wo persons were killed while four others were injured when the vehicle they were travelling in was hit by a landslide on the Mumbai-Pune Expressway – at Borghat, near Khopoli. All the six lanes of the Expressway were closed and work began to clear the road. It is to be seen how much the road has been damaged and how much repair work is required. Traffic on both sides of the

accident spot extended to several kilometers. Immediately after the landslide, the road was closed to traffic. The exact place where the landslide occurred was Adhoshi village, near Adhoshi tunnel. At this place too, some vehicle damage can be seen. Two vehicles – an Indigo and the other Skoda – were hit. The deceased have been identified as Dilip Gopal Patel (52) a resident of Bhayandar, and Shashikant Dhamarkar, a resident of Dombivli. Those seriously injured were identi-

fied as Mangal Mane (35), Sushila Dhamankar (63) and Nirmal Gopal Patel (60). At the Lokmanya Hospital at Pimpri-Chinchwad, the doctor said: “When patients were brought in here, they were bleeding profusely and bleeding internally also. The condition of the patients is critical.” The authorities are advising people to use the old highway. A landslide on the Pune-Mumbai Expressway had occurred just a month ago on June 22.

I

t gave us a strange level of satisfaction when we entered the premises of Mayor's sea-facing bungalow. Of all of Mumbai’s population, we got to solve a bit of the mystery that had intrigued everybody for ages – what happens in that utterly beautiful mansion? As we walked towards the guarded palatial structure, it reminded us vaguely of London's Mansion House. We were made to wait in the hall downstairs, greeted by a steward with tea, and a lone Midas Cichlid staring us in the face from a considerably large aquarium tank. We waited for the Mayor to arrive ,as we practiced our way of greeting her in our minds. Her assistant, after a while called us into an office in her residence that resembled the

one at the BMC headquarters, only this one was much bigger. Finally, we meet the lady, Snehal Ambekar, the youngest Mayor of Mumbai, wearing a crisp saree, looking rather hassled. We were skeptic about what was to come; she is after all, the first citizen of the city. In the next five minutes, our skepticism disappeared as she was more than glad to answer our questions. She's talkative, innately strong and warm enough to make us feel at home. She surprised us by telling that she was the Prime Minister—of her school, when she was in tenth class. “My school had a system to make students understand civics, hence we had those elections. I have always had leadership qualities and a strong instinct to make a difference in society since childhood,” she says. Eldest of four siblings, she was a student of Lakshman Prasad Poddar Girls’ School and graduated in B.Com from Kirti College. “I was a first bencher in college, and yet I celebrated all the days in the college.” She never bunked lectures, and excelled in accounts, she told us with a certain pride in her tone. Ambekar began working soon after college in a bank, an export company, and later joined LIC as a policy agent. “I do not believe in wasting time, so I began working immediately after college,” Ambekar said. Jayshree Devrukkar, before marriage, was never inclined towards politics, and never thought she would become Snehal Ambekar, Mayor of Mumbai. He face brightened up as we mentioned her husband. Her affair with politics began after she got married in 1995. “My husband is the secretary of the rail union, and has always been an active member of Sena. He was the up-shakha pramukh (dy ward incharge). It was his endeavour to see me as a corporator. After I became corporator, we got to spend more time working together and accord-

ingly strengthened our bond,” she fondly reminisced. Her only daughter, Saloni is in class twelve and was most elated to see her mother as the Mayor, and has been very understanding and supportive of her mother’s inability to spend time with her because of her manifold duties. Her routine is never fixed, she tells us, that the Mayor has to work day in and day out. Ambekar’s demeanour was business-like once we asked her about Sena’s opposition to Chief Minister’s proposal in November 2014 to appoint a CEO for Mumbai, and Congress leader Milind Deora’s

suggestion in March 2014 to give additional powers to the Mayor or appoint a CEO with additional powers. “Sena had opposed the appointment of a CEO because there are already many administrative positions,” she opined. “I do agree that there should be a Mayor’s Council with additional powers for quick decision making on problems. Mayor is the mediator between masses and bureaucracy, and hence, additional powers with Mayor’s Council would be beneficial for the people.” Her example is her fight for ‘Right to Pee’ which has not reached a favourable conclusion yet. used by the mayor should have a red beacon. She sailed through the controversy by taking a stand for herself right from the beginning. “The Mayor has constant emergencies, as well as we go to receive VVIPs as representatives of the masses. If the CM has a red beacon, a Mayor’s status is pretty similar in terms of a city. I believe there is nothing wrong for a Mayor in using a red beacon fitted car,” she said. There has been enough pandemonium regarding the monsoon disaster that happened on June 19. According to Ambekar, the nullahcleaning was done satisfactorily by the BMC, but her disappointment was with the Western Railway, who, according to her did not work optimally. “The storm water drains were designed to handle 25mm-50mm of water, and it rained around 350mm that day, so it was obvious that the water could not be drained at the expected pace,” she explained. She elaborated that she had inspected the nullahs and saw that they were cleaned, “but we can never know the technical aspect of it and cannot see what’s there deep inside.” We gave her last year’s expenditure—Rs.1,057 crore spent on widening of Mithi river. A born leader, she responded to all the questions with practiced ease and put forths her view on a variety of topics about the city... cool. She explained, “Majority of the work is done, but we are facing few technical glitches and problems in getting NOCs at few places. But I have insisted the work be finished sooner.” Spread of leptospirosis has added to the Corporation’s distress, on the existing flak that the BMC has faced for its flaws in cleaning drains and potholes. Ambekar informed that like every health authority, the BMC already has knowledge of how leptospirosis spreads and the measures to avoid it. She clarified that among those who succumbed to this disease, most came to the hospital at the last moment and therefore the doctors were helpless. “We took measures to prevent dengue, but leptospirosis has caught up directly after 2006.” We mentioned to her that a recent report stated that the state health ministry had warned the BMC about an outbreak of leptospirosis. “I did not receive such information in any of the monsoon health meetings we’ve had” she told us. Her expression turned pleasant when we asked her about a leader she admires the most apart from Balasaheb Thackeray. She immediately responded, “Mr. Uddhav Thackeray is also someone I look up to because he has no air of superiority like other politicians I have seen. He is down-to-earth and is striving towards Balasaheb’s vision of a better Mumbai,” she revealed. “I even admire Mr. Narendra Modi for his self-reliant way of working, but at some level I feel his rule is quite Hitler-shaahi. This is bound to happen when power is concentrated in the hands of one man.” Our cue to leave came as she looked at her wristwatch and her phone rang more frequently. We tagged after her to the lawn and got her to do a short rapid fire session before she hurried into the crowd to save the city and its people from their turmoils.

New app to make reading Shakespeare more fun A NEW app that allows students to lip-sync favourite lines from Shakespeare and mix beatbox rhythms with the Bard's text can make it easier for them to study and experience the famous playwright's work. The app, called Re:Shakespeare, is aimed at young people aged 11 to 18 to let them study and experience William Shakespeare's play 'Much Ado About Nothing'. The app, an initiative by UK's Royal Shakespeare Company, allows students to lip-sync favourite lines, mix beatbox rhythms with Bard's text and take a Hip-Hop Shakespeare quiz, 'express.Co.Uk' reported. Students can get to grips with the 'what, why and how' of Shakespeare's language, with a 360 degree performance of two sections of 'Much Ado About Nothing'. Hosted by "Doctor Who" actor David Tennant, the app also features actor Tamsin Greig, voice coach Nia Lynn and director Iqbal Khan, offering tips and advice for understanding and performing Shakespeare. The app includes links to, and quotes from, 19 other Shakespeare plays. "The app sets Shakespeare alongside

contemporary artists doing the most extraordinary things with language," said RSC's director of education Jacqui O'Hanlon. "Language is power for hiphop artists and they use it to provoke, challenge and move people just like Shakespeare did," O'Hanlon said. More than three million UK students study the works of Shakespeare every year but teachers are concerned that some pupils struggle to see the relevance of works in medieval dialogue from the 16th century. The app will be offered as a support to schools from September.

