A combination of various factors leads to the poor status of irrigation in Maharashtra, even as the state is reeling under drought, with many reservoirs having only 25 percent water.

fter the heavy deluge last month, the state is presently going through a dry spell because of the absence of rains in Marathwada, Vidarbha and North Maharashtra with reservoirs in 12 out of 36 districts of Maharashtra, having only 25 percent water.

The state is facing one of its worst droughts with 24,000 of the 40,000 villages facing an acute water scarcity. Nearly 12,000 villages have been declared scarcity-prone and water is being supplied by tankers to these villages. The more alarming

Regardless of the vagaries of nature, on an average, the state annually receives 700 to 800 millimetres rainfall and it can survive even if it receives 350 millimetres rainfall, provided the water is conserved.

But despite spending crores of rupees, most of the irrigation schemes have failed. Most of the experts are of the opinion that the politics in water distribution has made the situation worse.

New technique to unveil age of Moon rocks Researchers are developing instruments and methods for measuring the age of rocks encountered during space missions to the Moon and planets.

Many of the techniques used to date rocks on Earth are not practical in spaceflight, but a technique called laser ablation resonance ionisation mass spectrometry can avoid the need for sophisticated sample preparation.

A team led by Dr F Scott Anderson from Southwest Research Institute, Boulder, Colorado, US, has now

demonstrated that this technique can successfully date an Earth rock - the Duluth Gabbro - that is analogous to the rocks that cover one-third of the lunar nearside.

Their results imply that events from Solar System history that are recorded on much of the visible face of the Moon can one day be dated directly by instruments aboard a lunar lander.

"We can see cratered terrains on the Moon whose ages we don't know within a billion years," said Anderson.

"Ages of lunar terrains are

the linchpin for understanding the sequence of planetary-scale events from Mercury to Mars, so filling this gap in our understanding of the Moon will help us correct or rewrite the history of volcanism, planetary evolution, water, and life in the Solar System," said Anderson.

Dating the Duluth Gabbro was approximately 30 times more analytically challenging than our previous experiment, dating the Martian meteorite Zagami, noted co-author Dr Jonathan Levine from the Department of Physics and Astronomy, Colgate University, Hamilton, New York.

"We are now continuing to analyse planetary samples of increasing complexity," he said.

3D-printed ‘smart cap’ can sense spoiled milk

Scientists have developed a 3D-printed 'smart cap' that uses embedded sensors to wirelessly monitor the freshness of milk in cartons.

Researchers from the University of California's Berkeley Sensor and Actuator Center in collaboration with colleagues at Taiwan's National Chiao Tung University first used polymers and wax to enable the technology.Polymers are attractive materials in the world of 3D printing because their flexibility allows them to be formed into a variety of shapes.

They then removed the wax, leaving hollow tubes into which liquid metal - in their experiments they used silver - was injected and then cured.

The shape and design of the metal determined the function of different

electrical components. For instance, thin wires acted as resistors, and flat plates were made into capacitors.

The researchers then integrated the electronic components into a plastic milk carton cap to monitor signs of spoilage. The "smart cap" was fitted with a capacitor and an inductor to form a resonant circuit.

A quick flip of the carton allowed a bit of milk to get trapped in the cap's capacitor gap, and the entire carton was then left unopened at room temperature (about 22 degrees Celsius) for 36 hours.

The circuit could detect the changes in electrical signals that accompany increased levels of bacteria.The researchers periodically monitored the changes with a wireless radio-frequency probe at the start of the experiment

and every 12 hours thereafter, up to 36 hours.

The property of milk changes gradually as it degrades, leading to variations in its electrical characteristics. Those changes were detected wirelessly using the 'smart cap', which found that the peak vibration frequency of the room-temperature milk dropped by 4.3 per cent after 36 hours.

In comparison, a carton of milk kept in refrigeration at 4 degrees Celsius saw a relatively minor 0.12 per cent shift in frequency over the same time period.

"This 3D-printing technology could eventually make electronic circuits cheap enough to be added to packaging to provide food safety alerts for consumers," said researcher Liwei Lin, a codirector of the Berkeley Sensor and Actuator Center.

he issue of reservation rocked the Vidhan Bhavan on Tuesday as this time around it was the issue of Dhangar reservation wherein the Congress and the NCP members staged a dharna on the stairs of Vidhan Bhavan to mark the first anniversary of the agitation seeking reservation for the Dhangar community.

The agitation was visible in the legislature as the Congress and NCP members were colorfully dressed in the traditional yellow headgear (as worn by Dhangars) and sat on the stairs of Vidhan Bhavan and raised slogans demanding that the Chief Minister should implement his promise made

When the house convened for the day, the opposition members entered the Assembly by shouting slogans.

NCP group leader Jayant Patil accused the government of playing with the sentiments of the Dhangar community by falsely promising them reservation. The opposition members became aggressive and started shouting slogans for the reservation.

The leader of the opposition Radhakrishna Vikhe Patil also demanded reservation for the Dhangars.

The Chief Minister Devendra Fadnavis criticized the opposition, saying it was their government for the last 15 years and that they have done nothing in this direc-

tion during their regime and now they are blaming the present government. He said, “BJP is committed to its promise that reservation will be given without hurting the scheduled tribe reservation quota. We are in the process of studying the issue so that there is no legal roadblock like the case of Maratha and Muslim reservation”.

Since no assurance was given by the government over this issue, the opposition members staged a walkout in protest. It may be recalled that reservation to Dhangar community also was a poll promise made by Devendra Fadnavis and he had a assured a decision on the demand in the first cabinet meeting of his government if voted to power.

he FTII administration here has sought police "protection" for the campus following an incident in which a symbolic protest installation put up by the agitating students was vandalised outside the main gate.

Prashant Pathrabe, the newly appointed director of Film and Television Institute of India that is hit by a strike by students demanding removal of TV actor Gajendra Chauhan as chairman, today said a symbolic formation of a big "question mark" installed by the students in front of the gate was found vandalised on Sunday night.

