n the direction of Bombay High Court, the state Anti Corruption Bureau (ACB) on Saturday conducted searches of residences, bank lockers and other immovable assets of nine serving officers of Public Works Department (PWD) and seized movable and immovable properties worth crores of rupees from their premises. The properties seized included huge haul of cash, gold, upmarket cars and security deposit receipts. At the time going to the press, the ACB officers were still in the process of counting the cash and valuating the properties. These officers are among the 16 officers who have been named in the two FIRs filed in connection with the Maharashtra Sadan and Kalina campus land scams. According to ACB sources, after searching Deepak Balkrishna Deshpande's residence and premises, they found documents of 1 flat in Thane, 3 flats in Pune, 1 flat in Aurangabad, 4 plots in Aurangabad, 2 shops in Nashik, 1 shop in Aurangabad, 5 hectares farm land in Aurangabad, 2 four wheelers, 1.53 kg gold, 27 kg silver, security deposit receipts of crores of rupees and 50 lakh cash in three bank accounts Continued on pg 2 «

Lalit Modi wanted in India, helped by Sushma to avoid a probe for alleged foreign exchange regulation violations in the T20 cricket tournament held in South Africa in 2009. The previous UPA government had revoked his passport and had pressed for his extradition. According to British media which quoted leaked emails, Vaz cited Swaraj's name to put pressure on UK's top immigration official to grant British travel papers to Lalit Modi, who subsequently got the documents in less than 24 hours. Vaz also offered to help Swaraj's nephew Jyotirmay Kaushal to apply for a British law degree course, the report said. After the reports surfaced, 63year-old Swaraj said in a series of tweets that she had taken a "humanitarian view" and conveyed to the British High Commissioner that they should examine Modi's request as per their rules and "if the British government chooses to give travel documents to Lalit Modi – that will not spoil our bilateral relations". Facing opposition attack, Swaraj said, "What benefit did I pass on to Lalit Modi - that he could sign consent papers for surgery of his wife suffering from Cancer?... He was in London. After his wife's surgery, he came back to London. What is it that I changed?"

She also reportedly spoke to Prime Minister Narendra Modi explaining her position on the issue. Opposition parties demanded her resignation, alleging grave impropriety on her part in helping a fugitive from law. Arun Vitthal Devdhar has one flat in Mumbai and Pune respectively and his house is yet t be searched. Another officer, Harip Patil has one bungalow in Nashik and his house is also yet to be searched by ACB, sources added. Director General of ACB, Maharashtra, Pravin Dixit confirmed that the premises of the above officers have been partially raided and investigation is still going on. The ACB has also named Chamankar builders, including the main promoters Krishna Chamankar, Prasanna Chamankar, Pravina Chamankar and Pranita Chamankar for fudging facts and submitting a totally misleading picture before the authorities to overcome strong opposition of Finance, Planning, Transport and Home department to this project executed on BuildOperate and Transfer Basis.

A 103-year-old man and a 91-year-old woman in the UK have become the world's oldest newlyweds after tying the knot in a small ceremony in which the beaming bride was seen pushing the groom around in his wheelchair. Together the newlyweds, George Kirby and Doreen Luckie, have a combined age of 194 years. ‘Bromley Batman’ foils mugging bids

A mysterious masked crusader dubbed as the 'Bromley Batman', wearing black combat trousers and a muscle top, has been foiling mugging bids by knifewielding thugs in London before vanishing into darkness. A number of witnesses say the crimefighter is confronting muggers and knife-wielding gangs across the streets of south London specially Bromley in recent weeks. Descriptions of the unidentified figure paint him as a masked man in his thirties with a "well-groomed beard", who maybe trained in martial arts. In the first incident, the victim identified only as Ken was walking through Martin's Hill area when the foulmouthed thugs "came out of nowhere" and demanded his phone and wallet. he security of a house in Pali Hill area has been beefed up after a mob of around 100 people entered a disputative house which is mere few meters away from former union home minister Sushil Kumar Shinde's residence - on June 10, after which the family has been reeling under constant threat. Spilling the beans of the incident, victim Minaz Ansari said, “It was around 5pm when I was heading to drop my son for his classes. I saw a mob of around 100 people heading towards my house. Initially I did not realize that they are heading to my house. Soon after reaching home I realised that my house was taken over by the mob.” “All of them looked like slum dwellers. MMRC chief assures Dadar land won’t be acquired until residents are heard By Prashant Hamine

he Mumbai Metro Rail Corporation (MMRC) requires only two hectares of land permanently and a mere 1.5 hectares of land temporarily for the 33.5 km long Colaba-Bandra-Seepz Metro III corridor at Dadar, clarified MMRC managing director Ashwini Bhide. In a statement issued here yesterday the MMRC managing director further assured that the land at Satish Gupte House will not be acquired unless the residents are heard and compensated appropriately. She urged the Project Affected families not to trust misleading news about resettlement appearing in a section of the media. She said that the MMRC requires land spread over 121 parts and most of the land is open except at Girgaum and Kalbadevi where only a

Mayra was the wife of former legislator, Gilbert Mendonca and mother of former mayor Catlyn Pereira. After Mira-Bhayandar civic body’s elevation to corporation status, NCP corporator Mayra Mendonca was elected the first mayor in 2002. Due to her gentle, soft-spoken nature and cooperative attitude, Mayra Mendonca had earned a special respect not only within the NCP rank and file but across the political spectrum and local populace of the twin-city. The boy's 27-year-old mother had divorced her husband about three years back and lived in Kausa area of Mumbra along with her three children, including two daughters and the victim, police inspector D.M. Patil told PTI. The accused, Ameer Sayyed alias Billa, who has a criminal record, developed intimacy with the boy's mother three months back and used to frequent her house, he said. However, he felt that the three children were a hin-

drance in his relationship with the woman and used to frequently beat them up, Patil said quoting a complaint filed by the victim's mother last night. On June 8, the boy started vomiting after having breakfast. An irritated Sayyed then beat up the boy severely following which the child became unconscious. When one of the boy's sisters came to rescue him, the accused thrashed her also leaving her with a fractured hand, he said. He then threatened the family members with life if they revealed the incident to anyone. Later, the woman took the children to hospital and lied to the doctors that the boy

had fits and fell down injuring himself. She also said that her daughter, who went to help him, too fell down and sustained injuries. The boy died at Sion hospital in the wee hours of Sunday, he said. The boy's mother subsequently filed a complaint with police who sent the body for postmortem which revealed head injuries, he said. Based on the medical report and the complaint, police last night registered offences under sections 302 (murder), 325 (voluntarily causing grievous hurt) and 506(2) (criminal intimidation) of the IPC against the accused, Patil said adding that a manhunt was launched to nab him.

