T

he Bharatiya Janata Party (BJP) government won the vote of confidence in the assembly yesterday amidst deafening noise and disturbances created by the Opposition members – the Congress and the Shiv Sena. The confidence motion was passed by a voice vote. There was no immediate demand for a division vote. The Opposition – the Congress and the Shiv Sena – reacted

sharply to the observation of the Speaker and that pointed out as per rules, a division vote should have been taken. There was no cheers but there was jeering when the Governor Ch. Vidyasagar Rao came to the House and there was continuing disruption as the Governor went on with his address. The Speaker suspended five MLAs of the Opposition and brought some order in the House. When the Governor arrived at the Vidhan Sabha to deliver

his address, a mob tried to stop him from entering the House. There was heated arguments between the MLAs and the Governor's security men – including his ADC. Finally the Governor was able to deal with the pushing around that was going on and entered the House. Even as all the shouting was going on, the Nationalist Congress Party (NCP) members sat quietly. What is to be noted is that even if the division vote was taken, the BJP

would have had the votes of NCP and got a clean vote of confidence. Did the Opposition MLAs want to prove that the BJP had aligned with the NCP? Speaking to newspersons later at Vidhan Bhavan press room, Chief Minister Devendra Fadnavis argued that the trust motion was as per rules. Claiming to have won the trust vote, he challenged the Opposition to move a No Confidence motion against the government. Chief Minis-

ter argued that no political party in the house demanded a division of votes and that division of votes is not held after trust motion is adopted by voice vote. He lashed out at the Congress for what he called their misbehavior with Governor as he tried to enter the legislature building to deliver his joint address to both the houses of the state legislature. Speaking to newspersons later newly appointed leader of Opposition Eknath Shinde

and Congress leaders termed the trust vote won by the BJP as an assault on parliamentary democracy. During the process of trust vote both the Congress and NCP MLAs were sitting quiet in the House. The trust vote was adopted with the NCP keeping silent and abstaining from taking part in the vote. Since the motion was carried by a voice vote it was not clear as to by how many votes Continued on pg 8 «