"I spoke to police authorities about the incident and they agreed to provide protection as and when required," he told PTI today.

No police complaint has been filed about the incident.

Pathrabe, currently director of Press Information Bureau (PIB) Pune division, took additional charge as director of FTII last week after expiry of the term of his predecessor D J Narain.

Asked about his initiative to end the deadlock at the premiere institute where academic activity has come to a standstill since the strike commenced on June 12, the director said, "I have advised the students to be flexible on their main demand (reconstitution of the FTII Society and removal of the chairman) to facilitate a possible dialogue with the Information and Broadcasting Ministry. Withdrawal of the strike will help in this process."

Meanwhile, right wing group Patit-Pawan Sanghatana (PPS) yesterday staged a demonstration in front of the FTII main gate, raising slogans supporting

Chauhan and calling the agitating students "Naxalites".

However, several Bollywood celebrities have backed the students's emand to the government for revoking the appointment of Chauhan.

National Award winning director Aparna Sen and other Bengali filmmakers yesterday supported the students, saying the appointment of BJP member and TV actor Gajendra Chauhan as FTTI Chairman could be seen as attempts at "saffronising" the institution.

Sen said the chairman should be someone who could inspire students and they would be able to look up to him with respect.

The institute has served an ultimatum on the striking students to return to academic work or face the risk of rustication from the institute.

umbai Mayor and Shiv Sena leader Snehal Ambekar's interview with the ADC, where the Mayor stated that the “Modi's rule is quite Hitler-esque”, seems to e have created tension between the BJP-Sena alliance in Maharashtra. Though they are united in the BMC, but internally BJP corporators seemed agitated about the Mayor's statements.

After the interview given to ADC by the Mumbai Mayor, a large number of corporators from the BJP gathered at her office and protested in front of her cabin at the BMC headquarters.

The BJP corporators demanded a written apology as well as clarification and affirmed she should not make such a statement on PM again.

Manoj Kotak said, “I have spoken to the mayor, and she denied making any such statement against PM Modi.

She has used the word 'Hitler' and so we have demanded that they (Sena) issue a clarification in written. We cant tolerate any such things or words against our leader. She should issue clarification on such statements. That's the reason we are protesting in front of her office by demanding a written apology and clarification that she would never comment on PM Modi or any BJP senior leader again.”

This forced the Mayor to not attend her office today even as BJP corporators squatted on the floor outside her cabin door. Manoj Kotak said that the BJP has asked Ambekar to provide an apology as soon as possible otherwise they will intensify their protest.

In a press statement issued by the Mayor on Tuesday evening, she stated, “I haven't spoken anything against PM Narendra Modi. It is the misinterpretation of words by the opposition party members and blown out of proportion by the leaders of the opposition party. I request my supporting party members that it is a political move of opposition and I request them to t understand this ploy by the opposition party members.”

It will be recalled that this is not the first time that the Mayor has been criticized for her controversial statements.

Earlier this year, eyebrows were raised when she was criticised for calling swine flu a creation of the media, and that Lepto is a heart disease.

Further, she made a bizarre suggestion that the BMC should plant trees to check the disease. Her statement had evoked widespread criticism.

I

n a recent case of assault on BEST bus driver in Nagpada led cops into confusion over sending accused to custody. One of the accused in the case was minor when the incident took place and four hours after the incident was his birthday and he turned 18. The cops now arrested him under juvenile case and he was granted bail by a juvenile court here. If the accused had done the crime four hours after the actual time of incident he may have been in jail now.

According to police officials the incident took place on Sunday evening. The accused and three other accomplices had arguments with a BEST

bus driver near Mumbai central bus depot. The police officials said that the four accused chased the bus and stopped it. The main minor accused climbed the bus and slapped the driver few times.

They abused the bus driver and later escaped. The incident took place opposite City Center Mall at 8.10 pm.

Senior police Inspector of Nagpada Police, Shivaji Kadam said, “The juvenile was arrested and was later granted bail by the juvenile court. It was his birthday on Monday and he committed the crime a prior few hours before turning major.”

The BEST bus driver later reached Nagpada police station and filed FIR against the four. A case was registered

under section 353 and 34 of IPC. The cops started manhunt for the accused.

On Monday afternoon minor accused in the case was nabbed. He was produced in front of senior cops, he refused allegations that he slapped the driver. However the driver identified him. Very next thing cops asked him was his age, to which he said that today is his birthday and he turned 18.

A police officer said, "It was very strange at the beginning.

We were confused whether he should be charged under minor or in proper judicial court. Later by discussing with senior cops we figured at the time of incident he was minor so he will be charged with juvenile act."

Notorious criminal brutally kills his younger brother, caught within 3 hours

21 year-old youth was brutally murdered by none other than his elder brother who has more than 26 cases in his name. The murder took place over a petty issue in Bharat Nagar locality in Bandra (E) on Monday evening. After the incident the accused fled from the spot, but Crime Branch Unit VIII caught him ast Bainganwadi locality in Govandi within three hours after a long chase.

The deceased have been identified as Fahad Mustak Shaikh and shockingly he was

also an accused for killing Azhar Batla in Bandra (E) under the Nirmal Nagar Police station jurisdiction in October 2011.

Mumbai police reaches Naxalite infested area in Jharkhand to reunite missing girl found on Mumbai street with family

he team of police officials from the Kherwadi police has managed to reunited a 13 year-old minor girl with her family members after 10 day long hard work of finding her family members who stayed in a Naxalite infested area in Jharkhand.

Few days back, the girl reached in Mumbai along with one of the boys but unfortunately they got separated. Later she reached the jurisdiction of Kherwadi police station wehre Senior Police Inspector (SPI) Sujata

his is half justice,” 93' blast victim Kirti Ajmera states while watching the news of Yakub Memon to be hanged this month on one of the TV channels.

“This should have been done earlier, we say, 'justice delayed is justice denied', it has been over 22 years and is yet fresh in my life. My family have still not got over the incident. Moreover help from the government which was then promised to me is yet to be received. The BJP always raised the issue of me getting help. They came to power but I am yet to receive the help as promised to me,” says Ajmera.

