where the trend is likely to change during intra-day). Support (1) = 8747. Support (2) = 8713. Resistance (1) = 8801. Resistance (2) = 8821.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a fourth consecutive doji pattern. This indicates that the indecisiveness amongst investors continues. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is above its 5, 15, 25 and 200 day moving averages. Further the velocity parameters are positively trended. Both these indicate a positive bias and the possibility of a further up move unfolding. Investors are advised to hold long positions.

CMP: Rs. 34 Target Rs. 40 Manappuram Finance’s (MFL) business growth has been reviving since the start of FY15. The supporting factors being stable gold prices and branch activation efforts implemented by the company. The quarterly disbursements are on the uptrend and stood at a multi-quarter high of ~Rs. 6000cr in Q3 FY15. The stock of gold holdings has increased from 45.5 tons to 50 tons during 9m FY15. Consequently, AUM has grown year-to-date by 8% to Rs. 8,824cr. MFL has a large underutilized network of ~3,300 branches which had handled AUM of Rs. 10000cr+ during mid-FY13. Asset growth recovery in the longer term would also be driven by introduction of new products such as microfinance, affordable housing and vehicle finance. This would also lend the much needed diversification to the business model. NIMs have been surprisingly robust; cost metric to improve: Despite asset quality stress in the erstwhile higher LTV portfolio, MFL has smartly managed to improve spreads over the past six quarters. Currently, the spreads earned are above 13%, the best amongst NBFCs. MFL has been reducing its blended funding cost by resorting to relatively lower costing borrowings from banks and mutual funds. With cost of funds set to decline further, the company should be able to sustain spreads. Opex to avg.AUM ratio for the company stands high at 7.7% as compared to 5% for Muthoot. However, as growth picks and incremental business generation is driven by existing network and resources, the cost ratios should improve. Asset quality stabilizing; valuation attractive: Gross NPAs, after increasing during Q2 FY14-Q2 FY15 to 2%, came down sharply to 1% of AUM in Q3 FY15. This was on account of company getting rid of the affected portfolio (at high LTVs) through auctioning. With the book having adjusted to lower LTVs now, asset quality risks are in control. MFL has robust capitalization (Tier-1 ratio at ~25%) which can support a healthy asset growth over next three years. Growth remains the panacea for improvement in profitability and RoA could likely recover to 3.5-3.8% in the longer run. Considering improving prospects, valuation is attractive at 1.1x 9m FY15 P/ABV.

MOTILAL OSWAL CALLS A ‘BUY’ ON BHEL

CMP: Rs. 235 Target Rs. 320 BHEL’s provisional numbers - a mixed bag: BHEL’s provisional FY15 numbers were a mixed bag. Revenue at INR308b (down 19.8% YoY) was 7% above our estimate of INR286b. This implies 4QFY15 revenue at INR136b (down 7.7% YoY), above our estimate of INR115b. PBT for FY15 at INR19.1b (down 62% YoY) was 35.5% below our estimate of INR25.8b and PAT at INR13.1b (down 64% YoY) was 36.6% below our estimate of INR17.9b. We await further clarity on the operational performance and also the one-offs. We would revise the estimates post detailed results. Order intake at INR308b in FY15 (v/s INR280b in FY14), entails 4QFY15 intake at INR101b: During FY15, BHEL’s order intake stood at INR308b v/s INR280b in FY14 — growth of 10% YoY. Key orders received in 4Q include: i) 1,080mw TSGENCO (EPC, INR50b) and ii) 120mw Rammam stage III hydro electric project in West Bengal, (INR2.3b). Also, BHEL was L1 in i) 1,320mw Udangudi (EPC, ~INR78b), ii) 500mw Tuticorin (BTG, INR12b), iii) 1gw of Pakal DUL Hydro power with Patel Engg (~INR90b JV share, BHEL likely at INR10b) and iv) 1.2gw Pranhita Lift Irrigation (INR30b). Maintain Buy; strongly exposed to cyclical factors: BHEL is strongly exposed to cyclical factors: i) contribution margins at ~42% v/s expected EBITDA margin of 12.4% (adjusted) in FY14, leading to a meaningful operating leverage, ii) core NWC stable at 200 days; cyclical factors of retention money (at 181 days in FY14 v/s 55-60 days in FY07-09) and customer advances (deteriorated from 63% of revenue in FY09 to 38% in FY14) that impacted reported NWC are expected to normalize as we expect power sector BTB to increase from 3.4x currently to 3.8x in FY16E. We maintain Buy with a target price of INR320/sh (18x FY17E), 36% upside. Maintain Buy, Price Target of INR320 (18x FY17E PER): We expect BHEL to report an EPS of INR12.2 in FY16E, INR17.7 in FY17E. We await further clarity on the FY15 operational performance, and also one offs. We would revise our estimates post the detailed results. At the CMP, the stock quotes at PER of 32x FY15E / 19.3x FY16E/ 13.3x FY17E. We maintain Buy with target price of INR320/sh (PER of 18x FY17E). Our target multiple of 18x is based on average one-year forward PER during FY06-11, a period when the power sector ordering was robust.

