‘Goonda raj’ in UP? N

EW DELHI: The Bharatiya Janata Party (BJP) on Sunday alleged that if the complaint lodged against Mulayam Singh Yadav by senior IPS officer Amitabh Thakur is true then it confirms that the ruling Samajwadi Party (SP) in Uttar Pradesh is indulging in ‘goonda raj’. BJP spokesperson Nalin Kohli said this matter requires complete transparency and clarity. “If it is true, then it is a confirmation that Samajwadi Party is indulging in open ‘goonda raj’, and now that counter FIRs are being filed, it needs to be seen in that light,” Kohli told reporters. “If the matter is false, which a clear and unbiased investigation can reveal, then action should be taken if someone files a false complaint. Filing FIRs against each other will not bring any truth out,” he added. A rape case has Continued on pg 8 «

oodies who patiently waited for the Muslim holy month of Ramzan all year to have special beef dishes are managing with other meat options this year. As the ADC visits the narrow lanes of South Mumbai's Bhendi Bazaar replete with temporary food joints that operate all night, as waiters scream aloud at the roadside seating arrangements with a memorized menu card of about 10-15 dishes, "bhaijaan idhaar baithiye aaiye, kya lenege?" (Brother come, please have a seat, what will you have?), says Mohammad Kayyum, a waiter of an eatery. While Kayyum serves water the memorized menu card is verbally presented which includes all most 80 percent of chicken dishes that once use to feature beef dishes in rich spices. "Beef ban kar diya hai. Ab chicken se kaam chalao, zyada fark nahi hai taste mein. (Beef has been banned, try chicken dishes, the taste does not have much difference)," adds Kayyum while rushing to another table. "I waited all year to have special

and on March 4, the state brought the law into force by issuing an official order. The Maharashtra Animal Preservation Act (MAPA) (Amended) banned slaughter of bulls and bullocks along with cows and any violation was punishable with a jail term of five years and a fine of up to Rs 10,000. However a petition was filed in the Bombay High Court following the enforcement of the MAPA for a stay. In April the court declined a stay on the ban law but had directed the state not to take coercive steps for possession of the meat.

dishes which are available only once a year. The beef ban is resulting in food compromise I think. This year it's been for the first time in 5-6 years, that I haven't had special Ramzan 'paaya' dish and 'paaya soup' which a man who we called chacha use to make and sell. I did not find his joint this year since Ramzan started. I think he's not doing his food business this year," said foodie Vasi Sayed, an exporter by profession from Bandra. However the beef ban has forced a marked change in the menus of leading restaurants of the area too. There are replacements to the dishes even in famous restaurants where some dishes are named after Bollywood celebrities who have visited the restaurant to taste the secret recipes. The options are kept ready to deal with the rush of customers in Ramzan when demand is at its peak for specially prepared dishes. The famous Noor Mohammadi restaurant known for its exotic dishes like 'nihari' have been in existence since 1923 has a replacement now to 'beef shami kebabs' with 'chicken shami kebabs'.

Skewers of a range of kebabs and chicken tandoori adorn one of the stalls. Rashid Hakim, owner of Noor Mohammadi restaurant said, "I have been selling beef shami kebabs since years. Due to the ban I have replaced the 'beef shami kebabs' with 'chicken shami kebabs'. My customers who have developed taste for beef shami kebabs demand them but I have no options other than suggesting the chicken ones. We are known for budget serving dishes but are facing loss as the price difference is comparatively expensive." An Event Management professional and a foodie Nisha K. from Santacruz said, "I like beef dishes. I often visited the Minara Masjid lane to taste and savour different dishes. Some restaurants serve really tasty and reasonable dishes and some are available only in Ramzan. I haven't visited this year as I am sure after the beef ban those dishes wouldn't be available." "My restaurant is in existence since 80 years. The specialty of my restaurant used to be 'Beef Bhuna' and I had a great demand for it by the customers. After the decision on banning beef I am offering ‘Chicken Bhuna' now, a replacement to the

The Ban Enforcement The state had enacted law to ban slaughter of cows in the year 1976. It framed a law to ban slaughter of bulls and bullocks too in 1995. The draft for approval was later sent to the President. The assent from the President came in February this year

On Tuesday late night in western Mumbai's Bangur Nagar area a truck filled with meat slaughtered at the Deonar abattoir made pro-beef ban activists panic. “The meat was from the government run slaughter house in Deonar area. The meat was loaded in the BMC truck to transport it to several locations in the city and the driver was handed over all the necessary documents. I received a call around 2:30am that the truck was forcefully stopped by 10-12 activists near Laxmi Nagar demanding legal proofs of the meat. However the police were called later and the truck was released after about an hour,” said Dr. Pathan, GM, Deonar Abattoir. According to activist Sandesh Sonawane, “The truck was filled with suspected banned meat, we demanded a check and the driver's proof if he is working for the BMC. The police have taken precautionary statement and the truck was allowed to go.” However the Beef traders association have voiced their dissent over this incident and asked the government to take corrective steps to avoid such cases in the future.

Security concern rises as BMC okays night markets n Tuesday, the Brihanmumbai Municipal Corporation's law committee approved a proposal on night markets, which are common abroad and are popular among tourists and residents alike. The markets will be allowed under new hawkers' policy, according to the law committe's opinion. On the lines of Singapore and Bangkok, these markets might run from Saturday afternoon to Sunday evening. As this proposal has been approved, there has been mixed reactions from party leaders and activists. Congress and opposition leader at BMC Devendra Amberkar opines that there is already the nuisance of hawkers, and questioned the credibility of night markets. “This is a system that works abroad. Here, I do not think any-

beef dish to my customers. Earlier I used to sell a plate of beef bhuna at Rs. 35, now I offer the same dish replaced with chicken meat at Rs.50 per plate. The price difference is resulting in a loss of customers and taste both," said Mushtaq Ahmed Qureshi, owner of Alamgir restaurant. According to beef traders association president Mohammad Ali Qureshi, "During Ramzan every year, the slaughter of around 600 beef source animals used to take place. Post ban this has resulted in the loss of not only the butchers or traders but also the government. Small time meat traders are suffering as they are left with no source of income. The food outlets have replaced the beef with chicken which is resulting in a price rise for the consumers.”

body would like to go shopping in the night. Also, the hawkers cause enough nuisance in the day, why add up to the problem in the night? And even if a few people go to shop, how are they going to secure the area and how will they guarantee the safety of citizens?” he questioned the point of motion that passed on Tuesday. MNS leader at BMC, Sandeep Deshpande said, “Women's safety is a major point of concern here. Is the

Mumbai police going to be involved in this plan? Because there has to be a strong provision of security if they go ahead with this plan.” While party leaders are bringing up the issue of security, activists have a slightly different view on the situation. Sushiben Shah, former Chairperson of Maharashtra State Commission for Women, said this can be a win-win situation, stressing on the fact that Mumbai police should be involved in securing the place. “If they can maintain the security, this is a great initiative, especially if the market is set up in South Mumbai. There are ample employment opportunities. Also, many women vendors work for flea markets abroad. This way, more women will be able to participate in welcoming an international concept,” she said. Activist from Bandra, Vidya

Vaidya thinks that this can be a success if it is set in the right place. “These all depend on the location of the market. In commercial areas like Bandra Kurla Complex, where streets are not used in the night, this could be possible. Otherwise during day there is enough nuisance from the hawkers around residential areas. The BMC rarely implements their policies, and therefore I would like these night markets to be as far away from residential areas as possible,” Vaidya said. Speaking on women’s safety after this nascent concept, she underscored, “Women have all the right to go and shop whenever they want. Generally, they will be accompanied in markets like these, and I think even the police will be involved in this, so the safety of women might not be that much of an issue if security is taken care of.”

Anti-ageing pill may undergo first clinical trial in US A drug widely used for diabetes that could also help people live longer and healthier may soon undergo first clinical trial as an antiageing medicine in the US. Metformin, a drug already used for diabetes, is known to prolong life in animals. Last year researchers at Cardiff University reported that patients with type-2 diabetes who took metformin lived, on average, more than 15 per cent longer than a group of comparable healthy people. Nir Barzilai, director of the Institute for Ageing Research at Albert Einstein College of Medicine in New York, wants to take the research a step further by testing if the drug can prolong lives of 3,000 people who are not diabetic. "Evidence from animal models and in vitro studies suggests that metformin changes metabolic and cellular processes

associated with age-related conditions," Barzilai said. Barzilai and his colleagues are in talks with the US Food and Drug Administration about the proposed trial, 'The Sunday Times' reported. The researchers also have to persuade the agency to recognise ageing as a disease that can be treated, rather than just a natural unstoppable process. The cost of the trial is estimated at 30 million pounds. It would enrol 3,000 patients, all aged 70-80, at 15 separate centres and then follow them for seven years to see how those taking the pill compared with a control group. "The time has come to initiate clinical trials with the ultimate goal of increasing the healthspan (and perhaps longevity) of human populations," Barzilai said.

Man fined for letting dog steer his motorbike

A man in Vietnam faces a fine of up to USD 320 for letting his dog steer his motorbike in an 'extremely dangerous' stunt. The pet was filmed steering the bike with his front paws while the owner sat behind him on the seat of the motorbike in Hanoi. The bizarre incident occurred on a street in the Vietnamese capital city and a video was then uploaded online. The footage shows the man letting go of the handlebars to allow his pet to steer at pretty alarming speeds, Metro.Co.Uk reported. The local traffic police have described the act as "extremely dangerous". "The act deserves harsh criticism and punishment," said Nguyen Van Quy, an officer from Hanoi. The man could face a fine of USD 230-320 for "releasing both hands while driving a motorbike - which could increase because he also wasn't wearing a helmet," he said.

New air filter to clear cigarette smoke quickly A new air-cleaning filter can get rid of all the harmful smoke substances in a room - where ten people are simultaneously smoking - in less than an hour, researchers say. The filter is coated with a manganese oxide-based nano-catalyst, which can be used in a smoking room to reduce and purify major harmful substances of cigarette smoke. The air cleaning equipment based on the newly-developed catalyst can purify over 80 per cent of the cigarette smoke within 30 minutes and 100 per cent of it within 1 hour in a 30 square meter smoking room, where 10 people are smoking simultaneously. Activated charcoal-based filters have been mostly used in a smoking room to remove gaseous materials in cigarette smoke. However, those filters are not effective in removing gaseous materials such as

acetaldehyde, their absorption performance decreases fast in a closed facility such as a smoking room, and they need to be replaced at least every other week. The research team has developed a nano-catalyst filter by evenly coating a manganese oxide-based nano-catalyst powder onto a ceramic-based filter media. The nano-catalyst filter uses a technology that decomposes elements of cigarette smoke using oxygen radical, which is generated by decomposing ozone in the air on the surface of the manganese-oxide-based nano-catalyst filter. An evaluation test with total volatile organic compounds (TVOC), such as acetaldehyde, nicotine and tar, which account for the largest volume of gaseous materials in cigarette smoke, was conducted to evaluate the performance of the newly-developed

catalyst. The results showed that the new catalyst decomposed over 98 per cent of the harmful substances. "The new air cleaning equipment based on a simple catalyst successfully processes and removes gaseous materials in cigarette smoke, which are not easily removed with the existing air cleaning technologies," said Dr Jongsoo Jurng of Korea Institute of Science and Technology (KSIT) in Seoul, who led the study with Dr Gwi-Nam. "If the new equipment can be simplified and is economically feasible, it will be an important tool for keeping smoking room pleasant and clean. Also, from the convergence perspective, the new nanometre catalyst filter can be integrated with other air cleaning products such as air purifiers and air conditioners," Jurng said.