“It has been late but at least there has been justice to some extent with the declaration of hanging Yakub Memon. This decision should have been taken long back. I am the victim of the blast that has left my body in pain for life. My life has reversed 20 years after the blast happened as I had to get treated and pieces of glass that had penetrated my body had to be removed.

As many as 40 surgeries were conducted that got me in financial troubles. I still await the government to compensate me with what they had promised on several occasions,” added

“On March 12, 1993, I was at the Bombay Stock Exchange where I narrowly escaped death, thanks to the fact that the bomb exploded just before I entered the premises. I was unconscious for a while. I saw a pool of blood, and different body parts lying on the road, I was rushed to GT Hospital in a taxi, but they couldn’t admit me, as no beds were available. The hospital was inundated with victims from two other blast sites. I had a life to live hence I was lucky to get a bed after which I was saved,” Ajmera recalled.

Remembering further, Ajmera said, “After the blast, my arm was hanging on by a strip of tissue. If I hadn’t held my arm in place, it would have fallen off. A large shard of glass broke my ribs and punctured my lungs. The right side of my face was also smashed by a large piece of glass.’

t’s quite amazing that to treat mental illness where the main symptoms are intense sadness, loneliness, anxiety a substance is being used that makes people laugh. Such was the sentiment expressed by the head of a team that conducted a small pilot study that found nitrous oxide - commonly known as laughing gas - showing promise in relieving severe depression that is not responding to treatment with medicines.

Mostly the patients of clinical depression are in a vulnerable state and hardly respond to medicines or counseling.

What is clinical depression ?Clinical depression is one of the major depressions and

is rapidly increasing today, symptoms like sadness, feelings of guilt, suicidal thoughts, anxiety and insomnia are common factors .

Psychiatrist Dr Yusuf Matcheswalla said , “Any depression which last more than two weeks is severe and one should report to doctor immediately, we are following the necessary required treatments as well as counseling which are also showing positive results, if required injections are also used but about laughing gas we need to research more and it should not adversely affect patients health”.

Psychiatrist at G.T Hospital Dr. Sagar Mugdada said, “Laughing gas, or nitrous oxide could offer instantaneous relief to patients suffering suicidal thoughts or depression anxiety . Doctors at Washington University found

that the effects of nitrous oxide match that of anti-depressants. It's by inactivating or temporarily blocking the receptors”.

A clinical experiment of laughing gas that is N2O, Nitrous Oxide carried on patients of clinical depression reported positive results. Two-thirds of people suffering from depression do not seek the necessary treatment. Doctors hope that therapies that do not involve medications with serious side effects, and are non-addictive, like nitrous oxide, will offer an alternative and get people suffering depression the help they need. Drugs do little to help and the side effects are many. Now doctors are researching another option. In a small study, four patients out of 20 had more than a 50 percent improvement in their mood. Three patients went into full remission.

WR recovers 7.5 cr from ticketless commuters

he Western Railway has recovered Rs 7.5 crore from 1.77 lakh cases of ticketless commuting in June. The collection of fines is 4% more than than last year.

Rs 3.15 lakh was recovered from 278 cases of illegal transfer of reserved tickets on the Western Railway. The Western Railway has detained 1,480 beggars and unauthorized hawkers while 127 persons were sent to jail.

The Western Railway charged 239 people for anti-social work and fined them under various sections of Railways act.

umbai: Yakub Abdul Razak Memon, the lone death row convict in the 1993 Bombay serial blasts that left 257 dead and over 700 injured, will hang with the Supreme Court today dismissing his curative petition, the last legal remedy available to avoid execution of death sentence.

Over 22 years after the metropolis, then known as Bombay, was rocked by 12 coordinated blasts allegedly masterminded by fugitive underworld don Dawood Ibrahim, Memon, a key conspirator, who was described by the Supreme Court as the "driving spirit" behind the worst terror strike in the city, would be sent to the gallows on July 30.

A three judge bench headed by Chief Justice H L Dattu rejected Memon's plea, saying that the grounds raised by him do not fall within the principles laid down by the apex court in 2002 for deciding curative petitions.

Memon, in his plea, had claimed he was suffering from schizophrenia since 1996 and remained behind the bars for nearly 20 years.

He had sought commutation of death penalty contending that a convict cannot be awarded life term and the extreme penalty simultaneously for the same offence.

The apex court said, "The petitioner has raised certain grounds in the curative petition which would not fall within the principles laid down in the case of Rupa Ashok Hurra vs Ashok Hurra....

"Since none of the grounds stated in the curative petition would fall within the parameters indicated in the case of Rupa Ashok Hurra (Supra), the curative petition stands dismissed," the bench, also comprising T S Thakur and A R Dave, said.

"The information he provided played an important role in the trial of the 1993 blasts case accused but instead of being treated as an approver of sorts, he became a fall guy," he said.

he opposition parties in parliament appear to be hell bent on disrupting the monsoon session. They are making impossible demands which they know the ruling BJP will not accept. The BJP is willing to have a discussion on Lalitgate and Sushma Swaraj and Vasundhara Raje’s role in it, but the opposition wants more. They want a probe and the resignation of Sushma Swaraj and Vasundhara Raje.

The government is willing to have a probe but it is totally against resignation of the two women. What becomes clear is that there cannot be agreement between the opposition and the government with regard to the Lalitgate issue. The government will not agree to the resignation of the foreign minister and the chief minister of Rajasthan.

This single issue is enough for the washout of the monsoon session.

There will be some more issues which the opposition will bring up.

Today they will bring up the Vyapam issue which gives them enough ammunition to embarrass the government. In this issue, the BJP’s involvement is considerable. What is more damaging to the BJP is there have been deaths directly linked to the Vyapam scam.

The opposition might succeed in scuttling the passing of important bills like the land bill in the Rajya Sabha. In the Lok Sabha, becaus it has a majority, the government can pass all the bills. In the absence of support in the Rajya Sabha, the government has no choice but to take the ordinance course.

he ruling BJP and the opposition Congress seem to have colluded to turn the monsoon session of Parliament into a political joust on the eve of the Bihar election.