he war of words between the state Congress and Water Supply and Sanitation Minister Babanrao Lonikar intensified further yesterday and is all set to reach the court of law. After the controversy over discrepancies in his educational qualifications mentioned in his election affidavits over the years, the Congress had alleged that the BJP leader has not mentioned his second wife in the affidavit filed before the poll. While reacting sharply to these allegations Lonikar said, “all these allegations are baseless and false. If this continues I will file a defamation suit against the state Congress spokesperson Sachin Sawant”. When contacted, Sawant accepted the challenge of Lonikar and dared him to move to the court. He said, “I

n a shocking incident, a body of a youth aged between 18 to 20 years was found under a flyover in Subhash Nagar locality, in Jogeshwari (East) this weekend. VERYONE other than the RBI Governor Raghuram Rajan seems to be convinced that a minimum one per cent cut in the policy rate is called for to rev up the economic engine. Despite the stressed corporate balance-sheets and mounting non-performing assets of the public sector banks, the larger economy cannot be strangled merely because one man in Mint Street has gotten it into his head that he would choke the flow of liquidity just so the systemic fault lines can be fully repaired. But because they are systemic fault lines, these will take an unconscionably long time repairing, if at all. How far it is wise to wait for the economy to recover fully from the policy inflictions of the previous regime before the central bank would deign it right and proper to do its bit to incentivize growth is for Rajan to decide. For, he alone has the final word in setting the policy rates. Period. But we can do no better than to draw his attention to the public lament by none other than an equally celebrated economist. Arvind Subramanian, the chief economic adviser to the Ministry of Finance, must have felt strongly on the illiberality of the RBI boss that he chose to go public with his complaint through an article in a New Delhi newspaper. Indeed, this unconventional mode of communication between Mint Street and North Block would raise eyebrows. But as we had noted in this space only last week, highly qualified professionals can be far more zealous in protecting their turf than even garden variety politicians. Why Rajan and Subramanian, both products of the best American universities with sterling work experience in multilateral institutions behind them, could not have thrashed out the matter over a cup of coffee is beyond comprehension. Yes, Rajan takes that his foremost duty is to control the price-line while Subramanian feels that along with reining in consumer inflation it is his responsibility to boost growth. An informal meeting, however, could have helped them locate the middle ground in the perennial intellectual slugfest over inflation versus growth. Instead, when Rajan earlier this month let down independent economists and the markets by offering a niggardly 25 basis point cut in the repo rate, North Block was disappointed. And it is that feeling of let-down that comes through clearly in Subramanian’s newspaper article. As can be expected from a professional economist, there is much economic gobbledygook in the article, but for the benefit of the lay reader we can sum up the burden of his argument. He says that the current situation called for a drastic reduction in the prime lending rate, what he had earlier called an `aggressive monetary policy stance.’ Subramaniam concedes that in the normal times, Rajan might be right in being tightfisted with the PLR, but he makes out a case that these are not normal times `when the price indicators are, frankly pointing in dramatically different directions…’ Given the nature of this column, it will be unfair to inflict on the readers theoretical arguments about monetary policy. Suffice to say that on the very day Subramanian protested in print about Rajan keeping the policy rate high, another noted economist aired the same complaint, albeit in a much more forthright manner. Deepak Nayyar, presently emeritus professor of economics at the Jawaharlal Nehru University, was the chief economic adviser to the Government of

India for three years beginning 1989. Since, unlike Subramanian, he is no longer bound by official norms of conduct, he was rather direct in making the point that Rajan has turned out to be a bigger `inflation warrior’ than even his predecessors. “… he has turned a deaf ear to every plea that has urged him to lower interest rates.” He follows it up with a scathing indictment of the RBI Governor, virtually suggesting that he is a prisoner of a preconceived theory and/or prejudice. “ … the ostensible reason for not lowering rates is that the war against inflation is not yet over. Clearly, even facts cannot change belief systems that are embedded in ideology. But it is important to recognize that the underlying macroeconomics

Kudos to security forces post Manipur ambush BY striking at militant camps across the border and inside Myanmar territory, Prime Minister Narendra Modi has demonstrated that he is willing to bite the bullet and take tough action when it comes to the killing of Indian soldiers. Days after June 4 killings of at least 20 personnel in Manipur allegedly by militants of the National Socialist Council of Nagaland (Khaplang), a robust response has come from the Indian Special Forces. Confirmation of the strike on two militant camps inside Myanmar territory has come from none other than Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore. He confirmed that the Indian forces 'carried out strikes on two of the militant camps, annihilating the entire camps, and have returned safely'. He pointed out that Prime Minister Modi had taken a 'very bold step' and given the go-ahead for hot pursuit into Myanmar, adding that the response was a message to other countries that might be inimical to India. 5-fold jump in gold smuggling; seizure worth Rs.1,120 crore N

EW DELHI: There has been an unprecedented five-time jump in cases of gold smuggling in 201415 over 2012-13 during which yellow metal worth Rs 1,120 crore was seized, notwithstanding easing of curbs on its import. What is worrying the revenue intelligence officials is that cases of the smuggling have not come down despite the legal import of gold into the country increasing significantly during the same period. A total of 4,400 cases of gold smuggling have been registered in the country during 2014-15. About 4,480 kgs (4.48 metric tonnes) of the precious metal valued at about Rs 1,120 crore was seized in these cases, a senior official in Directorate of Revenue Intelligence (DRI) told PTI. 252 persons were also arrested in the last fiscal in these cases, he said. There were 870 cases of gold smuggling registered during 2012-

13, five times less than those filed in 2014-15 fiscal. About 400 kgs of gold valued at about Rs 100 crore was seized in these cases, the official said. 2,700 such cases were registered in 2013-14 in which 2,760 kgs (2.76 metric tonnes) of gold, worth about Rs 690 crore was seized, he said. There has been a rise in legal import of gold too during the past two years owing to growing domestic demands. During 2014-15, 1,332 metric tonnes (13.32 lakh kgs) of gold was imported in the country. The value of the import was Rs 2.67 lakh crore, the official said. In 2013-14, 616 metric tonnes (6.16 lakh kgs) of gold worth Rs 1.55 lakh crore was imported, he said. Interestingly, about 169 metric tonnes (1.69 lakh kgs) of gold has been imported between April and June 10 this year alone. The value of the import was Rs 38,608 crore, the official said.

IIP IIP grew by 4.1% in April as compared to 2.5% in March. Growth in overall IIP was supported by the manufacturing sector that grew by 5.1% versus 2.8% in March. In addition, according to use based classification, capital goods rose by 11.1% y-o-y, followed by consumer goods (3.1%), and basic goods (2.8%). Production in electricity as indicated by the IIP sub-index signalled a contraction in the sector in April (-0.2%), albeit this was partly due to a high base in the previous year. The month-on-month SA growth also rose to 3.4% in April as compared to 1.0% in the previous month. Manufacturing index growth revived in the month led by higher growth in food product and beverages (4.9%), wearing apparel (10.1%), wood products (16.2%), basic metals (7.3%) and machinery and equipment (20.6%). The month on month SA growth also picked up to 3.8% from 0.8% in March signalling an uptick in momentum. On the other hand, in the core sector (accounting for 38% of IIP) growth remained negative for the second consecutive month (-0.4%) in April. This was as sectors such as electricity (-1.1%), cement (-2.4%), fertiliser (0.1%), refinery (-2.9%) recorded negative growth. On the other hand, only coal and steel sub-indices signalled an expansion in volumes over the previous year. Inflation Fuel inflation up, higher retail prices to blame: In May, the inflation in fuel and light segment rose to 6% from 5.5% in April, while inflation in transport and communication also stepped up. Together, inflation in fuel-related categories (fuel & light and transport & communication) jumped to 3% from 1.9%. In May, a combination of higher global oil prices (16% higher than Mar‘15 levels) and weaker rupee (8% y-o-y) pushed domestic retail fuel prices up - Rs 7.42/litre and Rs 5.6/litre in petrol and diesel prices respectively. Oil prices have since then declined, while rupee has stabilised (Figure 2). Food inflation provides further respite: Food inflation declined for the 3rd consecutive month in May, falling to 5.1% from 5.4% last month. Within food, the sharpest decline in inflation came from milk and products (7.4% from 8.2%), fruits and vegetables (4.4% from 6.1%) and sugar and confectionaries (-7.3% from -6%). Among the items where inflation rose, the sharpest jump was in pulses (16.6% up from 12.4%) Core inflation feels the pressure: This month, core inflation rose to 5.1% from 4.6% in April, with most of the pick-up being led by health (5.3% from 5%), transport and communication (0.6% from -1%) and personal care and effects (2.9% from 2.5%).

