As the face-off between the Campa Cola residents and the BMC stretched into the third day, the residents petitioned President Pranab Mukherjee seeking his intervention to stay the demolition of the illegal flats. “We have written to the President and have humbly stated the ways in which the illegal flats can be regularised. Says Dr. Manjeet Singh, as he stresses on the need for professional training to paramedics who handle patients at the very first level while putting them into ambulances By Shwetha Kannan
W
hile Gopinath Munde's death in a road accident brought focus on the need for better road safety, one more aspect that calls for attention is the need to have trained paramedics and staff who can handle victims of accidents the right way. Dr. Manjeet Singh, a certified industrial physician who is an expert in first aid and cardiopulmonary resuscitation (CPR) and has conducted more than 700 sessions across Maharashtra since 1982 as a first-aid trainer, in a tete-a-tete with the ADC said that inappropriate handling of Mr. Munde's neck after the accident, was one of the reasons that led to his death. He also went on to say that “80 per cent of total deaths due to accidents can be avoided if the accident victim is handled the right way” and called the state of affairs in the country with regard to paramedics “pathetic”. Here is more of what he had to say on this issue. “Training for paramedics and staff in ambulances is very much lacking in our country. The focus is only on 'lifting' the victim and not on 'how to lift' the victim, which is actually more important. The aim of paramedics and ambulance staff is to make sure that the victim reaches the hospital alive and in a condition where there are chances of he or she being saved. But right now, the only focus of the socalled paramedics is to reach the patient to the hospital,” Dr. Singh said. Explaining why he calls the ambulance and other staff that handle victims on accident spots 'so-called paramedics', Dr. Singh said, “Hardly any of these people are trained to be paramedics. They would not have undergone any training to be paramedics. Anybody who is in need of a job, if approaches a hospital, is taken in as an ambulance staff and he starts playing the role of a paramedic. There are no qualifications required. There are no other criteria. This is so wrong. And the reason behind this is that the role of a paramedic is underplayed in our
Dr. Manjeet Singh country. The importance of a paramedic is yet to be understood. Right now, the attitude is such that anybody and everybody can become a paramedic.” So what can be done to better the situation? “The government should open more institutes that provide a minimum certification course for people wanting to be paramedics. Also, a rule should be brought in that only if a person shows a valid authentic certificate of having passed a course in paramedics can be hired by hospitals. These people should know at least the basic anatomy of the body. They should know how various parts are connected to each other and how the body functions,” Dr. Singh answered.
Right now there are no such institutes at all? “There are a few. There are some private institutes. Yes, the Civil Defence gives this training too but I am not sure how many even know of it. And even if they do, no one bothers getting enrolled as right now there is no need for being trained to be a paramedic, right? “Also, just the way we doctors have to undergo Continuing Medical Education (CME) at regular intervals, the ones who have taken paramedical training should update themselves and keep themselves abreast of the new developments in their fields because knowledge, if not updated on time is of no use,” Dr. Singh told us. Currently, learning for paramedics is just on the job. “This is putting so many lives in danger. Despite being trained, it takes around two years to be confident of the techniques and getting them right. So when you are totally unaware of the techniques, then it takes easily three to four years for learning. And by then God knows, how many lives one would endanger,” he worriedly added. When asked to give an overview on the situation of paramedical training and expertise in our country, Dr. Singh said, “Right now it is pathetic as paramedics are just ordinary people who do not know the art of lifting and shifting. In order to be able to save lives, paramedics need to undergo rigourous training and should know the basic anatomy of the body. Training is a must. Presently, hardly any ambulance staff or 'paramedics' are trained in the true sense. And even if they are, they do not bother updating their skills or renewing certificates. Also, the authenticity and genuineness of their certificate at times becomes questionable when you see them work. Their knowledge does not seem to reflect in their work.” Before signing off, Dr. Singh said, “The role of a paramedic is to get the patient alive to the hospital and hence very important. The 'clean chit' to politicians following your report has become a debatable issue. What is the reality? Let me make one thing clear. My report has not given a clean chit to any politician. The report clearly states that the members and the chairman of the governing council of the IDC are responsible for the irregularities and violation of rules. I was shocked to see what came before the house. The significant aspects which were integral to my report were skipped in the executive summary tabled by the government in the Assembly and the Council. Try to understand this important aspect, that the Minister for Water Resources, who is the chairman of the corporation, is not bound by government service rules which made it difficult for the committee to recommend the next course of action. But it expects the cabinet to pursue and take further action against the minister responsible for the wrongs committed in irrigation
sector. My stand is clear. I have not safeguarded the politicians.
Was the role of the Water Resources Minister examined? The most significant thing is that the IDC came into existence in 1995. As a result, there were different ministers in different phases who held the portfolio of irrigation. From its inception, the ministers who headed the corporation included Mahadev Shivankar, Eknath Khadse, Padmasinh Patil, Ramraje Nimbalkar, Ajit Pawar and Sunil Tatkare. However, it was not within our scope of terms and references to focus on the role of each minister. That is the task of the cabinet. So they should collectively pursue and take necessary action. Otherwise there is no meaning to the probe and the report. The very purpose of the 1,300 page report will be defeated if politicians are given a clean chit and only officials are subjected to departmental investigation and punished. What is more significant to
The multi-crore irrigation scam in the state came to light after the official economic survey observation pointing out that, though Rs.70,000 crore had been spent on various projects in the last decade, the state's irrigation potential had increased only by 0.1 per cent. After much hue and cry, Chief Minister Prithviraj Chavan appointed water management expert Madhav Chitale to head a committee to probe the issue. The committee was set up in December 2012 to study the escalation of costs at various projects. Its report was submitted to the government in March this year, and this 1,300 page report, along with the Action Taken Report, was tabled in the house in the recently concluded session of the legislature. The Chitale committee report clearly states that the members and the chairman of the governing council of the Irrigation Development Corporation (IDC) should be held responsible for the financial irregularities and violation of rules in irrigation projects. Although the panel has not named any politician, the chairman of the IDC's governing council during the relevant period was Ajit Pawar, who was Water Resources Minister between 1999 and 2009. Hence the action of the state government giving him a 'clean chit' has raised many eyebrows. In a telephonic interview with Suyash Padate, Chitale threw light on some contentious points.

works whose evaluation cannot be undermined or lapses overlooked.
Would the evaluation of the work done by the other ministers have cleared many irregularities in various irrigation projects? Since evaluation of individual ministers' style and work was not the scope of our study, it will be politically incorrect to make any comment on this. But I can suggest that if we look into the details of the projects and irregularities committed over the period of time, it will not be difficult to arrive at some conclusions to proceed against those responsible. What was most shocking was the fact that ministers, after assuming the executive powers in the corporation, never adhered to the rules. A corporation is expected to have at least 12 members and take a collective decision. It is expected to maintain certain quorum when taking an important decision on irrigation project. But it is

evident that this was never followed. There was a gross violation.
What you think about the Action Taken Report and the deletion of specific portions related to the politicians? See, my work was to submit the report which I have done. The Action Taken Report is prepared by the government. I can't comment on it.
How about several violations in irrigation projects? In my report, I have categorically stated about the need for further investigation through competent authority for violations of norms while awarding tenders. The contractors' work and mobilisation of advance before approving the project has been overlooked. This part has to be investigated. The several violations related to financial aspects in irrigation projects could not be probed as it did not come under the terms of reference for the inquiry. The government should thoroughly probe these aspects.

State to launch Project Monitoring Group By A Staff Reporter
A
gainst the backdrop of a rout in the Lok Sabha elections and with an eye on the forthcoming Assembly polls, the Maharashtra government has decided to set up a monitoring group to expedite clearances of industrial projects. The government is likely to launch a PMG (project monitoring group) portal next week that will facilitate faster clearances of industrial projects through web to ensure more transparency and time-bound action. "In view of the success of the PMG at the Centre, there was a demand from the industry to lower the threshold limit. Accordingly, the Cen-
tre is now assisting states, including Maharashtra, to set up their own portals for smaller projects," the Central PMG chairman Anil Swarup told PTI. Swarup said that projectrelated clearances will be monitored through a web portal and he would soon be coming to the city to launch it. A specialised project monitoring group (PMG) had been set up last year during the previous UPA government to accelerate pending industrial projects worth up to Rs 1,000 crore as the stalled projects touched a whopping Rs 21 trillion under its watch. Maharashtra will be the eighth state to set up a project monitoring group after
Odisha, Uttarakhand, Kerala, Chhattisgarh, Uttar Pradesh, Jharkhand and Karnataka. The Prithviraj Chavan government has come under criticism from industry players as well as political parties for delay in clearances for projects which they claimed was impacting the growth of the state. Though the government has been taking steps to ensure single-window clearances, due to various levels of approvals required, projects have been delayed. Swarup said that at the central level, in all 438 projects have been accepted for consideration so far which entail an investment of around Rs 21 trillion.

Prithviraj Chavan THE appointments of Governors of State and Nominated Members of Legislative Council have never been followed as per the Constitution. In both cases, the appointments are more a sort of political rehabilitation for partymen who have either passed their sellby date in politics or simply cannot get themselves elected to either the state legislature or the parliament. Another similarity is that in both kinds of appointments, the appointees are at the pleasure of the Governor or the President of India, that is, in other words, the state or the Central government. Why some Governors are digging their heels in is be-
cause they are taking refuge in the 2010 Supreme Court verdict which offers some sort of protection against arbitrary removal. The charge has been that Governments of the day have always politicised these appointments and appointed their own trusted aides as listening posts, especially if the state government is of your rival political party. Framers of our Constitution wanted Governors to be ideologically independent. The case of Nominated MLCs is no different either. Since late 1990s, successive state governments have rarely followed the Constitution norms which stipulate that these appointees should be from certain sections of the society like artists, sportspersons, scientists, etc who otherwise cannot contest elections and whose expertise can be used for framing better laws and policies. Unfortunately, the government fails on both counts.