Monsoon blues S

enior Nationalist Congress Party (NCP) leader Ajit Pawar last week summed it up nicely – those in power now are yet to realise that they are really in power; and those who were in power are yet to get accustomed to their new role of being the opposition. Whether this realisation of change in their respective roles really dawns upon both the sides in the Monsoon session of the state legislature that starts today remains to be seen throughout the next three weeks. But going by what is happening within the Bharatiya Janata Party (BJP), the Shiv Sena, BJPs Mahayuti allies,

It has never happened before in the history of any government that in its first year of power itself it is facing so many charges of irregularities and allegations of corruption and that too all the accused being from the BJP. The divide within the party was visible when two BJP ministers jumped in the fray to defend Education MinisterVinod Tawde. While at the other end it was left up to Pankaja Munde to defend herself almost all by herself. What it has done is that all the atten-

between BJP-Sena and overall what the NCP in particular, besides the Congress, it does seem that it is a multilegged race in which there is no sure shot winner. The babble-mouths in the BJP have not realised as yet that they are in power, the dial-a-quote brigade is only adding to the party's misfortune. Otherwise why would the situation have forced BJP president Amit Shah pull up some ears at the closed-door party meet in Bandra last week. Shah was forced to step in as senior ministers have been dropping hints, leaking news about each other at the drop of a hat. A race has begun among the BJP ministers to show each other in poor light. Does seem as though they have pressed the self-destruct button too soon. Despite Shah’s reprimand, his blue-eyed boy -- Minister Chandrakant Patil -- announced that the cabinet expansion would now take place after the session is over. The question is why should Patil announce the decision when you have Devendra Fadnavis as the chief minister to take the decision. Is this an attempt to undermine the authority of the chief minister with the backing of the

tion has been diverted from the allegations of corruption that former NCP ministers have been facing. Furthermore, even the Sena is gleefully watching all this silently from the sidelines. The NCP and the Congress have their hands full as they walk-in to the Vidhan Sabha for the monsoon session. Do they have their cannon powder dry, or will it be a shadow boxing match on display with the strings of the puppets in somebody else's hands. The tragedy of it all is that amidst all this political mudslinging match, the gravity and seriousness of the fact that almost entire month of July till now has gone dry and the farmers are in tears as they watch helplessly their crops wilt before their eyes for want of water. Moreover, Sinhastha Kumbh Mela at Nashik and the Ashadhi EkadashiVari at Pandharpur are likely to overshadow the proceedings in the legislature as leaders would be more inclined to show their spiritual side as some of them face charges of corruption. In this concoction of corruption, political infighting and a dash of religion added to it, will politics override matters of public expectations, agriculture and economy remains to be seen.

party bosses? A wrong message has been sent out.

Not a good beginning

“T

he state government is prepared to face the Congress-Nationalist Congress Party (NCP) led opposition on the floor of the state legislature. We are prepared to give fitting replies to whatever issues they raise. Provided they desist from disrupting the proceedings in both the houses”, stated Chief Minister Devendra Fadnavis at Sahyadri State Guest House, Malabar Hill. Speaking to news persons after the customary pre-session tea party hosted which was boycotted by the opposition, the chief minister tried to defend his embattled party colleagues arguing that the government was prepared for any probe the opposition was demanding. “The government shall place its facts and prove their lies”, remarked Fadnavis. Replying to queries over the blow-hot, blow-cold relationship with its alliance partner Shiv Sena, pointing to senior Sena minister for Public Transport Diwakar Raote seated besides him, he asserted “both Sena-BJP are together. We are ready to face any probe. Government has zero tolerance for corruption”. Replying to queries over the controversial delay caused to the Air India flight to New York during his recent US visit, Fadnavis stated that the government has asked the Ministry of Civil Aviation to conduct probe from its side. While the state government will do a probe into how the

Replying to queries over the latest charge by the Congress over Minister of State for Home (Urban) Dr Ranjit Patil trying to vote twice in civic polls, the chief minister sarcastically remarked that Patil should be complemented for being a Superman and casting his vote in two different districts all in one day. Daring the opposition to prove the charges he said that in the past there have been many instances where names of people have been found at three different constituencies and that the Election Commission

of India (ECI) has been deleting such duplicate entries. Giving details of the legislative business that the government has on its agenda for the three week Monsoon session beginning from today, Fadnavis disclosed that the government intends to pilot 15 bills for passage. The bills that the government intends to pass include – e-Regulatory Authority bill, Right to Services bill, Marathi as State Official Language bill, amendment to BMC Act providing concession in property tax for tenants owning less than 500 sq ft area flats. Replying to the prolonged ongoing dry spell in the state, he said that the government

has kept its contingency plan ready and it would be put in place by the first week of August if it does not rain by then. Commenting on the High Court verdict on Sarvajanik Ganesh Utsav, he said that the government has asked the Brihanmumbai Municipal Corporation (BMC) Municipal Commissioner Ajoy Mehta to study the HC order and suggest if any amendments are to be made to the BMC Act. Asked to comment upon the opposition decision to disrupt the proceedings of the legislature, he argued that the opposition has nothing concrete to offer and is least concerned about the plight of the farmers.

Oppn all set to corner Fadnavis govt on alleged scandals and loan waiver to farmers By A Special Correspondent

T

he monsoon session of the state legislature which is beginning from today (Monday) is all set to be stormy as the combine opposition in the leadership of the Congress and NCP have decided to adopt the aggressive stance against the BJP-Sena government. As a part of this strategy the Congress and NCP yesterday boycotted the customary tea party hosted by Chief Minister Devendra Fadnavis. Speaking to reporters on the eve of monsoon session, the leader of opposition in the Assembly, Radhakrishna Vikhe-Patil and his counterpart in the Council, Dhananjay Munde said that the opposition will not let the proceedings to be smooth.

Poonam Raut evolves from gully cricket to donning Team India jersey with pride

By Suresh Golani

F

rom being just another cricket enthusiast to Team India’s batting mainstay—Poonam Raut has come a long way, but the people who know her well, remember her as a hardworking youngster for her obsession for the sport which was a taboo for girls those days. A resident of Mira Road, 26-year-old, Poonam was an integral member of the In-

dian women’s cricket team that recently won the one day international series (ODI) against New Zealand with a close 3-2 finish. In fact the team made a spectacular comeback after it was initially down 1-2 in the five match ODI series. Hailing from a middle-class family with financial restraints, cricket as a career was always a tough option but that did not deter her from fulfilling the dream of donning the

Team India jersey. An attacking right-handed opening batsman, Poonam made her ODI debut in March-2009 against West Indies at Sydney. “As a kid I used to participate at practice sessions with boys before coming into contact with former team player Surekha Bhandari of the erstwhile WCA. My father is a devoted cricket fan who after noticing the passion for the sport in me fought against all odds so that I could groom

Police crack down on octroi mafia By Tariq Khan

O

ctroi officials in Mankhurd recently wrote a letter to Sanjay Mukherjee, the additional municipal commissioner complaining about the threat they face from octroi mafia while discharging their duties. In their complaint they mentioned that Mankhurd police refuses to entertain their complaints. Hence Mukherjee informed Sangram Singh Nishandar, DCP (Zone-VI) about the difficulties faced by octroi officials. Mankhurd Police has registered an FIR against 35 to 47 unknown octroi mafias, three drivers and owner of containers and one Innova vehicle of unknown female corporator

on the complaint of Sheshrao Rathod, duty officer of Octroi Check Naka, police conducting the further investigation. The statement of Rathod reads, “On June 25 at 2.55 am two unknown vehicles came. The number of first vehicle (Scorpio) was MH04 BV 9339 - on its back side 'Corporator' was written and the number of other vehicle (Innova) was MH02 JK 4388 and 15 to 20 people came out of both the vehicles and gheraoed. And additional 15 to 20 people came with illegal weapons joined them. “Three fully loaded containers passed the Octroi Naka without any scrutiny bearing no MH43 Y 903, MH04 EV 9047 and 7769 and Octroi officials received information that Vinoba Bhave

Nagar police caught the vehicle bearing no MH43 Y 903 which evaded Octroi rules and then he rushed to the Mankhurd Police Station to register complaint.” Police official Vijay Kawle told the ADC that, “On the written complaint of Octroi officials Sheshrao Rathod we have registered FIR u/s 143, 341, 353, 478 (A, A1) and caught unknown 35 to 47 octroi mafia, three drivers and owner of containers and one Innova vehicle of unknown female corporator.” “We have already sent the vehicle numbers to the concerned RTO authority to trace the name and address of vehicles' owner,” added the police official, who has vowed to take strict and prompt action against the accused.

myself as a cricketer and create avenues to display my talent under the watchful eyes of coach-Sanjay Gaitonde,” says Poonam, who grew up idolizing Mithilaji Raj - the current captain of the women’s cricket team as her role model. Her husband Swapnil Kulaye is also a cricketer, who represents the Mumbai Police team as an all-rounder. “First my parents and now in-laws, they have

always stood by me and I seriously think girls need such kind of inspiration and opportunity to fulfill their dreams. Budding female

players be it of any sport should be given encouragement. Play for the love of the game, the rest will fall in place,” concludes Poonam.

Their pathetic behavior and attitude is inconveniencing commuters. All the important trains including Rajdhani Express run via Panvel station to connect North India to South India. Inspite of so many important trains running via this station, it lacks facilities said Dr Bhakti Dave, President of Pravasi Sangh, Panvel. He added, “In addition to facility woes there is no proper arrangement for safety of women, who travel during odd hours.

mol Palekar may be returning to TV after a long gap but he does not like it to be called his 'acting comeback'. He will be seen on the small screen in the upcoming Hindi TV show "Roshni... Ek Nayi Ummid", which will be soon aired on 'Like OK' channel. Over the last two decades, Palekar, 70, has made an effective transition from acting to filmmaking with criticallyacclaimed films like "Paheli", "Quest" and "Dhoosar". The actor-director, however, said, he was always open to acting offers. "I have a strong allergy to this word comeback. I don't think there is any kind of comeback. I was an actor by accident. So how that accident happened that I have said several times," the 70-year-old actor said here. "But I chose to become a filmmaker and so I stopped acting. But having stopped acting I had never closed the shop if there was something interesting, challenging, different I would be happy to do so," Palekar said. "'Roshni...Ek Nayyi Ummid' is a medical drama based on the backdrop of clash of ideologies within the family. Viewers can see Govil, 57, only from last week of August as his character will be introduced after a few episodes. People in distress or who need guidance approach me and I advise them what to do and not to do to overcome their problems," he said. When asked, whether this would be too a mythological character, who troubleshoots the problems of men in distress, he said, "I am neither playing a troubleshooter nor a mythological role, I am playing a role of common and compassionate person advising people." wave of excitement swept across the country as Sania Mirza won a woman doubles’ final along with Martina Hingis at the prestigious Wimbledon court. Sania’s preseverance and hard work has paid off. She too must be happy that 1.2 billion Indians wished her well for her success on the day. Except Sachin Tendulkar the government does not consider any other sportsperson good enough for a highgrade Padma award. Sachin was lucky to get a Bharat Ratna award. Sania is married to a Pakistani cricket and yet her love and loyalty for India is total. More than once, she had to emphatically state she is an Indian. All our sportsfolks get major wins by their own effort without any aid from the governemnt. We have a sports ministry but nobody knows what it does, whether it aids aspiring and talented sports people. Our sportsmen make it all by themselves. Instead of making Sachin Tendulkar a Bharat Ratna, they should have appointed him as a minister of state in the government. The problem is there are hardly any sportsmen in the ministry. The sports stadiums, hostels etc. which the government builds do not appear to be used properly. They serve however one weird purpose: the centre in Kerala run by the Sports Authority of India (SAI) has been used for committing suicide. Recently some athletes who were harassed there, tried to commit suicide. One of them died. A few weeks later, an equally grim incident took place.