Not only did Narendra Modi warn last week itself of a “muqabala”, his government announced a truncated three-week session instead of the usual four-week one, signaling its disinterest in pursuing a legislative agenda.

The Congress quickly picked up on this and brazenly warned that it would not allow Parliament to function unless prominent BJP leaders in the line of fire – Sushma Swaraj, Vasundhara Raje and Shivraj Singh Chouhan – quit.

The upshot is that neither of the government’s two showpiece pro-reforms bills – GST and Land – is likely to be cleared by Parliament this time. Nor will a slew of other less controversial but equally important bills be passed. The stage is thus set for a powerpacked clash between the Congress and the BJP. It’s quite clear what these two parties are doing. A perception war is being fought on the floor of Parliament. In the last round, Rahul Gandhi seemed to gain an upper hand with his suit-boot jibe. The crack was so unexpected that it caught the BJP unawares and left it fumbling for a suitable riposte.

The BJP is itching to hit back, which is why it has decided to put legislation on the back burner and turn Parliament into a political battlefield. With both sides determined to go for each other’s jugular, the monsoon session promises to be fiery but interesting as well. It will certainly set the tone for the Bihar assembly election, the outcome of which will have a major impact on national politics.

Missing from Iftar parties

or some inexplicable reason, the CPI(M) and CPI decided to stay away from Iftar parties during the just-eneded Ramzan season. Not only were they missing from Sonia Gandhi’s Iftar dinner in Delhi, they even gave President Pranab Mukherjee’s party a miss.

CPI(M) general secretary Sitaram Yechury was away in London while Lok Sabha MP Mohd Salim flew back to Kolkata on the day of Sonia’s Iftar and did not return till the day after the President’s Iftar. Last year, both had attended Pranabda’s Iftar dinner.

Madhav, Ansari in special meeting

significant meeting this week went almost unnoticed except for a single breaking news strip on TV. This was a one-on-one meeting between BJP general secretary Ram Madhav and Vice President Hamid Ansari. It was their first meeting after Madhav’s unfortunate tweet slamming Ansari for skipping Narendra Modi’s gala International Yoga Day event on Rajpath. Madhav withdrew the tweet when the Vice President’s office issued a clarification pointing out that Ansari had not been invited to the event. The Ayush ministry also apologized and explained that the Vice President was not invited due to protocol reasons since the chief guest at the yoga event was the PM. After all this expression of regret and apology, why did Madhav feel it was necessary to call on Ansari then? It seems he was asked to go by Modi himself. Significantly, Madhav spent over an hour with the Vice President.

Political circles are agog with speculation about the reason behind the move. One explanation being offered is that Modi wants to keep the Vice President in good humour for the upcoming monsoon session of Parliament which promises to be a stormy one.

Ansari is also chairman of the Rajya Sabha where the government is in a minority. It was felt that an apology in person from Madhav would be the right ointment for any remaining wound.

But political circles are also speculating that Madhav may have gone for another reason as well. He may have been sent to tap Ansari for his vast knowledge and experience of issues related to Iran and West Asia. The recent nuclear agreement between Iran and the US has major implications for India. n a much needed respite to people living in and around the coastal villages of Uttan in Bhayandar, the National Green Tribunal (NGT) on Tuesday set a time frame of 18 months for the Mira Bhayandar Municipal Corporation (MBMC) to shift its defunct solid waste management plant from Dhavgi village to the earmarked plot in Sakvar near Vasai.

Apart from this the MBMC will have to deposit Rs.70 crore in a third party escrow account during the process of transaction. Irate over the unbearable stench and consequent health hazard, villagers under the aegis of the Nagri Hakk Sangharsh Samithi (NHSS) had filed a petition before the Pune-based Circuit Bench of the NGT, seeking orders to immediate shift the plant and illegal dump yard out of the region.

olice personnel from the Kashimira police station went undercover, disguising themselves as construction workers to apprehend an accused who had absconded after violating a minor girl in Kashimira.

According to the police the accused identified as-Hassan Shaikh (40), violated raped the class II student when she was alone at her tenement in an under construction site in the Mashacha Pada area of Kashimira on 11, July. The accused and the girl’s father were known to each other and both worked as masons at the construction site.

Her mother works as a domestic help. Horrified by the sexual attack on their daughter, the frightened parents did not reveal the matter to the police. A week later, when the girl’s mother revealed the ordeal to

her employers, they approached a local social organization who intervened in the matter and helped them registere an FIR at the Kashimira police station last week.

However by then the accused had absconded.

Through the virtue of mobile surveillance, the investigating team managed to track the location of the accused which was found to be in Ulhasnagar. Since the accused worked as a mason, three special teams stationed themselves at strategic spots where construction workers assembled in search of work.

Dressed in plain clothes, the police personnel managed to nab the culprit from one such point near Eagle Hotel on Monday. “In disguise, some plainclothes cops stood as job seekers, even as the rest of the team kept watch nearby. GURUVAYOOR (KER): Security has been tightened at the famous Sri Krishna temple here following a bomb hoax today, police said.

3 minor girls drown in rivulet

BAHRAICH: Three minor girls have drowned while taking bath in a rivulet in Madarhava Judpaniya village of neighbouring Shrawasti district, police said today.

Beena (12), Reena (13) and Mamta (13) -- who were cousins -had yesterday gone to graze their cattle in the field under Sirsiya police station area when they decided to take bath in the rivulet and drowned, police said.

The bodies were later fished out by the villagers, police said.

Two Amarnath yatris die; toll rises to 25

SRINAGAR: Two more pilgrims died due to cardiac arrest enroute to the 3,880 metre-high cave shrine of Amarnath in south Kashmir Himalayas, taking the death toll in the ongoing yatra to 25, officials said today. Pradeep Kumar (64), a resident of Patna, died due to cardiac arrest at Panjtarni camp yesterday, the officials said.