Mosquitoes use trio of senses to track humans MOSQUITOES track down their human targets by making use of a multisensory strategy that involves odours, visual cues and body heat to draw them closer to their prey, a new study has found. While bug repellents and lighting citronella candles may keep the mosquitoes at bay for a while, but no solution is perfect because the pests have evolved to use a triple threat of visual, olfactory, and thermal cues to home in on their human

targets, researchers said. When an adult female mosquito needs a blood meal to feed her young, she searches for a host - often a human. Many insects, mosquitoes included, are attracted by the odour of the carbon dioxide (CO2) gas that humans and other animals naturally exhale. However, mosquitoes can also pick up other cues that signal a human is nearby. They use their vision to spot a host and thermal sensory information to detect body heat. To find out how and when the mosquitoes use each type of sensory information, researchers from the California Institute of Technology in US released hungry, mated female mosquitoes into a wind tunnel in which different sensory cues could be independently controlled. In one set of experiments, a high-concentration CO2 plume was injected into the tunnel, mimicking the signal created by the breath of a human. In control experiments, the researchers introduced a plume consisting of background air with a low concentration of CO2. For each experiment,

researchers released 20 mosquitoes into the wind tunnel and used video cameras and 3-D tracking software to follow their paths. Information gathered from these experiments enabled the researchers to create a model of how the mosquito finds its host over different distances. They hypothesise that from 10 to 50 meters away, a mosquito smells a host's CO2 plume. As it flies closer - to within 5 to 15 meters - it begins to

see the host. Then, guided by visual cues that draw it even closer, the mosquito can sense the host's body heat. This occurs at a distance of less than a meter. "Understanding how brains combine information from different senses to make appropriate decisions is one of the central challenges in neuroscience," said Michael Dickinson, the principal investigator of the study. "Our experiments suggest that female mosquitoes do

this in a rather elegant way when searching for food. They only pay attention to visual features after they detect an odour that indicates the presence of a host nearby. This helps ensure that they don't waste their time investigating false targets like rocks and vegetation," said Dickinson. The work provides researchers with exciting new information about insect behaviour and may even help companies design better mosquito traps in the future.

Chimps can spot faces just like humans

CHIMPANZEES can quickly identify the faces of other chimps, as well as those of human adults and babies, scientists have found. Humans are wired to pay special attention to faces and can detect pictures of faces effortlessly when they are mixed with pictures of other items. Scientists have found that chimps, humanity's closest living relatives, also see faces differently than they do other items. In the research, scientists first trained three adult chimpanzees named Chloe, Pendesa and Ai to find pictures of a chimp face, a banana, a car and a house among groups of other images on a touch screen. The researchers found that the apes recognised the chimp face very

efficiently. "Chimpanzees very quickly find a face in the pile of various objects," said study lead author Masaki Tomonaga, a primatologist and comparative cognitive scientist at Kyoto University's Primate Research Institute in Japan. However, the chimps' ability to detect a chimp face was significantly hampered when the face was upside down. This suggests that chimps may analyse faces holistically, like humans do, 'Live Science' reported. In subsequent experiments, the scientists also found that the chimpanzees efficiently detected the faces of human adults and babies, but were unable to identify monkey faces.

The researchers suggest this gap may result from long-lasting social experiences between chimps and humans. Faces seen from the front were more easily detected than faces seen from the side, suggesting that eye-to-eye contact is important for chimps, just as it is in humans. "Both humans and chimpanzees have developed a specialised ability for face processing," Tomonaga said. "This implies that the face plays a very important social role in both species. These results are quite suggestive when considering the evolution of social intelligence. Both species may use facial information for their social lives in the same manner," Tomonaga said.

lmost a week after this newspaper reported on how a Right to Information (RTI) exposed the CM, Devendra Fadnavis-led Maharashtra government's decision to confer 'Freedom Fighter' status to 88 people of which 52 are from Beed district being conferred it in a single day. The chief minister has now stayed all new sanctions of freedom fighters' pension and has ordered an inquiry on all new cases by the Divisional Commissioner of Aurangabad. It has further come to light through an RTI that the list includes three people who are already dead and after this shocking revelation, which has come forth in a reply to a query by RTI activist Anil Galgali, Fadnavis has stayed all new sanctions for freedom fighters' pension.The ADC, in its report on Saturday, July 11, 2015 had reported that Galgali had sought information from the government about the recent addition to the freedom fighters' pension wages list, in which the government had informed that since January 1, 2015 to June 5,

2015, a fresh list of 88 persons were approved by the chief minister on the basis of just attachment warrants to be included in the category of freedom fighters, in which 52 persons from Beed district received approval in a single day, the fresh list of 88 persons contains a total of 79 persons from Beed, one from Nanded and four each from Osmanabad and Ahmednagar. During the Congress-NCP rule, it had come to light that that 298 applications out of 355 were found bogus.In the fresh list of 79 freedom fighters approved by the CM from Beed, three persons viz. Shambhaji Ambuji Khande, Janabai Laxman Yewle and Jalsubai Tukaram Bhosale are dead long ago. The Beed district collector's office in a letter dt. May 29, 2015 informed the state government that Shambhaji Ambuji Khande has expired on October 25, 2011 and his wife Mathurabai Shambhaji Khande has expired on September 8, 2014 and now his son Shahaji is demanding

Maharashtra-based farmer's advocacy group has dubbed the National Crime Records Bureau's (NCRB) recent report on farmer's suicide as "hoax" and claimed that it does not reflect the situation on the ground. "The report of NCRB is nothing but a hoax because it has fabricated to show fewer deaths as the distress level on the ground is much higher on ground," Vidarbha Jan Andolan Samiti (VJAS) president Kishor Tiwari has alleged. Jharkhand, West Bengal, Odisha and Bihar not recorded any farmers' suicides in 2014," he questioned. According to the 'Accidental Deaths and Suicides in India 2014' report released by the NCRB on Friday, the highest incidents of 2,568 farmers' suicides were in Maharashtra (45.5 per cent), followed by 898 suicides in Telangana (15.9 per cent) and 826 in Madhya Pradesh (14.6 per cent). Tiwari said that NCRB has listed all landless tribal farmers and leasehold tenancy farmers as agricultural

leuths of the Thane (rural) police are on the lookout for a 40-year-old man who raped a 9-year-old girl living near his tenement at an under-construction site in Kashimira. According to the police the accused, identified as Hassan Shaikh (40), raped the class II student when she was alone at home on July 11. The accused and the girl’s father were known to each other and both worked as masons at the construction site. Her mother works as a domestic help. Horrified by the sexual attack on their daughter, the frightened parents did not reveal the matter to the police. A week later, when the girl’s mother revealed about the ordeal to her employers, they approached a local social organisation who intervened in the matter and helped them register a FIR at the Kashimira police station on Saturday. However by then the accused had absconded. “We have registered a case under section 376 of the IPC and under relevant sections of the Protection of Children from Sexual Offence Act (POCSO). 29-year-old Mumbai girl, Shazia Sayed, died on July 16 in a Gujarat hospital, where she was brought by her in-laws after she reportedly was poisoned by them, said her bereaved brother Sayed Yusuf Hussain who immediately visited her after being informed by his relative. Her death certificate underlines that consumption of unknown deadly substance caused her death (copy with ADC). Holding her in-laws responsible for Shazia's death, Hussain said they used to torture his sister everyday for no reason. It was the reason Shazia's brother and mother asked her to come back to Mumbai to stay with them in their Mumbra house. “She had been constantly informing us about the torture activities by her in-laws including her husband in Gujarat. I finally asked her to come back to Mumbai to stay with us. And so she was here with us for a few days. But, on July 14, her husband

She was being repeatedly tortured for dowry, as on several occasions I was too taunted by her in-laws for not giving them the expected dowry. Moreover she was often harassed for not delivering a baby,” he added. An FIR has been registered against Shoaib Molapiya and his family members including Shabbir Molapiya, Samina Molapiya, Heena Molapiya, Saniya Molapiya and Hasina Molapiya in the Chappi police station of Vadgam Taluka in Banas Kantha district of Gujarat. But no arrest has been made so far. “FIR was registered on the July 18 against Shazia's husband, father-in-law, motherin-law and two sisters-in-law under sections 498 (A), 305, and 114 of IPC. The police is investigating the matter,” said the Chhapi Police of Gujarat. Learning about Shazia's death her younger brother was admitted to Habib hospital in South Mumbai, as he could not bear the sad news. The younger sister was not allowed to see the final rites as family thought she could go into deep depression. The final rites of Shazia was conducted in the Rehmatabad cemetery of Mazgaon. Now, her family demands speedy inquiry and justice for the deceased.