ARRIET BURDEN, the heroine of Siri Hustvedt’s sixth novel, The Blazing World, is a well built Amazonian woman, talented, opinionated and frighteningly erudite. In a world where women are still

expected to be feminine and beautiful by the current standards, Harriet, called Harry by her friends, would have no place, if she had not managed to marry right. Her husband, Felix Lord, a rich art dealer, dies leaving her with immense wealth which, ironically leaves her even more ‘invisible’ than when he was alive. She was the ‘wife’ then and is the middle-aged ‘widow’ now; the art world doesn’t care much for her or her work. Harriet then decides to expose the art world’s sexism, shallowness and ignorance, but getting three young men to show her work as theirs. Predictably, the response to the work is gushing. She finally gets the attention she craves, even if it is under other names. Then, under one of her aliases she writes to an arts journal, exposing the hoax— that three series of elaborate installations, were Harriet Burden’s work, attributed to male artists. The book has been written as a series of interviews with her children, friends and critics, and her own journal entries, compiled by a fictional professor of aesthetics, after her death. So her plan is revealed right at the start in his foreword, what the reader gets layer by layer is how she did it, her interactions with the three men, other people’s responses to her as woman and as an artist. Even though, the gender barrier has been lowered somewhat in the art, literary and media circles, remnants of old biases remain, and women continue to be judged first by their appearance and then their ability. Hustvedt does not portray Harriet as a likeable or even sympathetic woman, but a bundle of contradictions and quirks. She puts up with her husband’s many

Naseeb, a story of destiny and fate, begins with a lottery ticket. A drunk who cannot pay his tab trades his ‘winning’ ticket to the waiter, Namdev, instead. Namdev decides to share this ticket with his three friends Damu, Raghu and Jaggi. But when it turns out to actually be a winner, Damu and Ragu turn on the other two, murdering Jaggi and framing Namdev. Namdev goes on the run but Raghu and Damu intervene and throw him over a bridge into a river and Namdev is presumed dead. However he is rescued by a don (Amrish Puri) but no one is aware he is alive. Fast forward to ten years later - Damu and Raghu have used their stolen lottery money to build a fabulous hotel and make millions becoming very successful businessmen. Damu has used a share of his money to send his only son, Vicky to school in England. They have even employed Namdev’s oldest son Johnny, Vicky’s best friend, as a waiter in the hotel. Pushkraj Chirputkar is a young theatre professional who is making his mark in telly land with the popular Zee Marathi show ‘Dil Dosti Duniyaadari’. Sandeep Hattangadi spoke to the talented young actor about his new found success and his popular show. A few excerpts:

SCIENTIFIC SHOW

Have you ever wondered why an elephant has huge ears? Why the snake has a split tongue? Animal Planet’s new series 'SUPER SENSES' will reveal why some animals have strange looking sense organs. Animals use sight, smell, taste, touch, hearing and have other special senses to negotiate their way through a sometimes cruel and unforgiving world. Every feature has a special purpose that has evolved to ensure the survival of the animal. Just like humans, animals rely on their senses to communicate with each other, find their way around, stay safe and most importantly, to find food. The antennae of a butterfly which up close look like feathers, the sensory cells on a crocodile’s skin, these evolutionary traits aren’t just for decoration. 'SUPER SENSES' will give a deep insight into the amazing abilities that animals have. Starting April 13, the show will air Monday to Thursday at 10 pm only on Animal Planet.