Another pilgrim Satinder Prasad Singh (69) also died of cardiac arrest at Pahalgam last evening.

MBA student alleges rape by senior

Kanpur: A 25-year-old MBA student was allegedly raped by her senior in college, who also filmed the act and blackmailed the victim, police said here today.

The victim, a resident of Indranagar area in the city and studying in a private college, had befriended her senior Ajit Singh a year ago, Inspector Kamal Yadav, Kalayanpur police station said.

According to the victim, three months ago her father, a cancer patient, had to be taken to Kolkata for treatment. She was staying back at her house with a relative when the accused asked her to come to his house, on the pretext of giving her some study material.

Singh sexually assaulted the girl and also filmed the act, police said, adding that the accused threatened the victim with the video and raped her on several other occasions.

The victim lodged a complaint against Singh, son of Mathura police inspector Manoj Singh at Kalyanpur police station, after her parents returned yesterday, Yadav said.

Prima facie, it seems that the case involves spurned lovers but we have registered a case against Singh and efforts are on to arrest him, he added.

Man set ablaze over property dispute in UP

Unnao (UP): A 45-year-old man was set ablaze allegedly by three persons over a property-related dispute but he survived after jumping into a pit of water in Kaithankheda village here.

According to the victim's son Ajay, the trio was angry with his father not only because of the property dispute but also over his complain to police against them for allegedly harassing a woman in the village.

Ram Sewak was set ablaze last night by three persons when he had gone to relieve himself under Ajgain police station area, police said today.

He, however, saved his life by jumping into a pit of water and was rushed to a hospital in Kanpur where he is undergoing treatment, they said. An FIR has been lodged against the three accused - Pappu, Kalicharan and Fatte - and the matter is being investigated, police said.

The collection of data is being done by National Crime Records Bureau based here which has introduced three new categories--attack on mediapersons, attack on whistleblowers and attack on RTI activists--in its form circulated to police stations across the country this year.

ew Delhi: Delhi Commission for Women is mulling increasing the number of lawyers in its Rape Crisis Cell (RCC) to expedite proceedings for ensuring justice in such cases, its newly appointed chief Swati Maliwal said yesterday.

A day after taking over as the DCW chief, Maliwal took stock of the functioning of the commission and found that the role of lawyers in the Rape Crisis Cell and counsellors in the Crisis Intervention Centre, need to be improved.

"I had called a meeting of the officials today and got to know that we have just six lawyers who assist the legal counsels of the rape victims. They have their own practice too and it is not feasible for this small number to take care of cases in all the areas across Delhi," Maliwal told PTI. "We are considering an increase in the number of lawyers here and divide them area-wise," she added. Rape Crisis Cell was set up by DCW in 2005 to provide free legal assistance to rape victims.

A team of persons supervised by experienced lawyers provides legal services. The RCC assists the prosecutor in the trial, opposes the bail application of the accused and fa-

cilitates recording of the statement.

Maliwal, also said that she has asked for a report about the functioning of the Crisis Intervention Centre, which takes into account cases of sexual assault and provides counselling to rape victims.

"These counsellors have two more responsibilities, to get the statement recorded and ensure that the medico-legal case (MLC) is done. I have asked for a report on as to how many cases have been handled and how many are pending.

Based on the report, I will take a call whether we need more counsellors," she said. Mailwal said that the helpline at RCC was not functioning and she ordered it to be rectified immediately. "How can victims approach us if the helpline is not functioning? I have ordered it to be restored immediately," she said.

She said that as chairperson, she will set up a committee comprising international, national and state experts to prepare a blueprint for making Delhi a safe city for women.

"I have also discussed in today's meeting about developing some monitoring mechanism for both Rape Crisis Cell and Crisis Intervention Centre," she said.

did my BE in electronics in 2011-12 from SNDT University. My college had a big campus with lots of greenery. It had a very refreshing influence on us. It is very rare to get a green campus in Mumbai. On the first day of college I was very happy and a bit nervous too.

It was a new phase and I was at the threshold of a new phase of my life. My professors were

Pranks are unavoidable in hostels. In our hostel, a room was rumored to be haunted where a former student had committed suicide. People claimed to hear ‘ghungaru’ and ghostly activities in the nearby washrooms as well. That room was just beside my dorm room. In our times, we used to get preparation leaves before exams and not many girls inhabited the hostel at that time. But fortunately, for me, my rude senior roommate decided to stay.

Now was the perfect time to give it back to her. I knew she was scared about these haunted stories. One night when the security guard had fallen asleep, we burnt candles, made ghungaru noises and all sorts of paranormal voices. She was scared out of her wits. She was crying her eyes out and ended up in the nearby hospital with high fever and low blood pressure. I only felt guilty because it was exam time, otherwise it would have been fun, and I asked myself, "What have I done?"

In my third year of engineering we became so called seniors. I hated writing and completing the journal was a sort of torture. I asked my roommate to complete my assignments and journal. In the bargain, I would complete her engineering sheets. Little did I know that it was going to be the most expensive bargain I had ever made! On the day of submission

my professor somehow identified the handwriting in my journal. In front of the entire class he challenged me that it was not my handwriting. I managed to utter only two words, "No, sir". He demanded that I write something on a piece of paper and prove myself right. I had no choice but to look at the journal and copy it. Alas, he announced if it was indeed my handwriting, why would I need to copy it? "I had been to the college and have done the same thing," he said, "I don't mind if you haven't finished your work by yourself but at least be frank about it and say the truth." He let me submit my journal but I was very embarrassed not only in front of the class but also in my heart.

However, when I look back and remember those golden years, I do not remember assignments and projects and presentations.

It is the time I spent with my best buddies and talking about each and everything under the sun. It was like we were grown up but there were no responsibilities on our shoulders. It was the time of day-dreaming and working to fulfill the dreams. No matter whichever college you attend, every student will have the same story to tell about his college days, those were the days! I love my college life. Those were some of the best days of my life. I enjoyed every bit of it. I am still in touch with some of my good friends. I treasure the memories a great deal.