HRILL noises on the nightly television notwithstanding, Congress leaders should be the last to bang on and on about the Vyapam scam. For, such scams have gone on all over the country, especially in the BIMARU states, for as long as we can recall. Indeed, it might be sobering for noisemakers like Digvijay Singh to know that the main whistleblower in the Vyapam scam itself had first learnt about the fraudulent pre-med exams way back in the early 90s. So what is new, Mr Singh? Yes, the most tragic part of Vyapam is the alleged unnatural deaths associated with it. This is really disturbing. Hopefully, the CBI will accord utmost urgency to apprehend the death-dispensers, if any, as also to ensure that no person remotely connected with the scam meets such a deadly end. This is the least that is expected of the apex investigating agency. Contrary to the obsession of the TV anchors and of desperate Congress leaders groping for relevance, the CBI might come a cropper if it confines its search for the alleged killers only to politicians, ruling or Opposition. For every one of the thousands who rustled up tens of lakhs of rupees for the crooks to get on the list of successful examinees, or for employment in government jobs, someone has a huge personal stake in ensuring that the truth does not come out. It is significant that some of the suspect Vyapam fatalities are of those who were engaged in identifying its beneficiaries. They may now be on the verge of completing their MBBS courses or might already be working as doctors in private or public hospitals. Having sold the family silver to thus buy a seat in a medical college, they cannot be without a motive to keep the truth under wraps. Also, not all Vyapam deaths occurred in MP. Several died outside. The mafia behind the scam clearly has a much wider reach. Notably, beneficiaries of the scam are spread over a number of States. Boys from the badlands of UP too sought to become doctors using the services of the scamsters. The number of those who gamed the system is said to be over 7,000. Nearly two thousand of them are already in prison. The needle of suspicion must point towards the other five thousandodd who are still out, especially when punishment can stretch to a life in jail. In short, the CBI would get nowhere if it keeps its focus restricted to a handful of politicians, bureaucrats, police officers, etc. Now, let us disabuse the public of the impression that what has happened in Madhya Pradesh is extraordinary. It is not. Only so many Vyapam-linked deaths are peculiar to Vyapam. But admission-and-employment scams are dime a dozen. Remember the recent photograph of a multi-story exam centre in Bihar which revealed how the systematic copying and impersonation racket flourished in the State. Right now in Delhi you have reports about admissions in schools being rigged through the quota of the economically weaker sections. Old-timers would recall how P.S. Bhinder as Commissioner of the Delhi Police in the early 80s had rigged the recruitment of constables by appointing nearly 400 of them from his wife’s parliamentary constituency of Gurdaspur in Punjab. He could do this because along with an equally bent IAS officer, Navin Chawla, the two had terrorized Delhi during the Emergency, they being the favourites of Indira Gandhi and her wayward son Sanjay. The point is that in a society where all public goods are in short supply, opportunists will try and rig the system. Also, ordinary people are not blameless, either. They want their netas to game the system for their children. Those politicians who refuse to bend the system invariably incur the wrath of their constituents. Jobs for the boys, therefore, is the

HERE is an unwritten rule that bars retired spymasters from writing memoirs. And if they still insist, it is more or less mandatory for these to be vetted by the authorities before publication. To that extent, former RAW Chief A.S. Dulat violated the hoary rule in his recently released book, Kashmir: The Vajpayee Years. For instance, to assert that all parties with a stake in Kashmir took money from the Indian intelligence agencies, even if true, ought not to have found confirmation from the pen of a man who besides being the former RAW chief was also Prime Minister Vajpayee’s main interlocutor for talks with the Kashmir separatists. Again, to say that Vajpayee broke his promise to make Farooq Abdullah vice-president is impolitic, to say the least. THE Congress Party’s debacle is like a family business which does not survive beyond three generation. First generation does all the labour, the second generation reaps all the fruits and the third destroys it. The Congress had its best times till 1967, as party with a strong leadership and devoid of vested interests. However, its political standards deteriorated between 1967 and 1989. During this period, the Law and order situation worsened and the party lost elections in many States. The current law and order situation is the responsibility of the Congress. Rev up security in locals TERROR activities continue to haunt the Indian sub continent and the terror tragedy struck the Mumbai local also in the year 2006 as the Churchgate - Virar local was ripped through after a serial attack rocked the metro in the busy hours. The last surviving member died after being in coma for 9 years. The saddest part of his death is that he could not meet his daughter as he lost his conscious and became a vegetative state so to say. The 7/11 blasts carried out meticulously with a span of 11 minutes generally targeted crowded local trains and the last survivor fell as a victim. Bomb blast has taken heavy toll of Mumbai office goers and business community on that fateful day. It is a sad power and the government machinery failed to protect its citizens from such serial disasters taking away valuable human life. ith the FTII controversy refusing to die down, more and more Bollywood celebrities are joining the growing list of people arguing that Gajendra Chauhan does not merit the post of chairman of the prestigious institute going by his body of work. The chorus against Chauhan's removal has been going louder day by day with filmmakers Kundan Shah and Aziz Mirza being the latest to join. FTII alumni Shah, who is known for making the cult classic "Jaane Bhi Do Yaaro", says that appointing Chauhan as the chairman is an "absurd" decision. "Isn't the whole issue shameful? It's a shameful decision by the ministry. Who knows this man (Chauhan)? Just see his body of work?Shah said. Echoing similar sentiments, Mirza says, "Chauhan should step down as he is not wanted. "Chauhan is putting up a flop show by not resigning. He should step down soon. Even students are being persistent. By doing all the protests they are just being foolhardy." But unfazed by this opposition from the Bollywood fraternity and other quarters, Chauhan is adamant maintaining that he has been appointed on the merit of the 34 years he has spent in showbiz. Film personalities like Adoor Gopalakrishnan, Anupam Kher, Rishi Kapoor, Ranbir Kapoor, Amol Palekar, Resul Pookutty, Kiran Rao, Rajkummar Rao, Sudhir Mishra, Sayeed Mirza and Piyush Mishra among others have voiced their strong reservations over Chauhan's appointment.

As Industrial Output disappoints...

By Dominic Rebello

IP numbers “disappointed for the May’15 by coming in at 2.7%. In fact, after striping out the base effect, the IIP growth was only at 1.8%, indicating the incremental impact at even less than 1%. Capital goods growth decelerated to 1.8% in May ‘15 from 6.8% in Apr’15. the disturbing sign is that the figures for Apr’15 for IIP has been revised downwards to 3.4% from 4.1% earlier. Going forward, IIP numbers for June may continue to be even weaker as the Yearly SBI Composite Index for June 2015 has witCumulative Picture (April –May FY16 over April – Nov FY15) Growth in IIP (%) On the cumulative basis, the performance across the various sectors is given below: Cumulative growth of the ‘mining & quarrying’ sector registered a growth of 1.5% during April –May ’15 as against a growth of 2.1% recorded during the corresponding period of the previous year. Manufacturing segment also reported slower growth at 3.2% in the April –May’15 period compared with 4.5% growth in FY15 during the same period. Out of the 22 industries 13 industries recorded a positive cumulative growth. The electrical machinery & apparatus. n.e.c, ‘machinery and equipment’, ‘chemical and chemical products’, ‘rubber and plastics products’ recorded relatively higher growth in industrial output Remaining 8 industries were the negative performers. The ‘office, accounting & computing machinery’ and ‘ Radio, TV and communications equipment, & apparatus’ were the worst performers with sharp contraction of 27.5% and 29% respectively.

nessed a decline” says Dr. Soumya Kanti Ghosh, Chief Economic Advisor, Economic Research Department, State Bank of India. Commenting on the figures in the SBI Ecowrap, he said “The declining momentum in credit growth is likely to have started impacting and this is leading to decreasing momentum in IIP growth. ASCB Bank Credit growth on a year on year basis has continued to decline and reached 9.8% (26 Jun’15), compared to last year growth of 12.8%.” He believes the “Street consensus does not expect companies to report uptick in revenues in Q1FY2016. However, some moderate growth in bottom-line can be on expected lines. The recent softening of commodity prices and lower crude prices may allow some legroom for government to allocate savings in subsidy to kick-start stalled projects that can catalyse some growth engines. While BHEL may report flat revenue growth, exBHEL we may see 10% growth in top-line, in Q1FY16”. Says CARE Rating in a just released report. Industrial output “recorded a 2.7% growth for the month of May ’15 as against our own forecast of 1.7%. Given the high growth of 5.6% in May ’14, the growth rate of 2.7% for May ’15 comes on the back of a relatively higher base effect. It may however, still be premature to say that an industrial recovery is underway. Growth in industrial output has slowed down from the 3.4% growth (revised from 4.1%) recorded in the month of April ’15” Juxtaposed with the industrial

output growth in Apr ’15, Care believes there was broadly a slowdown in the output across industries with only ‘wearing apparel, dressing and dyeing fur’, ‘coke, refined petroleum & nuclear fuels’, ‘basic metals’ and ‘furniture manufacturing’ recording noteworthy growth in May ‘15 While growth in the ‘Mining & Manufacturing’ segment came in higher than year ago levels (2.8% in May ’15 and 2.5% in May ’14), the same was seen to fall significantly in the ‘Manufacturing’ sector (2.2% in May ’15 and 5.95 in May ’14). ‘Electricity’ underwent a slight slowdown in output growth to 6% in May ’15 from 6.7% in the corre-

sponding month of the previous year. The cumulative growth during the period Apr’15- May ‘15 was registered at 3% as against 4.6% over the corresponding period in FY15. Debopam Chaudhuri, Chief Economist, ZyFin Research is of the opinion that “IIP growth remains sticky at an average level of around 3%. Since January 2015, there has been no clear uptrend visible within the data, suggesting India is still struggling to break itself from the shackles of the previous slowdown. While there has been positive signs helping strengthen domestic sentiment and international perceptions, the ground reality still remains blur. In May only 54% of the industries tracked registered growth compared to 73% in the previous month. ZyFin’s Business Cycle Indicator had cautioned about a downtrend in IIP starting May 2015.”

However, Dhananjay Sinha, Head of Research, Economist & Strategist, Emkay Global Financial Services feels that “growth for May'15 slowed down to 2.7% from 3.4% in previous month due to unexpected deceleration in capital goods. Some of the components in Capital goods sector have been volatile in nature. Consumption oriented sectors, in line with our expectations continued to show weakness. Weakness in consumption is indicative of weak rural demand and low government revenue expenditure.” So what does the future hold? Going ahead, says Care ratings “we expect industrial activity to continue its pick-up supported by an improvement in consumer and capital demand in the second half of the year, with the monsoon period providing a seasonal low patch for the construction and capital goods sectors”.

JAYANT MANGLIK, President, Retail Distribution, Religare Securities Ltd.

FOCUS WILL BE ON CPI AND WPI INFLATION DATA THIS WEEK

After weeks of resilience, domestic bourses finally gave in to the global turmoil and slipped in red amid volatility. In absence of any major cues on local front, global issues mainly lingering debt crisis in Greece weighed on market sentiments alongside with sharp decline in Chinese stock market. Though the first two sessions were somewhat inclined on positive side but selling pressure emerged at the higher levels as the week progressed and upheld till the end. The earning season also began in the passing week with result of IT major, TCS that failed to cheer the participants; however, positivity on broader front subdued the pace of decline in the final session. Going ahead, focus will primarily on quarterly results and that would determine the next course of move in domestic equity markets. Some of big names like IndusInd bank, Zee Entertainment Enterprises, Mindtree and CRISIL are scheduled to announce their quarterly results in the coming week. On macro-economic data front, government will unveil CPI and WPI inflation data on 13 July and 14th July respectively. Further progress of monsoon rains will remain on the participants’ radar. Southwest Monsoon is going through a weak phase since the beginning of July 2015, raising concerns that the RBI may hold interest rates amid concerns that weak monsoon may spike food inflation. The RBI's next policy review is scheduled on 4 August 2015. Amid all these local cues, clarity on global front is also needed as ambiguity leads to weak momentum which fizzles out every now and then. We have been witnessing Nifty trading in a broader range of roughly five hundred points i.e. within 80008500 for nearly three months and failed in its recent attempt to overcome the barrier of upper band of the same. With the beginning of the earning season and other lined up events, we believe markets will soon find the needed trigger for decisive breakout. Meanwhile, traders are advised to uphold stock specific trading approach but keep a check on position size due to prevailing volatility. On the other hand, investors’ should closely watch the prevailing results season and make the needed adjustment in their portfolios, if required.