We are trying to motivate the young generation of Maharashtra to give its best to get global recognition for Maharashtra
in at least one sector.” Nine business leaders and entrepreneurs were honoured, with awards given by chief guest Sharad Pawar. A blue-print, Max Maharashtra, to take Maharashtra on the global map was also unveiled. Three industrial sectors were identified as potential sectors in which Maharashtra can make its own mark on the global map. The sectors were Media and Entertainment, Management and Research Education, and Heavy Equipments and Machinery for Infrastructure. Nintin Potdar, while addressing the audience, said,

Post the 1993 Mumbai serial bomb blasts case, the then leader of the opposition in the legislative assembly, Munde, had launched one of the fiercest political attacks on Pawar, eventually paving the way for the Sena-BJP to be swept to power in 1995. Later, the NCP managed to split the Munde family by weaning away his nephew, Dhananjay, to its side. But as Pawar said yesterday, the late Munde was a person who never followed the “Clock” (NCP’s election symbol). Paying tributes, Pawar remarked that some how Munde’s equations with the Clock never worked out. Another significant remark that Pawar made was to announce that the NCP would not field its official candidate in Beed Lok Sabha bye-elections if anyone from the Munde family chooses to contest or is fielded by the BJP. This, according to some, is a clever way of defusing the anger against the NCP and Pawar, in particular, in the Marathwada region and in Beed district in particular. The NCP and Pawar had fought a bitter Lok Sabha campaign against Munde in the recent Lok Sabha polls.

y writing a letter to President Pranab Mukherjee demanding cancellation of nominations of 12 Governor nominated members of the Legislative Council (MLCs) on grounds that they are political appointees, leader of opposition in legislative council Vinod Tawde (BJP) has revived the age old debate of whether it is right to nominate political leaders to vacancies instead of appointing prominent personalities. Tawde argued that as per section 5 of Article 171 of the Constitution, appointees to vacancies of Nominated MLCs shall be people having background of Arts, Sports and Science. But records since late 1990s show successive governments have rarely followed the law. Tawde argued that all the appointees are primary members of Congress and NCP and do not fit in the criteria laid down in the Constitution. Tawde termed the action of the ruling Congress-NCP alliance as an attempt to politically rehabilitate its party cadres in the upper house of the state legislature. He also wanted to know as to what special contribution did the recently 12 Nominated MLCs have made towards
Arts, Sports and Science. Speaking to ADC yesterday former legislature principal secretary Ramesh Kambli remarked that the government has rarely followed the norm. He advocated the need for laying down some directives in this regard. A significant aspect of these nominated MLCs is that they do not have to submit any affidavit disclosing the details of their moveable or immovable assets as is required by MPs, MLAs and MLCs, though they enjoy the same powers, privileges and perks as the rest of the elected representatives. Moreover, while the Constitution is silent on the educational qualifications required for MLCs, it prescribes an age limit of 30 years for candidates contesting elections to legislative council and the Rajya Sabha. Furthermore, there are no elections held for these vacancies and members are nominated by the Governor on the basis of the recommendations of the state government. Another significant pointer is that these nominated MLCs do not have to submit any election affidavit spelling out the details of the assets and liabilities as well as the criminal cases if any they are charged with.
From the records available since 1960s – prominent personalities who have graced the hallowed portals of the upper house in the state legislature include – noted Islamic scholar Dr Rafiq Zakaria, noted lyricist Shantaram Nandgaonkar, noted Marathi poetess Sarojini Babar, noted lyricist, agriculturist and poet Prof N.D. Mahanor, noted lyricist and poet G.D. Madgulkar and satirist Prof. Ramdas Phutane among others. But the trend in nominating such personalities to the upper house has shown a declining trend since the 1990s. It may be recalled that the Congress-NCP led government nominated 12 MLCs to the Governor Nominated constituency in the upper house almost a month later. The term of the 12 Nominated MLCs had ended on March 12, 2014. The Congress nominated Anant Gadgil (MPCC spokesperson), Prof. Jogendra Kawade (PRP President), Jannardhan Chandurkar (MRCC president), Husnabano Khalite, amhari Rupanwar and Anandrao Patil. While the NCP nominated Ramrao Vadkute, Khwaja Beg, Jagganath Shinde, Vidya Chavan, Rahul Narvekar and Prakash Gajbhiye.

fter a long and confusing Sunday, officials at the Central Railways (CR) finally confirmed that season tickets will be issued as per the existing fares until Tuesday. T
he cut-off marks for first year degree courses have kept most students already out of the lists. Most colleges have 60 seats per course but more than 1,000 students have staked their claim to them. This has led to the seats being filled up with the second merit list
itself, leaving no scope for a third merit list. As per the norms of Maharashtra Universities Act 1994, a college is allotted with only 60 seats for a management or un-aided course. Considering the applicant with the highest marks, a cut-off list is prepared and closed as per the availability of seats.
After the MU noticed the increase in the number of applications for management and un-aided courses, it applied to the government, requesting an increase in the in-take limit. The state government agreed to the demand and the MU soon allowed extra classrooms to those colleges who wanted an extra division. Top col-
leges from south Mumbai however have continued with the 60 students classroom. Shriya Singh, a student who has just cleared her HSC, said, “I have applied for the course of Bachelor of Mass Media (BMM) in colleges from south Mumbai. Most of these colleges have only 60 seats and thousands of students have applied for admissions there. I am disappointed as the seats might get filled by the second list and I may lose a year.” On Thursday, June 18, the first
merit list for admissions to First Year Degree College was declared. A hike in the admissions was noticed by around 10 per cent as compared to the last year. Even students who had secured above 85 per cent in their HSC exams were unable to make it in the first merit list. Dr. M.A. Khan, Registrar, MU, said, “The students should not be worried as they will surely get an admission in some college or the other. Students should wait for the second list.”

Vasanthi Kadhivaram, an associate professor attached to the Department of Physical Education, University of Mumbai, has filed a defamation suit of Rs.1.50 crore in the Bombay High Court against the Assistant Professors of the same department, Vishwambar Jadhav and Nilesh Lohar, for filing a false case of atrocity, strangulation, etc. against her. On December 2, 2013, Dr. Vasanthi was acquitted by the High Court while passing a judgment order that the prosecution miserably failed to prove the allegations in a case which was filed by the two professors against her at the BKC police station in October 2010. She has now moved the High Court with a defamation suit against Jadhav and Lohar. Significantly, in December 2012, Professor Lohar was arrested in a sexual harassment case filed by another colleague. UBAI: An 11-year-old Indian student is the lone participant from the UAE who has got her two experiments approved for launch into space under a programme for budding young scientists. Two experiments of Prerna Pai, a seventh grader at Sharjah's Delhi Private School (DPS), are among the 100 selected experiments that will be fired into space under the Cubes In Space Programme on June 26, Gulf News reported. The Cubes in Space (CIS) Programme was launched in May and had invited students from around the world in the age group of 11-14 to devise experimental payloads for space, reports PTI. "I had to think a lot when I learnt about this contest and sent them (CIS) many proposals. My science teacher has always encouraged me to think out of the box and that inspired me. "Once my ideas were selected, CIS sent me a kit into which I had

The second involves two tiny bottles - one made of plastic and the other of glass - sealed with a modelling clay cork and placed in a cube. The experiment will focus on how the bottles react to lack of atmospheric pressure: Will they disintegrate, get damaged or remain intact? Once the experiments are back from space and mailed to her, Pai intends to begin research on the effects, film the results and mail them back to CIS.

he Indian Institute of Planning and Management (IIPM) at Bandra has been embroiled in another controversy for non-payment of salaries to employees and ex-employees for several months. The matter came to light as political parties, including the Maharashtra Navnirman Sena (MNS) and the Bharatiya Vidhyarthi Sena, students wing of the Shiv Sena, has written to State Higher and Technical Education Minister Rajesh Tope, and also to Governor of Maharashtra K. Sankaranarayanan, State Home Minister R.R. Patil, Mumbai Police Commissioner Rakesh Maria, and Chairman of All India Council for Technical Education (AICTE) Dr. S.S. Mantha, to take action against the institute. In a recent case of alleged nonpayment of salaries, some of its former employees, who wished not to be named, in a complaint written to the Senior Police Inspector of Bandra police station, have stated that even the police is shunning them away from filing any complaint against the IIPM. They alleged that they were working with the IIPM since one year and were denied their salaries for eight months. “I was forced to resign from my duties due to non-payment of salary and we kept following up the matter with the management so that they would pay us our salaries. Salim Khan harassed us whenever we asked for the pending dues. We were also abused on occasions. However, when we went to the police station to file the complaint, we were shunned by your officer Ms. Simali Patil and another officer, who claimed that there is already an issue of IIPM registered in this police station which is unresolved and asked us to wait for over eight hours. The CCTV footage of the police station can reveal the truth. Also on May 25, we approached Inspector Shahaji Shetke to register the same complaint of abuse against Salim Khan. However, that too seems to
have fallen on deaf ears as we were handed over a copy of a non-congisible complaint whereas a complaint should be registered as an FIR as per guidelines of the Supreme Court,” the complaint stated.A letter written by Aditya Rajan Shirodkar, president of the students' wing of the MNS, states, “The IIPM has denied their employees salaries for last 15 months and has shut down centres across India. Criminal cases of cheating and fraud have been registered against IIPM and its management in various part of the country. In Mumbai, the IIPM management had promised the employees that they would sell their building at Bandra, and pay off the salaries/dues, but no such thing has happened. It was just a false assurance. The police have raided many of its centres in the country. It is important and essential that strict action should be taken against the institute.”Nadeem Wani of Bharatiya Vidhyarti Sena, Shiv Sena's students wing, in his letter has sought registering of an FIR against Salim Khan. “A sensitive issue like passing lewd remarks, abusing women and outraging the modesty of a woman is not considered a serious crime by your officials. However, in this case justice is denied to these women even after they dispatched a complaint letter to you. The 39-year-old actress, who had left India soon after filing an FIR against Wadia on June 12, arrived at Chhatrapati Shivaji International Airport here yesterday afternoon and refused to speak to the waiting mediapersons. "As she has arrived in Mumbai, her statement would be recorded soon," Deputy Police Commissioner Ravindra Shisve, who is supervising the probe, told PTI. However, another officer privy to the probe stated that the actress's supplementary statement would be recorded either tomorrow or on Tuesday. Preity had filed a police complaint on June 12 night alleging that Wadia (44) outraged her modesty at Wankhede stadium on May 30 when an IPL match was played between Kings XI Punjab and Chennai Super Kings, a charge the industrialist has denied as "false and baseless". Shisve said the investigators want to ask the actress about the exact place where the alleged incident took place and who were around. At one point of time, the actress had claimed, "I left for my seat, but he (Ness) came up to me at my seat and started screaming and abusing me in front of everyone."

has accused Paes' father of preventing her and her daughter from entering their Carter Road residence. She has also sought blocking of any transfer of property to any 'third party'. Paes had last month filed 'a guardianship petition' in the family court seeking permanent custody of his daughter from Pillai.