My best friend and I used to share every minor detail on phone. One day we were on a bike and I was driving. In the back seat, she was telling me something very interesting and I was listening to her while concentrating on the traffic at the same time. I was not responding but she kept talking continuously. ollywood actress Kareena Kapoor, who married Saif Ali Khan in October 2012, has expressed her desire to become a mother but not in the next two-three years.

"As of now there are no plans (to have children) and I am very clear about it. Of course I will be a mother someday but not for the next two three years. It is not even a thought," Kareena, who is basking in the success of "Bajrangi Bhaijaan" told PTI. After getting married to Saif, the 34year-old actress continued working in

all kind of films. The duo tied the knot after a five-year courtship.

"Despite being married, I chose to do good entertaining films including commercial films. It is difficult to balance. It is important for an actress to do everything," the "Jab We Met" star said. Kareena, daughter of Randhir Kapoor and

Babita, has been in the industry for 1516 years. She said when she looks back at her career, she feels proud of her journey in filmdom.

"Playing Anil Kapoor's wife (in "Bewafa") to Arjun Kapoor's partner in director R Balki's upcoming film, for me it is a journey. I am still working with all the Khans in the industry. I was working from a very young age," she said. According to Kareena, she thinks that she is the only actress. who balances commercial and off beat films and says she will continue to experiment. After scaling heights in her career Kareena wants to set an example for others.

"I am not an insecure person. I am happy that after so many years I am still working, I am happy, I am independent, I am married. I would like to be an example for many young girls ...That they can be married and still flourish in their career," Kareena said. egastar Amitabh Bachchan has responded to a motorist's rude Facebook post telling him to shift his meet and greet with fans to the beach as the crowd outside his home causes traffic. Bachchan, 72, wrote on his blog that the motorist blamed his Sunday meeting ritual for traffic snarls and asked him to shift to Juhu Beach as there is a "lot of space" and called him a "third rate actor".

"I would entirely agree with this responder on FB. This celebrity actor is indeed an old aged man, and most certainly a third rate actor...

But... Mr Suffering Motorist... I am in no way going to leave my house to locations that you so generously suggest, to meet my well wishers...

They are like family to me, and I shall meet my family at home not on the beach...," he wrote.

Bachchan said he did not enter into “any contract” with Doordarshan to endorse its channel DD Kisan, contrary to reports. ttar Pradesh government decided to make Salman Khan starrer "Bajrangi Bhaijaan" tax free. The director of the film, Kabir Khan met Chief Minister Akhilesh Yadav in this regard after which it was decided to make the film tax free, an official spokesman said.

On the occasion, the Chief Minister pointed out his government's resolve to encourge film making facilities in the state for which he said that an attractive film policy has been drafted by the state government.

"The film policy has encouraged many producers in the past three years to shoot in the state and more poposals are being received for it," he said, adding that work was on to set up two film cities in the state.

"Bajrangi Bhaijaan" is about a little Pakistani girl, who loses her way on the IndoPak border and finds herself in India.

Salman's character finds the girl and takes it upon himself to reunite her with her family in Pakistan.

With the introduction of composite cap in foreign investment policy, portfolio investors can invest up to 49% in multi-brand retail and e-retail companies without government approval, an official said. Although the ruling BJP is against opening of multi-brand retail to FDI, introduction of composite cap has opened the gates for portfolio investors (FIIs, FPIs and QFIs) to pick up to 49% in the politically sensitive sector without the government's nod. At present, 51% foreign direct investment is permitted in the multi-brand retail sector. Similarly, FIIs, depository receipts (DRs) and FVCI (foreign venture capital investors) can invest up to 49% in e-retail sector without government's approval.

Anil Ambani-owned Reliance Communications (RCom) yesterday launched a next-generation cloud services delivery network in five cities of the country. RCom has deployed Cloud Xchange (Cloud X) nodes in Delhi, Mumbai, Chennai, Bengaluru and Hyderabad and plans to launch 120 such nodes across the globe by end of 2015. Texprocil Welcomes Sops To Boost Cotton Fabrics Export

The Cotton Textiles Exports Promotion Council (TEXPROCIL) yesterday welcomed the inclusion of exports of cotton fabrics - both woven and knitted - to Bangladesh and Sri Lanka under the Merchandise Exports from India Scheme (MEIS). The Director General of Foreign Trade announced a new list of textile items eligible for export sops, last week.

"This is a very positive step taken by the Government as it will increase exports to these two countries. India can play a big role by supplying fabrics to Bangladeshi and Sri Lankan garment manufacturers as India is stronger in fabrics and the two countries are stronger in garment manufacturing," Texprocil Chairman R K Dalmia said.

Aiming for a dominant position in the mass-market sports utility vehicle (SUV) segment in India, Korean auto major Hyundai yesterday launched Creta with price starting at Rs 8.59 lakh. Creta is being launched globally for the first time in India.

The roll-out of the five-seater SUV in the country would be followed by launches in other international markets. "We are confident that Creta will strengthen Hyundai's position in India. It will define SUV segment in the country," said Hyundai Motor India Ltd (HMIL) Managing Director and CEO, B S Seo.

No Of Defunct Cos Up 35% This Fiscal

The number of defunct companies in the country has risen by 35% to nearly 61,500 in the first three-and-half months of the current financial year, Parliament was informed yesterday. At the end of March 2015, the number of defunct firms stood at 45,603 and the figure increased to 61,449 till July 16, Minister of Corporate Affairs Arun Jaitley said in a written reply to the Rajya Sabha. In addition, there were 1.4 lakh companies lying dormant till July 16 as compared to 1.21 lakh at the end March, he added.

The Nifty fell substantially on Tuesday (July 21, 2015) a net 74 points (0.86%) and closed at the 8529 point level. The market opened flat at the 8601 points level. It then rose sharply into the green and registered the day’s high at the 8646 points level at 9.17 a.m. The index then declined and turned into a range bound movement until 2.15 p.m. It then dropped sharply into the red and registered the day’s low at the 8517 points level at 3.03 p.m. and then turned into a range bound movement until closing at the day. The Nifty witnessed a choppy session, moved in a range of 129 points and closed below the psychologically important 8550 points level.