Jaitley Projects 8% Growth For The Current Year MUMBAI | MONDAY, JULY 13, 2015

inance Minister Arun Jaitley believes India can hope to achieve 8% -10% growth through better economic management, rolling out of GST and stepping up investments in smart cities and rural infrastructure sector. Speaking at the NABARD National Symposium on Mitigating Agrarian Distress and Enhancing Farm Income, in Mumbai yesterday, Mr. Jaitley said even in challenging times, India is being looked upon as a bright spot. "When we compare ourselves on surface with various international parameters and how world economies are doing, we may have some opportunity to cheer. Because even in challenging times, a 7.3% growth rate last year and 8% projection for the current year, give reasons for us to smile." Jaitley said. He added that the IMF has lowered the global growth rate to 3.2 – 3.3 % for the current year. He further said “we have a lesson to learn from Greece, and the big message is countries must learn to spend within their means.” He asserted that India is well tracked on a road map, where our own fiscal deficit, current account deficit and level of inflation are under control.. “With revenue situation being more comfortable, and reform process gaining momentum India’s aspiration to cross 8% growth and aim at 8-10% growth is eminently achievable” he added. According to him “the choice that we are making between higher growth or redistribution of resources is actually a false choice. We need higher growth on one hand and targeted schemes and policies are needed to ensure that the benefits of growth

<< Arun Jaitley at the NABARD National Symposium on Mitigating Agrarian Distress and Enhancing Farm Income, in Mumbai yesterday. reach those who have been left out.” Jaitley, however feels the agriculture sector presents its own set of challenges. He said, while a double digit growth in services sector, 7% growth in manufacturing is conceivable, we have been unable to ensure even a 4% growth consistently in the field of agriculture. With productivity levels reasonably low and 85% farmers being small and marginal, the agriculture sector is afflicted by higher input costs, low level of irrigation, high indebtedness , absence of an effective insurance mechanism

and adverse impacts of climate change, he said. The Minister however, noted that despite these challenges, Indian farmers have been able to attain self sufficiency in foodgrains. Jaitley said a large chunk of investment needs to be channelized into rural infrastructure development, with special emphasis on irrigation. “States like MP which have invested in irrigation have seen almost immediate results. It is this example we need to emulate” he added. The Finance Minister said that keeping this

challenge in view the government has launched the ambitious Pradhan Mantri Krishi Sinchayee Yojana, entailing an investment of Rs 50,000 crores over a period of five years. Earlier, H R Khan, Deputy Governor, Reserve Bank of India spoke about structural weaknesses in the agriculture sector and measures to deal with increasing farmer indebtedness. Dr. H K Bhanwala, CMD, NABARD spoke about role of micro-finance and contribution of increased institutional credit in mitigating agricultural distress.

China Troubles Not Good News For India, Says Assocham By A Business Reporter

E

conomic troubles in China may have significant impact on India, particularly in sectors like IT and steel, industry body Assocham has warned. While it is true that fall in commodity prices, linked to China's slow demand, is a positive for India, the development is not all that positive for a host of metal and iron ore producers like SAIL, Tata Steel, NMDC and upstream oil producers, a paper, which analysed the impact of the problems in China on Indian economy, stated. "A sharp fall in iron ore, steel and copper prices has equally hit the Indian manufacturers as any other company in the world.... Besides, if a bubble like situation erupts from China, the impact will be seen all around the world to which the Indian economy is too well entrenched into. China is number one merchandise

trader in the world with over USD 4.16 trillion worth of trade, followed by the US with USD 3.9 trillion," the paper prepared by Assocham pointed out. The industry body cautioned that if there is a shakeout, a slew of sectors in the global markets, which get their sizeable chunk of revenue from

China-tourism, hotels, education, health, etc. Will feel the immediate impact. In such a scenario, it said, the kind of cost competitiveness which the Chinese companies provide to several manufacturing, semiprocess industries like electronics, electrical, telecom equipment, will go missing from the global supply chain. "The so-called decoupling for India had proved to be an illusion. We as an economy are not at all de-coupled with close to USD 1 trillion of our global engagement in goods, services and investments," Assocham Secretary General D S Rawat said. The Assocham paper said in none of these industries, the space vacated possibly by the Chinese companies can be occupied by India which has not so far invested seriously in these sectors and several other manufacturing verticals. "Even

if the Chinese get temporary jerks, they are not going to disappear from the scene. Their capability to impair is good enough to stage a comeback. "The Indian enterprise, as of today, has its own problems of large debts, aggravated by high interest rates, slow demand, inability to pass on the costs and a big pressure on profit margins," it said. The Indian IT sector which is fast reaching the crucial USD 100 billion mark in exports in the near future, would also be impacted by the jerks in China. Bulk of the revenue for the Indian IT companies comes from the US which is so closely linked to the Chinese economy, the analysis by Assocham found. However, the paper sounded only caution and did not indicate any of the so-called de-coupling impact as some analysts in the stock markets might suggest.

MF Houses Expect EPFO Entry To Boost Equity ETF Space Afternoon Despatch & Courier

MUMBAI | MONDAY, JULY 13, 2015

By A Business Reporter

utual fund houses are bullish about the phased entry of the EPFO into exchange traded equity funds from this month, as they believe it will boost investors sentiment. The Employees Provident Fund Organisation (EPFO), which is the second largest institutional investor into Indian equities after LIC, sits over around Rs 6.4 trillion funds contributed by over six crore subscribers. The retirement fund body is all set to invest around Rs 5,000 crore per annum in equity ETFs out of its total annual investible fund of around Rs 1 trillion, provided the industry meets certain conditions. The equity ETFs market is a nascent one in the country with its AUM being a paltry Rs 3,500 crore last fiscal, and therefore the industry interest in the entry of the fundflushed EPFO. The EPFO wants the commission to be reduced to 0.10% from the existing fee structure that ranges from 0.20 to 1.20% now.

The fund also wants the tracking error to be minimal to ensure that the investment gets the best returns, an EPFO official said. "So far, we have already held two rounds of meetings with Sebi on these issues," the EPFO official added. The EPFO will start investing in ETFs from this month, beginning with an initial investment of Rs 1,000 crore, which by the end of the year will touch Rs 5,000 crore or 5% of the

Rs 1 trillion investible fund of the organisation. When contacted, UTI AMC group president for sales and marketing Suraj Koeley said "reducing our expense ratio to 0.10% should not be any problem for us as we will be getting money in bulk from the EPFO which will help raise investor sentiment. ince I wrote my last column over here, a lot has happened in the world financial markets. Infact I would go on to say, it was a little over a week of comedy, drama, suspense and even sci-fi. On one hand, Greeks took German lead northern Europeans by surprise, after it announced that it will hold a referendum on a proposal, which expired before the vote. Then, it went on to present that same proposal, as if like a valiant attempt to make a “ctrl+c and ctrl+z” of the expired creditor proposal, and watermark it as “Make in Greece”. On the other hand, China showed the world how to create a “managed floating” stock market. You must have heard about “dirty floating currency regimes, where central banks repeatedly intervene to keep price discovery out of the ambit of mar-

ing error involved into it," he added. The retail and HNI portion of the AUM rose 50% from Rs 1,102 crore in March 2014 to Rs 1,656 crore in March 2015 on the NSE platform, according to the data from the largest bourse. The AUM of equity ETFs on the BSE could not be ascertained immediately. Some of the fund houses with equity ETF offerings include Reliance, SBI, Axis, Kotak, IIFL and Goldman Sachs. UTI AMC, with a total AUM of Rs 92,730 crore as of June 30, including Rs 30,000 crore in equities, has applied for two equity ETFs with Sebi which include Nifty ETF and Sensex ETF. Out of the total AUM of Rs 86,000 crore, SBI MF currently has Rs 26,000 crore in equities. Despite offering four equity ETFs, its AUM from this is only Rs 30 crore. The fund house is all set to launch a Nifty ETF shortly. "Besides the EPFO, we are also waiting for more such pension funds to come in from other sectors as it will give a boost to the equity ETF market," SBI Mutual Fund Man-

kets. However, no one has seen a similar structure for equity markets, now they have, thanks to the valiant attempts by Chinese leadership and Chinese regulators.

What is going on in Euro zone? I would like to point out, something, which I have talked about many times in the past, and it is that the economic and financial situation in the Euro zone is untenable. We have to understand, the privi-

lege of a single currency comes with fiscal and political responsibility. With so much of economic and social in congruency between the members of the common currency, what is needed is for a federal Europe. Otherwise the current account imbalances would engulf Euro currency union. Post-unification, weak Euro zone nations got lower interest rates but a stronger currency. One country’s surplus needs to be consumed by some other countries. Thanks to the mone-

tary union, most of the surplus found its way into the deficit of PIIGS. With lower interest rates and massive surplus heading towards the southern Euro zone members, there was gross misallocation of investments and bubbles were created. Bubbles subisidised consumption binge and that too with high investment and government deficit triggered a sharp rise in current account deficit and debt. So yes, the PIIGS messed-up but Germany, along with surplus nations also had a major role to play in that regard. With Euro now the second most important global currency and Euro zone banks having operations worldwide, it is global responsibility for Euro zone nations to fix the Euro. A Grexit would put a big question mark on the viability of the Euro as a project Now turning my attention to China. Chinese economy has been deflating for over 2 years now. A collapse in industrial commodities is a proof of the same. Chinese car sales fell for the first time in more than two years in June with buyer sentiment hit by slowing economic growth and the

country’s stock market crash. For the first half of the year, car sales increased 4.8% over the same period in 2014 — the market’s weakest performance in six years. The domestic economy is feeling the weight of enormous debt accumulated over the last seven years. Since the global economic reset of 2008-09, China’s GDP has doubled, expanding by $5 trillion in 7 years. But, it took a $21 trillion expansion of debt outstanding to accomplish that outcome. That is right. It took on $4 of debt for every new dollar of freshly constructed GDP. With the domestic economy facing deflation and slowdown in real GDP, the $27-30 trillion of total outstanding debt appears all the more burdensome. Domestic investors or global Chinese Diaspora held almost all of the market-cap and hence an equity meltdown is by no means a small thing. Over this week, if Germany can agree to play along and offer an olive branch to Greece, we can see a sharp rebound in global risk assets and EM currencies. However, a Chinese stimulus, which may take some more time, would be needed to sustain that over the medium term. Unless China go for easy money, next few months we could be talking about China a lot.

It can be noted that permitting the EPFO to enter the ETF space in a phased manner, Union Labour Minister Bandaru Dattatreya had said, "We are starting with 1% of Rs 1 trillion in equities) in July and by the end of this (fiscal) year it will go up to 5%." The Labour Ministry had in April this year notified the new investment pattern for the EPFO, which allows the body to invest 5% of its funds into ETFs. As per estimates, the EPFO's incremental deposits for 2014-15 would be around Rs 80,000 crore. During the current fiscal, the incremental deposits could be around Rs 1 trillion as the body has increased the monthly wage ceiling for coverage under its social security schemes to Rs 15,000 from Rs 6,500 last September. Earlier, the EPFO, which has over 6 crore subscribers, has been investing primarily in state and central government securities.

In conversation with Dominic Rebello he describes his Bottoms up” philosophy of stock picking

How do you pick your/investments? Do you use technical analysis, or do you employ fundamental data? I rely on fundamental Analysis for stock picking, however I do refer to the charts at times to time the entry or exits. How would you describe your methodology? My investment philosophy is within my Board approved Investment and Risk management policy. I believe in the “Bottoms up” philosophy of stock picking. At the time of stock selection, I attribute great importance to the Quality of the Management, a sound and scalable business model available at fair valuations at the prevailing market scenario is my investment mantra. “ Get Greedy “ when others are fearful and vice versa is my policy”.

What appeals to you about Investing? The short or long side? I believe in the investment philosophy of “Buy and hold Quality”, especially since we are in a economy which has got immense growth potential in the times to come. However we do tend to take profits and re-balance our portfolio to take advantage of the volatility in the markets from time to time. We invest in a corporate where the Corporate Governance factor is given higher importance. Scalability of business, focusing on the core business, competitiveness of business are other important factors for short-listing stocks . What differentiates you from other Investors? Conviction of an idea backed by thor-

ough study & analysis is the pillar of my investment style. My conviction is a the result of going in-depth on particular corporate and its competitors and analyzing on SWOT parameters. There should be a sound basis for any action you take as we are custodians of the funds of millions of investors. What gives you that edge? I back my conviction with rigorous research and analysis.