"TV is my territory and I am never going to leave it for films. I don't keep false dreams. I know no one will cast me opposite Salman or Shah Rukh and I am not going to play side roles like sister or bhabhi. Television is where I have made it big, can work on my terms and play meaty roles," Kavita said. The actress, who calls herself "very filmy", said she is going to miss the presence of former "Jhalak" judge Madhuri Dixit on the show. celebration, an important religious function, an auspicious day arriving after centuries, attract a large number of people. One of the biggest happening is the Jagannath Rath Yatra at Puri. This festival which goes on for a week is said to have attracted as many as 50 lakh people this year from all over the country. The authorities cannot be unaware that if there is no total bandobast, tragedy can happen. The crowds have to be regulated and for this purpose hundreds of policemen should be employed. If a mishap occurs, it just shows that proper safety arrangements have not been made. It has happened again at Jagannath yatra. A stampede has occurred but mercifully the toll has not been high. A few days ago, a terrible calamity occurred on the banks of river Godavari. A stampede occurred and as many as 29 people died and many were injured. This was clearly an avoidable tragedy. As per a report prepared by the collector, AP CM Chandrababu Naidu wanted to have the first dip. Others, some of whom had come two days before had to wait as a video of the CMs and other VIPs’ ritualistic bath had to be completed. And the police were concerned more with the safety of the CM than the poor devotees waiting for the holy dip. Then it happened: a terrible stampede. Women, children and old folks must have had a terrible time trying to save themselves. It is time we set in place a fixed plan for crowd control at Kumbh Melas and Jagannath yatras.

ITH each passing day the Modi government is robbed of some its sheen. Last year, it had all the goodwill in the world but soon disappointment began to set in. Even its most ardent supporters are now on the defensive. No doubt, a part of the reason is the very nature of governance. Once in power, democratic leaders invariably fail to match expectations. That is true of electoral politics everywhere. Look no further than the ongoing drama in Greece. The ultra left party, Syriza, and its leader Alexis Tsipras won an unprecedented mandate earlier this year. In the last few days, Tsipras has become a hate figure for the same voters who had overwhelmingly elected him. He has squandered all goodwill. Why, nearer home pakhandi Arvind Kejriwal won 67 of the total 70 seats in the Delhi Assembly and has since busied himself in making a complete hash of things. The short point is that matching electoral rhetoric with performance is hard in democracies. Remember the expectations Barack Obama, the first black to become the US President, had aroused when he first came to power on the platform of ‘change’ in 2008. Seven years later, most Americans believe that under Obama things have got worse. Obama’s popular ratings are a record low for any modern president. In a way, Narendra Modi is fortunate. He continues to be by far the most popular leader in the country. His image remains unsullied. And his nearest rival for the prime ministerial office is not only hard to pick from the Congress-JD(U)RJD-SP gaggle but there is a huge gap in popularity ratings between him and all the potential rivals put together. Yet, there is reason why Modi should be worried. It is because ordinary people are yet to experience first hand the gains of the Modi Sarkar. Acchhe Din can materialize only if there is an improvement in the life of ordinary Indians. Despite all the good intentions unless there are tangible gains by way of better healthcare, education, employment opportunities, roads, public transport etc., Modi will remain in danger of losing popularity. Even on prices, thanks to a fortuitous drop in global crude and commodity prices, the wholesale index is in check but the food price inflation continues to hurt ordinary people. Supply of vegetables and pulses cannot be augmented overnight but removing the marketing barriers too is proving to be hard. The creation of a single agriculture market is a good idea but is difficult to implement. Nor can e-market help moderate the prices of seasonal vegetables and fruits. Since these directly impact tens of millions of household budgets fail-safe mechanism to ensure price stability should be a priority. With a 20:22 hindsight it is crystal clear that Modi missed a grand opportunity to push through some of the big-ticket reforms in the first six months of his regime. Now he may be stuck with the so-called incremental change. There was little appreciation of the political fall-out when changes were undertaken unilaterally in the land acquisition bill. Consultation within and outside the government was kept to the minimum. Now, the government cannot avoid paying political costs for its original mistake of wanting to push through those changes without the customary consultations with the stakeholders. As a result, the embarrassment is

huge. Even the timetable for pushing through the GST could have been advanced had the Prime Minister made himself available for wider consultations and brainstorming. After a year in office, even the corporate bosses, hitherto very strong backers of Modi, have lost fervor. For, incremental reforms have failed to improve the investment environment. No significant fresh capital formation has taken place since May last year. Debt-stricken industrial groups cannot visualize Acchhe Din anytime soon. Thanks to the complicity of the previous government, banks are saddled with huge non-performing assets with the corporate borrowers in no mind or position to service the debt. There have been other self-goals as well. The entire business of enforcing accountability on the NGO sector could have been handled more delicately. But now that it is well into its second year, Modi will find it hard to convince supporters and critics alike that the lack of a tangible change on the ground is not due to its own flawed working. After the decimation in the Lok Sabha poll, the Opposition has already regrouped. Modi will have to reckon with an increasingly hostile and obstructionist Opposition. Yet, if he fails to show results this year and next, he will be in danger of forfeiting whatever goodwill he still enjoys. The Prime Minister must cease to give the impression of being a distant figure even to his own party men, consult more people both from the party and outside, find time to fill the long-empty slots in government and quasi-government bodies, allow ministers to take initiative, meet the media more often, and generally exude a friendly air instead of evoking fear and aloofness. It is a mistake to conflate Gujarat with India. Running the latter is an altogether different ball game, Mr Prime Minister.

Even now it may not be too late to replace the nondescript Gajendra Chauhan with someone like Kirron Kher or some actor in her league to head the premier film and television institute. Likewise, some of the personnel choices of the HRD Ministry have needlessly invited controversy. Yes, it is no crime to belong to the RSS-BJP school. But the person filling an official slot must meet the job description. Unfortunately, the Sangh leadership is easily swayed by charlatans who woo it purely for selfish reasons. But cannot this be done outside the August House. We have competent law enforcing agencies and amongst the best judicial systems in the world. Can we not leave upon them the onus to investigate and punish if any impropriety is found? Perhaps, these issues can be debated and discussed in both the August Houses of Parliament and then forwarded for further perusal. And then serious issues of national interest can be taken up for discussion, debate and if deemed fit rejection too. Already, around 65 bills remain pending in both houses of Parliament from the last session — 12 in the Lok Sabha and as many as 53 in the Rajya Sabha. These need to be addressed urgently. Presently, many economic issues also need to be tackled on a war footing. One must not forget that while India stands a few notches above other global economies, the global economy as a whole remains fragile and under severe strain. Any disruption there could have a cascading effect on India too and, therefore, these have to be preempted. That can only be done through the acceleration of the reforms process. Else the concerns could cumulate into a disaster on the national front. As of now, India’s citizens can only hope that, our Honourable Parliamentarians will take note of the gravity of the situation and instead of scoring political brownie points, adopt a no-nonsense approach towards the serious businesses that require the attention and endorsements of the house…this just for the sake of India's best interest. he current growth rates in Asian economies are the most rapid in the world, with an increase in innovation, vital infrastructure developments and younger populations than Europe and the US; Asia is steadily becoming the most attractive region for business opportunities, says a just released report by the . Economist Intelligence Unit’s market outlook for some of Asia’s most influential and fastest growing economies: India, China, Indonesia and Philippines. According to the report, the growing middle class offers potential for manufacturers. It believes rising income levels mean that India’s huge population of around 1.2bn is becoming an increasingly important market for consumer goods, and this trend will continue during the forecast period. Private consumption expenditure will rise from US$1trn in fiscal year 2013/14 (April-March) to US$2.4trillion in 2018/19. The majority of people will continue to be preoccupied with meeting their basic daily needs rather than following the latest consumer trends. However, the presence of a large number of middle-class households offers considerable potential for manufacturers and retailers. The rapid growth in personal incomes, combined with a more open domestic market, will make India an increasingly attractive market for foreign companies. Nevertheless, India remains a predominantly agricultural society and is home to around 40% of the world’s poorest people. Moreover, even the middle classes have limited disposable incomes. Demand for large and even medium-sized cars is still limited. Higher-quality products certainly appeal to the country’s consumers, but price remains the main determinant of the level of demand. Unreliable and limited supplies of water and electricity have forced foreign manufacturers of white goods to rethink their ap-