A big blow to suburban commuters T
HE railway budget prepared by the UPA government and passed by the BJP has caused a great deal of distress across the country. The BJP government straightaway approved it without bothering to bring it before parliament – an unusual exercise. The passenger fare has been increased by 14 per cent and the freight rate by 6 per cent. Finance minister Arun Jaitley says increase is necessary to expand the network and improve the services. Prime Minister Narendra Modi who all along his poll campaign was holding forth that the poor will top his priority list has hit them hard by imposing on them an unkind increase in rail fare. In Mumbai, a second class season ticket from Virar to Churchgate — which used to cost Rs. 280 will now cost Rs. 645. The first class season ticket which was Rs. 1035 will now cost Rs. 1960. Nearly 7 lakh commuters of western and central railways will be affected. What is certain is that the service in the suburban railway is not going to improve one bit. The railways do not provide a seat for a large number of commuters. All of them are overcrowded. Getting in and out of coaches is a painful experience. The safety factor is conspicuous by its absence. Lakhs of people go through daily ordeal. Is there any guarantee that rail travel will be safe and pleasant after the new fares are collected? Chances are the services will be as bad as before. Take an example: the railways know that it is dangerous to leave wide gaps between the train and the platform. Since the last two years, they have been tinkering with the problem. It still remains on paper. It is not just lack of funds that is holding up various works with railways. Narendra Modi’s government now has already stopped favouring the poor. The finance minister’s latest remark shows where his sympathy is: “India must decide whether it wants a ramshackled or a world-class railway.” And it is most hilarious that the Congress party which prepared the budget is leading protests in Delhi and other places against the hike in passenger fares.

t is natural for some of the mass affection for the winner to be spent the moment he scores big at the ballot box. Not unlike an ardent lover who upon getting his dream beloved finds some ardour cooling. Something of that sort might already be happening with the Narendra Modi government. Though it is early days yet, the people impatient for change, who contemptuously threw out the Congress Party, are keenly awaiting the first tangible signs of that change. Whatever changes that have taken place thus far concern the new personnel replacing the old and rejected ones, or a mere tinkering in the mundane details of official functioning. More is awaited. Of course, you will have to discount the brazenly unrepentant Congress lot which skipped even the customary post-mortem of its spectacular humiliation. It has taken to the streets against the new government without even caring to know the basics. Such as that neither power nor water supply can be augmented overnight and that it would take a while to clear the mess left behind by them for the new regime to begin the urgent task of nation building. Even though the Modi government can still afford to treat the Congress opposition with benign neglect, what it cannot do is to ignore the popular craving for real change. Soon the very people who voted for the BJP would begin to ask questions about the tangibles of that change in their everyday lives. Unlike the handful of Congress demonstrators on the streets in the national capital, ordinary Indians have vast reserves of patience which will allow the Prime Minister at least a few more months to show results. Admittedly, the on-going battle of nerves with the Congress nominees in various Raj Bhawans can only end in their ejection from the gubernatorial sinecures. But the controversy is bad for the image of the new regime insofar as it only goes to show that it too has no new idea to overhaul the system of patronage put in place by the previous Congress regimes. Appointing one set of political hasbeens with a new set of political has-beens would hardly signal a break from the constitutionally perverted past. Modi was expected to shun this old style politics, wasn’t he? Again, the creeping centralisation of all authority in the Prime Minister’s Office would be welcome if it guaranteed a better and efficient government. Remember that no PMO was as power-centric as that of Indira Gandhi’s. And we all know what happened to the country under Indira Gandhi. A very thin line separates a strong prime minister from an authoritarian one. Instead of nominating PAs and other personnel in various ministries, it would have been immensely better to choose the ministers well and then trust them to pick the best and the brightest as their personal aides and senior secretaries. In the age of Twitter, Facebook and 24x7 television, ministerial PAs create a highly avoidable controversy. Indeed, even the circular on the use of Hindi could have been better thought out. Though there is nothing that is new or objectionable in routinely reminding the officialdom to encourage the use of Hindi, the reaction of the likes of Karunanidhi, who are still nursing deep electoral wounds, to exploit that innocuous circular for bouncing back ought to have been anticipated. The point is that anything that takes the focus of the new regime away from boosting development Vikas, the foremost plank on which it won a famous victory - ought to be scrupulously avoided. Happily, in his dotage the DMK lion seems to have lost both his bark and bite. Meanwhile, it is wrong to suggest that the Modi government faces its first big challenge in the unfolding hostage drama in Iraq. Crucial as the safety and well-being of the Indian workers is, they are the collateral victims of a bloody insurrection. No power on earth could have anticipated the events, with multiple actors, each with his own partisan agenda, vio-
INSIDE STORY Virendra Kapoor lently stirring the ethnic, religious and geographic cauldron to push the entire region to the brink of a huge crisis. But the chances of the Indian hostages emerging unscathed from their ordeal remain bright. And organising an emergency evacuation of Indians trapped in the violent conflict does not require extraordinary skills, administrative or diplomatic. But what is really the first big challenge for the Modi Sarkar is the food price-line in particular and the economy in general. It is already beginning to creep up menacingly due to the usual seasonal factors and the general tendency of the trading class to exploit the scarcity and disruption in the supply chains to make an extra buck or two. It is here that the will of the new government would be tested, especially when it is widely believed that the trading classes have all along formed the core of the support-base of the Jana Sangh-BJP. To be fair, the widespread raids undertaken to flush out hoarded stocks of onions and potatoes in the capital reflect the determination of the government to go after the unscrupulous lot among the traders. This is welcome. However, the absence of any showy, bigticket decision in the first few weeks of the Modi government should not be construed as its lack of new ideas or of policy poverty. No. The very fact that Modi has set a scorching pace of work for his ministers and the officialdom is proof enough that his top priority is to tone up the foremost tools of administration without which good governance will be hard to deliver. Once the bureaucracy internalises the stern warning that – sab chalta hai – is no longer okay, Modi would have to necessarily turn his attention to urgent policy changes and initiatives. Vasundhara Raje has already taken the lead in reviewing the anti-growth and anti-labour labour laws in Rajasthan. Even if Modi does not have the majority to carry out the changes at the central level, let him nudge other BJP-ruled states to ride the fast-growth train by modernising the ancient labour laws in their own jurisdictions. And follow that up by deleting the growth-killing clauses in the land acquisition law which the
previous regime had passed in the mistaken belief that rewarding the handful of landowners by stifling any scope for future developmental expansion would win it the next election. The task of nation building requires hard work and patience of which Modi seems to have no dearth. The country would wait for him to succeed, never mind the small group of raucous Congressmen on the capital’s streets desperately trying to make the voters feel bad for voting the way they did. Of course, the voters did well to vote the way they did. It is only the Congressmen who refuse to learn any lessons from their humiliation, with the Crown Prince, who produced a paltry 44 Lok Sabha seats, doing the disappearing act on his 44th birthday. At this rate, in the 2019 election, the Congress can expect to get no more than 49 seats when their prince charming might mark his 49th birth anniversary in some unknown foreign locale with some unknown company. Change and Congressmen are mutually hostile, it seems.

A housing problem There is a housing problem for ministers of the new government and for first-time MPs. Former UPA ministers, particularly those who have even failed to win the Lok Sabha poll, show no inclination to vacate the houses occupied by them. Even a vast majority of former MPs are yet to leave their official houses. Remember there are over 300 new MPs. he much hyped 'Traffic Warden' scheme launched by the Mira Bhayandar Municipal Corporation (MBMC) last year, for better traffic management in the twin-city, is losing grip as a large number of onduty police personnel frequently vanish from important junctions, leaving traffic management at the mercy of the untrained contractual workers. The MBMC has awarded an annual contract to a private security agency to recruit 50 male and female traffic wardens to extend a helping hand to the short-staffed traffic department of the Thane (rural) police. The scheme envisages deployment of wardens whose duty is to assist on-duty constables ensuring smooth traffic movement at major junctions and intersections across the twincity. Sporting light blue shirts and dark blue trousers, the traffic wardens resemble private security guards. They find it difficult to relieve traffic jams. It is not possible for wardens alone to control traffic as they are not completely trained for the job,” said a motorist. “For the past six months, a major chunk of our traffic constables have been deputed to regulate traffic at Versova bridge – a portion of which was under repairs. But now, the situation has returned to normalcy,” assured Police Inspector ( Traffic), Chandrakant Gundge.