Is there any applicable lesson to investing? Markets and stock prices can remain irrational for a long period of time. However Stock prices/Markets do catch up to represent the true Value. Always question your basis of investment ideas frequently. This increases your Conviction.

How much of what you do is gut felt? Any investment assumes the occurrence or non occurrence of certain events. To that extent having done my rigorous study I go by my gut feel. Do you anticipate market trends? I do try and anticipate major macro and micro economic trends to devise my investment strategy. I do not have any problems in following any market trends provided I am convinced that the trend or fad has a meaningful premise. When you put money on a trade and it goes against you? If there is a material event that alters the initial basis of my investments then I would cut my loss. If the event

is tentative in nature then I may consider increasing my position. The above factors will arise because of having a strong conviction on the stock. I do have Stop-loss trigger and other risk parameters that I follow on continuous basis.

are set to grow 6 fold in next 10 years. India is set for a surge on household savings. The New generation is looking at equities. The recent evidence is that households have started raising equity exposure. For Financial Year (FY) 2015-16 and FY 2016-17, I am projecting Sensex earnings growth of 17.5% and 18.2 % respectively. So, based on the quantitative analysis, the Sensex may trade between 29000 and 30000 by March 2016

SARAVANA KUMAR

Any positions you ever lost sleep over? What happened...? In 2001, USA World Trade Center Terrorists attack led a period of uncertainty and an extreme crisis of confidence in the emerging markets. The Corporate Debt and equity markets started drying up on one hand and the investor redemptions mounted on the other. This was a challenging time which could not have been foresee resulting in a few sleepless nights. Between 2004-2008, I was heading the ICICI Bank’s Global Treasury’s Credit Trading book. Most of the investment was US, Europe linked investment grade credits and all the asset was USD denominated one. US sub prime crisis, led huge challenge in my Credit book in which I had undergone sleepless nights.

Of the tens of thousands of investments that you have done, which was your best? Picking Wipro and Infosys in 1996 and riding the IT rally up to 2004. Spotting Bharti Airtel at lower double digits and capturing the telecom story. In 2009, I had bought Wabco India at Rs 200 and today it has become 27 times. Titan Industries, Bosch, Divi Labs, Sun Pharma and Nestle are few stocks that have added great value to the investors.

What was the story there? Spotting mega trends early , picking the leaders with quality management, allocating adequate portfolio weights to these stocks and staying invested to capture the full upside on the investments.

What would make you wary about a Investment? Managements who fail to take the publicly stated path and charter a different course will make me wary of my investment.

What makes an investor successful? Your success mantra? Hard work, extensive study, Conviction, Continuous Review & Discipline in Investing are the key drivers.

Do you have a scenario about how the current bull market will end? Any number for the Sensex in 2016? As per a Morgan Stanley projection, the domestic flows into equity market

What is your take on the current Indian as well as global markets? All available data predict a “Resurgent

India” in the times to come. This is against a backdrop of a very uncertain economic environment prevailing in the globe. Internationally we have the Greek crisis, the Chinese Slowdown, the falling Crude and commodity prices, possible FOMC rate hike in US, just to name a few to keeping everyone guessing. Locally the monsoon, the ability of the Government of India to push its reforms agenda, also its ability to kick start the investment cycle and possible rate cuts by RBI based on data points add to the already uncertain global economic scenario. We need to remember that in the last one year, India had seen number of policy implementations; FDI in Insurance, Defense had increased from 26 % to 49%. FDI in Railway Infrastructure was increased to 100 %. Easier FDI norms in Construction sector. Diesel price is de-regulated. Direct Benefit Transfer on the LPG subsidy, “Make in India”, “Digital India” initiatives by Government of India will benefit manufacturing activities in India. Coal and Mining bills allows Govt of India’s auction in e-auction mode and it leads to transparency. In near future, Parliament will pass Goods & services Tax (GST) and Land reform bills. The above initiatives will kick start economy in a bigger scale. Though the Global uncertainties will bring along with it volatility in the markets, India will continue attract FII. India is the fastest growing economy in the world. Clarity will emerge as the dust settles on the uncertainties. I am positive on Indian markets for a medium to long term perspective.

The Future Of The Entertainment Business... The entertainment industry in India mainly comprises of the film and television industry and is a fast growing sector. Yet quite a few media companies that are listed on the stock exchanges are incurring losses and yet their shares prices are quoting at substantially high prices resulting in abnormally high price-earnings ratios. Are these prices justified going forward or are the growth rates so high that justify these valuations? Or is it that sooner or later that the markets would turn the glamour into reality and prices would adjust downwards to more realistic levels. In order to understand if the current valuations and justify the fundamentals of the industry Investment Expert Clifton Desilva, Director Altina Securities spoke to Harish Thawani, Executive Chairman of Nimbus Communications on the future of this business In your view which of the genres in the media industry are most profitable as far as an investor is concerned and why? In the media sector amongst the various genre in my opinion, the most profitable are the Broadcasting segment both TV and Radio and cable distribution and DTH. In the Broadcasting segment, Zee TV Sun TV have done well and are established companies with good business models and investment in these companies could generate decent gains to investors over a longer period of time.

Quite a few of the Media companies are incurring losses or are generating marginal profits and yet these companies quoting are a high price-earnings ratio. Is there any rationale for a high-risk sector without visibility of earnings to be

accorded such high price multiple ratios? In every sector, you have entrants entering into a crowded space on the belief that they will replicate the performance of companies that have succeeded. It is no different for the media sector. The media sector is a glamour sector and at times entry in such sectors are more based on the glamour and hype around the sector rather than the viability. Also, if successful, the promoters can execute a lot of clout. In the short run, the high price multiples accorded are based on high expectations In the broadcasting space amongst the following: general entertainment, sports, news, music, business etc which is most profitable? There is no sports channel that is separately listed though it is a growing genre but in order to ensure that your invest-

ments in the broadcasting industry generate handsome returns it is essential for an investor to select a broadcasting company that is well diversified across genres like Zee Entertainment.

<< Harish Thawani, Executive Chairman of Nimbus Communications

The view is that the DTH industry has huge untapped potential and listed companies in this category will generate handsome returns to investors. Do you agree with this view? I am very positive on this sector and in my view the potential in this vertical is huge. I am of the view that Dish TV has a huge potential in the years ahead. The stock price may have moved up in recent times and has captured most of the positives in the immediate short run and, therefore, the short-term returns may be moderate but over a longer period of time the returns could be excellent.

The film production industry has not fared well due to rising cost especially talent cost. A major industrial house exited the film production business. If this trend continues then how do you visualise the prospects for the film production business especially those companies that are listed? The film industry can be classified as a hit and miss sector or even a Casino. There are several hundred films that are released every year, but only a few succeed. What is important is to judge film companies through the cash they generate i.e. Cash flows. If you evaluate film production companies on cash flow basis you will get a better picture of the performance. Today there are a lot of films that are entering the Rs 100 crore club. Even recently the women-centric

film Tanu weds Manu returns entered the Rs 100 crore club. Don’t you think the returns for film production houses are high especially with the production cost of Tanu Weds Manu in the region of Rs 30 crores? The Rs 100 core is the gross revenue is without considering costs. If you consider entertainment tax at around 30%, exhibition cost of around 50% and distribution cost of around 10%, the figures do not look so attractive. Apart from that there are print costs, promotion costs and a host of other costs. It is best that investors avoid film production companies unless the gambling instinct is high. Who are currently the major players the exhibition space? Currently PVR, Inox, Cineopolis and Carnival cinemas comprise the quartet

that has a footprint across the country.

Is there space for further growth in this space? It appears that the industry capacity has not yet been exhausted. A developed market like the United States has almost 40,000 multiplex screens. In developing markets like China, it is 20,000 screens. In contrast, India has hardly 2050 multiplex screens.

Which is the best investment option in this space? In the exhibition sector PVR and Inox could be good investment options, but I would reckon that for an investor to select an exhibition company the focus should be on these two parameters – a return of 20% on capital employed and with minimum 400 screens. Companies that do not meet these parameters may not be worthwhile as investments.

Loan Tips For First Time Home Buyers

ooking for a first time home loan are you bogged down by multiple questions and confusions. Whether it is the right time, whether the property is suitable, which bank to seek loan from, etc… Yet, there are others who are almost cavalier when sealing a home BRIJESH loan deal and purchasing a PARNAMI property, and end up realizing later the mistake they CEO made by not doing their Destimoney homework well. When you Advisors decide on buying a home, make sure you know the long-term implications of your move and your capacity to make repayments. Here are a set of beginner’s tips for a first time home buy...

Evaluate your monthly cash flow and assess ways to save more Before you decide what you can afford and invest in, you need to have your basic calculations right. Make sure you list out your income and expenditure details regularly for at least 3-4 months to assess some basic factors such as what extra expenditure you can cut, how much money you can save, and how large repayment installments you can afford. This is very basic calculation which an individual must be able to do before going for a house loan. It will not only make your accounts clear in your mind but also make it easier to plan your expenses well. Think about ways to save more cash, cut your superfluous expenses. Your rented apartment may be bigger than what you need right now, consider moving into a smaller apartment to save on rent. Move in with your parents for a year or two, if possible. Only when you are convinced that you are saving enough and to the best of your potential should you move ahead with a house and loan search. Select what you can really afford Now that you have a fair understanding of your buying capability, make an assessment of what you can afford. Do not take impetuous decisions while selecting property. Never select a house that will put more financial burden on you than you can carry in your present circumstances. Do not indulge in wishful thinking and assume promotions and appraisals down the years will help you tide in the payments. Apart from affordability, also take into account factors like safety, location, public transport accessibility, among other conveniences. Also factor in the cost potential of the property, whether it promises to surge in value with time. Save for down payment and seek help if needed It is advisable to save as much you can to make a down payment for the purchase. The more you can pay without a bank loan help, the better it would be for you. Apart from saving some money, sell some assets if needed; or seek help from parents or other willing family members for making a substantial down payment. You won’t need to pay interest back to your family, just the principal some. The lesser loan you take from the bank, the shorter will be the payment course and the lesser the interest payment. The larger the down payment you make, the better it is for you.

Check with multiple banks Do your homework well. Do not just plunge into a deal with the first bank you speak to. Make sure you go around and check the different deals different banks are offering. Then opt for the best deal available. Sometimes people hurry into a deal with a bank and realize later that another bank could have made a better and more profitable deal. Go for consolidation of loan Often when many people decide to buy a home, they are already having another running loan or liability. For example an auto loan which would now run parallel to the home loan. In such circumstances, consolidation of loans is a good option. Nobody likes to pay two EMIs simultaneously; a loan consolidation reduces the amount payable per month resulting in a single monthly payment instead of multiple payments. By consolidating two simultaneously running loans, one would not only reduce the installments per month but also reduce the rate of interest as compared to what one would be paying on multiple repayments.

Have at least 3 months payments in your account When you activate a loan, you must not be living from paycheck to paycheck. Make sure you have some cushion money in your account to fall back upon. You should have at last three months of payment equivalent money in your account even after making the down payment.

CMP: Rs. 294 Target Rs. 427 Impresses SIN/HK investors: Hosted 3-day investor meetings with management in Singapore & Hong Kong. Maintain BUY with catalysts expected from launch of Goregoan Project Phase2. INR427 TP at 15% discount to RNAV. Most of the 25 investors were positive, believing SRIN is undervalued at 46% discount to NAV, a good entry point. Concerns expressed over property demand in main Indian cities. Management confident in demand for projects by big developers with strong track records. Good demand for Mumbai-focused developers: Mumbai’s market has gained traction following two recent transactions: Singapore-based GIC’s acquisition of 3m sf of commercial assets in Goregaon and preferential equity allotment to Temasek by peer Oberoi Realty (OBER, TP INR388). Investors believed commercial demand in Mumbai would pick up, supported by a GDP recovery. This would boost residential demand eventually. Impressed with land-acquisition skills: Investors liked how SRIN has been able to acquire land in BKC and Goregaon at low prices. SRIN dominates the BKC residential market in Mumbai's new CBD, which explains its high gross margins of 45- 50%. Management is confident of selling its balance 30% inventory in BKC at 30-40% premiums to current prices. SRIN also acquired 23 acres in Goregaon West or 6m sf of potential development area for INR4.5b. Current value of this land is INR15b. Preferred companies with strong balance sheets: Investors recognised SRIN’s strong balance sheet. Its net gearing of 0.3x is expected to drop by 38% in FY17 when FCF potentially touches INR1.5b. They preferred companies with strong FCF such as SRIN since delays caused by cash crunches are unlikely. Furthermore, investors believed SRIN is undervalued with a strong case for re-rating led by robust EPS growth in FY16-17.