The combined fuel index (fuel & light and transport & communication) rose to 3% in May from 1.9% in April. Food inflation provided relief, falling to 5.1% from 5.4% in May. Monsoon is the biggest risk hereon, but a lot will depend on government action to keep a tab on food inflation, says Crisil adding, 'We retain our CPI inflation forecast at 5.8% for FY16, which is lower than 6% in FY15, in anticipation of pro-active steps from the government”. Industrial production grew 4.1% in April as compared to 2.5% in March with manufacturing sub-index growth lifting up to 5.1%. Recent months’ data suggests that both consumer and investment related sectors are grinding up, albeit only gradually as indicated by the uptick in consumer and capital goods IIP sub-indices. However, the looming risk of a second consecutive weak monsoon might mean that the uptick in consumption would be slow. Crisil expects GDP growth to rise to 7.4% in FY16 with 1.5% growth in agriculture and 6.5% growth in industry. Exportoriented sectors such as textiles in manufacturing could benefit from a weakening rupee and a mild recovery in the global economy. As regards the Implication and Outlook on the inflation front Crisil says “On the fuel inflation front, global crude oil prices have come down ($63.2/barrel average so far in June, from $64.6/barrel in May), while rupee has stabilised at Rs 63.9/$ which is the same value as in May. This suggests that retail fuel prices

may not rise much further. But on the food inflation front, there is reason to raise caution. Monsoon failure clearly remains a big risk this year. This is especially true for the northwest (NW) and central India regions where southwest rainfall deficiency in 2015 is predicted to be similar to 2014. In these regions, despite reasonably well irrigation cover, another year of weak monsoon could negatively impact the irrigation systems and crop production. Together, the NW and central regions contribute 62% to total agriculture production in India. Damage to kharif production in these two regions can flare up inflation especially in cereals (74% of all-India kharif production comes from these regions), pulses (73% of all-India kharif production) and select fruits and vegetables. In FY16 so far (April-May), inflation remains low in cereals at 2.1% compared to 8.1% last year as well as in fruits and vegetables, at 5.2% com-

pared to 13.8% last year. But the concern is with respect to pulses where inflation is at 14.5% compared to 5.6% last year. Sowing data shows that as of June 12th, total area sown is down 8.7% yoy – that for pulses is 10.5% lower. In case of a monsoon failure, while ample stocks of rice and wheat can be released to curb inflation, there is concern that the prices of commodities such as pulses and oilseeds - where buffer stocks are not available in the central pool, and fruits & vegetables, where extended storage is not possible - could flare up. Similarly, some dependence on imports can be sought for commodities like oilseeds where global prices have trended down. But, for pulses – where production is estimated to be 11% below target in FY15, sowing so far is lower and where inflation is already high this year – imports may not provide relief. Global pulses prices have been firming up and unless imports are sub-

sidised by the government, could feed into domestic inflation. The RBI has raised its CPI inflation forecast up by 20 bps to 6% for January 2016 guided by higher forecast on food inflation and inflationary effects of the service tax rate increase. Crisil however, believes that inflation will head lower to 5.8% this fiscal from 6% last fiscal based on our call that oil prices will average around $65 per barrel and rupee will stabilise at 63/$ by March 2016. Also, despite the threat of a weak monsoon, it expects the government to take proactive measures to keep a tab on food prices – the use of buffer stocks, anti-hoarding measures, lowering transportation losses and resorting to imports. As regards the Implications and Outlook on Industrial production, Crisil is of the view that “Industrial production started the year on a posi-

tive note. Consumer durables showed some resilience in April. Green shoots in consumer demand are visible with car sales registering a growth of 12.9% on average in April and May as compared to average of 4.2% in Q4 FY15. However, the pick-up in consumer demand is still nascent with the month on month momentum remaining fragile”. Unseasonal rains have impacted the rural economy and agricultural growth in Q4, with some ripple effects felt in April. This is reflected in falling tractor sales in the last few months, more recently registering a negative growth of 19% in April. In addition, two wheeler sales remained negative in April and May at -0.2% and 1.2% respectively. Therefore, going forward, core sector will have to buckle up first to support overall growth as the government’s focus on infrastructure spending gathers speed. Meanwhile, the successful coal auctions should push growth in the mining and power sectors. On the brighter side, the three month moving average of the IIP series, which is much less volatile, is showing improving growth. In addition, the trend in both consumer oriented and investment oriented sectors is steadily climbing up. In addition, the uptick in the steel sub-index growth in April signals that construction activity might pick-up in Q1 FY16. Balancing current risks, we expect GDP growth to rise to 7.4% from 7.3% in FY15, and expect agriculture growth to be 1.5% on a weak base of 0.2% in FY15. On the demand side, we expect consumption revival to be moderate, cushioned somewhat by lower inflation and interest-rate cuts. We expect industrial GDP growth to inch up to 6.5% from 6.1% last fiscal. Crisil expects the uptick in manufacturing to be mildly supported by exports. In the beginning of FY16, the rupee has depreciated to 63.6/$ (May-end) as compared to 62.6/$ by March-end. In addition, US growth remains strong, while in the EU economic data is steadily improving. This will help in providing

some cushion for export oriented manufacturing sectors such as textiles (IIP textile sub-index grew by 4.4% in April) and pharmaceuticals. In the scenario where domestic demand is expected to see only a slow recovery, this might add some relief for manufacturing production. According to the latest Industrial Outlook Survey by the RBI, 43% of respondents expect the business situation to improve, while only 7% expect it to worsen and 51% expect no change. Rating agency Care is of the view that “ Going forward too, the industrial output is likely to: Witness further improvement with the gov-

ernment starting its spending on infra projects; Production of steel and cement sectors could be the beneficiaries of this increased spending. There is however the prevailing risk of sub-normal monsoons that could adversely impact and further stress rural income and thereby demand which in turn lowers demand for industrial and manufactured goods. Given the excess capacity prevailing in the manufacturing sector coupled with inability of the producers to raise prices in the absence of noticeable pick-up in demand, the improvements in industrial growth is likely to slow and gradual”.