proach—for example, by designing smaller and more efficient washing machines and refrigerators. As regards China, Indonesia and Philippines, the Economist Intelligence Unit believes, rising incomes

will present opportunities in 201519 for China. Foreign companies continue to be attracted by the opportunities offered by China’s large and growing economy. China has a population of over 1.3bn, and an-

nual GDP is likely to grow to over US$15trn (measured at market exchange rates) by 2019. For Indonesia it believes Indonesians will become wealthier faster than their peers as Indonesia remains an attractive market in a variety of sectors, particularly given the country’s fairly consistent economic performance since 2008, despite a tumultuous time for the global economy. For Philippines, it says” Despite its medium-sized population of just over 100m, the Philippines is a small market, with GDP per head estimated at only US$2,843 at market exchange rates and US$6,914 at purchasing power parity rates in 2014. GDP per head will continue to rise in 2015-19, reaching US$4,549 at market exchange rates by the end of the forecast period”. This will be a short-term positive from India’s trade balance, subsidy burden and inflation perspective, But collateral impact on GDP growth is likely over the medium term, says Crisil Research in an overview on the prevailing situation…

ith an $11 trillion economy that has accounted for about 25% of global GDP growth over the last decade -- and given its resource-intensive growth (see Box 1) -- China has a disproportionate influence on commodity markets. Recent developments there have rattled the markets so much that the prices of many commodities are hitting multi-year lows. While the International Monetary Fund (IMF) has not revised its forecast of Chinese GDP growth (6.8% and 6.3% in 2015 and 2016, respectively) there are real concerns about potential downside risks. In this context, CRISIL Research analysed two scenarios of Chinese GDP growth – where it falls either 100 basis points (bps) or 200 bps below the base-case IMF estimate -- to map their repercussions on India and global commodity prices. While lower prices will provide some support to demand, our analysis suggests sharp downside risks to many commodities assuming there is no significant infrastructure investment stimulus undertaken by the Chinese government. automobiles and consumer durables sectors slow down. Our calculations show global steel demand will contract 0.5% in the next two years, compared with the base-case scenario of 1-1.5% growth if Chinese GDP undershoots the IMF forecast by 200 bps. The demand-supply mismatch will result in the entire input value chain (iron ore, coking coal) getting squeezed. However, steel prices will fall more, compressing producer margins even further. As for aluminium, demand growth will decline, albeit less than steel, given that a higher proportion of aluminium demand comes from consumption-linked sectors. Our analysis indicates global aluminium demand will slow down to 2-3% compared with a base case of 3-4%.

Brent crude could plunge to $45 a barrel by 2016 Our base-case incremental oil demand is 1.8-2 million barrels per day (mbpd) over the next two years. But a severe slowdown can lop off nearly a third – 0.4-0.6 mbpd -- of that incremental consumption. With no supply shock foreseen in the medium term, a decline in Chinese demand would increase surplus oil supply to 2.1 mbpd and push down the price of Brent crude to $45 per barrel by 2016.

Non-coking coal prices will slide As per our base case, demand for noncoking coal in China is expected to decline 1.5% a year between 2014 and 2016 on account of relatively slower increase in electricity demand and rising competition from cleaner fuels (hydropower, renewable energy). But a 200 bps undershoot in Chinese GDP can result in coal consumption declining ~6% per annum. China’s coal market is already oversupplied and miners are resorting to price cuts to maintain competitiveness with imported coal. A decline in demand will intensify competition between domestic miners and importers, which will pull down global prices by 13-15% compared with the base case.

The fall in commodity prices will impact Indian companies as well, but the magnitude will vary with metal players facing a significant downside risk compared with domestic oil companies. Domestic metal companies will face operating losses Domestic steel and aluminium players will bear the brunt of a fall in domestic prices. Steel companies will start making losses at the EBITDA level with domestic prices falling below cost of production in the next two years (if Chinese GDP falls 200 bps below IMF forecast). Integrated players will be hit the most as they will not benefit from lower iron ore and coal prices. Aluminium makers could face operating losses. Hindalco and Balco, for instance, are slated to increasingly rely on costlier captive coal from the second half of the current fiscal.

Downstream gain, upstream pain While the under-recovery burden of public sector oil companies in the upstream sector will decline due to the fall in crude prices, it will be more than offset by a decline in gross realisation. For upstream public sector companies, realisation will be about $35-40 per barrel by fiscal 2017, or $10 lower than the base case and well below the $45 per barrel realisation seen in the last fiscal. Operating profit of these companies will also fall more than 25%, or Rs 120 billion, compared with the base case. But lower oil prices will benefit PSU downstream companies since their share in under-recoveries, if any, will be minimal. Further, lower subsidies will reduce their interest burden. If Brent crude falls to $45, overall benefit for the downstream companies will be Rs 20-25 billion. Government, consumer biggest beneficiaries in the near term A $1 per barrel decline in oil prices reduces under-recovery on petroleum products (kerosene, LPG) by ~Rs 1213 billion. Therefore, overall under-recoveries will decline by Rs 240-260 billion versus the base case. This will mean the government’s burden (at 65% of overall under-recovery) will be lower by Rs 155-170 billion. A $10 per barrel decline in crude price, ceteris paribus, will reduce retail prices of diesel by ~Rs 6 per litre. Such a fall will help curb inflation and benefit consumers. However, medium term impact of Chinese slowdown is negative on India Slower Chinese GDP growth would have global repercussions. A drop in oil and gas prices will pull down economic growth in the Middle East as well as Russia, while a fall in exports to China will impact countries such as South Korea, Japan, Brazil and Australia (exports to China are ~2030% of total exports for these countries). India, too, won’t be spared as overall global growth falters and trade flows slow down.

yngene International, the contract research services arm of Biocon plans to hit the stock market with their Initial Public Offering (IPO) to raise Rs 528 to 550 crore on 17th July. The price band for the offer has been fixed between Rs. 240 and Rs. 250 per equity share of Rs 10 each. The minimum bid lot is 60 equity shares and in multiples of 60 equity shares thereafter. The issue size consists of 22,000,000 equity shares and the offer for sale will close on July 29. Biocon, which owns about 85% of Syngene, will reduce its stake to about 74% through the IPO. The objects of the Issue are to achieve the benefits of listing the Equity Shares on the Stock Exchanges, enhance visibility and brand image among existing and potential clients and to provide liquidity to the existing shareholders. Syngene provides contract drug discovery, research and manufacturing services to 17 of the world's top 20 pharmaceutical companies, including Bristol Myers Squibb & Co and Abbott Laboratories Ltd. Till Dec 31, 2014, the company serviced 195 clients, ranging from multinational corporations to startups, including seven of the top 10 global pharmaceutical companies.

Sumgeme's revenue rose 25% in the last three years. The Issue will be undertaken through the book building process wherein 50% of the net offer shall be allotted to qualified institutional buyers, atleast 15% of the net offer shall be available to noninstitutional investors and 35% of the net offer will be available for allocation to retail individual investors. The Equity Shares being offered are proposed to be listed on the BSE Ltd and the National Stock Exchange of India Ltd. Axis Capital Ltd, Credit Suisse Securities (India) Pvt Ltd and Jefferies India Pvt Ltd are the book running lead managers to the Issue and Karvy Computershare Pvt Ltd is the registrar to the issue. "Syngene has showed revenue and earnings CAGR of around 28% & 59% respectively over FY11-15. Considering earnings CAGR to be around 25% over FY15-17E, the stock trades at 18x FY17E at upper price band of Rs 250. We are positive on the business model of Syngene from the long term perspective alongwith the fact that it is the only profitable listed CRO company, it can command a premium multiple. Greece not only chickened out but also surrendered to Troika, in order to secure more debt from Euro zone to repay Euro zone and IMF. The fear of unknown has become so great for Greek policymakers that all their year and half talk of “fire and brimstone” proved hollow. Germany managed to call the ‘big bluff” of Greeks right at the moment, when it mattered most. US, then IMF and even ECB made some noise about offering Greeks a way out to future in the Euro zone, through debt haircut, by Germany and other northern European nations snubbed it. Therefore, the ‘kicking the can” down the road exercise, continues, but we believe now with every kick the can is becoming too heavy to do so in the future. While economists may find it difficult to accept how the obvious choices are becoming too difficult to accept in the Euro zone, one being largescale debt restructuring, other being reforms in south and retooling of eco-