Patil on Sunday and demanded instant action against five Thane policemen who allegedly tortured a 16-year-old tribal, who is battling for his life in a Bhiwandi hospital. Pandit told PTI that the the boy lived with his brother and mother in Shelar village of Bhiwandi taluka. On June 20, at about 11 am, he was taken away by two plainclothes policemen to Nizampura police station in Bhiwandi. According to a complaint by the teenager's elder brother Chandra Thackeray, his brother Babu Sunil Thackeray (16) had injuries all over his body and he said that he was mercilessly tortured in custody by policemen, after being accused of stealing 2 kg of gold. The police let the boy go home on the condition that he should report to the police station next morning at about 11 am for further probe, the FIR by his brother said. However, the boy tried to hang himself, but neighbours saved his life. He has been now been admitted to the Sainath Hospital at Bhi-
wandi and is reported to be critical. Pandit who gave a copy of the FIR registered today to PTI, also said that the police has registered an offence under Section 330 read with Section 34 of the Indian Penal Code. He said that he has urged the home minister that the concerned policemen involved in crime should be booked under the SC/ST Atrocities Act, and charges of attempt to murder should be slapped on them, since the boy belonged to the Adivasi Katkari community which comes under the scheduled caste / scheduled tribe category. Pandit said that it is a serious case and since the chances of the boy's survival is low, the policemen should be immediately arrested and charged under Section 307 and other relevant laws. When asked about the case details, a Nizampura police station official confirmed that the FIR has been registered. However, he refused to divulge any further information about the offence. The Thane rural police also confirmed that the FIR was registered with the Bhiwandi taluka police station and numbered I-130/14, which has been transfered to the Nizampura police station.

Industrial production grew 3.5% y/y in April, its fastest pace in 12 months, while May exports outperformed. The current account deficit has also narrowed, prompting the government to lift some restrictions on gold imports. The consumer price measure has cooled, but
inflation remains elevated, according to the wholesale price index. With risks receding and the economy stabilizing, the stage is set for the new government of Narendra Modi to offer fresh ideas to drive development. India's under-performing economy was the biggest issue of the recent election campaign, and Modi won a clear mandate to make tough decisions. He enjoys a sizable parliamentary majority in the lower house as leader of the National Democratic Alliance, led by the Bharatiya Janata Party. The government must move from damage control to longer-term thinking. As chief minister of the state of Gujarat, Modi boosted the state economy by reducing red tape and approving investment projects. Early signs from the new administration are promising. The government has indicated that it may allow more foreign investment in defense, railways, construction and online retail. Multibrand retailing, however, which gained traction under the previous government and would be a boon for the country’s consumers and infrastructure advancement, will not be opened up. Are there institutional and legal shortcomings that are hindering the growth of agriculture on one hand and influencing food inflation on other? These questions require answers and action; if the new government wants to put up the development agenda on top of the table. Ajay Vir Jakhar, Chairman of Bhartiya Krishak Samaj in an article in the Economic times reveals that perishables like vegetables cost 550% more at the consumers end, while the poor farmer has to sell these vegetables at throw away rates. Prices of gram, barley and mustard have not changed since 2006-2007. Yes the procurement prices where farmers have benefitted is for food grains crop like wheat and rice. But production of wheat and rice has created a distortion in cropping patterns leading to a decline in produce of pulses and non-food crops, thus helping prices of
these commodities to spiral. It is evidently clear that government support prices do not benefit farmers and farmers do not even realise their cost of production leading to a very stressful situations in Indian villages. Look at farming today; it has become a way of life rather than an occupation. No child wants to take up agriculture as a profession,despite the fact that a lack of employment opportunities forces them to stay back home and engage in farming. Most of the current woes of agriculture and food inflation in India are due to low yield on the one hand and lack of investments, infrastructure and proactive legal institutions on the other. Our productivity is one of the lowest as compared to the world’s average. What’s important to note here is that Indian agriculture operates amidst huge uncertainty tdue to uncertain rains on one hand and rising cost of inputs on another. Infact the percentage change in input costs have been disproportionately higher than the increase in food grains prices at farm gate levels. Private investments in agriculture is also declining on a year to year basis as is public investment. Aggregate private investments had shown a selective uptrend in some prosperous zones, but are now showing sign of slowing down. Thats because agriculture has been kept outside the preview of reforms. Naturally, this drought of capital afflicts the entire value chain, from infrastructure, to irrigation, to support services such as transport, storage and processing. Agriculture in India which has a huge potential today amidsta looming world food crisis faces serious misallocation of funds. All these require investments if
India has to develop and food inflation has to be tamed. Finally why should we let the APMC help intermediaries with malafied intentions to operate the Mandis? Shouldn’t we allow farmers to sell directly to corporates. Why should farmers get rupees five and the trader get rupees thirty. Such a parasitical supply chain needs to go. Jaitely is righ,t but he needs to act. Repealing the APMC act, dismantling the Mandis, while
initiating investments into roads and cold chain storages is the need of the hour. The introduction of warehouse receipts which with a backing of financial institution can work like a debit card for farmers will help them sell when prices are remunerative. Food Inflation cannot be solved with a nut bolt and washers approach. It requires a strategy of helping agriculture develop, with the requisite operational supply chain efficiency to help prices come down. Will the Modi Government be any different? We need to keep our fingers crossed.

uggesting uniform tax treatment for all investors, Sebi chairman U K Sinha has said the government need to come out with detailed policy on the matter to remove the existing "anomalies" in the bond market. Currently, tax rates vary for entities making investments in bonds. Sinha said the more difficult issue pertains to tax treatment or the withholding tax for investors in bond market. Noting that there are "certain anomalies", the Sebi chief said the level of withholding tax for an FII investing in infrastructure bonds is different from that of others. "All that we have asked the government is that try and reconcile it because if you are looking for long term and big money, especially for infrastructure companies, so long as the anomalies exist people will hesitate to invest. That is the point we are making," Sinha told reporters on Saturday. Withholding tax is 5 % in some cases and 20 % in other cases. "So those have to be reconciled. The government has to come out with a detailed middle to long term policy on this," he added. Emphasising that procedures have been simplified for the corporate bond market, he said that Sebi is in dialogue with industry to encourage them to come out with more issuance’s. "Also the problem is with regard to widening the base of investors. Different sectoral regulators have their own requirements about their regulated entities, say pension funds or insurance companies such as to what extent can they invest and what type of instruments they can invest. "...There have been some positive progress but a lot of ground needs to be covered. The matter is under consideration and I am hopeful that some progress will come in that," he said. Touching upon the issue of corporate governance, he said the regulator has looked at all qualified financial statements in 700 instances. "The 700 such reports came to us through the stock exchanges and 400 such cases we have referred it for rectification... Now there is a pressure on corporates that somebody is effectively looking at the financial statements," he noted.

oncerned over debt-oriented mutual funds schemes having low asset base, Sebi said such schemes should collect at least Rs 20 crore at the time of new fund offer. Besides, the capital market watchdog has directed the mutual funds to maintain an average asset under management (AUM) of Rs 20 crore on half yearly rolling basis for open ended debt oriented schemes. "The minimum subscription amount of debt oriented and balanced schemes at the time of new fund offer shall be at least Rs 20 crore and that of other schemes shall be at least Rs 10 crore," Securities and Exchange Board of India (Sebi) said in a circular. According to Sebi, the requirement of having at least Rs 20 crore AUM on half yearly rolling basis should be compiled within one year by all existing open ended debt oriented schemes. "It has been observed that many debt oriented schemes are operating with a very low AUM," the Securities and Exchange Board of India (Sebi) said in a circular on Friday. "In the interest of investors, it is important that debt oriented schemes have an adequate corpus to ensure adherence to the investment objectives...," the market regulator added. In case of non-compliance with Sebi directives on AUM, the Asset Management Company (AMC) would have to scale up the AUM of such scheme within a period of six months, failing which the board may ask the scheme to be wound up. "The confirmation on compliance... Shall be reported to Sebi in the half yearly trustee reports," the circular said. Change in minimum application amount announced under Union KBC Small and Midcap Fund Union KBC MF has changed the minimum application amount for SIP facility under Union KBC Small and Midcap Fund. The revised amount for monthly frequency is Rs. 2000 and for quarterly frequency, the amount is Rs. 5000. The change will come into effect from June 19.

the fund managers of five of its schemes. Accordingly, Religare Invesco Business Leaders Fund, which was earlier managed by Vetri Subramaniam will now be jointly managed by Vetri Subramaniam & Vinay Paharia. Religare Invesco Growth Fund, which was jointly managed by Vetri Subramaniam & Vinay Paharia, will now be managed by Vetri Subramaniam and Amit Ganatra. In case of Religare Invesco Infrastructure Fund, the fund will be managed by Pranav Gokhale. Earlier, it was jointly managed by Amit Ganatra & Pranav Gokhale. In case of Religare Invesco Liquid Fund and Religare Invesco Ultra Short Term Fund, the funds will now be managed by Krishna Cheemalapati & Nitish Sikand. Earlier, they were managed by Krishna Cheemalapati. The change will be applicable from June 23.

he Rupee continued to trade weak on weekly basis, it posted its third weekly decline in four weeks. In the last four weeks, the Rupee has depreciated by over three per cent. Taking cues from the growing tensions in Iraq, last week he market wit-

Accord Housing The Importance It Deserves In India, unfortunately housing has still not been accorded the importance it deserves. Now is an opportunity to change this, says Deepak Parekh, Chairman HDFC
The new government has to simultaneously work several levers – increase growth, reduce the fiscal deficit, contain inflation, create a conducive investment climate for both, domestic and foreign investors and work towards improving hard and soft infrastructure. It has to fulfill the aspirations of its people – particularly the young, who seek better jobs and a higher standard of living. Foremost among the aspirations of our people is that of being a home owner.