CPI NUMBERS MAY BE OVERSTATED, SAYS SBI

Retail inflation increased marginally, as expected, to 5.01% in May’15 (SBI: 5.19%) as compared to 4.87% in Apr’15. However, the revised CPI numbers as released by the Government on February 2015 include items of unseasonal consumption (for example, tomato, cauliflower, peas and grapes that are not even included in WPI during May till July) and from that point of view may be overstated by around 25 basis points, says SBI in an Ecowrap report. According to it “If we add to this also pulses, there is an additional impact of 20 basis points. This implies trimmed CPI for May 2015 (excluding such unseasonal items and pulses) is at 4.57%, much below 5%. In fact, our CPI glide path shows that as of now, August CPI is closer to 3.5-3.6% (undershooting RBI projection at 4%), before increasing to around 5.6% -5.7% by Mar’16. Our research shows that service inflation contributed 27% of the overall decline in CPI for the 16 month period ended May’15”. Interestingly, at State level, the story is pretty similar. The interesting point to note here is that states like Uttar Pradesh, West Bengal and Maharashtra that produce the majority of potato and onion, are witnessing inflation at record levels. Thus, ultimately food inflation boils down to controlling onion and potato prices! IIP, on the other hand, is back with a bang and grew by 5.1% in first month of new financial year. This unexpected growth was entirely driven by manufacturing sector, which grew by 11-month high of 5.1% in Apr’15. Mining and electricity sectors, however disappointed. Consumer durable growth turning positive after 10-months of negative growth is a positive thing. Interestingly, the Yearly SBI Composite Index of 58.2 for Apr’15 released earlier was spot on in projecting a positive trend for April (and also for May’15). SBI believes “there is indeed an element of incipient recovery with credit growth coming back slowly, particularly for working capital needs. This trend may get stronger if demand sentiments improve over the new few months on the back of an increase in consumer discretionary spending. Interestingly, service inflation has shown a large jump in May’15 to 3.8%. “This may be positive for increased consumer spending”

Addressing a session at the second-day of the two-day Summit organised here by Skoch Group in association with the Bombay Stock Exchange (BSE), Chawla said the recent macroeconomic numbers have imbued optimism for an impending recovery, but it was not enough. “The challenge at this juncture is not just to regain the lost momentum, but to create conditions for a growth that is sustainable over the next 15 to 20 years,” he said. The theme of the 40th Skoch Summit, held at the historic BSE building in the country’s commercial capital, is “Making India $20 Trillion Economy”. Chawla said a time-frame of say 15 years should be set to make India a $20 trillion economy from the current around $2 trillion. He listed three key areas – public procure-

ment, infrastructure and services – where competition can play a catalytic role in unlocking growth potential for the whole economy. Public procurement accounts for a significant proportion of GDP in India. Major departments like defence, railway, power telecom and aviation spend about half of their budget on procurement. “Liberalisation of the procurement markets, through

the elimination of needless and unfair restrictions on the competing suppliers, will result in value for money,” he said. Referring to an OECD survey, Chawla said implementation of transparent and competitive government procurement regimes have resulted in savings to the public treasures between 17 per cent and 43 per cent in some developing coun-

tries. “This can help augment governments’ ability to invest in social and physical infrastructure,” he said. He said some key infrastructure sectors, notably power, is hit by lack of competition. “Many of the critical infrastructure sectors in India are under producing due to lack of competition. The worst hit due to lack of competition is the power sector.” He pointed out that the control of distribution infrastructure gives rise to access issues for generating companies and traders at the retail supply level. “Managing such infrastructure in an openly accessible manner permits a wide range of producers of private, public and non-market goods to flourish,” he said. For services sector, Chawla said although the Indian economy has leap-froged from the primary sector to services, many services remain somewhat closed and there is need to allow open competition in the sector that would help further accelerate the growth. “The remarkable shift in the India growth story from the so-called Hindu rate in the pre-reform era to the golden growth period post 2000 itself is a testament of the kind of growth potential that competition may unleash,” he said.

utual fund managers pumped in over Rs 40,000 crore in debt markets during April-May this fiscal primarily on account of improved business sentiments. This follows a fund infusion of nearly Rs 6 lakh crore in debt market in the last financial year. According to the Securities and Exchange Board of India (Sebi), fund managers invested net sum of Rs 17,389 crore in May and Rs 22,650 crore in April, taking the total amount to Rs 40,039 crore in the ongoing financial year. In comparison, mutual funds invested a net amount of Rs 13,420

crore in equities during the first two months of 2015-16. "After a spectacular past fiscal, we are upbeat about overall inflows in equities and debt markets for the current financial year (2015-16) as well," an industry expert said. This inflow has helped the mutual

fund industry to reach around Rs 12 lakh crore mark in assets under management (AUM) by May-end. Mutual fund is an investment vehicle with a pool of funds collected from investors to buy securities such as stocks, bonds, money market instruments and similar assets.

Tata MF names R Ganesh as MD and CEO Tata Asset Management has appointed R Ganesh as the Chief Executive and Managing Director of the company. He will take over from Arvind Sethi, who was appointed as the MD and CEO in December 2012, transitioning from his earlier position as an independent director of the company. In his new role, Ganesh would be responsible for steering the growth of the organisation as it continues to be positioned as an asset management firm with strategic presence in chosen segments. Ganesh

would be assuming the charge on June 29, 2015. Prior to joining Tata Asset Management, he was Managing Director of Blackrock Inc. "The company is going through an interesting growth phase and Ganesh's appointment comes at the opportune time. He brings with him a rich global experience of growing organisations. "His ability to lead high performing teams to the next level of excellence and growth will benefit our organisation," Tata Asset Management Chairman F N Subedar said in a statement. The company has an asset base of about Rs 28,000 crore, including an overseas AUM of over Rs 1,800 crore.

Will Fed Stick To The Easy Path Or Shift To The Right Path?

The phrase “when US sneezes, world catches a cold”, still holds true, more so for financial markets. As we draw closer to the June FOMC meeting, credit markets to equity markets, all have started shivering. The million dollar question remains, will the US Fed finally embark on a prudent monetary policy. It has been eight year running since the world financial markets thought it was “about to die”; the artificial life support remains in place and in even greater proportion. For a fairly intelligent being, the very sight that a patient remaining in the ICU or in need of emergency measures, after such a long time, is an indication enough of how healthy that being is. Therefore there is little need to wait for the Doctor to proclaim the fact. Emerging market funds have suffered their biggest outflows since the 2007-08 financial crisis last week. EPFR data shows that equity funds in the emerging world bled more than USD 9 billion. Out of that USD 9 odd billion, biggest slice came from China. According to the figures available with NSDL, FIIs have sold between USD 730-750 million till date in June, after they had sold around USD 2.2 billion over the previous month. In India, debt markets have witnessed an outflow of USD 2.07 billion since end of April 2015 and equity markets have witnessed a withdrawal of USD 1.46 billion. Therefore it is no surprise that 10 year bond yields in India have risen from the trough of 7.60/7.63% to above 8.10% now (considering the old bond) and Nifty too has lost over 13% with individual stocks falling between

5-40%. However, thanks to spirited intervention from our central bank, Rupee has been fairly stable. USD/INR has been caught oscillating between 63.60 and 64.30, with bulk of the moves confined between 63.75 and 64.20. Our external balances data was impressive as far as headline number goes. Current account deficit for Q4 FY15, shrinking to almost nil, at USD 1.28 billion or just 0.2% of GDP. In my past articles I have discussed about the drivers of this improvement in current account balance. In this piece I will touch upon them. One way of looking at current account is that is a difference between how much the economy saves and how much is invests, domestically. If I expand that equation I will get something like this: Current account is equivalent to total income in the economy less private consumption, less private investment, less government’s fiscal balances. Over the past few years, governments has been forced to tighten their belts, by cutting down on expenditure and increase taxes. At the same time, private consumption growth has slowed and so has investment growth. All in all, we have a situation, where private and public savings have improved, due to cut back on expenditure and higher taxes. Also less of those savings have been deployed as investment. Naturally, the current account has flipped into a near surplus. A similar recovery in current account surplus played out in the peripheral countries of Euro zone since Euro crises of 2010-11. Countries like Greece, Spain, Italy and Portugal have tightened belt so much that their current account has

flipped from large negative balances to positive now. Hence, a weak to collapsing economy has aided in the improvement in the current account. Apart from the fact, that current account deficit remains low, a high real rates is also acting as a major supporting factor for the Indian Rupee. RBI has willingly kept real rates positive and that has anchored the internal value of the Rupee. At the same time, RBI also kept a tight leash on drivers of monetary inflation, that is money supply and government spending, former through direct intervention and latter, through persuasion. Add to that, the constant intervention in the USD INR value, Rupee has shown immense stability against the US Dollar. However, can the above factors be enough to ward off any future risk to the Rupee? I do not think so. Indian Rupee faces a capital account risk. Ever since, Indian capital markets regained their mojo, ie. since end 2013,