markets. There was lot of praise for the new leadership in China, post third Plenum in November 2013. Experts said that China will be able to transition its economy from a centrally planned, command and control autocratic structure to a market-driven capitalistic system. History however warned observers and analysts to remain grounded in their enthusiasm. There are enough examples where economies who have tried to engineer such a transition had to pro-

ceed through a phase of pain and even turmoil. It is like trying to learn cycling for the first time. The command and control structure is like a bicycle with support wheels and market-driven economy is one without. Turning our attention to the Rupee market. Over the last week, Rupee was stuck within a narrow range of 63.40 and 63.60 on spot. Implied volatility and realized volatility has plunged to multi-year lows as lack of movement keeps option buyers at bay. Historically, such low volatility periods have given way to a couple of weeks of heightened gyration. We would remain committed to a range of 63.00/63.30 and 64.00/64.30 on spot over the near term. RBI just released the data on its activity in the foreign exchange market in May. RBI bought less US Dollar in May than April, as Rupee had weakened to lowest point since Sept 2013 @ 64.33 levels on spot. However, the larger theme of dollar accumulation and managing volatility remains intact. The large amount of gross purchase and gross sales is an indication of the central bank's attempt to manage volatility by intervening on both sides of Dollar/Rupee. Over the month of May, the total outstanding contracts in USD/INR forwards have reduced by USD 3.3 billion and at the same time, net increase in spot dollar reserves has been to the tune of USD 2.57 billion, which indicates RBI has taken delivery of chunk of its outstanding forward positions. The rest of the decline in forward positions may have been due to intervention done when Rupee had weakened beyond 64.00 levels on spot.

A little background about yourself? I am a Chartered Accountant with more than 15 years’ experience in equity research. I have been working with Kotak Securities Private Client Group for more than 10 years. Kotak Securities, the broking arm of Kotak Mahindra Bank, is a leading broking house in Indian Equity markets with 1128 branches, franchisees and satellite offices in 352 cities across India. At what point had you given a thought to making a career in the stock markets? Stocks and equities have always intrigued me as an individual and I have always believed in the potential of equity investments over long investment horizon. But the thought of pursuing a career in the stock markets fuelled when I was doing Chartered Accountancy.

How do you pick your investments? Do you use technical analysis, or employ fundamental data? Having been a fundamental analyst for more than 15 years, I always look at the intrinsic value of the stock. If the intrinsic value is more than the current share price, the stock is worth more than its price and that it makes sense to buy the stock. How would you describe your methodology? It’s a mix of both, bottoms-up and topdown approach wherein I try to find the winners from a medium – to – long term perspective. I try to select companies with credible managements and good business models. A consistent past record of returns is an added advantage. What appeals to you about

Investing; The short or long side? I am an optimist. Hence, I always look at the brighter side of things. But, at the same time, I am not oblivious to the concerns and give adequate thought to the same. I always think long term when it comes to equity investing.

What differentiates you from other Investors? I do not try to complicate things while making decisions. I keep them simple. However, there may be many others in the market who also follow this principle.

That helps me focus only on the crucial parameters, which impacts the stocks’ performance in true sense. Is there any applicable lesson to investing? An individual should look at investing for the long term as that is what creates wealth in the true sense.

How much of what you do is gut felt? After having spent several years in the market one develops a sense of what is coming. These intuitions, which works almost like the sixth sense always helps in decision making.

Do you try to anticipate or follow market trends? What is the basis? One has to be very confident of one’s research and investment ideas. Market movements should not cloud one’s thinking or should not take away the focus from fundamentals.

However, if an investor is looking to make shorter term decisions, it is very important to look at the market trends. When you put money on a trade and it goes against you, how do you decide when you're wrong? What do you do next? The important thing is to look at the reasons that influence the share price movement. If the stock is moving because of short term factors or technical factors, it may be the time to average, provided the longer term story is intact. However, if the fundamentals have really changed for the worse, then we need to have a re-look and also dispose off the position. Any positions you ever lost sleep over? As a company, we can’t make any stock specific comments

What would make you wary about an Investment? If the direction taken by the company is different from what I had thought, I would have a re-look at the story.

Do you have a scenario about how the current bull market will end? Where do you see the Indian markets five years down the road; any number for the Sensex in 2016? We are positive on the longer term prospects of the markets based on our optimism that, the current Government will vigorously pursue reforms, which will ultimately lead to higher growth and hence, merit valuations for the markets. What makes an investor successful? Just 2 simple mantras 1) Be confident about your analysis 2) Persistence. Patience is always rewarding in stock investing.

ver the past few decades, the urge to ensure a better standard of living for themselves and their families back home has led countless Indians to migrate to countries offering attractive work-pay equations. This incomegenerating objective is the highest common factor - and though NRIs' ties with their country of birth sometimes erode to a certain extent, the willingness to turn a decent profit on investments back home does not. For a protracted period, investments in India did not offer good returns. However, with the resurgence of the Indian economy after the arrival of a stable government intent on boosting business in the country, things are changing. Today, the Indian realty market is once again a prime focus area for NRI investors. The Indian realty sector as a whole – namely, across the residential, retail, hospitality and commercial verticals - is slated to grow at 30% over the next decade, attaining a market size of around USD 180 billion by 2020. However, the investment opportunity lies less in the Indian real estate sector’s speed of growth than in its overall dynamism. As such, it has been time and again vouchsafed that long-term investments into Indian realty pay off very well indeed as long as sound investment decisions have been taken.

Advantage NRI NRIs today are keenly aware that Indian real estate once again presents them with a very hot investment proposition. Generally, the NRI community prefers to invest in their states of origin – primarily Kerala, Karnataka, Tamil Nadu, Maharashtra and Delhi NCR. However, since residential inventory has piled up in the two major cities of Delhi (the political capital) and Mumbai (the financial capital), investors are currently very well placed to find good bargains in these markets, as most developers there are offering discounts and attractive financial schemes. The advantage that UAE-based NRIs have is that they earn in Gulf currencies that have traded strongly against the Indian National Rupee. This factor off-sets a part of the house cost already. However, the rupee is bound to strengthen further, and the advantageous difference between the currencies will reduce as the Indian economy grows under a stable government at the centre.

Current Indian Real Estate Scenario Indian developers have had to wake up to certain immutable market realities over the last two years. In many cities, they have misjudged where the actual demand is and how much buyers - including NRIs - are willing to spend on their first or second homes. This has resulted in worrisome levels of supply overhang of larger-configuration apartments. Real estate developers are now becoming quite serious about right-sizing and rightpricing their products to make them attractive to a larger cross-section of customers. In fact, smaller, better-designed and more efficient homes are very much in evidence when we study the project launches in 2015. Selective corrections are already happening in some of the over-priced pockets of India’s larger cities – as this trend gathers momentum, we will start seeing a

faster sales velocity in the stagnated supply of larger configurations. Townships are becoming a lot more prevalent, since this is becoming the residential option of choice for many city dwellers looking for a better lifestyle for their families The supply pipeline for luxury home projects is now slowing down in reaction to the slow demand dynamics for these offerings.

Pricing Trends Residential property prices have plateaued in both Delhi and Mumbai. Good returns can be expected only if one’s investment horizon is of three years or above - in which case, annualized returns of 10% can be expected from the third year on. Sluggish sales, especially in the luxury segment, have led developers to offer several attractive financial schemes. World-class luxury projects are

available in Indian cities now, but the market is currently struggling to sell inventory.