he housing shortage in the country is immense and the only way homes can become more affordable for the masses is by ramping up supply. Housing has multiplier effects on the economy -- it is a large employment generator and has strong backward and forward linkages with a number of other industries. At a time when India urgently needs to shore up growth, a focused approach towards housing may well lead the way. To find the right solutions, there are a few fundamental questions that need to be answered: Why is the common man being out-priced from the housing market? Why do developers prefer to build luxury homes over affordable housing units? Why does India rank 182 out of 189 countries in terms of the ease of obtaining construction permits? Why can’t banks and housing finance companies be permitted to fund land transactions? Why does a developer need approvals from 40 to 50 regulatory or quasi-regulatory bodies for a residential building? Why is it that developers can never ever deliver homes on time? Why can’t state governments and authorities be made more accountable?
Is anyone listening? Do the authorities understand the Plight, Pain, Trouble and Tension that a home buyer has to go through?
Few right decisions can reduce the cost of housing Jiddu Krishnamurti, a philosophical writer aptly said: “If we can really understand the problem, the answer will come out of it, because the answer is not separate from the problem.” To my mind, the solution to these issues lies in putting in place an on-line, single window clearance mechanism for affordable housing projects. Developers are often criticised for not relenting on the exorbitant pricing on residential homes. Part of the problem lies in how developers fund the purchase of land. Regulators prohibit banks and housing finance companies (HFCs) from extending finance to private developers to acquire land. Developers have to then resort to high cost funds from non-banking financial institutions, private equity and even from the informal sector, often paying interest rates ranging from 18 to 22% per annum. Even if a developer wishes to start construction immediately, approvals -particularly in certain large cities, take as long as 18 to 24 months. Meanwhile, the developer needs to service the loan taken for acquiring the land, without receiving corresponding cash flows. Further, because of the multiplicity of approvals, speed money is demanded, often at every stage of approval. The end result is that all these time and cost overruns are eventually borne by the home buyer. Understandably, if regulators feel there is excessive speculation in real estate, it is prudent to prohibit banks and HFCs from lending for land transactions. However, when there is no real estate bubble, as is currently the case, then banks and HFCs should be allowed to fund land transactions. This is because in property transactions, land costs comprise almost 70 to 80% of the total cost. Though land is a state subject, a directive from the centre to ensure that all states move towards e-governance will go a long way. These are only administrative related issues. There is no need for legislative changes, so implementation is easily doable. A few states have already demonstrated that red tape can be cut as far as granting of building approvals are concerned. My back-of-the-envelope estimation is that transparency and timely approvals can reduce costs for the end consumer by almost 20%. So I ask again, why can’t housing be made more affordable? On the other hand, developers must provide more affordable housing in the price range of Rs 15 to 40 lakh. They need to focus not on the high-end luxury segment, but on building more one and two-bedroom apartments, which is where the real need is. Even though margins may be lower, the turnaround time is much faster in the affordable housing segment. Affordable housing is a volume game, which is why the speed of obtaining approvals becomes more compelling. Admittedly, the central government’s most effective contribution to the middle-class has been the provision of fiscal incentives on both, the principal and interest component of a home loan. The RBIwould do well to recognize that priority sector housing loans up to Rs 25 lakh in metropolitan cities and Rs 15 lakh in other centres is unrealistic when inflationary and other cost escalation factors are considered. Priority sector housing loans should be increased to at least Rs 40 lakh per unit. The state of our cities will determine India’s future. While the vision of creating 100 new cities with smart connectivity is laudable, we also have to remember that focus is equally needed on making our existing cities more livable. Urbanisation is a double-edged sword – it can help raise the standard of living of millions, yet inaction could plunge cities into further chaos and mayhem. Good leadership is about prioritisation: securing India’s urban future should be one of them.

We went about collecting small amounts of money from students and invested on their behalf. We were able to deliver excellent results and that’s when the thought of pursuing it as a long term career came about.
Do you try to anticipate or follow market trends? I do my own analysis on Global and Domestic Macros including monetary policy and other domestic and global macroeconomic data and arrive at a market view When you put money on a trade and it goes against you, how do you decide when you're wrong? What do you do next? Reverse the position, average or just take your losses and stay out? All Three can be done, depending on the view on the company.
How do you pick your investments? I am a big believer in fundamental analysis for identifying investment opportunities. I use a mix of the top down and bottom up approach. The Top down approach determines allocation across sectors and bottom up approach helps in picking attractive ideas irrespective of the macroeconomic theme.
How would you describe your methodology? In markets, one has to use both tactical and fundamental analysis. There are a lot of times when tactical reasons like fund flows, election outcomes, global events can overpower domestic macros. However, over longer periods, there is only one truth: The intrinsic strength of the company’s business model. Quality orientation is at the heart of successful investing. In the context of equity investing, quality refers to the trinity of growth, capital efficiency and competitive advantage. I prefer enterprises where growth opportunity is large and the business model has an inherent scalability. However, for value creation this growth needs to be capital efficient. What appeals to you about investing; the short side or long side? I am basically a long term investor with a buy and

The potential growth rate of economy is running at around 6%. The growth rebound to those levels can take place quickly by reviving the investment demand. of reclaiming the 8% growth can start. From an equity market stand-point, macro-economic revival in India will open opportunities to make strong returns in the next few years. We would expect a GDP growth of 6% in FY15 and believe that economy will see a revival of growth and earnings cycle. The agricultural and services sector continue to show strong traction and gradually even manufacturing sector should pick-up as consumer demand revives. A real GDP growth of 6% along with Inflation of around 7% should lead to a nominal GDP growth of 13%. Sensex earnings growth has improved from 5% in FY13 to about 10% in FY14 on the back of INR depreciation. For FY15, we would expect a Sensex EPS growth of around 15%. We would believe that earnings growth for new five to six year business cycle should be atleast 20% considering the economy will revive from a very low base. If the infrastructure cycle revives quickly, the earnings growth revival will be faster with even 25% CAGR looking possible. A multiple rerating is also possible as cost of equity goes down in the next few years with the decrease in risk free rate. An earnings growth between 20-25% and multiple rerating from 15x to 16-17x in the next few years can lead to a 25% compounding of Sensex returns, which will take it to 100,000 levels by calendar year 2020! Of the tens of thousands of investments that you have done, which was your best investment? Indian equity markets have tended to move up going into the general elections. The average return in the six month period going into the general elections has been 17.6% in the post liberalization era. We took a bet that it would be the same this time also. We saw a Pre-election rally playing out with returns of 17.6% in six months from 15th Nov - 15th May (exactly the average of the last six general elections).
What was the story there? There have been several concerns about governance and populist schemes in the last few years and markets were getting excited about prospects of a better government emerging from the next election. We had expected a bigger rally building up going into the election and it played out. Once the new government was formed, we expected a new bull cycle coming into existence, on which, there are no doubts now. Your success mantra? A calm head.

For instance, understand and ask your relationship manager about the details on the foreclosure front. Some banks allow you to foreclose the floating rate component of your loan in a rising inter-

he holidays are over. School has just begun and students are getting physically and mentally prepared to go back to their classes. This period of time- a week before and a week after the beginning of school, is a very lucrative marketing segment. While some countries are going BACK TO BASICS, some Indian markets have successfully gone BACK TO SCHOOL. There are so many product categories which get affected during this period of time. Let’s begin at the beginning. For every kid joining school for the first time or going to the next class, it is important to have a new school uniform. Readymade garment manufacturers and departmental stores seem to have made the task of students’ parents easier. All that one has to do is to go to a store selling readymade garments and give the name of the school and presto! The whole uniform set is ready to be picked up by sizes. In fact, some schools have different coloured uniforms from different classes in the primary section for easy identification. Thus, you can ask the store keeper for the uniform of that class and he would give you the appropriate coloured uniform along with the respective division already mentioned on the dress. The next is the footwear. Coupled with the resumption of school is the start of rains. Today there is a facility available to have bags which work like a stroller as well as the facility of exchanging your old bags for new ones. In fact, the World Environment Day which just passed had manufacturers offering eco-friendly notebooks and also manufacturers conducting workshops creatively with communication through SMS messages. REVIEW OF THE PREVIOUS DAY:
The Nifty fell marginally on Friday (June 20, 2014) a net 29.25 points (0.39%) and closed at the 7511 point level. The market opened flat at the 7543 points level. It then turned into a range bound movement until 11.18 a.m. The index then rose sharply and registered the day’s high at the 7560 points level at 11.50 a.m. It then declined and turned into a range bound movement until 1.55 p.m. The index then declined sharply into the red and registered the day’s low at the 7497 points level at 3.00 p.m. The index then rose and turned into a range bound movement until closing at the day. The Nifty witnessed a volatile session and moved in a range of 63 points. Sentiment was bearish and amongst the 50 Nifty stocks 38 were losers, while 12 stocks closed in the green. Substantial buying was witnessed in consumer durables stocks, while selling was witnessed in healthcare, auto, PSU, capital goods, power, metal, oil & gas and banking stocks. TECHNICAL ANALYSIS: Volume: Volume (Qty shares) increased 5.27%. This change is small and indicates a moderate participation by investors.
Market Breadth: Overall Market Breadth on the NSE was negative. Amongst all the traded stocks, 601 were gainers, 975 were losers and 32 remained unchanged.
Slow Stochastic Indicator: The Slow Stochastic Oscillator has declined in the neutral zone. The Slow K line in the Stochastic Oscillator is below the slow D line (negative if it continues).
RSI Indicator: The RSI fell and crossed below the 60 level and is now declining (negative if it continues).
MACD Indicator: The MACD is above zero but is declining (negative if it continues). It is below its 9-day Average (negative).
Is above its 200-day average (at 6410) Positive. All the four averages are positively trended. Positive.
Overall Market Strength/Weakness: The indicators and oscillators discussed here are indicating a neutral market but with a negative bias.
Support Levels: For short-term traders the immediate main support is at the 7043 points level. The next support is at the 6846 points level.
Resistance Levels: The immediate main resistance is at the 7497 points level. The next resistance is at the 7569 points level.
Pivot Point Analysis: For intra-day traders the support and resistance levels are calculated according to the pivot point theory and are: Pivot point = 7523 (This is the level where the trend is likely to change during intra-day). Support (1) = 7486. Support (2) = 7460. Resistance (1) = 7549. Resistance (2) = 7586. OUTLOOK FOR TODAY: On Japanese candlestick patterns the index has formed a third consecutive but small black body candle on higher volumes. This is negative. Further, the index has dropped below its 15 days moving average. The index is now below its 5 and 15 days moving averages. Moreover, the velocity parameters too indicate weakness. All these indicate a negative bias and the possibility of a further decline unfolding. Investors are advised to avoid buying at current levels.