Support Levels: For short-term traders the immediate main support is at the 8178 points level.

The next support is at the 8106 points level.

However, the index is above its 15, 25 and 200 day moving averages and all the three averages are rising.

Further, the 25 day moving average has crossed above the 200 day moving average. The velocity parameters too indicate strength. All these indicate a positive bias. As such these are mixed signals. Investors are advised to hold long positions but with a strict stop loss at the 15-day average at the 8483 point’s level.

T

he total net profit of private sector banks taken together was Rs 1,153 crore more than all public sector banks during 201415. "Total net profit of private sector banks was Rs 38,976 crore for the year 2014-15 whereas for public sector banks, the figure is Rs 37,823.39 crore," Minister of State for Finance Jayant Sinha said in written reply to the Rajya Sabha yesterday.

All the 27 public sector banks together have market share of about 70%. There are about 20 private sector banks in the country. According to estimates by the Reserve Bank of

India, the market share of public sector banks is to decline from 80% in 2000 to just over 60% in 2025.

"The government is taking various steps to increase the efficiency of operations in public sector banks which include new governance structure at the board level, modification in guidelines to introduce professionalism at the board level and further revamping of the entire target setting," Sinha said.

In reply to another question, he said the percentage of government share holding has slightly declined in respect of 6 public sector banks during last 3 years due to raising of capital by these banks from market.

However, he said, government

shareholding has increased in 15 PSBs and remained unchanged for 6 PSBs. It is a fact that 12 PSBs are trading at 0.3-0.5 times their book value, he said.

The government has not offloaded its stock in any PSBs during last 3 years, he said, adding that there is no question of any loss.

However, the market price is highly dynamic as it is in correlation with the outlook of industry in addition to the performance of individual banks, he said. The variation in market price will not instantly cause losses to the government or banks in real term but results in national loss in terms of market capitalisation, he added.

he underlying business sentiment in India during July-September quarter of calender 2015 is likely to remain subdued amid concerns of weak factory data and potential impact of deficient monsoon, a study said yesterday.

According to research firm Dun & Bradstreet, the Business Optimism Index, which measures the pulse of the business community, stood at 127.2 for the July-September quarter, registering a mere increase of 0.2 percentage as compared to the

previous three-month period.

The index for the third quarter of 2015 seems subdued "amid concerns surrounding the contraction in industrial production and the potential impact of deficient monsoon rainfall on rural demand and inflation", Dun & Bradstreet India President and Managing Director Kaushal Sampat said.

According to the study, the economic weakness in the domestic market was compounded by lower growth in China and continuing financial woes in Europe that raised doubts about the strength of growth

of the world economy.

"These developments during the survey period could have played a role in pulling back expectations regarding new orders and employee levels thus tempering business confidence for Q3 2015," Sampat added. Sampat further noted that for business confidence to improve significantly, it is important that some key bills get passed during the monsoon session of Parliament.

"Going forward, the progress of the monsoon will also play a crucial role in shaping business sentiment," he added.

AHORE: JuD chief and Mumbai attack mastermind Hafiz Saeed today warned Pakistan Prime Minister Nawaz Sharif against extending a hand of friendship to India under international pressure and without taking on board the Kashmiri people.

"Prime Minister Nawaz Sharif should not think about one-sided friendship with India. Any such step will hurt the Kashmiris," Saeed said.

The Pakistani government should not hold talks with India without taking the Kashmiri people on

board, he said.

"Pakistan must not come under pressure from the international community over the Kashmir issue and stick to its principled stance," he said in a statement.

The warning by Saeed came after a meeting between prime ministers of India and Pakistan in the Russian city of Ufa on the sidelines of the SCO Summit on July 10, where the two leaders decided to revive the stalled dialogue process and expedite the trial of the Mumbai attack case.

The founder of the banned Lashkar-e-Taiba terrorist group, which carried out the audacious 2008 Mumbai attack that killed 166 people, advised the Sharif government to better become an "advocate" of Kashmiri people instead of extending a hand of friendship to India.

Saeed, who has a USD 10 million US government bounty against him, is the chief of Jammat-udDawah (JuD) - a terror outfit listed by the UN but operates freely across Pakistan.

Suspected Boko Haram fighters kill 23 in north Cameroon Y

AOUNDE (Cameroon): Suspected Boko Haram militants have killed more than 20 people including multiple children in their latest attack on northern Cameroon, easily overwhelming the few soldiers posted at the targeted village, residents have said.

More than 80 assailants stormed the village of Kamouna, located near Lake Chad in the northern strip of Cameroon that lies between Nigeria and Chad, on Sunday night, said Pastor Edward Ngosu, a Nigerian missionary who has been based in the village for four years. Only seven soldiers were present at the time, and they were quickly overwhelmed, Ngosu said. "They began shooting in the air to scare the attackers" but were unsuccessful, he said, adding that 23 people were killed. Residents had asked the mil-

itary for more protection last week after suspected Boko Haram fighters conducted a raid near the village and stole livestock, said Bachirou Ahmad, another resident.

Communications Minister Issa Tchiroma Bakary yesterday said he had no information on the attack.

EIJING (PTI): A 33-year-old unemployed man blew himself up in eastern China, killing himself and two others and wounding 23 more, the latest deadly action by a disgruntled citizen.

Xie Xingtang detonated the blast yesterday at a park in Heze, in the eastern province of Shandong, the official Xinhua news agency said, adding that three of the injured were in critical condition.

Two people, including the man suspected of triggering the explo-

sion, died on the spot.

One of the injured died after being sent to the hospital.

Police investigation suggests the suspect was single and has suffered from liver cirrhosis ascites for years.

His condition had taken a turn for the worse prior to the incident.

The county government said they had allocated subsistence allowances to and his family and provided policy support and donation to them since 2013 as they faced financial difficulties.