TWIN SHOWS LAUNCHED

Starting 13th April, Zindagi channel introduces two new original programming slots, 7:00 pm and 7:30 pm. To kick start this new phase, Zindagi presents two brand new shows, 'Mere Humnawaz' and 'Kabhi Aashna Kabhi Ajnabee', each with a unique story that will surely leave the viewer’s captivated. Launching on Monday, April 13th at 7:00 pm is 'Mere Humnawaz', the story of a bubbly girl Haniya whose dreams of a rosy future are shattered when Ahad, the love of her life, calls off their wedding just the night before the wedding. To salvage the crisis, Ahad’s elder brother Ahmad steps forward to marry Haniya. The show will mark the return of Fahad Mustafa (Mastana Mahi fame) in the role of charming Ahmad alongside two new actors, as the Sonia Hussain and Shahzad Sheikh. Following at 7:30 pm is 'Kabhi Aashna Kabhi Ajnabee', an interesting narrative depicting the story of a childless woman Asmat Aara and how her desire to have kids ruins her married life forever.

And this being the case, will the new Janata Parivar behave like the old Janata Parivar and will want to see only people close to it everywhere in the newly formed party and will see other people as other components? Then this party will embark on the path of the old Janata Party. I remember that when the Janata Party had formed, then people of the Congress (O) used to see the interests of their people, Samajwadi people used to see the interests of their people and people of the Jana Sangh use to see only – and only – the interests of its people. It is of utmost importance that this doesn’t come in the newly formed party. If inherent contradictions in the old Janata Party, the old Janata Dal, the old Samajwadi Andolan come before this newly formed Janata Parivar, then it will be a very big betrayal of the people of India. And, after that, people’s trust from democracy will possibly evaporate. Today, Leftists speak in favour of the public, but they don’t have strength and power. Samajwadis (socialists) are samajwadis (socialists) so to say, but a big section from them has joined up with the Bharatiya Janata Party. The Bharatiya Janata Party is committed to a market economy. The Congress merely started a market economy and went far away from their globally accepted leader Jawaharlal Nehru’s concept of a welfare state. History will lay the charge on the Congress and the Bharatiya Janata Party that without changing the Constitution they changed the Constitution. No section of the Constitution which has a relation with the public is being followed today. Both the parties are standing in favour of the market.

wenty second May, 1987 was the blackest night in the history of Indian humanity. That night showed the ugly, distorted face of the system, but also kindled hope about some people in the system. In a well considered planned move, a limb linked to the Indian system for maintaining law and order – the Provincial Armed Constabulary (PAC), took away people from Hashimpura locality in Meerut city in Uttar Pradesh, took them to the banks of the Gangnahar (canal) near Ghaziabad, made them stand in line, shot them and threw their bodies into the canal (line mein khada kiya, goli mari aur lashen baha di). I remember it very well, this was the heading of the lead story in our issue which first brought this story before the world. At that time, no one was ready to publish this story and how could they publish it? The Chief Minister of Uttar Pradesh at that

time was the almighty Vir Bahadur Singh and the Prime Minister of India at that time was the all powerful Rajiv Gandhi. When we took the decision to publish the report, we knew that we would be colliding with a part of the Indian system which had no respect for democracy. The then Chief Minister had got all the copies of Chauthi Duniya taken away from the market on two occasions. He sent us a message, but I must say that the politicians of that time were not as heartless as those of today. When I said to Vir Bahadur Singh, you keep removing the copies, we will keep printing them, Vir Bahadur Singh laughed a bit and then cut the phone. The judicial decision in the Hashimpura case came on 21 March 2015. The decision told us that our justice system too is insensitive. The justice system acquitted all the people who were alleged to have carried out the massacre. The court gave them the

Those who take their votes, whether they are people from political parties, or are leaders of these sections who influence them in favour of political parties, then deceive them.

Sania seals historic world no. 1 rank with Charleston title C

harleston (USA): Sania Mirza created history by becoming the first female tennis player from India to achieve the world number one rank in doubles, following her stupendous title win at the WTA Family Circle Cup with partner Martina Hingis, here. The top-seeded IndoSwiss pair blew away the challenge of Casey Dellacqua and Darija Jurak 6-0 6-4 in just 57 minutes in the lopsided final of the USD 731,000 clay court event. Sania took 470 points from the win to take her tally to 7965 as she jumped past Italy's Sara Errani (7640) and Roberta Vinci (7640) to sit atop the ranking table. The official ranking chart will be issued today [Monday]. Before Sania, only Leander Paes and Mahesh Bhuapthi had achieved the top rank when they dominated men's doubles circuit in the last 90s.