Advice For NRI Property Investors For NRIs who are on the verge of retiring and planning to do so in India, this is the right time to invest. Social infrastructure in most of the larger Indian cities has improved a lot. Social and civic infrastructure is being ramped up in most of the larger cities, which means that more hospitals, schools and shopping malls as well as improved connectivity and availability of utilities are resulting in higher ease of living – equaling a higher-quality retired life. Once the primary residence is secured, NRIs with surplus funds can invest in rental income-generating apartments, as well. Under the best of circumstances, real estate is a capital intensive investment vertical. The best returns on investment

are not attained by guesswork, but by decisions arrived at after weighing all the options for their merits and demerits. NRIs are best placed to reach such decisions if they consult professionals with a strong research-driven background. As a rule, NRI investors should we wary of projects by unknown developers who have no existing track record. Untold numbers of buyers are currently falling in trouble because they have plugged their funds in projects which do not have all the mandatory clearances and fall short of even the minimum standards of quality construction. Unless a NRI plans to visit India and personally evaluate projects, he/she should opt only for reputed developers. In all cases, NRIs should strictly follow a check-list of points to verify, such as the track record and brand visibility of a developer, the soundness of the identified location in terms of social and civic infrastructure, the amenities in the project and the timelines for possession in the case of under-construction projects. NRI investors focused on benefiting from discounts can consider booking in projects which are in the pre-launch stage, as prices tend to be competitive. Again while due diligence is important for endusers, it is even more important for investors who are considering projects in upcoming or peripheral locations of the primary cities. Developers have traditionally tried to attract NRIs by gearing marketing campaigns of projects which are ordinary in every respect straight at them. NRIs should be aware that there is nothing about ‘NRI projects’ that is any different from other offerings on the market – there are no ‘exclusive’ features that are otherwise unavailable to other buyers. A project and property should be evaluated solely on the basis of its location, legal legitimacy, amenities and facilities, and the strength of the developer’s brand.

Keep an eye on your CIBIL Score This is the most important aspect of managing your finances today. CIBIL is the oldest credit bureau in India and all the credit institutions contribute credit data on their borrowers to CIBIL on a monthly basis. Your credit report is generated by CIBIL basis information received from various lenders. They will also assign you a Credit score basis your credit profile in the Bureau. Sometimes because of some discrepancies on behalf of the lender, wrong data may be fed in, and there may even be cases of a mistaken identity. This means a loan you may not have taken may show up against your name. If you remain ignorant, this will keep reflecting badly on your credit score, and you may be deprived of your dues. It is therefore most important for you to check your CIBIL report at least once annually and make the rectifications if necessary. Avoiding these crucial mistakes when you are in your prime and planning out your financial goals will lead to a peaceful retirement. If you plan well you will be able to enjoy life at its fullest when you are relieved of your responsibilities.

Markets Close Flat Amidst Volatility NSE India : CNX Nifty — Daily Market Report for: Monday (July 20, 2015) By Dominic Rebello

REVIEW OF THE PREVIOUS DAY:

The Nifty rose marginally on Friday (July 17, 2015) a net 1.80 points (0.02%) and closed at the 8609 point level. The market opened up with a gap at the 8623 points level. It then rose further and registered the day’s high at the 8642 points level at 9.29 a.m. The index then declined sharply into the red and registered the day’s low at the 8593 points level at 9.56 a.m. It then bounced back into the green and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 50 points. Sentiment was bullish and amongst the 50 Nifty stocks 32 were gainers, 16 were losers and 2 remained unchanged. Substantial buying was witnessed in consumer durables and technology stocks, TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 0.34%. This change is small and indicates a moderate participation by investors.

Market Breadth: Overall Market Breadth on the NSE was neutral. Amongst all the traded stocks, 726 were gainers, 746 were losers and 37 remained unchanged.

Slow Stochastic Indicator: The Slow Stochastic Oscillator has risen in the over-bought zone. The Slow K line in the Stochastic Oscillator is above the slow D line (positive if it continues). RSI Indicator: The RSI is above the 60 level and is now turned flat (positive if it rises).

MACD Indicator: The MACD is above zero and is rising (positive if it continues). It is above its 9-day Average (positive).

Support Levels: For short-term traders the immediate main support is at the 8178 points level. The next support is at the 8106 points level.

Resistance Levels: The immediate main resistance is at the 8667 points level. Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 8615 (This is the level where the trend is likely to change during intra-day). Support (1) = 8588. Support (2) = 8566. Resistance (1) = 8637. Resistance (2) = 8665.

OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a doji pattern. This indicates indecisiveness amongst investors. The next candle formation will confirm whether the bias is towards the buy or sell side of the market. However, the index is above its 5, 15, 25 and 200 day moving averages and all the four averages are rising. Further, the velocity parameters too indicate strength. Both these indicate a positive bias and the possibility of a further up move unfolding. Incidentally, the index is approaching a major resistance level at the 8667 points level. There is a possibility that it could find some resistance there. However, if it crosses above it then a further rise can be expected. Investors are advised to hold long positions. We believe that Vizhinjam port will be competing with Tuticorin, Cochin, Chennai port (to the lesser extent as calling from mainline vessels has increased at Chennai port). The port will also compete with the international port Colombo for the transshipment traffic. We believe that the terminal will cater 65-70% of the transshipment volumes where Adani will find it difficult to have pricing power given that Colombo still remains cheap in terms of container handling charges amongst all transshipment ports. We have not factored this project in our estimates as we await further details. Maintain Buy ADSEZ Signs LOA for Vizhinjam Port: ADSEZ has received the letter of award (LOA) from the government of Kerala for development of the Vizhinjam International Deepwater Project. The estimated project cost stands at Rs40.89 bn which includes the grant of Rs16.35 bn. The project will to get commission in the next four years. The Kerala state will spend additional Rs14.63 bn towards break water construction and Rs5.3 bn towards land acquisition (around 53 hectares). The company will receive 75% of the grant during the period of construction and 25% once the terminal gets commissioned. The concession period of the project is 40 years with the option of 20 years further extension. Revenue share of 1% to the Authority are expected to commence from the 15th year of COD as per the Concession Agreement. (to increase by 1% every year) Target Market for Vizhinjam: Vizhinjam port will be competing with Tuticorin, Cochin, Chennai port (to the lesser extent as calling from mainline vessels has increased at Chennai port). The port will also compete with international port Colombo for the transshipment traffic. We believe in the first leg Vizhinjam will try to gain market share from Cochin port due to the availability of similar hinterland for the southern Kerala cargo which contributes around 40% of the Kerala traffic. However, the east coast of India, Bangladesh and south coast of India may be a target market of transshipment traffic for Vizhinjam. The target transshipment traffic market available for the proposed Vizhinjam port is share of feeder traffic generated from the ISC (Indian subcontinent) countries namely, India, Pakistan, Bangladesh & Sri Lanka. Currently, Colombo is serving as transhipment hub for the same market

CMP: Rs. 24 Target Rs. 31 SIB’s Q1FY16 PAT dropped 48% YoY to Rs 653mn due to lower NIMs and a decline in treasury income. NII remained flat YoY while NIM declined by 16bps sequentially due to pressure on yields (down 25bps QoQ). Slippages and incremental restructuring were higher during the quarter. GNPA/NNPA increased to 1.9%/1.2% as compared to 1.7%/1% in Q4FY15. On the positive side, transaction fees increased 35% YoY and forex fees were up 22% YoY. Maintain BUY with a Mar’16 TP of Rs 31. Disappointment on asset quality front: Slippages increased during the quarter to Rs 1.8bn (annualised slippage ratio of 1.9%) vs. Rs 1.6bn in Q4FY15. An account worth Rs 1.1bn (steel sector) was added to restructured assets, taking SIB’s outstanding restructured book to 5.7% of total assets as compared to 5.5% in Q4FY15. GNPA and NNPA increased to 1.9% and 1.2% respectively as compared to 1.7% and 1% in Q4FY15. NPA provisions were lower during the quarter and the NPA coverage ratio (reported) declined to 35% vs. 45% in Q4FY15 which is worrying. NIM remains weak at 2.54%: Margins declined by 16bps sequentially as yield on loans dipped 25bps QoQ due to higher slippages and a continued run-down in the retail and SME book. The low-yielding corporate loan portfolio stood at 43% of loans as compared to 41% in Q4FY15. Management aims to improve the loan mix in favour of retail/SME loans by 10% in the next three years, which in turn will improve margins. Other key takeaways: Loans grew by 12% YoY during the quarter. Transaction fees (up 35% YoY) and forex fees (up 22% YoY) both improved, which is positive. The C/I ratio deteriorated to 59% as compared to 53% in Q1FY15. Maintain BUY: We value SIB at 1.5x FY17E P/ABV (BV adjusted for NPA and restructured assets: Rs 6/sh). Maintain BUY with a TP of Rs 31.

mitav Ghosh’s Ibis Trilogy is a masterwork of research, historical fiction and all the small things that make for the big picture. The range of characters, the breadth of imagination, the flair for multiple dialects, the detailing—all wrapped in a very entertaining package. Flood of Fire, the last of the trilogy, comes out after Sea of Poppies and River of Smoke, tying up all loose ends, giving all (or almost all) main characters a proper narrative arc and a kind of closure, while telling the sprawling tale of events leading the OpiumWar (1839-42) between China and the UK.