RELIANCE SECURITIES CALLS A ‘BUY’ ON TCS

CMP: Rs. 2472 Target Rs. 3030 Growth in core geo mitigates profitability impact of lower growth: TCS’ revenue was a slight-miss on vertical-specific count while profitability was tad-better on efficiencies and strong performance in core geo. We believe that strong digital adoption (digital revenue at 12.5% of 1Q revenue and growth at double-digit on sequential basis) and large transformational infrastructure deals (improvement in client metrics and infrastructure services) will drive growth ahead mitigating headwinds in energy/insurance/telecom; maintain BUY with Target Price of Rs 3,030. Slight revenue short-fall; Volume growth healthy: TCS posted revenue of US$4,036mn, cc growth of 3.5% as compared to 6.2%/4%/4.8%/4.8% sequential cc growth registered in 1QFY12/ FY13/FY14/FY15, respectively. While TCS’ growth may seem tapering-off (vs. historical trends) and can be attributed to headwinds in select verticals, we believe that sustainable growth rate remained healthy (incremental revenue growth in 1Q was 26% to 38% higher than the quarterly incremental revenue average over the past 1 to 3 year period). We note strong volume growth registered by TCS which came at 4.8%; we expect 11.3% US$ revenue growth in FY16E which looks increasingly achievable factoring volume-led growth and stable pricing. TCS’ digital revenue for the quarter grew in double-digit sequentially and comprised 12.5% of 1Q revenue; continuity of current growthrate in digital and FY16E growth rate of 11.3% factors ~6.5% growth for the nondigital segment. Operational resilience in 1Q: The shortfall in revenue growth for the quarter was attributed to LatAm and Japan in terms of geos, and manufacturing and energy vertical, while revenue spurt was in the telecom vertical. Attrition trends higher; Client metrics strong: Attrition increased to 15.1% in 1Q which has a seasonality impact, as well as due to improved industry dynamics; management expects attrition to moderate ahead (largely in ‘3-6 years’ band) with large-scale digital training program. We also base our growth expectations on greater visibility as deal trends and client metrics continue to get stronger; sharpest quarterly increase in >US$20mn client bucket over past 15 quarters complementing large movements in higher client bucket in the prior quarter. We believe that increased adoption of digital and large transformational deals in infrastructure are likely to drive growth ahead; 5.1% qoq in infrastructure services and 4.1% qoq in ADM registered in 1QFY16. Outlook and Valuation: We expect US$ revenue/ EPS to grow at 11.4%/11.6% CAGR over FY15-17E and have factored EBIT % at 26.9%/25.8% for FY16E/FY17E. We moderate our estimates marginally (FY17E EPS moderated by 2%); maintain BUY with Target Price of Rs 3,030.

I want to buy a policy for tax saving and cover my entire family consisting of myself, my wife and my child of 4 years. Please suggest me the details. — Suraj Joshi, Mankhurd First buy a term cover (of 20 times your annual income) and then buy a health insurance policy of Rs 5 to 10 lakhs. I want health insurance policy which would cover maternity and new born baby, please suggest? — Mahesh Parmar, Parel A policy which offers maternity benefit will help you if you are planning for a second child after 3 to 4 years. The policy pays for maternity expenses with a waiting period of 3 to 4 years. But if you want a regular health insurance policy which will cover your new born child then almost all the policies will give you that benefit. I am 27 years old and want to buy

a health insurance plan for my father. I am also looking for term, money back and pension schemes for myself. Please suggest some good plans? — Ravi Kumar, Grant Road 1. Buy an individual health insurance policy for your father. 2. Buy a Term cover of 75 lakhs to 1 crore for yourself. 3. Meet up a financial planner and

discuss your investment needs in detail. At age 27, you can look at investing in equity products. 4. For pension plans you can start investing at age 35 and continue investing till 55 or 60.

I find yearly premiums are very high in almost all the companies for health insurance policies. I am interested in buying health insurance for myself (age 61 years) and for my wife (age 57 years) but I have not yet located a good firm with a reasonable yearly premium. Please recommend good

insurance companies with a reasonable yearly premium. — Dashrath Poonawala, Colaba If you wish to get coverage for reasonable premium, you can opt for Star Health Red Carpet Senior Citizen Health Plan. The premium is as under: (for 1 individual) 1 Lakhs Rs 5000 2 Lakhs Rs 9500 3 Lakhs Rs 14494 4 Lakhs Rs 17416 5 Lakhs Rs 20225 The good points about this plan are: 1) Pre-existing disease coverage from 2nd year onwards 2) No pre-medical tests Points to ponder: Compulsory CoPay of 30% and for Pre-existing illnesses it is 50% Policy can be taken for 60-75 years of age Thus for your wife, you need to opt for normal health plan and not the senior citizen one. ENJOYABLE CRIME CAPERS L UCAS DAVENPORT is Virgil Flowers’s boss. John Sandford has given both their own series of books, and the two make guest appearances in each other’s stories. That’s the reason for writing about two books by the same author,Gathering Prey starring Davenport (the latest in the Prey series) and Deadline with Flowers. They are both crime fighters—Davenport is a family man (after philandering

t h r o u g h many early Prey novels) of independent means, and a penchant for fashionable designer clothes; a maverick for whom him his job is a passion. Flowers is a roughneck with multiples marriages behind him and is currently in a happy relationship with a woman who has many children by different fathers. Both books are hugely entertaining, the Flowers’ one more so, because of the crackling dialogue—the exchanges between Flowers and his buddy Johnson Johnson (same first and last name) are hilarious. Virgil Flowers is a tall guy with blond hair, dressed in jeans and vintage band T-shirts, with a sharp mind and a laidback air. He is awakened at an inconvenient hour by a call from his buddy Johnson, reporting the theft of his friend’s dogs. It is one of a series of dognappings in bucolic Trippton, which has upset the people of the town, who think of their canines as family. When Flowers lands up to help Johnson and his friends as a favour, he hopes to get time to go fishing, but the seemingly peaceful town is seething with crime. Without meaning to look under the rocks, Flowers finds a drug gang cooking meth in the hills, and a local journalist is found dead with bullets in his back. “You got a colorful town here,” he observes to the locals who want to form a posse and hunt down the dog snatchers (who sell their beloved pets for medical research). In the very first chapter, the reader knows who stole the dogs; it is also revealed that the members of the local school board had the journalist killed, because he was about to reveal their financial scams. The fun is in keeping up with Flowers’s investigations and seeing how he solves all the crimes and ties up loose ends with a neat bow. Up in the hills, Virgil befriends a street smart 12-year-old, rifle-toting kid called Muffy (he deserves a series of his own), who sees more than is good for him, and finds a feisty old lady as well as a young woman described as the “town prostitute”

Excerpt from Deadline

VIRGIL FLOWERS nearly fell off the bed when the phone began to vibrate. The bed was narrow and Frankie Nobles was using up the middle and the other side. Virgil had to crawl over her naked body to get to the phone, not an entirely unpleasant process, and she muttered, “What? Again?” “Phone,” Virgil said. He groaned and added, “Can’t be anything good.” He looked at face of the phone and said, “Johnson Johnson.” At that moment, the phone stopped ringing. Frankie was up on her elbows, where she could see the clock and said, “At three in the morning? The dumbass has been arrested for something.” “He wouldn’t call for that,” Virgil said. “And he’s not dumb.” “There’s two kinds of dumb,” Frankie said. “Actual and deliberate. Johnson’s the most deliberate dumbass I ever met. That whole live chicken-toss contest...” “Yeah, yeah, it was for a good cause...” Virgil touched the call-back tab, and Johnson picked up on the first ring. “Virgil, Jesus, we got big trouble, man. You remember Winky Butterfield?” Johnson sounded wide awake. “No, I don’t believe so.” After a moment of silence, Johnson said, “Maybe I didn’t introduce you, come to think of it. Maybe it was somebody else.” “Good. Can I can go back to sleep?” more than willing to give him the information he seeks. Lucas Davenport does his boss duty on the phone. The body count rises, and leads to an action-packed climax. Deadline is the eighth book in the Virgil Flowers series, written with obvious relish and affection for the many lowlifes of small town Minnesota. John Sandford is the pseudonym of John Roswell Camp,

“Virgil, this is serious shit. Somebody dognapped Winky’s black labs. You gotta get your ass over here, man, while the trail is fresh.” “Jesus, Johnson...dogs? You called me at three in the morning about dogs?” “They’re family, man...you gotta do something.” At ten o’clock the next morning, Virgil kissed Frankie good-bye, and walked out to his truck, which was parked at the curb with the boat already hooked up. Virgil was recently back from New Mexico, where he’d caught and released every tiger musky in what he suspected was the remotest musky lake in North America. Nice fish, too, the biggest a finger-width short of fifty inches. He could still smell them as he walked past the boat and climbed into the cab of his 4Runner. The day was warm, and promising hot. The sun was doing it’s job out in front of the truck, but the sky had a sullen gray look about it. There’d been a quarter-inch of rain over the past twenty-four hours, and as he rolled out of Mankato, Minnesota, the countryside looked notably damp. But it was August, the best time of the year, and he was on the road, operating, elbow out the window, pheasants running across the road in front of him...nothing to complain about. As Virgil rode along, he thought about Frankie. He’d known her as Ma Nobles before he’d fallen into bed with her, because she had about a hundred children; or, at least, it felt that way. She was a compelling armful, and Virgil’s thoughts had drifted again to marriage, as they had three times before. The first three had been disasters, because, he thought, he had poor taste in woman. He reconsidered: No, that wasn’t quite right. His three wives had all been pretty decent women, but, he thought, he was simply a poor judge of the prospects for compatibility. He and Frankie did not have that problem; they just got along. And Virgil thought about Lucas Davenport for a while — Davenport was his boss at the Bureau of Criminal Apprehension, and not a bad guy, though a trifle intense. There was a distinct possibility that he would not be pleased with the idea of Virgil working a dognapping case. Especially since the shit had hit the fan up north, where a couple of high school kids had tripped over an abandoned farm cistern full of dead bodies. But Johnson Johnson was a hard man to turn down. Virgil thought he might be able to sneak in a couple good working days before Davenport even found out what he was doing. A dognapping, he thought, shouldn’t take too much time, one way or the other. The dogs might already be in Texas, chasing armadillos, or whatever it was they chased in Texas. Dognapping. He’d had calls on it before, though he’d never investigated one, and they’d always been during hunting season, or shortly before. Didn’t usually see one this early in the year.