FIIs have invested around USD 57/58 billion in domestic equity and debt markets, with debt markets enjoying nearly 60% of the total inflows. Out of that gross inflow, we have seen USD 3 billion get withdrawn over the past 6 weeks. One can argue that a chunk of that money could be hot money or money which have large tendency to herd together. Infact IMF itself had flagged a similar herding risk for global financial markets in its financial stability report released in April. It means that Indian financial markets are far more interlinked to global risk trends that our economy is to global markets. I have observed an erroneous belief amongst many market participants in India, that Indian financial markets are somewhat immune to global markets. However, history says something else. Though the risk aversions between 2011 and 2013 can be blamed equally on global as well as domestic factors, it is the sharp collapse in equity markets

in 2008 and 2006, which stands as a glaring example of our global inter linkage. During the summer of 2006, a reversal of risk trends in global hard assets and financial assets, triggered a 30/33% drop in the Nifty. Similarly, during 2008, our equity markets dropped to just one third its peak value and Rupee too dropped by 33% in 15 months. Infact, during both those periods, our macro economy was on a song, with 7-9% real growth, benign inflation, no major stress on fiscal and current account. Therefore, risk analysis should always be a 360 degree attempt of viewing things, and during that exercise, one should consider both domestic as well global factors. We all be watching what the Fed has to offer and in case they “chicken out” and turn dovish, then it could come as a major short term relief for the emerging markets including India. A dovish Fed can trigger a significant rally in the long term bonds, which are now around 8.10/8.11% and also in Rupee and domestic equities. Similarly, a hawkish Fed can do reverse. We believe it is the right time for the US Fed to make an attempt towards normal monetary policy. Fed should break the addiction of financial markets to the drug of easy money. Just like no doctor would ever wait for the addict to say yes before his drugs are taken away, similarly, US Fed cannot wait for financial markets to cheer lead before it begins normalization. However, that is what Fed should do, and there is many a time a yawning gap between what ought to be done and what can be easily done. So let us wait and see, whether Fed sticks to the easy path or shifts to the right path.

he Indian subcontinent has always been prone to earthquakes. However, it is only the recent earthquakes in Nepal which have made home owners and prospective buyers wonder about the earthquake resistance factor in Indian real estate. Two quakes, a week apart, ripped the beautiful mountainous country to debris and several Indian states and cities felt the impact, as well. In some places, there were even incidents of damage to old structures and illplanned buildings. According to geographical statistics, more than 54% of the Indian landmass is prone to earthquakes. The reason for this high amount of exposure is the increasing intensity at which the Indian pelagic plate is driving into mainland Asia. The United Nations and World Bank estimate that by 2050, more than 200 million Indian homes would have experiences earthquakes and storms. The most vulnerable cities are Srinagar and Guwahati, which have been categorized under ‘very severe intensity’ zones. Apart from these two, 36 other Indian cities have been identified to be vulnerable to earthquakes. These include Kolkata, Dhanbad, Patna, Dehradun, Jalandhar, Jamnagar, Surat, Pune, Mangalore, Kochi, Trivandrum, Chennai, Vijayawada, Jabalpur and Bhubaneswar, among others. Some of these are also among the most important and highly populated cities of the country. Over the years, increasing concerns about earthquake resistance have led scientists and engineers to invest R&D resources and considerable funding into methods to make modern buildings earthquake proof. Earthquake proof buildings have deep strong base and are lighter in loads than traditional constructions. Special beaming and bracing make them resistant to the kinds of sideways movements that are experienced in the

From passive buyers residing in a remote village they have increasingly become “opinion builders” equipped with a smart device and broadband connection. The power to be able to be a part of their conversation is invaluable. If you have a nationwide brand or a multiple stores wouldn’t you want to know what people are saying in each city? What demographic loves your brand? Or even better – who hates it? Then we can run targeted campaigns aimed at winning back their affection. Companies are bombarding customers with messages, even after customers opt in through apps or location-based services, and customers are becoming annoyed with the endless stream of promotional intrusions, many of which aren’t really

relevant and are closer to spam than to customer communications. Just because you can communicate with customers doesn’t mean you should. Bombarded customers will soon cease to be customers at all without frequency caps or tight feedback on how people are reacting to messaging. Weak or confusing content, uncontrolled access to micro sites and social media, slow e-commerce tools, etc. are damaging brands reputation faster than Brands can imagine. Very often Brands commits hara-kiri by not having a strategy in place when negative sentiments are shared .By not reacting to these sentiment in constructive manner organizations are testing the boundaries of brand disaster. No company is perfect. And contrary to popular belief, most rational people understand that businesses can get things wrong from time-to-time and won’t hold it against them. But it’s how a business deals with complaints and negative feedback that’s key. The last thing you should do is attempt to have comments or reviews deleted, this will only look bad for you. If you respond to all adverse comments. Demonstrating that you genuinely care and are prepared to pull out the stops to resolve issues speak volumes. Customers will see this engagement, and not judge based on the issues raised, but by how you resolve the issue. Lastly, Your brand sets up customer expectations. It’s important to think of all brand materials as many pieces to one large entity. Everything from emails to billboards and Facebook photos to conference invitations should be cohesive in some way. Some of the latest concepts being used to render buildings more earthquake-resistant in many global cities are: Base Isolation System: Here the foundation of the building is separated from the actual structure using rubber bearings that act as seismic isolators during a quake. During a shake, only the foundation will slide, but the actual construction will stay intact. The rubber bearings also act as shake absorbers and cut down the intensity of the impact Dampers: The concept is quite similar to the big shock absorbers used in vehicles. Their job is to dissipate the total energy across the base of the building to keep the top structure safe. Dampers are advisable for high rise buildings and for retrofitting older buildings.

Levitation: Levitation engineering lifts up the house when an earthquake strikes. The building here is constructed upon a deflated air bag that pumps up during a quake and builds air space of a few centimeters between the house and the ground. This reduces the impact to a great extent. In India, the Bureau of Indian Standards had a detailed and revised publication for ‘Recommendations for Earthquake Resistant Design of Structures, 1962. According to the standards, buildings that adhere to these recommendations will not encounter a ‘total collapse’ even in earthquakes of intensities as high as 8.0 on the Richter scale. If you are an existing home owner or planning to buy a new home, you would doubtlessly be concerned about how safe the building really is – especially if it is a modern high rise. The first thing to know here is that there is no such thing as a 100%y earthquake-proof residential building – the best that can be achieved is a standardized level of earthquake resistance. However, most residential projects that have been built in the last 5-6 years will be resistant to mild earthquakes registering at around 4.0 on the Richter scale. However, very few would be able to remain standing during a massive quake registering at, say, 9.0.