Initiate with a Buy and PT of Rs900 (7% FY16E OCF yield) Dominant and fastest-growing multiplex company: PVR is India’s largest multiplex chain, with 434 screens and ~28% screen market share. It is the most aggressive player, with 60-70 screen additions planned annually for the next 4-5 years. PVR is looking to add 120-140 screens, taking total number of screens to >500 by FY16E. PVR enjoys a market share of 20-22% and 30-35% of Bollywood and Hollywood box-office film revenues, respectively. This provides better negotiating power for content sharing with distributors/producers. Valuations: PVR’s aggressive expansion plans, premium location strategy, robust growth in F&B and advertisement would drive revenue/EBITDA at a CAGR of 17%/23% over FY14-16E, resulting in healthy cash generation. We expect a debt repayment of Rs800mn in the next 2 years. Initiate coverage with a Buy and a target price of Rs900, implying 7% operating cash flow yield (OCF) and 28x FY16E earnings. Implementation of GST would have a positive impact of 300-400bps on EBITDA margin.
KARVY CALLS A ‘BUY’ ON TVS MOTORS
CMP: Rs. 143 Target Rs. 187 To Enter New Margin Territory Backed by Healthy Volume Growth: TVS Motor (TVSL) displayed stellar performance across segments over past three quarters. Moreover, success of its new launches in domestic market and high double digit growth in exports led to visible outperformance of the company since FY15 beginning. TVSL’s increasing three wheeler contribution and high export realization will further boost its average realization as well as margins. Its product portfolio is steadily inclining towards richer products with increasing contribution from motorcycles and high end scooters. Market Share Gain to Continue…Healthy Volumes Ahead: TVSL’s market share in scooters improved to 14.1% at present from ~12.7% in FY14, while it rose 17 bps YoY to 5.9% in motorcycle segment. In domestic three wheelers company’s share rose 146 bps YoY to 3.5% in YTD’15. Success of Jupiter has been driving market shares as its current monthly run rate is moved up to ~28K from ~10K. TVSL’s product and marketing strategy has begun paying off. It plans to launch 2 new products (new Star City+ and new Scooty) over next 3 months and 2-3 more new models over next 6-8 months in two wheeler segment. This would aid the Company on volume front over next 2 years. Company has been gaining shares from BJA in African markets, as its YTD’15 export growth was 41% as against industry’s export growth of 27%. We expect company’s volumes to grow by 16.3% CAGR over FY14-16E. On account of Company’s restructured business strategy in domestic two wheeler market, richer product mix coupled with higher focus on exports, we expect its EBIDTA margins to improve from 6% in FY14 to 7.8% in FY15E and 8.5% in FY16E. Amid high fixed cost, TVSL benefits largely from operating leverage. Valuation & Rating: In view of TVSL gaining market shares, better industry outlook and healthy exports, we increase our volume estimates by 8% and 9.5% for FY15 and FY16, accordingly we increases our revenue estimates by 9% and 12% for FY15E and FY16E respectively. On account of higher margins, we raise our EPS estimates by 30% and 39% for FY15E and FY16E respectively. We increase our price target from Rs 115 to Rs 187 per share, valuing its FY16E EPS at 14x (earlier 12x). We reiterate our “BUY” recommendation on TVS Motor with potential upside of 30% from CMP. NEWS IN BRIEF In Delhi, 3 vehicles stolen every hour
Delhi seems to have become a haven for auto lifters with three vehicles being stolen every hour in the national capital. According to Delhi Police data, only one mobile handset goes missing during the same period. The data recorded between January 1 and June 20 this year shows that 13,976 vehicles were stolen in the capital, while the number of stolen mobile phones was 5,590. On an average, three vehicles are lifted in different parts of Delhi every one hour.
No takers for government’s reward scheme
A government reward under a whistle blower scheme to encourage public participation in the detection of movement of spurious drugs in the country seem to have no takers even five years after it was launched. Launched by the Ministry of Health and Family Welfare in August 2009, the informers are rewarded for providing information in respect of movement of spurious drugs to regulatory authorities. A reward of up to a maximum of 20 per cent (not exceeding to Rs 25 lakh) of the total cost of consignments of fake drugs seized is payable to any informer.
Beas tragedy: Three more bodies recovered
Three more bodies were recovered from Beas river on Sunday, 14 days after 25 persons, including 24 engineering students from Hyderabad, were swept away in the river on June 8, taking the number of those found to 16. Rescuers recovered the bodies which surfaced in Pandoh Dam, and the three were identified as Bairinene Ritwik, C.H. Parmeshwar and Muppidi Kiran Kumar, Mandi Superintendent of Police, R S Negi said. With this, 16 bodies have been recovered and nine more persons, including three girls and a co-tour Prahlad, are to be found.
India can export fighter planes, missiles too, says DRDO chief

EW DELHI: With Prime Minister Narendra Modi stressing on the need for increasing arms exports, DRDO has said India can sell combat aircraft and missiles whose production cost would be "much lower" than some of the weapons sold by countries such as China. Defence Research and Development Organisation (DRDO) chief Avinash Chander said that the country needs a ‘policy mechanism’ for exporting weapon systems and the defence research agency has suggested a ‘single window clearance’ for sale of arms to friendly foreign countries in a time-bound manner. "We have a list of equipment that includes the Light Combat Aircraft 'Tejas', 'Akash' air defence system, 'Prahar' class of missiles and 'BrahMos' supersonic cruise missiles along with a number of systems that can be exported," he told PTI. "We are discussing the methodology for developing the export potential as well as a policy mechanism for export of weapon systems," Chander said. The DRDO chief was asked about a recent comment by the Prime Minister that India should produce arms for itself and also supply them to other nations. The top brass of Star Alliance will meet in London on Monday to decide on Air India's induction into the 26-member global airlines' grouping which could give the national carrier's passengers the facility of seamless travel to over 1,200 destinations. If the membership is granted, it would end Air India's seven-year-long wait to access the alliance's global network of over 18,000 daily flights to 1,269 airports in 193 countries. The member airlines of Star Alliance together own a total of 4,338 aircraft and fly over 640 million passengers a year, many of whom can also earn and burn frequent flyer miles on the entire alliance network.

ANAJI: Goa government has said that the decennial exposition of relics of St Francis Xavier scheduled in December this year near here will be publicised across the globe to attract maximum tourists for the event. "This is a unique event for Goa. Tourism department will ensure that all efforts would be made to attract tourists from the Europe to witness this exposition," State Tourism Minister Dilip Parulekar told PTI on Sunday. He said the central government has shown interest in joining hands with state tourism department in promoting this event. Last year 3.5 million tourists arrived in Goa, which was almost one million more than 2.4 million
arrivals reported a year before, he said. "The department's attempts to attract tourists through various road shows and events is fetching good response. We want to take the efforts further," he said while hoping that the publicity for the St Francis Xavier exposition event will get more than one lakh additional tourists. So far, India has exported only assault rifles, a few helicopters along with some small naval vessels to friendly foreign countries.

Indo-US N-deal: Govt agrees to allow greater access to IAEA

EW DELHi: Signalling the continuity of policy, the new government has ratified the Additional Protocol, a commitment given under Indo-US nuclear deal by the previous dispensation to grant greater ease to IAEA to monitor India's civilian atomic programme. The Additional Protocol was ratified last week and this has been conveyed to the Viennabased IAEA (International Atomic Energy Agency), the global watchdog of nuclear activities, sources told PTI.
Five foreign satellites to be launched by ISRO on June 30

EW DELHI: India will launch five satellites for France, Canada, Germany and Singapore on June 30 under commercial agreements, space agency ISRO said on Sunday. The indigenous PSLV-C23 rocket will carry a 714 kg French Earth Observation Satellite 'SPOT7' as the main payload. It will also carry 14 kg AISAT of Germany, NLS7.1 (CAN-X4) and two NLS7.2 (CAN-X5) satellites of Canada, each weighing 15 kg, and the 7 kg VELOX-1 of Singapore, it said. These five satellites will be launched from Satish Dhawan Space Centre in Sriharikota under arrangements by Indian Space Research Organisation.
Indian Bank to employ Tihar inmates at its prison branch N
EW DELHI: Tihar Jail inmates with proven good conduct and qualifications will soon be working at ‘non-sensitive’ positions at the Indian Bank branch at the prison. "We have been associated with Tihar Jail for the past several years and our branch there today has a business of Rs.100 crore. A proposal to employ Tihar Jail inmates at non-sensitive positions in the branch has been approved and will soon be implemented," Chairman and Managing Director of Indian Bank T.M. Bhasin said. According to Tihar Jail spokesperson Sunil Gupta, inmates of the Semi-Open Prison (SOP) will get jobs like that of peon, security guard and computer operator as per their educational qualification. Prisoners who have a track record of good conduct and are physically and mentally fit are selected for SOP. To be eligible for stay in SOP, an inmate's jail term should be between five and 12 years.

During this time Asgar prepones the set off time on the bomb. Fida panics as she doesn’t want Meethi and Damini to get hurt, and persuades them to get off the train. Finally Damini and Meethi get off, but Meethi realizes she has mistakenly carried Fida’s red duffel bag and gets back on the train to return the bag with only seconds before the bomb goes off. Young actor from Jaipur, Himanshu Soni on ZEE TV is playing the character of Gautam Buddha in BK Modi's show Buddha. The actor has earlier done shows like Parvarish, Ramayan, Crime Patrol, Adaalat and a lead in a show called Yeh Zindagi Hai Gulshan..Himanshu Soni's life changed post B. K. Modi's Buddha. Sandeep Hattangadi quiz him on that. Here are his candid replies.
What are the experiences you are going through while shooting for Buddha these days? After playing Siddharth character, now when I am playing Buddha there are a lot of positive things in the character , I have no regrets of my past, no expectations from my future just leading my life as it is going. I am moving with the flow. I feel blessed.

Who is your greatest inspiration while playing Buddha? Before taking up this character I was reading books on Siddhartha and Buddha and that really inspired me.