EW DELHI: A day after India's hockey coach Paul van Ass claimed that he has been fired from the job, Hockey India (HI) president Narinder Batra hit back at the Dutchman, saying that he was not a "good coach" and his fate would be decided by a special committee on Friday.

Batra confirmed that he had an altercation with a "rude" van Ass after India's match against Malaysia in the World Hockey League semi-finals at Antwerp, Belgium, but he had never sacked him.

Van Ass had yesterday created a flutter by claiming that he has been fired by HI following his public altercation with Batra.

The HI president also said that a committee has been formed to decide on the fate of the coach and it will take a decision on Friday. He said he had no ego problem and if the committee felt the coach should continue, he would himself go to The Netherlands to bring him back.

Batra said that Van Ass realised that it would have been difficult for him to deliver the goods in India as the system

He also did not submit his report on India's performance.

On what is the status now, Batra said: "Decision will be taken by the committee (during HI's meeting on July 24), which consists of former Olympians and performance director. If you think I have an ego, the committee would decide whether he would come back. I assure you, I would personally got to Holland and bring him back.

No technical flaws in my game: Pujara

HENNAI: India A skipper Cheteshwar Pujara today asserted that there were no technical flaws in his game and his County stint with Yorkshire has actually prepared him mentally for the demands of the modern-day cricket.

Pujara lost place in the playing XI in the Indian Test side after a below par show in England and Australia Test series and has been struggling to regain his spot.

Experts had opined that Pujara had technical flaws in his game and that is why he struggled to perform in overseas conditions.

phase that I have not scored many runs," the youngster added.

"Overall, if you see my career, I have scored runs with the same technique. There is nothing wrong with my technique and I just need to stick to what I know. I will be working hard on my game and hopefully I will get some suc-

Pujara is confident that he will be able to score in the new assignment. "I want to enjoy my cricket wherever I play. I want to score runs and help the team succeed. Here, I have added responsibility leading the team and guiding the players. I have been batting well in the nets and I hope I will be able to score some runs in the game." Asked if he feels pressure to make a comeback to the India team, Pujara said, "As a cricketer whether I am in playing eleven or not, I have got to improve. That is what I look to do. To be in playing eleven is not in my hands.

What I am going to do is to improve my game. Ultimately, I will get my opportunities. I just need to be patient and keep working on my game."

Eden to host World T20 final, Mumbai to host one semi-final

NEW DELHI: Kolkata's Eden Gardens will host the final of the ICC World T20, to be held in India from March 11 to April 3, next year, across eight cities, the BCCI announced.

Matches will take place across Bengaluru, Chennai, Dharamsala, Mohali, Mumbai, Nagpur, New Delhi and Kolkata, which gets to host the summit clash at the iconic Eden Gardens.

It has been learnt that Mumbai's Wankhede Stadium [in pic] is in line for one of the two semifinals while Delhi's Feroz Shah Kotla in all likelihood will host the other semifinal."One of the semi-finals will be held in Mumbai. The other might be held in Delhi. In case the semifinal is not held in Delhi then it will host a marquee match like India versus Pakistan. Dharamsala will host an India game against one of the qualifiers," BCCI secretary Anurag Thakur told reporters here.

The popular ground had missed out on hosting big ticket games during 50over World Cup held in India four years ago. The India versus England game was shifted to Chinnaswamy Stadium in Bengaluru after ICC found that Eden Gardens' renovation work was not complete. However, Eden Gardens have organised marquee matches in the past, notably the 1987 Reliance Cup final and 1996 World Cup semi-final, which India forfeited the match to eventual champions Sri Lanka due to a crowd disruption.

BCCI said the chosen venues will have to meet the prescribed requirements. "These venues will host the matches subject to fulfilling the prescribed requirements of the ICC and BCCI while adhering to the statutory obligations that are mandatory for hosting an International match," said the BCCI in a statement.

Mumbai Marathon registrations begin

MUMBAI: The registration process of the 13th Mumbai Marathon 2016 which will be held on 17th January, 2016 started from yesterday.

Registrations for the half marathon will start from July 30 and close on August 28 while registrations for the dream run will commence from August 18.

There are 4,500 running places on offer for the full marathon, while 15,000 places will be available for the half marathon.

The dream run, including the DHL Corporate Champions, will accommodate 20,200 participants. 1500 entries will be permitted in the senior citizens’ run.

Tussle between rival factions in JKCA intensifies

RINAGAR: The tussle between the Farooq Abdullah faction and the rebel group intensified today with Imran Raza Ansari holding a meeting of the Jammu and Kashmir Cricket Association (JKCA) to chalk out a roadmap for the sport in the state.

The meeting comes a day after Ansari, who is sports minister of the state, said that he was elected by 44 of the 64 affiliated units as the president.

This was immediately challenged by the Abdullah group which moved court and got a stay order.

Abdullah once again asserted that the new body was illegal and vowed to fight it through legal channel.

"The office bearers of the Cricket Association met today to chalk out the itinerary for the forthcoming season. The game has already suffered a lot and it is high time that the focus is back on cricket," Ansari told PTI. However, Abdullah, who was elected president of the body for a three-year term in May 2014, termed yesterday's election as illegal saying the present state government headed by Mufti Mohammad Sayeed

was indulging in "goonda raj".

"I am very sorry that the present government instead of worrying about people and situation are further dividing people. They think by (using) the government (machinery), they will indulge in goonda raj (hooliganism)," the former Chief Minister, who has been the president of JKCA since 1980, said.

"That is not going to be acceptable. We are not goondas (hooligans) here.

We are going to fight against them legally,. We will knock every court's door but we are not going to be cowed down by their tactics," he added.

The faction headed by Abdullah yesterday obtained a court order from Jammu which kept the fresh elections in abeyance till next date of hearing on July 31.

"They broke the locks and unfortunately they had the DIG with them. Can you imagine is that what the government is for? It was a completely government maneuvered thing and I feel very sad that Mufti Sahib has come down to this level which I did not expect from him," Abdullah said.