The good news is that in most Indian cities, reputed and established developers are following the accepted local building bye laws and standards for structural safety laid out by the National Building Council (NBC). These are the accepted standards of earthquake-resistance in high-rise buildings, meaning that their buildings will be able to withstand certain intensities of earthquakes. Such developers follow the guidelines for construction of earthquake resistant buildings as a matter of course. This is not in just a cursory fashion – reputed developers appoint specially qualified engineers who oversee the construction process and make sure that the highest standards of earthquake-proofing are actually being incorporated. Also, builders with a strong reputation for quality construction will at all times ensure that their buildings are built with high-grade steel and that there are sufficient emergency escape routes. This is yet another reason why one should only by homes in projects built by established developers who have a standing reputation for high standards in their construction norms. If one is still in doubt, one can consult a neutral architect or contractor while the building is still under construction, who will be able to give a fair estimate based on soil cohesiveness and quality of materials and processes being used.

REVIEW OF THE PREVIOUS DAY:

The Nifty rose marginally on Friday (June 12, 2015) a net 17.55 points (0.22%) and closed at the 7982 point level. The market opened down with a gap at the 7959 points level. It then declined further and registered the day’s low at the 7940 points level at 9.16 a.m. The index then rose into the green and turned into a range bound movement until 12.00 p.m. It then rose further and registered the day’s high at the 7995 points level at 12.09 p.m. The index then declined sharply into the red, but recovered towards the end of the session to close marginally in the green. The Nifty witnessed a volatile session and moved in a range of 55 points. Sentiment was mixed and amongst the 50 Nifty stocks 25 were losers, 24 were gainers and 1 remained unchanged. Substantial buying was witnessed in banking stocks, while substantial selling was witnessed in IT and metal stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) decreased 16.92%. This change is substantial and indicates a less than full participation by investors. Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 590 were gainers, 849 were losers and 29 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-sold zone. The Slow K line in the Stochastic Oscillator has risen above the slow D line (positive and a buy signal). RSI Indicator: The RSI is above the 30 level and is now rising (positive if it continues).

Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a weak market but with a neutral bias. Support Levels: For short-term traders the immediate main support is at the 7857 points level.

Resistance Levels: The immediate main resistance is at the 8444 points level. The next resistance is at the 8523 points level.

Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 7973 (This is the level where the trend is likely to change during intra-day). Support (1) = 7951. Support (2) = 7918. Resistance (1) = 8005. Resistance (2) = 8028. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a small white body candle. This is positive. However, the index is below its 5, 15, 25 and 200 day moving averages. Further, the 5, 15 and 25 day moving averages are declining. Moreover, the velocity parameters too indicate weakness. All these indicate a negative bias. Investors are advised to avoid buying at current levels.

On the operating front, the OPM came in at 17.3% (V/s an expected 19.5% and V/s 19.7% in 4QFY2014), a yoy dip of 244bp. The Adj net profit came in at Rs 39cr (V/s an expected Rs 27cr and V/s Rs 23cr in 4QFY2014), a yoy growth of 71.6%. The Adj. net profit has come in higher than estimated owing to a higher other income, which came in at Rs 76cr in 4QFY2015 V/s Rs 26cr in 4QFY2014. We maintain our Buy rating on the stock with a price target of Rs 189. Results lower than expected on OPM front: Sales grew 5.0% yoy to Rs 421cr V/s an expected Rs 386cr and V/s Rs 401cr in 4QFY2014. We believe the current valuations are very attractive given the improving profitability; hence, we maintain our Buy. Revenue above expectation: Sales for 4QFY2015 grew 5.0% yoy to Rs 421cr V/s an expected Rs 386cr and V/s Rs 401cr in 4QFY2014. The CRAMS segment, which posted sales of Rs 291.3cr, a yoy growth of 1.8% yoy; while the MM segment posted sales of Rs 94.5cr, a yoy dip of 11.8%. Carbogen Amcis (CRAMS) (Rs 216.6cr in 4QFY2015) grew by 32.7% yoy, while the Indian CRAMS (Rs 46.6cr in 4QFY2015) de-grew by 48.8% yoy. Other CRAMS –UK (Rs 14.2cr in 4QFY2015) posted a de-growth of 22.1% yoy. Carbogem Amcis (CRAMS) currently has a strong order book of over CHF100mn. The MM segment posted sales of Rs 143.2cr, a yoy growth of 11.8%. The Vitamin D business de-grew only by 3.0% yoy to Rs 62.4cr, while others posted a strong growth of 26.8% yoy during the period.

CHOLAMANDALAM SECURITIES CALLS A ‘BUY’ ON KEC INTERNATIONAL

CMP: Rs. 121 Target Rs. 137 KEC recently wins order worth INR 10bn; out of which INR 6bn in the transmission & Distribution (T&D) sector and INR 3bn in the railways and balance INR 1bn from the cable division. CCI has recently cleared KECs international proposed deal to sell its 381 telecom sites in Chhattisgarh, Meghalaya and Mizoram for INR 2.1mn per tower. KECs order inflow during 4QFY15 stood at INR 38.2bn (up 93% YoY) helped by INR 14.6bn new order in T&D segment. So far in 1QFY16 KEC received order worth INR 2bn. Management indicated healthy order inflow from state electricity boards of West Bengal, Tamil Nadu, Orissa, Bihar, Uttar Pradesh and Madhya Pradesh to follow. Company’s L-1 project pipeline stood at INR 30bn of which India and International orders are equally weighted. KEC is currently executing only four projects in water segment and exited all loss making projects. Management expects Railway business to reach about 10% of revenue in next 2 to 3 years (2% of revenue in FY15). We expect KECs revenue to grow by CAGR 10% over FY15 to FY17E driven by uptick in order inflow from domestic as well as international markets. Valuation: At the current market price KEC is trading at a P/E of 18.6X and 12.5X its FY16E and FY17E earnings respectively. We assign a target P/E of 14X to its FY17E EPS to arrive at a target price of INR 137 and a BUY rating. We believe the target multiple is justified given the strong (high margin) order book growth and diversified revenue streams.

H

istory usually pays homage to the victors—the men who fight at the battlefront; how many care about the unsung heroism of the women they left behind? Kristin Hannah’s bestselling novel, The Nightingale, set during World Ward II, pays homage to Frenchwomen who held the fort while the men were away. During the German occupation of France, there was an active underground Resistance, and many of those who risked imprisonment, torture and death were women. Sadly, when the War ended, they returned to normal life, looking after the wounded or mentally traumatised men who came back from the warfront, and, as it often happens, nobody asked about the women and their suffering. They themselves downplayed their courage, in the process of helping their country heal itself.

The book begins in 1995, when an elderly and terminally ill woman is being hustled by her well-meaning son, Julien, into a nursing home. As she goes up to the attic of her home one last time, an old trunk revives the painful memories that had been buried. Her son knows nothing of her past, because she never told him stories about her family. She has been invited to Paris to attend a ceremony to honour the passeurs—the people who helped fugitives—soldiers and Jews— escape the Nazis. In 1940, Vianne Mauriac, bids farewell to her husband Antoine who goes off to war. Left behind in the town of Carriveau, she looks after her small garden, teaches at the local village school and raises her daughter Sophie. In Paris, her father Julien tries to reign in his rebellious daughter Isabelle, who is constantly expelled from schools, because of her behavior. When the unthinkable happens and the Germans invade Paris, there is an exodus from the city. Isabelle is also sent away to live with her sister, but by the time she reaches in a battered condition, she has met and fallen in love with the Resistance fighter Gaetan. At Vianne’s home, she recovers from her bruises but not from her rage against the Nazis. She seeks ways of joining the Resistance, and her resolve is strengthened when a German, Captain Beck, is forcibly bil-

Isabelle finally gets to join the Resistance—in the village, she distributes pamphlets, and on finding a way to get to Paris, she goes on to become the legendary Nightingale, who helps downed Allied pilots to escape over the Pyrenees into Spain. The work is dangerous and the Nazis without mercy—it’s as if Isabelle has a death wish.