N Deadline, Virgil Flowers describes his boss, Lucas Davenport, as “not a bad guy, though a trifle intense.” Davenport who works for the Minnesota Bureau of Criminal Apprehension (beat that CID!) that keeps him more than busy. He loves dressing, and drives swish cars, obviously not paid for by his cop’s salary. Gathering Prey is Sandford’s 25th Prey novel and from all accounts among the better ones. His life is chugging along with routine crime when his adopted daughter Letty comes to him for help with two Traveler she has made friends with. Travelers are bands of people who live like gypsies, always on the move and making a little money busking, petty crime or dope-peddling. A young woman, Skye, has called Letty in a panic to tell her about the disappearance of her boyfriend, Henry. She believes that a psycho called Pilate may have killed Henry. Pilate is a maniac who travels around with a band of ‘disciples’ who torture and kill people for fun—mostly homeless people, whose deaths nobody cares about. Lucas and Letty launch a search for Pilate as they discover that he is a killer of the notorious Charles Manson variety. The chase involves cops from many towns and precincts—Virgil Flowers included--as Pilate and his gang hang around Juggalo Gatherings—Juggaloes being fans of the hip hop music group Insane Clown Posse, and wear clown make-up at their music meets called Gatherings in various towns across America. Pilate is smart, deadly and one step ahead of the cops—he kills without a qualm and hold his followers in a tight grip. It turns out that his girlfriend Kristen has more spunk than he does, but the breathless chase takes Lucas and Letty from one town to another, endangering their own lives to prevent more brutal murders. The pre-climactic shootout is like an edge-of-the seat scene in a film, so vividly does Sandford describe the landscape and the people caught in Pilate’s web. Twenty-five books in the series and still going strong… Gathering Prey by John Sandford Published by Putnam Pages: 416

Excerpt from Gathering Prey

THE young woman who’d been leaning against the fire hydrant ambled up to them. She smiled and nodded to Henry, but spoke to Skye. “I don’t give money to buskers... or panhandlers... because I’m afraid they’ll spend it on dope. I got better things to do with it.” “Well, thank you very fucking much,” Skye said. Her voice was harshed by smoke and a good bit of that had been weed. “You’re a traveler,” the woman said, showing no offense. “You know about us?” “Enough to pick you out,” the woman said. “My name’s Letty. What’s yours?” “Skye. My friend is Henry.” Skye was calculating: this woman was either with the devil, or... she could be worked. And Skye was hungry. “Let’s go up to the park,” Henry said. “Hang on,” Skye said. Back to the young woman: “If you won’t give us money, could you get us a bite?” “There’s a McDonald’s a couple blocks from here,” Letty said. “I’ll buy you as much as you can eat.” “Them’s the magic words,” Henry said, suddenly enthusiastic, his pink face going even pinker. The two travelers shouldered their packs and Henry carried his guitar case and they started down Geary, walking toward Market Street, weaving through the tourists. “Where are you coming from and where are you going?” Letty asked. Skye said, “We were in Santa Monica for the winter, then we started up here a couple weeks ago. Planning to be here for a couple of weeks, get some money, then go on up to Eugene, and maybe Seattle.” Henry said to Skye, “I could have sworn I saw Pilot go by a few minutes ago.”

EW DELHI: At least nine persons were killed in incessant rains that swept across vast swathes of North India on Sunday triggering landslides and damaging houses in Jammu and Kashmir, Himachal Pradesh, Uttarakhand and UP while several rivers were also flowing close to the danger mark. While six persons were killed in house collapse in Uttar Pradesh, two died after being hit by a landslide in Kashmir. In Uttarakhand capital Dehradun, a construction worker died and three others were injured after a restaurant collapsed due to rains.

The national capital seemingly came to a standstill as rains continued unabated for the fourth day running today. Waterlogging was witnessed in several parts of Delhi, submerging many low-lying areas and leading to traffic snarls. Several busy areas including ITO, Vikas Marg, South Extension, Khanpur, Mahipalpur, Hari Nagar, IIT crossing, Nehru Place, Yusuf Sarai Market and Munirka witnessed traffic jams. EW DELHI: After a resounding victory in the Delhi Assembly polls, the Aam Aadmi Party (AAP) may try to make inroads into educational institutions in the National Capital, especially the Delhi University, through its student wing. Delhi University Student Union (DUSU) polls have proved to be a stepping stone to the mainstream politics for many including Union Finance Minister Arun Jaitley, AAP MLA Alka Lamba, BJP MLA Vijender Gupta and senior Congress leader Ajay Maken.

AAP's student wing Chhatra Yuva Sangharsh Samiti (CYSS) is also likley to contest the September polls though no decision has yet been taken. "No decision has been taken on this as yet. As the strike by FTII students entered the second month, the chorus against appointment of Gajendra Chauhan as its chairman grew louder on Sunday with filmmakers Kundan Shah and Aziz Mirza saying he should step down. With the students of the prestigious Film and Television Institute of India (FTTI) unrelenting in their demand for revoking the appointment of Chauhan, a BJP member and TV actor, Congress demanded a clarification from I&B Minister Arun Jaitley on the chairman's credentials to hold the post.

The Civil Aviation Ministry is making efforts to secure about Rs 2,400 crore for Air India through supplementary budgetary allocations and recovery of dues worth Rs 600 crore related to use of its planes for VVIP travel. Out of the total, around Rs 1,800 crore is being sought to meet the funding shortfall faced by the cashstarved national carrier. Opp to strategise on Parl session at Sonia’s Iftaar NATION

N

EW DELHI: With the Modi government battling propriety issues over the Lalit Modi row and the furore on Vyapam scam, leaders of "like-minded" parties will meet for Congress president Sonia Gandhi's Iftaar dinner on Monday where they are likely to deliberate on the strategy for Parliament session beginning July 21. With the 'who's who' of anti-BJP politics expected to be present, considerable significance is being attached to the get-together ahead of the Monsoon Session, which is likely to be the most turbulent for the Narendra Modi government since it took office in May last year. Among the leaders invited are Mulayam Singh Yadav (SP), Mayawati (BSP), Sharad Pawar (NCP), Sitaram Yechury (CPI-M), H D Deve Gowda (JD-S), E Ahamed (IUML), Kanimozhi (DMK), D Raja (CPI), Farooq Abdullah of the National Conference and Sudip Bandhopadhyay (TMC). Though RJD chief Lalu Prasad has been invited, he has expressed inability to attend due to prior commitments. Bihar Chief Minister Nitish Kumar and

JD(U) president Sharad Yadav are among the invitees. The All India Majlis-e-IttehadulMuslimeen (AIMIM), which was part of the Congress-led UPA until two years back, and AIUDF, which has a tie-up with the Congress in Assam, are also invited. The regional parties which are

It is also facing heat for the Vyapam scam in which the Supreme Court has ordered a CBI probe. This service was introduced to provide the papers on priority basis to those who seek them urgently. "We have proposed to reduce the fee of tatkal service from the existing Rs 10,000 to Rs 1,000. LOVIN’ IT UP

MUMBAI | MONDAY, JULY 13, 2015 this issue, there is absolutely nothing to fear. You have done nothing wrong in honestly expressing your feelings and don't feel guilty. Remember that being pro-active is not an offence. You are a woman of the 21st century, and today honest expression of feelings is not frowned upon but instead viewed with respect. Expression of feelings is not a crime

My name is Alka. I am 24 yrs old. I never fell in love nor proposed to anyone. Last year I completed my post graduation and am now working in a reputed organisation. But, suddenly I got attracted to a guy who is also working in the same organisation. Since I liked him, I proposed my feeling to him on February 14th through phone. But, he rejected my love very politely saying that he is already engaged with someone. I feel so guilty now. How can I come out of this feeling? Can you please suggest or provide me a solution? Valentine’s Day is meant for expressing one’s feelings, which are sometimes reciprocated and sometimes not. Exploring relationships is not a crime. You were right in proposing to him on

Your wife is much more than her body. She is bound to have some good qualities as a wife and the mother of your child. A fulfilling relationship is based on love, care and understanding. Understand that your wife is not responsible for her lack of hygiene or aesthetic sense, because she has probably been brought up in such an environment and lacked exposure to the finer aspects of life. NOTES FROM NEW DELHI

MUMBAI | MONDAY, JULY 13, 2015

By Chauthi Duniya Reporter

W

e had sent a letter to Prime Minister Narendra Modi, which we had published in this very space. We did not receive even an acknowledgment of that letter. The Prime Minister's Office is such an efficient and competent office that for an event that is to happen a month later, it sends a letter made out on that very date, and here it does not even bother to send an acknowledgment for a letter. Should we not expect that when any person or organisation sends a letter, then the Prime Minister's Office will reply to it or send a receipt that it was received? When MPs or workers of the Bharatiya Janata Party used to say that this happens, we could not believe it, because the kind of expressions and mannerisms which Narendra Modi had shown, it seemed from them that the present Prime Minister will work in a somewhat different manner and so will his office. But anyhow, this issue is the Prime Minister’s. Despite this, we are making another request to the Prime Minister. We know that the Prime Minister will not hear it, because the priorities of the Prime Minister’s mind and his advisors are somewhat different from the country’s priorities. The Prime Minister announced making Digital India and held a big event. At this function all the prominent industrialists of the country were present, who made an announcement of an investment of four-and-a-half lakh crore rupees. The Prime Minister’s first plan/project, Swachh Bharat (Clean India), went into the garbage because of the Prime Minister himself as he did not devise any way of follow-up on it. He did not strengthen those institutions on whom rests the responsibility of cleaning. And people took it as an opportunity to be photographed with the Prime Minister or of linking their name with him. The Prime Minister linked

renowned names in the country with this abhiyan (campaign). All of them picked up a broom one day, whether they may have been of the cinema, whether they may have been from sports, whether they may have been from the industrial world, got their photos clicked and considered or assumed they had fulfilled their duty. The whole country is overflowing with filth. Crores of rupees were spent on the Swachh Bharat Abhiyan, but the campaign has run aground. The Prime Minister made Make in India the motto of

not know the first alphabets – the A of English and the ‘a’ of Hindi, are illiterate and previous Governments spent billions of rupees on literacy campaigns, but they went into the pockets of people, it is in that India we are talking of providing internet facilities. The Chief Minister of Uttar Pradesh distributed laptops. In many places within one month those laptops reached the market again. And with those who still have them, they are gathering dust, because they do not know the first thing, the ‘A’ of operating or using a

Prime Minister Narendra Modi the country and went around the whole world saying we have cheap labour, so you make your goods in our country. But how many companies from overseas came to India, the Government is not giving an answering to this. The amount of investment that was announced, how much of it actually happened, the Government has no figures/statistics on this. On the other side, the exports from India must certainly have reduced. This data is available. The Prime Minister did not pay attention to this either and now Digital India. It does not need to be explained to the Prime Minister that a country in which people in the villages do

DILLI KA BABU NHAI left out The situation shouldn’t have been allowed to fester, babu observers are saying. In the past couple of weeks, in a much belated and commented upon move, Modi sarkar finally named K.V. Chowdhury as the Central Vigilance Commissioner and Vijay Sharma as Chief Information Commissioner. The vacant post of director general of the Defence Research and Development Organisation (DRDO) has also now been filled with the appointment of S. Christopher. But, strangely, the National Highways Authority of India (NHAI) is without a full-time head after the exit of its chairman R.P. Singh last month. Though the process of choosing Singh’s successor began as early as in January and applications were received in February. The hopefuls include I&B secretary Bimal Julka, culture secretary Ravinder Singh and several former secretaries. The Government clearly has not been able to make up its mind and, instead, has given tem-

laptop. There is no arrangement for training. In that India the Prime Minister wants to spend billions of rupees on creating an information highway to reach the people. It is a very good plan, but it is the same kind of plan where in a barren field, without adding manure and water, without preparing it for cultivation, you sow seeds. But there is the Prime Minister, there are his advisors, there is television, there are those who clap and make announcements of investment. It is settled that whosoever announces investing two and a half hundred crore will earn two and a half thousand crore rupees. And this total four-and-a-half lakh crore invest-

ment which was announced at the Digital India conclave by capitalists, they will earn hundred times that amount, i.e. will loot the Government, and exit. Prime Ministerji, should it not happen that first of all you should have encouraged, motivated all schools and colleges to make a literacy campaign in the villages of India their priority? From high school students to those in degree colleges, they will get certificates only when they join a literacy campaign in a village for two months. And, in every ten kilometers of area responsibility should be given to schools and colleges that if in their area anyone is found illiterate, Government assistance which they are receiving will be stopped. Making the people of the country literate is our first priority. If they become literate, only then will you be able to give them the know-how of how to operate computers. Otherwise computers will become a means for watching obscene films and computers will become a cause for crime. It has emerged in a survey that Facebook has a very big hand in the increasing number of crimes. Because of many schemes of the previous Government, rural India became the largest centre of corruption. The entire Panchayat became corrupt. Emerging from Delhi and the State capitals, corruption reached Panchayats in the villages. From State capitals, has crime now reached the villages? This question, Prime Ministerji, I am asking, because about you it is my perception that you do not like all these things. But if because of the works done by you it is this result only that will emerge, then is there not need to think? What should have happened was that we should first have made villages literate. We should have enthused the capitalists of the country to participate in schemes of health and education for the people, and then begun glamourous programmes like Digital India. But the

porary charge of NHAI to secretary road transport Vijay Chhibber. But apparently, this does not help NHAI since relations between the organisation and the Ministry have not been particularly cordial in recent times. Sources say that though the competent Chhibber is anchoring the organisation, stop-gap arrangements are not exactly the way forward for a key organisation like NHAI.