You are single in real life what kind of a girl you would like to date? As of now I am not thinking about any girl. I am dating my work and my performance is my girlfriend. I am focused on my career. I am fortunate to be playing this title role.
What do you think are your strengths as an actor? My emotions and feelings are my strengths as an actor What do your parents, friends and relatives have
to say about your show? They really find it hard to believe that I am playing this character. They are really very happy and proud of me.
If Buddha comes alive in front of you , what are the things you would talk to him? In this 21st century we have to face so many problems and responsibilities I will ask for solution from Buddha to take over all these responsibilities easily.
Sidharth to host TV show on Bollywood villains A

The show will feature iconic Bollywood villains and Sidharth will take viewers through their lives. "It is my first venture into Indian television space and I am excited to host the show. I am honoured to be part of discovering Bollywood's iconic villains. We as actors draw inspiration from our seniors and veterans and I am lucky to get this opportunity to learn more about their journey handson," Sidharth said. I was very short tempered person.But when I started playing Buddha’s role, my anger has come to control and its being reduced compared to before. Gauri and Hiten are arguably the most loved TV couple having starred together in hit shows like 'Kutumb' and 'Kyunki Saas Bhi Kabhi Bahu Thi' besides participating in dance reality show 'Nach Baliye'. The 36-year-old actress, last seen on TV in a cameo in 'Kumkum' along with Hiten, took a five-year-long break after having twins, son Neevan and daughter Katya in 2009. N June 2014, it was revealed that the Unique Identification Authority of India (UIDAI) for the 12-digit unique Aadhaar number is possibly being scrutinised by NSA, the US spy agency. Indian Intelligence agencies had forewarned the previous government two years ago about the vulnerability of Aadhaar data due to involvement of foreign players in what may be the colossal security breach of the world’s largest biometric data-base. Intelligence agencies raised the contentious provision in the contract agreement that allows foreign vendors to keep the biometric data for next seven years making it easy prey for NSA. The UIDAI also had arrangements with certain private software firms for technology assistance. Reportedly, NSA whistle-blower Edward Snowden recently revealed that the American intelligence agency has been covertly collecting biometric data of people from across the world. Ironically, in March 2014, RBI gave the nod to most banks to consider Aadhaar Card or e-Aadhaar as a valid document for address proof to open a bank account. An e-Aadhaar is an electronicallygenerated document that contains an image of your Aadhaar card and a letter from the Unique Identification Authority of India (UIDAI). The letter issued by UIDAI, contains details such as name, address and Aadhaar number and, is accepted as a valid identity proof when you
go to open a bank account. The central bank has also told banks if the address provided by the customer is the same as that on the Aadhaar letter, it can be accepted as proof of both identity and address.
NOW, A SINGLE DOCUMENT TO OPEN BANK ACCOUNT In view of the rampant fears of Aadhaar being misused or its data being compromised, RBI’s latest directive permitting one and all to open accounts in banks on the basis of a single document came as a pleasant surprise. After all, meeting Know Your Customer (KYC) norms that most banks insisted on which required excessive documents was a colossal task which defied logic. RBI has recently decided to ease the KYC norms and, initiated work in the direction. It recently issued a notification stating from now on onwards only one address proof will suffice for opening a bank account. ‘Customers need to submit only one documentary proof of address, either current or permanent, while opening a bank account or while undergoing periodic updation,’ Reserve Bank of India said in its notification. This comes as a breather for migrant workers and employees on deputation who find it especially difficult while having to open a bank account. “In case the proof of address furnished by the customer is not the local address or address where the customer is currently re-

Customers all over have been complaining about being badgered by the banks for reconfirmation, additional documents and other fact checking measures that many banks had begun in accordance with ‘RBI guidelines.’ It did take a while for things to fall in place but it was a long struggle for consumers across India.

SEBI ELIMINATES PHYSICAL FILING OF DOCUMENTS It may be recalled that, in March 2013, to streamline the process of KYC procedures for clients, even market regulator Securities and Exchange Board of India (SEBI) had done away with the filling of physical documents by investors to the KYC Registration Agencies (KRAs) in favour of the electronic format only. The intermediaries, including mutual funds, would need to send scanned copies of investor documents to the KRAs and retain the physical documents with themselves. However, it was said that the physical documents would need to be submitted whenever a KRA would demand so. KRAs were before this, responsible for maintaining KYC records across all SEBI-regulated entities, were required to maintain the original KYC documents both in physical as well as electronic formats. To minimise the physical paperwork, SEBI amended its KRA regulations.
RBI RAPS HDFC BANK FOR ‘MAKING’ KYC Under immense pressure from various quarters concerning KYC norms, particularly so when most Banks were seen going overboard, in April last, RBI had to reportedly tell HDFC Bank not to make its own KYC norms when consumer complaints on the issue continued to flow in. HDFC Bank, which has been the subject of innumerable customer complaints about harassment to resubmit Know Your Customer (KYC) documentation, had to be told by

BANKS PENALISED FOR VIOLATING KYC NORMS In July 2013, RBI had penalised 22 banks for violating KYC norms and then again penalised 6 banks in August for the same. RBI had conducted a scrutiny of banks’ accounts, internal control and compliance systems in April 2013 to probe money laundering charges levelled online portal Cobrapost. Cobrapost has released a sting video in March 2103 which showed videos of bank officials helping decoy customers covert black or untaxed money into white. In its report, RBI said there were flaws in banks’ customer identifica-
tion procedure, KYC practice for walk-in customers and sale of third party products. It said banks have failed to prevent lapses in monitoring of transactions in dormant accounts and in following instructions on the import of gold on consignment basis. In a reply to a RTI query, RBI appears to have taken a stand that it does not vet all the forex derivatives products sold by banks in the country. However, under pressure from all sides, RBI in April 2011 fined 19 commercial banks including the country’s largest, State Bank of India, for miss-selling derivatives products to clients. RBI has imposed a small fine of Rs 5 lakh –Rs. 15 lakh on these banks for not complying with its instructions on derivative products.
RTI FORCES RBI INTO DISCLOSURE To make things worse, last year, when an RTI application was filed asking to the RBI asking for names of defaulters of Nationalised banks, the RBI had refused to disclose this information. Back then, the Chief Information Commissioner had to direct the RBI to share the data through RTI Act and that RBI shouldn’t have had any qualms about this since it anyways shares such data with CIBIL, a credit information company. W
e want to keep a fact, which he probably understands, before the Prime Minister of the country, Narendra Modi. The thoughts or the minds of the people of the country before 2011 have changed after 2011. Before 2011, it seemed to people that they could not do anything, the system is not listening to what they are saying or the system will never hear. But Anna Hazare’s 2011 movement created a self-confidence in the minds of the people of the country and people felt that if we stand up and put pressure for anything, the system will have to listen and in many places such instances came to light when the system had to listen to what the people were saying. The way there was an upsurge – without any leader – amongst the people of Delhi and the entire country in support of the rape victim who suffered so much, that too proved that people’s thoughts and minds are changing. In the context of these changed minds and thoughts, another fact has come before one and this fact is that the last ten years of the governance-less governance or rule of the Congress had angered and outraged the people and that anger and outrage had spread so far inside that it did not remain limited or confined to one group. It drew a line of division within almost every section in the country, by which a large number of people turned against the

Congress and they rose together above caste and religion and gave Narendra Modi their vote. Modi’s supporters are ‘abstaining’ from accepting this fact. They say that the country had become divided on a Hindu and Muslim basis and to teach the Muslims a lesson all the Hindus went in favour of Modi and therefore there was the big win. I cannot understand this. If this had happened, Modi would have got more than a two-thirds majority, but Modi and because of him, the Bharatiya Janta Party, got only a simple majority, i.e. ten more numbers than the required 272. This means that country was harried and troubled by the governance-less governance or rule of the Congress, was troubled by problems, was troubled by corruption, inflation, unemployment, therefore they saw Modi as a hope, and they voted for him. It is also clear from this that the BJP’s three basic elements – Article 370, the Common Civil Code and the Ram temple – were not on the minds of the people of the country but that inflation, corruption and unemployment were on their minds. In this light the Prime Minister gave his first speech in Parliament on June 11. This speech was as a Prime Minister and also as an MP elected for the first time. And there should not be any hesitation in saying that this speech was more effective than Manmohan Singh’s speech. Manmohan Singh could never make the people of the country understand his point(s), but in his first speech Modi gave a message to the people of the country that he wanted to do something. The benchmarks he laid are also worthy of a welcome. The way he talked about making people accountable should also be welcomed. It should also be admitted that if Lal Krishna Advani had given a speech from the

There are good people in his Cabinet, but they are not people who are committed to the public. If somebody has to strive for this, it will have to be Prime Minister Modi himself who will have to ensure how people in his Cabinet keep their gaze continuously on the objectives. However, Modi has also given a message to the people of the country that the main work of Ministers is not about giving speeches about work done by the Ministries, giving and receiving bouquets, meeting Ministers of the States, welcoming foreign guests and sometimes going abroad to make some Agreements. Such work will be done mostly and generally by bureaucrats. If this indication given by Modi is true, it will
mean the running of the country will rely on bureaucrats. If a country can be run by relying on bureaucrats, then fine, otherwise things can go badly askew, because in the last 60 years neither has the bureaucracy made the country walk along the path to development, or run on it. The development that happened was not planned growth or the result of planned development efforts, rather it was development that took place at an average pace. No matter whose Government it would have been, so much development would have happened anyway. Development done according to the will power of a Government shows a different picture and at this time there is a desire in the minds of the people in the country to see that picture. There is a big question and that question is: why do we link Maoism or Naxalism with terrorism? From

the very beginning the Bharatiya Janata Party believes that the Naxalism problem is a problem of law and order. People who have gone astray because of not getting work anywhere, who are criminals, they are working in the name of Naxalism. While on the other side, most journalists, most sociologists and most political scientists generally believe that Naxalism is spreading in those places where money for development has been spent on paper, but has not been spent on the ground. There is no road, there is no hospital, no school nor any means of employment. All the people there are siding with forces which say that people sitting in Delhi are sitting there for robbing, they are not in favour of the poor, and if you want to bring a Government in your favour, you will have to take up arms. In the same way that we believe the BJP argument and logic that the problem of Naxalism is a problem of law and order, in the same way we will give a law and order argument or logic to the political ideology spread by Naxalites. It is our belief that the problem of Naxalism in the country is a problem of development created by the Government machinery in this country. The market based economy is keeping a large part of the country outside the purview of development. That is why all the policies that are being framed are being made for 20 or 22 per cent of the people. When 80 per cent of the people stay outside this circle, then it is natural for them to be attracted to an ideology which believes that democracy is not right for development. Which believes that democracy is a mechanism to push forward the rich, rather than that which will eliminate the people's hunger and thirst. And this is the challenge before Narendra Modi.