Of particular interest to India readers is the contribution of Indian sepoys and Mumbai’s Parsi traders to the spread of the East India Company’s (EIC) influence that had once ensured that the sun never set on the British Empire. In spite of their intolerable racism and air of superiority, the British knew how to lead men, how to fight the enemy with military might or subterfuge and their absolute faith in profit and Free Trade, even if it meant fighting wars, exploiting the poor, or ruining a country by getting its people addicted to opium. ZACHARY was careful to make an early start for his appointment with Mrs Burnham. Bethel, the Burnham residence, was in Garden Reach, a distant suburb of Calcutta where many of the city’s wealthiest British merchants had built palatial homes. The area lay to the south of the dockyards of Kidderpore, on a stretch of shore that overlooked the Hooghly River. The Burnham estate was one of the grandest in Garden Reach: the house was vast, surrounded by a compound that sprawled over two acres of riverfront. Zachary had been inside the mansion twice before, as a dinner guest. On both occasions, he had been ushered in through the front doorway, by a magnificently uniformed chobdar, and his name had been announced in ringing tones as he stepped into the Burnhams’ glittering sheesh-mull. But his fortunes had been on the rise at that time: he had just been appointed second mate of the Ibis and he had also been in possession of a trunkful of finery.Since then he had come a long way down in the world, and the change in his circumstances was made amply clear to him from the moment he presented himself at the estate’s gate. BAGHPAT (UP): A 18-year-old youth died while another got injured while they were tried to board a moving train at Aheda station in the city area here, police said today. EW DELHI: The death toll in the west Delhi building collapse rose to four today even as Delhi government ordered an inquiry into the tragedy and an FIR was lodged against unidentified persons. According to police, Om Prakash (50) today succumbed to his injuries during treatment following the mishap last evening in the Vishnu Garden area of west Delhi. The three other deceased are all women while eight persons were also injured in the incident. A young girl is "still suspected to be trapped under the debris" and rescue efforts are on at the site of the building collapse, said Joint Commissioner of Police (West Delhi Range), Dipendra Pathak. Delhi government, which has ordered an inquiry into the incident, accused the BJP-led MCD of failing to ensure compliance with safety standards, charges which the civic body denied. "People have told me there was construction going on and the entire building has collapsed on one side due to which four people have died and eight others were injured," said Delhi PWD Minister Satyendera Jain. "Whatever construction work was going on, MCD had full responsibility to stop it, which they should have done... The government has ordered an investigation, to be done by the DM of the area, and the report will be submitted within seven

days," he said, adding that "strict action will be taken against the culprits". Meanwhile, DCP (West Delhi), Pushpendra Kumar, said that an FIR "under Section 304 of IPC (causing death by negligence) has been registered against unknown persons in connection with the wall collapse". As AAP held the civic body responsible for the tragedy, the BJPled SDMC refuted the allegations and claimed it was "seepage in the sewer line" that had "weakened" the foundation of the building, leading to its collapse. According to SDMC, the building was 25 years old and "no buildings laws were violated" as alleged by AAP. "A sewer line was laid in the area about it three months ago; seepage in it weakened the foundation of the building, which led to the collapse," a senior SDMC official claimed. The eight persons injured in the collapse have been identified as Ravi (30), Madan (3), Aman (12), Shyamlal (50), Pooja (15), Brijlal (65), Prem Babu (51) and Hemant (19), police said. The deceased have been identified as Sandhya (30), Om Prakash (50), Bina (15) and Sarvati (33), they said. Six of the injured were discharged immediately after treatment while two seriously injured persons were shifted last night to Deen Dayal Upadhyay Hospital, police added.

EW DELHI: With a local AAP MLA holding the civic body responsible for the building collapse in west Delhi, BJP-ruled SDMC today refuted the allegation and claimed it was "seepage in sewer line" that made the foundation of the building "weak" leading to the incident. A four-storeyed building in Vishnu Garden area in West Delhi had collapsed late last night and four people have died while four others have been injured. The area falls in the West Zone of the South Delhi Municipal Corporation (SDMC). According to SDMC, the building was 25 years old and "no buildings laws were violated" as alleged by AAP. OLKATA: Maoists are regrouping in the Junglemahal area of West Bengal after being in hibernation for nearly four years, according to intelligence reports. "There has been a surge in their activities in the past six months. We have specific reports of their movements both individually and in small groups, especially in Binpur, Lalgarh, and parts of Purulia," a senior CRPF officer, overseeing anti-Maoist operations in the state, told PTI. Joint forces of CRPF and West Bengal Police have been conducting raids in the Junglemahal, which comprises forested parts of West Midnapore, Bankura and Purulia districts, to keep a tab on Maoist activities, the officer said on the condition of anonymity. Maoist activities ebbed in the state after the 'Operation Green Hunt' was launched with the joint forces mounting attacks on the Left-wing rebels killing many including CPI (Maoist) politburo member Kishenji.

HAZIABAD (PTI): Three persons arrested and 1,071 bottles of liquor were seized in two separate incidents while the bottles were being smuggled from Haryana to Uttar Pradesh, police said today. Farukh and Sabir were arrested this morning near Shahzadpur village on the charges of bootlegging and 835 bottles of smuggled liquor were seized from them after a search operation, said Ummed Singh Yadav, SHO of Muradnagar police station. Also, two knives were recovered from their possession and their vehicle was seized, he said. Can ‘us first’ politicians become ‘people first’ politicians

S

o far, the rainfall reports for Marathwada in Maharashtra have been encouraging for the most part. But it will obviously take a while for the sufficiency or otherwise and consequent impact of this year’s monsoon to be fully known and assessed. Meanwhile, what is already known is that the whole of Marathwada has been in the grip of severe drought for the last three years. In the absence of irrigation, crops were ruined, particularly in Beed district. And due to the lack of water and fodder, animals too, including livestock, suffered untimely deaths. As a result, lakhs of people from Beed have been migrating every year to western Maharashtra to earn a living, cutting sugarcane. Earlier, only landless labourers used to migrate. But now, the number of farmers who own ten to twelve bighas of land but are being forced to migrate has also been growing at an alarming rate. In fact, over the years, Beed in Marathwada in Maharashtra has come to be known as the ‘district of labourers’. Today, even after 67 years of Independence, landless labourers here continue to work in the sugarcane fields and the sugar mills of Satara, Sangli, Kolhapur, Pune and elsewhere. Migration of labourers from Beed particularly is a big and very unfortunate problem, but the Government, administration and large sections of the media regard working in sugarcane fields cutting sugarcane as a traditional occupation and are not particularly concerned about it. Even the district administration does not have a complete set of figures on how many labourers have been migrating from here, leave alone how they fare, working in places miles away from their homes. Neither the administration nor the political leaders from Marathwada feel or think they are accountable for the misery of these migrant workers or the family members they leave behind. Writing in The Times of India on 24 March, 2015, Priyanka Kakodkar gave a moving account of how drought migration forces the aged to toil as farm hands, how with the able-bodied migrating in large numbers, 72-year-olds are returning to hard physical labour they cannot cope with in Marathwada. “A single bag of jowar was all that her two sons left Hansabai Kole when they migrated to work in sugarcane fields 200 km away, last October. Soon, almost the entire village of Yevalewadi left to look for jobs as cane cutters, leaving only the elderly and young children behind. Once the food ran out, the 72year-old became a farm hand. She spends several hours a day scouting for work in the parched fields of drought-hit Marathwada’s Patoda taluka. ‘On a day when I find work, it means bending over for eight to nine hours to help harvest jowar,’ she says. She makes Rs 100 a day, barely enough to help scrape together her meals of bhakri and salt. Hansabai's greatest fear is of falling