Off the hook Karnataka Government has let five senior officials off the hook although the State Lokayukta and the State Criminal Investigation Department (CID) had recommended strict action against them. The state Cabinet turned down the request citing “lack of material evidence” against the babus. The babus include three State administrative service (KAS) officers Shashidhar Bagali, S.S. Somanal and Siddaappa Hullolli, IFS Shekhar and IAS officer K.R. Sundar, former secretary of the Karnataka Public Service Commission. The three KAS babus were accused of abetting illegal sand mining in their respective areas while Sundar was indicted for irregularities in recruitment of officers. The action against

25

scheme you have made to give money for the IT sector will not take India very much further. This is the sort of plan where you have not made the runway but began preparations for purchasing an aircraft. Prime Ministerji, the priorities which you have fixed for the country, they are correct, but their sequence is wrong. What you are doing today you should be doing in the third-fourth year and today at a basic level you should be searching for ways to engage and involve youths in development work. Industrial units should be set up close to villages, i.e. in every block. For stocking and storing grain, you should search for ways of storage in every block. How people can privately construct storage structures for which the Government can pay rent and keep under their care and monitoring, a plan should be chalked out for this. It is essential to see in what manner village schools can make better use of teachers and how they can create rural literates. It is equally necessary that health centres in villages function in the right manner. But this is not happening. Hon’ble Prime Minister, we are writing this because we still have the impression that you want to change India. Somebody may have a difference of opinion with you on religious ideas, there can be a difference of opinion on the policy of relations with neighbours, but everyone has this expectation from you that in the country wherever there is a question of fighting corruption, there you will stand like a rock. And there is also the expectation that you will solve first the country's priorities, amongst which villages, cultivation, farmers, youth and labourers are the major ones. But you are not doing so. You have reversed the order of priorities. And when the order is reversed, then it is exactly similar to what happens when before setting out on a journey, you do not pay attention to the shoes on your feet or your pyjamas or pants, and instead go to a beauty parlour and get a facial done or your hair set right. And when somebody embarks on a journey after getting only their hair and face set right, then thorns pierce the feet, gravel and small stones hurt, the feet are unable to undertake the journey. I urge you to think about and consider the priorities, otherwise a year has elapsed, three more months have passed, a different kind of opinion will begin to form about you in the country, and people will start believing that you too are such a Prime Minister who may only perchance be recorded in history.

them was recommended after they had faced departmental inquiries into the charges against them. Observers believe that the State’s fight against corruption in Government will remain an uphill task.

Fond farewell Cabinet secretary P.K. Sinha who took over from Ajit Seth may find himself wishing he gets to stay as long as Seth did as the nation’s top babu and receive the praise Prime Minister Narendra Modi showered on Seth at the end of his extended four-year tenure. Though Modi is an avid Twitter user, still many were surprised when he posted three tweets praising Seth and wishing him for his future life. Not many had expected Seth to survive when Modi came to power in May last year. The inevitable putsch happened, but Seth was not among those who had been calling the shots in the UPA Government and were quickly sent to pasture. Instead he got two six-month extensions, showing that Modi was not just content to work with him but actually wanted him around. Sinha, his successor, will surely be hoping that some of Seth’s “magic” rubs off on him. — By Dilip Cherian

Sania wins her first doubles Grand Slam crown with partner Martina Hingis after overcoming a huge hurdle comprising Russian team of Ekaterina Makarova and Elena Vesnina

L

ondon: Indian tennis star Sania Mirza scripted history by becoming the first from the country to win a women's doubles Grand Slam trophy as she lifted the Wimbledon title with Swiss partner Martina Hingis after a stunning come-from-behind triumph, here. Twelve years after turning pro, 28-year-old Sania laid hands on her first women's doubles Major title when she and Hingis battled past the second seeded Russian team of Ekaterina Makarova and ElenaVesnina 5-7 7-6 (4) 7-5 in a thrilling final. In what can be considered an interesting coincidence, it was at these very historic courts that Sania had won the women's doubles junior Wimbledon championship with Russian partner Alisa Kleybanova in 2003. Sania had come close to winning a women's doubles Major in 2011 when she reached the French Open final with Elena Vesnina but ended up runners-up. The trophy added to the list of firsts that Sania has against her name. She had become India's first woman player to win a Grand Slam when she won the Australian Open with compatriot Mahesh Bhupathi in 2009. She later added the French Open (2012 with Bhupathi) and US Open (2014 with Bruno Soares) to her mixed doubles collection. In yesterday's match, it was a remarkable turnaround for the top seeds as they were trailing 2-5 in the deciding set but made a stunning comeback to reel off five straight games to clinch the issue. Vesnina was all fired up and her smashing volleys at the net put Sania and Hingis in a lot of trouble. The Russian was left distraught at the end of the proceedings as she had quite literally played out of her skin. It was the third time in recent times that Sania and Hingis played the two Russians in the finals --Indian Wells and Miami -- and asserted their supremacy again. Sania was broken in the very first game of the match when Vesnina hit a volley winner from the net but the top seeds immediately broke back to avoid falling behind. It was a remarkable lob from Hingis that gave them two break chances and they converted the second. Sania and Hingis put tremendous pressure on their rivals but the two Russians responded well and it was 5-5.

Martina Hingis and Sania Mirza talk between points during the doubles final.

I hope Wimbledon triumph inspires other girls: Sania

London: On cloud nine after becoming the first Indian to clinch the Wimbledon women's doubles title, tennis star Sania Mirza is hoping that the triumph will inspire many more girls in the country to aim big in life. "There is this thing about being an inspiration for others but obviously I am not thinking about all that. I play and I want to win because that's what you play for. But I hope it inspires other girls to win," Sania said in the postmatch press conference. "Even when we were down, we knew we were giving everything we had on the court. These are the moments we worked years and years and all our lives for. This is what we play for. We feel really honoured to have won that match really," she added.

Sania and Hingis had great opportunity to make a comeback and when Vesnina went down 0-40 in the seventh game but they could convert none of the three chances and fell behind 2-5. Makarova served for the match in the ninth game but the top seeds brought the match back on serve, albeit after squandering three break chances. Sania hit a stunning service return winner to earn fourth break point and Hingis' volley converted the chance. From 2-5, they won four games in a row to be in a position to serve out the match.

EVEN WHEN DOWN, WE DIDN'T FEEL OUT: SANIA Faced with opponents who had them running for cover with a fierce serve all through, Indian tennis star Sania Mirza and her Swiss partner Martina Hingis said sheer belief pulled them through as they lifted the Wimbledon women's doubles trophy. "For a match like this, the No.1 and No.2 seeds playing, it was the best match you could have asked for for the tournament. It was unbelievably exciting. It was exciting to play. I really hope it was exciting to watch, too," Sania said in the post-match press conference. "Even when we were down, we knew we were giving everything we had on the court. These are the moments we worked years and years and all our lives for. This is what we play for. We feel really honored to have won that match really," she added. Sania said though she and Hingis were doing the catching up for most part, they did have their chances all through.

London: Youngster Sumit Nagal entered the history books as only sixth Indian to win a Grand Slam junior title after winning the boys doubles trophy at the Wimbledon championships with partner Nam Hoang Ly. 17-year-old Nagal and his eighth seed Vietnamese partner overcame the fourth seeds Reilly Opelka and Akira Santillan 7 -6(4) 6-4 in the title clash that lasted 63 minutes. India crush Zimbabwe by 62 runs to seal ODI series 2-0 H

arare: India rode on a solid all-round performance to comfortably crush Zimbabwe by 62 runs in the second One Day International, thereby taking an unassailable 2-0 lead in the three-match cricket series. Batting first, India scored a decent 271 for eight in 50 overs largely due to a 112-run opening stand between Murali Vijay (72) and skipper Ajinkya Rahane (63), who hit patient half-centuries to set up a fighting target. Bhuvneshwar Kumar was the pick of the bowlers with figures of 4 for 33 in 10 overs and along with Dhawal Kulkarni (1/39 in 9 overs) provided initial breakthroughs while spinners Harbhajan Singh (1/29 in 10 overs) and Axar Patel (1/40 in 10 overs) kept a tight leash on batsmen during the middle overs. Unlike the first match, Indian team were far better in both departments as they upped their game by a few notches. While the new fielding rule topped by cautious approach from the batsmen meant that India did not pile up a mammoth total but one that was good enough to have Zimbabwe being pushed back to the wall.

During Indian batting, both Vijay and Rahane took a safety first approach against the white duke ball that was doing bit in the air and off the pitch in cool conditions. Playing for their places when the first team players come back, it was understandable that both Rahane and Vijay had a strike-rate of less than 80. But they did create a platform for a decent enough score. When Zimbabwe batted, it was Dhawal Kulkarni, who struck the first blow removing Vusimuzi Sibanda (2), who was caught at point by Vijay. The experienced Hamilton Masakadza (5) gave a regulation catch to Robin Uthappa behind the stumps of Bhuvneshwar Kumar.

A lot was expected of Chugumbura but the Zimbabwean captain was dismissed to a smart piece of slip catching from skipper Rahane as the hosts were down in the dumps at 43 for three and eventually could not recover from early slump. It was a perfect platform for Harbhajan and Axar to press the advantage home as Zimbabwe could hardly get away even the the senior offspinner was unlucky as two simple catches were dropped despite displaying good variations at times. England beat Australia by 169 runs with more than a day to spare in Cardiff yesterday to go 1-0 up in the fivematch series. Australia, set a mammoth 412 for victory, were dismissed for 242 in their second innings just over an hour after tea on the fourth day at Sophia Gardens. England paceman Stuart Broad did the bulk of the damage with a haul of three for 39 in 14 overs after manof-the-match Joe Root had laid the foundations for vic-

In February, Australia were beaten in the pool phase of the World Cup by New Zealand only to thrash their fellow co-hosts weeks later in a one-sided final in Melbourne. Satnam makes NBA debut for Mavericks

as Vegas: Satnam Singh Bhamara, the first Indian hoopster to be drafted in a National Basketball Association team, has made his 2015 NBA Summer League debut for Dallas Mavericks against New Orleans here. The 7-foot 2-inch Satnam had four points, three rebounds and one assist in a total game time of just over 10 minutes as New Orleans Pelicans had to play all 48 minutes in their 90-86 triumph over the Dallas Mavericks at UNLV's Cox Pavilion yesterday. A satisfied Satnam said he feels he will soon arrive on the big stage. "I feel better after playing my first Summer League game here. After a year or two playing with the team, getting more experience with the teammates, I will come to that big moment (NBA first team debut)," said Satnam after the game. The Pelicans led by as much as 11 points on three different occasions in the sec-

ond quarter before they staved off a pesky Mavericks side that pulled even at 76-all with 5:17 remaining in the contest. New Orleans re-

gained its lead 16 seconds later when Khem Birch, who suited up for UNLV from 2012-14, sank a pair of free throws. Birch pushed the lead to four points with a dunk after a 2:25 dry spell between the two offences. New Orleans' advantage sat at six points with 51 seconds remaining in the bout until Justin Anderson, the 21st pick in the 2015 NBA Draft, connected on three straight free throws and made a layup in a span of 35 seconds. Anderson finished the game with a team-high 23 points off 8-for-18 shooting from the field. With the teams separated by only one point, 87-86, with 14 seconds on the clock, Seth Curry capped off his 25-point performance with a pair of successful free throws. Twelve seconds later, Victor Rudd drained one of two free throws to make it a two-possession affair after he was fouled rebounding a wouldbe game-tying 3-pointer by Anderson.

Casillas had two years left on his contract, but the highlyanticipated transfer is seen as an historic turning point for the club who are reported to be trying to recruit Manchester United's 24-year-old Spanish goalkeeper David de Gea in a bid to rejuvenate after finishing second in La Liga last season behind Barcelona, who also won the Champions League title.