ntelligence agencies and foreign powers have, obviously, always used secret methods of working in other countries. Intelligence agencies also have the cunning of getting their work done without the people who have worked for them realising that that they have become part of a foreign conspiracy. This method is adopted by even the most poorly rated Intelligence agencies in the world. What the Intelligence agencies of America, Israel, China and other big league countries are capable of doing cannot even be imagined. I will give one example of how conspiracies are hatched or carried out the world over in the name of social organisations, NGOs or Research Foundations and how people are misled. In the sixties, there was a proliferation of drugs in America which quickly began entangling the youth in its network. Many types of intoxicating drugs
came to the fore, but the youth did not get trapped in the drug network as quickly as the mighty drug mafia wanted. The Government also woke up to the reality and introduced strict measures, as a result of which the spread of drugs slowed down. To oppose the drugs trade, many social organisations also stood up. Hoardings were put up in universities and marketplaces that drugs are dangerous. Seminars began to be held where it was discussed and pointed out how dangerous intoxicating drugs can be and that those consuming them enter a world of dreams and are lost to the real world. For a short while, they are cut off from the present and enter a seemingly complete stage of ‘liberation’. It began to be said by antidrug activists that it was not right to take drugs as a revolt in the name of being against the social order or system. How it felt after taking drugs by mouth in tablet form or intravenously through taking injections was also explained, as was the drug quantity that is more dangerous. The whole of Europe and America became familiar with the ill
effects of drugs through these seminars, conferences and assemblies. In 1985 there was a new expose in which it was revealed that many social organisations and research foundations were being run by the drugs mafia. The drugs mafia nurtured NGOs by funding them
through money in the name of seminars and conferences. In the name of drug opposition, the mafia began publicising the use of drugs. People who had no information about drugs also became familiar with them. In this way, the turnover from use of drugs – the drug trade – increased almost 300 times in America and Europe. Governments were unable to understand how below their very noses this illegal business had increased so much. The police administration and people connected with politics began to be
afraid of the drug mafias. This is the reason why today in America and Europe, the next most powerful force after the Government are these drugs mafias. Perhaps this is also the reason why it is beyond the Governments there to raise a hand against these mafias. Has India too become a victim to this kind of intrigue and conspiracies is a question worth asking. Are the ‘movements’ running in the name against corruption and an avowal to bring about change in the country spontaneous and genuine or are they a part of a conspiracy by some foreign Intelligence agency? Is all this being funded with foreign aid? If they are being run with foreign aid, who is giving them the money? Are NGOs, anti-corruption ‘movements’ being run at the behest of foreign agents? Is spreading chaos in the country through ‘movements’ a part of a foreign conspiracy? There are many such questions to which it is very important to know the answers. It is noteworthy that in the recent Lok Sabha elections there were many candidates from NGOs being run with the help
of foreign funds. In the name of change, their only purpose was that an unstable Government should be formed in the country so that anarchy could be created. In 1976, during the Emergency, Indira Gandhi made a law called the Foreign Contribution (Regulation) Act (FCRA). Under this law, political parties and social organisations were banned from taking foreign money. On March 9, 1976, when this law was being passed in the Rajya Sabha, during the debate, the name of the American Intelligence agency, the CIA, was taken 30 times. In addition, one was apprised of several dangers of this law. Today, under this law, Indian social organisations are getting foreign money. In fact, since the last few years, in the name of social service, foreign money is being sent openly to India. Use was, and is, being made of this money to create unrest among people, run ‘movements’ in the name of bringing change in the system to create an environment against the political class. These activities are dangerous for the internal security and unity of the country.

PIELBERG (AUSTRIA): Championship leader Nico Rosberg won the Austrian Grand Prix here Sunday, putting Mercedes back on top in a nail-biting finale with teammate Lewis Hamilton. The German, clinching his third win this season, managed to hold off Hamilton until the end, with Williams driver Valtteri Bottas taking his first ever podium, in what turned out to be a disastrous home race for Red Bull. Bottas's teammate Felipe Massa, who had started on pole, was fourth, followed by Ferrari's Fernando Alonso, Sergio Perez of Force India and McLaren's Kevin Magnussen. The season's eighth race saw Mercedes extend their lead in the constructors' standings to 301 points, with Red Bull trailing in a distant second place with 143 points. It also gives Rosberg -- who has never finished off the podium this season -- a 29-point lead on fourwin Hamilton in the fierce internal Mercedes battle. Sunday's race at the Red Bull Ring started with an all-Williams front row after Brazilian Felipe Massa and Bottas put in a superior performance in Saturday's qualifying, depriving Mercedes of pole for the first time this season. But the German team showed already in the first lap that they were in fighting spirit, with Rosberg briefly coming into second position, while Hamilton jumped from ninth into fourth place after a thundering start. After taking his first pole position since 2008, Massa had hoped to follow this up with his first win in six years, but this was not to be. Instead, it was Bottas who brought

UMBAI: Indian Super League has entered into a strategic partnership with the English Premier League, the world's most popular and successful football league, to bring its best practices to India under an exchange programme. The Co-operation Agreement between the ISL, co-promoted by IMG-Reliance, the joint venture between IMG and Reliance Industries, Star India with support from All India Football Federation, and the English Premier League will allow the ISL to leverage the league's expertise in nurturing and growing a high quality football competition. The Indian Super League, set to kick off in September, will receive strategic support, advice and assistance from the Premier League to further the development of the league and its clubs, a release said. The EPL will also assist in establishing club governance, shaping the brand, fan engagement, defining anti-corruption and anti-doping policies for the ISL, as well as joint promotion of the ISL and Premier League football in India. Through the alliance, Indian Super League will help Premier League and its clubs in staging football matches and assist in other business development initiatives in India. This will encourage exchange programmes and partnership building between clubs of two leagues. ISL and Premier League will also cross-promote football coverage on Star India's platform to the growing Indian fan base, the release said. The co-operation between Indian Super League and the Premier League lends credence to ISL's mission to engage the 200 millionplus Indian football fan base by showcasing a quality football of-

ORTALEZA (BRAZIL): Ghana held Germany to a 22 draw yesterday despite veteran striker Miroslav Klose coming on as a substitute to tie the World Cup scoring record with the equalizer in their highly entertaining Group G match. Klose now has 15 career World Cup goals, equaling the mark set by former Brazil star Ronaldo. Klose scored the equalizer in the 71st minute, less than two minutes after coming on, when a corner by Toni Kroos was flicked to the far post by Benedikt Hoewedes and the striker slid in to knock the ball into the roof of the net. The result means the United States would advance from the group if it beats Portugal on Sunday. Mario Goetze had put Germany ahead in the 51st, but Ghana equalized three minutes later through Andre Ayew.
Ghana captain Asamoah Gyan then put the Africans ahead in the 63rd, only to see Klose cancel out his goal. The 36-year-old Klose is in his fourth World Cup and had been level with former Germany striker Gerd Mueller on 14 goals. Ronaldo also scored his 15th against Ghana, in 2006 in Germany. With coach Joachim Loew preferring to play with a "false nine" system without a striker, Klose sat out Germany's opening 4-0 rout of Portugal. RIO DE JANEIRO: Bikinis and Havaianas flip flops aside, tourists are being forced to dig deep into their wallets in the city of soccer and sand with the average to highend hotels, reportedly on FIFA's instructions, charging three times the normal tariffs and raking in the maximum moolah during the World Cup. For a deluxe room in a five star hotel that normally costs around USD 200-250 per night, soccer fans from across the world are being made to shell out USD 700-800 at the moment, courtesy the world football governing body. "FIFA has taken over all the hotels not just in Rio but all over the country, especially the host cities. It has instructed the hotels to spike its tariffs as that way they will end up making a lot of profits," said Sanjeev Mehra, a director with an established travel agency in India and who is currently in Brazil heading a package trip. "Apart from the hotel people, I have been speaking to the top guys in FIFA for months for bookings. During the World Cup time in Brazil, one has to go through FIFA. You need contacts there and this credit business doesn't work with FIFA. They need instant payment," Mehra, who has been to Brazil twice before the ongoing visit and heads Aryan Holidays and Leisure, said. He added, "In my current trip, one room costs USD 800 per night, just imagine. It's madness." Add food, game tickets and other miscellaneous expenses, and a solo traveller to Rio de Janeiro will surely end up making a hole in his/her pocket. "I just can't understand the pricing in Rio. Though we love coming to this city as it's such a fantastic place, the sky-high prices are not worth it," said a tourist from Ireland.

Diego Maradona has accused world football’s governing body of discriminating against Costa Rica and Pinto, the manager, has made public his displeasure at the abnormal procedure. Two players from every team are required for doping control after matches but Fifa requested that five additional Costa Ricans were tested. Bryan Ruiz, who scored the only goal of Friday’s game that confirmed Costa Rica’s fairytale qualification to the last 16, was one of them and the others were Keylor Navas, Celso Borges, Christian Bolaños, the substitute Marco Ureña and the unused Diego Calvo and Michael Barrantes. Fifa say that the mass procedure was necessary because some of the Costa Rica players had been unavailable for the mandatory pre-tournament tests. But there is indignation within the Costa Rican setup as they cannot understand why Fifa chose the moments after one of the greatest victories in the nation’s history to carry out the tests. Fifa, they say, could have chosen any other time since the squad arrived in Brazil. “The question in all of this is: ‘Why does Costa Rica receive these tests?’” Pinto said. “It’s because Costa Rica is running and running and running, and I congratulate my players for that.