Captain Beck is a gentleman, but the Nazi who parks himself in Vianne’s house next is a savage. Still, under his nose, Vianne saves Jewish children whose parents are sent to concentration camps, by forging papers for them. Isabelle is captured too, along with one of her Resistance friends, and sent to concentration camp, where the two endure unimaginable brutality. Even though one picked up the

book, without much enthusiasm, as yet anotherWW-II saga, it turned out to be a compelling read. Kristin Hannah manages to grab the reader’s attention, evoking sympathy and admiration for the women who stood firm, while their lives were ripped apart during the War. TV TATTLE CRICKETER SON'S DEBUT

Former Indian skipper Sandip Patil's son Chirag will make his small screen debut with Marathi TV show 'Yek Number'. "Chirag will play the role of a rowdy boy. Chirag, who is a very soft spoken boy by nature, was groomed for the role," said show's director Girish Mohite, who is known for his Marathi movies like 'Guru Pournima' and 'Bhartiya'. The show will be telecast on Star Pravah from June 22 onwards. "Chirag was selected over several youngsters, who were tested for the role. He was a perfect fit for the role," said Mohite. 'Yek Number' is a love-hate story of lead characters Deva and Veda, he said. "Both are young, aggressive, ambitious and focused with a gogetter attitude. The conflict point between the protagonists is an engineering college," the director said. "Deva wants to replace college with a mall and make money. Veda has earned seat in the college with tremendous hard work and hence she is determined not to let Deva succeed in his ulterior motives," he explained about the storyline. Mohite feels that the serial portrays various dimensions of today's Maharashtrian youths. The serial and the characters in it are not inspired by any specific personality, he said. "But I am sure it shows a glimpse of every young Maharashtrian. It will transport every other viewer to his or her college era and refresh the memories," he said. The director, who is returning to the small screen after his stint in Marathi movies, said he always wanted to work for television.

National Geographic Channel is coming up with India’s Megakitchen- a series which will be a unique look into what goes into the functioning of the mammoth kitchens – with a focus on scale, volume, technology and process. The show also promises to take viewers on journeys that will give them a first-hand account of the emotion, stress and fun of the people behind it all – the pressure, precision and purpose of feeding the many thousands of people on a daily basis. The kitchens featured will be Dharmasthala, Shirdi, Taj Sats, IRCTC and Akshaya Patra. The face of the show is eminent chef and foodie, Vikas Khanna who shared his thoughts on the show with ADC. Here is what he tells us.

Was it difficult to shoot the show? A little bit because the rooms where the food was being prepared are large and we had to cover the entire circumference of these kitchens and speak to all people involved with a number of questions and answers.

Why do you think food shows and cookery shows are so popular? Earlier food was just one of the things that people ate while hungry but now it is a complete lifestyle with different cuisines from all parts of the world and new tasty dishes which makes the housewives and chefs see these shows regularly. The awareness about food has increased and people have a definite taste of what they want to eat. Also travel shows and lifestyle related channels offer a great insight into food and cookery shows.

What made you present this show? I am a foodie myself and when a channel like Discovery came to me, I was more than interested in the show and immediately agreed to be associated with this show.

What kind of food related shows do you like to watch? I am a great fan of Sanjeev Kapoor and regularly watch all his shows and read his cookery books and also international shows like Master Chef and a few Australian cookery shows. This is one show Vikas will really enjoy to be a part of.

Is there any specific cuisine you are fond of? I like simple Indian cooking but sometimes I gorge myself on international cuisines as it’s my job to keep aware of the cuisines from different parts of the world.

How will your show be different from other foodie shows? Our show won’t be a studio shot show where the host and the chef engage in a conversation with different shots from different angles of the food items but in our show we will go the actual rooms where food is cooked in large amounts and our cameras will zoom in onto the chefs preparing these huge quantities of food which I will present but the focus will be on the cooks cooking the food.

Shah Rukh reminisces his films with Kajol S

uperstar Shah Rukh Khan, who is currently shooting for director Rohit Shetty's "Dilwale" in Bulgaria, got nostalgic about his co-star Kajol with whom he worked in "Karan Arjun", "Baazigar", "Kuch Kuch Hota Hai" among others. The 49-year-old star is reuniting with his hit co-star after Karan Johar's "My Name Is Khan" in 2010. He shared a collage of the two on Twitter, tracing their journey from 1993 to 2015. "Somedays it's good to ponder over the journey... As you embark upon a new destination," Shah Rukh captioned the picture. Rising from state to country level is a real test

T

he leaders who are running the Government have still not been able to get into the mood of running the country. There are three former Chief Ministers (CMs) – Narendra Modi (Gujarat), Rajnath Singh (UP) and Manohar Parrikar (Goa) – in this Union Government. It is a different matter that Goa is not a big state and while Parrikar was managing the work there his colleague Modi gave him the work of a Defence Minister. In the art, the craft of running his regime, Modi too is only gradually emerging from the psychology of a CM. For CMs, a state is like the palm of a hand, in which there are 30, 40, 50, 60, 70, 80 districts, there is a small radius. The population varies from three crore to eight crore and they know most people by name and are able to run the state easily. In any situation that has happened or not happened, they can also reach the spot. But when it is the question of running the country with a population of 125 crore, the Prime Minister has to oversee 29 states and conditions are such that even if desired, even then one cannot go everywhere. For this, he or she has to devise, evolve, develop some kind of system of governance. In

country the bureaucrats running the regime are not following PM Modi’s instructions, because they feel that if they follow them and some ‘up and down’ occurs, then there can be an investigation or inquiry against them and this could affect their promotion. Therefore, they are not taking any decisions and they are also boldly supporting and justifying this art of not taking decisions. If the responsibility of puncturing Modi’s Swachh Bharat Abhiyan or murdering it goes to anybody, then it goes to the bureaucrats of the country. And this is an example of how the bureaucracy does not implement a good project. The second example is that of Parrikar. Nowadays, when the Defence Minister speaks, then apart from making fun he does not say anything else. Previous Defence Ministers, whether they may have been successful or unsuccessful, they never used political wordage and their interaction with the media remained at the very minimum. The Armed Forces did their work. The Defence Minister never replied to media queries or replied to any allegation, whether they were leveled from within or outside. Because it is expected that the Defence Minister’s work is to guard the country and protect it from external enemies and this guarding and protection can-

It should have been that he should have talked of strengthening the Armed Forces. Earlier, the Armed Forces were like a holy cow but now news of corruption within the Armed Forces has started coming out frequently. This has been happening for the last ten years, and we are getting to know the extent of payoffs in the Armed Forces and that it is those who are responsible for the Armed Forces who are themselves engaged in hollowing it out. Therefore, what necessary is that Parrikar should rise above the mentality of a CM and behave with restraint like the De-