ill, since her only companions are even older than her. ‘Last week, I started feeling faint, so I hoisted myself onto the ST bus to see the doctor. My husband is too old to accompany me,’ she says. Yevalewadi has become a ghosttown, each ancient wooden door sealed with a lock. The animal sheds are bare and the village square is deserted. In the village of 900, barely 200 remain. Marathwada is known for the seasonal migration of cane cutters, who head to sugar factories in Western Maharashtra and Karnataka from October to April each year. Roughly 10 lakh small farmers migrate each year after sowing their crop, with Beed being the largest hub. But this year, unions say, the drought has pushed migration up by 30 per cent, so 13 lakh sugarcane cutters have migrated. ‘In our estimation, there are at least three lakh more migrants this year,’ says Keshvrao Andhale of the Sugarcane Cutters and Transporters Union. Although the State Government claims it has distributed nearly Rs 4,000 crore as relief to farmers who lost their crop, many here say they have not received the money. The State’s decision to send it directly to bank accounts is a major obstacle for those who have no access to banks. State agriculture minister Eknath Khadse claims, ‘By now 90 per cent of the farmers have received the money. Those without accounts can open them under our Jan Dhan scheme.’ Villages across this belt complain of the lack of work under the rural job security scheme MGNREGS, which could have otherwise have helped stem migration. Beed district has 8 lakh registered workers but at the moment, only 9,291 are employed. ‘This season, we have not been able to get any MGNREGS work in the village,’ says Ganesh Sawant, the sarpanch of Ranjani village in Georai. However, officials say MGNREGS works have not reduced. ‘Sugarcane cutting is a traditional occupation. It pays more than MGNREGS work and people are able to get a hefty advance, so they prefer it,’ says Agriculture Minister Khadse.

Cane cutters have access to advance payments between Rs 30,000 and Rs 60,000 at the beginning of the season, which helps settle many pending debts. The work fetches roughly Rs 300 to 400 per day for a husband and wife team, much higher than MGNREGS wages. However, union leader Andhale says once cane workers return to their villages in April and May, jobs on MGNREGS will be their only lifeline. ‘It's important for more jobs to be generated by then,’ he says.” Several incidents of rape and teasing of women and young girls working as migrant labour in the sugarcane fields are mentioned – but mostly in hushed voices. Generally, because of fear, formal complaints are not lodged about such shameful incidents. Women with small children who have to work in the sugarcane fields also face immense difficulties. Due to nonavailability of necessary facilities in the hospitals, pregnant women have to often face difficulties. No attention is paid to such problems by either the Government or the employer. Amul Shinde, a migrant labourer working in the sugarcane fields revealed that there are many types of poisonous snakes in the fields, but proper shoes and gloves are not provided to them for protection. Many labourers have died because of snake bites, but there is no compensation for such deaths. Obviously, to alleviate the suffering of migrant workers and their families, sufficient rainfall in rain starved Marathwada could offer long overdue relief. And here, fortunately, according to recent reports in the papers, ‘wettest June has been a relief for dry Marathwada’. According to a 21 June, 2015 report in a leading national newspaper, “Unprecedented rainfall has brought much needed relief to the parched Marathwada region, where water levels in large dams had dropped considerably. With consecutive days of good showers, the water levels in the region's 11 major reservoirs now touch almost 7 per cent. The heavy showers ensured the cumulative water storage in these dams rose to 361 mcum, as against 214 mcum a week ago. This is an increase of al-

most 3 per cent over the water levels in these large dams over the last week. The water levels in the large dams had dropped to a worrying 4 per cent at the end of the summer season. Aurangabad district has already received 159.42 mm so far this month (June), which is almost 23 per cent of the 675.45 mm average annual rainfall. Jayakwadi dam, which supplies water to Aurangabad and several parts of Marathwada, gained 20 mcum water in seven days due to heavy showers in the catchment areas. The water levels rose by a per cent in a week. The reservoir's catchment areas have received three to four times more rain than recorded in June last year. Jayakwadi dam received 80 mm rainfall, as against 31 mm rainfall recorded during the same period last year. The Lower Manar dam located in Nanded district has registered the highest rainfall (256 mm) in catchment area. Last year, the region had received barely 10 mm rainfall till 19 June. Vishnupuri, another large project in Nanded district, has recorded 247 mm rainfall so far this year. It has registered only 25 mm rainfall during the corresponding period last year. The catchment area of Manjra dam in Beed district, which had received only 11 mm rainfall till June 19 last year, has received 148 mm rainfall so far. Irrigation department officials said catchment areas of medium and small dams in the region have received good rainfall. "The region has a total of 75 medium projects, which have shown more than 7 per cent rise in water stock over a period of last seven days. Also, the total 721 small dams in Marathwada have witnessed an increase of 10 per cent in water levels in a week," a senior official said. The 806 irrigation projects in Marathwada region have the storage capacity of 7,603 mcum. So far, the cumulative water levels had touched 515 mcum. The water levels have been rising steadily over the past one week. The cumulative water storage in 11 large reservoirs supplying water to Marathwada region had gone up by nearly 31

mcum in the last week after four days of good rainfall in the eight districts. The eight districts of the Aurangabad division have received 104.2 mm rain, about 13.41 per cent of the annual average rainfall of 779 mm for the season. Among the eight districts, Hingoli has recorded the highest rainfall with 135.6 mm so far, followed by Nanded with 122.57 mm and Jalna with 120.89 mm. Some parts of Marathwada are still waiting for better rain. Beed district has received 69.97 mm rain, Parbhani (72.6 mm), Osmanabad (71.07 mm) and Latur (81.5 mm) so far”. For July, however, the outlook was not so encouraging. According to Skymet, there was a risk of prolonged dry weather in Marathwada. But it added that overall 2015 could now only be a drought year if both July and August end up with an average deficiency for the two months of 20 per cent or more. This is highly unlikely, Skymet said. If July, August and September are down by 8, 10, and 20 per cent respectively, even then the season as a whole will not be a drought season. A good monsoon could provide a breather to Marathwada – a breather in which political, administrative and employer apathy will have to be tackled intensively to bring long-term relief to lakhs of migrant labourers in Marathwada. In this context what the Business Standard pointed out way back in 2013 holds true even today. “Lack of attention towards all crops grown in the State, as well as numerous project delays, shows poor long-term planning by the Government contributed to the current state of affairs. Though sugarcane accounts for only about a million hectares of Maharashtra's crop cultivation area of 17.3 million hectares, it consumes a whopping 70 per cent of the total water towards crops. Rajya Sabha member and former Planning Commission member Bhalchandra Mungekar says the State suffers from distorted water usage. “According to my simple guess, nearly 60 per cent of the total irrigation water is used for sugarcane alone, starving the other crops of adequate water. Again, a large number of small and marginal farmers do not have much access to irrigation water, one of the reasons for more poverty in rural areas, which is inconsistent with its growth profile. As a result, there is a crisis of drinking water not only in Marathwada and Vidarbha, but also in some districts of western Maharashtra, the heart-belt of irrigation water,” he says. R P Kurulkar, former chairman, Marathwada Statutory Development Board, attributes the sorry state of affairs to excessive use of water for sugarcane cultivation, wrong selection of sites for irrigation dams, especially in the Marathwada region, and the lack of adequate attention to watershed development programmes. “In 2001, the State Government took a decision to bring in Krishna water to Marathwada, with an investment of Rs. 4,500 crore. Though the cost has risen to about Rs. 7,000 crore, the decision remains on paper, thanks to the politics involved. In my opinion, this should be taken up on a priority basis, apart from digging 1.5 lakh wells in the Marathwada region alone,” he says”.

New Delhi: As part of its preparation for the next year's Olympic Games, Hockey India will evaluate the performance of the national men's and women's teams in the recently-held FIH World League Semi Finals in Belgium. A Special Committee was formed by HI President Dr Narinder Dhruv Batra, early this month to assess the performance of the teams. The meeting of the committee will take place on July 24. "The committee is made up of former Olympic players and international players and is chaired by Mr Harbinder Singh.