PM Narendra Modi is rising above the mentality of a former CM but Defence Minister Manohar Parrikar is yet to learn a country such as India a system of governance has evolved and developed after 65 years of experience. Modi has changed the ‘chakra’, the ambit of this system of governance. He certainly made a Cabinet and also gave political responsibilities to Ministers, but at the same time he made a big announcement that Secretaries in the Ministries should keep direct contact with him and should give him reports directly. The unspoken part of this is that they will also get instructions directly. As a result, there is at this time no political responsibility in the country. There is bureaucratic responsibility. The biggest difference between political responsibility and bureaucratic responsibility is that in any situation in which there is harm or loss for the people, pain or misery reaches the people or governance failure comes in front, then a Minister, taking the responsibility upon himself or herself, resigns. Lal Bhadur Shastri had done so. But when the responsibility is that of the bureaucrats, then except for transferring that highly placed bureaucrat who is at the Secretary level, there is no other punishment that can be given to him or her. The responsibility of the Secretary is not fixed either, whereas a political leader’s responsibility is fixed traditionally and in an unwritten form. This is why in the entire

But you did not put any pressure on this company for technology transfer and that it should manufacture the aircraft in India. Similarly, Parrikar has threatened Pakistan some three times and the threats are such that even army officers laugh on hearing them. Is the Defence Minister aware of how many days ammunition we have for fighting? Is the Defence Minister aware that the information which we do not have, our enemies have that information? And that even enemies laugh on hearing his statements? The weakness of that Armed Forces which is not there in classified

I tried to get information about the Cabinets of several Prime Ministers of India. I found that earlier PMs took Chief Ministers into their Cabinets only if it became very necessary to do so. Otherwise they did not take CMs into their Cabinets. Perhaps the direct reason for this is that CMs take quite a long time to make the transition from the mentality of a State chief to a country level mentality. They develop a kind of psychology, a type of understanding. Apart from Deve Gowda and V.P. Singh, there has been no PM, who had once been a Chief Minister. Prime Minister Modi is the third who was earlier a CM. Modi has the opportunity that the people who gave him such a vast majority, he should not only pay attention to but also take care of their sentiments. However, this is difficult, because the existing structure of the Bharatiya Janata Party can give strength to Modi and can also make him weak. It seems to me that the Defence Minister of India should be more mature at the political level, in which the maturity of PM Modi would help him.

DILLI KA BABU Modi gets his man

Last week, when PM Narendra Modi appointed Pradeep Kumar Sinha, the 1977batch Uttar Pradesh cadre officer, as the new Cabinet Secretary it ended a search that began sometime late last year and also months of speculation among media and other watchers on who would replace Ajit Seth, whose four-year tenure must rank amongst the longest. All Cabinet Secretaries are handpicked. Of the original 77 names, five were short-listed and three names were forwarded to the Prime Minister. The two who lost out to Sinha are Alok Rawat and Rajiv Maharishi. Sinha was to join as OSD in the Cabinet Secretariat to take charge after Seth. Had he not been chosen, he was slated to retire in July. He will now enjoy a two-year fixed term and hopefully longer as in the case of his predecessor. Interestingly, with Sinha’s elevation, Modi also gets more support from the upper echelons of Dilli’s power corridors. Sinha’s sister Rashmi Verma is Additional Secretary in the Ministry of Finance, and is reportedly spearheading Modi sarkar’s drive to implement GST in the country. Her husband, the brilliant Naveen Verma is already in the Cabinet Secretariat as Additional Secretary. Both are believed to be in line for promotion to Secretary-level soon. So that’s a General with paratroopers on the ready.

Finding second wind

Near its recent first anniversary in office, there were murmurs that the Modi sarkar seemed to be slowing down its efforts to galvanise the bureaucracy. Several important positions remained vacant and were affecting decision-making. But suddenly the Government seems to have got its second wind. It’s raining appointments and transfers in Delhi. In probably a first, the Appointments Committee of Cabinet (ACC) cleared 17 Secretary-level transfers. While major postings of Additional Secretary and Joint Secretary levels are routine, bulk appointments at the Secretary-level are rare, and came as a surprise to many. The latest overhaul of the senior bureaucracy involves appointments to key Ministries as well as lateral transfers. Among the 17 officials affected are new Commerce Secretary Rita Teotia, power secretary Pradeep Kumar Pujari (who replaces P.K. Sinha who has been named Cabinet Secretary) and new Civil Aviation secretary Rajiv Nayan Choubey. Teotia and Pujari, interestingly, are 1981-batch Gujarat cadre officers.

Autonomy blues

Prasar Bharati CEO Jawahar Sircar is reportedly upset with the Ministry of Information and Broadcasting over interference by the Ministry in what he considers pure Prasar Bharati’s turf. The provocation is due to the launch of Doordarshan’s new channel Kisan, which will be run by the Ministry rather than the public broadcaster. Sircar has, apparently, strongly protested in a letter to Prasar Bharati chairman A. Surya Prakash and sought an end to the 'confusion'. But Sircar has another grouse against the Ministry as well. In what many described as a sudden move, the Ministry announced the appointment of Information Service Officer Veena Jain as Director-General of Doordarshan News, with additional designation of Officer on Special Duty (OSD) to the Ministry. The announcement was not marked for the chairman and CEO of Prasar Bharati. This has naturally led to concern that the Ministry is planning to run Doordarshan directly, without the involvement of Prasar Bharati. — By Dilip Cheian

Asia Cup likely in UAE next year Shastri’s fate to be decided in next meeting: Ganguly K

arachi: The next edition of the Asia Cup one-day tournament is likely to be held next year in the United Arab Emirates in the first week of March. Although no final decision on the host country was taken during the final meeting of the Asian Cricket Council Executive Board in Malaysia recently but UAE is the strongest candidate to host the biannual event. "None of the Asian Test playing nations expressed interest in hosting the Asia Cup including India and Sri Lanka. So, the members decided the best possible option was UAE and a decision on the venue will be taken in the next one month," a well-placed source in the Pakistan Cricket Board told PTI today. He said India had shown no reservations about playing in the UAE since they have already hosted a part of the IPL there last year. India is also slated to play

Pakistan in a bilateral series in the UAE in December but the series is yet to be finalised. "The most important thing is that the ACC now no longer exists and its offices in Kuala Lumpur have been closed down," the source said. He said it was decided at the final ACC board meeting that in future all development programs of the Asian region will now be directly handled by the International Cricket Council. "There will be only two people one of them Sultan Rana of Pakistan and a finance officer who will be based in Singapore to coordinate Asian region cricket affairs for the ICC," the source added. Fatullah: India's senior offspinner Harbhajan Singh today reached a landmark as he surpassed Pakistan legend Wasim Akram's tally of Test wickets to climb to ninth in the all-time highest wicket-takers' list. Harbhajan dismissed Imrul Kayes for 72 to reach 415 Test victims, one more than Akram's 414 from 104 matches. His final figures of 3/64 took his tally to 416 victims from 102 Test matches. In fact, the Indian offspinner reached the landmark quicker than Akram as the Pakistani took two more matches than Harbhajan to achieve the feat. The 'Turbanator' is now only 20 wickets short of beating Kapil Dev's 434 Test wickets to become the second highest wicket-taker in history of Indian Test cricket after Anil Kumble's 619 wickets.

In the grand finale, Brainy World showed solid nerves and proved better marksmen to overcome Kalakaar Indians 4-3 via the tie-breaker after 70-minutes of pulsating contest for supremacy finished goalless at the Cooperage ground.
